A turning lane for drivers travelling south on Voght Street where it intersects with Nicola Avenue is now complete, aside from some minor landscaping. The project was commissioned by the City of Merritt back in May, after they accepted a bid from C.G.L. Contracting Limited for $180,413. Originally planned to be operational by the summer, the city’s chief administrative officer Shawn Boven said the delay was due to some parts not being available. “The contractor came, got going, was doing great, then needed those parts and we had to wait for them, which was kind of a shame,” he said. The delay caused a $7,000 addition to the original price tag because the city had to rent digital sign boards for the extra months of construction. From his vantage point at Merritt’s city hall beside the intersection, Boven said the turning lane seems to be effective in directing traffic. “With the straight through and right turn lane formalized, people are just going through and turning right so that is flowing very well,” he said. “And then one, two or three cars will come to the left hand turn and find their chance to turn.” The real benefit of the designated turning lane, Boven said, is better flow of traffic. He said

we will see. It appears to be flowing quite well from what I can see,” he said, noting he has already heard complaints there is no left turn signal. “That

would have basically doubled the scope and cost of the project.” The turn lanes for Voght Street were originally supposed to be part

of the work that installed new medians and landscaping along Nicola Avenue last year, but the bids came in higher than the city’s cost estimates.

Councillor Kurt Christopherson has secured his third term on Merritt’s city council, and said he is prepared to help the newcomers get up to speed. “As the only incumbent on council I hope to be able to provide a little bit of a memory of what things have happened, why they have happened, and what goes on in the background in accomplishing things, such as the airport being finally back under city control,” he said. Christopherson noted the city used to lease the property that hosts the airport, losing money in the process.

“Now it is actually bringing in fairly substantial revenue. It took court cases and was a lot of work, and I don’t think that that was recognized at all,” he said. “I’m going to make sure that people know that a lot of hard work goes into the background of things.” Among the tasks the incumbent hopes to continue with are flood mitigation and enhanced health services in town. He noted he has been in contact with receptive members of Interior Health Authority to work through what the community is asking for and what is possible for the town, such as a facility where visiting practitioners could service the public. “I don’t know what it is going to look like but I am excited that we have not been ignored,” he said. Looking to the future with his new fellow councillors,

Christopherson said he is excited for what is to come. “I think all the candidates who were successful have a lot to offer the city,” he said. “I think certainly the community made it evident they want to have new voices on there and I think that is an excellent opportunity to work together.” Functioning cohesively, however, is easier said than done, Christopherson stressed. “I would think that the mayor-elect’s greatest challenge will be bringing all the voices together. You don’t want everybody to be on the same page all the time because you need those voices and opinions that express different points of view, but you also need to finally come together and say ‘Once we’ve made a decision it is time to march forward,’ and that is a very difficult thing to do,” he

Inequality in tax rebate Over the past week you may have seen or heard media reports regarding DAN ALBAS View from the a carbon tax rebate HILL plan announced by the Trudeau Liberals. What is this new carbon tax rebate plan? The federal government has mandated a national carbon tax to be implemented across Canada allowing individual provinces and territories some flexibility to set the parameters of how this carbon tax program will be implemented. As an example, here in British Columbia, a carbon tax has been in place since 2008. The provincial NDP government has announced it will continue to increase this carbon tax to meet the federal standard set by the prime minister. Other provinces, most notably Saskatchewan, Manitoba, Ontario and New Brunswick have either openly refused a carbon tax or have enacted other environmental policies that Mr. Trudeau has decided do not meet his carbon tax threshold. In these four provinces (and these four provinces only) residents will soon be getting annual carbon tax rebates from the federal government. In Manitoba the rebate is $336, Ontario is $300, NB is $248 and Saskatchewan the yearly rebate is $598. In British Columbia the rebate is zero. One local citizen recently shared with me that this Liberal carbon tax policy essentially rewards provinces who have rejected the Liberals carbon tax. An interesting observation.

Borders in Brexit deal lead to battles It was either ignorant or irresponsible for those campaigning for Brexit (British exit from the European Union) two years ago to claim that the Irish border would GWYNNE DYER not be a problem. Both the British negotiators and their EU counterparts say that the deal is “95 per cent agreed”, but the other five per cent is the border between the Republic of Ireland (an EU member) and Northern Ireland (part of the UK and therefore soon NOT part of the EU). Time is running out, and agreement on that last five per cent is far from certain. The border has been invisible since the signing of the Good Friday agreement in 1998 ended 30 years of bloody conflict between the Protestant and Catholic communities in Northern Ireland. Three thousand people had been killed, but the situation had reached

stalemate. The Good Friday deal let both sides accept that fact. For the (Catholic) nationalists in Northern Ireland, a completely open border with the (Catholic) Republic was a vital part of the deal. It implicitly acknowledged that the two parts of the island might one day be reunited, although not now. It was a brave, imaginative deal that has given Northern Ireland twenty years of peace, but it is now at risk. When the ‘Leave’ side narrowly won the Brexit referendum in the UK and Theresa May replaced David Cameron as prime minister in 2016, she had a credibility problem. Like Cameron, she had supported ‘Remain,’ but the Conservative Party she now led was dominated by triumphant Brexiters. So she became an enthusiastic Brexiter herself. The English nationalists who ran the Brexit campaign had said nothing about leaving the EU’s ‘single market’ and customs union, but within weeks of taking office May declared that Britain must leave both of them. She even made this demand part of her famous ‘red lines’, the non-negotiable minimum that the British government would accept in the divorce settlement. Unfortunately, ending the customs union

would mean re-creating a ‘hard’ border between Northern Ireland and the Republic — and that might lead to a renewal of the sectarian civil war between Catholics and Protestants in the North. It’s not clear when the Conservative government in London realized that the Irish border was going to be the biggest stumbling block on the road to Brexit, and the party’s more extreme Brexiters are still in denial about it. But the Republic will stay in the EU, and it insists that there must be no hard border after Brexit. Ireland has seen enough killing. So the EU suggested a ‘backstop.’ If London and Brussels can’t come up with a free-trade deal to keep the border soft (i.e. invisible), then Northern Ireland could stay in the customs union, and the rest of the UK could leave. The real border, for customs purposes, could run down the middle of the Irish Sea. Theresa May actually signed up to this solution last December, because the only real alternative is a hostile Brexit that simply ignores the EU’s position.

Say no to taking a leap of faith on referendum Editor, Just as civic elections are behind us, we are now heading into another contentious and arguably more crucial campaign for votes. The electoral reform referendum will potentially cause a dramatic shift in the way we elect our provincial representatives. We are being asked to consider changing from an electoral system that has served us well, but not perfectly, since confederation. All electoral systems have pros and cons, but I will instead focus on the referendum process itself. The secret ballot is the very cornerstone of a modern, democratic society. The principle behind it is the right, indeed the obligation of a voter to make a thoughtful and fully informed decision relating to the governance of one’s jurisdiction. So, as a litmus test, ask any person near you if he or she fully understands the three pro rep systems appearing on the ballot form.

Needless to say, the answer with most is predictable, and therein lies the fundamental flaw in this whole process. And regardless of how well informed one happens to be, the fact that new electoral boundaries, MLA numbers and exact voting details are chosen behind closed doors to suit an NDP/Greendominated committee after the referendum essentially means that we are all making an uninformed vote. (I liken it to handing a car salesman a blank cheque and having him select my vehicle after giving only a vague idea of my preference.) And that, particularly for something so critical and far reaching, is fundamentally wrong. [Premier] John Horgan and [BC Green leader] Andrew Weaver, while shamelessly hawking proportional representation, (their motivations understandable) are encouraging us to “take a leap of faith.” Well, as mentioned earlier, our current system isn’t perfect, but because proposed systems (note:

two of those on the ballot have never before been used in any jurisdiction) are not put before the electorate in their final form, fully detailed and with complete clarity, then this whole exercise, regardless of the result is completely flawed and not in keeping with the above noted principles of the secret ballot. How is one to thoroughly and critically judge its merits, fairness and viability with so many key details lacking before we vote? I respectfully submit that we send politicians the message that exercising our democratic right to vote should not be reduced to simply taking a leap of faith. In my view, this Liberal rebate is an admission that their national carbon tax is not truly revenue neutral and that people will pay more in costs related to the carbon tax. The intent in these four provinces, according to the Liberals, is to return a larger carbon tax rebate than what the Liberals calculate citizens in these provinces will pay in increased carbon taxes. In other words, the Liberals are suggesting that if you live in Saskatchewan, Manitoba, Ontario or New Brunswick you will make money and come out ahead after paying a carbon tax. This same carbon tax credit, that will be implemented through income tax returns, will also apply to the territories. In August, the Trudeau Liberals also lowered the amount of carbon tax that some of Canada’s largest polluters will pay as a result of “competitiveness” concerns as many of Canada’s largest trading partners do not have a national carbon tax. It should also be noted that the recently negotiated USMCA trade agreement between Canada, USA and Mexico is also silent on the subject of a North American carbon tax meaning that competitiveness concerns will remain. It is going to take more than a caffeine jolt to get Espresso Etc. back up and running. Overstaffing and mismanagement of finances are primary reasons for the café’s temporary closure — and finally order to vacate last week — explained Ken Easton, who runs the coffee shop with his wife. He said he hopes it is not the end of an era for the café that has been stationed in Merritt for nearly two decades. “We mismanaged some labour and started to snowball,” he said. “When you start falling behind on stuff you are just trying to catch up all the time.” When Easton and his wife first took over the business in February, they acknowledged the previous owners did most, if not all of the work themselves. The pair knew they did not want to do it all alone, so they hired help. “We knew that was going to cost us at first, but it paid off as the sales increased,” he said, noting the revenue they earned in their six or seven month stint was equivalent to the previous owners’ returns in one year. Things started to take a turn for the worse when the pair hired a handful more people. Next came the spring freshet that further hindered their sales, he said. “We had about two weeks of just about no sales. There were enough people who live out in [Lower Nicola] that work in town that it really

affected us,” he said. “And that was the start. We were kind of already overextending ourselves too far with labour, in hindsight now, so it made it even worse.” At their peak, Easton said they had about 11 staff members. “For about two or three months our labour was 120 per cent of what we brought in. It is no secret we were bouncing cheques for employees,” he said. “We always hoped the nights would pick up and everything would balance out. The nights did pick up a little bit but they never did reach expectations.” Next came an order from the city and fire department to install commercial venting, at a cost of approximately $6,000, Easton said. “We were trying to figure that out and the bad luck continued. There were six pieces of equipment over the course of about six weeks that died,” he said, explaining they were using household equipment for commercial purposes. “It just didn’t last. I knew that when I got it, but I was hoping to get at least a year [out] of

the stuff.” Easton started to correct the issues about six weeks ago, he said. They cut down to four employees, but it was too late for the small business. The final straw was the office workload placed on Easton’s wife, who is medically retired due to a brain injury, Easton explained. “The problem is that I put too much pressure on her. That

was part of the issue, remembering whether or not she paid something,” he said, explaining she missed a hydro bill recently, causing their power to be cut off and a closure of the establishment. “Temporarily, we hoped.” Despite it all, Easton hasn’t lost hope. “We took everything we owned to come here from Abbotsford. We put

everything into this, we don’t have anything for it,” he said. “That is one of the reasons why I really want to get up — I am really hoping to get a second chance and learn from my mistakes.” Easton said they are working with Community Futures to come up with a business plan and possibly receive a loan to get back up and running somewhere else in town.

Indigenous voices from the Nicola Valley are being called upon to share their stories. Storyhive, a company that provides production grants to creators in B.C. and Alberta, has announced they are funding 20 short films created by indigenous people. The successful projects will be selected by an allindigenous jury of industry experts and Telus team members, according to a press release issued on behalf of Storyhive. Creative BC will also offer British Columbia-based projects with up to $5,000 in top-up funding. The selected teams will receive training as well, and work with mentors to produce a film project three to 10 minutes long. The finished products will be featured on select Telus platforms next fall. Rylan Friday is a Vancouver-based multimedia storyteller, writer and producer, and is one of the faces on the advisory council, mentoring the chosen storytellers. The project is particularly important because indigenous filmmakers typically face unique barriers in the industry, Friday

Farewell planned for St. Michael’s

Thieves targeted a Lower Nicola home over the weekend. A utility trailer and Polaris Razor side by side ATV were stolen from a residence overnight on Oct. 26, said Merritt RCMP Staff Sgt. Lorne Wood. Neighbours noticed two individuals driving in the area around the time of the theft in a blue Dodge pickup truck with a lift kit and white fenders. Local police are now on the hunt for the pair of suspects. “[The truck] definitely appears to be associated to that theft of the Razor,” Wood said, noting the truck

had B.C. license plates and is believed to be registered out of Kamloops. Wood estimated the

Uptick in thefts not isolated to one part of town Dara Hill THE MERRITT HERALD

Local police are reporting an increase of theft from unlocked motor vehicles across the Nicola Valley. The typical uptick of theft occurs over the summer months Staff Sgt. Lorne Wood said, noting there doesn’t seem to be any rhyme or reason for the recent spike, or even a target area. “There is no real one area

where it is occurring. Everything from up in Grandview Heights to down Houston Street to over in Collettville — it seems to be all over the map,” he said. “[Also in] Lower Nicola, everywhere there seems to be an increase in theft from motor vehicles.” Wood said that in almost every case the thieves target unlocked vehicles. Often times they just take change or paperwork, he said, and in some cases

thieves will go through a purse or wallet and take a single bank card. “And then of course [they will] go and start tapping it and hours or days later [the victim will] realize this card is missing, go to cancel it and realize it has been used,” he said. Many minor thefts go unreported, Wood said, but he encourages the public to do so because it helps them uncover trends and arrest suspects.

This Sunday marks the end of an era for the St. Michael’s Anglican Church, which has sat on the corner of Granite Avenue and Chapman Street for over a century. Merritt’s city council approved a rezoning application to allow the property owners to subdivide the land into two separate parcels — one housing the church building and the other housing the community hall — and sell the church parcel to the Canadian Mental Health Association (CMHA). The CMHA plans to use the church building as a mental health com-

munity centre. The congregation will gather one last time to worship in their traditional church building before they turn it over to the CMHA this Sunday. From then on, the congregation, made up of approximately 15 members, will gather in the hall next door. The group has been meeting in the hall for several years already, but Sunday’s service will act as an official farewell to the church building and dedication of the hall into a place of worship, said Al Mackay-Smith, who has been a part of the local congregation since the early 80s.

Charges still pending for driver who struck cyclist Dara Hill THE MERRITT HERALD

Local police are seeking witnesses of a collision between a motor vehicle and a cyclist that occurred on Oct. 19. Sgt. Norm Flemming confirmed the incident took place at the intersection of Voght Street and Nicola Avenue at 4:40 p.m.

“The truck stopped for a red light. It was turning to the right, it waited as a pedestrian passed and then started to accelerate into the turn, failing to notice the man on the bicycle and hit the guy on the bike, knocking him down,” he said, adding the cyclist had a green light. “I would assume [the cyclist] was proba-

bly not in the crosswalk, but he wouldn’t need to be,” he said. The cyclist was subsequently taken to the hospital via ambulance, and sustained non-lifethreatening injuries to his shoulders and upper back. Charges have yet to be laid against the driver, as RCMP are still collecting statements

from witnesses. “Nobody at this time is providing a clear description of actually seeing what happened, as opposed to hearing what happened,” he said. Anyone with information is urged to contact Merritt RCMP at 250-378-4262 or Crime Stoppers at 1-800-2228477.

It has come time to have a new chapter in our church life,” he said. “It is not like there is no Anglican Church in Merritt anymore, it is just that [if we were to] keep that old building going for the number of folks that attend [we would not be] good stewards of our

resources.” The church has been a cornerstone in the community for the past 105 years, he said, noting it is not uncommon for churches to sell pieces of their property to sustain themselves in this day in age. “It is happening all over the place. These wonderful old buildings have gotten to the point where, for the number of folks that attend, they are just not viable. So we are happy to continue what we are doing,” he said, noting the new owners plan to renovate the interior of the building, something

that was out of reach for the small parish. “It is pretty cool that the building will retain its heritage,” he said. “It really will not look any different from the outside but it will be revamped on the inside.” Mackay-Smith said the congregation is welcoming their new neighbours with open arms. “So we are thrilled to have [the CMHA] involved because outreach to marginalized people is part of our history so this just feels really good to us,” he said. “It was just what we had hoped and prayed would happen.” The deconsecration of the original St. Michael’s Anglican Church, as well as the dedication of the new worship space next door, is set for Nov. 4 at 3:00 p.m.

Premier John Horgan and Opposition leader Andrew Wilkinson will debate the merits of electoral reform on Nov. 8. With mail-out ballots already in the hands of many residents of the province, British Columbians will have a chance to hear from Horgan, who will advocate for proportional representation, and Wilkinson, who

stated that the referendum process has been flawed from the start. B.C. Green leader Andrew Weaver will not take part in the debate. The referendum asks British Columbians to answer two questions: first, whether residents are in favour of keeping the current first past the post voting system or moving to a system of proportional representation. The second question asks voters to rank three proportional systems: dual member proportional (DMP), mixed member proportional (MMP), and ruralurban proportional (RUP). More information about the three proposed systems can be found on the Elections B.C. website. The referendum is set to run until Nov. 30.

Through 20 games this season, the Merritt Centennials look like a much different team than in years past. The team continues to lead the league in scoring, thanks in no small part to the emergence of Bradley Cocca and Mathieu Gosselin — both in their second year with the Centennials — and the addition of U.S.born Nick Granowicz in the pre-season. Last year’s squad relied heavily on the goaltender prowess of Austin Roden, who sported a .931 save percentage through 29 games last season. So far this season, Roden hasn’t quite lived up to those lofty stats, sporting a .885 save percentage in 14 games, while rookie Vincent Duplessis hovers at .899 in nine starts. Despite the struggles on the defensive end, the high-flying Cents continue to float on top of the Interior — a division where they finished fourth only a year ago. But some habits die hard — particularly

against the Penticton Vees. Going back to last season (when the Vees swept the season series against the Cents 6-0), the Cents have dropped nine straight games to their Interior rivals. Through three games this season against the Vees, the Cents have allowed 18 goals while scoring only six. The most recent shellacking came on Oct. 26, when the Vees handed the Cents a 6-1 loss at home. Only Rylan Van Unen managed to put one past Jack LaFontaine, who stopped 32 of 33 shots in net for the Vees. Despite their struggles on Friday, the Cents turned things around in time to salvage the weekend against the Victoria Grizzlies on Oct. 27. Cocca and Gosselin once again drove the bus offensively for the Cents, both players collecting two goals each. Nick Wicks, Michael Van Unen, Brady Ziemer and Granowicz had assists for the Cents, who prevailed 4-2 over the Island-leading

Grizzlies. Next up for the Cents will be a trip to Penticton on Nov. 2 to see if they can’t put an end to the nine-game skid. The Cents will be back at home the next evening for a date with the Alberni Valley Bulldogs. The Cents defeated the Bulldogs in their only other meeting this season, a 4-3 victory on the road. The game is the opener of a four-game homestand for Merritt.

It turns out some Panthers are as quick in the water as they are on the land. The Merritt Secondary School swim team took to the pool on Sunday at the Okanagan high school swim meet, putting together a number of top 10 finishes despite competing against older competition. The format of high school swim meets forces girls and boys of all ages to swim against one another, meaning Grade 8s must outrace Grade 12s to have a chance at moving on to the provincial meet. The top three swimmers in each event at the Okanagan meet qualify for the provincial championships, which are held from Nov. 16 to 17 in Richmond. With all team members who competed at the Okanagans in Grade 10 or younger, the Panthers program faced long odds in a

Contribute to the development of the Comprehensive Community Plan. Operational Management 1. Assist with monitoring and updating of the UNB Land Use Plan and develop land use policies as required. 3. Identify and make recommendations regarding sound environmental practices. 4.
