Public Hearing on Modification to the San Francisquito Creek Flood Protection Project
When: June 10, 2014 at 6:00 p.m. Where: District Headquarters — Board Room 5700 Almaden Expressway, San Jose, CA 95118 Due to the level of external funding available, staff recommends modifying the program document to advise the public of the level of flood protection that can be achieved at this time. As stated in the Modified Project Description, the local-statefunding-only project will be the same as the preferred project downstream of Highway 101; but upstream of Highway 101, the project will remedy channel constrictions and modify bridges at Newell Road and Pope/Chaucer Street to allow the channel to contain flood waters equal to the channel’s capacity of 7,000 cubic feet per second (cfs), approximately a 30-year flood event. Allowing this level of water to flow through the channel will protect approximately 3,000 parcels in Palo Alto from a flood event close to the February 1998 flood, the largest on record. Currently, the channel can only convey a 15-year flood event. ALKING TO Chef Derek Biazo is like talking to an NBA player right before the game. For one, he’s tall. I’m 6” feet 4 inches tall and was looking up at him till we sat down at the cocktail tables in the sleek bar/lobby of Alexander’s Steakhouse. And then it’s the way he talks. He speaks earnestly about pushing his team, pushing himself, consistency, “executing at the highest level.” Biazo is the new executive chef at Alexander’s Steakhouse. The Cupertino steakhouse with a Japanese twist lost its Michelin star this year, though Biazo is confident he knows the route to get it back. One can tell he’s passionate about food and serious about his role as a leader, though not humorless. (His biggest smile of the morning was reserved for his wife, Lisa, and newborn daughter, Kylie, when, at the end of our interview, he asked if I could please mention them in this article.) SO YOU’RE FROM KINGMAN, ARIZONA ORIGINALLY. WHAT’S KINGMAN LIKE? It’s growing, it’s not as small as some people would say, but it’s just a really chill, lowkey, blue collar town. I grew up there until I was 18. Got involved with a chef in high school there who was a [Culinary Institute of America] graduate. He came and started a cooking class at our high school, and the thing that kind of set us apart—which was really weird especially being a small town—was our high school was one of the first to offer a finefood arts class. You know it wasn’t home ec. or anything like that. It was a finefood arts class that was basically designed to get you ready for culinary school.
YOU LOST YOUR MICHELIN STAR THIS YEAR. DO YOU HAVE ANY CONCRETE PLANS TO GET THAT BACK? I actually came in right before this place lost its star. I have my vision of the way things should be run in this place and I think a lot of it goes back to consistency. And also keeping up with the trends and really pushing ourselves and pushing myself and demanding more out of what I do as a chef. I want to make sure that people come in here and they’re not getting food that they had back in 2009. We have a lot of room to grow, but it’s not an unachievable goal. We’re gonna get it back and we’re gonna do it, I’m positive about that. WHAT’S YOUR FAVORITE PLACE TO EAT? WHAT’S YOUR ONE-DOLLAR-SIGN PLACE AND YOUR FOUR-DOLLAR-SIGN PLACE? If I was just gonna grab some good dinner with my wife, not dress up or anything like that: Back A Yard. That is the best Caribbean food, jerk chicken … That guy knows exactly what he’s doing. It’s always busy. I’ve never had a bad meal there. It’s super good. I was gonna go to a let’s say a repeat fine dining establishment, would probably have to be Boulevard or Jardinière. Both those chefs over there do tremendous food, service is great. I love it every time I go.—Stephen Layton

beer garden seems much more likely to serve as a setting for Oktoberfest than for Sunday brunch—except, perhaps, for those who scrupulously adhere to the “hair of the dog” philosophy. And there’s actually some opportunity for that on the weekend brunch menu at Steins Beer Garden & Restaurant in Mountain View. This spring, the restaurant launched a new brunch menu, headed up by fruity champagne cocktails and Bloody Marys. Steins’ focus on hearty dishes extends to brunch offerings that include the trinity of comfort food pairings: biscuits and gravy, steak and eggs, chicken and waffles. Among the roughly half a dozen benedicts on the menu are a vegetarian benedict, pork belly benedict and—this place is a German beer joint, after all—schnitzel benedict served atop a pretzel roll. Sweeter dishes include brioche French toast and donuts stuffed with fresh fruit and cream.

ining al fresco is practically a summer ritual. Every June, Montalvo Arts Center hosts a culinary event at its villa and grounds that puts most every picnic to shame—rare is the picnic that has a waiting list. And Montalvo’s Food and Wine Classic, a fundraiser to support the center’s arts outreach and education programs, is sold out. The event takes place June 8 at the arts center in Saratoga. But Montalvo is taking sign-ups for a waiting list. Twenty Bay Area restaurants and almost two dozen regional wineries will serve up the food and drink. NO STATUES of leaping dolphins or Santana cover bands at this summer art festival. Visitors to last year’s SubZero mingled with zombies, body-painted models and hula-hooping acrobats and listened to GameBoy music wizardry and gorillas playing tiny toy xylophones. I, for one, bought a small painting of a paramecium in a business suit and spent a lot of time trying to avoid the nightmare turtle-bed sheet performance art people outside Zero1 Garage. A typical SubZero. The 2014 edition of the blockbuster summer celebration of San Jose culture hits downtown June 6 and 7. And “San Jose culture” is really the only phrase broad enough to describe the scene, as every year the festival brings together the disparate strands of South Bay art, music, food, crafts, merch, tech—and the just plain odd—to one big party on South First.

One San Jose artist, Andy Wallace, is moving off the wall and into the realm of illusion for SubZero. His installation will use 120 square feet of wooden lattice, lights, shadows and mirrors to create a space full of optical illusion. “It’ll be very fun house-like” he says. “People can really interact with it.” He’ll be spending the first day of the festival assembling all the pieces, and the second day is just for people to enjoy it. “I’ve never really done anything so environmental. Everything I’ve done so far has been gallery style.”
Then there’s Thoey Ngo, whose pop-up shop EcoMonster specializes in green crafts for kids, hands-on workshops and DIY kits. She’s offering succulent terrarium workshops—for kids and adults—at her booth this year and will also have some of her eco-conscious merch on hand, too. Ngo describes EcoMonster as “one of my full-time jobs,” which started out as a hobby on Etsy, but soon became something more serious. Folks interested in the workshop at SubZero need to preregister over at EcoMonster.com. L.A.-based Herbert Bail Orchestra heard about the festival from local psychedelic-folk rock duo Brother Grand, and put SubZero on their spring California tour. The indie folk band is a shifting lineup of anywhere from two to 10 people, with accordions, banjos and all sorts of horns. The Herbert Bail Orchestra started out with just A. Fratollilo and his longtime friend, Andrew Katz, who put the “orchestra” part in their name as a joke. Now, it fits. “We used to play shows where it was just me and Andy,” Fratollilo says. “Now it’s like we found a bassist and a drummer, a keyboardist, another singer, lost our drummer, found a trumpet and another multi-instrumentalist … I could go on and on.” Fratollilo emphasizes that he can only speak for himself, but he’s excited for SubZero and for the band’s third album, slated for 2015. “I wanna write 100 songs, and pick out the 12 best. We’re going to play a couple new ones at SubZero for sure.” —Stephen Layton

Hero, complete with Opens Fri mean fellow soldiers, defective equipment and bloodthirsty sarges (Bill Paxton, excellent, is set to take over any R. Lee Ermey parts). Another virtue is the spirited finale in a post-apocalyptic Louvre: heads up Arc du Carrousel! Take that, I. M. Pei’s glass pyramid, you’re not so pretty now, are ya? Early mysteries lead to cast-iron plot points, obvious solutions and the unlikely rational explanation for Cage’s slightly different day, same shit. Some find Groundhog Day deep, but there isn’t delve-worthy material here. The tomorrow we can forecast is the movies devolving into shooter games. Edge of Tomorrow’s manifold deaths and reboots give that ominously huge gamer audience the pleasure they weren’t getting in the cinema: the aspect of being able to reset and play again.—Richard von Busack
