Executive Summary ABSTRACT:
This report was developed by Metroplan to inform regional development and transportation plans. This report also provides decision makers within Faulkner County jurisdiction (both cities and the county), with information to guide the development of transportation projects.
BRIEF HISTORY: Faulkner County, featured in Image 1, is located in Central Arkansas and as part of the Little Rock, North Little Rock, Conway Metropolitan Statistical Area. Faulkner County has seen its population double since 1990 from 60,000 to over 130,000 today with the majority of the county's population centered in Conway, its county seat and primary urban area.

Faulkner County Population Statistics (See Figure 1)
Figure 1: County Population Forecast to 2050
Population estimate for 2025 is 131,509. Population has grown 6.5% from 2020 to 2024. This is the third largest population net gain and fourth largest population percent growth in the state of Arkansas The median age of 35 contracts to the regions median age of 37.5
GROWTH & DEVELOPMENT CHALLENGES Metroplan forecast that Faulkner County will grow to as much as 180,000 residents by 2050. This increase will continue to overwhelm infrastructure within the county. Strategic investments in transportation infrastructure will be necessary to accommodate this growth and continue the highquality of life within the county. The following development challenges were identified and forecasted for Faulkner County if population growth and infrastructure investment continue: Faulkner County’s population growth is not evenly distributed, and the transportation impacts of new growth will primarily be concentrated in higher growth areas. Congestion, travel time reliability, and delay are primarily concerns within Conway and on I-40, Highway, 64, Highway 65, and Highway 25. *Note: This report was generated to be used as a resource for Faulkner County and cities within its jurisdiction.
Faulkner County Transportation Report Abstract This report was developed by Metroplan to inform regional development and transportation plans. This report is intended to provide decision makers within Faulkner County and its cities and towns with information to guide the development of transportation projects. The report provides data associated with safety, congestion, demographics, infrastructure condition, and current transportation projects. The report largely focuses on existing conditions but also examines past trends as well as projected future conditions.
Faulkner County History
Faulkner County has positioned itself as a resilient community that supports development benefiting its cities, residents, and the Central Arkansas. Its county seat, Conway, hosts three of Arkansas’s thirty-eight institutions of higher education with 10,678 students. It is also home to the state’s largest man-made lake managed by the Arkansas Game and Fish Commission, Figure 2: Faulkner County Population from 1960-2020
Current Growth Trends
Lake Conway. A total of 46,985 jobs are located in the county. Nestled between the Arkansas River and the Ozark Mountains, Faulkner County continues to attract people due to its diverse employment opportunities, strong public education system, and high quality of life.
Faulkner County is experiencing an uptick in population for more than six decades (19602020), as shown in Figure 2. This growth has continued in recent years too. Between 2020 and 2024, the county added more than 8,000 new residents, a 6.5 percent increase. During this period, Faulkner County recorded the fastest growth rate, and the largest net population gain in Central Arkansas, along with the third-largest net gain and fourth-largest percentage increase statewide. Population projections indicate that Faulkner County is expected to grow as much as 180,000 residents by 2050, as seen in Figure 1.

Transportation Faulkner County’s transportation system is built around several key roadways that support both regional and local travel. Interstate 40, Highway 64, and Highway 65 are major corridors that connect the county to the rest of Arkansas while also serving daily travel within the county. Highway 60, Dave Ward Drive, is a critical link within Conway to the broader roadway network. As growth continues, newer corridors are carrying increasing traffic. Highway 25 is emerging as an important alternative to Highway 65, helping relieve congestion and improve mobility and system resilience particularly with the addition of a new interchange on Interstate 40. Highway 107 also plays a key role connecting Faulkner County to Pulaski County and strengthening regional connectivity. Recent transportation priorities for one of the cities in Faulkner County is public transportation. Conway has recently partnered with the Central Arkansas Regional Transit Authority (Rock Region METRO) to offer on-demand public transportation. This partnership expands mobility options, improves access to employment and essential services, and supports a more connected multimodal transportation system. Below are some examples over the past 25 years of strategic transportation investment. These projects include, but are not limited to, the following: Transportation Interstate 40 widening to 6 Lanes Highway 25 - Interchange on I-40 Highway 25 Relocation and Widening Highway 25/285 Intersection (funded) Highway 89 - Relocation & Railroad Overpass Baker-Willis Parkway & Interchange Highway 64 - Bypass, Vilonia Highway 65 Intersections in Greenbrier (funded) Harkrider Ave - Conway Roundabouts & Reconstruction (Hendrix) Conway Airport Relocation Prince Street Reconstruction Connection to Highway 64 - Salem Rd. & Hogan Rd., Conway Salem Rd. Forecasted Development Challenges Faulkner County’s population growth and land use patterns are closely tied to the performance and evolution of its transportation system. Future land development and population growth will impact the suitability of county transportation facilities, while the magnitude, direction, and extent of growth will in part be driven by the adequacy of existing and future transportation facilities. Faulkner County’s population growth is not evenly distributed (Map 2), and the transportation impacts of new growth will primarily be concentrated in higher growth areas. Strategic planning for new facilities, increased capacity, and potential multi-modal improvements will concentrate on Conway, Greenbrier, Mayflower, Vilonia and Wooster and the corridors such as I-40, Highway 65, and Highway 64 that connect these areas. At this time congestion, travel time reliability, and delay are primarily concerns within Conway and on limited number of other facilities, including I-40, Highway, 64, Highway 65, and Highway 25. As areas of Faulkner continue to grow, strategic alternatives, such as the Conway Loop, a Highway 64 to 65 connector, and new alternatives and connections in Greenbrier may be needed to help with delay, travel time reliability, and to provide system-wide resilience and reliability. However, as the region’s population and employment centers grow, strategic corridors within lower population areas of the county must also be planned for economic growth. In addition to capacity considerations, safety and facility condition are important considerations in all areas of the county, regardless of growth and development trends.
Report Limitations Current data, including traffic counts, travel speeds, travel time reliability, and infrastructure condition were taken from available federal, state and regional databased. These databases do not include all public roadways. Local, city and county, databased will be incorporated into future editions of the report.
Transportation Improvements While no specific recommendations are made in this report, this information can assist in the planning of transportation improvements that help make Faulkner County’s transportation system safer, more reliable, and more efficient. Strategic public investment in transportation will position Faulkner County to accommodate future population and economic growth by expanding roadway and intersection capacity, creating new routing options, and increasing travel choices. A well-connected and adaptable transportation system will support continued investment, development, and quality of life for residents and businesses. The Faulkner County Transportation report provides information on population growth and land use to help plan these future infrastructure investments.
