MCJ Ref No: 1265/E/03 Tender Ref No: 330016-2021 Project Stage: Tenders Invited Area: Norway, Ålesund Value: 6,600,000 NOK Project Period: 36 Months Promoter: Kystverket, Postboks 1502, Ålesund, 6025, Norway E-mail: frank.jonland@kystverket.no Contact: Frank Michaelsen Jønland Profile: Pilot and VTS Resource Management Course (CRM) (pre-kval). The UN's shipping body, IMO (International Maritime Organisation), shipwreck commissions, and other international groups have created increased focus on human factors within the maritime branch. A concrete development of this is Bridge Resource Management (BRM). BRM was built on aviation's requirements for Crew Resource Management (CRM) training. CRM is defined as efficient use of all available human and material resources in order to achieve safe and efficient operation. CRM also covers important elements outside the bridge and the vessel. Practically CRM helps the crew, pilots and VTS to work together as a safe and efficient team by establishing good communication, cooperation, and sensible allocation of resources. NCA expects high alertness and skilled operative management in all our operations. The main intention of the education programme (the course) is to increase safety at sea in Norwegian waters by improving cooperation, interaction, and communication between pilots, traffic controllers, and the involved vessels (bridge crews). The Norwegian Coastal Administration (NCA) would like to establish a continuing service contract for the development and implementation of a joint course for pilots and VTS operators. The course is called 'Pilot and VTS Resource Management Couse (CRM)' and will include a number of elements, themes, and exercises that are specially adapted for pilots and traffic controllers at marine traffic centres. There are currently 292 pilots and 68 traffic controllers that must participate in a course every 5 years (pilots) and every 4 years (VTS) respectively. NCA has good experience with 6 pilots and 2 traffic controllers per course. The estimate is between 8-10 courses a year so that all pilots (every 5 years) and VTS operators (every 4 years) participate in a course with 6+2 participants. The tenderer must take care of the course participants' travel to the course location (from the nearest airport), journey home (to the nearest airport), and any travel between the course location and the hotel/accommodation. The tenderer must provide teaching facilities and course material. NCA would like to have an external provider for the development and implementation of the course. NCA will assist in the process of preparing the course content, but the tenderer will be expected to be responsible and undertake this work, in addition to the actual implementation, follow-up, and finishing work (reporting). We would like the course to be developed and started in January 2022. The procurement documents are available at: https://permalink.mercell.com/155313897.aspx Tender Details: Competitive Procedure. A new bridge will be built in replacement for bridge No 18-1729, Engeløy bridge, in Steigen kommune (Steigen Municipality). The current bridge is in such poor condition that it is planned to remove it from operation in 2024. If it is possible to carry out a site inspection, without conflicting with local and national guidelines in relation to the management of infection protection (Covid-19), we will announce this at a later date. The new bridge will be built alongside the existing bridge, and the existing bridge will be demolished. In order to obtain a suitable landfill site for the dredging materials, the intention is to establish a Demning bar (surrounding breakwater) that will provide an area for disposal of the dredging materials and the concrete from the existing bridge. The area established with this solution will create an area that can be used for during the construction period. After the construction period ends Steigen Municipality will take over the area that will be used as an industrial area. The area is zoned for this activity. The work is diverse and in short is as follows: Dredging; Extraction and production of masses; Construction of an asphalt road; Railing works; Bridge construction; Demolition of the existing bridge; Rigging and operation of the site. Extraction and production of masses will take place in Bogen in private mass extraction that Nordland County has an agreement to join. Message from the Publisher: Coronavirus and Brexit COVID-19 has caused unprecedented disruption to business planning across the UK and globally. Subscribers are advised that this issue of Maritime Contracts Journal, and subsequent issues for the foreseeable future, are produced under the restrictions set out by the UK Government in response to the Coronavirus pandemic and reflects a less active marine sector generally. Additionally, it is noted that uncertainties relating to post-Brexit trading have temporarily reduced the number of business opportunities from the UK sector specifically. Despite these limitations, our researchers, editors and production staff are committed to ensuring that each MCJ issue provides a true reflection of the maritime opportunities available as markets respond to these unprecedented times and conditions.
