Motion 1
Proposal: To discuss changes in the standing committees for BLIA’s Seventh Board of Directors.
Description: According to a resolution from the 2023 General Conference, due to the global pandemic, it was decided that the term for the Seventh Board of Directors would be extended to 2024–2027. However, based on needs related to member recruitment and Dharma propagation, BLIA will establish new standing committees with specialized duties, while nominating new directors and adjusting the roles of some members. Approval is required for the below.

2. Vice Secretary General: Ven. Man Chien (South America); Ven. Miao Hsiang (Europe)
3. Environmental Sustainability Development Committee: Anderson Tai (Director); George Hu (Deputy Director)
4. Buddhist Technology Development Committee: Yu Lintao (Deputy Director)
5. United Nations Development Committee: Wei Ai-Lun (Deputy Director)
6. Sports Development Committee: Ven. Yung Guang (Director)
7. Scouts Headquarters Chief Executive: Ven. Jue Duo
8. America East Fellowship Committee: Michelle Hsieh (Director)

Proposal: To review the establishment of BLIA Comilla Chapter, Bangladesh.
Description: BLIA Comilla Chapter, Bangladesh Preparatory Committee has met the qualifications to be certified as a chapter. After preliminary review by the Secretarial committee, approval for its certification is required.

Proposal: To review the establishment of new Elder Advisor Committees.
Description: BLIA Montreal Chapter, Canada Elder Advisor Committee Preparatory Committee; BLIA Ottawa Chapter, Canada Elder Advisor Committee Preparatory Committee; BLIA New York Chapter, U.S.A. Elder Advisor Committee Preparatory Committee; BLIA Chicago, U.S.A. Elder Advisor Committee Preparatory Committee; and BLIA Colorado, U.S.A. Elder Advisor Committee Preparatory Committee have met the qualifications to be certified as elder advisor committees. After preliminary review by the Secretarial committee, approval for their certification is required.

Proposal: To review the appointment of new BLIA Chapter Elder Advisors for 2025.
Description: In 2024, there were 31 outgoing chapter presidents. Upon review, 24 of them are eligible for appointment as Chapter Elder Advisor. Please see Attachment 1 (P.13) for the list of eligible former chapter presidents. BLIA aims to appoint them as Chapter Elder Advisors this year for the support of chapter affairs. Approval is required.

Proposal: To confirm the application of BLIA-YAD Washington D.C. Subdivision, U.S.A. as a BLIA-YAD World Headquarters subdivision.
Description: In light of its growth, an application for the establishment of BLIA-YAD Washington D.C. Subdivision, U.S.A. was made at the 2025 International Buddha’s Light Young Adult Executive Conference, held in July at Hsingma Si, Malaysia. The review for its establishment application has been passed, and confirmation is required.

Proposal: To confirm the appointment of new BLIA-YAD World Headquarters Staff Members for 2025.
Description: Upon review by BLIA-YAD World Headquarters, the following appointments and promotions are submitted for confirmation: 32 White Elephant Staff Level 1s, 7 White Elephant Staff Level 2s, 1 Sudhana Lecturer, and 2 Sumagadhi Lecturers. We hope the 42 BLIA-YAD members will bring their youthful vitality to BLIA-YAD World Headquarters and shoulder its duty of propagating the Dharma and benefiting sentient beings. Please see Attachment 2 (P.15) for the list of Staff Members awaiting confirmation.

Proposal: To review the 2025 Outstanding Chapter Award winners.
Description: Upon review, 58 chapters have submitted applications for the 5 Outstanding Chapter Award categories—the Culture Propagation Award, Education Propagation Award, Charity & Service Award, Chapter Progress Award, and Outstanding Achievement Award. Please see Attachment 3 for the list of chapters (P.18).
