First test of new abortion laws by jOAnne Ahern

HEALTH Minister Leo Varadkar has appealed for privacy for the woman at the centre of what is thought to be the first test of Ireland’s new abortion laws.

The woman was reportedly refused an abortion after being raped, under legislation introduced earlier this year.

In a statement, Mr Varadkar said, while he did not wish to comment on the specific case, there were two very vulnerable people involved, a young woman and a child, ‘neither of Varadkar: ‘Respect’ whom should be seen as a news story or political cause’.

‘Both need care and compassion and I appeal to everyone to respect their privacy and anonymity,’ the minister added.

Earlier, Justice Minister Frances Fitzgerald said that she was ‘concerned for’ the woman. ‘Clearly we passed legislation earlier in the year and will continue to monitor that legislation and see how it is being implemented,’ she said.

Ms Fitzgerald’s comments came after it emerged the suicidal woman was refused an abortion under the Protection of Life During Pregnancy legislation. As per the law, the woman, who is not an Irish national, was examined by a panel of experts – two psychiatrists and a consultant obstetrician.

Dubs are country’s biggest tippers, but many still reluctant by jOAnnE AHERn

DUBLINERS are the best tippers in the country, a new study has found.

Residents of the capital are the most likely to tip a range of service providers, including hospitality staff, hairdressers and taxi drivers.

When it comes to the amount, Dublin leads for restaurants and takeaway deliveries, but Munster tipped the most in pubs and for beauty treatments.

Overall, 20 per cent of people polled nationally never tipped in restaurants, 79 per cent never in pubs, 56 per cent never tipped takeaway deliveries, 43 per cent never tipped hairdressers and 47 per cent never tipped taxi drivers.

The poll of 1,000 people across the country by AA Hospitality Services found under-25s the most generous in the pub, and over-55s the least. However, the latter were found to be the most generous in restaurants.

It also revealed the ‘done thing’ when it came to tipping bar staff, takeaway delivery staff and taxi drivers was to tell them to ‘keep the change’.

However, hairdressers and beauticians were treated differently, with 41 per cent saying they tip the same to these service providers on each salon visit.

With an ambiguous tipping culture in Ireland, foreign visitors tend to apply their home country’s tipping culture.

The AA said accommodation staff are far more likely to receive a tip from US visitors than Irish ones.

And it pointed out that tips paid via credit or debit card sometimes go to the establishment rather than the staff.

‘It’s no harm to check when it comes to paying your bill especially if you want to reward the service provided by a certain individual,’ it said.

Dinghy man ‘wanted to sail from UK to America’ A SAILOR was rescued off the coast of England on Saturday night – after attempting to sail to the US in a 4.3m dinghy.

The 30-year-old Bulgarian national purchased the €375 boat in Christchurch, Dorset, on Saturday before setting off on his voyage. He was spotted looking seasick in choppy seas at around 5pm by a passing yachtsman, who called the local coastguard.

An RNLI lifeboat crew tried to help the man, who had a US visa on board, but he refused their assistance for 45 minutes.

He was eventually dragged onboard and taken to shore, where police and ambulance crews were waiting. The man was not wearing a lifejacket, his boat had no lights and he had no navigational aid.

Lifeboat crewman Pete Dadds said the man would have died if he had not been rescued.

‘When we reached the gentleman, he didn’t want us there, he wanted to carry on his way,’ Mr Dadds said.

‘We were not happy leaving him out there. He kept saying: “I am going west”.’

‘His boat was not properly rigged so he was just getting battered, he was at the mercy of the elements.

‘All he had on was a bag of personal belongings which were a few odds and ends, a bag of biscuits, beans and hot dogs and a bag with his passport in.

‘He was obviously suffering from the first signs of hypothermia. He was only wearing a pack-a-mac jacket and leggings.

The man boarded the RNLI lifeboat, where he was violently sea sick and ‘very, very cold’.

The man was immediately taken to hospital.

€19m ‘pocket money’ for prisoners in State’s jails Jingle jangle: Jail cash

CONVICTED criminals have been paid almost €19million in pocket money from the State while serving time in Irish prisons during the past five years.

Every prisoner receives a daily cash allowance, which can be used to purchase items from the prison shop or accumulated for use following their release.

Figures obtained under the Freedom of Information Act reveal €18,922,294 has been gifted to detainees of the State’s 14 prisons since 2009.

Prior to 2013, all inmates were entitled to a flat-rate payment of €2.35 per day, but reforms now allow for three levels of payment to incentivise good behaviour.

A standard rate of €1.70 per day now applies, but this is increased to €2.20 per day if a prisoner is compliant, and can be reduced to €0.95 if a prisoner misbehaves.

Prisoners who participate in cleaning or maintenance duties can earn an additional

€1 on top of their basic daily allowance.

Mountjoy Prison, which has an operational capacity of 540, paid out €3.4m over the past five years.

Inmates of Midlands Prison in Portlaoise were paid €2.6m, while prisoners at Wheatfield and Cloverhill received €2.5m and €1.9m respectively.

The institution with the lowest total spend was Shelton Abbey, a low-security prison with an operational capacity of 115, which paid €591,537.

With only a five-minute break allowed per hour, the pair were still going strong last night even though an appeal for a physiotherapist was made yesterday after Kieran began to suffer cramping.

In June 2013, Nick Barrett and Andy Osborne completed a 75 hour, 13 minute-long snooker game in England to set the world record.

Money raised from the event will be donated to Sláinte an Chláir, a cancer support centre based in Clare.

IRISH Rail is advising commuters that it does not expect to be able to provide any services on five dates in August and September due to industrial action – including the days of both the All-Ireland hurling and football finals.

The NBRU and Siptu trade unions have advised the company of strikes next Sunday and Monday, September 7 and 8 and September 21, with both unions out on August 25, September 7 and September 21.

The All-Ireland hurling final is scheduled for Croke Park on September 7, with the football final on September 21.

The unions have given notice of strike action, following the rejection by their members of a revised Labour Court recommendation

BBC pressured Cliff police into deal on news story

POLICE have accused the BBC of breaching its editorial guidelines by filming the five-hour raid on the home of English pop star Cliff Richard.

South Yorkshire police has written a letter of complaint to BBC director general Lord Tony Hall, saying it was contacted by a BBC reporter who said he knew of the investigation into an alleged sexual assault and was in a ‘position to publish a story’.

Though reluctant to co-operate, the force said it was at risk losing any potential evidence. It was agreed the reporter would be told about the date of the raid in return for delaying the story. The force insisted that ‘at no point’ had it leaked information.

A PILL that appears to cure alopecia baldness has restored the hair of three patients.

Doctors conducted the pilot trial after identifying the immune cells responsible for destroying hair follicles in people with the condition, an autoimmune disease that leads Baldness: Disease to partial or total hair loss.

Within four or five months of being put on the drug, ruxolitinib, all three patients experienced complete hair growth.

US lead researcher Dr Raphael Clynes, from Columbia University, said: ‘We’ve only begun testing the drug in patients, but if the drug continues to be successful and safe, it will have a positive impact on people with this disease.’

SEVEN people were arrested yesterday as tear gas was turned on crowds defying a curfew in Missouri where a black teenager was shot dead by police.

Officers fired smoke bombs in a bid to disperse protesters in Ferguson, St Louis, who refused to leave the streets and return to their homes.

The confrontation ended nearly an hour after the midnight curfew with the remaining protesters chanting ‘No justice!’

There were reports of a man being shot and critically wounded in the area and shots being fired at a police car.

Police said they had received reports of looting and demonstrators breaking into a restaurant and climbing on to the roof.

Hopes fade for Gaza deal as truce deadline looms A PALESTINIAN negotiator has said his side is ‘less optimistic’ about indirect talks with Israel over the Gaza war as a deadline on a temporary ceasefire looms.

The Palestinian team reassembled in Cairo yesterday as the Israeli team returned to resume the Egyptian-mediated talks. A five-day ceasefire is due to end later today.

The negotiations are aimed at ending the latest war between Israel and Hamas-led Islamic

militants in the Gaza Strip in which close to 2,000 Palestinians have been killed – mostly civilians – and more than 10,000 wounded since July 8, according to UN figures. In Israel, 67 people have died, including three civilians.

A member of the Palestinian delegation said gaps between the sides were still significant – a key sticking point is Hamas’ insistence that Israel pledge to end its Gaza blockade before the talks conclude, instead of at a later date.

SAUDI ARABIA: A café owner has failed to overturn a sentence of 50 lashes and a month in jail for insulting the morality police during an argument. The woman lost her appeal after a judge in Mecca ruled she had been justly punished by a district court in Jeddah for cursing the officers and calling them liars. Some of her workers were illegal immigrants who ran off when the patrol arrived to check there were no breaches of law in the conservative Muslim kingdom, it was reported.

Knifeman kills two in stores rampage

CHINA: A knifeman stabbed to death two shoppers and left 14 more injured as he went on the rampage in a mall yesterday.

The 25-year-old, named locally as Cui Zhenyu, was arrested after the slashing spree in Yanji city, Jilin province, near the border with North Korea. Although the motive for the attacks is unknown, it is believed Cui is suffering from depression. One of the victims died at the scene while the second was pronounced dead in hospital.

DESPERATE families rescued from a shipping container in a British port were Sikhs fleeing from religious persecution in Afghanistan.

A total of 34 four men, women and children were suffering from dehydration and hypothermia when they were discovered in a metal container in Tilbury Docks.

in his 40s – died, prompting an international homicide investigation. The group – which included 13 children aged between one and 12 years old – travelled 5,793km in the 12m by 2.4m container.

All clear for ebola suspect THE Nigerian man suspected of bringing the Ebola virus to a popular Spanish holiday resort does not have it, health officials confirmed last night.

The unnamed visitor, in his 30s, is in an isolation ward after being admitted with a temperature of 38.3C (101F) and vomiting.

He was taken to a general hospital in Alicante, capital of the Costa Blanca, then transferred by an ambulance with police escort to a specialist ward at the San Juan hospital in the city.

Suicide is indeed the symptom of an illness, all too often the penultimate result of that illness. mental health illness in all its various forms, be that manic depression (bipolar) GAS (generalised anxiety syndrome) and various other forms of this terrible thing, are too often ignored by the powers that be and society in general. i’ve known two people who have lost their lives via suicide because of this and it must be given the proper attention it deserves.

‘One day, we won’t need actors’ Robin Wright is reborn in CGI in her latest film. It’s not far from reality, she tells Larushka Ivan-Zadeh

s Ari Folman’s The Congress The Most Anti-Hollywood Movie Ever Made?’ shouted one industry headline when this brainbubbling acid trip first screened at Cannes last year. ‘I read that – I think it’s a compliment!’ laughs Folman, whose previous film is the Oscar-nominated Waltz With Bashir, an animated, Golden Globe-winning memoir of his time as a young conscript during the Lebanon massacres.

‘But it wasn’t about making an anti-Hollywood movie. For me, this is a social issue. In the current state of cinema we already have CGI technology to motioncapture actors so what does it mean to be an actor in this world? Are computer geeks going to make cinema instead of directors?’ still, The Congress undoubtedly starts as a Hollywood satire. House Of Cards star Robin Wright plays, er, Robin Wright, an actress on the wrong side of 40 with a difficult reputation and no work. A sinister ‘Miramount’ executive (Danny Huston) offers her a deal: he will digitally de-age her back to her Princess Bride incarnation (her break-out role back in 1987) and use this computerised likeness to make any movie he

It’s a scenario not that far from reality, as Wright herself confirms.

‘When I did Beowulf [a motion-capture adaptation of the Anglo-saxon poem] I said: “so you can basically make anything you want out of that chip of 8million expressions that I

just gave you on 3D hologram capture?” And Bob Zemeckis [the director, who also did Back To The Future] said: “Yeah, I can.” He said to me that in ten, 20 years we are not even going to need actors anymore – he loves the idea!’ Folman chimes in: ‘I think of The Congress as partly a documentary.’

But as Wright’s character transforms into a cartoon avatar, the film

magics from live action into a kaleidoscopic, skittles-coloured animated fantasy whose hallucinogenic style recalls The Beatles’ Yellow submarine.

‘The whole idea with Waltz With Bashir,’ says Folman, ‘was to make it a realistic animated movie so that people would understand that these are real people telling real stories about the war.

‘The Congress doesn’t need to be realistic. It’s about a place where people consume drugs and become someone else, where realism is a nightmare.’

Funding for The Congress, as you might imagine, proved hard to come by, and was patched together from international sources. ‘We found ourselves making animation in nine different countries,’ Folman recalls. ‘One wide shot of Robin walking through a hotel room to take a cigarette involved four different continents.’

He sighs, rubbing a beard that has gone from black to grey during the past five years of bringing The Congress to cinemas. ‘I think if I do another animated film it is going to be a kids’ movie,’ he muses. ‘I think the world doesn’t want animation for adults yet, unfortunately.’

HHHHI Gloucestershire-born 26-year-old Tahliah Barnett, nicknamed Twigs because of the clicking sounds made by her limbs, first made her name as an in-demand backing dancer for the likes of Kylie and Jessie J. T’S A couple of days after 57,000 students found out their Leaving Certificate results. Whether delighted or disappointed the next thing they will have to deal with is the CAO offer and acceptance process which will be available from 6am this morning.

So how does it all work?

Students will log into the ‘My Application’ section of the CAO website where they will be able to accept any offers made. Offers are also issued by post. Students are urged to check the date in which it states that offers must be accepted by. If students do not accept by this date the offer will lapse.

Speaking to Metro Herald, Richard Murphy, School Liaison Officer at Griffith College, said: ‘The first piece of advice I give to students is to make sure that they accept their offer through the CAO. ‘You wouldn’t believe the number of students each year who think that the notification that they have a place is their acceptance.

Students must acknowledge the

offer and accept it through the CAO website,’ he said.

For students who do not get their first choice option, round two options kick in.

Round Two offers will commence at 6am on August 28.

The reply date is September 3 at 5.15pm. Other offers will be issued until mid-October as vacant course spaces are filled.

Murphy said that points for courses can come down, but that it is not an exact science. He advised that students who are five or ten points off might have a chance.

‘If students are unhappy with the result of one or more of their results they can have their exams rechecked which may result in them reaching the required points.

‘However, this is generally done in October. If students manage to get the extra five or ten points required, they must be offered the place, but sometimes these offers might have to be deferred if the course has been filled for the year.

But it totally depends on the course,’ he added.

Another option for students who feel they are in limbo is the Available Places option – which is where courses that still have places are advertised. This opens on Tuesday at noon. Students can apply for these places online at no extra cost.

‘New courses are featured here too. These are new courses that were introduced and accredited after the CAO this year,’ said Murphy.

‘These tend to go fast so I would advise students to log on straight away when the courses are advertised. Students can reapply and if they meet the requirements they will be offered a place,’ he said, adding that the courses tend to be in private colleges, as university places do tend to be filled.

‘There are many options, many courses and many routes to take that will get you to where you want to be,’ said Murphy.

He said PLC and further education colleges are really good options. ‘They have really excelled in the last number of years and some have great reputations in the fields they teach in like Ballyfermot College,’ he said. Often these colleges have links to other colleges, so students can enter the course at a lower level, and progress to a degree in another college.

HE search for student accommodation has already begun for many and with rents on the rise and a shortfall in student accommodation in the city, the competition is rife. So, what’s out there?

The first choice for many is on-campus accommodation. Many universities such as UCD, Trinity College, DCU and DIT have accommodation offices and supports for students and parents. They should be the first port of call to check what is available. There are different methods of applying, depending on your college, so as places are offered, available rooms will fill up fast.

With fierce demand for these spots many students will have to look at other options.

With the shortage of accommodation in Dublin, the Union of Students in Ireland (USI) recently set up a site encouraging people with spare bedrooms to rent to students.

Flat-sharing and lodgings or ‘digs’ with families have been popular for many years, however, due to the shortage in rentals and because many landlords are looking for people to sign one-year leases, flat sharing could prove difficult. Still, many families are looking to make some extra cash, so getting digs with a family near your college could be a good option

One innovative idea to help solve both the shortfall in student accommodation and also elderly loneliness is ‘Generation Accommodation’, which is encouraging students to live with a member of the elderly community, ultimately solving two pressing needs for both young and old.

Halls of residence Student accommodation or halls of residence on campus are like self-contained villages mainly on the university grounds. UCD opened its priority waiting list for CAO applicants in May. Students put their name on a list and once places have been offered, students are emailed with an offer of a room. There is a 24-hour window to complete the booking and pay a deposit of €350.

On the UCD campuses there are apartments that can accommodate more than 2,500 students.

Allocation of these places is made on a first-comefirst-served basis with a certain amount of places set aside for first year students. In September the former Montrose Hotel near UCD will reopen as student housing for 192 people.

For Trinity College, applications for accommodation from Leaving Cert students are accepted once CAO offers are made. Prices vary depending on the residence, with residence at Trinity Hall costing approximately €1,500 per semester.

Griffith Halls of Residence on the South Circular Road is another option for anyone attending DIT, Trinity College, GCD, NCAD, RCSI, DBS and UCD.

Speaking to Metro Herald, its director, Ronan Fenlon, said halls of residence are a good option for students due to financial constraints.

‘Students can see exactly what it will cost and don’t have to worry about other costs being incurred, such as waste disposal, electricity, etc, that they would if they were renting,’ he said.

He said they carefully consider what people they put together, stating that it is often good to put students studying the same subjects in the same residence.

‘The halls of residence are safe places and there are rules students must adhere to, this is for everyone’s benefit,’ said Fenlon.

‘The location is also great for students as it is just a stone’s throw to the Harcourt Street area of town,’ he added, stating that if he could say one thing to students moving out of home to student accommodation it is to have the right attitude.

‘It is the first time they are out in the big bad world and they will have to learn skills that perhaps they are not so used to, like doing their washing, cooking and cleaning, as well as living with strangers. It is important they have an open mind and good attitude,’ he said.

Private rental/digs

For students looking at renting or digs, the location is paramount.

Check out the area first: what amenities are there? How safe is it? How close is it to college and what public transport routes are available? College life is as much about the socialising as it is about studies, so there is no point paying out huge amounts on taxi fares to get home.

USI also encourages students to know their rights when it comes to renting.

Students should also request a rent book from their landlords. The union’s rent book and accommodation guide is available on its website.

Lodging with a family is often a good option for first year students. You don’t have to worry about bills as they are generally included in your rent and meals are often provided too. It is important to check details before you commit to lodgings, and see whether you are allowed to stay over the holidays, for example, as this may vary.

by PAuL KEAnE A WEEK after having our nerve ends tweaked by the brilliance of Kilkenny and Limerick, the second All-Ireland semi-final brought us more steel than silk.

Ultimately, Tipperary are back in the All-Ireland final and, if you’re from Cork, you’d be happy enough to leave the post mortem at that.

Unfortunately for the 2013 All-Ireland finalists, it’ll be a long winter of soul searching about why they followed up such a roaring Munster final display with tame mediocrity.

The Premier County prevailed in virtually every sector of the field to secure a showdown with Kilkenny on September 7, their first final since facing the Cats in 2011. It is a repeat of the Allianz league final and suggests these really are the best two teams in Ireland, regardless of how things panned out in 2013.

Tipp sharp shooter Seamus Callanan may very well be crowned the best hurler in the country with two more goals and 2-4 in total.

He has now scored 7-38 in this year’s Championship, delivering at least two goals in three of Tipp’s four games since being knocked out of Munster.

His first after six minutes put Tipp into a lead they wouldn’t relinquish having briefly trailed after Alan Cadogan’s opening point for Cork. Callanan’s second goal was equally significant, coming in the 47th minute and moving Tipp from four to seven ahead, effectively killing off Cork.

Robinson 4th in 1,500m on closing day in Zurich PAUL ROBINSON finished fourth in the 1,500m final on the closing day of European Athletics Championships in Zurich yesterday.

Robinson (St Coca’s AC) was joined in the final by team mate Ciaran O’Lionaird (Leevale AC) in what turned out to be one of the most dramatic races of the championships.

Disaster struck for O’Lionaird on the penultimate lap as he got caught from behind and fell to the ground. He sustained injury to his right hamstring and tendon and was unable to finish.

Robinson found himself caught on the inside lane for the majority of the race. However as the leaders hit the 1200m mark in 3.05.67, Robinson cut through the field.

Meanwhile, just 24 hours after breaking the 12-year-old national record in a time of 3.01.67, Ireland’s 4x400m relay team Brian Gregan (Clonliffe Harriers AC), Mark English (UCD AC), Richard Morrissey (Crusaders AC) and Thomas Barr (Ferrybank AC) were contesting the final.

Stand-out performances for the Irish athletes included Mark English’s third placing in the 800m on Friday and Robinson’s fourth in the 1,500m.

The men’s 4x400m really stepped up to the mark breaking the national record on two occasions and finishing fifth in the final.

Creditable ninth for Bryan in 25k IRELAND’S Chris Bryan finished ninth in the 25km Open Water Event at the European Championships in Berlin yesterday, just days after competing in the 10km event. The Co Clare man (pictured) finished in 5hours, 12minutes and 40seconds, four minutes off the Bronze. Speaking afterwards, Bryan said: ‘It’s all looking towards Rio. I think where I am now is looking good to be able to qualify for the Olympics.’
