Rollover sends five to hospital

The closure of the northbound lanes of the Coquihalla Highway led to the discovery of the body of a 27-year-old indigenous woman on July 22.

“She’s, I would say, a 27-year-old lady from the Northwest Territories who relocated to B.C.,” said Merritt RCMP Staff Sgt. Lorne Wood.

The body was discovered while northbound traffic was stopped near the Mine Creek Road exit due to a motor vehicle collision on Sunday evening. A motorist decided to go for a walk and discovered the female in the ditch near the highway.

Merritt RCMP Staff Sgt. Lorne Wood said it is unclear how long the woman had been there.

She did not appear to have been struck by a vehicle or have any serious injuries, he said.

“Right now there are no signs of foul play but we are still treating it as such until the coroner completes an autopsy and we can hopefully come up with a cause of death,” he said. “It’s sort of a catch22. There’s nothing right now to point to it being suspicious but at the same time given where she was found and the circumstances in which she was found and that it does make it suspicious until we rule out a cause of death.”

The woman was not reported missing prior to her death, according to Wood.

“We will be notifying next of kin. A lot of people are calling in saying their daughter or niece is missing, so this is our way of letting people know we have identified her,” he said.

Five people were admitted to the hospital following a rollover collision on Highway 5 south of Merritt Sunday evening at approximately 5:00 p.m.

One person was air lifted to hospital in critical condition, according to the BC Ambulance Service, and four others were transported in stable condition by ground ambulance.

The driver of the vehicle appeared to have been asleep at the wheel, Wood told the Herald.

RCMP considering charges for U-turn While crews attended to the rollover south of Merritt, a lumber truck driver was struck by another vehicle on Highway 5 between Merritt and

Kamloops.

The crash occurred when one truck attempted an illegal U-turn just after 5:00 p.m. on Sunday evening.

Merritt RCMP Staff Sgt. Lorne Wood confirmed the crash took place approximately

nine kilometres north of Merritt, and did not result in any major injuries.

“A lumber truck up near Helmer [Interchange] decided to use one of the emergency turnarounds to come back to Merritt and in doing so ended up being struck by another

tanker truck causing some damage to both vehicles,” he said. “The highway was closed down for a bit while everything was cleaned up.”

According to Wood, RCMP are considering charges for the driver who attempted the U-turn.

Committee urges action on flood mitigation Dara Hill THE MERRITT HERALD

With the goal of repairing local river corridors in mind, a group of Merritt residents continue to lobby city council to take action on flood mitigation in the Nicola Valley.

The Merritt Rivers Riparian Rehabilitation Committee, spearheaded

by Nic Beers, presented a collection of ideas to address Merritt’s flooding issues at a special committee of the whole meeting on July 17.

Equipped with 60 years of experience living in Merritt and a passion for the local rivers, Beers encouraged council to consider caring for the floodplain a top priority and stressed the importance of repairing the river system in the Nicola Valley.

“I have spent my whole life on the river, that’s why I’m so passionate,” he said. “I do not believe the majority of people are as environmentally aware as they

should be.”

Beers then proposed an educational tool such as a brochure be made, in partnership with the city, to explain what the riparian area is and its significance.

“I would personally present [the brochure] to every person living on the river in Merritt,”

he said.

Current goals of the committee — now comprised of approximately 25 members — include implementing a permanent retaining wall on Voght Street, ensuring emergency services retain access during flooding, and overall river repair.

The committee’s presentation stressed the importance of addressing Nicola River flooding, Claybanks erosion disaster potential, riparian repair efforts such as planting trees and grasses, and fostering the return of salmon spawning. Beers also outlined options to

Unions back in business Premier John Horgan has followed through on his March promise to return TOM FLETCHER B.C.’s B.C. major public VIEWS infrastructure projects to a “closed shop” for selected international trade unions, many of which are headquartered in the U.S. This old-is-new policy applies first to the replacement of the Pattullo Bridge between New Westminster and Surrey, and then to widening the Trans-Canada Highway from Kamloops to the Alberta border.

This is the latest move in a labour power struggle has been raging for most of my adult life, notably with the showdown over Expo 86 construction and bringing in Hyundai Corp. to pair with a non-union contractor to build the Alex Fraser Bridge.

Christy Clark picked up the torch lit by then-premier Bill Bennett in the 1980s, pushing through the Site C project as the first B.C. Hydro dam to be built as an open-shop site. This was much to the dismay of the B.C. and Yukon Building Trades Council, a group restricted to branch offices of international unions, which signed on reluctantly to share the Site C work site with non-union companies and non-affiliated unions that it views with contempt.

Horgan has now proclaimed the return of the “project labour agreement” for public construction, in which the old-school unions agree not to strike in exchange for a monopoly on the site. (How old-school? They have names like International Brotherhood of Boilermakers, Iron Shipbuilders, Blacksmiths, Forgers and Helpers Lodge 359.)

To ensure peace, democracy must fail “I am as soft as wool. I am a very soft person in life,” Emmerson Dambudzo Mnangagwa told the BBC in a recent interview, but his nickname GWYNNE DYER is ‘The Crocodile.’

It was ‘ED’ (as he is understandably known for short) whose dismissal as vicepresident last year triggered the military coup that finally forced the resignation of Robert Mugabe, the elderly and authoritarian president whose 37-year rule had ruined the country economically. Mnangagwa emerged from that as the interim president of Zimbabwe, and this election was supposed to put the seal of legitimacy on his rule.

It seemed an easy win because the main opposition party, the Movement for Democratic Change (MDC), is an alliance of

seven smaller parties, and the MDC’s founder and leader for almost two decades died in February. But it isn’t turning out like that at all. Three months ago Mnangagwa led the new MDC leader, Nelson Chamisa, by 11 points in the opinion polls, but by last week his lead had shrunk to only 3 per cent.

Many people are still afraid to reveal their true voting intentions due to their ingrained fear of the ruling Zanu-PF Party’s frequent use of deadly violence against opposition supporters in the past, so Chamisa could even come in ahead of Mnangagwa in next Monday’s vote. But there are 23 presidential candidates in this round, and unless Chamisa gets more than half the votes that would mean a second, run-off election between the two.

The ruling Zanu-PF party has largely abstained from violence this time, but if it knew it was likely to lose the presidency in the second round the gloves might come off.

The army’s senior officers, all Zanu-PF members, count on Mnangagwa to maintain their privileged status in a relatively poor country, and his past record contains a great deal of violence.

national security minister during Zanu-PF’s war against a rival independence movement in the 1980s, during which thousands were killed and tens of thousands tortured.

So he’s probably not afraid to use force again, and neither are his generals. But the army’s junior officers might not follow them, since they are not getting rich out of the current arrangement.

It could get very messy, and many Zimbabweans hope for a coalition government after the first round in which Mnangagwa narrowly wins the presidency but gives experienced MDC leaders most of the powerful ministries.

That might work well, since Mnangagwa could be a good president so long as his power and wealth were safe. His campaign focuses firmly on fixing the economy, which is in desperate need of repair, and he argues, quite plausibly, that if only the country could show that it was stable then foreign investment would flood in.

Mugabe ruined the economy — at one point the GDP was down by half — and even now Zimbabweans are 15 per cent poorer than they were in 1980.

Zimbabwe full of restless potential From Page 6 Millions have left the country seeking work elsewhere (mostly in South Africa). But it is rich in resources, and it has one of Africa’s best-educated populations: more than two-thirds of Zimbabweans aged 15-49 have attended secondary school.

So it really could attract the investment if it emerged from all this as a stable, democratic country — but the paradox is that it might be less stable under a genuinely democratic government led by Nelson Chamisa. The threat of military intervention would be ever-present.

Yet it is actually possible that Chamisa could win over 50 per cent of the votes and become president in the first round.

The unknown factor is the youth

vote. Zimbabwe is a young country, with almost half the registered voters under 35, and they have never voted in a free and fair election before.

Almost all of them, even the poorest, have mobile phones. They also have a reasonably good education, and they face a staggeringly high unemployment rate.

So are these ambitious, frustrated young men and women more likely vote for dour, 75-year-old Emmerson Mnangagwa, who bears the stains of almost every crime committed in Mugabe’s long rule, or for a quickwitted, humorous, 40-year-old newcomer called Nelson Chamisa? Stay tuned.

My wage of $10.50 an hour, time and a half for overtime, was decent money back then, but I looked with envy at the much higher wages and perks of my friends who got on with provincial highway jobs.

I was disturbed to learn that one way to get these privileged jobs was to locate a certain union business agent, slip him an envelope with $500 cash inside, and get “name requested” to jump over those with greater seniority waiting on the union

The pilot of the plane that crashed at the Merritt Municipal Airport, Saunders Field, has been released from hospital and sent home, according to a hospital spokesman this morning.

A Cessna 172 plane crashed about 9:07 on Saturday, July 22, while attempting to land at the Merritt airstrip.

The pilot and lone occupant, Lambertus Nicollas Lambregts, 48 years of age, of Tata Creek, B.C. (near Cranbrook) sustained facial lacerations in the crash.

He was taken to the Nicola Valley General Hospital where he was treated, and was released a couple of days ago. The plane was extensively damaged, however, and following the crash, it came to rest off the west end of the runway.

Merritt passes on first round of flood funds Dara Hill THE MERRITT HERALD

The B.C. government, in partnership with the Union of B.C. Municipalities (UBCM), announced first wave of communities receiving the flood mitigation grants for this year — and Merritt isn’t on the list.

The grant, dubbed the Community Emergency Preparedness Fund (CEPF), provides grants for communities to perform flood risk assessments, mapping and mitigation planning. The program also provides funds for emergency social services, emergency operations centres and training, and structural mitigation projects.

Merritt did not have the required project plans in place to apply for CEPF funding before last year’s deadline, said Sheila Thiessen, the city’s director of finance and IT. “To apply for flood mitigation funding, a defined project with design etc. needed to be prepared,” she wrote in an email to the Herald.

At the June 26 regular meeting, council voted in favour of the city’s environmental committee recommendation that city staff research a grant for the completion of flood risk assessment, flood mapping and flood mitigation planning through the CEPF.

A comprehensive study is needed to develop a plan for the entire city, said environmental committee member Coun. Ginny Prowal.

“You can’t just attack one area of flooding, because it can have a ripple effect downstream,” she said.

“That’s a big issue. I realize people want to protect what is there’s, but we have to protect the whole city.”

Linda Brown to implement a concrete structure on Voght Street to prevent future flooding, councillors cited their concerns that targeting one area for flood mitigation could serve to shift the problem elsewhere.

The motion was defeated at the June 26

city council meeting, four votes to three.

“I would very much like to see this suggestion as part of an overall plan,” said Coun.

Kurt Christopherson at the meeting. “I don’t want to do piecemeal work that may cause more problems than it solves.”

An overall plan of attack for1x2 flood mitigation is what Mayor Neil Menard is after, as well.

“We want to meet with the minister responsible, so if there’s moneys available for us to do something we’re going to apply everywhere we can, we just haven’t taken that step yet.”

The second intake of the CEPF grant applications is now open, according to Rebecca Bishop, program officer with UBCM. The maximum amount that can be received is $150,000, and the deadline to apply for the flood risk assessment, mapping and mitigation fund is Feb. 22, 2019.

How is N’kwala different from the public school?

• Students are coached, supported and are able to receive mastery in both Reading and Math. To receive mastery, students must receive a minimum of 80% on tests. Mastery is the goal for all students.

• All students from Kindergarten to Grade 12 receive Nsyilxcen daily.

Is the Okanagan language taught?

Way’ (Yes), the students receive 40-45 minutes of Nsyilxcen per day. The Nsyilxcen program also includes culture; students experience and learn about harvesting/gathering food, traditional sites, place names, history, etc. during language and other subject areas from K – Gr 12.

How do I know N’kwala provides quality education?

N’kwala School is assessed by the First Nations Schools Association and by the Ministry of Education – Independent Schools.

The First Nations Schools Association Assessment and Certification Process is a five year cycle. N’kwala School’s last assessment was completed April 2016 with certification granted.

The review included “all aspects of school operations, including student achievement data and other outcome measures, survey students, parents, school staff, and other community members to measure their satisfaction with the school’s programs.” Based on the results N’kwala developed a 5 Year School Growth Plan. FNSA supported N’kwala to ensure the Assessment was accurate and precise; plus, FNSA provided support to monitor and implement the School Growth Plan.

The Ministry of Education – Independent School’s external evaluation and inspections are conducted at least every 6 years and every two years a monitoring inspection. N’kwala School’s last external evaluation was 2017; certification was granted June, 2017. The MOE(IS) evaluation and inspections ensures that N’kwala School meets and maintains “the legislated standards and requirements for their certificate of group classification under the Independent Schools Act”. N’kwala School is classified as Group 2.

Can my child receive the Certificate of Graduation (Dogwood Diploma)?

Yes, N’kwala is certified and is able to grant the Dogwood once a student has completed the Graduation Program Requirements.

There have been students who have transferred from the public school system on the ‘Evergreen Certificate’. The Evergreen Certificate celebrates the completion of goals met on an educational program (IEP). With the support of the staff and parents, some students have transitioned from the Evergreen to the Dogwood and have completed all grade 12 requirements and graduated with the Dogwood.

Are the teachers certified?

Yes, all teachers must have at least a Bachelor of Education degree. The language teacher must have at least the DSTC Certificate (Developmental Standard Teaching Certificate). All teachers must have a current BC Teaching Certificate with the BC Ministry of Education.

Is N’kwala School able to provide a variety of Grade 10-12 courses?

Yes, the high school teacher(s) instruct a variety of Grade 10-12 courses; plus, N’kwala is part of the FNESC-Connected Classrooms.

Through Connected Classrooms, students are able to complete a variety of courses including Math 10, Math 11 (Workplace), Science 10, Physics 11, Biology 11 and 12. English First Peoples 11 and 12, and Pre-Calculus 11. In addition, students receive in-class support.

Courses are provided depending upon student need for graduation requirements.

How does N’kwala School meet my child’s special needs?

In addition to support provided by N’kwala staff, FNESC (First Nations Education Steering Committee) provides intensive educational support for students. Depending on the need, students may have Smart Goals or an IEP (Individual Education Plan); these are monitored to ensure students are receiving support to meet the goals as required.

What are the steps to register my child(ren) at N’kwala?

Registration forms are available at the Upper Nicola Band office (250-350-3342) and N’kwala School (250-350-3370). When you register your child(ren), you must provide documentation that verifies their age (Certificate of Birth). The principal is responsible for the decision on the admission of students.

A teenager from Merritt is set to see a show of support from her home town.

Jordyn Tolles is a 19-year-old from the Nicola Valley, but she’s spent the past few months in Vancouver battling sarcoma cancer — for the second time.

Local resident Desiree Ellefson has known Tolles and her mother, Deb Tolles, for years. She wanted to do something to keep the pair together during Tolles’ treatment, she explained, so she decided to initiate a fundraiser to help the mother afford to be on the coast with her daughter.

Ellefson said she got the support she needed from the community, and the fundraiser is set for Sunday, July 29 from 1:00 p.m. to 10:00 p.m. at the Aberdeen Inn pub in Lower Nicola.

Featuring B.C.based musician Myles Murphy, Ellefson told the Herald the event will be a fun way to support the family in need. Those who have

Otters sink competition at Okanagan meets Cole Wagner THE MERRITT HERALD

The Merritt Otters swim team continue to rack up the medals at meets around the Okanagan region as they prepare for the upcoming regional championships, set for early August.

The swim team travelled to Revelstoke on July 7 and 8, a week after being crowned the overall points champions at their home meet.

“This meet was right after challenge week and the kids were tired going into the meet. However, they all stepped up to the plate and had impressive performances,” said Otters coach Lauren Swistak. “Oriel Hale, Gavyn Black and Avery Starrs the youngest members of the Otters were fierce competitors in all their races.

Brayden Black, Brayden Antoine-Peters, Nate Ware and Jayda Starrs had a handful of best times and were competitive throughout.”

The meet offered local swimmers the chance to see new competition, as a number of competitors from outside the Okanagan region attended the two-day meet.

“There were a lot of impressive individual races but I was more impressed with how the team stepped up overall after the tough week,” said Otters head coach Gabe Lee. “We had 20 swimmers in a 300 person meet so to be hovering around the top teams like that makes it obvious why coaching these kids is such a pleasure, they’re all very tough.”

Despite the large number of swimmers at the meet, a few Otters came away with aggregate awards, recognizing swimmers who accumulated the most points via placements

Koren Lefebvre collected the aggregate in the division eight women’s category, while Isaac and Paige Asselstine picked up silvers in division three and four respectively.

Evi Slanzi finished third, picking up the bronze aggregate in division two girls.

Coming off of the Revelstoke meet, the Otters had a week to recuperate before shipping off to Golden on July 14 and 15.

A small but powerful contingent of Otters attended the competition, earning a number of top three finishes along the way.

“The Otters brought nine total athletes to Golden where it was also their first prelims and finals meet. It was small in numbers but competitive at the top end,” said Lee. Merritt’s Delbert Black finished first in all four of his events en route to earning the division five boys aggregate award.

Black competed in the meet alongside his two younger brothers, Gavyn and Brayden Black.

“The Black brothers did very well. Gavyn and Brayden were finalists throughout the meet. Brayden came first in the 50 free and placed third overall in his division’s aggregates,” said Swistak.

“Gavyn Black, six, came fourth in the 100 free [racing] against competitors seven to nine years old. I was very impressed with

their performances and it is looking promising heading into the last stretch of the season.”

The Asselstine siblings, Paige and Isaac, picked up where they left off in Revelstoke, dominating the podium across their events in Golden.

Isaac placed first in all four of his events, while Paige picked up the gold in 200 IM and 100 breast, finishing second in 50 fly and 100 free.

“The standout swim was Paige Asselstine’s

200 IM where she out touched one of the top three swimmers in the province by 0.02 seconds to win the event,” said Lee. In the division seven women’s category, Laura Lefebvre earned silver in 100 fly, 100 back and 100 breast and gold in 50 fly. Her results put her in second place for the aggregate standings.

The team competed

in Kelowna on July 21 and 22 (results unavailable before press time), and will be travelling to Salmon Arm on July 28 and 29.

Okanagan regional championships are set for Aug. 4 and 5 in Kamloops, where the top three swimmers in each event will qualify to compete at provincial championships in Surrey, slated for Aug. 16 to 19.

Mr. Percy Heyes, longtime resident of North Vancouver, passed away peacefully on July 13th, 2018 in Merritt BC. Born in Dysart Sask. on September 24, 1923, he was predeceased by his loving wife June, after 63 years of marriage, on January 29, 2012. He is survived by his son Glenn (Emma), and Grandsons Hugo, Rupert and Linus.

Percy served in WW2 in the R.C.A.F as a Lancaster Pilot and in the Reserve Pilot Training Command until 1958. A longtime member of Vimy Lodge A.F.& A.M., Vancouver Board of Trade and Terminal City Club, he retired in 1982 after 35 years with the TD Financial Group.

A family service was held on July 20th at the family plot in Pine Ridge Cemetery, Merritt BC. Arrangements entrusted to Merritt Funeral Chapel.

It is with broken hearts that we announce the passing of Leslie J. Martin, our husband, dad and hubba, on July 14, 2018.

Leslie enjoyed spending WLPH ZLWK IDPLO\ DQG IULHQGV ÀVKLQJ FDPSLQJ snowmobiling and quadding.

He leaves behind his wife Gerri, son Darryn (Crystal) and grandchild Emma, siblings Geri, Randy (Vicky), Shirley (Dale) and Jim, as well as many other family and friends.

Predeceased by brother Gilbert, brother in law Tom and sister in law Mary.

Leslie will be sadly missed.

It is with sadness that our family announces the passing of Henk Groenevelt on July 13, 2018 in Merritt BC. Henk was 93 years old at the time of his passing.

Born on Nov. 7, 1924 in Haarlem, Netherlands, he immigrated to Canada in 1957 with his wife Pat and two children, Theo and Yvonne, landing in Vancouver where daughter Diana was born in 1961.

Henk was hired at Lornex Mine in Dec. 1971 (Teck Highland Valley Copper now) working as a Security Guard/First Aid Attendant. In June 1972 he relocated his family to Logan Lake where he was actively involved in various groups, clubs and organizations. Henk was one of the founding members of the Logan Lake Lions Club in 1973 and received a Lifetime Member Achievement for his dedication and loyalty to the club. Henk retired from Highland Valley Copper in 1989, enjoyed his stamp collection and continued to be actively involved in the community in Logan Lake.

Henk also was well known as our resident clown “Bobo� for many years. Bobo was active with many events and activities; one was being invited to the Variety Club Telethon. Bobo is still remembered today with many smiles and lots of memories.

Henk was predeceased by his wife Pat in Dec. 2011. He is survived by his oldest son Theo (Teresa) of Calgary, daughter Yvonne (Steve) of Dubai, youngest daughter Diana (Morley) of Logan Lake, as well as numerous nieces, nephews, grandchildren and great-grandchildren.

A Memorial Service and Celebration of Henk’s Life will be held on Saturday Aug. 4th, 2018 in the Logan Lake Community Church. Margaret Johanna Dougall Margaret Johanna Dougall passed away on June 27th, 2018 at the age of 90. Known as “Bunkyâ€? to family and close friends she was given the nickname as a baby. The youngest RI Ă€YH VLVWHUV DQG RQH EURWKHU VKH HDUQHG the nickname when older brother Burton learned it was another girl and said, “Well that’s the Bunks.â€? She had a keen, cutting way of observing the world, a sharp wit and a delicious sense of humor. She was an avid reader, a quilter and crafter.

Margaret had a successful career at the Bank of Montreal and volunteered for many years as a Guide Leader.

She is predeceased by her husband George and survived by her four children Shirley Sauviat, Robin (Herb) Langin, Ian (Kathy) Dougall, Morley (Gayle) Dougall, seven grandchildren and seven great-grandchildren.
