San Benito County Supervisors unanimously approved an amended 2019-2020 county budget June 25. The new budget allocates $143.4 million in total spending for the 2019-2020 fiscal year. Edgar Nolasco, deputy county administrative officer, told the Free Lance that total spending is approximately $87 million less compared to last fiscal year because the new jail expansion is nearing completion. He also said the new budget includes a more “realistic” list of road projects in the coming year. According to the budget’s executive summary the decrease, “is primarily a result of a decrease in capital funds for the anticipated completion of the Adult Detention Facility Expansion [jail] project and a decrease in anticipated road fund expenditures to realign the budget with actual road project projections.”

The dust flew and stirrups strained as riders and horses teamed up for some great action and beautiful displays at the 86th annual San Benito County Saddle Horse Show & Rodeo June 28-30 at Bolado Park and Event Center in Tres Pinos. The Saddle Horse Parade kicked things off a week earlier in Hollister, where marching bands, scouts, long-horned cattle, floats, tractors and, of course, horsemen and horsewomen and other groups celebrated the region’s western heritage. On the next weekend, it was all down to business, as wranglers pushed the limits for trophies and bragging rights. More photos on Page 12.

Hollister’s cost of living may be relatively low compared to its northern neighbors, but wages and benefits for its city workers place it among the top

20 percent in the entire state, according to a new report. In her annual report of Government Compensation in California, 2018, State Comptroller Betty Yee reported that the average salary of Hollister city employees last year was $68,749, higher than neighboring Gilroy, at $67,016, and even higher

than affluent Los Altos, at $68,488. An estimate of Hollister’s median pay for full-time employees, the midpoint in a list of all full-time salaries, is nearly $88,000. Hollister has a fairly lean staff, in terms of its size, given its population. San Benito County’s biggest city, with

40,149 residents, has a full- and part-time workforce of 236, far below Morgan Hill’s 513-person staff, with a population of 45,742, according to Yee. Morgan Hill staff totals to not include firefighters, because it contracts with Cal Fire for city fire service. Hollister’s fire department also provides fire protection

for San Juan Bautista and the rest of sprawling San Benito County. Los Altos, which Hollister matches in average pay, has a similar-sized staff, of 232, but a smaller population, at 31,190, according to the report released June 25. Yee’s report also ➝ Salaries, 4

Hollister SD boosts pay for teachers SCHOOL BOARD OKS NEW CONTRACTS FOR K-8 DISTRICT Staff report

The certificated and classified staff each received a 2.5 percent pay increase to the salary schedule, according to the tentative agreements. The certificated increase is retroactive to July 1, 2018 and will be an extra $667,500 to the HSD budget. With the 2.5 percent raise, an elementary school teacher’s salary jumps from a range of $49,655 to $99,216 to a range of $50,896 to $101,696 based on the 2018-19 salary schedule. The classified pay hike, along with changes to two resource specialist program position, has a total impact of $341,000 to the budget. A custodian’s salary, with raise, jumps from $14.49 to $14.85 per hour. There is also an increase to the district’s health and welfare benefit contribution from $15,639 to $16,666, according to the report. Other negotiated terms for the certificated employees (i.e. teachers) are that each employee will start each school year with 10 new personal necessity days, and instructional minutes will not exceed 53,128 for transitional kindergarten through third grade, 55,032 for grades 4-5 and 64,790 for grades 6-8.

San Benito ranked high US NEWS RANKS SBHS AMONG TOP HIGH SCHOOLS IN NATION Staff report

San Benito High School was ranked among the top 40 percent of 17,245 high schools nationwide on the 2019 US. News and World Report’s “Best High Schools” list, according to a recent announcement from the high school district. San Benito, which was reported with a total enrollment of 2,915, was ranked 4,938th across the country; 700th within the state; and 40th among San Jose metro area high schools. The report indicated that SBHS students “demonstrated outstanding outcomes above expectations in math and reading state assessments, passed a diverse array of college-level exams and graduated in high proportions.” This is the first time in recent memory

San Benito High School has been honored by the magazine, according to staff. San Benito High, which has been named an Honor Roll School by the Educational Results Partnership for the past two years, also has been awarded a full six-year accreditation by the Western Association of Schools and Colleges . It also was recognized by the Special Olympics as a Unified Champion School. US News’ Best High Schools rankings include data on more than 23,000 public high schools in 50 states and the District of Columbia. San Benito High School ranked highly in six factors based on performance on state assessments and how well it prepares students for college. These factors included performance on state math and reading proficiency tests; college readiness measured by participation in and performance on challenging collegelevel coursework using Advanced Placement and International Baccalaureate examinations; and graduation rates. “It is quite an honor to be selected

as a 2019 Best High School by the US News and World Report,” said San Benito Superintendent Shawn Tennenbaum. Each school’s profile page on the US News website shows detailed, school-specific information on enrollment, graduation rates, student body, location, school type and results of state assessments, as well as Advanced Placement and International Baccalaureate tests. The rankings, which are published online, include an analysis of detailed statistical information from the 2016-2017 school year. US News includes schoolspecific data on enrollment, diversity, graduation rates, participation in free and reduced-price lunch programs, state assessment results and AP and IB test participation and performance. “It truly is a great day to be a Baler,” Tennenbaum said. The anticipated revenues for 2019 to 2020 are $127 million, so there will be around $16 million deficit, according to the budget. The county will use reserves carried over from last year to make up the difference. Nolasco said this is typical for budgets in San Benito County. “It’s historic,” said Nolasco. “We do miracles with pennies.” He said the county’s low property tax rates, large unincorporated areas and approximately 480 miles in roads lead to more expenditures. However, new construction in the county results in a projected $700,000 increase in property tax revenues over the current year, he said. The budget summary also said the county plans to add 22.6 full time employees, three of whom will be corrections officers for the jail expansion and 11.1 who will be added to the Department of Social Services. The county will have the equivalent of 560.7 full-time employees in 2019-2020. The new employees, Nolasco said, will be funded mostly by state, federal and grant funds. Nolasco said that the county’s priorities when creating the budget were: • Salaries and Benefits • Pension • General Contracts (Fire, Animal Control, etc.) • State Changes (Aid to Indigents, SB1,, etc.) • New Capital Projects •Economic Development “More funds have been relocated to address the growing costs of the fire contract ($700K), Pensions ($500k), Workers’ Comp and Liability insurance premiums, and the amount of aid provided to the indigent fund,” Nolasco said in an email to the Free Lance. The county contracts with the Hollister Fire Department for fire protection throughout the county.

covered California counties. It showed that while Hollister’s municipal payroll ranks in the top 20 percent of the state’s cities, San Benito County ranks in the bottom 25 percent among all counties. The average pay for the county’s 607 full- and part-time employees, at $47,495, is more than $20,000 less than the average for Hollister city employees. The median county salary for fulltime staff, at nearly $52,000, is nearly $36,000 less than the Hollister median. San Benito County’s staff salaries match up with Tuolumne, near Yosemite, whose 891 county employees average $45,746 in pay, according to Yee’s report. San Benito County’s four top elected officials—district attorney, sheriff/coroner, clerk/auditor, and treasurer/tax collector—all rank among the top 10 salaries. County Administrative Officer Ray Espinosa was the highest paid county worker in 2018, with an annual salary of $229,838, plus $17,955 in health and pension benefits. District Attorney Candice Hooper, at $211,189 ($30,101 in benefits), and Sheriff Darren Thompson, at $202,200 ($54,992 in benefits) were the only others paid above $200,000 annually in San Benito County government. Among other elected officials, the county supervisors earned from $39,343 to $49,190 in 2018, depending on the district. Salaries of Superior Court judges are not included in the county report. Also, there are no firefighters in the county report; the county contracts with the City of Hollister Fire Department for fire services. Firefighters accounted for seven of

the 10 highest-paid city employees in Hollister, all of them making above $175,000 annually, with annual pension and health benefits ranging from $20,000 to $51,000. Firefighter pay also includes overtime pay. A fire engineer, for example earned $258,762 in 2018—the highest paid city employee, approximately $50,000 more than City Manager Bill Avera, at $208,077. The engineer and a fire caption, at $203,504, earned more in 2018 than Fire Chief Bob Martin Del Campo, at $186,198. Police Chief David Westrick, at $172,672 pay in 2018, was ranked 13th for the city, below one of his lieutenants, at $181,202. Similar reports on compensation in state government departments,

Build high-speed rail one step at a time

C

alifornia has long been the leader in innovation, bold action and tackling projects that others wouldn’t dream of. The state highway system, BART and the Golden Gate Bridge stand out as prime examples of challenging projects that were seen through, and today benefit millions. The vision for high-speed rail is no different. While I have been following the highspeed rail project at a high level for years, it is only recently when I became chairman of the authority’s board of directors that I became acutely aware of the benefits this project presents for the state of California. High-speed rail at its core holds fundamental, economic and environmental promise for the hardworking men and women who call California home. The authority has been in construction in the Central Valley since 2015, putting more than 2,600 men and women to work building the first 119-miles of high-speed rail. Bridges, viaducts, grade separations and other civic works that will make up part of the Phase 1 system are all underway. When voters approved Proposition 1A in 2008, the bond measure that provided $9.95 billion to commence construction of a highspeed rail service connecting San Francisco to Los Angeles/Anaheim, they chose a transformative mobility option for themselves and for future generations. In a state the size of California, highspeed rail service will make huge impacts. Travel times between the Bay Area and the Los Angeles basin will be reduced from 12 hours by conventional rail or seven to eight hours by car, to less than three hours by high-speed rail. The service promises to link California’s major economic and population centers by connecting the cities of the Central Valley with

the coastal regions of Northern and Southern California and beyond. While our federal partners have disengaged, this is not indicative of the past working relationship we’ve had with them. We remain committed to fighting what we believe to be an unwarranted attack on the state, and remain hopeful that at some point they will re-engage in what has historically been a positive partnership in large scale transportation projects. While the federal disengagement is not ideal, the authority is moving forward. The High-Speed Rail Authority will expand the entire system as envisioned, connecting a revitalized Central Valley to the Bay Area and Southern California as more funding becomes available. This is the building block approach described in the 2018 Business Plan adopted by the authority one year ago. To that end, the authority is investing nearly $1.4 billion in the corridor between San Francisco, San Jose and Merced. That includes completing environmental reviews and contributing $713 million to the Caltrain Electrification Project, with regional partners in high-priority environmental reviews and early mobility projects to pave the way for future high-speed rail connections. Concurrently, investments are being made in Southern California as well. The authority continues to pursue the best option to begin early service in the only part of the state where we are under construction on truly high-speed rail assets— the Central Valley. This is the right thing to do because, candidly, it is time to get high-speed electric trains operating in California. Let’s get on with it. Lenny Mendonca is chair of the High-Speed Rail Authority.

Water legislation introduced in the US Senate in June recognizes the continued crisis facing water reliability in the West, according to the California Farm Bureau Federation. The bureau endorsed the Drought Resiliency and Water Supply Infrastructure Act by Sen. Dianne Feinstein, D-Calif., who introduced the bipartisan legislation along with Sens. Cory Gardner, R-Colo., Martha McSally, R-Ariz., and Kyrsten Sinema, D-Ariz. The bill would authorize federal funding for new storage, recycling and desalination projects; create a loan program for water supply projects; enhance forest restoration and other activities to benefit water supply or quality; and take additional steps to encourage water development. We thank Sen. Feinstein for her ongoing efforts to improve the water outlook in California and throughout the West. In this decade alone, California has experienced severe drought and torrential rainfall, and experts believe that may be the future trend for our state. That means we must improve investment in water projects to capture water when it’s available. The bill, if signed into law, would make investments in water infrastructure more attractive and affordable for state, regional and local agencies. We also welcome provisions authorizing federal participation in forest, meadow and watershed restoration activities. Watershed restoration improves the quality, timing and other aspects of water than runs off into surface or groundwater facilities. How long are our leaders in Sacramento going to pretend that they are doing something beneficial, when, like other public sector boondoggles, their boondoggle is just like all the others: unsound and unsustainable transport policy, taking us down the USSR's road to serfdom? It is time to privatize public sector transit before it's too late. Our leaders in California, including at the local level, are driving taxpayers out of the state in ever-increasing numbers. The 400 block A town with short-sighted imagination that aims low. This lot has been used as a gathering place for the community, but it seems like only politicians want to profit off of it (and for whom?). Then close it down so we have one more empty non-unifying block of dead town. I always thought it should be a public park with a bandstand stage. Erecting another building will ensure Hollister just becomes one more disconnected non-community of commuters who don’t want to live here because there’s nothing to live here for. The businesses downtown desperately need foot traffic. Bypassing the commercial hub of our town ensures that it will be a ghost town. The occupants aren’t enough dollars to keep all of it open. Grocery Outlet goes public

Grocery Outlet began trading on the NASDAQ on June 20 for the first time in its 73-year history. In a press release, the grocery store chain announced its public offering of more than 17 million shares will be priced at $22 per share, under the symbol “GO.” Based in Emeryville, Grocery Outlet has more than 300 stores in California, Idaho, Nevada, Oregon, Pennsylvania and Washington, including at 550 Tres Pinos Road in Hollister. Grocery Outlet will use the proceeds to repay its outstanding term loans, which is expected

to reduce its debt from $854 million to $610 million, according to the company. In a filing with the U.S. Securities and Exchange Commission, Grocery Outlet stated it has had 15 consecutive years of growth. “We believe that our broad customer appeal supports significant new store growth opportunities, and we plan to continue to expand our reach to additional customers and geographies across the United States,” the filing stated. A 37-year-old Hollister man died when his motorcycle collided with a pickup truck on Highway 25 the morning of June 26, according to authorities. Police identified the victim as Richard Peter Holguin. The collision occurred about 5:35am June 26 on Highway 25 in

unincorporated San Benito County, according to the California Highway Patrol. Holguin was riding a 2001 Honda CBR600 northbound on Highway 25 just south of Shore Road. A 35-year-old Watsonville resident was driving a 2017 Ford F150 southbound on Highway 25, just north of Shore Road, according to police. The Ford was in the left-turn lane on Highway 25 when the southbound traffic came to a complete stop, according

to police. The motorcycle moved to the northbound right-turn lane to pass the stopped vehicles. As the pickup truck driver began to make a left turn onto Shore Road, the motorcyclist proceeded into the intersection, police said. The front of the Honda motorcycle collided into the right rear of the Ford. Holguin was ejected from the motorcycle. Paramedics pronounced Holguin dead at the scene, police said.

Neil Kitchens, a Republican candidate who ran an unsuccessful campaign for State Assembly District 30 in 2018, has been charged with five counts of election fraud. Kitchens pleaded not guilty at an arraignment June 28 in Monterey County Superior Court, according to court filings. He has been charged with three counts of procuring or offering a false or forged instrument and two counts of voter registration fraud.

In the 2018 race for Assembly District 30, Kitchens ran against Assemblymember Robert Rivas. Kitchens received 37 percent of the vote. He is set to appear at a July 16 hearing to set his preliminary examination at the Monterey County Superior Court. A complaint was first filed against Kitchens by the Monterey County District Attorney’s Office on May 24, according to court filings. Kitchens lawyer, Frank Dice, would not comment to the Free Lance on the case, but confirmed the charges that had been filed against his client. The preliminary examination will determine if

ESPN honors Mendez PRESTIGIOUS JIMMY V AWARD GOES TO HIGH SCHOOL FOOBALL COACH Emanuel Lee Sports Editor

When ESPN aired Rob Mendez's life story in a Sports Center featured segment on Feb. 16, it forever changed his life. Mendez, a 31-year-old Gilroy resident who was born without arms and legs, was inundated with messages and requests to the point where his best course of action was to hire an agent to help him handle all of the demands of his time and direct him with his career going forward. The Gilroy High graduate, who is entering his second year as the junior varsity football coach at Prospect High in Saratoga, will receive the Jimmy V Award for perseverance at the 2019 ESPYs, one of the most prestigious honors any sports figure can receive. The ESPY Awards will be televised live July 10 on ABC at 5 pm local time. The Jimmy V Award—named after the late North Carolina State men's basketball coach Jimmy Valvano—is awarded to “a deserving member of the sporting world who has overcome great obstacles through perseverance and determination.” In 1993, Valvano and ESPN founded the V Foundation, which has raised close to $100 million to fund cancer research grants in the US. Mendez, who has had assistant coaching stints on junior varsity teams at

Gilroy, Christopher and Sobrato, found out about the honor while visiting ESPN headquarters in Bristol, Conn., in April. Safe to say, Mendez was flabbergasted. “I knew there was something that was going to be presented to me; I just didn't know that it was going to be the Jimmy V award,” Mendez said as he helped lead his players through a conditioning workout June 28. “That was something very shocking, and it didn't really sink in that day. I think I was in a fog living the dream. I woke up the next day and thought, ‘Is this real?’ It’s here, but it still probably won’t feel real to me until I'm up on that stage giving that speech. This is a dream come true, and I would have never seen this in a million years.” Mendez lives with his caretaker, Mike McAvoy, in Gilroy. Mendez’s parents, Josie and Robert Mendez Sr., live in Morgan Hill. Rob Mendez, who said he would like to become a varsity football coach by 2020 and eventually get married, is bringing a group of 24 family members and friends to the ESPYs. Mendez knows he has and will continue to be an inspiration to thousands of kids not just in the U.S., but across the world. “This is one of those moments where I know I'm here to show kids that it's OK to be different,” he said. “And that's a good feeling, to let them know that their differences are OK, too.”

The Hollister 7/8/9 Little League All Stars have one opponent that can potentially derail their goal of winning the District 9 championship—themselves. Hollister finds itself in the catbird seat after rolling through three opponents by a combined margin of 37-3, ending each game after four innings due to the mercy rule. “Exactly, we’ve got to keep challenging the kids to keep them sharp,” Hollister manager Ben Candelaria said. Hollister plays on Saturday at 8 a.m. at American Little League Field in Salinas and must be beaten twice to lose the tournament. “The practice we had after one of our wins, the kids were kind of goofing around. The coaches had to pull them aside and tell them they had to be serious about this and keep going. We definitely have to make sure they don’t get complacent on us. They’re having a good time because winning makes everything fun.” The talented Hollister roster includes Jaiden Herrera, Sammy Canela, Iziaih Lopez, Nate Candelaria, Eli Cortez, Eligh Briscoe, Max Guardino, Nico Quezada, Dominic Cosio, Jayce Johnson, Felix Chavira and Charles Duffy. Candelaria credited assistant coaches Miguel Cortez and Jeremy Briscoe for being instrumental in helping the players in every phase of the game. Candelaria’s son, Nate, started

two of the team’s first three contests—scores were 12-1, 13-2 and 12-0—including the third game in which he threw a no-hitter, striking out 11 in four innings in a dominating performance. Along with Candelaria, Briscoe, Quezada and Herrera have been downright spectacular so far. “The biggest strength is our pitching,” Ben said. “Those four guys are our money pitchers, and they’ve been lights out. Their pitching has been a game changer for us.” Candelaria and Briscoe both feature effective change-ups with potent two- and four-seam fastballs. In his one start, Briscoe had nine strikeouts in a fourinning contest. Quezada had three RBIs in the team’s last game, and Canela has been crushing the ball, delivering some big hits at crucial moments. “He’s been one of the stars on the team for sure,” Candelaria said. “We have five kids who are 9 years old that played Triple-A and the rest played Double-A, and those two leagues are totally different as far as challenges. But the younger kids have stepped up a lot and are playing really, really well. They’ve been hanging with the big kids.” Defensively, Cortez has been terrific at shortstop, setting the tone when the other team is atbat. A year ago, neither Hollister team—American and National—reached the championship game. Armed with just one team this season due to a smaller enrollment of players, Hollister has a powerhouse unit that seems all but certain to win the championship. Hollister will play the winner of the Hartnell-Greenfield game for the championship on Saturday, with a second game, if necessary, on Sunday. Hollister has already crushed both teams and will be a heavy favorite to win it all.

PUBLIC HEARING, DISPLAY AD, AND SUMMARY REGARDING ADOPTED ORDINANCES 984 AND 985, REGARDING HEMP AND CANNABIS REGULATION IN SAN BENITO COUNTY AND MODIFYING ALLOWED USES SUBJECT TO A CONDITIONAL USE PERMIT IN THE AGRICULTURAL DISTRICTS OF THE COUNTY,THROUGH AMENDMENTS TO EXISTING COUNTY CODE CHAPTERS 25.07 (AGRICULTURAL DISTRICTS) AND 19.43 (CANNABIS BUSINESS LAND USE REGULATIONS) On June 25, 2019, the San Benito County Board of Supervisors held a public hearing and adopted the two ordinances described below: Cannabis and Hemp Regulations: Ordinance 984 adopted by the Board amends Chapter 19.43 of the San Benito County Code relating to the land use regulations applicable to the manufacture and laboratory testing of Commercial Cannabis and/ or Cannabis products. Specifically, the Ordinance 984 amends Section 19.43.040 and 19.43.050 to allow manufacturing and testing in Agricultural Districts (AR and AP), subject to obtaining a conditional use permit. Ordinance 985 adopted by the Board amends Section 25.07.005 of Title 25 of the San Benito County Code to permit as a conditional use in agricultural districts the manufacture and laboratory testing of commercial cannabis and/or cannabis products as well as hemp or hemp products, and making changes to the definitions in that section. Ordinance 985 amends the list of conditional uses listed in Section 25.07.005 related to conditional uses in agricultural districts, to add manufacturing of commercial cannabis, cannabis products, hemp and/or hemp products, and laboratory testing of commercial cannabis, cannabis products, hemp and/ or hemp products, as well as modification of language regarding “green waste” or “green material.” ENVIRONMENTAL EVALUATION. ames Malen Gran, also known as Johnny, was born in Oakland, Ca on March 20, 1945. He was raised in Gilroy, Ca. He died on June 17, 2019 in Medford Or. He is survived by his wife Anita Gran, his mother Marie Gran, daughters Jill Gran and Amy Adair, stepsons Michael, Cary and Thomas Boles, sisters Jeannette Davis and Cathy Gran, six grandchildren and two great grand children. He proudly served in the U.S. Army between 1963 and 1966. He was a wonderful husband, a gentle man and will be terribly missed by all who new him.

erry passed away on Tuesday, June 25, 2019 after a valiant battle with cancer. He touched so many lives with his gentle spirit and positive outlook on life. Jerry was born in San Jose, CA. on August 18, 1959. He is survived by his wife Celeste of 28 years, his son Derek, daughter-in-law Gina, his brother and sisters and his four grandchildren, Mary, Bella, Isaac and Valerie. His generous loving spirit will be missed by all who knew him. A memorial service will be held on July 9, 2019 at 1:00PM at the Foothills Church, 8335 Church Street, Gilroy, CA.

A Celebration of Life will be held at Westminster Presbyterian church in Medford, Oregon on July 13, 2019 at 1:30pm.

sther Filadoro Marrazzo passed away peacefully on Tuesday, June 25, 2019 at the age of 98.

Esther was born in Sault Ste Marie, Canada on February 17, 1921 to Ralph and Mary Filadoro, originally from Calabria, Italy. The family moved to Gilroy when she was three, and Esther graduated from Gilroy High School in 1940. In 1942, Esther married Frank Marrazzo whose family also originated from Calabria, Italy. The two owned and operated Frank’s TV on Lewis St., starting in 1946 and raised three children. Esther was an active member of St. Mary Church and taught catechism for over 30 years. Esther is survived by her daughter, Shirley Currie (Norm), and sons, David Marrazzo (Dorothy) and Rickey Marrazzo (Char), eight grandchildren and five great-grandchildren who all adored her. Esther is preceded in death by her husband Frank Marrazzo and her parents Ralph and Mary Filadoro. Funeral Mass will be Monday, July 1, 2019 – 10:00 AM at St. Mary Church, Gilroy. Entombment will follow at St. Mary Cemetery with a reception to follow at Westside Grill Restaurant, Gilroy. All are welcome to attend and celebrate Esther’s life.
