Local Emergency Order:
Allowing the County to Quickly Respond to the Potential Arrival of Asylum Seekers
I, Edward P. Romaine, Suffolk County Executive, in accordance with a Proclamation of a Local State of Emergency issued on January 1, 2026, January 30, 2026, February 27, 2026, March 27, 2026, April 24, 2026, May 22, 2026 and June 18, 2026 do hereby find and order as follows:
Whereas, on August 2, 2021 the Federal Government issued an Order pursuant to 42 U.S.C. secs. 362 and 365 (the “Title 42 Order”) prohibiting migration into the United States by “covered noncitizens” traveling from Canada or Mexico; and
Whereas, the Title 42 Order expired on May 11, 2023 and upon its expiration, an anticipated surge of migration into the United States commenced resulting with the imminent arrival of individuals into New York State at an increased rate; and
Whereas, Suffolk County recognizes that the anticipated uncoordinated moving of people into the County of Suffolk will result in a severe housing crisis as a result of the limited number of temporary and permanent housing available in the County.
Now, therefore, I, Edward P. Romaine, Suffolk County Executive by the power vested in me by the Suffolk County Charter and the Laws of the State of New York and pursuant to Section 24 of Article 2-B of the New York State Executive Law, do hereby temporarily suspend or modify any statute, local law, resolution, order, rule or regulation or parts thereof, if compliance with such statute, local law, resolution, order, rule or regulation would prevent, hinder or delay action necessary to assist, aid or cope with the aforementioned State of Emergency, and I hereby order the following:
A. The formation of an intergovernmental team (the “intergovernmental team”) that includes the Chief Deputy County Executive, which shall coordinate to assist in meeting the needs of the County as a result of any potential housing crisis in the County.
B. All County Departments are required to work with the County Executive’s office to effectuate any emergency measures that need to be addressed as a result of this Order.
C. No hotel, motel, owner of a multiple dwelling, or shelter in Suffolk County is permitted to contract or otherwise engage in business with any other municipality (an “external municipality”) for the purpose of providing housing or accommodations for asylum seekers without the permission or coordination of Suffolk County.

This prohibition extends to any person or entity participating in an external municipality’s government program, or a contract or service funded by an external municipality or acting on behalf of any external municipality or the State of New York.
D. In order to effectuate Suffolk County’s role in this emergency, all procurement policies for the purchase of equipment, supplies or contracts, relating to this emergency, are suspended, specifically: Suffolk County Code Chapters 1065 and

PUBLIC NOTICE
NOTICE IS HEREBY GIVEN that pursuant to Section 20(5) of the Municipal Home Rule Law, a public hearing will be held by the Town Board of the Town of Brookhaven at One Independence Hill, Second Floor, Farmingville, New York, 11738, and streamed lived over the internet at brookhavenny.gov/meeting on the 16th day of July, 2026, at 5:30 p.m. to consider enacting the following proposed Local Law:
Introductory Local Law Number 11 2026
A Proposed Local Law for Chapter 17 Entitled “Moratorium” and Creating a New Article I Entitled “Data Centers Moratorium”
SUMMARY
The proposed local law would add Chapter 17 entitled “Moratorium” and Article I entitled “Data Centers Moratorium”. This Moratorium is necessary in order to provide time for the Department of Planning, Environment and Land Management to undertake in the development of a comprehensive zoning ordinance as to form specific rules for the location and installation of Data Centers in an effort to guide development of these facilities. The scale, operational characteristics, and infrastructure requirements distinguish Data Centers from typical commercial and industrial uses. It is in the public interest to establish comprehensive land use regulations that will serve to protect the Town’s natural resources; ensure compatibility with surrounding land uses; promote sustainable and resilient development practices; mitigate potential impacts related to noise, heat, visual character, water and energy consumption; consider opportunities for energy efficiency, renewable energy integration, and resource management; and promote safe, secure, and efficient facility operation. There is a need for further development of the issue of the impacts of Data Centers, and the Town must take reasonable measures, temporarily, to protect the public interest and welfare until a comprehensive zoning ordinance is adopted.
This is a summary of the proposed Local Law, a full copy of which is on file in the Town Clerk’s office and is available for inspection during regular Town business hours.
At said public hearing any persons interested shall be given the opportunity to be heard.

NOTICE IS HEREBY GIVEN that the Suffolk County Legislature has passed Introductory Resolution No. 14022026, “A Local Law to Authorize the Sale, Pursuant to Suffolk County Administrative Code § A40-4, of Real Property Acquired Under Section 46 of the Suffolk County Tax Act Located at SCTM No. 0200-980.50-10.00-056.002,” enacting a Local Law pursuant to the Suffolk County Administrative Code (“Admin Code”) § A40-4 permitting the County to sell a parcel of land identified by Suffolk County Tax Map No. 0200980.50-10.00-056.002 (the “Property”), which is located within the Mastic-Shirley Conservation Area, to an adjoining property owner. The proposed law declares the Property to be surplus property and finds that the sale of the Property will be in the County’s best interest, reducing liability, decreasing maintenance costs, promoting productive use, and returning the Property to the tax rolls. Any sale of the Property to an adjoining property owner shall be subject to a subsequent resolution of the Suffolk County Legislature approving the sale price and grantee.

LEGAL NOTICE
3078 S 07-02-26
NOTICE IS HEREBY GIVEN that the Suffolk County Legislature has passed Introductory Resolution No. 14722026, “A Local Law to Repeal Article III of Chapter 232 of the Suffolk County Code Pertaining to the Metropolitan Commuter Transportation District Mobility Payroll Tax,” enacting a Local Law repealing Chapter 232 of Article III of the Suffolk County Code (“Ch. 232”). The proposed law would repeal Ch. 232 because the reasons underlying the need for the law are no longer extant. Ch. 232 placed requirements on Town Receivers of Taxes to indicate on tax bills the proportionate aggregate amount of tax due for County funds attributable to the Metropolitan Commuter Transportation District Mobility Tax and to explain that such funds would be distributed to the Metropolitan Transportation Authority. The proposed law finds Ch. 232 is no longer required because New York State removed Suffolk County from the list of entities subject to the Metropolitan Commuter Transportation Mobility Tax in 2025, and thereby repeals Ch. 232.
The County Executive will hold a public hearing at 12:00 noon, prevailing time, on Wednesday, July 8, 2026, with public participation available in person in Media Room 182, in the H. Lee Dennison Building, 100 Veterans Memorial Highway, Hauppauge, New York 11788, at which time all interested persons will be heard.
