Police asked to patrol for loiterers Michael Potestio THE MERRITT HERALD

The City of Merritt wants local police to keep a watchful eye on the downtown.

At Tuesday’s (Dec. 12) police committee meeting, members of council asked RCMP representative Cpl. Derrick Francis to ensure police deal with loitering issues, specifically along Quilchena Avenue between the Adelphi and the Coldwater Hotel, Spirit Square, a walkway behind the Railyard and the shores of the Coldwater River.

Merritt Mayor Neil Menard said people often loiter at various spots along Quilchena Avenue as well as Spirit Square.

“We need to start paying more attention to that,” Menard said in the meeting, noting that the Christmas tree at Spirit Square was vandalized a few days ago.

He also pointed out people congregating in the parking lot behind the RBC Bank.

Cpl. Francis said the local RCMP detachment is aware of the loitering and has discussed the issue, but ultimately has no authority to force people to move along unless they’re breaking the law or causing a disturbance.

“You have the freedom of movement anywhere in Canada — it’s a right we have,” Francis explained to the committee. “If they’re drinking, obviously then we have something, if they’re swearing at people we’ve got cause of disturbance by swearing — then it’s no problem.”

Francis said Merritt RCMP has looked into some loitering bylaws enacted by other communities,

but those were struck down by the courts as they were contrary to the Charter of Rights and Freedoms.

“We know you can’t tell them they can’t be there, but we know that you can also suggest that they should move,” said Menard.

Francis chocked up some of the

vandalism concerns to the dispersal of people into the downtown after bar closing on the weekend, noting Spirit Square is a popular hangout.

Coun. Norgaard suggested the RCMP conduct safety and crime prevention assessments of public

spaces, particularly the walkway behind Railyard Mall, which has been the subject of recent complaints.

Such an assessment could lead to the city placing cameras and light fixtures along that path.

“I was just wondering if we could do that and what that would cost the city,” Norgaard said.

Francis said Const. Tracy Dunsmore has the proper training to conduct these assessments. The RCMP is expected to be submit a recommendation on this request at a police committee meeting in 2018.

Menard said council has also had some concerns regarding people drinking and doing drugs down by the Coldwater River at the Claybanks, near a paved trail along the riverbanks.

“In the summertime that’s something that we’re hoping the detachment can keep an eye on,” said Menard.

“We do make regular trips down there,” replied Francis. “It’s where [people] like to go because they can’t be seen, so they go in the trees there, end up drinking too much and coming out on to that walkway.”

Francis said police don’t regularly patrol the walkway because they are not supposed to drive down it, and only get out of their vehicles and walk in if they receive a complaint.

He also said bike patrols aren’t conducted as there is only one officer in Merritt who has completed the proper RCMP training course.

Menard said the city should push to have bike and foot patrols happening again as they are an effective deterrent.

School District 58 has teamed up with a pair of educators in an effort to improve literacy skills amongst its students, a

third of which have read below their grade level.

Over the next three years Dr. Janet Mort and former Surrey School District superintendent Mike McKay will work with teachers across SD

58 to develop strategies to improve reading through a focus on learning foundational skills in a positive setting.

The program will target Kindergarten and Grade 1 students, with the goal of

having 90 per cent of them reading at their own second grade level by 2021, SD 58 superintendent Steve McNiven told the Herald.

He said the currently success rate sits at about 65 per cent.

On average about 35 per cent of students across the school district need extra support in the development of literacy skills, McNiven said.

The City of Merritt was recently advised by the TNRD, that some curbside recycling containers were contaminated with items that are not permitted in the recycling containers, such as yard waste i.e. leaves, twigs etc. - this contaminated the entire bin container load.

Items that are not accepted also include, glass, hazardous waste, plastic bags and overwrap, dishes and cookware, paint, form packaging, garden hoses, scrap metal and toys.

The TNRD can charge a penalty of $50.00 per metric tonne for contaminated loads.

These penalties could result in an increase to garbage fees for residents.

Please be cognizant and do not contaminate your curbside recycling container with materials that are not permitted.

Absorbing reading skills From Page 3 The partnership will build on Dr. Janet Mort’s holistic approach to reading known as Joyful Literacy, which emphasizes the need to embed foundational reading skills in struggling early learners through playful practice games and ideas.

“Children learn through play, but they can learn foundational skills through play,” Mort told a crowd of people at NVIT for a session introducing of the program.

“There are lots of us in this room who grew up learning how to read without ever knowing we were learning how to read,” added McKay. “We absorbed it. I grew up in a literacy rich household — I don’t remember the forced march through — it was a joyful, playful thing, but there was literacy foundational [skills] being embedded all the time.”

Mort says that children need to learn these essential skills, such phonological awareness and alphabet knowledge early, in order to be competent and enthusiastic readers by the end of Grade 2.

“The skills need to be taught with continuity, so they need to be introduced in the right fashion, in order and sequentially, as early as possible in formal schooling,” she told the crowd. “If they don’t get the foundational skills in Kindergarten and Grade 1 they are not going to be reading at grade level,” said Mort.

Her work has seen results similar to SD 58’s goal at two schools where the program was applied between 2013 and 2017 in Peace River and the Lau Welnew Tribal School.

“They’ve seen proven results across the province in a number of districts and that’s what they’re bringing to Merritt,” said McNiven.

McNiven said the partnership with Mort and McKay will

involve multiple workshops and meetings with teachers in order to develop the new literacy guidelines.

In addition to aiding the school district’s youngest learners, the strategies developed through this partnership will be applied at the higher grade levels in the future.

“As a district we’re going to expand that work across the grade levels right up in to the secondary schools so that we can support the development of reading at all age levels,” said McNiven.

The fate of the Merritt fire hall will be decided in a little more than a month’s time.

Beginning Friday, residents opposed to the city borrowing up to $2.2 million for an expansion of the fire

hall have 36-days to make their opinion known via the alternative approval process.

Forms have been available since last Thursday — the start of the notification phase, City of Merritt corporate officer Sean Smith told the Herald.

“There’s been quite

Profits in the right place Earlier this week, the federal government reached a new deal with the provinces on splitting Cole Wagner up the prof- COLE’S NOTES its generated from taxes on legal marijuana — which is set to arrive in Canada in July of 2018.

The provinces will collect 75 cents on the dollar, leaving only a quarter of the profits to be redirected back towards Ottawa.

According to the B.C. government, the millions upon millions of dollars collected through taxation on marijuana will be spent on “programs to keep people safe and remove the criminal element from cannabis.”

This is all well and good, but the hand-wringing over the looming “increased public health costs” associated with legalization is a bit overplayed. Studies conducted in states which have legalized marijuana in the U.S. suggest there is no major uptick in pot usage following legalization.

Never mind the fact that nobody has ever died by overdosing on marijuana (unlike alcohol, opiates, or any number of over-the-counter medication currently available to Canadians).

While the province is carefully concocting a plan to keep legal marijuana under lock and key, nearly 1,000 British Columbians have died in the ongoing opioid epidemic, which has touched every corner of the province.

Rather than spending the marijuana tax revenue on a poster campaign to hang in schools and doctors’ offices denouncing the danger of pot, provincial authorities would be wise to use the money to further the fight against fentanyl — and the numerous underlying societal problems which are commonly associated with substance abuse, such as homelessness and mental health issues.

His mother kissed him gently on the forehead. He headed for the stairs with Shifty and Scarlet at his heels.

Upstairs, in his bedroom, Eskoll undressed and slipped into his new pyjamas. He wasn’t a bit tired. If only he could get to sleep. Eskoll turned out the light and pulled the quilt over his head. He reached down to pat Scarlet who was lying at the bottom of the bed near

his feet. How would Santa find their house with all the falling snow? What about the toys and things he hoped Santa would bring, how would he carry everything.?

It took a very long time but he fell asleep after awhile, his arm around Shifty’s neck on the pillow. Eskoll dreamed, wonderful colourful magical dreams of candy canes and turkeys and presents and snow and even Santa’s sleigh.

He awoke at one point in the night, acutely aware of any sounds that might indicate the prancing of reindeer on the roof.

Nothing. Silence.

Eskoll rolled over and quickly opened his eyes. The sun was shining brightly through his bedroom window. It was Christmas morning!

He threw off the covers and flew down the hallway, taking the stairs two or even three at a time. He found his mother and father at the kitchen table, drinking coffee and eating cranberry muffins filled rhubarb jam.

“Merry Christmas!” shouted Eskoll, his face beaming with excitement. His parents smiled at him and offered him a chair at the table.

Too excited to eat, Eskoll raced into the living room. There were more presents under the Christmas tree, but even so, his heart sank.

such as these. There were no big parcels, only several more small parcels and three or four medium sized presents all wrapped in many different types of bright colourful paper.

Hi mother came up beside him and put her hand on his shoulder.

“Son, would you like to start opening your gifts?” His father joined him. Even Scarlet and Shifty sensed there was something in the air.

Shifty licked his paw.

Eskoll stared at the gifts. He felt rather disappointed, maybe even a bit sad. Maybe his friends were right; maybe there wasn’t a Santa Claus after all. His father handed him a brightly wrapped gift.

“Go ahead son, see what is in this pretty parcel,” Eskoll’s father smiled, remembering many Christmases ago when he had been a young boy.

With some hesitation, Eskoll took the parcel from his father and gently shook it. No sound.

He carefully undid the wrapping and ribbons, fervently hoping against hope that something he really wanted would be inside the package.

Eskoll hesitated, and then lifted the lid. Out tumbled a bright yellow scarf, a navy blue toque and a pair of grey woolen socks.

Proportional representation a win for rural B.C. Editor, Black Press columnist and Liberal party cheerleader Tom Fletcher (“One coalition kills another,” Merritt Herald, Dec. 7, page 6) is at it again. He and the Liberal Party are framing the move to proportional representation (PR) as a rural versus urban issue.

The claim by Fletcher and the Liberal party that PR will favour urban voters over their rural counterparts is pure fabrication. The determination of riding boundaries in our province is calculated by a combination of population and area. Large ridings with sparse populations have fewer voters, thereby giving each of their votes more weight than those of the urban voters. A move to PR would not change this. Riding boundaries would continue to be determined in this manner.

Fletcher goes on to claim that the Greens are a fringe party supporting PR only because it would increase their seat count. First of all, the Greens received 17 per cent of the popular vote which can not be considered the showing of a fringe party. That 17 per cent should have yielded not the three seats they won under the present first past the post system, but 15. The Greens support proportional representation because it is a democratic system that better reflects the wishes of the voters. It also leads to a more co-operative environment in the legislature.

The Liberals favour the present system as they have done so well with it. Apart from their breakthrough win in 2001, they stayed in power for 16 years with minority support from the electorate.

Voter support of under 50 per cent always resulted in a Liberal majority government.

The Liberal attacks on PR are not motivated by an altruistic belief that first past the post is the most democratic electoral system. This tweet from Liberal leadership candidate Diane Watts sums it up the best. “If we do not defeat PR, we will forever be a minority.”

At any time when I drove by, I noticed the place was very busy, especially with buses full of tourists needing the washrooms. I am just wondering if all the Visitor Center traffic will be transferred to the Baillie House, how can this facility accommodate such an amount of visitors at the same time when in the Visitor Center in the certain circumstances it was quite packed there (especially in the ladies rooms) with tourists’ needs. Will they also be able to use online service?

Eskoll swallowed hard. There was a big lump in his throat.

He moved on to the next parcel, doggedly determined to find his dinosaur book somewhere in the pile of presents.

“Please, please, let it be something from my wish list,” he muttered.

The second package contained a small black compass and a collapsible red tin cup. Eskoll fought back tears. He wanted to cry, he was so disappointed.

He tried smiling bravely at his mother who was peering at him intently over her spectacles.

“What is it dear?” she asked gently. “Can’t you use the compass and cup when we go camping and hiking?”

Eskoll bit his bottom lip, which was trembling.

Captain Paul Triquet of the Royal 22nd Regiment was awarded the Victoria Cross (VC) for valour in the face of the enemy during the Italian Campaign. He led soldiers to victory at Casa Berardi.

Triquet was the second Canadian VC recipient during the Second World War and the first to receive the honour in the Italian Campaign.

Born in Cabano, Quebec, and the only French Canadian to receive the VC for actions in Italy, Triquet eventually reached the rank of BrigadierGeneral.

DIAMOND VALE DELEGATION USES LESS HOSTILE APPROACH Although the Diamond Vale delegation was unable to get the Town Council to say that no trucks would be allowed to use Douglas Street as a route to the sawmills, they did get assurance that a truck route would be constructed in the spring to the Industrial Park and sawmills, before the industrial park is developed.

As spokesman once again for the group, Ginny Prowal, opened by apologizing to Council for the noisy behaviour of the group at previous meetings.

“It is my first encounter with a political body and I have learned a lot.’’

Mrs. Prowal said the group had read in the paper that Council is considering a park and playground area on the west side of Merritt and the truck route is under study.

For the twelfth year in a row in Merritt, wildlife enthusiasts will have their eyes on the skies on Dec. 16 as they take part in the annual Christmas Bird Count.

Merritt’s Christmas Bird Count is organized by the Nicola Naturalist Society, and is one of more than 2,000 such counts which occur across North America during the holiday season.

Volunteers will be split into groups, which will then survey designated “count circles” in an attempt to catalogue the species and numbers of all the birds in the region.

No experience with birding is necessary to participate, although participating in the activity is a great way to learn more about local wildlife.

The data collected through the count is forwarded to the larger Aubudon Society and Bird Studies Canada,

This data can prove to be useful when cataloguing the effects of climate change on birds and natural ecosystems, stated a press release from the Nicola

Naturalist Society.

In previous years, more than 60 species of birds have been identified in the Merritt area, and more than 3,000 birds were counted.

There are many who groan when department stores start putting up holiday decorations in November, but not Carli and Julie Kennedy.

The twin sisters from Powell River have had Christmas on their minds since early January, when they started writing their own original holiday tunes to include on their first Yuletide album, A Twin Kennedy Christmas.

“We kept the tree up,” said Carli. “We wore our Christmas sweaters, cranked the air conditioning, and tried to get in the mood.”

Luckily, the duo has a profound love for the holidays, which has helped propel them as they wind their way through the U.S. and British Columbia, playing smaller venues and showcasing their mix of original and classic Christmas songs.

On Dec. 15, Twin Kennedy will play the Culture Club in Merritt — though it is not the first time the band has rolled through the Country Music Capital of Canada.

“We’ve been there a few times and we’re really looking forward to it. Very close to our heart,” said Carli.

“We have a lot of family up in Merritt and Kamloops too — so there will be a lot of Kennedy family at the shows as well.”

“It’ll be a reunion for sure,” added Julie.

Having played at the biggest stage in Merritt — the Rockin’ River Music Festival — and smaller venues in town, the sisters said they are looking forward to an intimate acoustic experience on Friday.

“It’s really fun to play on the big stage with all the lights and the band, and that’s great too, but for us it kind of takes us back to our roots and back to where we started,” said

Carli.

Having earned multiple Canadian Country Music Association award nominations, as well as a handful of BC Country Music Awards, the duo are establishing themselves as emerging stars in the Canadian country music scene.

FUEL FOR THE FIRE Fifteen firefighters, an engine and a ladder truck were deployed to the Merritt Green Energy plant to help extinguished a fire which ignited in a hog fuel pile. Crews were deployed at about 2:40 p.m. on Dec. 7 said fire chief Dave Tomkinson, and were back in the fire hall by 9 p.m. “Basically we just monitored the situation and extinguished some flames on the outside of the timbers while the staff dug out the hot spot,” explained Tomkinson. “There is a balance between how long the fuels are in the bins, or stored — at any of the mill yards — and the climatic conditions they are being stored in,” said Tomkinson. “We would prefer they weren’t around for long, so that it reduces the risk [of fire].” Cole Wagner/Herald

Too many people are arrested every holiday season after failing breathalyzer tests at police roadside checkpoints. Driving while intoxicated puts your own life in danger, but the worst thing is that it endangers the lives of other road users as well. Make sure that this festive time of year doesn’t end in tragedy for you or anyone else.

Christmas time often means one party after another with drinks galore. When you accept an invitation, plan ahead of time how you’re going to get home. Members of the same family or group of friends can designate a driver, arrange to share a taxi at the end of the evening, or use a free or forhire drive home service.

Think before you Drink!

Even if your alcohol consumption is moderate you still ought to check that you’re still capable of driving safely. Use a personal breath alcohol tester to find out if you’re over the legal limit; they are on sale at most provincial liquor and wine stores.

Call a designated driver.

It might be hard to remember this when under the influence, but a person’s behaviour and faculties are altered by alcohol. When blood alcohol content is over 0.5 g/l, a driver’s field of vision shrinks, distance perception changes, visual reaction times increase, there is more sensitivity to glare, and vigilance and resistance to fatigue are reduced. Perhaps the ultimate danger is that alcohol consumption results in a loss of inhibition, which causes drivers to under-evaluate dangers and break traffic laws.

Centennials win two of three; move into sixth place Ian Webster THE MERRITT HERALD

The Merritt Centennials are starting to make some noise in the neighbourhood.

After spending most of the season at the bottom of the BCHL’s Interior division standings, the Cents have moved ahead of the Salmon Arm Silverbacks into sixth place, and have their sights firmly set on the fifth-place West Kelowna Warriors.

With two games in hand on both teams, Merritt sits four points up on Salmon Arm and just four points back of West Kelowna.

The Centennials (14-14-2-1) have won four of their last five games, including their two most recent outings. They defeated the Silverbacks 4-1 at home on Saturday, and followed that up with a gutsy 5-3 road win over the fourth-place Smoke Eaters in Trail on Tuesday.

Merritt’s only loss in the five-game stretch was a 7-3 setback at the hands of the visiting

Wenatchee Wild on Friday night.

The Wild currently hold down third spot in the Interior standings, three points up on Trail and two points behind the Penticton Vees.

The Vernon Vipers continue to be the class of the BCHL, as their 23-7-1-4 record and 51 points puts them on top of the Interior standings and in first place leaguewide.

Despite being badly outplayed by Wenatchee in the first 20-plus minutes of Friday’s game, Merritt held a 3-2 lead early in the second period, thanks to goals by Nick Wicks, Ashton Stockie and Zach Court.

Unfortunately, there was no stopping the Wild on this night, as they erupted for five unanswered goals of their own en route to a one-sided victory.

Jake Berger took the loss in the Merritt net.

The final shot count was 41-17 in favour of Wenatchee.

outshooting the ’Backs 25-7 in the first period (and 46-40 overall) to take the battle for sixth place in the standings.

Merritt scorers versus Salmon Arm were Henry Cleghorn with the natural hat trick and Zack Zorn. Austin Roden stopped 39 shots for the win.

With four regulars on the sidelines due to illness, and Rylan Van Unen away at the World Juniors, the Centennials travelled to Trail with a

patchwork line-up.

Three call-ups contributed in a big way to the Cents’ two-goal victory over their rivals from the Kootenays.

Defenseman Joel Patsey (100 Mile Wranglers) contributed a goal, his teammate Frazer Dodd an assist, and fellow blueliner Jacob Bourchier (Revelstoke Grizzlies) a couple of thunderous hits.

Merritt’s final two games before the Christmas break see the Cents travel to Vernon on Friday for a showdown with the high-flying Vipers before hosting the Island division’s Nanaimo Clippers on Sunday in a 2 p.m. matinee.

The Merritt Centennials announced Dec. 2 that the club has traded 19-year-old forward McKullen Astill to the Humboldt Broncos of the Saskatchewan Junior Hockey League (SJHL) for future considerations. Born in Edmonton, Astill spent a number of years in Norway, and played last season for the Stavanger Oilers U20 team. In 15 BCHL games with the Centennials, Astill recorded one assist.

In other trade news prior to the Dec. 10 deadline, former Centennials’ goaltender Colten Lancaster was traded by the BCHL’s Alberni Valley Bulldogs to the Flin Flon Bombers of the SJHL. Lancaster played two full seasons with the Cents from 2015 to 2017.

Another former Merritt netminder, Cole Kehler, has signed a three-year entry level pro contract with the NHL’s Los Angeles Kings.

After playing 43 games with the Centennials in the 2015-16 season, Kehler joined the WHL’s Portland Winterhawks. In 22 games this season with the Hawks, the Altona, Manitoba native is sporting a 2.15 goals-against-average and .931 save-percentage.

Cents’ forward Rylan Van Unen is currently in Truro, Nova Scotia, playing for Team Canada West at the 2107 World Junior A Challenge. Canada West lost its opening two games: 5-2 to the Czech Republic on Sunday and 2-1 to Team USA on Tuesday. In quarterfinal action Wednesday night, Canada West was slated to meet Canada East. The tournament wraps up on Dec. 16.

MINOR HOCKEY REPORT Atom Development The Fountain Tire atoms swept a pair of weekend home games against Revelstoke on the weekend.

Soren Anderson’s late third-period goal was the difference on Saturday as the Merritt team edged the visitors 6-5. Other Merritt scorers in the first game were Cooper Harrington, Landon Weimer, Luke Sowpal, Cayden Bergstrom and Carson Mouland.

In the second game, Merritt held 1-0 and 3-2 period leads en route to their second win of the weekend. In a remarkable coincidence, it was Weimer, Sowpal, Bergstrom, Mouland and Sorenson scoring again — in the same order as the first game!

Picking up assists in the two outings were Gavin Mouland (4), Will Hubbard (2) and Weimer.

Evan Sterling picked up both wins in net for the Merritt atom development team.
