Planning Commission weighed risk of pausing design-rules debate

Emotional support dogs from the Los Gatos-Monte Sereno Police Department and the nonprofit Canine Companions joined high schoolers for lunch on Los Gatos High School’s front lawn, Aug. 24. Organizer Esha Bagora, a junior at the school, said the idea was to provide stress relief for students now that the pressures of school are back on. “I think it went really great,” she said. “I’m so happy we were able to get the dogs on campus.” This was the result of work by the Teen Wellness Subcommittee of the Los Gatos Youth Commission, police officials and local volunteers. Canine Companions, a Santa Rosa-based nonprofit with a 90% rating on charitynavigator.org, provided the majority of dogs. Two dogs were recruited for the mission from the local police force. Bob Buxton, who sponsored the event with his wife Susan, said the noon gathering of canines and humans exceeded his expectations. “Kids and puppies,” he said. “It’s just terrific.” The last time they got to do something like this was back ➝ School, 32

Los Gatos is months behind on creating design rules for new condominiums and apartments, but the process hit another snag, Aug. 24, after local architects asked for extra time to give input. Katerina Aleksenko was 13 years old when she started teaching herself how to play guitar at home in Fresno. At 21 she was staying in North Hollywood at an AirBnB, when the owner introduced her to famed music producer Charlie Wilson, which led to recording a song featuring Avril Lavigne’s former bassist, Al Berry. “That morning we were in LA and we hear that Prince died, and it’s like a cloud is just over the world,” said Aleksenko, who today is 36, recalling how affected all the performers were. “We got to be in the studio all together the day that Prince died.” And not only did the short-term rental host—a costuming professional—know Wilson, she’d even previously worked with the iconic Minnesotan. “Everybody was crying,” she said, adding the recording day began with

some silence—and then, like consummate professionals, they had to get on with it. “We just went right back to making music.” That’s how Aleksenko, whose stage name is Kat the Musician, developed “Sat Chit Ananda.” For her show in Los Gatos, she plans to play a mix of covers and originals. Her setlist is deep and features songs from across the spectrum, including The Beatles, Janis Joplin, Sublime and Iron & Wine. Aleksenko explains, when playing coffee shops, she aims to fuel conversations, not put a halt to them. “I don’t want to be like the complete center of attention, like, ‘Hey listen up!’ I want people to enjoy their time and be able to mingle,” she said. “I don’t want to overpower the energy of the place. I want to add ambiance to it.” Kat the Musician is scheduled to play the Los Gatos Roasting Co. at 101 W. Main St. on Sept. 3 from 7-9pm.

LOS GATOS LOOKS TO LEARN FROM LOSS Wildcats caged up in season-opener Emanuel Lee, Sports Editor

The Los Gatos High football team opened the 2022 season in the same way it ended the 2021 season—with a loss. Same venue, same electric atmosphere, same result, different opponent. Instead of Bellarmine in last year’s Central Coast Section Division I playoff game, Southern California power Corona del Mar of Newport Beach came into Los Gatos and beat the Wildcats 28-14 on Aug. 26. Wildcats coach Mark Krail scheduled Corona del Mar—which entered the contest ranked No. 29 in the state by MaxPreps—because playing a top-tier program will give them an instant look into what they’ll need to improve upon going forward. Besides, Krail reasoned, teams learn

more from a loss than they do if they blow out an inferior opponent. “We could play 100 other schools (to open the season) and win by five touchdowns and really not learn anything,” Krail said. “But playing these guys and coming out healthy and going back and seeing what we need to work on—which is quite a lot—it’s going to make us better. These guys, it’s a special group and adversity, when you have a special group, makes you come together. And this group will (come together). They’re not going to fall apart—there’s no chance.” The Sea Kings (2-0) led the entire way, finishing with 406 yards of total offense to the Wildcats’ 122. It’s a wonder the score wasn’t more lopsided than it was, but that speaks to Los Gatos’ determination to keep on going even when things weren’t going its way. The Wildcats finished with negative-11 yards rushing and a meager 122 total yards, a result of dropped passes,

leaky pass protection and botched snaps near the end of the game. “We just couldn’t get any rhythm on the offensive side,” Krail said. “We didn’t protect well, we didn't run-block well, the QB (Jake Boyd) was kind of running for his life and made some plays on the run so we just got to figure out what we’re doing.” Under heavy duress throughout, Boyd still managed to complete 10-of-19 passes for 133 yards with a touchdown and no interceptions. Emiliano Mejia had two of the biggest offensive plays of the night, a 19-yard reception and another catch and run, tackle-busting 48-yard reception. Despite the loss, Krail praised the defense for bending but not breaking against a potent Corona del Mar offense. Landon Heard returned an interception 38 yards for a TD that brought the Wildcats to within 21-14 with 10 minutes, 19 seconds remaining in the third quarter, but that’s as close as they would get. Fellow safety Jaylen Thomas added an interception with 5 ½ minutes remaining, and Kevin Rogers recovered a fumble and returned it 20 yards to the Sea Kings 4-yard line. That set up the Wildcats’ first TD, a Boyd to Thomas 9-yard hookup in the left seam with 8:45 left until halftime. Los Gatos should be strong defensively with players like Thomas, Heard, Rogers, Donovan Freed, Ryan Vernale, Nicolas Ramos and Luchi Casale, just to name a handful. “I thought our defense played great, actually,” Krail said. “Very physical, played fast, (but) offensively, we were just not good. … Credit to them. They’re a great program and we knew that when we put them on the schedule that it was going to be a great test. And for me it’s why not? This doesn’t seal any fate; this doesn’t determine our destiny or anything like that.” Indeed, if the Wildcats end up winning another De Anza Division championship and advance to the Division I playoffs—which they very well could— they’ll probably look back to this game as one that helped them hone in on their deficiencies and improve upon them. “Early games like this, you live, you learn, you go back to work and you get better,” Krail said. “And we’re going to be a better team in November because of tonight.” The Wildcats next play Liberty High of Brentwood at home on Sept. 2.

of-thumb that can be used by everyone for essentially design-by-numbers.” Los Gatos has been working for more than a year on coming up with the design guidelines for multi-family construction, in order to fall in line with new State legislation such as SB 167 (the Housing Accountability Act), SB 35 (which mandates approval of qualified projects), and SB 330 (the Housing Crisis Act). Wiersema said she was speaking on behalf of Gary Kohlsatt, Louie Leu, Tom Sloan, Jay Plett, Noel Cross, Terry Martin, Bob Flury, Jennifer Kretschmer and Tony Jeans, people who will be intimately involved in implementing whatever’s put in place. She said the architects feel Los Gatos’ draft standards would limit their work, adding others weren’t able to attend the meeting because of “backto-school” season. “We respect the fact that you’re trying to streamline the process by objectifying subjective design standards,” she said. “However, that’s not the definition of design. And I’m sure you all know that.” The draft standards are too traditional and are more stringent than what other nearby cities require, she suggested. “Individual ‘recreation area requirements’ are much larger than most typical condo apartments built locally,” she said, noting Kohlsatt was behind this particular complaint. “One hundred-square-feet of outdoor area per

unit is not consistent with our neighboring townships and cities.” Southern neighbor Gilroy adopted objective standards Oct. 18, last year. For a development with 11-30 units it requires at least two “passive” recreation amenities with a minimum area of 300 square feet and at least one “active” recreation amenity of 500 square feet. Wiersema also harped against the point system Los Gatos has been intending to use to evaluate projects and offered to write a group email to find out how long it would take for the architects to get around to giving their feedback. “You know, we lamented in our most recent get-together the special meetings and the research sessions that often occur during the middle of the day with a lot of us not being able to step away from clients,” she said. Commission Chair Melanie Hanssen wasn’t thrilled that the designers were only now making time for a process that staff has been highlighting for months. “This effort has been going on for over a year now,” she said. Wiersema replied that it’s been challenging for the architects to keep up with all the changes happening at the Los Gatos Building Division. “We also have a concern that perhaps these multi-family ones are going to trickle down into single-family rules-of-thumb in terms of objectifying subjective guidelines,” she said. encouraged staff to make time for this group of professionals. “I would agree with Bess that the illustrations in these objective standards do tend to make one think that all these buildings are going to be absolutely symmetrical and absolutely square, and triangle and all face the street—and that can be pretty damn boring,” she said. “But, I do think we need the objective standards.” Town Attorney Gabrielle Whelan confirmed the standards are just for multi-family units, not traditional-style lots. Commissioner Jeffrey Barnett suggested Los Gatos follow Palo Alto’s lead and develop balcony regulations that protect privacy. However, other commissioners worried this could create problems, going too in-depth on privacy concerns when other sections of the document aren’t as specific. Senior Planner Sean Mullin said it could even create issues for homeowners, when a multi-family development goes in next door. “Once that’s built, the residential property wants to redevelop in the future to a different residence, all the sudden you can create a conflict with privacy based on these objective standards,” he said. “Given all that— and there was long discussions with a consultant and with staff—we tried to simplify it down to try to preserve future development rights.” Hanssen noted a subcommittee had already been working on objective standards, last summer. Commissioner Emily Thomas asked about the impact of not forwarding the design rules to Council. “When is our deadline really for

getting these objective standards passed—like, approved by the Town Council according to SB 35? Is there a point at which we get fined, we get in trouble, we get told, ‘These are our standards now.’?” Whelan emphasized that Los Gatos was already lagging. “If I remember correctly, the deadline was January of this past year,” she said. “In terms of penalties, I think it will be difficult if we get an SB 35 planning application that asks to see the Town’s objective standards, because the Town will need to demonstrate that a proposed project does not comply with its objective standards.” San Jose’s design guidelines took effect in March 2021. Community Development Director Joel Paulson said Los Gatos doesn’t have anyone trying to bypass classic planning processes, at the moment. However, he harkened back to how developers used the Housing Accountability Act to get their way for the controversial Phase 1 of the North 40 multi-family development. And while developers for the mixed-use project at Union Avenue by Safeway did make some changes to their plans, that same piece of State legislation helped it avoid others, Paulson added. On a motion from Barnett, Planning Commissioners unanimously agreed to give the architects two extra weeks to submit comments, with the draft set to return for discussion on Sept. 14. Cutline: Planning Commissioners decided to delay their decision-making process about the Objective Standards draft Aug. 25.

Kaliska says Fiji doesn’t just provide a mood boost. “My dog is my independence,” she said, noting she even has cool abilities like giving her credit card to a store clerk and carrying groceries inside the house. “I can teach her the commands.” Assistant Principal Alli Stits called the event a success. “There’s one kid who ran past me who exclaimed, ‘I’ve been waiting for this all day!’” she said, adding it also turned into an educational ex-

perience. “Kids had some really good questions.” Police Chief Jamie Field said, from her perspective, the event was an excellent “icebreaker” to help build trust with younger Los Gatans using cute animals. “They open up conversations,” she said, adding it could be the first time a student has an interaction with an officer. “They build a relationship with someone in the police department. “I think it went really well.”
