Homelessness, Drug Addiction and Theft Reduction Act

istrict Attorney’s across California are focused on bringing accountability back to our state. Since Prop 47 was passed in 2014, we have seen a rise in homelessness, theft, mental illness and drug addiction. Our quality of life is suffering and those that need help are not getting the assistance they need. To combat these issues, I am supporting the Homelessness, Drug Addiction and Theft Reduction Act. The initiative is currently in the qualification process and needs support to reach voters in November. The act would accomplish three things. One, it would make retail theft priorable again, creating felony convictions for repeat offenders regardless of the dollar amount of the stolen property. Two, it creates a new class of crime, which is a treatment mandated felony. Under this act if someone has two hard drug possession convictions, their third conviction results in mandatory treatment or jail. Three, the act recognizes fentanyl as the deadly poison that it is by imposing stiffer penalties and creating a pathway for prosecutors to charge murder when someone knowingly sells fentanyl and a person dies as result of that fentanyl.
