Late Fees MIKE HONDA may need more clever accountants. Last September, the Office of Congressional Ethics reported that there was “substantial reason to believe” the eight-term congressman’s office peddled favors for campaign cash and violated House rules by using official resources to keep him elected. A quarterly report filed Sept. 30 for Honda’s campaign surprisingly noted just $15,000 owed to crisis communications firm Singer Associates.

It seemed like a low sum for the damage control being done, and it’s only made the congressman’s year-end report for 2015 that much more conspicuous. Honda’s latest filing, made public earlier this month, shows Honda’s camp manipulated the timing of certain bills. His year-end report notes that he spent more than $101,000 on lawyers and crisis communications related to the investigation in the last two-anda-half months of the year, and more than $70,000 of that amount was paid on day one of the reporting period, Oct. 1, to Miller & Chevalier, which specializes in House ethics probes. Honda held a fundraiser this past weekend that courted Iranian Americans, and setup for the shindig in Atherton started just days after he voted against the Visa Waiver Program Improvement and Terrorist Travel Prevention Act of 2015. Honda was one of just 19 House Democrats to vote “nay.”

Forced Disclosure FIRST LOOK For the first time in Santa Clara County history, the public has a chance to view the use-of-force policies used by jailors.

Sheriff’s Office remains coy about use of force in county jails

L

IKE MANY patients diagnosed with schizophrenia, Walter Roches refused to take his psych medication. After several days without treatment, the 33-year-old inmate at San Jose’s Main Jail stopped showering. During routine cell checks, officials say, he would sometimes erupt in anger.

The night of Sept. 21, Roches sat on the edge of his bed, catatonic. In this frame of mind, officials say, he “refused to cooperate” during a routine cell check and began banging his fists on the door.

Correctional deputies told him to step out of his cell so they could move him to

the eighth-floor mental health ward of the jail. Authorities say that in the throes of his psychosis, Roches ignored them.

“For the safety of the inmate,” jailors resorted to force. In two bursts of “Clear Out” pepper spray, they filled Roches’ cell with the chemical sting. Then they leveled a FN-303 riot gun through the cell door food port and—from about six to eight feet away—peppered his torso with plastic-cased metal bullets.

Each shot, a minute apart.

By 11:24pm, Roches complied and relocated. A day later, jail staff interviewed him and moved him again.

A week later, he died in his cell. A deputy found him with a bloody froth bubbling out of his mouth. His death came shorty after the fatal beating of another mentally ill inmate, Michael Tyree, and marked the third fatality at the Main Jail in a span of as many weeks.

Medical examiners found Roches’ body covered in bruising and scrapes on his chest and belly. An autopsy found “no definitive cause of death,” despite head trauma and other injuries from his forceful encounter with the guards.

According to Santa Clara County jail officials, the cell extraction followed protocol: six officers, video surveillance and a by-the-book escalation of force.

But Sheriff Laurie Smith refused to release the video. More frustrating to inmate advocates who had kept a close eye on the jail in the wake of highprofile inmate deaths last fall, she also refused to release the use-of-force and cell extraction policies.

“That made no sense to me,” says Pablo Gaxiola, 39, a former inmate who spent a total of 13 years since childhood behind bars. “That needs to be an open book, so people know their rights.”

It wasn’t until December, under mounting public pressure and a string of other high-profile use-of-force incidents and lawsuits, that the sheriff opened those policies up for review for the first time in the agency’s history.

rules, but experts say the policy itself is outdated and fails to address the needs of a burgeoning mentally ill population. Jail force policies without a specific plan for dealing with psychiatric patients leaves the door open for abuse, according to a 2015 report by the Human Rights Watch.

Kelly Knapp, an attorney with the nonprofit Prison Law Office, which has sued the county over its jail conditions, credits the county with making an effort to improve transparency and accountability.

Months before Tyree’s death vaulted the local Department of Correction into national headlines, the Prison Law Office had already begun investigating conditions at the region’s two jails.

Statewide reforms brought by AB 109 in 2011 pushed thousands of prison inmates to jails, fundamentally changing the role of county corrections.

“The conditions in the largest county jails began to look a lot like the prisons we worked with for many years,” Knapp explains.

The public interest law firm asked nine of the state’s most populated counties to share their use-of-force policies. Santa Clara County was the only one to deny the petition. According to the Sheriff’s Office, disclosing the policy would imperil jailors, particularly the guidelines on forcefully removing inmates from their cells.

“It didn’t make sense to us,” Knapp says. “We didn’t understand the specific security risk in disclosing general policies. It’s not like it would disclose an escape route.”

Knapp and her colleagues were not yet focused on San Jose’s Main Jail. But the county’s initial lack of transparency raised a red flag, which prompted them to double down on the inquiry.

In November, they filed a class-action lawsuit against the county challenging its use of solitary confinement and violence. The suit, whose lead plaintiffs are inmates Brian Chavez and Brandon Bracamonte, claims that guards are too quick to resort to force and isolation on inmates, and that the jails routinely fail to provide adequate healthcare.

“The county has cooperated and offered to settle with us,” Knapp says.

“But there’s more work to be done.

We want to see that force is used only when absolutely necessary, that the county is required to de-escalate, that they document each incident and that officers are held accountable for misconduct.”

The Blue Ribbon Commission on Custody Evaluations, a citizen advisory group formed in response to Tyree’s killing, became the first to review them. The sheriff then hired Lexipol, a national consulting firm, to analyze the language and suggest revisions to what’s arguably the correctional agency’s single most important policy.

“We’re still in the very early stages of review,” sheriff ’s spokesman Sgt. James Jensen says. “I can’t tell you much about it at this point.”

The sheriff’s office appears to be dragging its feet, reacting to a slew of crises: three correction officers charged with murder in connection to Tyree’s death, more guards placed on leave over racist text messages and lawsuits over misuse of force. Meanwhile, the region’s other major law enforcement agency has learned from past mistakes and taken a more proactive approach. The San Jose Police Department, which has had its own issues with use-of-force incidents, recently adopted a no-chokehold policy.

Banning chokeholds from the duty manual was a gesture of good faith more than anything, as the department never allowed the technique anyway and will still allow it in life-or-death situations.

But since Eric Garner’s death at the hands of a New York police officer in 2014, chokeholds have drawn intense scrutiny. Former Independent Police Auditor LaDoris Cordell recommended the change; newly appointed interim Chief Eddie Garcia obliged.

In 2014, when San Jose police quietly acquired a drone for its bomb squad, it incited outrage from a public critical of government surveillance and a lack of transparency. But SJPD learned a lesson for its body camera program, which has been an open, collaborative process from the beginning. Community members have weighed in at public meetings and online surveys, while patrol officers shared their feedback in an executive report out late last month.

“We started this project preFerguson, before the national discussion of police reform really took off,” says Lt. Ell Washburn, who’s leading the body camera program, which formally launches later this year. “I think that those incidents— in Ferguson, Baltimore and New York—speak to the value of cameras. It demonstrates to officers and the public that we at the police department are interested in community trust.”

OR MORE THAN 14,000 years, humans have had a close relationship with wild salmon. Along the Pacific Coast, natives harvested thousands of adult salmon each fall from their spawning grounds in local rivers and streams, a catch that nutritiously fed their families throughout the year.

While many cultures in the Pacific Northwest and Alaska are still deeply wedded to the salmon resource, California’s grasp has grown increasingly slippery, with only a small percentage of its historical natural breeding population remaining.

California’s salmon legacy goes far beyond its estimated $1.4 billion fishery: the fish also provide a vital transfer of nutrients and energy from the ocean back to the freshwater

ecosystems where they were born.

“People have done studies to show that you can identify oceanderived nutrients from salmon in many dozens of different species, like kingfishers or water ouzels, fish-eating ducks, foxes, raccoons, coyotes—all the way up to the big predators that used to live here but are gone, like grizzly bears,” says Nate Mantua, a research scientist for the National Oceanic and Atmospheric Administration’s (NOAA) Southwest Fisheries Science Center located in Santa Cruz.

Accumulating 95 percent of their biomass at sea, adult Pacific salmon die after they spawn, and their nutrient-rich carcasses, gametes (mature eggs and sperm) and metabolical waste return to the land.

“It’s fascinating that, over the eons, a lot of fertilizer was provided by these dead salmon, so a lot of the wine grapes and a lot of the agriculture inland by the rivers was

fertilized by salmon for a long time,” says Randy Repass of the Golden Gate Salmon Association (GGSA), a coalition of salmon advocates based in Petaluma.

Salmon’s yearly return props up an entire food web, replenishing bacteria and algae, bugs and small fish, and fueling plant growth with deposits of nitrogen and phosphorus.

“They fertilized forests as well,” says Mantua. “There are lots of studies that find salmon’s oceanderived nutrients in trees that grow along productive salmon watersheds.

And where we’ve depleted the natural runs of salmon, we’ve really degraded that connection.”

Damming a Species The largest salmon known to man—with adults often exceeding 40 pounds, and capable of growing to 120 pounds—the chinook (aka king) salmon is the pride and joy

of California’s salmon fishery. Not so long ago, the Central Valley watershed was one of the biggest producers of naturally breeding chinook salmon in the world, second only to the Columbia River, with the Klamath River another big California contributor. Driven by the Sacramento and San Joaquin river systems, the Central Valley nursed a ballpark average of a few million salmon per year, emerging each spring out of the Sacramento-San Joaquin Delta, says Mantua.

“Today, natural production, maybe in a good year is in the hundred thousand or hundreds of thousands,” Mantua says. “So, yeah, it’s a few percent of the historical population.”

In addition to cold ocean water and an ample food supply at sea, salmon require cold river water that drains all the way to the sea, and, during their early life, a delta habitat. Salmon eggs do not survive in water warmer than 56 degrees, which is why adult fish

Development in the ’40s through ’60s, and especially the constructions of dams like the Shasta Dam, built in 1943 on the Sacramento River, played a key role in the near-annihilation of the long-standing fish stock.“When they built the big dams in California, they basically blocked off access to 80 or 90 percent of the habitat salmon historically used to reproduce in California,” says John McManus, executive director of the GGSA. Fish ladders, which are like a staircase of pools that salmon can jump through to get over the dam and continue their journey upstream, were built on river dams in Oregon and Washington.

“Well, in California when they built dams, they didn’t put a ladder on a single one of them,” says McManus. The problem with

building them now is that most of the dams in California are too massive. “A fish ladder will work with a dam that’s up to about 140 feet high,” says McManus. “The dams that we have in California, a lot of them are in the 200-feet-plus range.

Now, everybody is forced basically to get along in the valley floor, in whatever habitat’s left over.

“It’s kind of a wonder they’re still alive. They’re clinging to existence.”

Feast or Famine When I ring Frank Ribeiro’s boat, Gayle R, in the Santa Cruz Yacht Harbor, his answering machine squawks out that there is “no new news!” With an email list of more than 1,000 customers for salmon and Dungeness crab, which he’s been fishing locally since ’71, everyone is clamoring to know if crab season will be called back on. I found Ribeiro—whose reputation as both a

Sitting on the deck, he jokes to a passerby that he’s going to bottle and sell the rain water he’s been collecting in plastic bins when water is scarce this summer. “Like when they canned San Francisco fog and made a killing selling it as souvenirs,” he says. “I’ve got to make a living somehow.”

Last year, Ribeiro took the salmon season off. “There were some fish up north, but not much down here. They said it was going to be a bumper year, but it wasn’t,” he says.

“We haven’t had any water in the rivers. They claim that there is a lot of fish trying to go up the rivers, but we don’t know what’s going on. We won’t know until we go fishing.”

If you can catch 200-300 pounds of fish you can make a living, he says, and if you can get more than 1,000 pounds you’re pretty much set. “I’ve done OK,” he says, pausing to greet

Ribeiro, now 70, is one of a generation of old timers who weathered both good and bad years.

“When I first started, the piers were loaded,” says Wilson Quick, who began fishing out of Santa Cruz in 1966 with his dad, and continues to fish for salmon up and down the coast on his boat Sun Ra. “All of that stock was nothing but a solid commercial fleet. I would say there were at least 60 salmon boats in the Santa Cruz harbor in the beginning.”

Today, there are 25 boats with commercial salmon permits, according to Hans Haveman of H&H Fresh Fish Co., who has also been the official fish buyer at the Santa Cruz Harbor for the past three years.

According to McManus, California’s salmon fishery, currently estimated at around $1.4 billion and employing 23,000, would be more like $6 billion if abundance was restored to 1988 levels. “And that money gets spread all over; it’s the guy at the fuel docks who’s getting money for fuel, it’s the guy at the boatyard who had to fix your boat, it’s the guy who sells the trailers, runs the harbor, fishing equipment,” says McManus.

About 60 percent of salmon caught in Washington and Oregon are Central Valley fish, he adds, so it’s not just our economy that gets hurt during bad fishing years.

“The fish are being killed in the Central Valley before they get a chance to get to the ocean,” says Ambiel. “If you follow the money, that’s who gets the water. It’s simple, just go look at the almond trees in the Central Valley.”

Indeed, over the last few years, a fairly drastic shift has occurred, with high-profit almond crops replacing raisin grapes and other less profitable crops in the Central Valley.

Last month, O’Farrell began the process of calculating 2016 abundance forecasts for both the Sacramento and Klamath rivers and tributaries—based on data that includes the return of fish the previous fall. Each March, he reports the number to the Pacific Fishery Management Council, who then sets the season in April.

“Where we’re at right now, we’ve come out of the very low abundance periods of 2008 and 2009, but we don’t know exactly what the returns are for this past year,” says O’Farrell.

The problem for salmon is that it takes a gallon of water to produce one almond—which is three times more water than it takes to produce a grape—according to a study published in 2011 at the University of Twente in the Netherlands.

Water demands for agriculture are a known contributor to an estimated 95 percent loss of salmon’s critical rearing ground in the SacramentoSan Joaquin Delta.

The success of the 2016 season also relies on the survival rate of the juveniles who went to sea in the spring of 2014. “That was a transition year from what looked like really good ocean conditions in 2012, 2013, the spring of 2014. But by the fall of that year, it started to look really bad,” says Mantua, who says ocean temperatures remained warmer than normal for all of 2015, which is not favorable.

Under ideal conditions, a hatchery will produce a lot more juvenile salmon smolts that are ready to go to the ocean from a single pair of parents than could be produced in the wild. But drought can tip those odds considerably: for the past two years, 95 percent of winter-run salmon were killed off by low water levels and high temperatures in the Sacramento River, and 98 percent of salmon eggs perished in the Red Bluff area this year. The drought also left Lake Shasta at low levels.

Such conditions that hurt the winter run are not good for the other runs either, says McManus.

Heavy rains not only raise river levels to help salmon down the river, they also raise water turbidity, which acts as a cloaking device against predators. The last year that happened was in the winter of 2010-2011, says McManus. “It started raining in October, and it didn’t really stop until June. So, in a situation like that, in spite of the dam, there’s so much water everywhere that it mimics the way it used to be in the good old days before the dams,” he says. “In fact, you get a bunch of runoff coming down even below the dams. So in situations like that, survival of the juvenile salmon is quite high.”

In 2014, to avoid high loss of baby salmon due to low, clear water conditions during drought, the GGSA began encouraging all of the state’s hatcheries to truck their productions down to the bay to release them safely. Of five major hatcheries, which collectively

Restoring Hope While the Central Valley Improvement Act, passed in 1992, ambitiously hoped to double the number of salmon and steelhead trout in the Sacramento River basin over the past 22 years, they’ve fallen short. While their goal was to see 86,000 spring-run chinook salmon spawning in the Central Valley by 2012, the number was just 30,522.

Federal officials cited obstacles such as drought, competing demands for water and lack of funding.

But Lindley points to success stories in Central Valley wetland restoration in places like Clear Creek and Butte Creek. “These shallow

areas that are nurseries for salmon, those populations have done very well, even during the poor ocean and drought periods,” he says. “So it’s not a lost cause. But we do really need to address some of these habitat issues, and find a way to operate salmon hatcheries in a way that supports our fisheries without imperiling their long-term liability. We’re really keen on working with GGSA and the fishing community and the broader fish and water communities to try to find those kind of solutions.”

The GGSA is also working with researchers at NOAA to identify areas of high predation along the river and delta, to try to restore some of the historic rearing areas where the fish can pick up weight and size and find refuge from predators.

“The public awareness is basically the water issues in the Central Valley,” says Haveman. “This is the most vital resource and everybody can access here in California, and it starts in that river system and ends on the dinner plate.”

Lindley thinks that the California WaterFix plan is a step in the right direction as far as making the state a little more resistant to drought and helping revive fish populations. The $20 billion program would utilize pumps and tunnels under the delta that would allow water to be taken out more efficiently. In the current system, a large amount of freshwater is pumped into the delta during the summer months to keep saltwater out, which is not only a waste of water but creates a big lake-like environment for freshwater fish to eat juvenile salmon, says Lindley.

There has been success on the Columbia River since 2005, when water managers were required to begin opening the reservoirs every springtime, says McManus.

“It’s worked wonders. The salmon runs in the Columbia River have rebounded big time. And it’s because of this runoff, it’s artificial runoff but it mimics natural runoff, and it functions exactly the same way.

It carries the baby salmon in that camouflaged turbidity rapidly down the river, which is all you need,” McManus says. “So, in California, if we had something like that we would see a real beneficial result, rapidly.”

produce around 32 million juvenile salmon, says McManus, two were already trucking 100 percent of their production, and by 2015, GGSA had gotten the other three to also give their smolts a ride—which is expensive.

“The biggest hatchery we have in the Central Valley is called the Coleman Hatchery, up by Redding,” McManus says. “It produces 12.5 million juvenile salmon every year, and it’s around 280 miles from the Bay. You can fit about 120,000 in a tanker truck, so if you think about it, that’s over 300 truckloads.”

This means there could be a fairly good chunk of hatchery-produced salmon out in the ocean this year— and old enough to be fished—as a result of the 2014 trucking, says McManus.

But while scientists and fishermen agree that trucking prompted an increase in survival, Steve Lindley, leader of the Fisheries Ecology Division at NOAA, says that the practice is the only GGSA-backed idea that his lab does not agree with.

“We have serious concerns about the longterm consequences of those practices for the genetic integrity of the stock,” says Lindley. When salmon make their way down the river on their own, they use their sense of smell to memorize their way back. “When they’re trucked, the fish can’t find their way back to where they were born very accurately, and they end up going all over the place, and they interbreed with each other.”

RX REDUX The Better Health Pharmacy redistributes unused medication to uninsured patients.

County Opens Free ‘Drug Donation’ Pharmacy

BY JENNIFER WADSWORTH Santa Clara County has opened the state’s first pharmacy that collects and dispenses unused medication.

The Better Health Pharmacy, headquartered at the Mediplex building in central San Jose, offers unused, unopened and unexpired prescription drugs at no cost to patients.

Last year, the county’s Board of Supervisors allocated funding to remodel the Mediplex office space into California’s first surplus drug redistribution pharmacy.

“We are delighted and grateful to have this beautiful space that we may better serve the people in our community who need these medications,” Jennefer Yoon, the pharmacy’s assistant director, said in a statement.

Every year, Americans throw out $9 billion a year in unused

prescriptions and medical supplies, the county says. In California, about $100 million annually goes to waste.

The chemicals take a toll on the environment, officials say, and end up polluting about 70 percent of the state’s waterways.

Meanwhile, according to public health officials, about a quarter of uninsured patients forgo drugs they need because they can’t afford them.

The growing need for free medicine coupled with the county’s effort to lessen waste led supervisors to find a permanent home for the pharmacy.

As social service agencies, counties bear the brunt of indigent patient care—particularly counties that manage public hospitals like Valley Medical Center. Having a resource for free medications will help the elderly, mentally ill and former

inmates who would otherwise have no way to pay.

Better Health started out in 2008 as a repository run out of the county’s Public Health Department pharmacy on Lenzen Avenue in San Jose. Initially, it served only county health facilities. It has since grown into a 16-hour-a-week service managed by nine volunteers under county oversight.

Since its inception, the county’s redistribution effort has saved more than $400,000 by dispensing upward of 8,700 prescriptions.

“When this program started, we were storing donated medications wherever we could find the space,” pharmacist-in-charge Khanh Pham said. “We now have room to store and dispense a wider variety of medications.

We hope this will help us serve more county residents at this pharmacy.”

Activist Offers 10K Pounds of Free Pot A local activist says he’ll divvy up 10,000 pounds of free weed to people who support legalization in California.

Dave Hodges, whose cannabis club got shut down last year for flouting San Jose’s pot laws, says there are three ways to redeem the offer. He invites people to donate to the cause, share their number or sign their name.

“I want to give people free weed,” Hodges says. “It might sound too good to be true, but I’m serious. I know a lot of growers and the one thing they have is excess cannabis.”

One doesn’t have to live in California to participate. And yes, he assures, it’s perfectly legal.

“It is illegal to buy or sell votes,” explains Hodges, who trotted out a similar effort to fight San Jose’s pot ordinance in 2014. “But we’re not doing that. We’re not even requiring anybody to vote.”

The retail value of 10,000 pounds, according to Hodges, amounts to about $32 million. He’s dividing the bounty among three initiatives.

Weed4Donations offers an eighthounce of marijuana for every $25 a person donates to a participating nonprofit or PAC. That’s $200 for an ounce. Through Weed4Voters, voting-age adults get a free gram by sharing their contact info.

Weed4Signatures nets a gram for every person who signs on to a legalization initiative slated for the fall ballot. But it’s only valid on the following petitions: the Marijuana Control, Legalization and Revenue Act or the California Cannabis Hemp Initiative. The first Weed4Votes drive will take place from 2 to 8pm Friday outside San Jose City Hall, 200 E. Santa Clara St. Hodges says it will cost anywhere from $20 million to $40 million to pass a successful statewide legalization measure. And he’d rather it not be Sean Parker’s.

Punk rockers usually don’t give a damn about much. But the Roughies infuse their raw, growly jams with far-left political messages that rattle around your brain while you bang your head.

They started out playing acoustic sets until they realized unplugged guitars are for “grandpas,” and thank goodness for that. The title track of their first release, “What’s Your Plan for the Wasteland,” surveys police abuse, economic stagnation and immoral wars and posits the theory that the apocalypse ain’t too far off. The cover of their latest, sardonically titled album, Don’t Hate The Cops is a grayscale depiction of a dude giving it to a gal on the hood of a shabby compact car. (JF)

They’ve been at it for well over a decade—long enough to remember when Limp Bizkit unceremoniously flamed out and Korn teamed with Skrillex (what?!?). Call them the new-nü: vocalist Yessi Burton boasts some serious hipster cred with his Victorian-era, curly mustache. (NV)

Cantor Arts Center displays private collection of art from 16th century

ANTOR ARTS CENTER’S major winter exhibition is a carefully curated collection of engravings, etchings and woodcuts dating from the 16th century. “Myth, Allegory and Faith” consists of prints from the private collection of one individual, Kirk Edward Long.

Working closely with the Cantor curator Bernard Barryte, Long has acquired over 700 works from the Mannerist period, which dates roughly from 1520 to 1580. The exhibition,

which will be on view until June 20, features 180 such prints.

For those unfamiliar with the Mannerists, a primer: Mannerism (derived from the Italian maniera, as in “style” or “elegance”) took place after the Renaissance and prior to the advent of the Baroque period. Although influenced heavily

by Michelangelo and Raphael, the style was an effort to be even more emotional and dramatic.

Characterized by sharp color combinations, inventive compositions and technical bravado, mannerist paintings are also recognizable for their unique depiction of the human body, with elongated limbs and unnatural proportions.

Barryte explains that Long, a lifelong art collector, was first interested in surrealism, which was influenced

by Symbolism, which in turn was influenced by Mannerism. His goal was to amass a collection for educational purposes, rather than for his own personal enjoyment.

The entire collection is housed at the Cantor and is available for scholarly use. Barryte explained that he has, in the past, shown examples from the Long collection in smaller exhibitions but that this was the first attempt to really share the breadth and depth of his 15 year collaboration with Long.

How does one even find a print created over 400 years ago?

“They are out there,” Barryte says.

“But you have to be very careful in dealing with art dealers and auction houses and there is a huge learning curve.” A print designed in the 16th century, but not printed until the 18th is not as valuable, according to Barryte. He and Long were only

interested in the highest quality prints and those in good condition.

“Prints from this period survive because they used stable ink and very fine quality linen paper. We have only had to conserve two prints, and the repairs were relatively minor,” he said.

Entering the exhibition, which is arranged by geographical region and follows the path of Mannerism from Italy to the Low Countries of the North and then to France, the viewer might feel a bit overwhelmed by the sheer number of prints and the incredibly intricate detail in each one.

Barryte’s suggestion for visitors is to “walk through the gallery and see what captures your eye and then look closely.” Didactic wall labeling helps to explain the history and technique involved in each print.

“This show requires multiple visits to really take it all in,” he advises.

Although the Mannerist period may be new to the viewer, its subject matter is not. Characters from mythology, like Narcissus, Apollo and Bacchus abound, as do religious figures such as Christ, Mary and a variety of saints. The lack of color (most of the prints are sepiatoned) is compensated by the exquisite draftsmanship and high drama inherent in the stories rendered in the various relief and intaglio processes.

In Jan Harmensz Muller’s Cain Killing Abel, the artist has chosen the moment just before impact, as the foreshortened bodies of the two brothers (rendered with awe-inspiring musculature) grapple on the ground. There is a fair share of violence depicted here, with Hercules slaying lions, and saints suffering dreadful fates. But there are also lovely allegories, set in pastoral settings, like the seven virtues, the four elements and the five senses.

Without Ceres and Bacchus, Venus Grows Cold by Jan Saenredam presents the beautiful and sensuous goddess of love, surrounded by chubby putti, seated on an elaborate outdoor chaise lounge outfitted with cushions and drapery. While the setting may be inviting, the message is dire—without food and wine, love grows cold.

The viewer will leave impressed with the incredible workmanship involved in each print.

Scored by French composer Georges Bizet, Carmen originally premiered in March 1875. Though it didn’t catch on at first, it is recognized today as one of the most popular operas ever—both for its scandalizing plot and effervescent music. Opera San Jose’s highly detailed and dynamic adaptation of Carmen, brings the classic tale of a rapacious and doomed Gypsy woman to the California Theatre in San Jose.

The character of Carmen, played by Lisa Chavez, is Carmen masterful. She fully inhabits the role; her voice is Thru Feb 28, the raspy, seductive and moody—characteristics she $50-$150 maintains even during vocally challenging passages.

California Theatre, Other notable performances include Opera San Jose San Jose staple Kirk Dougherty, as the vulnerable but secretly explosive Don Jose, and Christine Capsuto as Frasquita, one of Carmen’s sly partners in crime. It wouldn't be fair to the refer to the choir as such, due to the individuality felt from even the most bit player in every scene, from street urchin to soldier.

The lighting and ambiance are also impeccable. The sets glow with a lackadaisical, but uniquely French, elegance. There is a subtle, but enduring sense of tone throughout the show that is affirmed by the fastidious detail to setting and scene. This is helped in large part by stage director Layna Chianakas, who has performed Carmen more than fifty times. Her love of the piece has taken her to the Gypsy/Romani community in Lebanon, where she travelled to further understand the context of the opera’s famous protagonist.

The entire show is strong—even impeccable at certain moments, transcending everything I’ve ever witnessed in an Opera. This is seen in the panoply of dynamic action constantly bustling in the background of many scene. Ornate and sensual dance sequences, multi-part choral harmonies, and even sword fights all harden the vibrancy of the show.

Known for its subversion of operatic tropes, Bizet’s Carmen has a nascent sexuality that is unabashed in comparison to its contemporaries. Even more than a century on, the show is raunchy, funny and provocative.—Tad Malone

‘The Witch’ explores the fears of America’s founding fathers—and daughters

T MAY NOT be doing Robert Eggers’ The Witch a favor to describe it as a terrifying movie. It’s a superior, elegantly moody horror film—more substantial than scary. It’s executiveproduced by the Bay Area’s Chris Columbus and his daughter, Eleanor. It depicts 1630s family in colonial Massachusetts turning against itself, as reasonable explanations fade, and the supernatural becomes natural.

It begins with a shunning; a family of six is exiled from the Plimoth Plantation for religious non-conformity.

A horse-drawn wagon loads them out of the town and into new pastures.

The refuge lasts a short blissful while, before the crops fail and the family is driven into the forbidding woods to hunt. Minding her baby sister, the young teen Tomasin (Anya TaylorJoy) plays peekaboo—in an old and authentic way, yelling “boo!” at her little sibling each time she uncovers her face. When her eyes are covered for a second, the baby vanishes. Eggers cuts to a crone’s sagging arm, satanically blessing the nude baby with a knife.

The pious but rational father William (Ralph Ineson) believes a wolf snatched his child. He deals with

the sorrow of his grieving spouse, the thin-faced Katherine (Kate Dickey).

Omens of trouble multiply. When William and his eldest son Caleb (Harvey Scrimshaw) go hunting, they see an unafraid wild rabbit standing its ground, like a rutting March Hare seen in October.

Tensions increase. Tomasin is bidden to help her father undress after he takes a tumble into the dunghill. While she washes her father’s clothes by the creek, Tomasin’s younger brother, Caleb, glances at his sister’s budding breasts.

“Come hither,” Tomasin says, inviting him to rest his head. After meeting a red-cloaked woman in the woods, Caleb returns to the farm, just as his father marvels: ”Pale as death, naked as sin and witched.”

The photography is pale as death, too, something like the uncanny livid tints of red-shifted Eastmancolor.

blood pops out of the screen. Eggers has an eye for the past. He takes an elegantly simple approach to his compositions. Some scenes recall Georges de la Tour paintings, with candlelight illumination; there’s solid three-point construction in the scenes of the family united by the hearth.

It’s as tangible a past as you see in Terrence Malick.

And as in Malick, you’re left with questions. When the crops fail, is that poisonous ergot on the blighted corn, causing witchy hallucinations? What a surprise it must have been, to a couple so plain, to have a daughter as golden as Tomasin, with such very wide-apart eyes, such sharp twin peaks of her upper lip. She grows more uncanny, more rebellious as the family’s misfortunes increase. Maybe “witch” is just another word for a woman who tells a patriarch what he doesn’t want to hear. Tomasin’s paleness sets off a strikingly sinister goat named “Black Phillip”—he’s on the poster in profile, looking as tenebrous as an engraving

It takes skill to make a seemingly innocuous barnyard critter so devilish. People have tried this gambit elsewhere, as in the shot in the William Shatner-starring, Big Sur-set howler, Incubus (1966). But it works here.

One warning: It’s said that an English speaker of today, travelling back in time, could only understand conversations if they went back as far back as the Shakespearean era. Shakespeare hadn’t been long dead in 1630, and the script is full of authentic dialogue you strain to understand. The family, from the father on down, also speaks low.

(If English subtitling on an English language film is good enough for Ken Loach, maybe it would have been good enough for The Witch.)

Still, it’s startling to see a movie with such an appreciation and aesthetic understanding of this too-infrequently filmed era. Comprehending these Puritan times is essential to understanding the ancient poison in our nation’s veins. Here is the superstition that takes hold from the far past to the McMartin School trial, and beyond.

Now Playing A WAR Denmark sent a relatively small number of soldiers to Operation Enduring Freedom, but that small number suffered outsized casualties. In Tobias Lindholm low-key Oscar nominee we see the fate of peace-keepers frustrated with the rules of engagement.

Claus Pederson (Pilou Asbaek) is the officer who has already lost a few men when he makes a fateful decision. He calls in an airstrike on

a target that turns out to be full of Afghani civilians. Soon the soldier is called up before a tribunal for war crimes. Maria (the spirited Tuva Novotny) is the wife who has to stand beside her Claus, while urging him to bend the truth a little to avoid the jail time that would break up their family. It’s a reversal of the patriotic, vengeance-seeking American accounts of the war in Afghanistan, and that makes it valuable—but it also has that airless, emotionally blocked quality one associates with Dogme 95 films that don’t quite work. As the new season is unveiled on AMC, the first season is available at last on Netflix. This spinoff from Breaking Bad tells of how a Illinois short-con operator named Jimmy McGill (producer/star Bob Odenkirk) became the most notorious pettifogger in all of Albuquerque.

Outside of the pages of Honore de Balzac, there may not be such a lawyer; a man of such desperate hustles, such new methods of outsmarting himself. His weaselry is mitigated by the way he helps his smarter brother, a cracked-up white shoe lawyer (Michael McKean, of This is Spinal Tap). Saul is in turn helped from a pal from work, Kim (Rhea Seehorn, underplaying with grace, and with minute twists of a lush, disappointed mouth). Here, Jimmy/Saul also inaugurates what will become a lethal business relationship with disgraced Philadelphia cop Mike Ehrmantraut (the ominous Johnathan Banks). It’s the essential magic of the moving image: watching an actor in his late 60s giving the performance of his life.

Banks’ Ehrmantraut finally explains the secret of his own horror story—something we guessed at it for season after season of Breaking Bad, while watching his fascinating moroseness. Banks would be reason enough to watch Better Call Saul, even if it weren’t for Odenkirk’s ingenuity, and the sheer talent of the way the show is engineered: its insistence on timing, on cinematic depth of field, and, lastly, terroir. These shows are the definitive views of the New Mexico instant-city in its cloudscapes, freeways, blank desert and second-rate commercial architecture. It’s both heavenly, and what Saul calls it: “a Georgia O’Keefe hellscape.”(Netflix Streaming). (RvB)

AS ROME BURNS George Clooney plays a kidnapped movie star in the new Coen brothers film, ‘Hail Caesar!’

Rebellious Curls IT’S NOT A BAD movie, Hail Caesar!, because it's not really a movie at all. Rather it’s a tangle of subplots that never fully cohere. Still, the exuberance of the actors makes much of it worthwhile, as does the faithful recreation of the mania of a Hollywood movie studio in the last years before television mortally wounded the system.

There really was an Eddie Mannix ( Josh Brolin) at MGM. He was a former bouncer whose duties included covering up the scandalous behavior of movie stars in the 1940s and 1950s. The Coens present this fictional Mannix of circa 1951 as a tormented Catholic, requiring daily confessions to a priest.

At Capitol Pictures, Mannix has other people’s sins to worry about. The Esther Williams-like DeeAnna Moran (Scarlett Johansson) is unmarried, pregnant and starting to have trouble fitting into her rubber mermaid costume. Cowboy hero Hobie Doyle (Alden Ehrenreich) is being groomed into roles as a debonair playboy.

Baird Whitlock (George Clooney), a Stephen Boyd-style star of epics, is currently wrapping up Hail, Caesar!, which strongly resembles The Robe.

Meanwhile, the Van Johnson-ish Burt Gurney (Channing Tatum) is shooting the kind of all-male musical that calls to mind the line about “Sailors fighting

in the dance hall” from David Bowie’s “Life On Mars.”

When it ends, one wonders if it’s more than just a chance for soundtrack artist Carter Burwell and Hail Caesar! cinematographer Roger Deakins to revive the PG-13; 106 Mins. strangeness and charm Valleywide of the Hollywood studio style. They’re experts at it, as seen in Johansson’s number, a pretty revival of the Busby Berkeley synchronized-swimming aquacade, staged to the barcarole from Tales of Hoffman.

Two relative newcomers brighten this film. One is Ehrenreich, who has the kind of hair that gossip columnists used to describe as “rebellious curls.”

He has warmth and earthiness, and his character turns out to be the real thing in this factory full of fakes. Hail Caesar! also could have used more of Veronica Osorio’s sweetness as a Carmen Miranda type who is assigned Hobey as an escort.

It’s easy to be charmed by the gang of actors. It’s less compelling to wonder whether Mannix should continue to serve God or Mammon. At the end, you’re unsure how much this distant echo of Sullivan’s Travels is based on anything real. Even at their age and level of success, do the Coens fret much about selling out? —Richard von Busack

Heavy Mecca HALLOWED GROUND Nervosa’s bassist, Fernanda Lira was raised in São Paulo by metalhead parents. She looks forward to playing the Bay Area—home to many of her heroes.

Brazilian metal trio Nervosa are on a pilgrimage to thrash’s holy land

HEN SPEAKING with Fernanda Lira on the subject of heavy metal, one thing quickly becomes abundantly clear. The bassist, vocalist and co-founder of the São Paulo thrash trio, Nervosa, is positively stoked on the genre.

“It’s my life,” Lira says, enthusiastically.

She’s not exaggerating. Raised by metalhead parents in Brazil’s biggest city, Lira grew up listening to her father play bass in his own heavy group and Iron Maiden on the home stereo. By the age of 6, the young Lira says that she was hooked, and by 14, she was playing in her own bands and constantly scouring file-sharing sites for new tunes. It was through the Internet that the budding musician discovered Bay Area thrash—feverishly downloading albums by the likes of Exodus, Testament, Machine Head, Vio-Lence and of course, Slayer and Metallica.

These days, while she admits to liking plenty of other genres of music—including funk and the blues—Lira says that she has spent years listening to “only metal.”

She wasn’t just listening passively.

It’s apparent that Lira was studying the craft, as well. Her group, Nervosa, has the sound, the look and the attitude of thrash down to a science. Check out the group’s video for “Death,” from their 2014 full-length debut on Napalm Records, Victim of Yourself.

Filmed in a graveyard, it shows Lira, along with guitarist and backing vocalist Prika Amaral and drummer Pitchu Ferraz, shredding— hard. Lira’s scratchy scream cuts a jagged line atop galloping riffs and machine gun drumming. The scooped, static-like tone of the guitar

matches the black and white film.

All three band members are clad in the thrash metal uniform of studded leather vests, T-shirts and denim.

Lira’s eyes are wild and blackened with thick mascara as she whips her hair like a young James Hetfield.

The band’s current U.S. tour, which brings them to the Caravan Lounge on Wednesday, is their first stint in the States, and Lira could scarcely be more excited.

“It’s been like a dream come true,” Lira says, speaking on a cell phone from the road. “Some people don’t get it—but it actually is.”

There are a number of reasons that Lira is pumped to be touring America.

For starters, it means her music will gain much wider exposure. While the Brazilian metal scene is strong and full of committed fans, she says that the actual opportunity to make a living playing in a metal band—or being a musician in general—is minimal.

But Lira isn’t just excited about making new fans and sharing her music. She is thrilled at the opportunity to be walking in the footsteps of her heroes. The Bay Area is often considered the hub of the thrash metal movement—as some of the sub-genre’s biggest names formed in San Francisco and Oakland in the ’80s. Southern Florida was also a major flashpoint for the movement, which fused the energy, attitude and politics of hardcore punk with heavy metal’s emphasis on technicality, heavy rhythm guitars and stylized screaming.

The result was a fast, aggressive and youthful music that was also challenging and fun to play. Plus, Lira notes: “You can head bang to death metal, you can head band to power metal, but mosh pits—the mosh pits are real at thrash metal shows.”

Accordingly, Lira says she “can’t wait to be in the Bay Area”—noting that most of the bands that she grew up listening to were from this area and Florida. “I can feel the metal vibe in the air. We’ll be playing on the same ground that all the other bands we love came from.”

It’s hard to hate on the decision. After all, San Jose can be a pretty sleepy place and it certainly doesn’t have any kind of national—let alone international—recognition.

It seems that only the weirdest of the weird stay—at least in spirit—regardless of how much acclaim they receive. Stoner metal titans Sleep are still proudly rocking “San Jose” on their Facebook profile.

‘Double Ecstasy’ EP April 1, Anticon Records

The same goes for bizarro 408 emcee Antwon, who recently announced he is joining the tastemaking outsider label, Anticon, and has dropped a new single, “Luv,” from his forthcoming EP, Double Ecstacy, slated for an April 1 release. While his publicist says that the hardcore-punk-musician-turned-rapper is currently living in Los Angeles full time, he still reps San Jose on his Bandcamp page.

While Antwon has long been a mainstay on the best-of and most-anticipated lists of hip music publications, such as Pitchfork and The Fader, which debuted his new single, he has yet to garner mainstream acclaim. That may be due to the fact that he is pretty far out there. Although singles like “3rd World” and “Helicopter”—from End of Earth and the Fantasy Beds mixtape respectively— showcased a refined taste for alternative-yet-catchy beats and an infectious, Biggie-esque flow, the rest of his material was far too strange to appeal to a general audience.

But the world of pop music has veered sharply into left field in the past few years—with artists like The Weeknd scoring big hits with dark songs, spun over sinister, syrupy beats. If “Luv” is anything, it’s surely that.

“Show me love/in the booty club,” Antwon flows assertively over a menacing, buzzy bass patch. The song is ostensibly about looking for affection in all the wrong places—namely at a strip joint while high on controlled substances.

And the word “love” gets bleeped, as if the concept itself is profane.

It’s grim, to be sure. But it also knocks. In 2016, that’s looking to be a winning combination.—Nick Veronin

Let’s begin our investigation with a little Google search, shall we? The popular line on the lemming-suicide myth, found easily on debunking sites like Snopes, plays as follows: 1) White Wilderness, a 1958 Disney documentary about arctic wildlife filmed in Alberta, Canada, contains a scene showing lemmings taking the plunge you describe, to florid narration: “Carried along by an unreasoning hysteria, each falls into step for a march that will take them to a strange destiny,” etc. 2) However, the whole thing turns out to have been faked. Filmmakers ran the little guys around on a lazy Susan and tossed them manually into a river, shot to look like the ocean. Lemmings didn’t even live in that part of Alberta; they had to be imported from Manitoba.

3) “Thus,” Snopes concludes, “did Disney perpetuate for generations to come the legend of periodic, inexplicable mass suicides by lemmings who die by hurling themselves off of cliffs.”

Perpetuate, sure. But such accounts give Disney undue credit for a misconception that was already going strong. The lemming mass-suicide story, and all the rich metaphorical possibilities that attend to it, had been in circulation for a while, as Edmund Ramsden and Duncan Wilson report in a 2010 paper in the British historical journal Past & Present. Scandinavians in the late 1800s recorded observations of the lemmings’ grim march to the sea, struck by the animals’ ardent devotion to their task—as well as their violent disinclination to be impeded, which inspired the common Norwegian phrase “angry as a lemming.”

Ramsden and Wilson go on to describe how observers of the various dramas of the 20th century—Nazism, communism, consumerism—alluded to the suicidal lemming, making it a “recurring motif for modernity”: “The lemming became the totemic animal in an age of cultural pessimism, a symbol of an unconscious and mindless urge towards mass self-destruction, and references to its suicide are legion.”

Lemmings, by the way, do sometimes end up underwater, but far less melodramatically than all the hubbub suggests. Their populations operate on a regular boom-and-bust cycle. At the end of a boom, which puts pressure on nearby resources, they disperse

in search of food. Some wind up at the ocean and attempt to cross it— lemmings can swim—but drown in the process. You’ll notice the Norwegians don’t say “smart as a lemming.”

So, with respect to a weighty word like “suicide,” lemmings don’t really qualify.

Do other nonhuman animals? The issue has captivated thinkers as far back as Aristotle, who described a tormented stallion throwing himself into an abyss.

Monkeys and parrots, other social, higher-order thinkers, can engage in self-destructive behaviors, sometimes unto death, under conditions of confinement or emotional distress; do we call that suicide? Until an animal manages to leave a note, the jury’s probably going to remain out.

Rockbar Theater calls it quits at iconic old-boys-club venue

AST WEEKEND, the Rockbar Theater threw its final rock shows after a short run. For just over a year, the chateaustyle venue, formerly Garden City Casino, booked some major gigs and showed serious potential. But news broke a few weeks ago that interlopers have purchased the whole parcel of land.

Located at Saratoga and Stevens Creek, plans intend to fabricate

something as equally artificial as Santana Row. So Rockbar, in the meantime, has decided to bail for Reno, the “Biggest Little City in the World.”

On Saturday, the anti-manabout-town invaded the scene and couldn’t help but contemplate the histories of that land parcel, and the various ways in which the creation and destruction of music has characterized the entire plaza.

Most of this is outside the scope of this column, but just one example: across the parking lot decades ago was the Cabaret, where tons of rock shows pleased the FM radio audience before the joint likewise closed. For example, if you wanted to see Foghat in the ’80s, that’s where you went.

But the real mind-blowing history on which to meditate is that of Garden City. I can’t physically think about the building currently housing Rockbar without imagining the “old” San Jose from 50 years ago. Garden City was San Jose’s nickname and the original Garden City business opened downtown in 1946. It was a pool hall before it morphed into a card room and a hof brau. But as downtown degenerated into a stew of pawn shops, crime and seedier card clubs, Garden City followed everyone else out to the suburbs during the mid-’70s.

If you really want to study the “old boy network” of San Jose, that is, the decades-long relationship-nexus of politicians and multigenerational businesses, along with attorneys, judges, real estate bigwigs, architects, cops and construction companies, plus the role Bellarmine played in the rise of San Jose’s ruling class,

even today, then go read up on the history of Garden City. That place was the piece that weaved an entire century together, an epic saga of San Jose underbelly. Garden City was the 50-year bridge between the WWII era—when San Jose really was a backwater—and the current era of real-estate-development-politik.

From the late ’40s until as recently as eight years ago, none of San Jose’s major players were ever more than a few degrees of separation from Garden City.

I didn’t cross the threshold until the late ’80s, when a jazz history class at West Valley College required me to review some gigs.

When I got there, Smith Dobson and Henry Schiro were the ones holding court over the Sunday jazz series in the restaurant at Garden City. Ultimately, Schiro would help start the San Jose Jazz Festival a few years later. These were people that cared about the music—gee, what a concept!—and at the time, the jazz series at Garden City was the hottest regular gig in San Jose. The gambling tables comprised much of the rest of the property, and I never ventured in, but at the time, I had no idea I was stepping into the past, and the future, of San Jose’s old boy network.

I just remember the jazz, and the steaks, being quite good.

So now, to see what could have been a world-beating rock establishment, Rockbar Theater, hightail it for the Biggest Little City in the World, it seems like one last phase of musical chairs at that intersection. San Jose can be understood as one continuous interrelated web of creation and destruction, especially when it comes to music and real estate. And now, we’ll probably get another repulsive suburban village with all the same quasi-upscale shopping you see in any other city the world over. Hell, it almost makes me long for the gambling days to come back. And at least everybody was local.

So last Saturday when the antiman-about-town rolled in to see former Hanoi Rocks frontman Michael Monroe deliver a nonstopraging performance at Rockbar, as the surrounding neighborhood was deathly quiet, empty and dead as a doorknob, I couldn’t help but shake my head. When will people care about the music around here?

’M ALWAYS on the lookout for places where people with stretched budgets can get non-fast food. The City Fish in Cupertino, the new location from the original offshoot in downtown San Jose, offers not only an array of familiar, tastily prepared food, but also some amazing bargains. Owner Danny Zubizarreta, who also owns Muchos! taqueria in downtown San Jose, has a Cupertino connection having once attended De Anza College.

Next to a Subway in a strip mall near 85 and Stevens Creek, the restaurant feels like an airy, low-key bar. Fish motifs and a quiet TV hang on the textured walls. Sconces and clay floors set it above a fast food joint, which is more the feel of the original location. We got my preferred seating: a booth. A friendly young man immediately greeted us and brought menus.

The iced tea, unsweetened and pleasantly floral, was the first unique touch.

Their specialty here is tempura seafood, so we selected oysters, scallops, prawns and cod. The scallops were succulent, the prawns fresh ADVERTISER: NAME HERE and light, and the oysters were cooked to exacting standards. The cod PUB DATE: was nearly a foot long. They were tasty and healthy. Clam chowder ($3.95), another favorite, arrived in a bowl-cup with big chunks of clam, not over-salted, the polar opposite of Campbell’s.

My companions loved the moist, rich crab cake ($4.50). If we could eat all day and all night, we would have tried one of the sandwiches, salads, linguini with nine possible variations or the New York steak (a mere $19.95). Mahi-mahi, swordfish and much more round out the menu, which I plan to try again. (Note: The menu on Yelp is less comprehensive and more expensive than the physical one in Cupertino.)

We were completely stuffed, but seeing that both apple pie and cheesecake Specials Valid for Dine-in only. were only $2.50, I loosened my belt a notch. The cheesecake was yummy with 4pm-close. All day Sat. a dense, buttery bottom, similar to what my bottom might be if I eat it on the regular. Regrettably, I could not try the apple pie. This time. —L.A. Kurth

I called upon the local oracle of all things alcohol: Mr. Harada. He knew the spot and told me my assumptions were wrong.

We pulled into the ample parking lot behind the brick building that is The Bank. The back entrance featured a small patio encircled by a reed screen.

Inside the patio was a table, with seating for about five. A convenience for patrons who enjoy a smoke with their drinks, it was intimate enough to make the most reclusive of patrons join a hearty conversation.

The hallway from the back entrance was relatively bright, which is helpful if you need to find the patio or bathroom, while the main room’s lighting was much more subdued—it felt like heavy velvet.

The back wall of the main room showcased figurine-bottles in a case many shelves high. The Tombstone bunch were my favorite. Doc Holliday and Wyatt Earp welcome you first. To the casual observer, they’re just ceramic statues, but to astute drinkers, a tug on the hat’s brim reveals a cork stopper.

Our bartender, an extremely pleasant gal from Ben Lomond, was quick to share the bar’s history. Mr. Harada ordered a local brew from a Santa Cruz craft outfit, it was a Uncle Dave’s Rye IPA. The price was a bargain.

The Bank in Saratoga is worth regular visits. Sure, it has an exclusive address, but, the spirit is inclusive to all who make their way down Big Basin; roughly a $20 Uber ride from our downtown abodes.

As a bar, The Bank has been around since the early 1970s. That’s enough time to have its roots firmly planted into what was once a sleepy town nestled into the foothills. The fanciful brass chandelier, carved wood bar and wall art were obviously installed when Burt Reynolds was the sexiest man alive. It’s a place that captures America at one of its most perfect moments: Burt Time. —Tomek Mackowiak

HEN I FIRST heard of The Bank in Saratoga, it was recommended to me by one Shawn Packer, a local guitarist of some renown. For some reason, I assumed the place was a recently converted financial institution, where bowtied bartenders would curl their over-waxed mustaches as the clientele studied drink menus filled with cocktails named after local attractions. I imagined ordering a “Big Basin,” brimming with single-barrel whiskey and served in an artisanally crafted, miniature horse trough.
