1. Background Introduction This Site Environmental Management Plan (SEMP) details the principles, practices and procedures to be implemented to manage, remedy and mitigate potential adverse environmental effects during construction of a new 12km long 220kV transmission line to connect Transpower’s existing Linton Substation to the “Plantation Substation” at Mercury’s Turitea Wind Farm (the Project), near Palmerston North.

This SEMP is for property H. The letter (e.g. “B”) assigned to each property is consistent with the property letters used in the wind farm resource consent application AEE. Figure 2 and 3 illustrates the property layout with figures 4-6 illustrating the exact works locations.

The SEMPs will be updated as necessary during the Project to ensure that they remain current. Where relevant, significant updates will be re-submitted to the Approvers, for certification. Minor updates will be tracked in documentation but will not be resubmitted for approval. These are likely to include (but are not limited to): • • •

Minor design changes; Increase in environmental controls (e.g. Erosion and Sediment controls); and Changes as instructed by Regulatory authorities following audits.

The Consent Holder shall prepare and submit to the Environmental Compliance Manager, at each respective Council, a SEMP for each of the South Range Road, Water Catchment Access Road, Western Ridge, Browns Flat and Cross Valley Transmission and Out of Reserve (farmland) sub-catchment areas. The breakdown of the site into individual SEMPs may be varied by the Consent Holder as necessary to reflect any change to the design and construction programmes.

Each SEMP shall be prepared by a group of suitably qualified experts (including input from the Consent Holder, contractor, designer, environmental specialist, erosion and sediment control specialist and (for the walkover only) the consent authority). The preparation of the SEMP shall include, but not be limited to, an onsite meeting and walk-over of each sub-catchment area by this group of experts.

Each SEMP shall be submitted to the Environmental Compliance Managers for review, acting in a technical certification capacity, at least 30 working days prior to bulk earthworks commencing in each SEMP area. A response should be provided within 30 working days of receipt. Construction activities must not commence in the relevant SEMP area until written certification has been obtained. The purpose of the SEMP is to indicate how the CEMP will be applied on a site-specific basis.

2. Scope of works There are a number of steps involved in the construction of this transmission line, those relevant to environmental considerations are.

Construction of access tracks and work sites: This includes a site survey, the creation or upgrade of both permanent and temporary tracks, clearing and levelling of the site for the poles/towers and creation of cranes pads for lifting of pole/tower sections (where required); Geotechnical investigation: Carried out to better understand the geotechnical makeup of the ground which will be used to guide the design of the pole or tower foundations; Foundations: This will include the drilling or digging of foundation holes, the placement of steel reinforcing and connecting elements between foundation and pole or tower and pouring of concrete; Construction of the pole or tower sections: These will be craned together with some preassembly of tower sections occurring; Wiring: Running blocks will be hung on the towers and a pulling rope will be run out between the towers. The conductor will then be attached to the pulling rope and pulled through the towers.

It is planned to do this in 3 sections. In each section there will be 8 wires pulled (two circuits each containing 3 individual conductor wires and 2 OPGW earth-wires); and Dressing: Running blocks will be removed, insulating stings hung to connect the conductor to the towers and vibration dampeners fitted.

3. Work Programme Overall the Project is anticipated to take approximately 1 year to construct. Many elements of the Project will be undertaken concurrently. This section of work is forecast be carried out as per Table 3.

4. Winter Works ‘Restriction’ Areas Schedule 2 of the Consent decision, condition 3 outlines the restrictions for works being carried out in winter (defined as the months of 1 May to 30 September inclusively). The condition outlines that: “Road or platform pavement construction (including basecourse) works, and tower foundations may be undertaken at any time of the year.”

The works outlined in section 2 above, on property H, meets with the above condition and therefore is not restricted.

5. Environmental Risk A preliminary Environmental Risk Register is attached as Appendix A. The Risk Register is a live document which will be used by the Project team for Property H. As construction progresses the risk register will be reviewed and updated as required.

6. Method Statement Site Access Construction Access to work sites will be by ground-based methods with a route selected in agreement with the land owner. The route selected, as the access route to any work site, has considered impacts on; other land use activities, environmental impacts, safety of the route for the type of vehicles that will be required to use it and cost.

All ground-based access routes have been marked on figures 4-6 which clearly indicate the proposed access route, referenced with: •

A copy of the Access Route Plans shall be provided to the relevant land owner and filed in the project filing system.

Details of all proposed access routes have been provided to 4Sight Consulting for assessment of compliance with resource consent conditions prior to commencing any construction work.

Each ground-based access route will be marked on site with suitable pegs/pickets/markers prior to construction. Where the access routes are not along already formed tracks or roads, the markers shall be sufficiently frequent to enable the route to be easily assessed and followed.

Access routes on sloping terrain where cuts and or fill will be required to form the carriageway shall be undertaken in accordance with the general guidance information provided by Linetech (or other civil engineer) to ensure cut slopes are stable and that fill areas/materials are suitably compactable and compacted to provide a durable roadway.

New access routes will produce limited amounts of stockpile which will be utilised along the new access route. Areas where larger amounts of cut require the spoil to be transported away from the project, consultation between the landowner and Electrix will determine where the spoil will be placed (within the property boundary or disposed of appropriate off-site), in accordance with required authorities (e.g.

PNCC, Horizons One Plan Permitted Activity requirements).

Should temporary stockpiling be required on-site, these areas will be – •

Bunded on the uphill side to divert clean water runoff away from the stockpile.

Should any stockpile be required to remain onsite a perimeter silt fence will be installed, and stockpile will be hydroseeded, as per Schedule 2: Condition 23.

Access routes on substantially flat land, or that do not require significant cut and fill shall be formed by either: 1. Stripping of topsoil along the route (and stockpiling of topsoil for later reinstatement), laying of an approved geotextile fabric along the route and installation of compactable material (e.g.

GAP40), or 2. Laying of an approved geotextile fabric along the route and installation of compactable material (e.g. GAP40).

The two areas marked for stockpiling on this property are marked in figure 7 and 8.

7. Earthworks A series of aerials showing the specific locations of the works are illustrated in figure 4-6.

8. Erosion and Sediment Control Erosion and sediment control measures will be put in place to minimise potential adverse effects by utilising measures which meet (or exceed) industry best practice and guidelines such as Greater Wellington Regional Council’s ‘Erosion and Sediment Control Guidelines’. These are marked up in figures 11 and 12.

This monitoring will include ensuring that: erosion and sediment control measure have been installed correctly and that methodologies are being followed and are functioning effectively throughout the duration of the works.

Sediment control measures will be provided for potential silt run-off during construction and until the stabilisation of ground is established.

The construction and environmental management and monitoring requirements include: • • • •

The management of sediment inputs to water courses from earthworks via stormwater and / or windblown dust; The design of stream crossings (predominantly culverts) to ensure they provide for fish passage; Best management practices to minimise the chance of accidental spillage or loss of hydrocarbons and non-stabilised cement products to watercourses; and Adoption of best practice sediment and erosion control measures.

Silt Fences Silt fences will only be used to intercept sheet flow on low gradient areas. They will always be installed along the contour.

These are marked on figure 11 - 13, in green. No silt fences will be installed across waterbodies or in areas of concentrated flow.

Installation • • • • • • • • •

A trench will be excavated (minimum 100mm wide and 200mm deep) along the line of the silt fence.

Support posts will be installed on the downslope edge of the trench and silt fence fabric on the upslope side of the support posts to the full depth of the trench.

Trench will be backfilled with compacted soil.

Supporting posts or waratahs will be installed approximately 3m apart and 0.4m deep.

Ensuring that the top height of the fence is 400mm above ground level.

Fabric will be attached, doubled over and fasten to the support wire and posts with wire ties or cloth fastening clips at 150mm spacings.

Lengths of silt fence will be joined together by doubling over fabric ends around the supporting posts (wooden posts/battens).

The fabric ends will be stapled to the batten and butt two battens together.

Silt fence wings will be installed at either end projecting upslope to a sufficient height to prevent outflanking.

Maintenance •

Silt fences will be inspected at least once a week and after each rainfall.

Repairs will be made when bulges occur or when sediment accumulation reaches half way up the fabric height. Sediment deposits will be removed as necessary to a secure area.

Super Silt Fence Due to the proximity to a stream (i.e. less than 20m) in the area of Pole 4, a super silt fence will be installed, illustrated in figure 12. A super silt fence provides more robust sediment control compared with a standard silt fence and allows up to four times the catchment area to be treated by an equivalent length of standard silt fence.

Installation • • • • • • • • • •

Always install super silt fences along the contour Excavate a trench a minimum of 100 mm wide and 200 mm deep along the proposed line of the super silt fence Use supporting waratahs at least 1.8 m in length Ensure the 1.8 m long waratahs are driven to an appropriate depth (0.8 m minimum) Install tensioned galvanised wire (2.5 mm HT) at 400 mm and again at 800 mm above ground Tension the wire using permanent wire strainers attached to angled waratahs at the ends of the super silt fence Secure wire mesh fence to the waratahs with wire ties or staples, ensuring the wire mesh fence goes to the base of the trench Fasten the super silt fence material securely with ties spaced every 500 mm at the top and midsection of the super silt fence Place the super silt fence material into the base of the trench (a minimum of 200 mm into the ground) and place compacted backfill back to the original ground level When two sections of super silt fence material adjoin each other, ensure they are doubled over a minimum of 300 mm, wrapped around a waratah and fastened at 75 mm spacings to prevent sediment bypass

Inspect super silt fences at least once a week and after each rainfall Check for damage including rips, tears, bulges in the fabric, broken support wires, loose waratahs, overtopping, outflanking, undercutting, and leaking joins in the fabric Make any necessary repairs as soon as identified As the geotextile material becomes clogged with sediments, the duration of ponding increases.

Therefore, careful cleaning of the super silt fence geotextile with a light broom or brush may be appropriate Remove sediment when bulges occur or when sediment accumulation reaches 20% of the fabric height Remove sediment deposits as necessary (prior to deposits reaching 20% of fabric height) to continue to allow for adequate sediment storage and reduce pressure on the super silt fence Dispose of sediment to a secure area to ensure it does not discharge to the receiving environment

Runoff Channels/Diversion Bunds A non-erodible channel or bund may be used on site to intercept clean water from non-worked areas and direct it around the work site (clean water diversion).

Decommissioning and re-stabilising erosion and sediment control measures The project will be staged so as to minimise the amount of exposed earth at any time. This will be achieved through staging of the works and progressive site stabilisation. Access roads will be stabilised as soon as their base course is down. Roads that have a slope of over 14 % will be stabilised with lime/cement followed by chip seal, with the remaining access roads stabilised with metal.

Other parts of the site will be vegetated in a way that achieves a good level of vegetative cover (>80%) as quickly as possible to minimise erosion. Re-vegetation will be through hydroseeding and spreading of topsoil and grassing (mulching may be required in some areas). Hydroseeding will primarily be used on cut slopes and spoil sites. Where appropriate direct transfer of native vegetation from adjacent parts of the site will be used.

Once the construction phase of the Project is complete, and the area is stabilised, the erosion and sediment control methods described above will be removed from site.

Monitoring Given the extent of the works (and the existing land-use) we believe there is low risk of discharge especially given the installation of the above controls. Where works are in more open terrain there may be an opportunity for upstream and downstream monitoring (control and impact) which can occur following rainfall/meteorological events.

8.5.1

General Site Monitoring

In addition to environmental monitoring, general site monitoring will be undertaken: •

•

Daily - Electrix Delivery team and/or the Health Safety and Environmental Team will conduct inspection and issues will be noted. These inspections are informal visual inspection in order to check compliance with the CEMP. Weekly - Formal site inspections are to be completed by the Health Safety and Environmental Team. Site specific checklists will be developed to check compliance against the SEMP (including resource consent conditions). Issues will be noted if they present significant environmental risks (e.g. works near watercourses).

Monthly - The Electrix Project Management Team and the Construction Manager will undertake a monthly site with the Environmental Manager to confirm the environmental monitoring programmes and work procedures containing environmental controls are being implemented in accordance with the SEMP and resource consents.

Rainfall Trigger Events Rainfall forecasts and records for a site-specific and telemetered rainfall gauge will be monitored throughout the construction period.

These triggers are referenced to a site-specific and telemetered rainfall gauge: • •

A rainfall event with an intensity equal to or greater than 15 mm/hr; and 25 mm or more total rainfall over any 24-hour period.

The rainfall triggers can be adjusted and refined through the course of construction phase as more data become available and as necessary to the minimise incidence of false alarm responses and/or missed events.

Mercury has installed a project specific telemetered rainfall gauge at the northern end of the Wind Farm site (shown by Mast 11 in Figure 10). This data is sent to a website where programmable triggers can be set, and alerts can be sent to designated construction project staff. Electrix has subscribed to these notifications.

Exceedances of the established rainfall triggers will lead to site inspections of erosion and sediment controls and water quality monitoring for turbidity at all event-based monitoring sites where works are in progress or the sites are un-stabilised in the respective catchments.

Water Quality Monitoring Turbidity will be used as the key parameter for monitoring construction effects on waterways, and trigger levels for further construction effects monitoring and investigation will be based on turbidity.

Turbidity will be measured at upstream and downstream of works using a calibrated hand-held meter in response to the established rainfall triggers. Field measurements will be gathered as soon as possible following the trigger rainfall event, when safe to do so and during working hours.

Clarity monitoring (e.g. horizontal sight range of a black disk) will be undertaken to monitor construction related effects on water quality of the waterbody. Monitoring of water clarity will be undertaken upstream of the project site area and approximately 200 m 1 downstream (to allow for reasonable mixing), Horizon’s One-Plan defines the length for reasonable mixing as the lower value of 7 x median width of the river or 200 m downstream of the discharge.

to assess the change in clarity due to the works. Visual clarity monitoring will be undertaken as soon as practicable during daylight hours following a trigger rainfall event. A photographic record will be maintained of these inspections.

Water Quality Assessment A trigger of >30% change in visual clarity will be adopted to initiate adaptive management actions.

If the reason for discolouration cannot be isolated to a specific area within the work site: • •

Further discussions with the site team and/or additional site audits may be required to determine the contributing source (if any); and We will assess the appropriateness of existing erosion and sediment control measures within the catchment.

Proposed upgrade design documents are provided in Appendix B. The culverts are located within flat pasture land under existing farm tracks. The replacement culverts will all be a larger diameter than the existing culverts with the invert seated at the right level relative to the drainage. The culvert works will be carried out in accordance with the Permitted Activity Rules of Horizon’s One Plan; specifically rule 17.5 - Use, Maintenance, Upgrade, Removal and Demolition of Structures.

Culvert replacements Works within waterbodies have a high potential for erosion and discharge of sediment. Before works on the culverts begins, timing of works will be planned so that the risk profile is reduced as much as possible by avoidance of high stream flows and where practicable avoidance of periods of fish spawning and migration. Construction will be completed as rapidly as possible and all areas then stabilised immediately during and following construction.

To assist with diversion of water from around the works area, a dam and pump is a temporary practice which will be used to convey surface water from above a construction activity downstream of that activity.

9.1.1

Diversion design

The dam will be constructed across the stream (upstream and downstream) with stabilised materials such as sandbags, sheet metal plate or other suitable construction materials. A pump will be installed in the dam and sufficient hose length must be available to reach below the extent of in-stream works. The pump inlet will be placed in a drum with holes to minimise the possibility of sucking sediment from the bottom of the dam. Inclusion of a fish screen will also be adopted. The outlet will be directed to a stabilised area with an energy dissipater such as rip-rap boulders or similar.

This dam and pump methodology will only be used for works with a short duration where the site can be stabilised at the end of each work day, so that flows can continue through the stream channel.

Works will be carried out in general accordance with the DoC publication “Fish passage at Culvert”, December 1999.

10.Truck movements Works will be carried out in accordance with the Project Construction Traffic Management Plan (CTMP).

Electrix will manage truck movements to minimise effects in ways that are in general accordance with the consent conditions. In brief summary: •

There will be no truck movements on Greens Road (until such time that it has been upgraded);

•

A ‘driver comments’ free phone number will be operated in accordance with Conditions 69 and 76 of Schedule 3; and

•

Records of vehicle movements will be kept in accordance with Conditions 73 and 74 of Schedule 3.

In accordance with Schedule 3: condition 63 of the Resource Consent, vehicles entering or exiting the site will travel on Greens Road or Kahuterawa Road following their respective upgrades (required pursuant to Schedule 3, Condition 53 of the Consents) and at the following times: Table 6: Vehicle restrictions: Greens Rd and Kahuterawa Road.

*Light vehicle access is also allowed at any time for the purposes of site security and site supervisors (associated with the monitoring of health and safety and environmental effects). Additionally, light vehicle and truck access is allowed at any time for the purpose of maintenance / emergency response, to carry out emergency maintenance works or to respond to a health and safety matter that cannot reasonable wait until a weekday.

11.Spill Response Best management practices will be adopted to minimise the chance of accidental spillage or loss of hydrocarbons and non-stabilised cement products to watercourses. A monitoring programme will provide the basis for an adaptive management response to issues that may arise during the construction phase of the Wind Farm.

Emergency response and spill contingency plans will be implemented on site to minimise risks.

The risk of accidental spillages of hydrocarbons and other potentially harmful substances during construction will be minimised by the adoption of best management practices such as refuelling in bunded sites out of sensitive sub-catchments and regular servicing / maintenance of hydraulic hoses on heavy machinery.

All stored fuel will be protected by a bund for an appropriate volume to prevent spillage of fuel during normal use or by accidental rupture. A fuel bowser will then be used to transfer smaller quantities of fuel to plant employed around the Site.

All Safety Data Sheet (SDS) will be available and understood by all personnel handling (or with access to) the substance.

All heavy plant will carry their own spill kits with storage containers and additional spill kits carried in each of the vehicles.

Hazardous materials will be stored in a container which will be bunded. Storage containers will be at the laydown yard (with Property G).

Concrete and Grout Concrete will be transported onto this site via concrete truck (off-road vehicle). Grout maybe used to secure the ground anchors into the pads.

Grout and concrete works will be managed by ensuring: •

Refilling areas are at least 20 m away from waterways;

•

Specific concrete and grout wash-down areas are provided;

•

The collect and disposing of excess concrete are removed from site; and

•

Spill kits are available and accessible for use.

APPENDIX C: PERMITTED ACTIVITY ASSESSMENT

19 September 2019 Emma Comrie-Thomson By e-mail: Emmac@4Sight.co.nz Dear Emma, Re: Turitea Wind Farm – Enabling Culvert Works for Access Road on Property H This letter provides a further assessment of proposed transmission line enabling works in relation to the proposed culverts, with the following assessment showing that they can be carried out as permitted activities in terms of the Horizons Regional Council One Plan.

The plans reviewed for the purposes of this assessment are the set of plans prepared by Charles Consulting for Electrix, titled Foxtrot Culvert Access Track Inspections and dated 18/09/2019, revisions R0. In summary, the enabling culvert works will be carried out within the Regional Plan’s permitted activity standards. The rationale for this conclusion is set out in the assessment below.

All of the existing culverts are in a poor to average state of repair and some are not well sited in terms of their depth relative to the drainage. The culverts are located within flat to rolling pasture-land under existing farm tracks. The replacement culverts will be a larger diameter than the existing culverts with

the invert seated at the right level relative to the drainage. None of the drainage that flows into either the existing culverts, or at the site of the new culvert, appears to be an “active bed” as defined by the One Plan, because the beds are predominantly vegetated.

2. Relevant Definitions The following definitions are taken from the Glossary Section of the Horizons Regional Council One Plan

Land disturbance The One Plan defines Land Disturbance as: “disturbance of the land surface by any means including by blading, blasting, contouring, cutting of batters, filling, excavating, ripping, root raking, recontouring, or moving or removing soil or earth”.

The definition of land disturbance excludes: “(e) the maintenance or upgrade of existing tracks, structures (including fences) or infrastructure”.

This definition is relevant as part of the enabling works involves the maintenance and upgrade of existing farm tracks. There will be some small-scale land disturbance associated with:  

The installation of culverts; and The formation of new tracks.

However, in our opinion, the placement of metal on geofabric to create temporary tracks does not meet the definition of land disturbance as it will have no effect on the land surface. This interpretation was confirmed Horizons by representatives at a previous meeting on 5 June 2019.

Maintenance and upgrade One Plan definitions of “maintenance” and “upgrade” are relevant in the context of the small-scale land disturbance rule, and also structures in, on or under the bed of a river 1.

“Maintenance means all actions which have the objective of retaining or restoring a structure, system, facility or installation in or to a state in which it can perform its required function, provided maintenance actions themselves do not give rise to any significant adverse effects, and where the character, intensity and scale of the adverse effects of the structure, system, facility or installation remain the same or similar.

Maintenance includes: … (e) the maintenance of a track.”

“Upgrade means bringing a structure, system, facility or installation up to date or to improve its functional characteristics, provided the upgrading itself does not give rise to any significant adverse effects, and the character, intensity and scale of any adverse effects of the upgraded structure, system, facility or installation remain the same or similar.”

This is relevant to the replacement of existing culverts that will be carried out. We consider that the culvert replacements can be assessed as either maintenance or upgrading. However, we have carried out an assessment against the permitted criteria for new culverts and have found the culverts to comply irrespective.

Active bed The One Plan definition of “active bed” is “the bed of a river that is intermittently flowing and where the bed is predominantly unvegetated and comprises sand, gravel, boulders or similar material”.

The RMA defines the term “river” to include most watercourses – regardless of whether it flows permanently or intermittently

This definition is relevant in the context of small-scale land disturbance and the replacement of existing culverts. The affected watercourses do not appear to meet the definition of having an active bed, as they are predominantly vegetated.

3. Culverts Permitted Activity Rule The following assessment has been carried out in relation to the proposed culverts.

Any discharge of sediment into water under (c) must not, after reasonable mixing*, cause any conspicuous change in the colour of water in the receiving water or any change in horizontal visibility greater than the target set in the visual clarity % change column of Schedule E, more than 12 hours after completion of the activity.

Any materials used must be necessary for the activity and must not be toxic to aquatic ecosystems.

Upon completion of any channel bank works, the banks must be reinstated to a natural contour and revegetated.

Any straightening or channelling of a river must not exceed a length equal to two times the bed width of the river in any 2 km length of river in any 12 month period.

There must be no removal of instream woody debris less than 2 m3 in size unless this is required to reduce the risk of flooding or erosion.

4. Summary Electrix will carry out initial enabling works for the Turitea Wind Farm transmission line within property H, all of which can comply with permitted activity rules for installation of culverts and for small-scale land disturbance.

Electrix requests that Council provides an early response to this assessment, so that the enabling works can commence as soon as possible.
