I’ve listened to all the arguments both for and against Measure A, and I’ve come down firmly on the yes side of Measure A. Services cost money. There’s no way around that. However, looking at the numbers, I’ve learned that if Measure A passes, it will raise the sales tax one-quarter of 1 percent and cost Sonoma County residents about $42 a year. It’s also estimated that our cars suffer so much damage from the deteriorated condition of our roads, it costs us, on average, about $900 a year to maintain them. Look, I hate taxes as much as the next guy, but you do the math. I’m voting for Measure A.

Fighting the Power We must continue applying pressure to the police BY ROBERT EDMONDS

T

he Sonoma County Community and Local Law Enforcement Task Force, and the President’s Task Force on 21st Century Policing have just issued final reports that outline an array of recommendations for improved policing.

Paths to improvement noted by both task force reports outline overarching internal philosophical and cultural changes in policing; changes in law and policy; professional independent oversight; community engagement; improved training, cultural competency; and diverse inclusion in hiring practices. If adopted, funded and implemented, the recommendations could reduce police violence, improve police interactions with the community and hold police and the community accountable for community safety.

However, reports without sustained action do not constitute an end to police violence. We must remember that these task forces were created due to public pressure on the system to end unjust killings at the hands of cops, especially cases where young people of color are victims of police homicide, such as 13-year-old Andy Lopez, killed by Sonoma County Sheriff’s Deputy Erick Gelhaus.

California law and local sheriff’s policy currently find nothing out of the ordinary in firing seven bullets into an unarmed child in broad daylight. Further, since Deputy Gelhaus killed Andy on Oct. 22, 2013, local law enforcement has been involved in 11 more deaths in our streets and jail cells. Yet local police and state laws still find these all to be just.

The public must continue to apply pressure to elected officials and law enforcement leaders to see that policies are altered and clarified to remove broad officer discretion in use of force; that independent oversight is funded; and that the necessity for a changed culture in law enforcement is realized. Systematized race, class and gender divisions must be addressed publicly and with express inclusion of those most negatively affected by the system.

Local elected officials must use their influence to change California laws that shield officers from extra-judicial review of almost any kind.

The real work of changing law enforcement will require sustained commitment to change. It is time to get to work.

DEBR IEFER Basin the Music Last week we reported on a big project on the Petaluma waterfront from Basin Street Properties and wondered why, given the pro-labor posture of local elected officials who fly under the “progressive” banner, it’s not a union job site.

The question was prompted by Basin Street’s use of non-union labor at its mixed-use Riverfront project in a county where politicians talk the talk on prounion issues: competitive wages, healthcare, worker safety. The walk is something else.

One elected official contacted for the story was state Assemblyman Marc Levine, whose 10th district includes Petaluma. According to campaign records, Levine accepted $2,000 in contributions from Basin Street Properties in 2012, and another $2,000 from its Nevada-based president Matthew White that same year.

BottleRock 411 Getting under the hood of Napa music fest

B

ottleRock uncorks next weekend in Napa. Robert Plant headlines a threeday event that has shaken off numerous vendor-related snafus that characterized the 2013 debut at the Napa Valley Expo.

Last year, the festival returned for a pretty smooth ride; this year, it’s poised to hit its stride as a major North Bay success story.

The success comes courtesy of the Napa-based Latitude 38 Entertainment, which took the helm last year to manage and coordinate the monstrosity of logistics at hand.

I asked Latitude 38 CEO Justin Dragoo about some of the challenges he’s faced, and about the rationale for some of the festival rules of the road. I also spoke with Capt. Jennifer Gonzalez, Napa’s police officer on the BottleRock beat.

Getting Around Last year’s festival hit its biggest snag when the music was over, Dragoo acknowledges.

“One of the biggest areas of feedback last year was people leaving the festival,” he says. “It was not efficient for people, and we have completely retooled it for this year.”

The difficulty, he says, is in managing a festival that’s going down in the midst of a busy small city, “so the more we can get a handle on cars, ) 10

A Levine staffer speaking on background pushed back against the argument that campaign contributions equal support for a project or a builder. He noted that Levine had played no role in the riverfront plan. “This project was not on our radar,” says the Levine spokesman.

A San Francisco real estate consultancy firm offered a generally cheery fiscal and economic impact analysis of the plan in 2013. The project then faced a state-mandated environmental review that critics have labeled a sham—a sham in search of a preordained approval from a bloc of five city council members. ) 10

To keep the cars to a minimum, this year organizers contracted with private shuttle-bus company Busbank to bring people to the festival from around the state.

The shuttles will run from Palo Alto, Oakland, Sonoma, Santa Rosa, San Francisco, Fairfield, Mill Valley, Sacramento and San Jose. Attendees can catch a ride for a single day or all three; prices range from a $30 round-trip from Sonoma, to $146 for three days back and forth to Oakland.

Dragoo says “thousands will be arriving at BottleRock” this way. Each bus will carry about 50 people. “At two people per car, that’s 25 cars off the road for every bus that comes in,” he says.

Locally, BottleRock has an arrangement with the city bus, the VINE, which will give free rides to ticket holders. “We’re footing the bill, if you will,” says Dragoo, to the extent that the bus fare is enfolded into the BottleRock ticket price.

And Uber will also be a player this year, offering flat-rate rides to and from the festival.

The transportation improvements aren’t just to keep the festival safe and the traffic moving freely, but to keep the DUIs at an absolute minimum. Numerous wineries will be selling their wares at the festival.

Designated drivers are OK, “but even better is a designated ride,” says Dragoo. And once you’ve arrived, Dragoo says that this year “everything is walkable to the festival,” including parking lots for those who choose to drive.

Gonzalez is new to Napa, having joined the city police force only last year. “From that perspective, it seems everyone is on the same page,” she says. “Everybody came to the table friendly and ready to work, and ready to make this work.

It’s a big deal.”

Dragoo and Gonzalez emphasize safety first, which starts with safely and efficiently managing the flow of some 30,000 people. Dragoo says he’s been working with police and elected officials for months. There’s a shared “acknowledgement that this is a very large event,” he says,

“and to make it easier and more logistically able to navigate.”

Gonzalez says the California Highway Patrol will manage the traffic-and-people flow outside the event, the Napa police will help with the flow at the gate, and a private security firm will do the heavy lift when it comes to checking bags. “It’s a collaborative effort,” she says. “It has to be.” Gonzalez stresses that people should utilize public transportation if they can, but if you drive to BottleRock, “pay attention to the traffic people on the road—don’t hit the cops who are directing traffic.”

Where to Stay Dragoo knows Napa is a challenging place to host a threeday music festival, given the countywide ban on short-term vacation rentals you’ll find on sites like Airbnb—and the rates at local hotels. “It’s a very real, very appropriate question, because the reality is that the hotels in Napa and Napa Valley proper are very expensive,” he says.

But Dragoo also notes that a lot of out-of-towners might not know that less tony places such as American Canyon, Vallejo and Fairfield are pretty close by, “and hotels are there, and available.”

He adds that there’s an underutilized camping option at Skyline Park, with a shuttle service. “We could have done a better job advertising for them,” says Dragoo, who adds that there are still “lots of sites available.”

Those options, he adds, “could take some heat and weight from all the demand.” Also, he notes, “the people in Napa are reevaluating the ordinance around Airbnb.”

Lifting the ban on the popular short-term rental portal could mean “a wealth of new places available” for future festivals.

Food & Water

Last year, the Bohemian heard from a few Napa readers who questioned the wisdom of hosting a three-day music festival in the hot sun during a historic drought.

Dragoo says the concern should be set aside, given that the only water being used at the site will be consumed by attendees. Festival rules allow attendees to bring in

a single, empty liter bottle to fill with free water provided on-site.

Attendees can also purchase inexpensive bottled water. Dragoo assures they won’t charge $5 for water, and that the point of buying the bottled water is so you can refill it with the free stuff.

Dragoo pushes back against any suggestion that the existence of BottleRock is itself bad for the drought. Attendees will slake their thirst in a sun that is sure to be hot, but that’s it, he says. And he notes that the banks of portable toilets won’t be using potable water, unlike the home loos of many a festival attendee.

As for food, you’re not allowed to bring any into the festival, not even a peanut butter and jelly sandwich.

“This is only our second year doing this,” says Dragoo, “and we have been trying to make sure that local restaurants are incentivized to sell their goods.”

He notes that banning outside food and bevies is “standard operating procedure for all other festivals—and we adopted it.” But he stresses that the main driver behind the ban is that “we want to emphasize our support for Napa businesses.”

Medical Cannabis The beer and wine will flow at BottleRock, but leave the cannabis at home: it’s banned from the concert grounds, even if an individual has a prescription for it.

Other prescribed medications are permitted, so why not marijuana?

Dragoo says the cannabis ban is again a reflection of festival best practices.

“The policy on that really comes from what is the standard at other festivals here and across the country,” he says. “We don’t have a strong point of view other than what’s a known ‘best practice.’”

Dragoo also notes that BottleRock is unlike many festivals in that ticket holders have in-andout privileges, so you can go home or to your car and self-medicate between sets. Festival organizers will set up “amnesty bins” for banned booty as attendees flow through the entrance gates, says Capt. Gonzalez. So stash your vaporizer for a between-set puff well outside the gates.

Petaluma Mayor David Glass was one of the two no votes on the plan, which passed 5–2. A nineyear incumbent, Glass says of Levine: “He’s tight with the five members of the majority” that support the Basin plan.

Besides Basin Street Properties and its president, Levine also counts support from the progressively inclined Association of Federal, State, County and Municipal Employees.

“Levine is an interesting figure,” says Lisa Maldonado of the North Bay Labor Council.

The Levine spokesman says his boss is a friend to unions and that questions about campaign contributions should be put to those making them, not those receiving them. “Ask them,” he suggested. We did just that last week, and Basin’s lawyer didn’t get back to us.

Tanks for the Memories Last Summer, we took off on that Ferguson, Mo., policing debacle, and looked at some of the military gear that local law enforcement agencies had snagged from the feds (“Spoils of War,” Aug. 27).

It was a pretty hairy list, you might recall, that included night-vision goggles, highpowered rifles and an armored personnel carrier in Napa.

This week President Obama told the world he would be putting the skids on the program.

It remains to be seen what becomes of the Napa tank, but Public Enemy might want to drop “Fight the Power” from the set-list during their scheduled BottleRock appearance next weekend.

The way Debriefer sees it, police are feeling a little sensitive around that kind of talk lately, especially when it’s coming from militant African Americans . . . So keep your head down, Chuck D! —Tom Gogola

MORE THAN A PRETTY PLACE The remodeled 1921 Guernveville bank is home to three different businesses.

A

small town’s revival isn’t complete without gourmet pastries and artisanal ice cream. Or, on second thought, without a place to shop for a trendy magazines and cool stationery.

With the arrival of the latest addition to Guerneville’s already booming food scene, it’s now

safe to say that the river town has reached critical mass with the Guerneville Bank Club. Gathering three vendors under one roof— the restored roof of a historical building at that—the Bank Club is a place where cute and delicious flourish alongside local history and quirkiness.

The grand opening two weeks ago was in many ways a sugarfueled catharsis. For more than a year, restoring the abandoned 1921 bank building on Main Street has been documented by

owner Bob Pullum on Tumblr (russianriverbankbuilding. tumblr.com.) Pullum, a former San Francisco–based art director and now a Guerneville resident, purchased the building last April, and immediately took to Tumblr to state his credentials and reassure anyone who was worried about the fate of the structure.

Pullum is a board member of the Russian River Historical Society as well as Docomomo, an international organization devoted to documentation and conservation

of American architecture built between 1910 and 1974. He worked closely with the Historical Society while he refurbished the building, gushing over the sign lettering one day and admiring the freshly installed hand-carved totem pole by local artist Bran Williams the next. Months before it opened, it was the talk of the town. This was no “corporate villain in a small town” story.

In February, the project’s multibusiness model was revealed. The Bank Club is the home of an art gallery, a pie shop and an ice cream parlor, a designer goods store, a photo booth and a history exhibit.

The look? Tasteful retro. And there are plenty of treats for everyone, as well as a big slice of history.

“This building could have been a disaster. Someone could have bought it and put a real estate office there,” says Pullum. “It was important for me to preserve the building’s legacy, and make it a treat for locals as well as a destination for people from Santa Rosa to San Francisco.”

The push-and-pull of San Francisco, whose residents frequent Guerneville during warm summer days, is a big part of the project’s foundation, appeal and inpiration. When he realized “it would be selfish to keep the building for just one business,” Pullum pulled in local superstar Christa Luedke (Boon Eat and Drink, El Barrio) and gathered, with her guidance, a number of vendors from the area and San Francisco, “mixing city representation with local talent.”

A small space is dedicated to an exhibit by the Russian River Historical Society and is meant to educate people about the history of Guerneville, from logging town to resort town. The art gallery is curated by Betty Nguyen, who worked with many San Francisco art spaces; Pullum’s plan is “to bring in nationally known artists to Guerneville, exposing them to the beauty of the area.” Chile Pie Baking Company is a project of Green Chile Kitchen based in

The ice cream, Nimble & Finn’s, on the other hand, is made by two sisters from Cazadero. The corner store, Commerce Fine Goods, is helmed by a multifaceted young couple, fresh transplants from the city as well. Edyta Szyszlo is a photographer, and Jared Grellner is an architect and jack-of-allcreative-trades. The two display jewelry, clothes, souvenirs and accessories that hit all the right trend notes—tie-dye, wood, rustic charm, plus the inevitable Kinfolk and Cereal magazines. They also run the photo booth, which allows visitors to take pictures in a tiny “vault” and view them online later.

Ice cream flavors ranged from tangy rhubarb swirl and Madagascar vanilla or balsamic strawberry and rose petal. There was also a fragrant lavender-honey frozen yogurt (from $3 for a kid scoop to $6 for a double scoop). The Stout and Chunky flavor is a hit, featuring a surprising, malty kick.

Pies ($5.50 a slice) present a tough choice: a pie shake ($10) or the house specialty, green chile apple pie with red chile honey drizzle ($9)? The latter is rich and crumbly, topped with caramelized walnuts over layers of green apple slices and a hint of spice. For the classic-pie admirer, there’s a luscious and pleasingly bittersweet take on chocolate and caramel. There are also whole pies to go, such as key lime, apricot or pecan ($30, changing daily), and various coffee drinks, challenging Guerneville’s already satisfying caffeine offerings.

“We wanted to have a range, something that could appeal to lots of different people and still have an aesthetic about it,” says Pullum. “Since Guerneville is seasonal and gets cold during winter, it made sense to have pies with the ice cream.”

Dry farming uses no irrigation.

Farmers simply plant crops that tap into high water tables such as those found in the Laguna de Santa Rosa. Growers have been dry farming for centuries, and the practice has many benefits in times of drought.

When we create a food system in harmony with our microregion, the result is food that is beautiful, fresh and vibrant. For example, dry-farmed tomatoes have a higher concentration of flavor, nutrition, pigment and sugar. The health benefits of fresh and nutrient-rich foods are plentiful.

Dry farming generally produces less volume per acre than a similar irrigated crop and this can equate to a higher cost.

But I think the flavor and nutrition is worth it. Supporting your local food system means choosing these beneficial methods.

Let us be an example for other communities and choose to honor those who honor the earth. A food system that works in harmony with the planet gets some of its vitality from those who support it.

Cocktails lighten up for summer

T

he first time I heard about the shrub, my first thought was, “How long is it until I’m not hearing about this anymore?” Like curiously shaped mustaches and home pickling for hipsters, this rediscovered, centuries-old method of making rotten lemonade when life gives you rotten lemons sounds a bit twee—maybe an eight on the twee scale, which dares not go to 10. Yet the shrub abides. And it’s got company: the shim.

A shrub might smell like fruit fly heaven, a bowl of pretty peaches left too long on the table and busily liquefying from the bottom up, but this is exactly the point, according to Gillian Helquist, fermentation bar manager at Healdsburg’s SHED. It’s a concoction of fruit, vinegar and sugar, a way to “capture the essence of the season and then have it six months later,” says Helquist. But a shrub alone is not a party.

Enter Jardesca. I’d been hanging on to a sample of this smartly packaged yet confounding wine since October, until it was helpfully poured for me earlier this month at SHED. There, Jardesca cofounder Marcus Seiden explained that while they didn’t create their product with shrubs in mind, shrubs mix well with this light, aromatic quaff.

At which point it becomes a shim, according to Dinah Sanders.

Sanders coined the term “shim” for a low-alcohol cocktail because there wasn’t a good name for this category. A shim keeps a table from being wobbly, “and people, too,” says Sanders, whose 2013 book The Art of the Shim: Low-Alcohol Cocktails to Keep You Level celebrates the small pour. Illustrated with darkly saturated images of enticing cocktails, the book offers simple recipes mainly based on sherry, vermouth and apéritif wines that emphasize quality ingredients over getting hammered.

Jardesca California Aperitiva ($30) looks like your average Pinot Grigio in the glass, and is also best served on ice—but its perfume is a thing apart. Bay laurel, pink peppercorn, and grapefruit peel are the only listed ingredients—seems like there’s coriander and vanilla bean, as well. Fortified to 18 percent alcohol with eau de vie made at Mountain View’s Essential Spirits, it’s on the sweet side and includes Alexander Valley Viognier among three grape sources. If you’ve had the French aperitif Lillet, you know what to do with this: peel off the Zork closure and have it on a warm summer evening with a splash of soda and mixer—extended pinky optional.

BIG SHOES For 40 years, Caroll Spinney has played the big beloved bird.

Behind the Feathers ‘I Am Big Bird’ celebrates the man in the yellow suit BY CHARLIE SWANSON

I

n the pantheon of popular children’s characters, Big Bird, the eight-foot-tall feathered friend with orange feet, is as iconic as Mickey Mouse. And for more than 40 years, one man has embodied the bird with a gentle and lasting heart. I Am Big Bird: The Caroll Spinney Story celebrates that man with a tender touch.

The documentary by directors Dave LaMattina and Chad Walker traces the path of puppeteer Spinney, who was discovered by Jim Henson in the 1960s while performing in college. Invited to join Henson on a burgeoning project called Sesame Street, Spinney’s work as Big Bird, as well as Oscar the Grouch, catapulted the show to the forefront of kids programming.

Using archival footage and current interviews with Spinney, his wife, Debra, and colleagues like puppeteer and director Frank Oz, I Am Big Bird takes a loving look at Spinney’s career and celebrates his natural wonder and joy.

It’s obvious that Spinney’s personality is the reason why Big Bird works, and the story of his life is largely a happy one. If there is one quibble with the film, it’s that it lacks any conflict. The whole thing is just so gosh-darn heartwarming, it can feel like too much candy after Halloween.

Of course, Spinney’s life has not been free of tragedy, and events such as his first divorce are not forgotten. The darkest moment of the film comes when Spinney looks back on the death of his friend and mentor Jim Henson, who passed away in 1990 at the age of 53. There is also the strange tale of how NASA invited Big Bird to ride aboard the doomer Space Shuttle Challenger before deciding he wouldn’t fit.

They sent teacher Christa McAuliffe instead.

Spinney has endured and at 81 he is still working and inspiring new generations of kids and plenty of adults too.

t’s still two weeks out, and this year’s BottleRock festival is nearly sold-out. The excitement over massive headliners like Robert Plant and No Doubt has propelled sales, and three-day passes are already gone.

That means procrastinators have some major decisions to make, like which day to go? Here’s a guide to who is performing when and why you should see them.

Friday is typically the least crowded of the three-day fest, mostly because some of us working stiffs are still stuck at the office. If you can make the escape, this year’s ďŹ rst day is perfect for indie rock fans, featuring headliner Imagine Dragons, who have been topping charts with a mix of emotional rock and electro back beats since their debut single,

â&#x20AC;&#x153;Radioactive,â&#x20AC;? went big in late 2012.

Highlighting Forestville native Ben McKee on bass, the Las Vegasâ&#x20AC;&#x201C;based group caps off a day of music that also features acts like Cage the Elephant, Vacationer and Foster the People. Itâ&#x20AC;&#x2122;s a refreshing core of bands at the height of their powers.

On the other end of the spectrum, Fridayâ&#x20AC;&#x2122;s big draw has to be hip-hop legends Public Enemy, and appearances by artists like Pion 2 Zion, Aer and Daniel Bambaata Marley ensure that positive vibes ďŹ&#x201A;ow throughout the day.

Saturday brings out a mix of old and new acts, with legendary Led Zep frontman Robert Plant performing a set that expounds on his eclectic musical travels. Other acts on Saturday include singer Scott Weiland (formerly of Stone Temple Pilots) with his band the Wildabouts, and New Orleans ensemble the Preservation Hall Jazz Band.

Alternately, the second day includes a gaggle of up-andcomers, like Arkansas pop group Knox Hamilton, 23-year-old San Francisco multi-instrumentalist Doe Eye and Los Angeles indie band Black English. Saturdayâ&#x20AC;&#x2122;s not-to-be-missed set is the Avett Brothers, the beloved family folk band with heartfelt and harmonic melodies that will make you dance and may make you cry.

Sunday is no slouch. Itâ&#x20AC;&#x2122;s probably safe to say that No Doubt is the most anticipated act all weekend for anyone who grew up in the â&#x20AC;&#x2122;90s, but coming close is Snoop Dogg, another â&#x20AC;&#x2122;90s icon, who recently released a new album, Bush.

Otherwise, Sunday is all over the map, from platinum-selling techno outďŹ t Awolnation to Minnesota folk rockers Trampled by Turtles.

Sundayâ&#x20AC;&#x2122;s best bet might just be Austin-based songwriter Emily Wolfe, who is rapidly ascending the ranks after an acclaimed appearance at the South by Southwest music fest last spring.

Trio of rib-tickling plays open in Bay Area If itâ&#x20AC;&#x2122;s possible to overdose on laughter, then now is a dangerous time. Two of the funniest plays ever written are running in the area.

In Sonoma, Narrow Way Stage Company (narrowwaystage.com) presents Michael Frayneâ&#x20AC;&#x2122;s high-energy farce Noises Off (weekends through May 31), showing life on- and off-stage, as a band of dysfunctional actors rehearse a wild sex farce. Tony Genesisâ&#x20AC;&#x2122;s rotating two-story set shows both sides of the wacky action, from the multiplying sardines to the frenetically timed tumbles down the stairs.

Meanwhile, running through June 21, Berkeley Rep (berkeleyrep.org) is presenting the Bay Area premiere of Richard Beanâ&#x20AC;&#x2122;s madcap One Man, Two Gunners (pictured), a bawdy British, â&#x20AC;&#x2122;60s-era adaptation of the classic Servant of Two Masters, in which a desperate bloke ends up working for two different London criminals. With rockabilly tunes and a few scene-setting songs inspired by the Beatles, this show caused a sensation in London and New York.

The farce is less rambunctious but still absurdly ingenious in Ross Valley Playersâ&#x20AC;&#x2122; production of Sarah Ruhlâ&#x20AC;&#x2122;s Clean House, running through June 14. When a cleaning woman whoâ&#x20AC;&#x2122;d rather tell jokes meets a woman who canâ&#x20AC;&#x2122;t stop cleaning and another who canâ&#x20AC;&#x2122;t get her house clean enough, the stage is set for high-octane battles, and heartstopping discoveries.
