The existing landfill complex consists of an inactive and capped municipal solid waste landfill and an active Phase 1 & 2 cleanfill for construction & demolition debris. The active Phase 1 & 2 cleanfill is partially capped and nearing maximum capacity. To continue operating the cleanfill, IRRA proposes to construct a Phase 3 expansion for additional construction & demolition debris in the valley between the capped municipal solid waste landfill and the Phase 1 & 2 cleanfill. The applicant proposes a 20’ expansion in maximum height of the landfill complex. The overall footprint is not proposed to expand further outward. The throughput is proposed to remain at existing levels, with a maximum of 1450 tons per day. The proposal also involves relocating the existing flare facility that burns landfill gas. The property is in proximity to a Potential Environmental Justice Area under Commissioner Policy 29 and in proximity to a Disadvantaged Community under the Climate Leadership and Community Protection Act (CLCPA). As a part of a complete application, the applicant was required to prepare an Enhanced Public Participation Plan and conduct public outreach. Public meetings were held on September 14 and September 19, and a final Enhanced Public Participation Plan report has been submitted. The project is located at 440 Blydenburgh Road, Islip, Town of Islip, Suffolk County, NY. Landscaping: A landscaping plan shall be submitted indicating in detail the proposed landscaping treatment in accordance with the SLDR. Said plan shall indicate the maintenance or installation of native plant species to the greatest extent possible. Said landscaping shall be designed to the reasonable satisfaction of the Planning Board, or its designee and shall include the following plantings/design elements: a.

Street trees shall be installed and maintained 25’ on center along all road frontages. Spacing may be increased in consideration of the species selection after consultation with the Planning Department. Declarant/owner shall replace any diseased or dead trees

Existing vegetation shall be maintained in landscaped and buffer areas to the maximum extent practicable. Declarant/owner shall make every effort to preserve the existing mature trees on the subject property. Clearing limit lines shall be staked out by a licensed land surveyor, and either snow fencing or construction fencing shall be erected to protect areas from disturbance or encroachment prior to the start of any activities on site. A tree survey indicating all trees above ten inches (10”) in diameter shall be shown for all cleared areas and areas not designated as natural or undisturbed buffer areas.

A vegetative buffer consisting of evergreen species shall be provided on either side of the fence in the front yard. Existing significant trees and tall evergreen shrubs shall remain at the direction of the Planning Department.
