Local graduates have one more incentive to continue their studies close to home.

For the first time, Nicola Valley Institute of Technology (NVIT) announced it will cover first year tuition for all Grade 12 graduates from School District 58 through the Immediate Entry Secondary School Transition Bursary.

The bursary offers each student up to $2,525 for one year of study at NVIT and is aimed at reducing barriers to post-secondary education, said NVIT president Ken Tourand in a press release.

“Our local area has one of the lowest Grade 12 graduate immediate entry to post-secondary transition rates in the province – almost 17 per cent lower than the provincial norm,” he said. “We know cost and fears of failure and the unknown are often determining factors related to entering post-secondary studies.”

Students don’t have to look far for support, he went on to explain.

Local teacher embraces nature’s classroom Dara Hill THE MERRITT HERALD

It was no ordinary Monday for 10 Merritt Secondary School (MSS) students.

After two weeks in the classroom learning the theory components of fly fishing, the young adventurers were ready to take to Corbett Lake and put their new skills to the test.

The field trip was part of a semester-long outdoor education course at MSS, which Steve Soames has taught for the past six years.

He told the Herald the outing was a big success, noting almost everyone caught a fish and the whole crew had a good time. “[It was a] beautiful sunny day, you’re out on the lake fishing, bobbing around, catching big fish — they were pretty pumped,” he said.

The aim of the program is to foster an appreciation for the outdoors, and trips like these often set the stage, Soames said. He noted one of his students, a first-time fisher, had such a good time he bought a boat of his own following the excursion.

The Grade 10 course is aimed at getting students outside in a variety of ways, Soames said. Each semester he guides students through the core activities of hunting, fishing and survival, but they’ve also done archery, horseback riding, geocaching and gold panning, to name a few.

“I try to mix it up — it’s not all about hunting and fishing,” he said. “I’m always thinking, ‘How can we get them outside?’”

The Nicola Valley offers the perfect environment for the course, he added.

“If we lived in a city could we do all that?

‘No,’” he said.

He noted Corbett Lake Lodge provided his class with boats, motors and access to the lake all day for the fly fishing trip.

“That was a neat thing they did for us — access [to the lake], but also the resources,” he said. “And some of the

families stayed as long as they possibly could, and [the lodge] allowed that as well — so just a nice neighbourly thing.”

He shared his gratitude for Nicola Ranch as well, which has allowed him and his class access to two private lakes they stock.

“If I didn’t have, say Nicola Ranch I would have to find another

lake pretty much off the highway because a bus can’t do any backroading, and there are not that many places you can go to where you’re going to have a good lake and the kids are going to have success catching decent-sized fish,” he said. “If I have a place to do fly fishing and a place to do ice fishing it just enhances

The fate of the expert panel’s advice was set in February, before their report was even complete. Finance Minister Carole James pre-empted it by announcing that MSP was going to be phased out starting with a 50 per cent cut in January 2019 and elimination the next year. It will be replaced with a payroll tax called the “employers health tax” that will hammer largescale farmers and other businesses with substantial payroll costs.

The payroll tax lands on schools, hospitals and municipalities too, so your property taxes are likely going up. With raises being negotiated by public sector unions, who continue to get their MSP premiums covered, you’ll be paying.

The tax panel soldiered on and produced a final report in March, which was finally released and quietly rejected by the finance ministry two months later. Don’t feel too badly for these experts, however.

The panel, chaired by UVic economics professor Lindsay Tedds and including former finance minister Paul Ramsey and UBC law professor David Duff, billed just under $100,000 for their work.

The real scandal here isn’t the wasted money. It’s the experts’ suggestions that were tossed aside, apparently because they are seen as too politically risky.

You may have heard about one of them, extending provincial sales tax to soft drinks.

Mexico’s Bernie Sanders to take office Almost all the foreign coverage of next Sunday’s Mexican election focusses on the drug wars and the murder rate: 30,000 killed last year, and looking GWYNNE DYER to be even higher The international this year. But there STAGE are 127 million Mexicans, so it’s not really all that bad by Caribbean standards.

Mexico is not even in the top ten countries in terms of its murder rate, although seven out of those top ten are in the Caribbean: Honduras, Venezuela, Belize, El Salvador, Guatemala, Jamaica and Colombia. In fact, Mexico is ranked at number 20 worldwide, behind apparently safer countries like Brazil, Trinidad, the Dominican Republic and the Bahamas.

The Caribbean is a tough neighbourhood, but Mexico is actually one of its safer places.

So why is everybody, including the Mexicans themselves, obsessed with the local murder rate? It’s because the killings are so brazen and spectacular — and that is largely due to

the fact that so many of them are part of the incessant wars between the rival drug gangs.

‘Cartels’ is no longer the right word for these gangs: they have splintered into a multitude of rival organizations fighting to maintain or expand their access to the lucrative U.S. market. It’s a bloody business, but it’s not what the election is about — or at least not openly.

has little to say about the drug war, apart from vague talk about giving some criminals an amnesty. What he concentrates on is inequality.

Traditionally a far poorer place than the other big economies in Latin America, Brazil and Argentina, Mexico is now level-pegging with Brazil in per capita income, though still trailing Argentina.

Indeed, if you calculate it in PPP (purchasing power parity), Mexico is now even with Argentina and well ahead of Brazil. The problem is that the income (in all three countries) is so unevenly shared.

At least a third of Mexico’s people live in poverty, and if anything the inequality has become worse as the economy grew. Some of the slums around the big cities are such deprived and violent places that even ambulances will not go there at night. That is López Obrador’s priority: he will be Mexico’s first left-wing president.

His rivals paint him as a Chávez-style radical who will ruin the economy, but his record as mayor of Mexico City from 2000 to 2005 suggests a much more pragmatic politician: ‘Mexico’s Bernie Sanders,’ as some have called him. “No expropriations, no nationalizations,”

Work together on flood control

NDP rejects unpopular tax advice

Editor, The point of former mayor Susan Roline’s letter (‘No time to waste regarding flood mitigation,’ page 7, June 21) is well taken; but let’s not castigate our present council — yet. Ms. Roline has had her lengthy chance as mayor to initiate action to control the Nicola.

The result? Nothing.

A solution IS needed now.

Let our council (in conjunction with TNRD, government of B.C., and the federal government) immediately announce that they are initiating an engineering study, so that the results can be implemented this summer.

Not diking — control of the flow rate now. Please.

Drug demand in U.S. fuels carnage From Page 6 he pledges — but he does promise to address income disparity as no previous Mexican government has done.

It’s remarkable that Mexico had to wait so long for the emergence of a successful left-wing politician.

The 60-year stranglehold on power of the Institutional Revolutionary Party (PRI) — what it institutionalized was corruption — was broken in the 2000 election, but the winner was the National Action Party (PAN), a centre-right, business-friendly organization.

In 2006 PAN made the fatal mistake, at the behest of the United States, of launching the ‘war on drugs’. In the place of PRI’s policy of co-existence — you sell the drugs in the U.S., give us a share of the

profits, and we’ll leave you alone — it set out to smash the cartels.

It succeeded all too well. That’s when the murder rate took off, as the many fragments of the old cartels fought each other for market share.

As long as the demand is there in the U.S., the drug trade will thrive, but now there is also highly visible carnage in Mexico. Indeed, one of the reasons that PRI came back to power in 2012 was the horror Mexicans felt at the violence unleashed in their streets.

PRI did nothing to solve the problem, however, and it will be an also-ran in this election.

López Obrador’s government will be a very different proposition. It may or may not declare a ceasefire in the local drug war, but

it will certainly shake up the Mexican elites.

It will also annoy Washington greatly.

López Obrador is promising that all 50 Mexican consulates in the United States will help to defend migrants caught up in the American legal system.

“Trump and his advisers speak of the Mexicans the way Hitler and the Nazis referred to the Jews, just before undertaking the infamous persecution and the abominable extermination,” López Obrador wrote just after the Great Distractor’s election.

It’s quite likely that within a year the U.S. intelligence services will be tasked with the job of finding ways to bring him down.

They are a main source of the overdose of sugar self-administered by far too many of us, with consequences of obesity and diabetes. This would be a “health tax” that actually improves health, instead of this ill-considered payroll tax that the NDP government rushed into instead.

Soft drinks were exempted from B.C.’s seven-per-cent sales tax along with most other grocery items. This mistake could be corrected now, but politicians’ fear of sales tax increases is just too strong.

So you can imagine the reaction to another panel recommendation, to convert the PST into a “value added tax.” This is what the harmonized sales tax tried to do. It makes sales tax more fair to businesses that try to compete and create employment. But HST, for which I was a lonely voice in favour when it was imposed in B.C., remains a four-letter word.

With the U.S. steeply reducing business taxes, it would be great to have an adult discussion about tax reform and competitiveness, but we can’t.

Another proposal was to scrap or modify the home owner’s grant, introduced by Premier W.A.C. Bennett in 1957. Bennett sold it as relief from rising property taxes, which will rise more because of the “health” payroll tax on hospitals and the rest. But the HOG is now a sacred cow.

“The home owners grant is a regressive and unfair element of the tax system that could be significantly improved by making it income-tested and extending it to renters, which is an outstanding commitment of government,” the panel said in its report.

The finance ministry gave out a terse “background” statement on the report’s suggestions.

“It will be no surprise that a return to the HST is not on the table, and we are not considering a tax on sugary drinks or changes to the home owners grant at this time.”

LANDSLIDE VOTE PAVES WAY FOR COLLETTVILLE By a landslide margin, Collettville residents have agreed to become part of Merritt.

Of the 212 voters who cast their ballots during Saturday’s boundary extension referendum, 151 said yes while 58 declined the offer.

Three ballots were spoiled during the advance polling where 55 registered their vote. It was a different picture in Sunnyview.

Residents there gave an overwhelming no to boundary extension into the unincorporated area by a 30 no to three yes margin.

Collettville resident Carleen Shumard said the deal being thrown at Collettville was too good to refuse.

“There’s a lot of people who needed it,” Shumard said.

Councillors press local MLA for guidance Dara Hill THE MERRITT HERALD

Merritt city council has their sights set on reopening the former visitor centre at exit 286 and planning for future flooding in the valley.

At a special committee of the whole meeting on June 19, council identified the two issues as priorities heading into the Union of BC Municipalities (UBCM) conference in September and asked MLA Jackie Tegart for advice moving forward.

For Mayor Neil Menard, flood mitigation planning is paramount.

“Right now flooding is probably the biggest issue that we have before us. We want to make it very clear we are not waiting until we get to UBCM to start planning,” he said, noting council is working with a recently-formed, citizen-led flood mitigation group in town.

“We’re going to take it there, but we’re not waiting to get to UBCM to find dollars, to find avenues for what needs to be done,” he said.

When it comes to long-term flood planning, Tegart stressed working together is a step in the right direction.

“I think that everyone has a role to play,” she said. “We need a big table that talks about water, and not just about how we control freshet, but about how we help our farmers and ranchers who are growing our food, storage, water management, freshet runoff, all those kinds of things.”

Having already proposed a flood debriefing and planning session, as well as permanent structure on Voght Street via two notices of motion at the June 12 regular city council meeting, Coun.

Linda Brown said she’s looking for the next step.

Because there are so many different departments involved in this, but we want to put this all together.”

Tegart assured Brown funding opportunities are there, whether it be through

the BC Rural Dividend Fund or Emergency Management BC. “There are planning dollars in a number of different pots,” she said. “I would say planning for next year’s freshest needs to be discussed with any minister you talk to [at UBCM] who has anything to do with water.

One of things you need to get as a commitment from them is that they will direct their staff to be a part of that.”

Council to push for reopening of visitor centre When it comes to the former visitor centre at exit 286, members of council told Tegart they want to escape the blame game, have it kept clean, and — last but not least — see it reopen.

“The city has been blamed repeatedly for the closure of 286 — we did not,” said

Coun. Ginny Prowal.

“In fact this council fought really hard to keep that open.”

Coun. Diana Norgaard said she’s frustrated the provincial government put significant resources into the Loon Lake rest stop instead of the centre at exit 286, and added council needs the provincial government on their side to see their goals actualized.

Budgeting for postsecondary education is no easy feat, but local students are set to receive a boost.

Thanks to the Interior Savings Million Dollar Bursary program, 26 Merritt students will receive $1,000 each to help them put their best foot forward as they embark on, or continue, their post-secondary studies.

Of the 26 local recipients, 14 are Grade 12 students at Merritt Secondary School (MSS). The others may already be enrolled in postsecondary or are returning after a break from school, explained Corinne Johnson, Community

Engagement Manager of Interior Savings.

“We hope it makes affording post-secondary a bit easier — take some of the pressure off,” she said. “We believe that investment in education will go a long way and help them achieve whatever they want to achieve in life.”

Cheryl Fex, Secretary at MSS, told the Herald there’s been an increase from last year in the number of MSS students who received the grant.

“No matter what, any sort of money will always help the kids because everything is so expensive,” she said.

“Even nowadays for the kids to apply online for university, it costs them.”

This year, Interior Savings Credit Union

is awarding $640,000 in bursaries to students in the Thompson Okanagan area, according to a news release from the organization.

“We believe in local money for local good,” said Kathy Conway, CEO of Interior Savings. “What better way to create local good than to dedicate a portion of our profit sharing program to help our young members get a head start in life.”

Fex said she appreciates when youth are included in this reinvestment.

“It’s important, but I think it’s wonderful as well. We really appreciate, and the kids appreciate, when they win their bursaries and scholarships — it all helps,” she said.

Three Merritt RCMP officers rescued a woman from the Coldwater River during the storm on June 21.

For one local resident, crossing the Coldwater River during a torrential hail storm was easier said than done.

At approximately 4:30 p.m. on June 21, three RCMP officers responded to a call for a woman on a gravel bank unable to cross the river during the downpour.

The woman later told police she had been at the river with a friend, who had left but was planning to return.

The storm came first,

however, and she was left stranded.

“She was by herself which was probably the biggest concern,” RCMP Const. Tracy Dunsmore said. “The river was crossable but if you’re not comfortable or familiar with water then you shouldn’t be down there by yourself if you’re not able to get across.”

The female was attempting to find a spot that seemed safe to cross when a resident on Fir Avenue spotted her and called the RCMP, Dunsmore explained.

“[The caller] watched her trying to go to the different gravel bars so he called thinking she needed some help — which she did,” Dunsmore said.

“She was skeptical of where she could cross and with the hail and everything going on it was scary for her.”

RCMP officers, armed with a PFD and a throw rope, were able to cross the river and escort the woman back to safety without issue.

The woman was examined by BC Ambulance paramedics and did not suffer any injuries.

POLICE FILES Foreign fraudsters caught, family facing deportation Dara Hill THE MERRITT HERALD

Merritt RCMP arrested a group of travelling fraudsters — believed to be behind a series of thefts in the Merritt area — on June 21.

After receiving a call yesterday from a concerned citizen regarding a possible impaired driver, RCMP were led to a local hotel to investigate.

At the hotel they discovered the vehicle in question belonged

to a family of wanted criminals linked to organized crime in Eastern Europe, dubbed the ‘Roma Crime Group.’

The person who called in about the drunk driver was instrumental in tracking down the troupe, Staff Sgt. Lorne Wood explained.

“Once we figured out who they were and had a look at some intel bulletins that went out with pictures, we put two and two together and were able to get the two main ring leaders,”

he said.

The pair already had Canada-wide arrest warrants related to their immigration status, Wood explained, while other family members who were detained also had arrest warrants pending for similar issues.

Wood said he’s confident Merritonians no longer have cause for concern.

“I think this arrest last night was the majority of them or maybe everybody that was left in the group,”

he said.

The Canada Border Service Agency and the Provincial Ministry of Children and Families have been enlisted to deal with the family as they are being transported to Vancouver for deportation hearings, Wood said.

“The Canada Board of Services Agency is taking custody of [the kids] and dealing with that side of things – getting them out of the country, sent back to Eastern Europe,” he said.

Local thief arrested Dara Hill THE MERRITT HERALD

Merritt RCMP have arrested a man for stealing copper wire from a local business over the weekend.

Staff Sgt. Lorne Wood confirmed security footage revealed the suspect climbing the fenced compound and stealing copper wire from a business on Coutlee Avenue.

“Investigators reviewed the video, noticed the suspect and while they could not see his face, they noted clothing and other

descriptors,” he said.

“One of the members thought it might be a local guy that was known to police. They tracked him down, and sure enough he was wearing the exact same clothing and shoes.”

Following the investigation the property was recovered and returned to the business, Wood said.

The local male is in his 50s and is well known to police, according to Wood.

He now faces charges of breaking and entering and theft under $5,000.

Missing girl found safe A 15-year-old Merritt girl who was reported missing on June 23 was located in Edmonton, Alta.

“We had a call from the Edmonton Children and Family Services this morning and they

have Taylor [Shackelly] safely in their care,” Const. Tracy Dunsmore wrote in an email to the Herald.

The teen had left a note indicating that she could be travelling to Toronto.

At least some retail marijuana stores will be ready to open in B.C. on Oct. 17, when recreational sales become legal under federal law, Public Safety Minister Mike Farnworth says.

Farnworth wasn’t able to say how many private and public stores will be opening in B.C. as a result of federal legalization that passed into law last week, because both private and provincially owned stores must apply for provincial and local approval first.

“I don’t know the exact number of applications that we’ve received yet,” Farnworth said in an interview. “I know

there was considerable interest.

Gustavo, Camper from Vancouver, BC Gustavo was thrilled at the opportunity to attend the Tim Horton Children’s Ranch in Kananaskis, Alberta. While he had always been passionate about the arts, he was eager to explore other activities outside his comfort zone.

Be it hiking or rafting, he discovered exciting new activities he’d never tried before. And by pushing his boundaries, he also developed a passion for helping others do the same. Now whether he’s doing volunteer work for students with disabilities, sharing his passion for art with his peers, or advocating for LGBTAQ+ issues, Gustavo has the courage to be the change he wants to see in his community.

First Nations team to feature Merrittonians Cole Wagner THE MERRITT HERALD

When the B.C. Summer Games kick off in Cowichan on July 19, the wealth of lacrosse talent in the Nicola Valley will be on display for the rest of the province.

But while five members of the Nicola Valley lacrosse community will be attending the games, not everyone will be playing for the same team.

Brothers Clinton and Connor Kaboni will be suiting up for the all-indigenous team filling in for a vacant zone seven (North West). The Kaboni brothers will be coached by their dad, Wayne, while another local — Bernard ‘Buzz’ Manuel — will be serving as the assistant coach for the squad.

Meanwhile, fresh off a season where he was the leading scorer for the Nicola Valley Thunder’s midget team, Bill Brewer will be representing the Interior as a member of the zone two team (ThompsonOkanagan).

opportunity to be a part of the first ever allindigenous team fielded in box lacrosse at the B.C. Games was one the group wasn’t about to pass up.

The team will consist of indigenous players and staff recruited from across the province, said Manuel.

In prior B.C.

Summer Games tournaments, zone seven has been unable to field a box lacrosse team, he explained. This year, instead of allowing the host zone to enter two teams, the B.C. Games Society opted to create a slot for an all-indigenous team.

Manuel himself was at the forefront of

the push to include an all-indigenous squad, through his work with the Indigenous Sport, Physical Activity and Recreation Council, said Wayne.

“It’s been a long time coming,” said Manuel.

The Kaboni brothers, 16-year-old Clinton and 15-year-old Connor, are two of five players

from the Interior on the team, Wayne said.

“I’m pretty excited, I like our team,” said Connor, likening the squad to the Jamaican bobsled team. “People are happy to see us there and we’re just there to have fun.”

“The goal for us is to make it a success so that kids can aspire to

be a part of this time the next year and the following year,” said Wayne.

Though the Kaboni brothers and Brewer have played together for years in the Nicola Valley Minor Lacrosse Association, there will be no going easy against each other should the two zone teams meet

at the B.C. Summer Games.

“On the floor, everything changes. They’re competitive,” said Wayne. “Off the floor, they’re friends again.”

For Brewer, the first step towards a strong finish at the games will be to acclimatize to playing with new teammates, he said.

“I don’t know how the rest of my team plays too much,” said Brewer. “But I played against them this year, so I kind of have an idea.”

The zone two team is expected to be among the stronger teams in the midget-age tournament, according to Wayne. But Brewer wasn’t ready to play the prediction game before heading off to Cowichan.

“I think we’ll do fairly well. I don’t know what the other teams look like,” he said.

The B.C. Summer Games are set to kick off on July 19 in Cowichan. The Nicola Valley will be sending a 12-person delegation to the games, including athletes, parent supervisors and coaches.

There might not be an official U16 boys softball team Merritt, but there is no shortage of talented ball players.

Two Merritt players who found themselves without a team to play for in the Nicola Valley this year have been making the long trip up to Kamloops multiple times per week in order to continue with their sport.

But the travel time seems to have paid off, as both boys were selected to play on the zone two team at the upcoming B.C. Summer Games, alongside competitiors from around the Thompson-Okanagan region.

It’s an exciting opportunity to play with a brand new team, said Loewen, who has only been playing the sport for three seasons.

“Other than Stuart, as soon as I got to that field everyone was new,” said Loewen.

Despite shifting around the infield throughout his first two seasons, Loewen said he’s found a home at second base.

“That’s my go-to,” he explained.

One challenge for the zone two team will be adjusting to each other’s playstyles, as the group has yet to get together for an official practice.

“It is hard because to play in this zone they are coming from Merritt, Barriere, Kamloops,

Chase...” said Loewen’s mom, Jody.

“I have no idea who I’m meeting, what their skills are or their traits,” said Loewen. “Once we get a practice in, I’ll better understand how the ball game will be played out.”

Loewen and Brown will have a busy schedule in the lead up to the games, which are set for July 19 to 22. Their Kamloopsbased club team will be headed to provincials in Smithers on July 6, 7 and 8, before shipping off to Cowichan in two weeks time.

But Loewen is eager to take it all in.

“It’s just the experience — being scouted, getting to go to Vancouver Island,” he said.

One ambitious group rolled through Merritt on June 25 as part of their cross-Canada spin to fight pancreatic cancer.

The 6,100 kilometre “Coast to Cause”

trek began on June 24 in Vancouver, and the cyclists are scheduled to arrive home in Rimouski, Que. on Aug. 5.

The cause hits close home for the Collins, as two of their family members died this past year from pancreatic

cancer.

“We wish to make a difference for those inflicted by the disease and their families,” Team leader Josée Dubé wrote on their website. “We thoroughly believe that research can make a difference and change the prognostic.”

Every year, daring riders from across the province take off from Merritt as part of a 1000+ kilometre race across southeast British Columbia.

This year, Merrittonians will be able to cheer on one of their own at the Grand Depart on June 30.

Darch Oborne, a local mountain biking enthusiast and member of the Merritt Mountain Biking Association,

will be tackling the B.C. Epic 1000 for the first time.

Oborne’s journey will take him from Merritt to Fernie, covering 1,066 kilometres and 11,600 metres of elevation changes. The race is a solo endeavour — there are no support teams, official trail markers or resupply stations.

The Grand Depart is set for 7 a.m. on June 30 from Breathe Bikes.
