San Leandro is closer to establishing rent control

The San Leandro City Council covered two items involving renters in the city.

The first was approving the rent review for this year. The rent review board was formed in 2001 and consisted of landlords and tenants who helped resolve rental disputes.

This past year they partnered with Eden Council for Hope and Opportunity (ECHO) Housing, a fair housing agency, to assist with tenant and landlord disagreements. Most of the disputes were resolved by the rent review board. Three cases ended with the landlord revising their rent increase notice after speaking with ECHO Housing and the rent review board.

The city council is one step closer to establishing a rent control ordinance and program. The ordinance would create a program where the

Kwanzaa is a well-known part of these festivities. Fayeth Gardens again invites the community to their 3rd Annual

Newark Joins Heart Smart Walking Challenge Washington Health Program Promotes Heart Health and Wellness Less than a year after Washington Health launched its Heart Smart Walking Challenge with Union City, Newark is the latest municipality to join the program.

The Heart Smart Walking Challenge, a walking and educational program promoting heart health and disease prevention in the community, kicked off last spring with Union City as its first participant. The challenge’s monthly 1-mile walks with Washington Health clinicians; educational programs on diet, exercise, and heart health; and logging miles to qualify for raffle prizes, has attracted 226 Union City walkers clocking 54 million steps since March.

“I’m grateful to play a part in supporting our community’s health,” says Robert Magbanua, Union City’s recreation coordinator. “I’m excited to carry this momentum forward as we expand the Heart Smart Walking Challenge into the city of Newark in 2026.”

The Heart Smart Walking Challenge was started after Washington Health’s 2023 Community Health Needs Assessment found Union City residents had more emergency visits, hospitalizations, and deaths related to heart disease and stroke in comparison to other healthcare districts and the county overall. The most recent needs

assessment found that Newark residents experience similar health challenges.

“We can’t wait to see the positive impact this program has on our community, as it fits well with our goal of supporting the health and well-being of our residents,” adds Becca Hicks, recreation coordinator, city of Newark. “We hope to encourage the community to stay active while learning helpful health information during the Washington Health Walks.”

Hicks is excited to partner with Washington Health and Union City, and looks forward to the first Washington Health walk of 2026 on Jan. 7 at 9 a.m., starting at the Mark Green Sports Center in Union City.

Clinicians Discuss Health Topics

“Pedestrian safety will be discussed before the first walk,” according to Kayla Gupta, Washington Health Community Outreach manager.

She explains that once a month, Washington Health clinical experts will join the community in a 1-mile walk, after a discussion on health and safety topics.

“Washington Health has had a rewarding experience in 2025 interacting with Union City residents and we’re excited to be partnering now with the city of Newark,” Gupta notes.

While it’s too early to note results from the Heart Smart Walking Challenge, Gupta says that people are embracing it enthusiastically and are most likely impacting their health.

In addition to the scheduled monthly walks, residents can participate in the free challenge by walking on their own and logging in the mileage to become eligible for prizes and gift cards provided

by Washington Health.

Young and Healthy – Do I need a doctor?

Yes! Protect your health, establish a relationship with a PCP Imagine you’re a young, healthy Silicon Valley professional. You’re busy, but that scratchy sore throat won’t go away.

What do you do? You could go to urgent care or the Emergency Department, or you could make an appointment with a Washington Health Medical Group primary care provider (PCP).

Health care decisions are increasingly about convenience, but if you’re already connected to a particular health system, you’ll have an advantage.

A century ago, more than 80% of physicians were general practitioners, jack-of-all-trades who treated all the members of a family. By the early 1960s, that number had fallen to 20%, with most physicians choosing to specialize in treatment for one body function or disease.

Family medical care was fragmented.

In response, the American Medical Association recognized Family Practice as its own specialty in 1969, and the era of primary care was born. Since then, PCPs have served as the generals in the health care army, providing primary care and referrals as needed for young adults to the elderly.

But being connected to a PCP is important for your overall health, not just for occasional illnesses.”

Dr. Sharma explained that PCPs specialize in “whole care” for everyone, addressing patient health care concerns and helping guide healthy lifestyle choices. Even if you have no current health concerns, it’s good to see a PCP to establish a health baseline to check against going forward. Getting established with a PCP also ensures all your medical records are easily accessible in one place throughout the health system. You’ll save time because your doctor knows you and your health history.

“High blood pressure, high cholesterol, high blood sugar and other health concerns frequently don’t present with noticeable symptoms,” she said.

“When you see a primary care physician,

they will test for those things, and others, to set that baseline. Then, barring anything happening out of the ordinary, annual checkups will give your physician an opportunity to test for them again, then to compare with prior tests to ensure you are at optimum health. If something needs to be addressed, you already have an established relationship and your physician will work with you to find the solution.”

Staying healthy with preventive care and a healthy lifestyle

While having a PCP is convenient and establishing a health baseline is important, Dr. Sharma noted there are other reasons to find a PCP to guide your health care.

“A primary care doctor’s job is about more than helping you get better when you’re sick,” she emphasized. “Preventive care is just as important. Annual wellness visits and screenings are used to find or manage conditions including cancer, stroke, health disease, arthritis and diabetes.

“The best time to start preventive care is in your 20s,” Dr. Sharma continued.

“Health problems get bigger, both physically and figuratively, over time.

By the time you notice something is off, care will likely be more complicated, expensive and time consuming than if you’d addressed it earlier. For instance, if you don’t attend to obesity-related diabetes in your 20s and 30s, you’re not only going to pay more in your 40s and 50s for complications that have

arisen over decades but you’re also going to spend more time in and out of the hospital, and your loved ones will be tasked with looking after you.”

Your PCP will also help you establish and reinforce lifestyle habits, including eating a healthy diet, getting exercise and keeping a positive outlook on life.

The time to reframe this lifestyle is when you are young.

“Teenagers are pretty active,” Dr. Sharma observed. “Then they go to college, begin working, maybe start a family, and find they just don’t have as much time to be active. The 20s are a good time to build and reinforce healthy behaviors. Positive behaviors that are established then can carry over into the later years.

“People who establish a relationship with a PCP early tend to be generally healthier later in life,” she continued.

“They are more likely to open up about health concerns, which makes it more likely that a problem will be caught early and treated quickly. Your PCP is your coach to build a healthy lifestyle, a guardian who will notice changes in your health and the key to keeping all the members of your healthcare team focused on your total health.”

Yes, VIRGINIA, there is a Santa Claus. He exists as certainly as love and generosity and devotion exist, and you know that they abound

and give to your life its highest beauty and joy. Alas! how dreary would be the world if there were no Santa Claus. It would be as dreary as if there were no VIRGINIAS. There would be no childlike faith then, no poetry, no romance to make tolerable this existence. We should have no enjoyment, except in sense and sight. The eternal light with which childhood fills the world would be extinguished.

Not believe in Santa Claus!

You might as well not believe in fairies! You might get your papa to hire men to watch in all the chimneys on Christmas Eve to catch Santa Claus, but even if they did not see Santa Claus coming down, what would that prove? Nobody sees Santa Claus, but that is no sign that there is no Santa Claus. The most real things in the world are those that neither children nor men can see.

Did you ever see fairies danc-

ing on the lawn? Of course not, but that's no proof that they are not there. Nobody can conceive or imagine all the wonders there are unseen and unseeable in the world.

You may tear apart the baby's rattle and see what makes the noise inside, but there is a veil covering the unseen world which not the strongest man, nor even the united strength of all the strongest men that ever lived, could tear apart. Only faith, fancy, poetry, love, romance, can push aside that curtain and view and picture the supernal beauty and glory beyond. Is it all real? Ah, VIRGINIA, in all this world there is nothing else real and abiding.

No Santa Claus! Thank God! he lives, and he lives forever. A thousand years from now, Virginia, nay, ten times ten thousand years from now, he will continue to make glad the heart of childhood.

City ordinance draft confirms 3% rent cap — Continued from page 1 cost of rent remains as low as possible, to start in Jan. 2027. The council confirmed on Dec. 15 that the ordinance would include a 3% rent cap and a base rent based on this year’s rent amount. According to the draft ordinance, a base rent is the maximum allowable rent a landlord can require. Applying the base rent based on this year’s rent gives the tenant protection from rental increases.

The next step for the council is to approve a first reading of the ordinance during the Jan. 12 city council meeting. The city will then need to approve a rent registry software ven-

dor contract during the Jan. 20 council meeting.

The program would include staff working on the rent registry, outreach and enforcement. The city plans to take out a loan from the general fund with a payback period of three to six years. The city plans to make money from the program through the rental registry, annual fees, enforcement and late fees that would be paid by the landlord.

During the city council meeting, a woman speaking for a man with Parkinson’s disease said online, “I urge you to approve the rent stabilization ordinance because it is good public policy.

We need to have housing that provides people with the ability to build neighborhoods that are safe and vibrant. Rent stabilization creates stable neighborhoods and communities.”

Another person said, “Now we’re faced with a wrench in the works, oh my god, the costs.

And what it means for housing to be a priority in the city of San Leandro is that you pay for it. This is an essential service.”

He said there are other funding sources the city can use to pay for the program instead of taking out a loan.

Landlords will be paying a lot of fees for the rent control program. A person represent-

ing mom-and-pop housing agencies said, “Mom-and-pop owners, they are usually handson, and they have to do a lot of work. More regulation, and less return on investment, it just doesn’t pencil out. They’ll leave the market…So fewer housing availability for the renters. It’s not gonna help anybody.”

A woman gave a public comment countering the argument about the costly fees. She said, “I do not believe this is going to affect any mom-and-pop’s actual ability to stay in business.

They’ve invested in the property, and are they just going to leave it empty? That’s not gonna bring them any income either.”

PEPPER THE GARDEN WITH HOLIDAY THEMED PLANTS Seven festive red and white flowers might get gardeners hooked

C

andy cane and peppermint are two popular seasonal flavors that show up in an array of foods and beverages. Coffee shops promote candy cane lattes and peppermint mochas.

Bakeries offer candy cane cookies and peppermint bark, and many restaurants create holiday cocktails using candy cane syrup and/or peppermint liqueurs.

These two festive descriptions are not just limited to food items; people (gardeners in particular) can also enjoy flowers with candy cane and peppermint in their names.

It’s obvious why candy cane might be used in a red and white flower’s name.

Using peppermint to describe a red and white flower is less obvious, as peppermint is a flavor! Peppermint is a hybrid of water mint and spearmint, and is thought to have originated somewhere in Europe or the Middle East.

Peppermint was used throughout ancient Egypt, Greece and Rome as a digestif and for other internal medicinal purposes. It was used to freshen breath, flavor food and wine, as a component in scented oils, and in lotions. It was also worn on clothing or used in palaces to create a pleasant aroma.

It would not be until the 19th century that peppermint would be associated with Christmas and other winter holidays.

The candy cane had yet to be invented.

A choirmaster in Cologne, Germany, commissioned a local confectioner to make a hard candy around 1670. He was looking for a way to keep his young singers and choirboys quiet during live Nativity performances. He thought a long-lasting hard candy would keep them busy. The candy invented was a

white sugar stick. The choirmaster bent the top of the stick to look like a shepherd’s cane which carried strong religious symbolism.

It is thought that the first candy canes in the US debuted in Wooster, Ohio, in 1847. A German-Swedish immigrant decorated a spruce tree with paper ornaments and white candy canes. Candy canes remained white until the early 1900s when peppermint flavor and red stripes were added, solidifying peppermint’s place in holiday traditions.

The red and white colors of a candy cane and the association of peppermint flavor have inspired the naming of many red and white flowers. Below are seven to get hooked on.

Candy Cane Oxalis produces funnel-shaped red and white striped flowers that sit on thin stalks above dark green clover-shaped leaves. The flowers open in the sunlight and roll up as the light fades. Some of them curl at the top when closed and are even more reminiscent of candy canes.

Candy Cane Cocktail Rose is a floribunda rose bush. It produces large white flowers with deep pink to red edges that resemble candy canes. Although the flowers do not smell like peppermint, they have a sweet intoxicating fragrance.

Candy Cane Zinnia is an annual flower that blooms all summer. It produces numerous four-and-a-half inch flowers with white or yellow petals that have bright red and sometimes orange stripes.

The patterning, even with non-traditional colors, conjures thoughts of candy canes.

Candy Cane Amaryllis is a large winter-blooming bulb. A single plant can produce up to three tall stems which can each support three large red and white flowers. It offers another holiday

RED AND WHITE The ruffled petals of La Peppermint Carnation look like the striping of a slightly melted candy cane.

CHANGING STRIPES The deep pink to red edges of Candy Cane Cocktail Rose resemble striped candy canes.

centerpiece option or companion to the red Amaryllis flower more commonly seen during the holiday season.

La Peppermint Camellia is an attractive evergreen shrub with glossy dark green leaves. It blooms from November through February. The numerous roseform flowers are white with red splashes or stripes, half white and half red, or all red.

Peppermint Swirl Dahlia is a stunning annual plant that can grow to four feet tall and produce multiple blooms throughout the summer and into the fall.

These flowers have white/yellow petals painted with crimson red streaks.

Peppermint Verbena, also called Firehouse Peppermint Verbena, is an

attractive mounding plant. It produces multiple clusters of white star-shaped flowers with vibrant red stripes. The plant first blooms in spring and will produce fancy clusters all the way into fall.

Planting flowers named after candy canes and peppermint is yet another way to enjoy the spirit of the holiday season. Even if the flowers do not bloom in December, they will remind you that the festive winter holidays are always just around the corner.

NEW URGENT CARE CENTER OPENS IN FREMONT Facility provides timely care for non-emergency conditions

W

ashington Health opened a new Urgent Care Center on Dec. 17, located at 2682 Mowry Ave. in Fremont. The center is open weekdays 10am to 8pm and weekends 9am to 5pm.

Washington Health patients can go in for injuries, cuts, bruises, sprains, fractures or pain. It’s a place to go when the discomfort or sickness is not exactly an emergency, but still needs immediate attention. Washington Health serves patients in Fremont, Newark, Union City, South Hayward and unincorporated Sunol.

“Our emergency room is open 24/7, seven days a week,” said Washington Health CEO Kimberly Hartz. “But it’s not always the place to go to if you’ve had certain types of needs, whether it’s a broken bone or a sprain.”

If more care is needed, the urgent care center can connect patients to a variety of clinics and specialists within the healthcare network. According to the website, they accept most insurance plans. A list of them can be found on the Washington Health Urgent Care webpage.

Hartz said an urgent care visit can be quicker than going to the hospital’s emergency room, which includes a trauma center. She said a lot of times they are busy with acute patients, meaning a visit there results in a longer wait time.

The urgent care center came out of a need for more access to medical care. Washington Health conducted a Community Health Needs Assessment (CHNA) this year and found that a key health need is for better “Healthcare

Access and Delivery.” The CHNA is done every three years.

In response, the hospital released a Communit y Health Improvement Plan for 2026-2028. It included the opening of a new urgent care center to “increase access to medical services for non-life threatening injuries and illnesses.”

“It came from our community,” said Hartz. “Our community has continued to ask about making sure that they are able to access the right level of care.”

This year’s CHNA reported economic security, behavioral health, and healthcare access and delivery as top health needs. The CHNA is made by research firm Actionable Insights, LLC, and wa s done in collab orat ion w it h multiple area hospitals, including John Muir Health, Kaiser Permanente and St. Rose Hospital.

Data is collected through interviews and community focus groups. Interviews were given to health experts and community leaders who focus on improving health in vulnerable populations.

According to the 2025 CHNA, economic securit y was the top health need because economic strain causes a person to cut back on essentials like healthy food. An interviewee from the report said food and rents have increased so much but salaries have not. Another said a person can work one or two jobs and still not have a stable income in the Bay Area.

Behavioral health came in second, raising concerns about lack of mental health support, domestic violence and alcoholism. One person said that alcohol becomes a coping mechanism for a lot of men.

he San Leandro Cit y Council has settled the discussion on attorney-client privilege when it comes to releasing survey results from 2024.

On Dec. 15, the city council voted 5-1 to release sur vey results from June 2024 that asked residents how they feel about having a ballot measure that would fund the city. A staff member said the survey results will include anonymous answers to the questions. According to the resolution, a person can see the survey results by requesting a copy from the city attorney or the city clerk.

Moving forward, election research on the possibility of a Nov. 2026 ballot measure will continue. The council passed a substitute motion to continue research on the possibility of a ballot measure that would fund the city and waive the attorney-client privilege for survey results. This means the public can see the survey results, which will be presented to the city council in March 2026.

Hayward Kwanzaa pays tribute to ancestors and local leaders — Continued from page 1 fessor and one of the world’s most highly respected senior scholars in Black and Africana studies. Kwanzaa originates from the Kiswahili word meaning “fresh fruits.” The holiday occurs over seven days, from Dec. 26 to Jan. 1.

Kwanzaa is an affirmation of seven guiding principles paying tribute to ancestors and African culture, while reaffirming family and community values. Each day affirms one of seven principles, named the Nguzo Saba: unity, self-determination, collective work and responsibility, cooperative economics, purpose, creativity and faith. The widely recognized symbol of Kwanzaa, the “Kinara,” holds seven candles to represent each principle.

Velda Goe, founder of the private 20-acre retreat Fayeth Gardens, established in 2014, has been celebrating Kwanzaa for over 40 years. When she discovered that there were no major Kwanzaa celebrations for the Hayward community, she felt compelled to initiate one.

“I’ve always incorporated the Nguzo Saba in my life,” said Goe, “so I feel it’s my responsibility to do whatever I can to initiate changes that make the community better.”

Goe got to work promoting a Kwanzaa celebration, as well as applying for City of Hayward grants for it to be held in City Hall.

The first celebration in 2023 was a resounding success, garnering 250 attendees. “I was pleasantly surprised that, despite our meager distribution list, we still got 250 people to come,” said Goe. “There was a lot of joy and work that went into it.”

In 2024, grant funding for the 2nd Kwanzaa was decreased due to economic stresses, but Goe did not let that deter her. “We couldn’t afford bands, so we held cultural education workshops on African and African-American traditions in the community and during the Kwanzaa Celebration,” she said, “as well as used auxiliary funding, media support and varied partnerships, including the Hayward Public Library.” These combined efforts yielded 230 attendees.

During last year’s celebration, the Sankofa Lifetime Achievement Awards were launched. “Sankofa” is a West African term meaning “to use the past to inform the future.” The award honors those who have fulfilled accomplishments that benefit causes on local, national and global levels.

This year, Goe encountered another challenge when previously awarded city funding was cut midway for all nonprofits until 2027 due to city deficits. Despite this, Goe decided to proceed with the celebration. Again, the Nguzo Saba principles of faith and determination kicked in alongside her favorite quote from Alan Cedric Page: “The challenges you face and the way you handle them tell you a lot about yourself.”

Attendees can anticipate delicious food, vendors and live entertainment from Hardiman’s New Orleans 2nd Line Band, Touch of Class Band, Awon Ohun Omnira Choir and the California Griot Storytellers.

Free, limited lunch reservations at 11:30am require an Eventbrite reservation ticket. Free general admission, which begins at noon, also requires an Eventbrite ticket for entry (if attendees don’t already have one for lunch).

Obtaining more fiscal sponsors is a goal that Goe is working towards in the coming years. Her current multi-year fiscal sponsor, The Peace Haven—a nonprofit organization that feeds locals in need—has been a tremendous help thus far. However, now that city funding is on hiatus, Goe is looking for multiple funding streams from varied sources that believe in Fayeth Gardens’ missions.

Hayward’s diverse community is certain to appreciate Fayeth Gardens’ 3rd Annual Kwanzaa Celebration.

“We have multiple races and nationalities represented at our events,” Goe said. “The goal is to utilize the principles of Kwanzaa in order to actualize the creation and unification of communities in a positive way.”

Hayward proposes layoffs days before Christmas ● Council says jettisoning city employees is needed to close budget gap

t a Dec. 16 council meeting, the City of Hayward made plans to lay off city employees. Recently appointed Hayward city manager Jennifer Ott said layoff notices would be sent out on Dec. 17.

“We are not able to close that $30 million gap without making some workforce reductions and make some personnel changes that are going to impact employees,” she said.

Ott apologized that layoffs became the first topic during her first city council meeting budget presentation. “I want the employees and everyone to know that I don’t take these decisions lightly at all,” said Ott. “I think that they are needed to stabilize this organization long term and be able to get the city financially back on track.”

Employees were not happy about the layoff announcement. A group of people from the SEIU Local 1021 union spoke during the Dec.16 council meeting.

A city secretary said employees are more than names on a spreadsheet. “We are parents, caregivers and community members. We are people with families, responsibilities and real needs. And the impact of this deficit [is] being carried by real human beings. That human cost deserves to be seen, respected and truly considered.”

A librarian from Hayward Public Library said she doesn’t have enough time to fulfill all her responsibilities. “The reality is simple. Hours have been cut, but the workload has not. I’m organizing a major dance performance for Black History Month, and another for Lunar New

“There is simply not enough time to complete all required work,” she continued. “Hayward is home to more than 162,000 residents, and every one of them deserves access to a fully functioning library system.”

One person said a $9 million movie theatre the city council approved was not something the residents really need.

“Your decision to lay off city workers is no longer in response to a projected budget deficit, this is about your priorities as elected officials,” said a city employee during the meeting. “You have both the ability and the responsibility, right here, tonight, to protect Hayward city workers and the services that they provide.”

The council members responded with empathy but held firm. “I’m understanding we’ve never been here like this, there is zero savings,” said vice mayor pro tempore Julie Roche. “There isn’t anything to pull from.”

Roche also talked about other ways they may have ended up in a multi-million dollar budget deficit, including giving post-Covid raises to city employees.

“It was an absolute structural failure in the city.”

Councilmember Ray Bonilla Jr. said he’s been laid off before Christmas too.

“I am committed, and I think all of us are, to working with everybody. It’s not over yet.

Ott said the council will further discuss the budget at a Jan. 6 work session.

“The books are not closed, the story is not written yet,” added Bonilla. “There’s still time, but it’s going to take all of us working together to figure out how we meaningfully solve the gap that’s in front of us right now.”

● An act of destruction led to a revival of Christmas spirit and community at Hayward toy store

he end of the year is approaching, and Downtown Hayward is celebrating the season with an exciting lineup of places to visit, things to do and celebrations to join before ringing in 2026.

ayward locals know Brick by Brick Toys as a place to buy LEGO sets and pieces, or gather for parties and building meetups. On Christmas Eve 2024, this community spirit was tested when not one but two sets of thieves drove their vehicles through the glass to rob the store.

Owner Mike Marinakis recalls, “I was up at like 5:30 in the morning with the police getting locked back up, then I went home for a couple hours.” He had planned to open the store Christmas Eve morning for last-minute shoppers.

But when he returned at 8am, he saw another vehicle had driven through one of the windows. “My alarm hadn’t gone off. They ran inside and stole a bunch of stuff.”

The thieves didn’t stop at stealing box sets. “The truly Grinch part was I had this Lego Christmas village set up on this white sheet, this little village and train, and they wrapped it up like a sack…threw it over their shoulder, and just bolted out of the store, leaving a trail of Christmas behind them.

“It has almost zero resale value,” Marinakis adds. “It’s not new, they can’t resell it. It almost seemed like they were doing it just to be mean….It was very much a Grinch situation.”

Marinakis chronicled the break in on the store’s Instagram @bxbtoys. “I posted about it on Instagram, just being like ‘Pity me, this sucks.’ The amount of support I got from that was crazy. I had so many people show up on Christmas Eve morning to bring me food, to help me clean up all the broken glass, to get things boarded up, just to give support.

It was so nice.

“And it really showed me the community we built only in a few years,” continues Marinakis. “How people appreciated the story, the relationships that I built with my customers.”

In February, Marinakis posted again on social media, thanking the city for their response and for installing bollards to prevent another vehicle from driving through the shop’s window.

This year, the Christmas village has been restored, with additions from fans of the shop.

“It sucked, it was expensive, but it was a nice moment afterward because I could see how much people appreciate what we’re doing in the community,” says Marinakis.

O

n a Sunday afternoon in Fremont, the lights dim and a familiar scene comes into focus: a cozy 1970s home, a crackling fireplace and a framed photo of Elvis watching from the corner.

It’s the opening moment of “A Vibey Holiday,” Bellissimo Dance Co.’s original holiday production. This immersive, nostalgic celebration felt like stepping into a family memory.

Presented on Sunday, Dec. 14, the show took place at the Fremont Veterans Memorial Building. Featuring more than 90 performers ranging from toddlers to adults, “A Vibey Holiday” blended disco, funk and soul music with theatrical storytelling, and an intergenerational cast.

The creative vision for the production was led by Bellissimo co-founder and artistic director Nicole Pagán, whose choreography and music selection drew on the soul of the 1970s.

When asked about the vision, Pagán explained, “I grew up listening to ’70s music. The 1970s offered such warmth and playfulness, and that’s what inspired this production. I wanted the audience to feel like they were stepping into a shared memory, something familiar and full of heart.”

What makes the production especially distinctive is its collaborative

spirit. Parents have played a significant role behind the scenes, volunteering hours to help create costumes, build sets and props, and manage backstage logistics. The result is a true community production.

Co-founder Jessica Jimenez explained how this production was a team effort.

“Our dancers and families have poured their hearts into this production. This show is about bringing creativity and connection to the Niles community in a way that feels joyful, nostalgic and totally our own.”

Speaking roles were cast through studio-wide auditions, giving both youth and adult dancers opportunities to step into the spotlight in new ways.

For many performers, it’s their first time participating in a fully staged theatrical production.

Founded in 2024, Bellissimo Dance Co. is a women-led, inclusive studio based in Niles, dedicated to helping dancers of all ages “bloom beyond limits.” With a focus on personal expression, emotional growth and community, the studio has quickly become a creative home for families across Fremont and the Tri-City area.

“Opening Bellissimo this summer was a dream, but getting to celebrate our very first holiday season here in Niles— with a show built by our own dancers and families—feels surreal,” Pagán said.

Fremont’s ’’s Housing Navigation Center: Five Years of Impact The City of Fremont is proud to showcase the Fremont Housing Navigation Center (HNC)’s first five years of operations with its newlyreleased HNC’s Five Year – Fiscal Year End Report.

Opened in September 2020 as a symbol of the City’s commitment to addressing homelessness through compassionate, datadriven solutions, the HNC provides safe, temporary housing and supportive services and is operated by Bay Area community Services (BACS).

Over its first five years, the HNC served 293 individuals from Fremont, Newark, and Union City. Of the 258 residents who exited the program, 65% have moved into stable housing, well above national and county averages.

Opened during the COVID-19 pandemic, the HNC reached full 45-resident capacity in Fiscal Year 2022–23 and has maintained that level. Nearly 90% of residents entered the program earning less than 30% of the area’s median income, with an average stay of five months, reflecting the ongoing need for housing and supportive services.

The HNC follows a low-barrier and service rich model, offering interim

housing, one meal per day, and intensive case management to connect residents with employment, benefits, and permanent housing. Operational costs over five years totaled $8.4 million, $4.49 million below projections, thanks to strategic funding and pandemic-related adjustments. Funding has been fully covered through state, county, and federal sources, preserving local resources for future use.

The HNC continues to evolve as a vital component of the City’s broader homelessness response, with funding secured through Fiscal Year 2026–27.

However, the program may face budget shortfalls in the coming two years. Given the uncertainty of county, state, and federal funding, the City is actively pursuing new opportunities for funding and to extend support through Fiscal Year 2029–30.

There is no minimum age requirement to enter the contest.

The top three club essays w ill receive cash prizes of $200, $100 or $50 and medallions, with the firstplace essay advancing to the District Level competition for an opportunity to win a $2,500 college scholarship.

“The essay contest is designed to give local students the opportunity to write about their own opinions about the community and world in which they live,” chairman Darr yl Reina said. “As Newark Optimists, it is our goal to bring out the very best in each of them.”

Newark Police Log ● Three men were arrested for commercial burglary By staff Monday, Dec. 8 • At 1:40am Officer Swadener responded to a battery report near Cedar Boulevard and Cedar Court. A 30-year-old male was arrested for battery. He was transported to Santa Rita Jail.

A General Plan Amendment is required to re-designate a .84 acre portion of project site to High Density Residential to allow a 31-unit multifamily building consisting of 30 deed-restricted affordable units and one manager’s unit. A zoning change is required to make the zoning consistent with the General Plan; and WHEREAS, pursuant to Chapter 17.12 of the Newark Municipal Code, the Applicant applied for a Planned Development (PD) overlay district to facilitate site-specific design and development standards for the Project, in conjunction with rezoning the property; and WHEREAS, a component of the Project is an amendment to Title 17 (Zoning) of the Newark Zoning Ordinance and the Official Zoning Map, to rezone property described as follows: Rezone Park (PK) to Residential Single-Family (RS-6000) for a 28.26 acre parcel with a Planned Development Overlay District. Any change in district boundaries is necessary to achieve the balance of land uses desired by the City, consistent with the General Plan, and to increase the inventory of land within a given zoning district; and c. If any section, subsection, subdivision, paragraph, sentence, clause, or phrase of this Ordinance, or any part thereof, is for any reason held to be invalid, such decision shall not affect the validity of the remaining portions of this Ordinance or any part thereof. PUBLIC NOTICES Amendment to Title 17 (Zoning). The 2023-2031 Housing Element contains a policy commitment to review and update Chapter 17.18 – Affordable Housing Program. The proposed ordinance amends Title 17 to, among other actions, establish a requirement that residential projects of twenty or more units provide 10 percent of the total number of dwelling units within the development as affordable units. Projects of nineteen units or less may pay an in-lieu fee instead of providing affordable units. There are a number of other exemptions including projects that received prior discretionary approvals. The affordability level for affordable units shall be made affordable to very low, lower and moderate income households with an Average AMI at or below 50 percent of the area median income for rental residential projects and at or below 110 percent of the area median income for for-sale residential projects.

For rental residential projects, the affordable housing cost for affordable units shall not exceed what is affordable to a household at 80 percent of the area median income. For for-sale residential projects, the affordable housing cost shall not exceed what is affordable to a household at 120 percent of the area median income. The proposed ordinance also includes a variety of alternative means of complying with the general requirements of Chapter 17.27 so as not to inhibit residential projects. The city also proposes to adopt an ordinance amending Chapter 17.18, Affordable Housing Program, to clarify that the requirements of that chapter do not apply to developments that have complied with Chapter 17.27.

Environmental Review: The proposed Project is among the scheduled actions included in the 2023-2031 Housing Element. The Project would not result in any intensification of development potential beyond what was previously evaluated in the General Plan EIR or analyzed in the General Plan Tune-up Program Addendum. Consequently, the proposed Project would not result in a new significant impact or substantially more severe impacts than previously disclosed in the General Plan EIR. In addition, there is no new information of substantial importance showing that the proposed Project would have one or more significant effects not previously discussed or that any previously examined significant effects would be substantially more severe than the significant effects shown in the General Plan EIR.
