EDITOR’S NOTE Sometimes the news happens so fast we can barely keep up with it—and when it comes to wildfires, that’s not a good thing. We had this week’s story, warning of the increased fire risk brought about by climate change, nearly ready to go when we awoke Tuesday morning to the news that a 125-acre fire was burning east of Boulder Creek in the Santa Cruz Mountains. It makes Stett Holbrook’s story hit even closer to home. The facts are disturbing, but perhaps the most important part is the “human element” that the

Can we break the cycle of reactionary homeless policy at the federal, state, county and municipal level?

Billy was a golden glove champ in Los Angeles. Now, at 50, Billy is a drug addict, homeless, and living on the streets of Santa Cruz; camping in front of the post office.

SCPD officers woke Billy recently and as he rolled over to greet them, he exposed a handgun. Fortunately, the gun was a pellet gun, and Billy did not reach for it. He uses it for protection.

The downtown U.S. Post Office is a homeless camp and ground zero for the Hepatitis A outbreak. Since my arrival, I have spoken with hundreds of locals including the homeless. Almost everyone I have spoken with agrees that problems in and around the downtown area are untenable. The problems demand action.

Now! We know long-term relief is years out, and permanent housing for our homeless population is a long way off. Besieged by the impacts of an epidemic of heroin addiction and methamphetamine abuse, often resulting in bizarre and frightening behavior, the community is tired and stressed. The homeless exist in a wasteland of hopelessness, despised by some, enabled by others, but ignored by most of us, who

story describes. How can we adjust to the extreme shifts in our new environmental reality, and avert—or at least prepare for—disaster?

I also want to point readers to our news section, where we’ve done something a little bit different this week. In recognition of Affordable Housing Week, which kicks off on Thursday and includes 17 events around the city (go to santacruzcommunitycalendar.org for details), we have an all-housing edition of news this week. There’s a lot there, from a look at how we might better model affordable housing to the new push for rent control. Give it a read for some new insights into what is arguably the most pressing issue facing Santa Cruz.

The challenge: Clean up the downtown area while treating the homeless with respect. In other words, SCPD should police the downtown with passion, while demonstrating great compassion. What SCPD will not do is pass the buck. We own it. If we don’t have the resources, we will find a way to partner with those who do.

To protect this city, we will celebrate those who help and confront those who abdicate their responsibilities. SCPD polices with your consent, not as a private army, but a force for good.

From the Clock Tower to Laurel Street, from Front to Center streets, SCPD will spend the resources needed to ensure order. All people are welcome to visit this spectacular area, including the homeless, but SCPD and SC Park Rangers are fully prepared to enforce the law evenly, thoroughly and rigorously. It is also vital that all locals create natural surveillance by visiting the mall, walking the streets, visiting stores and creating a welcoming environment. I do so regularly both on and off duty. Please join me. Our downtown is remarkable.

Homeless people cannot just disappear.

Enforcement alone cannot be an effective way to deter homeless people from taking over public spaces with shopping carts filled with their belongings if they have no other place to idle and store personal property. A place to rest does not >8

mean a location should become a free-forall, or an encampment. The county and city together need to provide wrap-around services such as mental health to work with the homeless. In a focused location, we can encourage all advocates, social services, and support systems to give everything they have to those willing to move forward.

Finally, SCPD will continue to implement our current policy of camping enforcement, which balances legitimate concerns of community health and safety with the needs of our homeless population.

From 9 p.m. until 6 a.m. SCPD will not issue camping citations unless there is a

complaint by someone in control of that property or some other crime or nuisance behavior is taking place. Instead, the police will turn its focus to finding those stealing out of your yards, cars, and homes during the night. SCPD will pursue them with vigor.

I believe we can break the cycle of reactionary homeless policy, if not, another chief in 15 years will struggle with the same problems I wrestle with now and that Santa Cruz did in the year 2002. For now, our job is to create a safer environment for everyone.

N

aturalist John Muir once said that when we try to pick out anything by itself, we find it attached to everything else in the universe. He was probably talking about studying trees or glaciers, but he might as well have been talking about the affordable housing crisis in Santa Cruz.

“It’s important to understand that when we talk about affordable housing, we aren’t just talking about units built,” says Santa Cruz Housing and Community Development Manager Carol Berg. “We’re talking about parking, density, the height of buildings, what our town is going to look like in 30 years. Ultimately, it’s about our values as a town.”

With Santa Cruz Affordable Housing Week kicking off Thursday, Oct. 19, event organizers aim to increase public awareness and participation to find solutions that have broad community benefit.

The housing crisis isn’t unique to Santa Cruz. Gov. Jerry Brown recently signed a bundle of bills aimed at increasing low-income housing statewide, including one placing a $4 billion affordable-housing measure on the ballot. Even if that bond passes, the state measures will make only a small dent in California’s problem.

And locally, given the pressures from university students living in town, the proximity of Silicon Valley and the increasing number of units being

rented to overnight tourists, even working professionals struggle to find housing.

Similar struggles are unfolding around the country.

“Everyone who lives in a desirable location is fighting the same battle,” says Todd Brown, a town councilmember for Telluride, Colorado, a high-end resort town with a median household income similar to Santa Cruz. “We’re all trying to maintain a thriving local community in the midst of skyrocketing housing and land costs.”

Stacey Falls, a science teacher at Santa Cruz High School, has been keeping a nervous eye on rents in recent years, as she’s watched friends and colleagues move away.

Falls, who sat on the high school’s hiring panel, says Santa Cruz High won’t even consider candidates who would have to relocate to Santa Cruz “because it would be too challenging.”

“It’s hard for people to relocate here, and we don’t even want to go there,” says Falls. “I’ve heard stories about teachers accepting jobs, and then they can’t find housing, and they have to apologize and say, ‘I can't accept the job because of housing.’ This is happening in Santa Cruz.”

If Falls ever became forced to move in the middle of the school year, she has no idea how she would make it work. It can take months, after all, to track down a new place—a concern her fellow teachers share. “People are freaking out a little bit,” she says.

Seventy percent of renters surveyed for a forthcoming UCSC affordable housing report are “rent burdened,” meaning they pay more than 30 percent of their gross income on rent and utilities. Surveyors for the study “No Place Like Home: The Santa Cruz County Affordable Housing Crisis Report,” spoke with 1,700 residents, who were given gift cards and renter’s rights handouts, as part of the investigation into the housing market’s impact on renters, especially those who are low-income.

“We haven’t seen another issue where people across Santa Cruz, and across income levels, come together, because we’re all experiencing the housing crisis,” says Steve McKay, associate professor of sociology at UCSC, who co-led the study with sociology professor Miriam Greenberg.

Efforts to provide affordable housing in Santa Cruz go back to the 1979 passage of Measure O, an ordinance that called for 15 percent of all units built in the city to be made available for low- and moderate-income residents. Thirtyseven years later, only 7 percent of our housing stock is deed-restricted.

And the City Council is poised to cut the current requirement in half.

When housing construction slowed, the city began allowing developers to opt out of actually

building the less profitable lowerincome units, hoping to encourage the creation of more housing.

Developers were allowed to pay an in-lieu fee, and funds went into an Affordable Housing Trust Fund.

How much money has the city collected from in-lieu fees? How many affordable units were built with contributions from the Affordable Housing Trust Fund? No one at Santa Cruz City Hall seems to know the answers to these questions.

The city hired financial consultant Kathe Head, of Keyser Marston Associates, to help them get a grip on the issue. She concluded that requiring builders to make 15 percent of their units affordable would result in no new construction.

“She told us it wasn’t financially

feasible,” says Berg. “It just won’t pencil out for a developer.”

According to local affordable housing advocate Sibley Simon, investors want to see a 20 percent return in order for a project to “pencil out.”

“Development is really risky and expensive here in California,” Simon explains. “Hundreds of thousands of dollars are sunk into projects that never get built.”

Currently, Simon sees mostly high-end housing getting built in Santa Cruz, with a few affordable units. In an effort to provide housing for the vast population in between, he’s approached foundations and nonprofits for funding for new projects. “These groups are willing to accept lower returns, like 5 or >14

Most commuters, he realized were using Highway 1 to get home from work because they can’t afford to live in Santa Cruz.

“People have not stopped working in town, but they’re rapidly stopping living here,” he says.

Along with fellow organizers from the Lower Ocean Neighborhood Assembly, Brahinsky says he has a plan to get a handle on the skyrocketing rents that are changing the fabric of Santa Cruz. “We’re not only a city that’s less creative and less diverse, we also get more congestion,” he says.

The neighbors’ idea is to pass a ballot measure establishing rent control in Santa Cruz, and tie it to the cost of living. They’re also pushing for a ban on short-term evictions, so that landlords will

have to give a reason before kicking out tenants. Brahinsky says they’re almost done writing the ordinance, which the group has been keeping under wraps, and they’re preparing to make an announcement about it at the “No Place Like Home” event at the Santa Cruz Civic Auditorium (see page 11) on Oct. 19.

Organizer Martin Devecka notes that their group has gotten a surprising amount of buy-in from homeowners who’ve grown tired of seeing their neighbors move away.

In a way, rent control is really about creating stability in neighborhoods, Brahinsky says.

The movement first began when the group went door to door in Lower Ocean asking people about their priorities.

Rent was far and away the top issue in those conversations.

Lately, there are other ideas out there about how to to address the housing crisis, as well—some of them further along than others. The Santa Cruz City Council, for instance, has been moving toward limiting the number

of vacation rentals in town.

And former Mayor Don Lane has been working with former county Treasurer Fred Keeley on a possible bond measure to fund new affordable housing.

For the Lower Ocean neighbors, reigning in rents seems like the most effective fix—even though previous local efforts have been unsuccessful in establishing rent control, which some see as a political hot potato.

The usually very liberal economist Paul Krugman, for example, is among the country’s more well-known rent control critics. Krugman, a New York Times columnist, wrote in 2000 that “rent control is among the bestunderstood issues in all of economics, and—among economists, anyway—one of the least controversial.” The policy, he has argued, breeds animosity among tenants—not to mention between tenants and landlords. It creates hotly contested rental markets with long lists of applicants, who can afford the rents but can’t find a place to live, he says.

However, Maya Gupta, one of the local organizers, grew up in Massachusetts and remembers once-infamous rent control laws in the Boston area when she was young that have since been repealed in the name of giving the housing market a shot in the arm. “It’s been just the opposite. There was no change in housing supply when rent control ended,” she says, adding that rents there have since soared.

There’s also a new precedent in the Bay Area for creating rent control; the Lower Ocean neighbors have looked to ordinances in both Mountain View and Richmond while crafting their version, Brahinsky says.

He adds that the “new generation” of rent control laws has proven more effective, although he does wonder what possible changes would mean for people who already have a hard time finding a place to live.

“But working people will have homes!” he says optimistically. “Because people are leaving.” JACOB PIERCE

with others living in Watsonville and Live Oak. McKay admits that his research group intentionally “over-surveyed lowincome areas,” choosing to focus only on renters because his previous research with Greenberg showed that those are the people most impacted by housing costs.

According to McKay, 57 percent of respondents said they had experienced at least one major problem with their rental, like maintenance or the overall condition of the unit. And one in four renters, the report found, devotes 70 percent of their income to rent and utilities.

Additionally, 50 percent of renters who moved in the last five years said that move was “forced or involuntary”—most often due to eviction or a rent increase.

Tice Vierling, a massage therapist, briefly faced homelessness last month, after being forced to move out due to a 25 percent rent increase. When he couldn’t find a new place, he asked co-workers to cover all of his shifts at work for the whole month. He began

couchsurfing at various friends’ houses, while looking full-time for his next home.

“I almost had to quit my job and move out of Santa Cruz,” says Vierling, who has since found housing, something he credits to knowing people in town. “If you don’t know anyone in Santa Cruz, it’s almost impossible to find affordable rent.”

Vierling, who’s lived in Santa Cruz for nearly seven years, adds that he knows a handful of people who are splitting rent with people who are not signed onto leases, just so they can afford it.

Thursday’s event, kicking off 10 days of housing-related events, will feature a full roster of housing advocacy groups, who will be tabling and passing out information.

A visual and literary art exhibit on the meanings of “home” will be on display.

On the housing front, Mayor Cynthia Chase and Planning Director Lee Butler have been on a “listening tour” in recent months, to take suggestions from residents on how to address the housing crisis.

Councilmember Chris Krohn says he hopes the council starts voting on possible

solutions by the end of the year.

Santa Cruz routinely gets listed as one of the most expensive markets in the country, and the current housing predicament is hurting businesses and affecting local government’s ability to attract prospective employees.

Deputy City Manager Scott Collins says he’s seen that high housing costs are “definitely a factor in potential employee decisions about taking jobs.”

“This is true not only with the city of Santa Cruz, but all major employers in the region, such as the university, school districts, health care providers, etc.,” Collins says. “We are working with a group of representatives from these large employers to come up with potential solutions.”

Meanwhile, the Santa Cruz City Council is considering dropping its affordability requirement from 15 percent down to 7.5 percent, in an effort to appeal to developers and spur new housing construction.

In the coming months, the council will also hear a plan to rezone Lower Pacific Avenue for up to six floors.

Lee Butler, the city’s new director of Planning and Community Development says current height restrictions were a “roadblock” for developers.

Finding a place to locate any new units poses a significant challenge.

“The city is pretty much built out, so infill housing is the way we need to develop in the future,” says Berg.

Infill could involve subdividing large lots with one unit into multiple lots with single-family homes, building taller high-density developments or allowing mixed-use developments.

But every time a developer is allowed to opt out of actually building affordable units, there’s less available land where any low-income housing can be built in the future.

Many city leaders fear imposing conditions that might make developers walk away from the table.

“What if we pass something really well-intentioned, and it results in developers not being able to build anything?” asks City Councilmember Richelle Noroyan.

Butler insists that market realities guide Santa Cruz’s development.

“We need to consider the market implications of whatever program we put forth,” he says.

Every town has to take market forces into account, but not every town lets developers dictate the terms. In Telluride, for example, city leaders’ commitment to building affordable housing is stronger than their allegiance to the free market.

“We recognized that if we let the free market dictate housing construction, our work force wouldn’t have anywhere to live. If we can’t provide housing and parking for our working class, we won’t have a community left,” >17

Telluride, with just 3,000 residents, actually hires contractors to build affordable housing. Less than six months ago, they completed an eightunit project. The city has 18 more apartments under construction, three tiny homes and an experimental 44-bunk rooming house that can be converted to apartments.

In Santa Cruz, a town with 60,000 residents, there are currently six affordable housing units under construction. Two are being built with assistance from Habitat for Humanity, and another two are accessory dwelling or in-law units.

In Colorado, sales tax is only 2.9 percent, compared to 7.25 percent in California. The town of Telluride has chosen to take on some of the financial burden of providing workforce housing themselves.

Some of the funding for Telluride’s projects comes from a 1 percent sales tax devoted to affordable housing.

Some of it comes from fees. In Telluride, any development project must pay fees to the town’s affordable housing fund. While the calculation for in-lieu fees is complex in Santa Cruz, in Telluride it’s a simple formula involving percentages and square feet.

When the proposed project is larger than about 3,800 square feet, the developer can no longer opt out of building affordable units by paying a fee. They need to build an affordable unit, either on-site or at another location within the city limits. Or, the developer can purchase a free market unit and hand it over to the housing authority as a deed-restricted unit.

Developers have a variety of options, but every time a large project gets built in Telluride, the town gets more affordable housing.

“When developers say ‘that won’t pencil out,’ we say ‘that’s your problem,’” says Brown. “We know there’s always another developer in line behind them.”

s I walked among the embers of what was the Coffey Park neighborhood in Santa Rosa Monday morning, my eyes burning from the smoke as I watched weeping residents gazing at where their homes once stood, I was shocked not only by the devastation, but by the fact that a wildfire could reach so far into the city. I thought wildfires were supposed to stay in wild lands, not move into subdivisions with busy intersections, schools and restaurants. Of course, fires don’t follow any such rules, but if this neighborhood could fall victim to a wildfire raging down the hills like a flood, what neighborhood is safe?

Indeed, Coffey Park was outside of the city’s “very severe” hazard zone.

As the Los Angeles Times reported Sunday, that meant homes were exempt from regulations to make them more fire-resistant. It’s not clear how such precautions would have protected the neighborhood from the earlymorning firestorm. More than 1,200 homes were incinerated in a matter of minutes.

I don’t see this as city or state negligence, but as a chilling testament to the fact that we live in a different era of fire danger. The climate has changed, and so have the risks. This is the terrifying new normal.

POISED FOR CATASTROPHES Sparking PG&E power lines may have pulled the trigger on last week’s catastrophic fires, but evidence shows that climate change built the weapon and aimed it right at the North Bay. And we remain under the gun.

As this issue went to press, a 125acre blaze that started Monday night northeast of Boulder Creek in the Santa Cruz Mountains had injured five firefighters and destroyed at least four homes, and was threatening 150 more.

From the most destructive hurricane season on record to the devastating fires still burning in the North Bay, the reality is becoming devastatingly clear: the climate has changed and the conditions for fires like the ones burning in Northern California will intensify. It was just two years ago that that the Valley fire exploded in the parched hills of

Lake, Napa and northern Sonoma counties, burning 76,000 acres and 1,350 homes and killing three.

Northern California’s 15 concurrent fires have scorched 220,000 acres, burned an estimated 5,700 structures and caused at least 40 deaths, making them the deadliest and most destructive wildfires in California history.

“That’s the way it is with a warming climate, dry weather and reduced moisture,” said Gov. Jerry Brown in a press conference last week. “These kinds of catastrophes have happened, and they are going to continue to happen.”

Wildfires in California are a fact of life. Fire plays an important ecological role in the chaparral and conifer forest ecosystems of the North Bay. Problems arise when people choose to live in those fire-prone environments. The California Department of Forestry and Fire Protection and local fire departments mandate property

owners carve out a ring of defensible space to help defend against wildfires. But there was little chance of fending off wind-whipped fires of such intensity and speed.

“We know that Northern California’s climate has changed,” says Noah Diffenbaugh, a climate scientist at Stanford University, “and we’re in a climate that’s different than when a lot of what we have on the landscape was designed and built.”

Climate plays an important role in wildfire risk, but it’s not the only influence, says Diffenbaugh. Human elements such as forest management

and where and how we build also play a role, he says. Then again, climate change is the biggest human element of all.

“Climate sets the stage, and we have strong evidence that the global warming that’s already happened has increased wildfire risk in the western United States through the effects of temperature drying the landscape,” he says.

“For this particular event, we can really see the impacts of heat. We had record hot conditions during the drought. We had record high temperatures that coincided with record low precipitation that created

Heinberg says research shows that increased CO2 in the atmosphere leads to rapid but less viable plant growth—more fuel for fire.

“It’s almost like we’re growing junk food with more CO2 in the atmosphere,” he says.

On a larger scale, he says data shows that California is moving into a hotter and drier climate.

“The 20th century was a wet spell for California,” he says.

City officials say Santa Rosa will rebuild and will be “better than before.” But better in what way? Better prepared for future wildfires? Better built to reduce the CO2 emissions that contributed to the perilous state we’re in? Or will better just mean bigger? While Gov. Jerry Brown admirably sounds the climate change alarm, the sentiments are not keeping pace with the explosive conditions on the ground.

In an essay on the North Bay fires called the “The Devil in Wine Country” to be published in the London Review of Books, Mike Davis, author of Ecology of Fear: Los Angeles and the Imaginations of Disaster, admits he’s “an elderly prophet of doom” as he laments “the hopelessness of rational planning in a society based on real estate capitalism.”

“We’ll continue to send sprawl into our fire-dependent ecosystems with the expectation that firefighters will risk their lives to defend each new McMansion,” he writes, “and an insurance system that spreads costs across all homeowners will promptly replace whatever is lost.”

Santa Rosa Mayor Chris Coursey says he’s thought about how the city might rebuild to be more resilient, but with the fire still blazing and people’s lives at risk, now is not the time for that. “I’m not there yet,” he

told me after a press briefing at the Sonoma County Fairgrounds.

Ann Hancock, executive director of Santa Rosa’s Center for Climate Protection, says that when the time is right, she hopes the conversation centers on reducing the impacts of climate change.

“It’s not too early to start thinking about that, so long as the people who are suffering are taken care of,” she says.

As a trained public health professional, Hancock is a strong advocate for prevention: “Prevention is where we have the best opportunity for impact with the lowest cost.”

Local measures such as better forest management and more defensible space are worthy, but her organization is focusing on bringing down the greenhouse gas emissions that helped get us into this crisis.

“It is a wholesale systemic change and that’s overwhelming for most people to think about, and yet we have to,” she says.

When the North Bay rebuilds, Heinberg calls for building great resiliency into local infrastructure— redundant electric and water systems, larger inventories of food and supplies—that can better withstand future disasters. Knowing that climate change is exacerbating the risks, he says the region should deepen its investment in mass transit, zero-energy buildings and clean energy. “Ultimately, though, what all this suggests is we need to build differently, change our patterns of living and build a lot more resilience into our whole society, because we unquestionably have more disasters on the way of different kinds, not just wildfires,” he says. “We in California have the opportunity to see the handwriting on the wall and make some changes.”

Katie believes that a kinder way of living and more compassionate point of view come when we cut through the hypnotic spell of our own beliefs.

“Most of us take the thoughts that come rushing at us for granted,” she says. “If we slow down with an open mind and contemplate the thoughts arising within us, they can become different. That’s a state of grace as far as I’m concerned.

An open mind is a privilege.”

SLOW UP As a physician at San Francisco’s Laguna Honda Hospital for more than 20 years, Victoria Sweet came to understand that the intrinsic nature of medicine is slow and personal, an experience she wrote about in her book, God’s Hotel: A Doctor, a Hospital, and a Pilgrimage to the Heart of Medicine. In her new book, Slow Medicine: The Way to Healing, she offers an alternative to the tyranny of efficiency at the expense of healing.

In a recent conversation, I asked her to flesh out her ideas.

What do you mean when you say slow medicine?

VICTORIA SWEET: I mean that the doctor, nurse or therapist spends a certain kind of time with you.

It’s focused, attentive, and slow in terms of its pace. Slow medicine is a counterpart to the slow food movement, with everything that it implies—as in, the way to something is the way of it. You can’t have a beautiful meal unless it’s prepared in a certain way. The same applies to medicine.

You consider the term “health care” to be problematic. Why?

We didn’t have “health care” when I was in medical school. Doctors practiced medicine. Suddenly this weird concept emerged of “providing health care,” which prompted economists to ask how much we spend on medical care, nursing care, hospitals, medicine, advertising, etc., and put it all in a box. I’m like the retail clerk who will provide you

with health care for the least amount of money, but I can’t give you health.

Doctors take care of sick people. If you’re not sick, but you just don’t feel right, there’s not a lot I can do on my own. What you eat and drink, your activity level, temperament, mood, stance toward life—these are things that you control.

I like your analogy of the human body being more like a plant than a machine. What’s the benefit of thinking like that as a doctor?

Both concepts are useful, as long as they’re applied at the right time for the right reasons. When you get acutely ill, it’s most helpful to find out what’s broken. That places me in the role of mechanic. But once the appendix comes out or the cancer is removed, a shift takes place. The body moves into self-repair and healing.

Then my job is as a gardener. Now I ask myself, how can I nourish the patient’s power of healing and remove whatever is in its way?

Can slow medicine be cost effective in a fast-paced, high-tech world?

Trying to fix health care has only made it more expensive, because they took out the crucial piece, which is getting the right diagnosis. The best way for a doctor to get the right diagnosis is to see you, talk to you, listen to you and examine you. When doctors can take the time necessary to get the right diagnosis and treatment, there are fewer ER visits, fewer hospital admissions, fewer medications. It’s just better all around.

You talk about medicine as a spiritual pursuit. How have you found it to be spiritual?

My patients give me a sense of deep connection. When I can sit with them and hang out, it’s incredibly moving—the way it’s supposed to be. I would not be the same person if I hadn’t become a doctor and been able to experience this a lot.

Re-opening after a decade, UCSC’s Quarry Amphitheater is now the largest music venue in Santa Cruz BY GEORGIA JOHNSON

E

very rock is intentional, event and facility manager Jose Reyes-Olivas assures me, peering down at the stage from above the Greek-style rows of seating in UCSC’s Quarry Amphitheater. Even that big-ass one jutting up through the floor. Having overseen months of renovations, Olivas has something to prove.

“This is the best way to show off what the hell we’ve got, we need to do a big show right out of the gate,” Olivas says.

The Quarry is a historical site, having been a center of Vietnam War protests and the Tiananmen Square Vigil. It’s hosted Cesar Chavez, Joan Baez, Ravi Shankar, countless

graduation ceremonies, and a nude psychology class or two. But it fell into disrepair through the years, eventually closing in 2006 after safety and stabilization became a concern.

Nearly 10 years later, Alison Galloway, former executive vice chancellor, rolled up—literally. She drove a backhoe into the Quarry’s groundbreaking ceremony in 2014, with the goal of restoring the venue to its rightful place as the epicenter of the campus.

“My hope is to see this place being used as a creative outlet,” Olivas says. “This can and should be a bridge builder for the city of Santa Cruz. The campus has had such a big impact on the city, why shouldn’t

the campus have events here, too?”

Nearly one year and $8 million later, the newest and largest music venue in Santa Cruz is complete. In celebration, UCSC booked Chicano Batman, a popular Los Angelesbased four-piece, to christen the restored Quarry last weekend.

Chicano Batman’s newest album, Freedom is Free, is an eclectic mashup of jazz, rock and Latin influences— think James Brown meets Tropicália Joe Bataan. Olivas says that with a large percentage of UCSC students hailing from Latino backgrounds— and in the wake of the Deferred Action for Childhood Arrivals (DACA) repeal and anxiety over AB540—the band is really a perfect fit.

It’s no surprise that with the popularity of the band, and a student body of more than 18,000, demand for the free concert on Saturday was above and beyond what was expected.

Tickets were raffled off, leaving more than a few disappointed students. I had a Willy Wonka-esque moment as one of the lucky few ticket holders, despite not being a student or a diehard Chicano Batman fan.

There was security everywhere, which was both reassuring and good for a bit of conversation between sets. Why are there video cameras here? When I asked the UCSC Chief of Police Nader Oweis why there were so many security guards and police officers there, he explained that though the event security was planned before the Las Vegas tragedy, it did have an impact.

“There definitely was a greater sense of awareness after Las Vegas, but it didn’t necessarily change our numbers,” he says.

When I wasn’t chatting it up with security, I was admiring the venue.

It was hard not to, as a stunning green hue illuminated the underside of the trees and bounced off of the limestone face, and a thick haze of smoke swirled up from the stage and front row. I was getting emotional seeing the amphitheater come back to life—until I would glance down at the empty rows of seating.

Maybe people didn’t turn up, or something happened with tickets?

No, it turned out, the organizers had simply underestimated how many people the Quarry could hold. The sheer enormity of the space dwarfed the 1,800 people spread across the aisles and packed into the standing room. The amphitheater seemed only about halfway full. Though the fire marshall will have the final say, the possibilities were visibly exciting to Olivas, who, when not pacing back and forth between aisles, stood in the back mingling.

“Now we know how many more it can hold,” he says, craning his neck and voice over the shrill keyboard of Chicano Batman’s opening set. “This is the next chapter.”

Blue and Back Why Quinn DeVeaux invented his own ‘blue beat’ genre, then moved beyond it BY AARON CARNES

I

t was in juke joints and southern barbecue shops that pre-rock musicians would hammer out boogie-woogie, rowdy blues and high-octane gospel music—the kind of music that celebrates life while simultaneously dancing away the pain. That’s the era in which Quinn DeVeaux finds his inspiration.

But as much as DeVeaux loves the music of the past, he felt that he needed to carve out his own musical genre, something that

honored the music’s legacy while emphasizing innovation and a blending of many different styles.

He called it “blue beat.”

“It signifies a beat I’m riding. I call it blue beat because there’s not really a name for it,” DeVeaux says.

“Sometimes for shorthand, I say ‘I play soul.’ I learned that calling it blue beat, there’s like a five-minute explanation of what that is.”

He’s been playing music in some form since 1998, but in 2010, he

made his new genre official, billing his group Quinn DeVeaux and the Blue Beat Dance Band.

Since then, he’s released two solo records, and two Blue Beat Dance Band records. His two solo records hearken back to when he came up in the late ’90s at Evergreen State College in Oregon, playing contemplative songs with no backing band. With the BBDB, he plays feel-good dance music.

“I’m a generally happy guy,”

DeVeaux says. “That’s the kind of music I like to listen to—music that lifts me up. I guess I would say it’s uplifting. Life is so short and so beautiful and so worth celebrating that it drives me to do that.”

Originally from Indiana, DeVeaux moved to Oakland in 2002, and stepped up his musical game a notch. While playing solo shows in the Bay Area, he briefly joined a band called Blue Hurt that played dance music. It completely changed his perspective.

“That’s really addictive, when people start dancing to your music.

You really want that to continue.

So I went off on the whole dance thing,” DeVeaux says.

By 2015, he was starting to feel the limitations of high-energy dance music, and moved to Nashville to focus on the craft of songwriting.

“The problem with dance music is that no one really listens to the words. No one really knows what you’re doing, or cares,” DeVeaux says. “I’m kind of splitting the distance. I love writing, I love the dance stuff, but I also like to have a point to the music. I think music should have a point to it. I felt like I was combining everything that I’d been working on for 10 years or so.”

He’s no longer backed by the Blue Beat Dance Band, but he has a new band that blends his deeper songwriting side with his highenergy dance music. And he’s still in the Bay Area a lot, mostly because the other primary member of his band, Joe Lewis (formerly of Foxtails Brigade), lives here. The duo, along with various other musician friends, helped record DeVeaux’s new record, which is tentatively scheduled for an early 2018 release.

“Me and Joe are still filling out the roster. We are the nucleus of the band,” DeVeaux says. “There are a few guys we work with out here, a few guys we work with out in Nashville. I don’t know exactly who’s going to be in the band. But we are looking for a specific thing. We want to fill out the band in the right way, so we’re taking our time doing it.”

THE MISSING ARM When things go missing around Waddell Creek, you can blame family, your memory, or the dog, but it’s really Benjamin Basin’s larcenous severed arm that’s taking your stuff. His arm was cut from his body nearly 150 years ago and buried in a meadow, but legend has it that it still haunts the Big Basin redwoods today. To hear the rest of the story, join Big Basin State Park rangers for a nighttime tour around the redwood loop, complete with music and marshmallow and apple roasting. Bring a flashlight and a friend for protection from the tenacious phantom arm.

BANANARCHY There isn’t a great story behind the name Bananarchy—turns out it was simply the only name everyone in the band could agree on. However, Bananarchy’s genre of choice, “hangar rock,” has an interesting story.

What makes it hangar rock? Well, technically the band plays garage rock, but they practice in an airplane hangar in Watsonville, so why not?

“It’s oddly specific,” guitarist/lead singer Matt Ruiz says, laughing.

You see, Ruiz partially owns this hangar. He was getting airplane lessons, but has kind of stopped.

“Paying for recording studios was getting expensive, and finding houses to practice at in Santa Cruz is difficult without pissing off neighbors or police.”

Ruiz believes Bananarchy turned out to be a fitting name for the group, which plays aggressive rock songs with sad lyrics, and adds a whole bunch of silliness when they play live.

“It’s kind of funny, but also slightly angsty. So, it was a match,” Ruiz adds.

Just how sad are the lyrics? Well, don’t sit down and read a book of Ruiz’s words without the heavy guitar-bassdrums blast of the band behind him unless you want to get bummed out.

“If you sat down and read the lyrics, it would just look like sad poetry,” Ruiz says.

“People have fun at the shows. We’ll be cracking jokes between every song to make sure everyone knows that we’re not trying to take ourselves too seriously.

LUKE SWEENEY Drawing inspiration from Marc Bolan of glam-rock band T. Rex, as well as indie-rock pioneers Pavement and legendary soul artist Al Green, Luke Sweeney swirls the disparate influences around into a psychedelic, listener-friendly sound. The San Francisco-based poet, composer and guitarist was dubbed a “pillar of San Francisco’s garage-psych community” by the Bay Bridged, and is celebrated for his “handcrafted” sound, soulful feel and irreverent humor. His groups Funkadelic and Parliament transformed funk in the ’70s into something fun, crazy and totally bizarre. Or, as he himself put it: “Ain’t nothing but a party, y’all.”

Alice Cooper and KISS may be seen as the dominating forces of over-the-top theatrics in the ’70s, but Clinton created a sci-fi spectacle that reveled in its own absurdity, while simultaneously claiming a new black identity. MARQUIS HILL BLACKTET The first order of achievement for a jazz musician is attaining a personal sound on his or her instrument. With his thick, rounded tone, Chicago trumpeter Marquis Hill has carved out his own identity on the horn, but he’s also taken the next step in honing a beautifully calibrated group sound with his vibraphone-centric Blacktet. Already a formidable player before winning the 2014 Thelonious Monk International Trumpet Competition, he introduced a rising generation of Windy City players with the release of his 2016 The Way We Play, a set of standards set to a diverse array of grooves. East Bay punk doc exhaustive but not exhausting BY STEVE PALOPOLI

hat do most people know about the East Bay punk scene?

Green Day, certainly, and Rancid, too. Possibly Rancid forerunners Operation Ivy and Crimpshine, and maybe the Berkeley punk playhouse that brought up those bands, 924 Gilman.

If you want a clue about how deep the new documentary Turn It Around: The Story of East Bay Punk—which is showing for one night only on Wednesday, Oct. 18, at the Del Mar in Santa Cruz—dives into this longunderappreciated punk history, consider that it doesn’t even get around to Gilman Street and Op Ivy until an hour into its two-and-halfhour running time. A less ambitious

documentary on East Bay punk might very well start there, but Turn It Around is truly exhaustive.

But not exhausting. In fact, it moves along at such a rapid-fire pace for most of its running time that it probably requires more than one viewing to truly wrap one’s mind around everything it has to offer. How can you not get behind a documentary that within literally two-and-a-half minutes of mentioning “punk rock” for the first time, has already referenced the Ramones, Sex Pistols, Patti Smith, Dead Kennedys, Avengers, X, the Cramps, the Clash, Lou Reed, Angry Samoans, Fastbacks, Blondie, Flipper, the Buzzcocks, the Pretenders, Tuxedomoon, Blondie, the Stooges, David Bowie, the Dils and

Devo—and that doesn’t even include the bands I didn’t think I recognized as they flashed by on the screen. That’s how fast this moves sometimes.

Those who come to it most interested in the scene’s breakout success stories might be surprised at how absorbing the pre-Lookout Records material is, and that’s partially thanks to some brilliant structural work by director/writer Corbett Redford and his co-writer Anthony Marchitiello. For instance, the film starts with a crude DIYstyle animation sequence set to Crimpshine’s “Another Day,” then jumps back to footage of Vietnam War protests in Berkeley, with Country Joe and the Fish’s “Feel Like I’m Fixin To Die Rag” playing

on the soundtrack. There’s a lot of mirroring going on here: both of those songs are by Berkeley bands, who released them exactly 20 years apart, in 1987 and 1967. The former approaches social commentary on a personal level, while the latter attacks it from a political one, setting a template for the themes of personal and political transformation that are at the heart of Turn It Around.

The long list of musicians, artists, activists and other members of the scene featured in Turn It Around runs from the expected (Lookout’s Larry Livermore, Dr. Frank of Mr. T Experience—whose “At Gilman Street” is sort of the movie’s unofficial theme—and the members of Green Day, Op Ivy, Crimpshine, Rancid, Neurosis, and pretty much every band from the last four decades of the scene) to the unexpected (Miranda July, Metallica’s Kirk Hammett, Guns N Roses’ Duff McKagen, Primus’ Larry LaLonde, Angry Samoans’ “Metal” Mike Saunders) to the simply delightful (the Yeastie Girlz, Pansy Division’s Jon Ginoli, Michael Franti, Tre Cool’s parents). Iggy Pop’s narration is just as gruff and quirky as you would hope it would be.

The highlights, to me, are the most offbeat bits, like Tim Armstrong suddenly breaking into Op Ivy’s “Hedgecore” on an acoustic guitar during his interview, Billie Joe Armstrong explaining how Pinole is different from the rest of the East Bay, the story about the Yeastie Girlz somehow performing Black Sabbath’s “Iron Man” on tampons, Franti remembering his band the Beatnigs driving their van directly from playing Gilman Street to opening for U2 in Yankee Stadium, and the tense tale of what happened when Nazi skinheads invaded Gilman.

The bottom line is that no matter how well you think you know the story of this music, you’re going to learn something from this film— probably a lot—and it’s a fun ride down the East Bay streets that drove this community to find each other and make some of the best underground music of all time.

Now he makes his directorial debut with this, the late Harry Dean Stanton’s final film, in a story about a 90-year-old atheist seeking enlightenment in a quirky Texas town. If that sounds a bit like David Lynch’s The Straight Story, well, John Carroll Lynch is very up front about the inspiration—in fact, David Lynch (no relation) co-stars in this film, along with Ron Livingston, Tom Skerritt and Beth Grant. (Not Rated) 88 minutes. (SP) ONLY THE BRAVE Well, if ever there was a time to celebrate firefighters as heroes around here, this is it. This is based on the true story of one elite squad, the Grantie Mountain Hotshots, who risked their lives to protect a town from a wildfire.

(PG-13) 133 minutes. (SP) THE SNOWMAN This movie has been in development hell for years— and from the looks of it, it probably should have stayed there. Yeah, it’s based on a bestseller by talented crime novelist Jo Nesbø, who also wrote the novel on which the thrilling and darkly funny 2011 Norwegian film Headhunters was based. And the book upon which The Snowman is based was hailed as a “first-class roller coaster ride,” yet Hollywood seems to have found a way to turn it into a grim and dull film with possibly the worst serial killer gimmick ever: a murderer who cuts off women’s heads and places them on snowmen.

A MADEA HALLOWEEN Spike Lee once criticized Tyler Perry’s work for the tired, negative stereotypes of African Americans that he continues to peddle to great success. Perry responded with the carefully crafted counterpoint that Lee should “shut the hell up.” Whoever you’ve got in that fight, this sequel to Perry’s god-awful Halloween film last year is unlikely to change your mind.

Judging from the trailer, this movie seems to rely on the same overdone, bottom-of-the-barrel horror-parody cliches as the last one. So who should be more offended—African Americans or horror movie fans?

Probably African American horror movie fans, I guess. Perry directs and stars. (PG-13) (SP)

BLADE RUNNER 2049 You don’t have to have an encyclopedic knowledge (or memory) of the original Blade Runner to appreciate this 30-years-later sequel to Ridley Scott’s groundbreaking sci-fi epic. The new movie tells its own story, with a (mostly) new cast of characters, although the main plot thrust here was launched in the original. Incoming director Denis Villeneuve sticks to the original theme of the first film and (more loosely) the Philip K. Dick novel that inspired it: an existential question of the meaning of life when a breed of super-strong, machine-made androids called “replicants” have been created to serve the master race of humans.. Starring Ryan Gosling, Harrison Ford, Jared Leto, Robin Wright and Dave Bautista.

Directed by Villeneuve. (R) 163 minutes. (LJ)

AMERICAN MADE Tom Cruise and director Doug Liman last teamed up for Edge of Tomorrow, a movie that was incredibly enjoyable, mostly because you got to see Cruise die over and over. Somehow I doubt that’s going to be the case in their latest collaboration, American Made, which is based on the true story of Barry Seal, a pilot who smuggled drugs for Pablo Escobar, and then worked for the DEA and CIA as an informant. Spoiler alert: if the movie is true to the real story, you will get to see Cruise die at least once. Liman directs. Sarah Wright and Domhnall Gleeson co-star. (R) 117 minutes. (SP)

FLATLINERS Seriously, though, why is there a Flatliners remake?

The 1990 original was kind of a snoozefest, but at least it had Kiefer Sutherland, Julia Roberts and Kevin Bacon. This remake, which covers the same goofy horror-lite territory of five medical students obsessed with stopping their hearts to create near-death experiences, has Ellen Page, Diego Luna and somebody named Nina Dobrev. I’d rather re-watch the hilarious Flatliners tribute in last year’s Popstar: Never Stop Never Stopping. Niels Arden Oplev directs. Kiersey Clemons and James Norton co-star. (PG-13) 108 minutes.

BATTLE OF THE SEXES Billie Jean King and Bobby Riggs’ 1973 match-up comes to the big screen in Battle of the Sexes, a thoughtful and entertaining movie about gender, identity, politics, and celebrity at a pivotal cultural moment in American history. Written by Simon Beaufoy (Slumdog Millionaire), it was directed by Valerie Faris and Jonathan Dayton—whose first film,

(SP) VICTORIA AND ABDUL I have this feeling that any time a director needs somebody to play Queen Victoria, he or she presses a special emergency button that connects directly to Judi Dench’s house, where an alarm sounds and red lights flash. Judi then jumps in the Denchmobile, and guns it for whatever set needs her. I bet she sped over extra fast to be in this comedyish-drama based on the true story of the queen’s unusual friendship with an Indian clerk, ’cause she literally gets to say “I am queen of England,” and even yell “Treason!” How can she be so good at this? Somebody needs to make her queen of something.

A glorious year for Mission figs, plus how to heighten your food pleasure and O’Mei returns BY CHRISTINA WATERS

A

fter what I’ve tasted this season, I think it just might be true that the fig was the fruit Eve gave to Adam. Seriously. This year’s produce was astonishing in its flavor depth and abundance, and nowhere more so than with the Mission fig. I tasted them at farmers markets, I bought them at all of my favorite groceries, and I was especially lucky to have friends who gifted me with baskets and baskets of their tree-ripened figs. All of them were sensational!

Full flavor development, gorgeous, rosy interiors, and even a subtle perfume that enhanced every one of

those experiences. We enjoyed them at breakfast and with cheeses after dinner. Glorious figs this year, and with any luck there will be a few more weeks of these spectacular, ancient and yes, erotic, delicacies. Don’t miss the figs this autumn—they’re at their very best right this minute.

SENSORY WORKSHOP AT NEW LEAF As the seasons change, so does our sensory palate, and in autumn we crave the flavors of the cooler weather. You know the ones I mean—pumpkins, polenta, root crops, dark earth-hued vegetables, slow-cooked stews and soups. I

have a few ideas about why we enjoy returning to certain foods and certain meals this time of year, and I’m prepared to explore some of them with you this week, on Thursday, Oct. 19, at the Westside New Leaf Community Market.

[There will be another encounter around this topic, next month, on Wednesday, Nov. 15.] Life’s too short to eat boring food, and I have strategies for insuring that you’re getting the very most out of every flavor encounter. Seasonal foods, farmers markets, focusing on what you’re eating, maximizing textures, colors and dining companions.

What you’ve heard is (mostly) true: the Westside restaurant is moving ahead toward new ownership by chef/manager Karl Cook, who has been running the restaurant and finessing the cooking for the past 15 years. But let me dispel any confusion here. Cook has been nursing his staff along ever since the Roger Grigsby affair shut down O’mei. Ideally, he told me several weeks ago, Cook had wanted to compensate, feed, and maintain his skilled kitchen staff until the change-of-ownership paperwork was in place, and then re-open. But the death of the original landlord the very week that the restaurant closed complicated everything, and the kitchen team needed to support their families. “I want to keep it open for them, for the staff,” says Cook. “It’s about keeping the cooks employed,” he admits. “And I certainly didn’t want to lose them.”

So while the legal details that will put O’mei fully into Cook’s hands are being finalized, the restaurant is open for dinner every day except Monday. Next week, I’ll give you the longer back story. Having this restaurant re-opened and under new ownership is a huge relief to Karl Cook’s many fans.

n epiphany struck Brayden Estby as he sat in a coffeehouse near Pinecrest Lake four years ago: he realized that, despite the fact that he had never roasted coffee before, he wanted to open a coffeehouse of his own.

“It wasn’t actually the coffee that got me into it—the coffee at this place was pretty horrible, actually— but the design was beautiful and the aesthetic, the passion of the people that worked there and the overall environment inspired me.”

Estby bought 200 pounds of green coffee and a home roaster, and began teaching himself to roast in earnest when he returned to Aptos.

After working for a short time at Verve, he and his brother Joel Estby established 11th Hour Coffee, Santa Cruz County’s newest coffee roasting company, earlier this year. The fledgling business managed to snag a spot at the new farmers market in Willow Glen last winter, and shortly after began selling at the downtown Santa Cruz farmers market, where they were an instant hit.

My friend adores 11th Hour’s handcrafted, whole bean coffee so much that she brought me a bag of an

Ethiopian called the Origin to try. The next morning, as I inhaled the robust aroma and took my first sips, I could see why she had fallen in love with the bright, fruity, well-rounded brew.

11th Hour eschews the three overarching coffee categories of light, medium and dark, and instead roasts every bean to whatever degree brings out its best natural attributes. “When people ask, we like to say ‘it’s roasted until it’s roasted,’” says Joel. Their dynamic, single-origin coffees from Costa Rica, Guatemala, Kenya and Ethiopia can be brewed a variety of different ways, including as espresso.

Their gorgeous, hand-made coffee cart decorated with swirling river stones and succulents is easy to spot. Joel explains that even their design is meant to enhance their customers’ coffee experience: “We want every detail taken into consideration to provide a custom craft experience that puts you into a mindset of imagination, creativity, and passion that can be taken with you into the rest of your day.”

Is Shopper’s your main grocery store? Yes, I’m here almost every day. I like fresh food! Shopper’s is convenient because you don’t wait in lines. I like its size yet they have everything and an amazing variety of specialty items. Recently I was making pickled blackberries and I needed Champagne vinegar. Turns out Shopper’s had multiple choices. It’s almost magical that they can pack the shelves with such variety of foods yet it’s not overwhelming. I can get inspired by a single fantastic ingredient and create an entire dish. I did that with Parmesan-molasses where I added carrots and chicken thighs baked in a skillet.

Shopper’s fits my style.

How so? Shopper’s has that throw-back small-town vibe. It has a super-sweet community feel. I see people here all the time that I don’t know but we exchange smiles. The cashiers are friendly and efficient which always makes for a positive experience. My kids, Jasper and Iona (camera shy), love it! They get excited at the meat counter because the butchers are so kind to them. The guys are also very knowledgeable and create a light-hearted environment. You get eye contact and smiles from everyone. I feel good about spending my money here; I want it to stay local.

Shopper’s is generous by always donating to school auctions. Very community-oriented…

What do you like to cook? I’d call it California style with lots of fresh local veggies and meat — Shopper’s has great meat! We tend to mix it up between fish, chicken, lamb, and beef. Love their wines, especially the many great local Pinot Noirs and the very reasonably priced imports. I was amazed to find a delicious Greek wine I had read about. I love the many local products you’ll find here such as Aunt Nettie’s hummus, Roberto’s salsa, Del Pueblo’s tortillas — we buy ‘em every day! — Donnelly Chocolate’s, and much more. Shopper’s is the gathering place of authentic Santa Cruz. It stands for quality, environment, and affordability. And fun!
