EDITOR’S NOTE With the Grateful Dead playing farewell shows in Santa Clara this week, nostalgia for the band is running high.

And Santa Cruz is, of course, a hotspot for it, with its Dead history going all the way back to what legend holds was one of the first Acid Tests.

But it turns out that in reality that’s not exactly how things went down, and in the cover story this week, DNA looks at what did, and also reflects on the reason for the band’s everlasting mystique.

Also in this issue, John Malkin reports on concerns from community members, the mayor of Santa Cruz, city councilmembers and former local politicians about SCPD Deputy Chief Steve Clark. Malkin charts how these tensions developed, and writes about

his own history with Clark as part of the Santa Cruz Citizens’ Police Review Board.

I was heartened by how another group is dealing with communication issues this week, namely the primary players in my story about the future of the Warriors franchise in Santa Cruz. There are difficult and complicated issues to be hashed out in planning for that future, and the relationship between the Warriors and city staff have sometimes been strained. But I can’t say enough about how forthcoming and open Santa Cruz Warriors President Jim Weyermann, City Manager Martín Bernal and Executive Director of Economic Development Bonnie Lipscomb have been in talking about those issues.

The possibilities they’re considering are exciting, and I have the feeling the process is in good hands.

I read the review of Anita Telle’s book regarding childhood bullying (GT, 5/20), and I’m very pleased with the work she is doing standing up for the rights of children who are treated cruelly simply because they are regarded as being “other” and therefore inferior and undeserving of kindness and respect. I regard childhood bullying by peers along with child abuse by adults as one of the most serious political and social issues in the world, since bullying is the basic pattern behind all forms of institutionalized violence, social hierarchy and conformity, both in adults and children, worldwide. Contempt and violence toward women, gays, the transgendered, people with disabilities, the poor, the homeless, eccentrics, nonconformists and dissidents, other races, cultures and ethnic groups, intellectual prodigies and the emotionally sensitive, are directly tied in with childhood bullying. My belief is that bullies are afraid of expressing their own vulnerabilities and insecurities, and the social shame that goes with it, so they take it out on others whom they perceive as being more vulnerable and insecure in their social standing. BIKING THE BAY

Santa Cruz is on the verge of a big step toward bringing another water sport to town—paddling on the San Lorenzo River. A task force has recommended that the city try a pilot plan allowing paddle craft between the Laurel Street Bridge and the mouth of the river on Wednesdays, Saturdays and Sundays between August and November. The boats will be monitored by wildlife officials to make sure they don’t bother wildlife.

On Friday, many Santa Cruz teens are doing their first century bike ride—100 miles round trip between Santa Cruz and Monterey. This is the sixth year of “Bike the Bay,” which promotes cycling, alternative transit and bike paths, as well as teaching middle and high school students the virtues of taking on a big challenge and conquering it. The ride leaves at 10 a.m. Friday from the Bike Church at 703 Pacific Avenue.

NEWS DANGEROUS CURVES Local woman pushes for Highway 9 guardrail after SUV crashes into her home

Five minutes before a GMC Suburban slammed into the back of her home on Dec. 16, 2014, Gayle Silva, 63, says she had a premonition that something big was going to happen. She walked to a separate unit to grab a Bible and stood in her living room clutching it to her chest. It was then that 28-year-old James Campos’s SUV crashed toward her Paradise Park home in the woods below Highway 9, landing upside down, wedged partly inside the rear room of her home.

“At first I just heard a limb snap, which is normal here in the forest,” says Silva. “Then several crashes before it hit and shook the whole house.”

Evidence of the 300-foot plunge is visible on at least four trees in the SUV’s path. The trees slowed Campos’s trajectory, sparing the house and himself more harm. The last tree he hit was just feet from the house and limited the damage to a couple of walls and a skylight.

Although Silva was not physically hurt, she has been suffering from post traumatic stress disorder symptoms ever since, all while keeping CalTrans’ attention focused on her request for a guardrail on Highway 9 directly above her home.

“I couldn’t do anything but sleep for three months,” Silva says. “I had to force myself to get up to shower and eat. This is one of the few places I associate with happiness. This whole thing has shattered all of that.”

This isn’t the first time a car has careened off this S-shaped squiggle of road between Felton and Santa Cruz. Silva remembers that in the 1970s a school bus converted into a hippy travel van tumbled down, demolishing a small building that Silva describes as her dream tree house from her 1950s childhood.

anta Cruz’s Jim Weyermann had a lot to celebrate when he rode in the Golden State Warriors’ victory parade in Oakland last Friday. The Warriors organization he joined four years ago under the new ownership of Joe Lacob and Peter Guber just won its first NBA title in 40 years, defeating LeBron James and the Cleveland Cavaliers in six games.

Their victory comes less than two months after the Santa Cruz Warriors, of which Weyermann is president, won their first D-League championship, clinching a sweep of the Fort Wayne Mad Ants at a

sold-out Kaiser Permanente Arena in Santa Cruz on April 26. The Warriors are the first franchise in NBA history to win both titles in the same year.

It may seem like the ultimate vindication of some controversial decisions by the Warriors’ management, not the least of which was to relocate their D-League team to Santa Cruz in 2012, constructing the 2,500-seat temporary arena in just 78 days. But now the question is: where will they find a permanent home? And some of the ideas they’re throwing around are their most radical yet.

That could mean that the bond

that’s been built between the Warriors organization and the city is likely to be tested in the next two years, with the current three-way contract between the Warriors, the City of Santa Cruz and the Seaside Company for the existing arena expiring in 2017. The timing of this year’s championship is especially interesting since it comes as the city just hired a consulting firm, Victus Advisors, to conduct a threemonth feasibility study which will “establish the feasibility and benefits of a permanent arena facility in Santa Cruz … from both a capital cost and operations perspective” before the >13

SHAKESPEARE IN THE PARK? Santa Cruz Shakespeare, which has been on the UCSC campus since 1981, is looking for a new home at DeLaveaga Park, and the City Council will discuss it in August.

Santa Cruz radio station KUSPFM, which is on the verge of bankruptcy, got an anonymous $100,000 donation last week, allowing community members and the stationâ&#x20AC;&#x2122;s board to work on other proposals for the struggling local station, and extending the â&#x20AC;&#x153;runwayâ&#x20AC;? before they have to take action.

Much to the chagrin of many community members who have supported the 1,250watt signal at 88.9 FM for the past 43 years, the board has considered selling the signal to a Los Angeles classical music company for $1 million, which would cover its $750,000 in debts. The station was once the only provider of National Public Radio shows, but has been undercut by Montereyâ&#x20AC;&#x2122;s KAZU-FM, which began airing the same shows in 2000.

Some 35 people complained to the board last week at a packed public meeting.

The next meeting will be Monday, June 29, at 6 p.m. at the Community Foundation building in Aptos. â&#x20AC;&#x153;Under the current management it has moved further and further from that vision and format,â&#x20AC;? said Steven Coulter. â&#x20AC;&#x153;Volunteer programmers have been axed, NPR has been increased, and local news has been cut back.â&#x20AC;?

Coulter also criticized the way that the board was handling the current

situation, saying, â&#x20AC;&#x153;There appears to be a large gap between the communityâ&#x20AC;&#x2122;s vision of public radio and the vision recommended by the management. The paths forward recommended by the management are essentially variations on the failing approach of the last 10 years.â&#x20AC;?

Others expressed frustration. â&#x20AC;&#x153;Iâ&#x20AC;&#x2122;m a longtime listener, since 1979. Iâ&#x20AC;&#x2122;m angry,â&#x20AC;? said Helen Garden. â&#x20AC;&#x153;You guys are not communicating with us, and this is our radio station.â&#x20AC;?

One man offered to donate $5,000 right then and there if the board promised not to sell the station. Board President Kelly Oâ&#x20AC;&#x2122;Brien said because of their responsibilities to pay debts, they couldnâ&#x20AC;&#x2122;t do that.

Under the leadership of station manager Terry Green, the station laid off local hosts and filled its schedule with national programs. â&#x20AC;&#x153;Thereâ&#x20AC;&#x2122;s more than enough talent in Santa Cruz to fill up two radio stations, let alone one,â&#x20AC;? said Dennis Morton, the host of the stationâ&#x20AC;&#x2122;s longrunning poetry show.

Board members were also not in favor of selling the station.

For one thing, he’s not convinced there needs to be a permanent arena, at least in the sense of a permanent building.

“Why brick and mortar?” he asks.

“I mean, if we took a look at the fabrication we’ve done down there, we can do it for a third of the cost, and make it mobile. What happens if the world changes in 10 years and we want to move it?”

He’s also concerned that without a larger, community-based discussion beyond a consulting study, radical but potentially interesting ideas will get shuffled aside.

“There’s a lot of complexity to the situation right now in terms of what road you want to go down.

I’m not speaking out of school, I had this conversation with Martín [Bernal, city manager] and Bonnie [Lipscomb, executive director of the city’s Economic Development Department] earlier in the week: if the feasibility study looks at brick and mortar traditional financing packages, we’re wasting our time.

We’re just absolutely wasting our time. This city can’t support a commercial–run arena,” says Weyermann.

Some of the ideas the Warriors would like to see looked at are indeed radical, even when it comes to site selection. “One idea that’s been raised, not publicly, is the Trader Joe’s site. The reason I love the Trader Joe’s site is it ties into the Abbott Square development, it ties us into the MAH across the street,” he says. “What if it went all the way down and created the first levee development? What if we put the first restaurant on the river?”

Michelle Williams, executive director of the Santa Cruz County Arts Council, has been working on San Lorenzo River revitalization, most recently with the Ebb & Flow event, and knows how significant it is for the Warriors to even raise the issue of the river.

“I think it would be extraordinary,” says Williams. “If they have the courage and foresight to do it, they’re going to be early adopters.”

“There’s not a model in a commercial venture, but the arts

have shown us the way,” says Weyermann of how some of these less conventional ideas could be approached. “What you would be looking at in terms of your economic package would be much more of a nonprofit model. You get Netflix to build the kids’ physical fitness center in the building. We go get Looker to build this piece out over here. You see what I’m saying?

So your collaborators are not commercial venture-oriented ROI people. Your collaborators are saying ‘We’re going to make this a better place for the community.’ It’s not been done, so it’s kind of foreign to [the city’s] process.”

Bernal, the city manager, doesn’t think the Warriors’ strategy is as different from Weyermann’s as he thinks, but he admits it’s a lot slower.

“I think there’s a natural tension between government bureaucracy and the business community,” says Bernal. He knows how frustrating the process can be for an organization with vision like the Warriors. And he saw the first time around how Weyermann can make things happen that other people can’t.

“I have to give Jim a lot of credit.

He really pushed us,” says Bernal.

“It wouldn’t have happened without him. He’s very gung ho, very move forward. He can get emotional—he admits it all the time. But we have a great relationship personally.”

There may be a deeper—but at the same time, easily fixed—concern for the Warriors, too: the feasibility study seems to question whether the Warriors do have value to the city, something Weyermann believes should be clear to “anybody who’s been here on game day, who’s watched 2,000 people walk down from the restaurants.”

Lipscomb of the EDD says that isn’t an issue. “We already know the community loves the Warriors. We all love the Warriors,” she says. “We think they’ve been a great success.”

What the study will do, she says, is begin to untangle the complicated details of some of these ideas.

“It’s not that we’re naysayers,” Lipscomb says of the city staff. “I think our minds immediately go to ‘is that feasible?’ But we get

DANGEROUS CURVES <10 requests to put up a guardrail 300 feet above her home, but it has not been as simple as she hoped.

Roaring Camp’s railroad tracks cross this piece of the road, which poses right-of-way issues for the state agency, according to CalTrans Fifth District Public Information Officer Jim Shivers.

“Federal law states that 20 feet on each side of the tracks is the property of the railroad,” says Shivers. “Our investigators have been meeting with railroad [staff to sort all of that out].”

Nate Goodman, mechanical department manager at Roaring Camp, says he is unsure why installing a guardrail is taking this long, and sympathizes with Silva’s

frustration. “I see she has decided to go to the media about this,” Goodman says. “I don’t blame her.”

Roaring Camp has offered to reduce its right-of-way down to 9 feet from 20 feet, if that would help CalTrans build the guardrail.

“As long as we can get trains through safely and the guardrail doesn’t impede the traffic gate arm from lowering properly, we see no problem,” says Goodman. “We are in the business of running trains, not keeping people on Highway 9.”

Shivers told GT on June 15 that CalTrans is working on this issue, and that Silva’s emotional reaction has moved it ahead of other projects. On Friday, June 19 he emailed Silva and others to announce that the project had

been approved, but was unable to give a specific timeline for completion.

Explaining the long wait, Shivers cited sorting out details with the railroad as well as staffing limitations at the fifth district’s headquarters in San Luis Obispo. Their office, like others in the state agency, works on citizen requests from an active list of 100 projects at a time. However, there is only one traffic safety investigator, who must sign off on all the projects. Their jurisdiction includes Santa Cruz, Monterey, San Benito, San Luis Obispo, and Santa Barbara counties. This means his office must answer to a population of more than 1.5 million Californians.

Shivers says he is appreciative to the railroad for making the meetings with his

investigators productive so they could get the mission at hand completed.

“We are appreciative that they are being cooperative with us to do this service not for this one citizen but for the greater good,” Shivers says.

Silva was ecstatic when she heard the news. “Thank God! It’s about time!” she says.

CalTrans’ formula for rating the priority of a project measures collisions by “incidents within the past 10 years.” By this standard, Campos’s vehicle was the only one to have plummeted seemingly from the sky onto Silva’s property, and may have not warranted action on their part. Her persistence therefore, clearly had an effect on them sticking with this cause.

Weyermann does have faith in the Warriorsâ&#x20AC;&#x2122; relationship with Santa Cruzâ&#x20AC;&#x201D;literally. â&#x20AC;&#x153;In a way, the Santa Cruz project had divine intervention,â&#x20AC;? says Weyermann. â&#x20AC;&#x153;Youâ&#x20AC;&#x2122;re going to think Iâ&#x20AC;&#x2122;m crazy. But thereâ&#x20AC;&#x2122;s no logical explanation for how it got done.

There isnâ&#x20AC;&#x2122;t. It just needed so much love in the last three weeks that it looked like it was going to be impossible. For Weyermann, it wasnâ&#x20AC;&#x2122;t these last glittering weeks of championships and awards that made him feel the Santa Cruz Warriors had proved themselvesâ&#x20AC;&#x201D;it was Santa Cruzâ&#x20AC;&#x2122;s darkest days.

Specifically, it was when the arena became a gathering place for the community to mourn the loss of Sergeant Butch Baker and Detective Elizabeth Butler, the first SCPD officers to be killed in the line of duty. We wanted to be a place where the community could gatherâ&#x20AC;&#x201D;not only when weâ&#x20AC;&#x2122;re happy, but also when weâ&#x20AC;&#x2122;re sad. Every time I go into that building and I see those jerseys, it reminds me of the power of that night. As a community, yes, we love our basketball team, and we like coming together and doing that, but that bonds us forever. That is the spiritual validation of where we are.â&#x20AC;?

SCPD Deputy Chief Steve Clark was reassigned after his role as spokesman for both the department and the union attracted councilmembers’ ire BY JOHN MALKIN

n March 24, former Santa Cruz mayors Chris Krohn and Tim Fitzmaurice appeared at City Hall to speak against the police department’s plan to acquire a BearCat armored truck. He then stepped outside the crowded council chambers into the courtyard for fresh air. As Fitzmaurice remembers it, someone suddenly approached them from behind, shouting, “You got your facts wrong. You’re wrong!

You’re wrong!” Fitzmaurice turned around and recognized the man in the jacket and tie as Deputy Chief Steve Clark, one of the Santa Cruz Police Department’s highest-ranking officers.

“It was a disturbing display of lack of control,” Fitzmaurice says.

“I didn’t like being confronted by a police officer after I testified to the council. It seemed intimidating.”

Dru Glover witnessed the confrontation. “I asked his position and badge number, but the officer refused to identify himself,” says Glover. When Glover told Clark he’d figure it out himself, he says Clark responded, “I’m here on my own time. I don’t have to share my badge number. Go ahead, do the research.

It’ll be more exciting that way.”

Glover filed a formal complaint with the SCPD on March 25, writing that as “an employee of the city and

a representative of the police, his actions should not and cannot go overlooked or excused.” On June 11, Glover was interviewed in Pacific Grove by Fred Hardee, a private investigator and former police chief with California State University Monterey Bay, as part of what the SCPD has termed an “outside investigation.”

ANARCHY AND THE SCPD On Oct. 21, 2014, KSBW-TV ran a news story in which Clark described

REASSIGNMENT Chief Vogel removed Clark from his position as SCPD Public Information Officer at the beginning of the year.

City Council candidate Leonie Sherman as an “anarchist.” Sherman participated in civil disobedience during the 1999 anti-WTO protests in Seattle, but does not call herself an anarchist. The KSBW report aired during the height of the 2014 election campaign period, and included images of protesters smashing windows while Clark referred to property destruction that occurred in Santa Cruz on May Day in 2010, saying, “You take a look at the number of businesses that have been victimized by these kind of actions in the community.”

Response to the story was immediate and heated, with Mayor Don Lane receiving complaints beginning that very night accusing Clark of an “inflammatory attack,” and four-time Santa Cruz mayor Mike Rotkin calling the comment “slander” in a letter to the Santa Cruz Sentinel.

Clark officially appeared in the story as a representative for the Police Management union. City

Manager Martín Bernal and interim SCPD spokesperson Lt. Bernie Escalante both told GTT that Clark was acting within his right to free speech as a union spokesperson in the segment. Analicia Cube, founder of the anti-street crime advocacy group Take Back Santa Cruz (TBSC), agreed. The group posted a petition on its website supporting Clark, “Dep. Chief Clark is one of the finest, most dedicated officers in our local police department, and we are lucky to have someone who cares so much about his community … His honest, sometimes blunt observations and statements are frankly a breath of fresh air in a town that has long tolerated too much misbehavior coupled with a lack of accountability for it.”

While Cube supported Clark’s right to call Sherman an “anarchist,” she says that she had reservations about television news’ take on the dispute.

“KSBW did contact me and ask me if I would go an air, and I said

no, because I didn’t know enough about it,” Cube said. “It felt like they wanted it to be Take Back Santa Cruz versus the anarchists. I didn’t like the approach. They wanted me to go on air to talk about what?

Anarchists? I don’t want to be a part of a story like that.”

Sherman lost the election by a margin of approximately .7 percent, just 303 votes.

“When a deputy chief of police fails to distinguish between protest and anarchy, we need to reflect on those far more nuanced judgments our police officers are called upon to make every day: about probable cause, the need to arrest, the use of force, etc.,” Sherman says now.

“Clark’s behavior reflects poorly on the whole force and undermines public confidence in our police. Most agree that the police department ought to stay out of politics, and the city manager ought to ensure that it does.”

acknowledged, “He has a history of this.” When Fitzmaurice told the chief he was considering filing a formal complaint he said Vogel said, “I’m not sure if this rises to the level of a complaint.”

Krohn says that in an April 15 phone call, which was transcribed by a third party on the call, Vogel characterized Clark’s remarks as “totally inappropriate.” Krohn says Vogel said Clark has to “change his behavior,” but also that “I don’t know if that is going to happen.”

He said that Clark, according to the notes from the conversation, was “totally out of line.”

Clark’s critics say it wasn’t the first time.

Clark rose to the then-$167,268 per year position in 2011, after 24 years with the force. “It’s important to form partnerships and collaborations so the community feels they are a true partner in this,” he told the Santa Cruz Sentinel at the time.

The March 24 incident, however, is one of a number of Clark’s reported actions that have been described as “uncomfortable,” “threatening,” “intimidating” or “scary” by current and former City Councilmembers, activists and citizens. Clark stirred up controversy in his former role as police spokesman, most notably when he referred to a city council candidate as an “anarchist”— potentially influencing the election’s outcome—and when he went on a national news program to make comments about Alix Tichelman, who was arrested on first-degree murder charges for administering a fatal heroin dose to a Google millionnaire, and later sentenced to six years for involuntary manslaughter and administering drugs. Clark was subsequently replaced as SCPD spokesperson.

(Clark has made no public statement about his reassignment, and neither he nor Chief Vogel responded to interview requests.)

ALPRS STANDOFF Councilmember Micah Posner raised concerns about a conversation with Steve Clark over whether or not to put the purchase of vehicle license plate scanners on the city council agenda.

“Campaigns are complex and unless you do a scientific poll, all discussions on this subject are just speculative.” She pointed to other factors that may have affected the outcome, including low voter turnout and campaign finance disparity. Noroyan, who was endorsed by the Police Officers Association and the Police Managers Association, edged out Sherman for her council seat.

Former mayor Katherine Beiers, however, thinks many people didn’t see a distinction between Clark’s role as official voice of the department and as a political advocate for the union, a distinction that was blurred when he appeared in a television news segment in front of the police station. Clark was identified as a union spokesman and wore a plaid, navy blue shirt. California law prohibits officers from participating in political activities while in uniform.

“I’m always seeing Steve (on TV) as the spokesperson for the police.

He’s polished and pretty good at it,” says Beiers. “I understand his freedom of speech as the union representative. I got that. But most people don’t know the difference.

They see him standing there saying ‘don’t vote for this person’ and they think, ‘the police.’ Period.”

POLITICAL BACKLASH In November, Beiers joined three other former mayors—Celia Scott, Krohn and Fitzmaurice—to discuss Clark’s comments about Sherman with City Manager Martín Bernal.

“We were asking that at a minimum he be removed as the police spokesperson,” says Beiers. “And he was. It wasn’t just us, but we made it clear.”

“The ‘anarchist’ incident in the last election opened a legitimate debate about the appropriate role of the police department in our local elections,” says Scott. “I don’t want to see that sort of thing happen again.”

LONG HISTORY Back in the early ’90s, a debate over police accountability flared up in Santa Cruz, with the Coalition for a Police Review Commission (CPRC) advocating for independent oversight and the Police Officers’ Association (POA) attempting to avoid it. Clark was president of the

POA at the time.

On Sept. 22, 1992, Clark told the City Council, “If you create a police review board in Santa Cruz, I’ll hold each and every one of you personally responsible.”

Lane was mayor at the time, and two days after Clark’s remarks he wrote perhaps the most strongly worded letter of his political career: “I was extremely troubled by your remarks on behalf of the [Police] Officers Association … In addition to my perception that you presented an attitude of self-righteousness and arrogance, I found the substance of your remarks offensive and counterproductive. Many people, including myself, will find it difficult to “forgive” and “forget” your stance of obstruction, name-calling and insensitivity to the public’s desire for police accountability and scrutiny … Perhaps you, too, could recognize your mistakes and act to correct them. Until you do so, I believe you will be an ineffective representative of the [Police] Officers Association before the Council and the community.”

After the City Council created a police review board in 1995, it seems Clark made good on his promise.

“I was there [on the council] for 12 years almost. Then police review came,” says former Councilwoman Katherine Beiers. “Steve got promoted and I was mayor, but he would never make eye contact with me. He would shake everyone’s hand around me, but not mine, saying ‘hello.’ When I went back on in 2008, I talked to [City Manager] Dick Wilson about it. I said, ‘I’m back and I’m going to need to work with the police. I’d like permission, if you think it’s a good idea, to have coffee with Steve Clark.’ And we did. He said he remembered incidents and said, ‘I didn’t like police review and I thought you were partly responsible.’ After that, he was, ‘Hello Katherine. How are you today?’ He said he was wrong, and I bought the coffee.”

When Beiers ran for City Council in 1992, a major point of her campaign was supporting the creation of an independent police review board. Now in 2015, she says, “We need independent review more than ever.” >25

Within two days of the KSBW report, Chief Kevin Vogel announced that Clark “will no longer speak on behalf of a police manager’s union to avoid confusion between the roles.” By Jan. 5, Vogel had officially reassigned him. Clark was replaced as SCPD Public Information Officer

by Lt. Bernie Escalante on an interim basis. Escalante credited both Clark and Vogel with providing “guidance and mentoring” as he transitioned into the position.

Councilmember Micah Posner wrote an email to his constituents commending the action: “In a positive example of the supervision of our local police, Deputy Chief Steve Clark has been replaced as the police spokesperson after he created an unnecessary controversy during the recent election.”

Mayor Lane had the same view. “I indicated to the city manager that I thought there’s a problem … And so they [SCPD] did subsequently make a change,” Lane said. “I do think that incident had an impact on why that reassignment was done. The two roles that Steve Clark [was] in are really muddled and that’s not a healthy thing for the city.”

However, Vogel challenged this analysis in an email to Sentinel reporter JM Brown on Dec. 21, writing “Councilmember Posner mischaracterized and incorrectly stated the reason for the PIO assignment change.”

In October, Lane told the Sentinel, “The positive community perception of our excellent Police Department could be compromised when a top figure in the department makes partisan public statements—even as a union representative—that do not seem to be supported by evidence.”

It wasn’t the first time Lane had been critical of Clark’s blurred roles as union representative and police officer.

“I remember a shooting right behind my house that killed three [El] Salvadorian kids. I remember [Clark] seeking me out on the sidewalk specifically to talk. It was a traumatic event and I appreciated his work in the neighborhood,” says Larsen. “Him and Butch Baker, Patty Sapone and Jim Howes were some of the key people who I worked with very, very closely doing the neighborhood work. Steve Clark and his team did a really good job at community outreach.”

‘IF WE WERE ADVERSARIES’ On March 31 of last year, Clark met City Councilmember Micah Posner at a coffee shop on Ocean Street to discuss whether or not to put the purchase of vehicle license plate scanners on the city council agenda.

According to a transcript Posner typed that day and made available to GT via a public records request, “he did not want me to put it on the agenda. At some point we made the mistake of talking about the vote … he said, ‘I have at least four votes for whatever protocols I suggest.’”

Posner wrote that Clark told him, “Don’t worry, you and I are not adversaries. If we were adversaries, I would find a way to get at you. I wouldn’t do it directly.

I’d do it through a third party,” adding, “If there is someone who is screwing up this city, whether he is on council or whatever, I’m going to go after him. I’m not going to let someone mess up this city.” >26

Following Tichelman’s 2013 arrest for the overdose death of technology executive Forrest Timothy Hayes, Clark was featured in local and national media calling her “callous,” “glacially cold” and “selfish”—a PR offensive which Tichelman’s defense attorney Larry Biggam says undermined the justice process.

“I’m not familiar with specific ‘best practices’ rules governing police pretrial comments, but it seems fundamentally unfair to charge, convict and condemn an accused—especially with inflammatory language—before her lawyer is even appointed and due process can play itself out,” says Biggam.

Incidents involving Clark and local activists have been captured on video, as well. In one from Feb. 15, 2012, shot and posted to YouTube by Alex Darocy, Clark calls a group of protesters “a bunch of jackassess” during a heated discussion. In another, from Nov. 9, 2011, local resident Eric Zamost began recording Clark outside a rally where UCSC students and Occupy activists protested tuition hikes and bank bailouts, as he was interviewed by local news. “There are 50 officers here,” Clark told him. “Which one do you want me to have arrest you?”

Other activists and politicians who’ve worked with Clark, however, describe positive experiences. In the ’90s, Erik Larsen helped organize an activist group called Neighbors Of Lower Ocean (NOLO). He’s now an SEIU union organizer in San Jose, but when he lived on Canfield Avenue near Bixby Street in the late ’90s, there was a late-night shooting

Iâ&#x20AC;&#x2122;ve seen councils come and go.â&#x20AC;?

Posner describes the encounter with Deputy Chief Clark as an â&#x20AC;&#x153;implied threat,â&#x20AC;? and within a week Posner discussed the â&#x20AC;&#x153;weird and scaryâ&#x20AC;? conversation with City Manager Bernal. He asked Bernal not to tell anyone else because he feared retribution. Bernal recommended that Posner consider â&#x20AC;&#x153;filing a formal complaintâ&#x20AC;? and speak with police auditor Bob Aaronson.

Bernal confirmed to GT that Posner came to him with concerns, â&#x20AC;&#x153;and he asked me not to say anything about it.â&#x20AC;? Bernal says he advised Posner of his rights but did not report the conversation to anyone, partly because the conversation with Clark had not been recorded. â&#x20AC;&#x153;He told me it would come down to a â&#x20AC;&#x2DC;he said, she saidâ&#x20AC;&#x2122; situation,â&#x20AC;?

Posner says. â&#x20AC;&#x153;A conversation is a conversation. Itâ&#x20AC;&#x2122;s different if there was some concrete physical action

or something that would require me to report a conversation,â&#x20AC;? explains Bernal. â&#x20AC;&#x153;That would be different.â&#x20AC;?

Indeed, conversations seem to be the basis of most concerns and complaints made by community members about Clark. Perhaps that has made each individual incident of verbal or physical intimidation easier for his superiors to write off, but his critics note a pattern of behavior.

Clark added that heâ&#x20AC;&#x2122;d gathered information that would be embarrassing if he made it public, and he wouldnâ&#x20AC;&#x2122;t tell me what it was. He said that having a file on someone was the â&#x20AC;&#x153;nature of politics,â&#x20AC;? a way to â&#x20AC;&#x153;find out information to use if someone pushes you.â&#x20AC;? TRANSITIONAL PERIOD O’Connell is currently involved in a collaboration of communitybased organizations engaging Santa Cruz police and city officials in conversations toward a more community-oriented and restorative justice-oriented model of policing.

“We would like to see more direct community involvement and communications in policing processes, with an emphasis on antiracism, nonviolent communication, and violence de-escalation trainings for all officers,” she says.

On April 30, the SCPD announced the hiring of a permanent media spokesperson—Joyce Blaschke, a former marketing director for the Santa Cruz Sentinel. While Santa Cruz’s Police Auditor Bob Aaronson wouldn’t answer specific questions about the complaints against Clark, he did write in an email to GT, “I am concerned about these allegations and am hoping that some sort of investigation into the merits of the allegations is mounted by the city/ police department.”

Some documents requested for this story were withheld by the city under a “deliberative process privilege.”

“Clark has a pattern of telling people he’s watching their political and personal activities. It’s like being watched by the state,” says Fitzmaurice. “Now he heads the ALPR program and predictive policing, which brings to mind Minority Report. In his hands it becomes more than a metaphor; it is an analog for surveillance. He seems to have great faith in keeping records and using intimidating behavior and is in charge of surveillance techniques for SCPD.” “I am very concerned that a highlevel city employee could have a long-standing pattern of misuse of power,” says Posner. “This type of behavior erodes the high level of trust between our community and our police department.”

Clark handled the grant writing for the Automatic License Plate Reader (ALPR) scanning systems and helped make the presentation to the City Council last December for the BearCat, when he told the council that Homeland Security grants for the armored truck would be lost unless they were approved that day. Critics of the BearCat acquisition quickly questioned why the public and council hadn’t been notified earlier.

The SCPD has recently acknowledged violating a city policy when they applied for grants for some ALPRs and the BearCat. Council Grants Policy 14.3 requires notification of the City Council at the time of application, not 15 months later, as was done in the case of the armored truck.

Escalante of the SCPD told GT he first heard of the grants policy, “when you sent it to me via email.”

The policy was authorized in 1998 and updated in 2006. “I don’t think any department in the city was aware of the existing policy,” says Escalante. “We followed what we believed was the correct protocol.”

But other city departments have complied with the grant policy; for instance, a Nov. 5, 2009 Information Report to the City Manager refers to a “quarterly grant report for FY 10” from the Finance Department, “as required by City Council policy 14.3.”

Critics of the BearCat acquisition say the policy violation should be grounds for invalidating the council’s decision.

“The police department didn’t follow the policy, so the process should be null and void, right?” asks Irene O’Connell of the Resource Center for Nonviolence. “They shouldn’t get the BearCat.” Analicia Cube of Take Back Santa Cruz agrees. “Whether you’re pro BearCat or against the BearCat, the bottom line is there is a procedure and it should have been followed,” she says.

One city employee who wishes to

remain anonymous put it this way: “Either it was purposeful deception or it was unprofessional. Either way, there needs to be accountability.”

t’s been a wild ride,” says actor Mike Ryan of the past year spent shepherding a large Shakespeare festival from one incarnation into the next. No stranger to playing many parts, Ryan currently acts (sorry) as Artistic Director

of the transitional Santa Cruz Shakespeare festival—and will be performing in this season’s Much Ado About Nothing. Ryan admits that his current full plate of roles— festival organizer, public outreach, actor, artistic director—has been exciting in many ways. “There are

so many new opportunities for growing the festival, for changing it and improving it,” Ryan says.

Switching back and forth from acting to administrating, the native Oklahoman notes that he never expected to be an artistic director.

“But when the university closed

the festival, either I had to let it go or knuckle down and fight,” says Ryan. “And if you don’t knuckle down and fight for the things you love most, then what’s the point of it all?”

important. Acting has enriched my life immeasurably.”

Looking forward to a directing gig next year with Jewel Theatre, Ryan speculates that it definitely helps to have been an actor when working with other actors. “But as a director you have to think about all the actors, all the roles, not just the single focus of one character,” he says. “You have to guide the storytelling of the ensemble. You’re essentially guiding, weaving a living tapestry.”

A master of many Shakespearean roles, Ryan learns parts the old fashioned way. “Repetition, repetition, repetition,” he says.

“I believe in moving around while learning the lines—getting the lines fully in my body. If you know why you’re saying something, you’ll be able to remember it. It’s about intention—not memorization.” To play a character, “you essentially have to reveal, to pull away parts of yourself that aren’t right for the role. It’s never about adding gestures, costumes, that sort of thing.”

The great thing about theater, says Ryan, is that everyone brings something to the creation. “It’s a living art form.”

Any roles he hasn’t yet tackled?

With a saucy smile Ryan reveals, “Benedick has been on my list for a long time.” How coincidental!

When Much Ado About Nothing—in which sparring lovers Beatrice and Benedick endure both wit and trickery—opens next month, Mike Ryan will be playing Benedick.

job training by sharing the responsibilities of Artistic Director during the festival’s last year.

Now with Barricelli in the role of UC San Diego professor, Ryan is the solo act at the Festival’s helm.

“Definitely a switch from acting,” he grins. Grinning is something Ryan does brilliantly.

“As an actor, I have to respond to fellow actors, to the director. The hardest part as an artistic director, actually, is not taking control—it’s relinquishing control,” he says. But he also admits that his heightened profile as a well-known actor has helped with other necessary tasks, such as fundraising.

“There’s always a new challenge in the theater,” he adds. “That’s what drew me to acting. Every day is new. Ultimately it’s about how to bring more and more of yourself to your art.” For Ryan, personal honesty is the key to acting. “Of course in the beginning of your career there’s value in emulating great actors,” he says.

“But when you’ve acquired enough tools, then you can mine your own experience.”

Originally, Ryan wanted to be a lawyer. “My dad was a lawyer, but I fell into acting, and then I got obsessed with acting,” he says.

However fun and easy it all looks, Ryan insists it’s not all play. “It’s a tremendous amount of work,” he says. “It’s hard and scary and requires great vulnerability. I really believe that for any civilization to work, we have to have a welldeveloped sense of empathy. That’s the glue of civilization, being able to put ourselves in the place of others. And that’s what theater does,” he says, his eyes crinkling eloquently, for emphasis. “In addition, the work is valuable and

ummer is here, the days stretched long into siestas, six packs, sunsets and barbecues.

It’s impossible to ignore the clarion call to daydream. There’s no better leaping off point for the season than a really good book—or several. With that in mind, here’s a roundup of some great events and titles that will see every kind of reader through family vacations, weekend escapes and lazy afternoons.

Extrapolate a bit on the theme and you have Books & Brews,

Held in breweries and pour houses around town, these events allow you to lounge with hipsters and talk books with fellow readers, craft beer in hand. Finnegan will place you in the curl, with stories of countries and cultures that surround and support surfers worldwide. Travel with him from California to Hawaii, the

South Pacific, Asia, Australia and Africa, as he searches for perfect waves and finds them, not only in remote locations but right next door. Spanning history, obsession, and the far reaches of adventure, his story is a lesson in how to pursue the passionate life.

The third event, on Aug. 10, is a discussion of Laline Paul’s enormously creative novel The Bees. In the tradition of Animal Farm and Watership Down, The Bees shrinks the reader down to size, as we explore the yearnings, rewards and dangers of the hive.

Our guide is a lowly sanitation bee named Flora 717, who conjures the courage and defiance to realize her true potential. Based in science, empathetic without being sentimental, and unnervingly timely, this is both cautionary tale and tribute to the complexity in our own backyard.

Here are a few more new and soon-to-be-released titles, in no particular order, guaranteed to captivate: For anyone who has ever listed To Kill A Mockingbird as a favorite book, the publication of Harper Lee’s newly discovered novel, Go Set A Watchman, is cause for celebration. Written in the 1950s and submitted to publishers before To Kill A Mockingbird, it deals with Atticus Finch and Scout 20 years later, and was thought to be lost for decades. With Harper Lee’s blessing, it promises to flesh out the lives of characters we’ve known and loved for a lifetime.

The Water Knife, by Paulo Bacigalupi, should prove especially resonant to those of us living with drought. Set in an all too plausible future where rain dries up before it hits the ground and water rights are more valuable than gold, this dystopian thriller races across the desert landscape between Las Vegas and Arizona, laying out a water war to end all water wars. Blending cyberpunk with a heat index we can already feel, Bacigalupi shows us just where we might be headed. NPR put it best: Think Chinatown Meets Mad Max. Patricia Park’s charming debut novel, Re Jane, leaps off the pages

Memories of life on tour, plus the truth about that legendary Santa Cruz Acid Test BY DNA

A

s the Grateful Dead play their Northern California farewell shows at Levi’s Stadium this week, it’s clear that there are as many different reasons Deadheads loved the band as there are Deadheads.

There were plenty of people who treated shows like athletic endurance competitions, as in “How many shows have you seen?” For others, it was about the shared transient community, the easy

access to psychedelics and ecstatic dance. For me, it became about answering the three questions my father had told me were the only questions worth considering: First, where did we come from? Second, why are we here? And third, where are we going?

TURNED ON, TUNED IN Suburbia in New Jersey in the 1970s and ’80s might have been the most

boring place on the planet to grow up. But one summer evening, while playing backyard basketball, the neighborhood weed merchant turned me on to the music of the Grateful Dead and to the pleasures of Nepalese hash-balls—he was a high-end guy.

Thus began a 20-year journey chasing and sometimes finding the most mysterious band in the world.

The Grateful Dead were the adventures of Huck Finn, Buckaroo Bonzai and Tintin all rolled into one.

The tie-dyed circus stood in stark contrast to the monochrome Pine Barrens of Reagan-era Jersey. Dead shows were a traveling caravan of characters that scanned like a Philip K. Dick novel on DMT. I was hooked.

When asked by the other kids in high school what the shows were like, I would say things like, “At times it was pure revelation, a revealing of layers behind layers of realities, the multiverse in all its complexities.”

extreme moments that a person’s mettle was tested. It was a coming-ofage experience that lasted generations.

When society doesn’t offer ritual to its youth, they will create their own, and, at times, Grateful Dead shows were like Lord of the Flies on Molly. Other times it was more sublime.

My mom thought I had joined a cult.

In her mind, I preferred traveling to see a middle-aged Mexican dude play guitar than hang out with her. My vegetarian diet, dreadlocks, VW vans and tour girlfriends did nothing to ease her worry.

I loved the adventure of traveling around the country with an ill-formed misfit posse. Gas wasn’t as gouging at the pump as it is today. Back then, I could travel across the country and back with just two balls of hemp string and a bag of African beads as my only means of support. One tour, I only made anklets. I would sell them for $10, or $15 installed. I wasn’t getting rich like the tie-dye and Guatemalan merchants, but it was enough to get to the next show.

Everyone called us hippies, but I thought the entire experience was totally punk rock. All of the antistagemanship of the performers, the anti-trappings of the culture, the band’s refusal to substitute hype and flash for substance, Jerry Garcia’s complete refusal to be a leader. It all seemed to fly in the face of what I heard hippies were supposed to be about. Amongst the throng, there were at least 50 Shades of Deadheads, but one thing that drew us all along was the music.

ACID TEST REVISITED For every Deadhead who was there to raise their consciousness and have a wonderfully healthy spiritual time, there were also those there just for the party. That goes all the way back to the Acid Tests. Originally, the pranksters thought that LSD would be good for all people. Then, they encountered genuine psychotic people who should not be taking LSD at all.

Test took place in Santa Cruz at “The Spread.” Novelist and prankster Ken Babbs now lives in Oregon, where the intrepid traveler is writing his memoirs—and Babbs’ account differs from the acknowledged history. This is from a short essay Babbs wrote for this story: “It wasn’t really an Acid Test, per se.

We hadn’t started doing them yet. It was a Halloween party. The Merry Band of Pranksters was actually a band, for we played instruments in a bizarre fashion, calling our music a form of nonverbal communication. I played the electric bass, Kesey the electric guitar, George Walker was on drums, Gretchin Fetchin on electric piano and Mike Hagen was also on guitar. We had the instruments set up on the living room of the house and went outside to commune with the moon and form an Om circle, holding hands and ommmming till we levitated a couple of feet off the ground. We settled back down and heard music coming from the house. We went in and saw that the band called The Warlocks were playing our >36 instruments and singing through

life was wildly awkward.

But UCSC Grateful Dead archivist Nicholas Meriwether firmly endorses the idea that Dead shows had more going on than meets the eye and ear.

“A lot of Deadheads were on a quest for transcendence,” says Meriwether.

“The Grateful Dead used old-fashioned human ritual, elective ritual and communal music making.”

Political anarchist Hakim Bey theorized about a social construct where there is a nonhierarchical system of social relationships. He called these uncommon environments “temporary autonomous zones.”

According to Meriwether, this is exactly what was happening at Dead shows.

“There is a constellation of ways that we describe ritual, certain kinds of performance, music, improvisation, and a variety of things that socket together,” says Meriwether. “The amazing ability of the Dead is to fuse all of these separate things and make it accessible to a popular audience. The Dead were not exclusive. Anyone could participate in it.”

Not since the Dionysian Mysteries of ancient Greece have that many thousands of people entered a transformative zone through dance and music. “They managed to continue to court the muse and create that kind of magic even when they were playing a 60,000-person stadium, which is extremely difficult,” Meriwether says.

Everyone else who was playing 60,000-seat arenas in the ’80s, from Madonna to Pink Floyd, had their shows choreographed down to the microsecond—every spotlight, every song transition, everything.

“That, in part, is a response to the kind of pressure, the kind of money, the kind of stage fright that kind of show creates,” Meriwether explains.

Phrased that way, the Dead deserve enormous credit for just being able to walk out in front of a sea of people and try to make it new every night. Nobody else in rock ’n’ roll did that, but the Dead did it every night—or failed gloriously trying.

As the night progressed, the conversation got heady: “Allen Ginsberg and Neal Cassady were there that night. Very late, we lay on the floor holding microphones and rapping long nonsensical poetical free jazz that morphed into deep religiosos when we started talking about meeting on the other side and if we believed in it or not.

Cassady, the Catholic, said, ‘Doggone, dogma, dog man.’ Kesey, the Baptist, said, ‘Want to fervently believe.’ Babbs, the delayer, said, ‘Won’t know till we get there.’ George Walker, putting it off, said, ‘How about it Allen, what’s the Buddhist take?’ Ginsberg didn’t hesitate. ‘There was a chicken on the side of the road who saw another chicken on the other side. ‘How do I get to the other side?’ he yelled. The other chicken yelled back, ‘You are on the other side.’”

I asked Babbs what happened next.

“Dawn crested on the eastern ridge and everyone packed up and went

home, leaving not too bad a mess, only a three-day job,” he says.

So beyond the party, the lot and even the drugs, what was it all about?

There was a feeling many Deadheads had that something, well, extraspecial was happening when the Dead with Jerry Garcia, the Grateful Dead, were playing.

Almost four decades later, I can honestly say that I learned almost everything I need to know at Grateful Dead shows. Does it answer the three questions my pops told me I need to always ponder? Perhaps. It’s still evolving, but here’s what I got: 1. Where do we come from? As near as I can figure, we are GMOs whose originators/scientists/farmers/gods are purposely obscured.

2. Why are we here? The only reason we are on this planet is to help each other and keep ourselves entertained until the originators show up again.

3. Where are we going? This one’s easy. Space. But before that, drums.

Slack of Faith Ska cult band the Slackers remain true to a much earlier ska sound BY AARON CARNES Vic Ruggiero of ska’s fleeting golden age, when most of the ska bands on MTV in the ’90s were playing a hyperkinetic punk-fueled version of ska.

“We were lucky we didn’t get caught up in that. When the hype died, all the bands died. Ska became a dirty word. Everyone stopped going to shows. The people that just liked us, they kept coming to our shows—they became loyal fans. We had a much better scene.”

Of all the bands in that era with a big-hit ska single, it was Rancid—a punk band—that brought the traditional “2 Tone” sound of 1970s ska to the mainstream, with their hit “Time Bomb.” Rancid’s Tim Armstrong embraced the Jamaican-

inspired grooves of the Slackers, and signed them to his new Hellcat label in 1997—making them the first band signed to the label. While the Hellcat label remained diverse, traditional ska and reggae was a major part of the roster, including such groups as Hepcat, the Aggrolites and King Django.

Even with Hellcat, the Slackers weren’t an instant hit, but through constant touring and a spot on NPR’s All Things Considered in 2001—at the pinnacle of ska’s uncoolness—they gradually built a more substantial following.

Around the time they were on NPR, the Slackers released their fourth album Wasted Days, which was

ot every ska band during the brief ska craze of the mid’90s was selling out venues.

While ska-influenced altrockers No Doubt were dominating MTV and radio, and ska-punk goofballs Reel Big Fish were on the set of Trey Parker and Matt Stone’s BASEketball, the Slackers were playing a more rootsy traditional ska sound to halfempty dive bars. Things didn’t pick up for them until a few years later after ska supposedly died a painful death.

“It wasn’t our kind of ska boom.

It wasn’t happening based off [traditional] bands like us and Hepcat. It was because of the Bosstones, Goldfinger, Reel Big Fish,” says Slackers lead singer/keyboardist

a continuation of their traditional ska grooves, but expanded to include elements of soul, and more importantly, ’50s rock ’n’ roll and doo-wop.

“We always listened to ’50s music,” Ruggiero says. “It’s got a romantic sound to it, it doesn’t matter what they’re singing about, it’s make-out music. I think there’s an element to that of us in the group. We all wanted to make make-out music on some level, like ’50s doo-wop, or early R&Bkind of slow jams or rock steady.”

The Slackers’ later records mix these elements with ska, and sound less like a Jamaican band and more like what they are: A group of white guys from New York with style and groove. Of course, the other defining factor is Ruggiero’s ragged voice, which is reminiscent of Mick Jagger and Van Morrison. “It’s got to sound convincing coming from you. The guys who I always thought were the coolest singers, they weren’t always hitting the notes perfect. They were making the melodies good, but it was more the delivery and their uniqueness,” Ruggiero says.

The Slackers hit the road consistently, and put out albums every couple of years. Members even fill in the gaps with side bands and solo projects. They’re a well-oiled machine at this point, and a model that’s seemingly outdated, but it works—people continue to show up to see them, even as the music industry has completely changed around them.

These days, ska may not be as popular as it was in the ’90s, but it isn’t as unpopular as it was in the early 2000s either. As far as Ruggiero is concerned, ska is bigger than a lot of people think. “There’s a lot of secret ska,” he says. “There are a lot of bands that play ska, especially in the hipster scene. All these bands that are supposed to be retro, like Vampire Weekend. They have ska songs, but nobody calls them ska songs. Or even Bruno Mars. All these guys have massive reggae and ska influences. You can hear it all over their music. Nobody’s putting them in any category.”

LOCAL BAND HALL PASS

“Hall Pass” might sound like an ’80s screwball comedy, but really it’s a local cover band—and not even an ’80s cover band. The name Hall Pass refers to the fact that two of the members are teachers. The other two are parents of kids at their school.

They play songs from the ’60s to the present, all generally rock-based, and a little unexpected and random.

“We mainly cover songs that people are familiar with, but don’t hear all the time, like Eve 6 or Harvey Danger,” says drummer Patrick McMillan. “There’s a lot of great songs out there. We’re trying to find a different niche and surprise people with songs, whether it’s with a song by Rancid, Sublime, or we’ll play a Doors song or Beatles song. Or we might play Black Keys. We’re all over the place.”

Regardless of when the song was originally released, Hall Pass sounds like a ’90s alt-rock band. When they play Simple Minds’“Don’t You (Forget About Me)” or Nena’s “99 Luftballons” they do them as ’90s pop-punk songs. Songs from the ’90s to present are done more true to form.

“All of us are in our early-to-mid 40s, so we all went to college in the ’90s. We were all in high school bands or college bands, and then we became adults,” says McMillan.

The group is a fun outlet for the members, who all have full-time jobs.

Part of the joy is in reading the crowd and adapting accordingly. They have over 75 tunes in their repertoire, and try to give the crowd what they want whenever they play.

“Some songs will clear the dance floor and some will bring them all out. We were playing the other day and our bass player just started the beginning of a Violent Femmes song, and 20 people rushed out on the floor. JOHN DOE LA’s X were one of the more eclectic first-wave punk bands, incorporating el-

ements of country, folk, roots, rockabilly and alternative rock into their sound pretty early in their career. This diversity set up bassist/lead singer John Doe for a successful and seemingly un-punk solo career, mostly as a folk-country troubadour, and frequent collaborator with other great songwriters like Jill Sobule and Aimee Mann. His 1990 debut Meet John Doe showcased his tender grittiness, and just how beautifully his weathered voice delivered reflective lyrics. He may be classified more so in the Americana category now, but he still keeps his music diverse and direct. JAZZ CAMP CONCERT Most of the kids attending Kuumbwa’s Summer Jazz Camp aren’t destined to go on as professional musicians. Hailing from the Alabama Gulf Coast, Sugarcane is a husband-and-wife Americana duo comprising Anthony Crawford and Savana Lee Crawford.

Anthony is a renowned multi-instrumentalist whose credits include playing with Neil Young, Steve Winwood, Dwight Yoakam, and Rosanne Cash.

I

t says something about the state of the movie business when some of the brainiest, funniest, most humane and heartfelt films are cartoons. Well, not just any cartoons.

I refer, of course, to the animated output of Pixar Studios at its best. And now, in the tradition of Toy Story 2 and Up, comes Inside Out, a movie so smart, so crammed with ideas, and so full of genuine emotion that it reinvents the whole idea of what an animated movie can be. (Oh, and it’s really funny too.)

Inside Out is directed by Pixar veteran Pete Docter (he won an Oscar for directing Up) and Ronaldo Del Carmen, from a script that Docter co-wrote with Meg LeFauve and Josh Cooley. It begins with the simple premise that each individual person is

governed by a mission control center in the brain where five key emotions constantly jockey for position. But rather than hit the viewer with too much explanation up front, the story begins at the birth of a newborn baby named Riley, which is also the birth of her feelings.

The personification of these feelings is the witty backbone of the film. First comes Joy (voice of Amy Poehler), as the baby gazes out at her mom and dad and the world with wonder and delight. In contrast to upbeat and plucky Joy comes droopy, woebegone Sadness (Phyllis Smith), born when baby Riley first cries for food. Next up is Fear (Bill Hader), a nerdy alarmist, warning Riley of every possible danger, real or imagined. Hot

on their heels comes pouty, sarcastic Disgust (Mindy Kaling), and Anger (Lewis Black), whose head explodes like a volcano at the slightest hint of opposition.

As Riley grows into childhood, we see how the candy-colored kiddie gears of her brain work, fueled by “core memories.” These are key moments preserved in bubble-like spheres that establish the various “personality islands” that make her who she is. In Riley’s case, happy islands devoted to things like Family, Friendship, and Hockey (she’s an avid player), along with Goofball Island— her sense of humor. We see the conflicting emotions in other brains too, including Riley’s mom and dad, and the occasional domestic animal.

All systems are go in Riley’s command center—until her parents uproot her from her Minnesota home at age 11 to start a new life in San Francisco. As the challenges mount up (a lost moving van, the first day in a new school), there’s a foul-up in the control booth and Riley’s precious core memories are sucked up the vacuum tube and dispersed to some far-off corner of her brain.

The intrepid Joy goes after them, dragging Sadness along with her.

And as they journey through the outer limits of Riley’s brain trying to get back to headquarters (literally), the only coping tools Riley has left are Anger, Disgust, and Fear— gradually disconnecting her from her personality islands.

This is such a smart concept that could explain so much—bipolarism, Alzheimer’s, teen angst—yet Docter and company never forget to entertain.

The trek through Riley’s brain is hilarious, from the Train of Thought that chugs around the periphery, to the movie studio backlot of her Dream Productions, to the funhouse carnival of Imaginationland, and the Abstract Thought chamber that turns the characters into Cubist, geometric patterns. In the Subconscious, they find Riley’s deepest fear—a huge, hideous clown.

Also lurking in the shadows is Riley’s Imaginary Boyfriend, whose single deadpan declaration (“I would die for Riley”) gets funnier every time it’s repeated. But Joy also discovers Riley’s forgotten Imaginary Friend, Bing-Bong (Richard Kind). A genial critter of mismatched animal parts and a big heart, who cries candy tears, he and Riley once built a wagon rocket powered by singing that would carry them to the moon.

However, as anyone who’s survived a trip to Build-A-Bear knows, the insides of a Teddy are not conducive to reproduction, hence why Ted asks John to provide the goods. What ensues is a typically hilarious battle for civil rights (“we’ll take it all the way up to Judge Judy if we have to”) so that Ted can prove he’s a human and keep the child he’s always wanted. by BBC, the young Vera defies the conventions of her times, trying desperately to ignore the wiles of dashing Roland Leighton (Harington—who likely still knows nothing) as she accepts her position at Oxford. Conflict arises when the star-crossed lovers find themselves in the pull of the WWI volunteerism and the devastating realities of the lost generation.

NOW PLAYING DOPE Shameik Moore certainly redefines the definition of “geek” (since when are geeks the perfectly chiseled Fresh Prince throwback types with Class Act hair and excellent taste in music) as Malcolm, a straight-A student carefully maneuvering the reality of growing up in Inglewood. Produced

by Pharrell Williams and Sean Combs (who are responsible for the undoubtedly dope soundtrack which includes four new originals

by Pharrell) in addition to Forest Whitaker, the coming of age comedy/drama sees Malcolm through the trials and tribulations of his teens—the mean streets, romance, drama, and everything awkward and awesome in between.

ENTOURAGE Once upon a time there was an HBO series that everyone agreed was good, but not quite as good as The Sopranos.

But it did have Jeremy Piven as

agent Ari Gold, and after the show was over everybody kind of missed seeing him play that guy, so that’s probably why we now have an Entourage movie. The whole gang is back as we once again follow Adrian Grenier’s Vince, who is apparently still chasing fame and fortune in Hollywood. (R) 104 minutes.

I’LL SEE YOU IN MY DREAMS It’s always a refreshing change to see an entire movie built around a woman of a certain age. Blythe Danner personifies aging with grace and spirit in this wistful comedy with romantic overtones written for her by filmmaker Brett Haley, very loosely concocted from Danner’s real-life situation as a widow living in LA with a background in showbiz.

Some plot elements fall into place a bit too easily, and the story has an insular feel, but the actors are fun to watch, especially Martin Starr, as a deadpan pool guy, and the ever-roguish Sam Elliott. And telling a story from a woman’s viewpoint is always appreciated. (PG-13) 95 minutes. (**1/2)—Lisa Jensen.

INSIDIOUS: CHAPTER 3 Now with 60 percent more insidiousness!

Unlike the other films in this series of low-budget horror hits, though, this prequel isn’t about the Lambert family and their haunting problems. Instead, it has the psychic character Elise Rainier saving a different family from the supernatural. (PG-13) 97 minutes.

JURASSIC WORLD Steven Spielberg apparently learned nothing about franchises that have worn out their welcome from the poor reaction to Indiana Jones and the Kingdom of the Crystal Skull.

Oh wait, that movie made hundreds of millions of dollars? Oh, maybe he did learn something! Anyway, in this one, there’s a new dinosaur park, and everything goes fine! Not really, but wouldn’t that be kind of awesome? (PG-13) 124 minutes.

LOVE & MERCY Bill Pohlad’s generally absorbing fiction film about the amazing life and harrowing times of Brian Wilson,

of the Beach Boys, narrows its focus to two pivotal moments in Wilson’s life. Paul Dano is terrific playing the younger Brian in the mid-1960s, at the height of his creative genius, and John Cusack is surprisingly effective as the ’80s-model Brian, under the thumb of controlling psychotherapist Dr. Eugene Landy (Paul Giamatti). And it’s all connected by the music, a fabulous, gluttonous feast of Wilson music, from surf tunes to Smile, that informs every single scene. (PG-13) 120 minutes. (***)—Lisa Jensen.

MAD MAX: FURY ROAD Tom Hardy takes over the role that made the youthful Mel Gibson a star, and director George Miller takes the helm once again in this continuation of the postapocalyptic action franchise about souped-up, spare-part monster vehicles, huge explosions, and survival of the weirdest. Charlize Theron, Nicholas Hoult, and Zoe Kravitz co-star. (R) 120 minutes.

PITCH PERFECT 2 The sassy women’s a capella singing team that made the first Pitch Perfect such a sleeper hit is back in this sequel, directed by co-star Elizabeth Banks. It’s a big-game movie with songs in which the Barden Bellas choke at a big concert, then try to re-earn their reputation by entering an international competition that no American team has ever won. Anna Kendrick, Rebel Wilson, Hailee Steinfeld, Brittany Snow, and Skylar Astin head the cast. (PG-13) 118 minutes.

POLTERGEIST The old Steven Spielberg horror classic gets a makeover in this update. Sam Rockwell and Rosemarie DeWitt star as the parents whose little daughter starts to bond with aliens oozing into the household via the TV. Jared Harris co-stars for director Gil Kenan (Monster House; City of Ember). (PG-13) 93 minutes.

RESULTS Set in the world of buff fitness trainers and their cheerfully backsliding clients, this edgy comedy of dueling agendas from Andrew Bujalski is just off-kilter enough to keep us guessing. The

engaging cast includes starry-eyed fitness junkie and gym owner Guy Pearce, tart star trainer Cobie Smulders, and oddly endearing sad-sack client Kevin Corrigan.

Just when we think we know how all these characters are going to interact, things shift—and that keeps the story interesting. (R) 105 minutes. (***)—Lisa Jensen.

SAINT LAURENT As one of history’s most iconic fashion designers, Yves Saint Laurent was a man cloaked in as much perfumed mystery and lustrous allure as his creations. Chronicling his life from 1967 to 1976, this biography drama film stars Gaspard Ulliel as the master artist and depicts a man grappling with his own legacy, a prisoner of his own genius. Bertrand Bonello directs. Gaspard Ulliel, Jérémie Renier and Louis Garrel costar. (R) 150 minutes. Starts Friday.

SAN ANDREAS Dwayne Johnson stars in the first big disaster movie of the summer season, as a chopper pilot on a mission to save his daughter after the famous fault line goes kablooey and rips up the state of California. SPY Melissa McCarthy plays a suave, cold-as-ice secret agent in this film from writer-director Paul Feig. Just kidding! She’s goofy and loveable again, and Feig is doing his same action-comedy shtick from The Heat, only for spy movies. Jude Law and Jason Statham co-star.

TOMORROWLAND Intent on turning every ride in their original theme park into a movie, the folks at Disney present this sci-fi mystery adventure about a jaded, former boy genius (George Clooney) and a bright teenage girl (Britt Robertson) on a journey of destiny to a place called “Tomorrowland” that haunts their dreams. Directed by Brad Bird (The Iron Giant; Mission Impossible: Ghost Protocol), from a script he wrote with Lost co-creator Damon Lindelof. (PG) 130 minutes.

he soft opening date came and went, but Soif chef Mark Denham and his sous chef Mike Raskin were calmly shelling a pile of pea-green favas last week and trading grill gossip in the sleekly expanded Soif kitchen. The new menu shows us what Denham has in store for us this summer. Warm local asparagus with fried farm egg and pecorino.

Incredible dairy. The quality of meat takes on a whole new character when it is raised to adulthood.”

Though meats are making a new bold statement on the expanded Soif dinner menu, there are splendid options: a carrot confit dish presented with carrot top pesto, hazelnuts and goat’s milk feta, as well as seared Atlantic scallops with sweet pea risotto, nettles and preserved Meyer

lemon. Denham admits that his newly enlarged kitchen allows him to break down whole lambs and do whatever he wants with steaks, chops, meatballs, and sausage.

“We’re in on the whole lamb program shared with Manresa.

I really enjoy butchering, start to finish, all the preparations,” Denham says with a big grin.

“With so much of savory cooking, it’s essentially alchemy. But with butchering,” he contends, “it has to be exact.”

Soif’s soft reboot leads to expanded menu, plus the ‘thinking woman’s ketchup’ BY CHRISTINA WATERS

Is tomato chutney the thinking woman’s ketchup? Or does it simply “identify” as ketchup?

Perhaps we’ll never know. Myth has it that ketchup made its way West from China by way of India, and became tomatofied in the 17th century, after Cortez brought the tomato back to Europe along with some other loot. Origins aside, tomato chutney is a sexy substitute for ketchup as we discovered all over again last week. Feeling reckless, we substituted Sukhi’s Tomato Chutney for its tamer, gentler cousin ketchup (the organic variety made by Heinz) on our nontraditional dinner of bratwurst, artisanal sauerkraut, and braised lamb’s quarters lettuce. Fabulous!

Thick and tangy, this was grown-up “ketchup,” exploding with intense tomato flavor that had been amped up with vinegar, raisins, and wild onion seeds. Tomato chutney—a fixture now in our pantry along with hot mango chutney and tamarind chutney—is also divine atop breakfast eggs, or as a partner to pork chops or broiled chicken.

I’m certain it would be astonishing on top of vanilla ice cream, though I have not made this experiment myself. Some have said it was this tomato chutney that powered Steph Curry’s performance during the NBA championship game. Sukhi’s Tomato Chutney can be found for under $5 at New Leaf and other enlightened grocery stores.

ocal kitchen alchemist Justin Williams is fast becoming a cult flavor master. His latenight wizardry, which began last fall delivering mainly to starving UCSC students, is catching on with taste buds beyond campus.

Kickin’ Chicken delivers its spicysweet fried chicken and waffles to Westside residents between 9 p.m. and 2 a.m. nightly. Or you can catch him and his brother and sister, Candice and Danny Mendoza, serving it up at their “Sunday Mass” at the Santa Cruz Food Lounge at 1001 Center St. in Santa Cruz. Using sous vide, a French method of cooking chicken in a water bath at a tightly controlled temperature, they then flash fry it for an amazingly crispy coat. Candice Mendoza spoke to GT about Kickin’ Chicken’s rise.

Why fried chicken and waffles?

CANDICE MENDOZA: These are comfort foods that taste good late at night and are for people who want to try something new, who want something crispy, snacky and highend. Our chicken is inspired by the idea of molecular gastronomy and pure chance. I like to think of what we make and do as inspired by a happy accident, and we keep building on that with our new recipes. But our chicken isn’t just fried chicken. The

chicken is soaked in an herbal brine, vacuum-sealed and cooked first in a sous vide. We then batter it in our spicy recipe and quickly fry it. It is sweet and salty and amazingly crisp, the perfect balance of these flavors.

Why late night only?

We moved here from Los Angeles and realized the only late night foods were basically Safeway and Domino’s. Our initial customer base were UCSC students because they had no way of getting food after nine o’clock at night. They were not being fed. We don’t charge for delivery and have no minimum, as of now, so we grew exponentially.

What is Sunday Mass?

We all grew up in Catholic school, so our Sunday dinners at the Food Lounge, the only night we serve in-house, are kind of a play on “soul food.” Since we only deliver to the Westside, Sunday Mass gives people a chance to come see us at the Food Lounge, which is our home. Santa Cruz is an incredibly supportive and fun place to live and work and eat.

People here are willing to explore something new. We can’t imagine doing this anywhere else.
