Washroom Working Group plans new locations

A handful of washrooms have been suggested to be added to public space within the City of Merritt.

lic washrooms in key identified areas; -Updating all media with public washroom locations and hours of operation, including at least one year-round facility; -Promote business participation in the GOHERE Washroom Access Program; -Issue business participation appreciation certificates; -Having staff research possible incentives to encourage small businesses to offer washroom access.

Public washrooms currently exist at several locations around town, including Lions Park, Central Park, Rotary Park, Baillie House and Voght Park. However, none of these are available 365 days per year, and only one park on the Merritt website is listed as having a public washroom, which means many of the public may not be aware of where the nearest washroom facility is located.

The Washroom Working Group presented their recommendations on locations for new toilets. Two were suggested at Spirit Square, two on City property across from Claybanks RV,

which could also incorporate picnic tables and be utilized by those on the connecting walking and biking trails. An additional washroom was suggested for Baillie House, Merritt’s Visitor Centre.

Also brought up was the problematic location of Exit 286. Although outside of the City of Merritt’s boundaries, the lack of facilities has created an issue for Merrittonians and residents of the surrounding TNRD areas.

“One of the other recommendations is that we work with Spayum Holdings because we know what a challenge 286 is right now with the washroom facilities,” said Councillor Luck.

“So, we’re looking at making a recommendation there.”

Ideally, this would include the installation of two temporary porta-potties that would be accessible all year, with staff working with the Provincial government in order to recoup maintenance costs.

he City of Merritt has long suffered from a lack of public washroom facilities which has impacted downtown revitalization, as well as tourism attraction and viability.

A Washroom Working Group, formed as part of the Economic Development Advisory Committee with Councillor Tony Luck as a City representative, presented a report to council at the special meeting of council on July 27.

According to the information presented, the lack of washrooms in the downtown core is consistently ranked amongst the top three issues which prevents people from enjoying the downtown.

A 2018 Tourism Asset Inventory Report stated that public washrooms would help “deliver a quality visitor experience”, and the City of Merritt’s Age Friendly Action Plan states that “safe and accessible public washrooms become more important as you age”.

Roger Brooks, a Tourism, Community Branding and Downtown Expert cited a lack of washroom facilities as hampering Merritt’s ability to establish regular programming, as residents and tourists expressed dissatisfaction at the lack of facilities, and also that the installation of one or more washrooms in central locations would promote pedestrian traffic, increase the average length of time spent in the downtown and also be a key economic driver.

The Washroom Working Group recommended that council adopt a comprehensive washroom plan and budget approximately $200,000 for the project in 2022, which would include: -Updating current facilities and wayfinding signage, with Councillor Luck suggesting that these incorporate Merritt’s official City colours and themes; -Adding five new, less expensive pub-

“I personally didn’t like the actual building itself; I think we can do better… I don’t want an outhouse there I want a decent looking washroom,” said Brown.

“These ones were the cheapest they could go, and I think we may not have to look at the cheap-

est.”

Councillor Adam Etchart questioned where the funding would come from as a previous grant that would have covered the costs was turned down.

City CAO Sean Smith suggested that council direct staff to create a report of costing, breaking down the various recommendations and projects and that funding could be determined from there.

The motion to have staff create this report addressing the Washroom Working Group recommendations was carried with none opposed.

After more than 15 years of bringing thought provoking, high quality films to Merrittonians, the Nicola Valley Film Society is hanging up its reels and closing the doors on their program.

Head organizer of the Society, Cathy Frizzell, said it is one of many casualties of the COVID-19 pandemic, which prevented social gatherings, including those in theatre settings, as well as a lack of volunteers.

“After 15 years and COVID challenges, the Board decided to dissolve the Society as there was no one willing to take it over,” said Frizzell.

“Cathy Starr and I both felt it was time to step away from the responsibilities of the Film Society.”

The Nicola Valley Film Society was officially dissolved on July 31 of this year.

Frizzell was inspired to screen films and connect Merrittonians with unique motion pictures following a similar initiative by the City of Merritt, which focused on children’s movies.

“Jason, who was head of Leisure Services for the City of Merritt had just started screening films for kids at the Civic Centre,” explained Frizzell.

“Because of no movie theatre here, we felt it was an opportunity to screen adult films which were Canadian and International and would provide a film opportunity for Merritt citizens without having to drive out of town to see a movie. We moved up to NVIT when it was completed as the Lecture Theatre had a DVD projector and much more comfortable seating, which proved to be very positive with our attendees.”

The first film screened by the Society was Hank Williams First Nation, in September of 2005. This was followed by Walk on Water, Saint Ralph, Sabah, Being Caribou, Harwood and Turtles Can Fly, which were equally well received.

Organizers tried to balance Canadian content with International films.

Frizzell was assisted in her mission to bring a Film Society to Merrittonians by other Interior Film Societies, such as Kamloops and Salmon Arm. Through a relationship with the Toronto Film Circuit, which works with over 150 film societies across the country, and countless volunteer hours, dozens of movies were brought to the NVIT lecture theatre.

Deborha Merrick who joined the Society in its final year, taking on the role of publicity and media contact, said the dissolution of the Society is a sad day for the Nicola Valley, and that the movie nights will surely be missed, although she understands the need for long time volunteers to take a step back.

“In the smaller communities how they’ve always run is through a lot of volunteer efforts,” said Merrick.

“Cathy is one of the people in our community who decided that she was going to do something, and her and her husband have done tremendous amounts of things in our community, for our people… and I think they did so much work, and they loved it, but at some point, I think younger people need to step up and take it on.”

Merrick knows, however, that volunteering is no small commitment, and recognizes that young people today face more stressors, often work more than one job, have less free time and are already spread thin, as opposed to retirees.

“They’re already stretched to the max.”

Nonetheless, there is a hope that someone will step forward and “take up the mantle”, with those who may be interested asked to contact Cathy Frizzell or Cathy Starr, who would be more than happy to help a new organizer get started.

“Hopefully the theatre will open up,” Merrick said, should no one step up to take over the Film Society.

“But the one thing I worry about is these are foreign films and really interesting, sometimes limited release films. So, you get to see stuff that’s a little bit more substantive than the Hollywood blockbusters. We’re also starting to get used to watching movies on TV, and our TVs are getting bigger,” Merrick continued.

“However, there is nothing, absolutely nothing as good as being in a very small town where you know a lot of the people in the audience, and laughing together with everybody. There truly is nothing better than that.”

ALBAS: Travel post-COVID

As my summer listening tour continues, one topic that I continue to hear being raised is regarding vaccine passports.

While I continue DAN ALBAS to hear opposition, VIEW FROM I am also increasTHE HILL ingly hearing from other citizens who are demanding the Federal Government announce a federal vaccine passport program.

Most have opposed the use of documents -- whether it is a called a ‘vaccination record’ or ‘passport’ domestically.

I should note that the decision to require citizens within Canada to use such documentation would be a provincial and not a federal one.

However, it becomes a federal matter when that travel is international.

It is a sovereign right of any country to establish under law who may enter their country and under what circumstances.

As a Member of Parliament, I believe Canada has the same sovereign right to admit or reject any admission under its own lawful authority and I believe Canadians strongly support that right.

It has been reported to me that some countries will only recognize mRNA vaccines manufactured by companies such as Pfizer and Moderna.

In other words, Canada will provide more flexibility on the list of approved vaccines to visitors than many other countries who have formerly announced guidelines to foreign visitors.

While a federal vaccine passport program has not yet been announced my question this week is as follows: When there is a federal vaccine passport program here in Canada, will you access it?

New committee needed for water use Editor, Water, water, water everywhere but nary a drop for your lawn.

If a person standing in Nicola Lake told you, “Hey, it’s a fourth stage drought here, so you cannot drink the water you are standing in”, I think you would say they needed to get some serious mental help. Yet this is what the DCS for the City of Merritt is attempting to tell the citizens of Merritt after hearing “The Ministry of Forests, Lands, Natural Resource Operations and Rural Development have informed the City of Merritt that we are now in Drought Level 4”.

He is relatively new to Merritt and may not realize that the City of Merritt is literally and physically afloat over three massive aquifers. The first is mere feet below the surface you are walking on. This has been known to all the Old Timers of Merritt and its original Aboriginal inhabitants. The water Granny Gray uses to water her garden and lawn is returned filtered to these aquifers merely days after her use of it. The filtering ability of our soil and aquifers is nothing short of miraculous when you think of the hundred or so years that city septic tanks have been draining into it, plus all the pollutants that were dumped on the ground by the City’s industries. Yet the water in our aquifers remains pristine in quality, and the provincial government only recently forced us to chlorinate our water for NO real reason. If you doubt me on this, I would suggest looking up the 2018 Water Golder Associates’ study, among many others.

That the City of Merritt has repeatedly not listened to its citizenry regarding the water situation comes as no surprise to all of us. However, the famage they have accomplished by not listening does. The Kengard Well is a prime example of this costly damage.

Now our DCS is not the sole one to blame in this water fiasco, as his boss CAO Sean Smith recently penned an article that contained this little gem just this year.

Q: Does Merritt have sufficient water in its aquifers to support growth?

A: Yes. Merritt is blessed to be built on top of three different aquifers, a position that puts us in a much better position than many other communities across the province. Even without any new infrastructure, existing wells in the Upper Merritt aquifer could readily support a much larger population than we currently have.”

YET WE CANNOT WATER OUR LAWNS!!??

Regardless of how misguided City staff members may or may not be, the ultimate responsibility falls on the Mayor and Council. This “New” Council has terminated garden water every year of their reign, even to be as cold-hearted as shutting the Water Park for small children who suffered so that year. No other Council has ever done this. Yet, they claim they listen. Yet, I and many others have been to numerous Council meetings requesting an Independent Water committee be formed. The Mayor herself promised this in 2019, then democracy ended. To date, no such committee has been created (but numerous subdivisions have been approved for non-Merritt citizens that take their profits away from Merritt). The Water Committee must be an independent committee formed by volunteers from Merritt reporting their findings to the Merritt Council. Not toy committees as created in the past, where staff and Council outnumbered committee members from the community.

he City of Merritt recently hired Stephanie Moore as the new Economic Recovery Advisor.

Funding for the position came from the Economic Trust of the Southern Interior through the Rural Business and Community Recovery Program.

The program has supported the hiring of 36 Business and Community Recovery Advisors throughout the Southern Interior of BC and is part of the Province’s StrongerBC Plan.

Moore was born and raised in Merritt and is enjoying being back, working and living, in her hometown.

“There’s a lot to love about Merritt, but people are our greatest asset,” said Moore. “It’s great to be in a city where

people really care and are working hard for their community.”

For the past eight months, Moore has been working part-time as the City’s Grants Coordinator seeking funding for everything from infrastructure projects to recreation programs.

In the role of Economic Recovery Advisor, Moore will be supporting the COVID-19 Economic Recovery initiatives that were launched last year, including the Buy Local campaign, Downtown Pedestrian Zone, City Centre beautification, outdoor patios, and outdoor display of goods. The main project focus over the one-year term will be the Economic Development Action Plan update.

Residents warned about mindful water use Merritt City staff provide some guidance to residents as to where watering restrictions stand during the recent drought.

Jake Courtepatte NEWSROOM@MERRITTHERALD.COM With Merritt under one of the harshest droughts in recent years, Merrittonians have recently been put on watering restrictions, limiting the ability to water outdoors.

City staff, including CAO Sean Smith, are looking to put residents doubts at ease about the situation - as well as clear up some questions.

“The overarching principle is that where possible, we encourage residents to practice mindful water use,” said Smith.

“While this should always be a guiding principle, it becomes especially important during periods of extreme drought.”

In Merritt, water consumption per person is approximately 2.5 times higher in the summer than in the winter. Most of the outdoor watering goes to residential lawns, so during restrictions, Smith said he sees this as a necessary sacrifice.

“We recognize that allowing lawns to go dormant is a major sacrifice for

residents, though this step has the single greatest impact on reducing overall water consumption in the summer. These restrictions support the health of our rivers and aquifers, which are not impervious to extreme drought.”

Smith added that he and City staff understand that there is quite a diverse opinion among Merrittonians as to the water supply.

“Some feel that these water restrictions are overdone, while others feel we should be doing more. Some feel that there should be no development or extremely limited development in the City until further water management projects are complete. There are those who would like to see improved water management practices implemented concurrently with development projects.”

In the future, the City will be looking to implement more xeriscaping, meaning creative landscaping to create water conservation, for lawns to play a more minor role in Merritt’s overall landscaping scheme.

Merritt has a new Notary Public following the retirement of Cherry Inglis, who served the community for years from her office on Nicola Avenue, the same location that is now home to Julia Trela.

Trela moved from North Delta, where she worked for another Notary for five years.

“I was finishing up my schooling and then I moved here to practice,” said Trela.

The process of becoming a Notary is less intensive than that to become a lawyer, but still requires a strong dedication to education and the letter of the law.

Prospective notaries must first complete a bachelor’s degree in a field of their choice, preferably something related, such as Business, Legal Studies or Criminal Justice.

You must graduate with at least a 3.0 GPA in order to qualify to apply to be a Notary.

Following this application, the Society of Notaries will perform an investigation into your education, finances and background, which includes a criminal record check.

Friends, neighbours and previous employers may be contacted and asked to provide letters of reference in regard to your character. This process may take up to one year to complete. If the results are satisfactory, you will be interviewed and ideally approved for the mandatory 18-month Master of Arts in Applied Legal Studies program at Simon Fraser University.

Upon completion of the SFU Program, which takes three years, six weeks of practical training is undertaken with the Society of Notaries, after which an individual is officially deemed a Notary Public.

Trela moved to Merritt in May, and officially took over Inglis’ office in July.

“I just got commissioned in May, and it’s hitting me now that I go home from work and finally, I can

just do whatever I want,” said Trela.

“I don’t have to keep working. I used to have hobbies before my Masters, I used to have a life,” she joked.

Now that she is settling into her new role, Trela and her husband, who is training to become a realtor with Re/Max Merritt, are looking forward to enjoying all of the outdoor recreation the Nicola Valley has to offer.

“I enjoy the outdoors, paddle boarding, that kind of thing,” said Trela.

“Biking, hiking, that’s part of the reason we moved here, it’s so outdoorsy.”

It first occurred to Trela that Merritt would be an ideal place to establish a practice when she crossed paths with Inglis at a Notary conference a few years ago and learned she was planning to retire.

“So, I reached

out, and that’s definitely a reason,” explained Trela of her choice.

Inglis was also willing to provide assistance as Trela took over the office, from the bigger picture of running a business single-handed to the smaller, every day details.

“It was ideal for me, because I wanted someone to be there while I transitioned into a practice, and she was here to help me out in the beginning, kind of give me tips,” Trela explained.

“Especially with a new town, and small town at that, there’s things like access to certain utilities or even office supplies. It was helpful even to be able to ask her, well where do you get your envelopes from?” Trela joked.

“It was good, she helped me transition in.”

“In the field that I’m permitted to practice in, I have the same powers as a lawyer, but I can’t do anything going to court, nothing contentious,” explained Trela.

I don’t do family law. Some people like to call it ‘Happy Law’.”

NURSERY/KINDERGARTEN TEACHER

The Coldwater Indian Band is seeking an individual to fill the Education Coordinator position. The Education Coordinator is responsible for the planning, administration and coordination of Coldwater Indian Band Education Programs and Services and reports to the Band Administrator. This position will be working from the Merritt Office.

Responsibilities and Duties Planning – Annual and Long-term Education Plan for Coldwater Indian Band, membership and as directed.

Human Resource – Supervises and valuates the performance of anyone with direct reporting relations to the Department when applicable.

Financial – Develops Education Program budgets in consultation with the Band Administrator and administers the budgets as approved by Chief and Council and all other associated duties.

Policy – Administers the approved Post-Secondary Education Policy.

Liaison and Representation – Participates as Ex-Officio when required on the Band School SAC; Represents the band in negotiating the Local Education Agreement; Attends School District 58 meetings where applicable; Liaises with Post-Secondary Institutions/Schools in support of the Coldwater Indian Band Education Policy and programs; Liaises with SD #58 re: L.E.A., F.N.A.C, and staff where applicable; Advocates for Coldwater students within School District 58 & students attending different PostSecondary Educational Institutions; Liaise with Indian Services Canada in support of the Coldwater Indian Band Education Department programs.

Post-Secondary Program Administration – Administers the Post-Secondary program as per Job Description.

General Education Administration – Administers all pertinent Education Program funding through Xyntax; Develop and maintain individual student confidential files; Maintains records of all Education programs, services and funding associated with this department; Keeps the Band Administrator informed of sensitive and important issues and events in relation to the operation of the Education Programs; etc.
