COVER SHOT Patrol 21 WP SAR is the latest addition to Baltic Workboats’ SAR vessel fleet. This capable search and rescue vessel is specifically designed to operate in rough conditions and has numerous features to make sure that shipwrecked persons are safely recovered. She has a lowered aft deck area on the vessel waterline level together with a hydraulic platform which helps to retrieve people from sea. On both sides of the wheelhouse there are rescue davits with rescue nets. The bridge of the vessel is designed with a 360° view and large windows in the wheelhouse roof above the console. There is also a lookout position behind the wheelhouse with engine and jet controls

Damen Shipyards Group is opening its latest service hub, in Hamburg, Germany. This takes the total number of hubs to fifteen, spread across Africa, the Americas, Asia and the Middle East, and Australia. The hubs ethos is to provide a local service, worldwide, and the Hamburg hub will act as the one-stop-shop for Damen customers located in the region seeking warranty service, training and service support. However, customers do not necessarily need to own Damen vessels. The group’s resources are available to all seeking advice and support as well as access to facilities and expertise. The Hamburg hub will serve not only Germany but also Denmark and Poland. Hamburg is staffed by local personnel with experience of ship building and maintenance in their

COMMERCIAL MARINE PRACTICAL KNOW-HOW HELPS CONVEY IMPORTANT MESSAGE An innovative modular floating scaffolding system was used at COP26 to build a sunken protest pontoon for The Climate Coalition. The ScaffFloat pontoon was mobilised at short notice and installed with the help of local Approved Installer, i-Scaff, who are one of Scotland’s largest independent specialist scaffold contractors. For the press photo, an 8m x 4m scaffold platform was sunk just below the water’s surface, and supported by a set of plastic ScaffFloats on deck. This gives the impression of a ‘flooded’ floor which the charity utilised for a creative photo showing world leaders meeting on a flooded stage. Italy’s Prysmian Group, has secured the largest ever awarded submarine cable contract in the US. The contract has been awarded by Dominion Energy Virginia, a subsidiary of Dominion Energy Inc., to a consortium made up of Prysmian and the DEME Group, a leader in the offshore wind industry. Prysmian Group is the first cable company in the offshore wind industry to sign a Balance of Plant contract. The total value of the contract is approximately €1.6 billion, of which around €630 million related to Prysmian for the cable supply and the installation works.

NEWS A centre dedicated to the renewables industry has been opened in Scotland. Offshore and maritime training provider, Clyde Training Solutions (CTS) opened the centre on the Banks of the River Clyde, close to Glasgow city centre. The centre is expected to help the UK’s workforce gain the necessary skills to realise the UK’s green energy ambitions. CTS general manager, Kris McDonald, said: “With more than 70 organisations having bid in the ScotWind leasing auction, we know the demand for this type of training will be there. “That’s why this is not only an investment in the business, but an investment in the future of the energy industry in the UK. The International Marine Contractors Association (IMCA) has launched a new online facility as part of the Association’s digital transformation programme which will enable members to access verification services 24 hours a day. It will cover all five certificate types currently issued: Air Diving Supervisor, Bell Diving Supervisor, Life Support Technician, DP Company Authority and DP Trials & Assurance Practitioner. New initiatives such as Accredited Diving System Inspectors will also benefit from the service. A search form is now available at imca-int.com/verify for registered website users to check the status of any certificate provided to them by its holder. The existing option of contacting the IMCA certification team will remain available during London office hours.
Inter-island connectivity Global Marine has completed the initial subsea fibre-optic cable route survey scope for the Scottish Government’s Reaching 100% Programme (R100), being delivered by Openreach on behalf of BT. The project covers inter-island connections between Orkney, Shetland, and the Inner Hebrides as well as two connections back to the Scottish mainland. The Scottish Government-funded R100 project aspires to extend superfast broadband capabilities at speeds of at least 30Mbps to every premises in Scotland. Utilising the subsea knowledge of its sister company OceanIQ, also part of the Global Marine Group, and specialist service provider Fugro, the cable route surveys are now complete, ahead of the 16-route cable lay. The fibre optic cable installation is scheduled to commence early in 2022 and will be delivered by Global Marine’s multi-purpose vessel, Normand Clipper. Three survey vessels were mobilised on the project to complete specific scopes of geophysical and geotechnical survey work along the different cable routes.

The first project at the 11-turbine Aberdeen Offshore Windfarm includes underwater surveys and remotely operated vehicle (ROV) inspections, data processing and GIS based deliverables, remote and rope access inspection and maintenance. The contract covers the offshore balance of plant works including the transition pieces, foundations and inter-array and export cables up to and including the landfall at Blackdog. Terraocean will supply all project resources including personnel, survey vessel, equipment, UAV and ROV for the offshore survey. The second contract, which is currently underway, will deliver a similar scope of work for Vattenfall’s 30-turbine Ormonde Offshore Wind Farm, which is 10 km off the coast of Barrow-inFurness in North West England.
The Rigmar Group incorporating operating subsidiary companies, a leading global inspection, maintenance, marine services and survey company, has launched a new business unit in 2021. Terraocean, an autonomous operating subsidiary within the Rigmar Group, will focus support in the offshore and onshore
renewable energy sector, including wind, solar, wave, tidal, and hydrogen energy industry. The operating philosophy and focus of Terraocean is to provide services from blade tip to seabed. Terraocean, with its vast experience in engineering, marine project management, surveys and positioning,
Land & Water has completed works on the largest wetland habitat creation project of its kind on the River Thames and River Thame. The wet civil engineering firm carried out works on the River of Life II scheme that aims to demonstrate landscape management of water and wetlands and clean rivers, and the importance and value of water to nature and people. Land & Water’s project manager, Tom Cartmel, said: “Having been appointed in 2019 by Earth Trust, Land & Water has been committed towards using its expertise and skillset to ensure this scheme became a reality. “Not only does this unique wetland landscape support the evolution of local wildlife, it is also plays an incredibly important role in carbon sequestration whilst acting as a natural flood management solution. “Improving the environmental landscape of the UK’s waterways is something that we are very passionate about and so we also used active low-carbon techniques

Land & Water’s project team has transformed four locations along the River Thames floodplain in Oxfordshire, including at Clifton Meadow, Church Farm, Overy
Mead and Little Wittenham Wood, through creating 16 ponds, seven backwater channels and 1.6 hectares of woodland covering 46,000m2. The project has a lifespan and potential legacy that will tackle a number of environmental challenges. The new ponds and backwaters will slow down and filter water by trapping sediments and removing pollutants. To further support the demonstration and reduce the use of carbon, 47,000m3 of excavated soil was also spread and ploughed on arable fields.

MARINE CIVILS Aarsleff Ground Engineering AB in Sweden has invested in the world’s first battery-powered pile driving rig. Junttan Oy, which developed this rig develops and builds solid and reliable piling equipment, and Aarsleff specialises in ground engineering with an emphasis on geotechnically challenging projects and marine structures. The companies have combined their respective strengths and expertise to contribute to sustainability without any limitations on either capacity or performance. “It feels fantastic to finally be able to offer our customers a climate-smart alternative and a more climate-friendly construction site,” says Niclas Brogren, CEO of Aarsleff Ground Engineering AB. He continues: “It was, of course, a strategic decision at Group level that the piling rig ended up right here in Sweden, but it feels really good to be one of the first Swedish

piling contractors to meet the growing demand and interest for climate-smart solutions for piling work in the construction industry.” The new Junttan PMx2e, is equipped with two battery packs of 396kWh and a 266kW electric motor, which generates a continuous working day of 8-10

hours. The new piling rig is already in place in Sweden and will soon be heading for its first project. In one year, Aarsleff is estimated to be likely to save 35,000kg of CO2 and 14,000 litres of diesel. To the customers there
are no limitations on the performance of the new battery-powered Junttan PMx2e, compared to the conventional Junttan PMx22. The new piling rig does not produce local emissions and generates significantly less noise when moving across the construction site and can therefore be used in environments with strict emission requirements. According to the CEO of the Aarsleff Group, Jesper Kristian Jacobsen, it is an active choice to take responsibility, lead the way and contribute to the green transition. “This is just the beginning; we will soon see an increasing number of batterypowered machines of this kind at the construction sites. There are no excuses for choosing diesel if you have a more environmentally friendly alternative. Our sustainability work does not end here, it has just begun.”

MARINE CIVILS In an industry first, floating scaffolding has been used to complete a specialist contract lift on the river Severn. The job further expands the capabilities of the ScaffFloat system that combines patented plastic floats with standard scaffold beams, tubes and clips to make temporary pontoons and workboats for inland and coastal projects. Working in partnerships with one of their Approved Installers Attridge Scaffolding, the partnership was able to provide a full scope of works that included both full access to the vertical concrete penstock face of the riverside water works using traditional scaffold, as well as providing two large floating scaffold pontoons for storing and lifting the new eel screens, weighing 2.2t each, into position afloat. James Attridge said “ This project was almost 12 months in the planning. After an initial site

visit with the client, it was a case of putting together a scheme utilising past experience from other projects. The exception being the floating lift rig. This is where our professional working relationship with ScaffFloat enabled both parties to work together to develop a solution. “

As one of the main UK Approved Installers of the floating scaffold system they worked with the ScaffFloat team to design a custom design that met the very site specific client requirements. Access to the water was very limited and so both pontoons were built

shoreside as a skeleton framework, this kept the weight for the crane lift down to 1t. Once afloat additional tubes, clips and boards were craned down and both pontoons were completed afloat bringing their weight up to around 3t each. The first pontoon was used as a storage pontoon, with a 6t payload it was used to store components afloat before they were fitted by the team from Edwards Diving. The second pontoon was fitted with a custom lifting A-frame, this was designed specifically to lift the 2.2t, 6m x 3m Eel Screens. Designed and built to Eurocode standard with a suitable dynamic application and safety factor, it was also proof tested on site to over 3t. Scottish Renewables Electricity transmission charging rules are “restricting the development of major renewable energy projects”, says Claire Mack, Chief Executive of industry body Scottish Renewables. The industry body has reaffirmed its calls for the UK Government and Ofgem, the energy regulator, to work together in the spirit of COP26 to achieve a solution to the Transmission Network Use of System (TNUoS) charging regime, as government had previously committed to do in its recent energy white paper. As Claire Mack explained: “COP26 has exposed the urgency of the challenge facing our environment and the discussions which have taken place in Glasgow will be critical in shaping the future of our planet and our quality of life.” Closer to home what Scottish Renewables believes we need now is for the UK Government and Ofgem to work together in the spirit of COP26 to ensure that Scotland’s world leading renewable energy industry can play its full role in advancing
the UK towards achieving its own climate change ambitions. But the current rules which govern how the electricity network is paid for were designed 30 years ago and are critically out of date according to Mack: “TNUoS remains enormously destructive to Scotland’s offshore wind industry which has access to 25% of Europe’s offshore wind resource, and of course our climate ambitions. These charges are volatile and unpredictable and penalise Scottish renewable energy projects to the tune of tens of millions of pounds every year.” The Transmission Network Use of System charges which are levied on Scottish projects mean they are now almost 20% more expensive than equivalent projects in the south of England: “If the UK is to have any hope of meeting net-zero carbon emissions by 2050 and delivering on its ambitions for COP26 we must take advantage of every tool we have.” A review and reform of TNUoS, which Scottish Renewables has consistently called for, will ensure that Scotland’s renewable

energy industry can contribute to the reduction of carbon emissions. Scottish Renewables represents around 265 member organisations working across all renewable energy technologies including wind, solar, wave and tidal, hydro and more, which now provide the equivalent of 97.4% of the electricity consumed in Scotland. SEAFLOOR MAPPING BOOST The Nippon Foundation-GEBCO Seabed 2030 Project has announced a new partnership A Memorandum of Understanding (MoU) has been signed by the Seabed 2030 Project, the UK Hydrographic Office (UKHO) and Teledyne CARIS. The parties will work together to advance the effort associated with producing the definitive map of the seafloor by the year 2030. The MoU has been announced on the first World Hydrography Day to fall within the UN Decade of Ocean Science for Sustainable Development. Seabed 2030 project director, Jamie McMichael-Phillips, said: “As we enter the newly-launched UN Decade, but also final decade of Seabed 2030, we remain humbly aware of what we have yet to achieve - just under 80 per cent of the world’s seabed still to be mapped.”

AI TOOL As part of the new agreement, the three organisations will use a new AI tool developed by Teledyne CARIS and the UKHO as part of their ADMIRALTY Maritime Data Solutions portfolio. The AI-Based Bathymetry Data Noise Cleaning Capability is thought to benefit Seabed 2030 by providing processing efficiency of incoming multibeam bathymetry dataset typical of the type to be received by the Project.

Seabed 2030 is a collaborative project between The Nippon Foundation and GEBCO to inspire the complete mapping of the world’s ocean by 2030, and to compile all bathymetric data into the freely available GEBCO Ocean Map.
GEBCO is a joint project of the International Hydrographic Organization (IHO) and the Intergovernmental Oceanographic Commission (IOC), and is the only organisation with a mandate to map the entire ocean floor. The announcement coincides with the release of the latest GEBCO Grid figure – with 20.6% of the world’s entire seabed now mapped. When Seabed 2030 was launched in 2017, only 6% of the oceans had been mapped to modern standards. The latest figure has seen a growth of 1.6% from last year’s data – an increase equating to around half the size of the US.

One US-based marine environmental consulting and survey company recently completed a challenging multidisciplinary telecom cable route survey. CSA Ocean Sciences Inc. (CSA) undertook the geophysical and benthic survey in East Florida as part of an ongoing marine cable route campaign for a major telecommunications company. Kevin Peterson, CSA’s CEO, said: “The east coast of Florida is a challenging environment with deep water and extreme currents, so an efficient operation is imperative to minimizing costs and exposure.” The project utilised a 150’ class Dynamic Positioning (DP)1 supply vessel equipped
with a stern A-frame. CSA installed the survey equipment, winches, control van, side pole, and auxiliary power systems. Side-scan sonar and marine magnetometer data was collected along the east Florida coastline,

running through the heart of the Gulf Stream in water depths ranging from 10m to 1,000m. CSA’s onboard marine scientist identified specific areas of interest from the processed geophysical data and devised an in situ sample plan to conduct benthic grabs of the seabed. Following benthic sampling along the route, CSA surveyors deployed a proprietary Deep Tow Video System (DTVS) to collect high-definition video of the seafloor flora and fauna. The company is already planning for additional campaigns of a similar scope.

MANOR RENEWABLE ENERGY ORDER Manor Renewable Energy (MRE) is continuing to invest in its survey capability with a state-of-the-art multibeam echosounder
ENGINEERING UPGRADES The Manor Brunel has undergone a series of engineering upgrades at the Manor Marine yard in Portland, Dorset in addition to the installation of a suite of hydrographic survey technology from Teledyne Marine. MRE’s RESON Seabat T51 multibeam echosounder order will enable the company to acquire high-resolution bathymetric data. The order also included an E20 singlebeam echosounder, SVP70 sound velocity probe and an upgrade to the vessel’s Applanix POS MV Wavemaster Inertial Navigation System. The installation of the T51, due to take place in December, completes the upgrade to the Manor Brunel. Alex Richards, survey manager at MRE, said: “This investment

Dynamic dunes study A study to help offshore wind farm development has found underwater dunes in the Dunkirk area of France are very dynamic. The collaborative R&D project DUNES, led by Shom and France Energies Marines and initiated in 2019, aims to improve knowledge on the sedimentary and biological dynamics of dune ecosystems in the area of the future offshore wind farm off Dunkirk and its electrical connection. Initial results of morphological monitoring “suggest that the underwater dunes in the Dunkirk area are very dynamic: they have moved continuously eastwards over the period studied, with variable migration speeds. Extreme events such as storms seem to influence this horizontal displacement dynamic with a variation in sediment thickness at a given point. These movements will be anticipated in order to

optimise the installation and manage the maintenance of offshore wind farms and their electrical connections”. In order to determine the evolution of the underwater dunes with a high spatial and temporal resolution, 8 bathymetric surveys were carried out between November 2019 and July 2021, at 3 study sites, each covering an area of 1km2. In addition, a current measurement campaign lasting more than a month was carried out in the spring of 2021, enabling the hydrodynamic processes at work in the area to be monitored. In order to deepen the work initiated within the framework of DUNES, due to finish in 2022, the collaborative R&D project MODULLES will start at the end of 2021. It will focus on the modelling of longterm interactions between underwater dunes and the components of future offshore wind farms. Underwater dunes are relatively common in France off Dunkirk and Le Tréport. Formed by the combined action of marine currents and swell, these sedimentary structures, a few metres high, are highly variable in morphology and can shift.

ABS APPROVAL FOR AUTONOMOUS TUG PROJECT Classification society ABS has awarded its Approval in Principle (AIP) to global technology provider ST Engineering, offshore marine specialist POSH and digital communications company M1 Limited for their Smart Maritime Autonomous Vessel (SMAV) project. The AIP follows successful sea trials and covers the project’s autonomous navigation and collision detection and collision avoidance (CDCA) technology. Autonomous vessels, in this case involving tugs are a step beyond another similarly innovative development gathering pace, remote controlled tugs. In other sectors including defence and marine surveying what are known as AUVs (autonomous unmanned vessels) are now increasingly encountered in operation and doubtless the experience gained in such will spill over into other sectors with opportunities for development in the future. Classification societies will naturally be at the forefront with the necessary regulatory involvement and ABS’s recent approval in principle for the SMAV project follows successful sea trials carried out in 2020 with the tug POSH Harvest which was retrofitted with autonomous navigation and CDCA functions which were remotely monitored from a shoreside control centre located in the Maritime Port Authority of Singapore’s Maritime Innovation Lab via cellular networks. Singapore-based POSH (PACC Offshore Services Holdings Ltd) is perhaps best known for its extensive global involvement in the offshore oil and gas sectors including subsea services and operates a diverse fleet of more than 80 vessels. Included here are 17 harbour tugs of between 45 and 73 tonnes bollard pull, POSH Harvest being one of these

A quartet of developers have achieved an important regulatory step forward with their autonomous tug project
vessels. The 30m long, ABS-classed and Singaporeregistered tug was built in 2010 by Pacific Engineering & Trading Pte (POET) Singapore (hull built by Jiangsu Suyang Marine Co – Yangzhong) and provides 51tbp from Niigata 6L26HLX main engines each developing 1,471kW and powering Niigata ZP-31 fixed-pitch Z-drives. Congratulating all parties for reaching another milestone in the SMAV project, Cheah Aun Aun, director (shipping) at Maritime Port Authority of Singapore said: “As a supporter of innovation, digitalisation, and sustainability, we are glad that Singapore Registry of Ships is part of this project and we look forward to working with more like-minded industry partners to test-bed new technologies to bring about greater efficiency, safety, and sustainability to the maritime industry.”

Boluda expands into Rostock Continuing expansion of its activities in northwest Europe, Boluda Towage has commenced towage operations in the German port of Rostock. Boluda states it was asked by customers to consider extending towing services to Rostock, a port the Spanish-based towing operator describes as ‘the most important German port in the Baltic Sea.’ It adds the decision to start operations at Rostock is ‘another stepping-stone’ towards strengthening activities in the region, Boluda Towage’s executive vice president Vicente Boluda Ceballos commenting: “The Boluda flag will be a permanent presence in the Baltic Sea, which supports the expansion strategy of Boluda Towage’s towing service in northern Europe in line with various strategic acquisitions recently closed by the company.” Boluda is no stranger to the port of

Rostock due to the numerous special towing tasks it has taken part in involving ships, barges and windfarm components and initially the company is operating two tugs in the port with the option to scale up tug capacity depending on needs and requests from customers in the port with local crew members employed on the tugs. Bugsier and Fairplay shiphandling tugs are also based in Rostock. In separate news, the next stage in Boluda’s extended towage service concession in the Port of Zeebrugge has been celebrated in a naming ceremony for no fewer than four newly-built Damen tugs. The quartet are formidable additions to the port’s towing service provision comprising two different classes of vessel, the Damen ASD Tugs 2813 VB Bolero and VB Rumba and ART80-32 Rotortugs VB Flandes and VB Samba.
The ASD Tugs 2813s were built at Damen’s Song Cam Shipyard in Vietnam and provide 85tbp while the 80tbp Rotortugs were products of Damen Albwardy Sharjah Shipyard. All are certified to the highest firefighting standards and with sustainability an essential component of the concession agreement with Port of Zeebrugge, IMO Tier III standards will provide an 80% reduction in nitrogen oxide emissions, enhanced by the provision of shore power when the tugs are moored alongside. Bruges Mayor, Mr Dirk De fauw said: “As the president of the port administration, I am delighted to embark upon this collaboration with Boluda Towage again. It is the continuation of a loyal, professional and sustainable relationship that will allow both MBZ and Boluda Towage to further enhance the shipping industry in Zeebrugge

Lloyds has expressed its commitment to Lloyd’s Salvage Arbitration Branch (LSAB) and to oversee Lloyd’s Open Form contracts (LOF) after earlier suggesting LSAB services could be stopped. The International Salvage Union (ISU) spearheaded an industry-wide response earlier in 2021 expressing concern and being ‘stunned’ at Lloyd’s notification of consultation on the proposed closure of LSAB in the face of declining use of LOF (see MJ June 2021). ISU considered that to discontinue support and endorsement for LOF contracts would have a serious impact on safety at sea along with a potentially significant impact on the environment. Lloyds has now confirmed that following industry-wide consultation where it ‘recognised and listened to’ the high volume of representations in support of LSAB and LOF it will continue to operate LSAB and oversee Lloyd’s Open Form contracts and procedures. The industry will be further encouraged by Lloyd’s statement that it is now determined to increase the use of the form and highlight the benefits that its use can bring. ISU stated it was grateful Lloyd’s had consulted widely when reviewing the future of LSAB and LOF and in its earlier response to

and Sanmar and Corvus plan to jointly explore and establish a path for future supply and integration of energy supply systems and fuel cell technology for an ‘even wider range of innovative and cost-effective electric and hybrid tugs.’ Corvus will be responsible for battery and fuel cell technology along with dimensioning and advice on battery room design, power systems and fuel interfaces. Corvus Energy is based in Norway with offices in: Denmark; Richmond, Canada; Seattle, USA and Singapore. Its business segments cover a range of the commercial marine market including ports and its

LLOYDS COMMITS TO SUPPORT LOF CONTRACTS

Corvus Energy and Sanmar Shipyards have announced a newly signed Memorandum of Understanding to develop a new range of zero-emission and hybrid tugs. Newbuild tug orders reported in this column increasingly feature propulsion systems different to the traditional mechanical arrangement of directly driven screws or thrusters. The industry is having to meet increasing demands for more sustainable operations including addressing where tugs experience periods of low power demand but able to provide full power at short notice. Many shiphandling operations take place in built-up urban areas with subsequent awareness locally of emissions. The contribution of hybrid and zero-emission (all-electric) tugs is now recognised, but at the same time requires specialist technologies that previously were perhaps not commonplace within the industry. The agreement brings together the shipbuilding experience of Sanmar with its extensive tug production activities and specialist technology skills of Corvus Energy and was signed during the European Tug Owners Association’s meeting in Turku with the full cooperation agreement signing expected to coincide with the Tug Technology 2021 conference in London. The MOU’s aims include developing a new range of hybrid and zero-emission tugs based on Robert Allan Ltd’s (RAL) tugs with bollard pulls between 30 and 70 tons, Sanmar’s production lines are dominated by RAL designs, some exclusive to the shipyard itself

EUROPEAN TUG OWNERS CONSIDER THE NEXT NORMAL ETA’s 58th annual meeting held in Turku was hosted by local member and tug owner Alfons Håkans. The occasion saw a change of chairmanship whereby Kimmo Lehto (Alfons Håkans AS) handed over to Vicente Boluda Ceballos (Corporacіón Maritima SL) for the next two years. Mr Lehto reflected on the challenge of Covid-19 and how the industry adapted to the sudden changes in a resilient manner maintaining a reliable part of the maritime industry’s logistics chain. ETA’s members also continued work towards a greener more sustainable future, Mr Ceballos outlining how the association continues its dialogue with various elements of the shipping sector including new ways of communicating during the pandemic. The meeting’s focus was on the next normal and how it is being shaped by unprecedented events such as Covid-19, EU Green Deal legislation, competition within the maritime and tug sector and innovation. A range of speakers from outside the industry analysed the upcoming challenges and disruptive changes societies and industry will face in the next few years, focusing on the future of work, adoption of IT-based technologies and EU shipping and climate policies between 2030 and 2050. The speakers were followed by a panel representing the industry from Redwise Maritime Services, ACL Shipbrokers, Damen Shipyards, CAT Marine and The Shipowners Club who discussed the topic of the new normal. Incoming chairman Vicente Boluda Ceballos thanked members for their support stated: “Our industry is going through hard and challenging times due to the pandemic, but the sector also needs to adapt to all the new international

News that Sea Machines is supplying its autonomous command and control system for Foss Maritime’s tug Rachael Allen reveals some of the logic behind autonomous tug operations. In the field of tug operations removing such tasks from the crew’s workload allows in Sea Machines’ words ‘personnel to focus on higher-level operations.’ Its SM300 system on the 90tbp Rachael Foss includes transit autonomy and remote access to the vessel’s machinery allowing support operations to be managed from onboard or ashore. SVITZER CELEBRATES TEN YEARS IN ANGOLA Svitzer’s operations in Angola centres around the ALNG terminal at Soyo and the CABOG oil terminal offshore Cabinda where its tugs have been operating since 2018. It was in 2011 that Svitzer commenced work at Soyo and currently a team of 132 crew and onshore staff operate the two locations and while the vessel fleet and personnel composition has changed over the period Svitzer states the level of service has been consistent without any vessel delays since 2011. Shiphandling tug operations are largely of a global nature nowadays with a handful of major operators providing contracted services at individual ports and terminals worldwide. A popular aspect of establishing such tie-ups is whereby local crews can be utilised thus providing employment opportunities locally and described by Svitzer as ‘key’ in delivering the marine services. The absence of a large seafaring community in Angola presented ‘a bit of a challenge’ prior to setting up the operation in 2011. With a determination however to train as many Angolans as possible an arrangement was established whereby they had to follow a programme on the training ship Danmark where cadets undertook extensive training both afloat and onshore to learn seamanship and the value of safety and teamwork. Svitzer states it continues to benefit from the investment to this day, reflected in the fact that earlier this year the 300th LNG cargo was loaded safely at Soyo. The Turkish Directorate General of Coastal Safety has taken delivery of the second of its latest emergency response, escort and assistance tugs from Sanmar Shipyards. Kurtarma 16 falls into the Emergency Towing Vessel (ETV) category and here the Robert Allan (RAL) Sanmar exclusive RAstar 2900SX marque has been chosen and follows the similar Kurtarma 15. It is ‘horses for courses’ for ETV designs based on specific geographical and other considerations and with provision of 90+tbp and Sanmar’s most powerful tug yet by bollard pull, enhanced for escort duties it is clear the Turkish government has an impressive addition to the expanding fleet of tugs intended to enhance maritime safety in its waters. Kurtarma 16 delivers its 90+tbp via MTU 16V 4000 M73L main engines, each developing 2,700kW at 1,850rpm driving Schottel azimuth thrusters. The RAstar
escort/offshore terminal tug designation is reserved for a distinctive class of ASD tug with the unique sponsoned hull form developed by RAL which provides ‘significantly enhanced escort towing performance’ from the effects of the sponsons as well as from the prominent foil-shaped escort skeg forward. Basic dimensions include a LOA of 29.4m and moulded breadth 13.3m with a draught of 4.37m and deck equipment includes a Palfinger 18500MC knuckleboom crane.

Tugs of the RAstar class can be configured for specific manning requirements, shiphandling tugs of this size typically operate with a crew of three. Previous similar tugs from Sanmar have included accommodation for up to eight crew but for Kurtarma 16 this has been increased to 10 comprising two single and two four-person MLC-compliant cabins. The history of rescue stations in the Turkish Strait dates to 1869 but it was in 1926 that a British company operated a salvage service in the region for Turkey’s administration. Now under Turkish government control the series of Kurtarma prefixed tugs started in 2000 and closely related to this latest delivery are Kurtarma 13 and 14 delivered by Turkey’s Uzmar Shipyard, also in 2021, both are slightly larger RAstar 3200 class vessels.

TOWLINES 8 Boluda Towage has provided berthing services to the world’s largest container ship making the first call in Europe on its maiden voyage. For the voyage, the outboard stowages of Evergreen Marine Corp’s Ever Ace were loaded with Evergreen containers and the 399m long, 23,992teu vessel was met by Boluda’s Rotterdam- based tugs VB Cheetah, VB Tiger and Mars and after welcoming the new arrival with a traditional water cannon display assisted it to its berth at ECT’s Delta Terminal. Ever Ace is the first of 12 similarly dimensioned container ships in the series, at the time of writing vessel number two Ever Act had arrived in Rotterdam on its maiden voyage.

8 Ad Hoc Marine Designs Ltd has announced the award of a two vessel order with AMC Shipyard on the Isle of Wight for what it claims to be the world’s first catamaran tug. The 9m long Hercules tug/line runners will have a bollard pull of 6t with a twin hull form that has approximately 50% greater stability than an equivalent size monohull. The Yanmar-powered vessels will have a single propeller in a Kort nozzle and a single lift point via a lifting frame arrangement for ease of deployment. Ad Hoc Marine reports that the

8 Damen has announced it is one of seven recipients of the inaugural IDC Future of Digital Innovation award. US-based International Data Corporation (IDC) made the award for Damen’s Triton programme, a digital platform that collects, analyses and visualises data from any type of connected vessel (including tugs) via 10,000-15,000 sensors which collect data including fuel, fresh water and oil stored on board along with engine performance indicators such as power, RPM and fuel consumption. It is another similar award for Damen’s Triton programme which in 2020 received the CIO Magazine Innovation Award 2020 from the Netherlands ICT Media.

SCOTLAND’S TIDAL TITANS TEAM UP The focus initially is on the commitment to deliver Nova and Atlantis turbines at the MeyGen site in the Pentland Firth. The Atlantis owned, operated, and developed MeyGen site is the largest fully consented and operational tidal stream site in the world. This collaboration will see Nova and Atlantis work together to deliver their complementary technologies for the tidal industry, Scotland and the UK. Collectively, Atlantis and Nova operate the world’s first offshore tidal array (installed by Nova in Shetland in 2016) and the world’s largest tidal array (6MW Meygen array installed by Atlantis in the Pentland Firth). Between the companies, they have delivered over half of the tidal stream devices operational worldwide and are developing sites in the UK, Canada, Japan and France. Both companies deploy subsea turbines which generate predictable, renewable power with no visual impact. Meygen is the largest consented tidal stream site in the world with a potential capacity of nearly 400MW. The MeyGen site has all the necessary consents to deploy a further 80MW of tidal power and all that is needed to unlock this potential is a route to market. Nova and Atlantis look forward to working with all stakeholders to help unlock this exciting opportunity and see further Scottish-made turbines deployed at the world-leading site. Nova and Atlantis recently hosted the Leader of the SNP in Westminster, Ian Blackford MP, and his colleagues, Steven Flynn MP, Alan Brown MP, and Deirdre Brock MP, at Nova’s headquarters and manufacturing facility in Leith, Scotland. MARINE RENEWABLES A specialist heavy lifting company has challenged innovators to find a solution for transferring and lifting components to floating and fixed-bottom offshore wind turbines. With floating wind farms being the new kid on the block new questions arise. For example, how are we going to maintain these novel constructions? In addition, conventional wind turbines are getting bigger and are being built in large quantities. Therefore, the intensity and complexity of maintenance is going to increase. For this reason, Mammoet and Offshore Wind Innovators, in close cooperation with TKI Wind op Zee, are launching the 5th Offshore Wind Innovation Challenge. The Innovation Challenge will focus on finding solutions for the safe and efficient transfer of objects from a floating vessel to offshore wind structures, to reduce the cost and the scheduled impact of maintenance. This will help to facilitate better and more cost-effective replacement of turbine components. The use of large (floating) installation vessels should be prevented and therefore the companies are looking at possible solutions to overcome this. The challenge can be split into three different sub-sections:

In 2019, Equinor reached a deal with the ESB to turn the Moneypoint coal-fired power station in County Clare into a hub for offshore wind development with a large-scale green hydrogen production and storage facility as well. In February 2021 Equinor and ESB announced that they were applying for a foreshore licence for the site but the Irish Examiner now reports that Equinor has pulled out of both the Moneypoint project and the Irish market altogether, citing ‘dissatisfaction with the regulatory and planning regime that currently exists for offshore energy development.’ The ESB confirmed in a statement that, ‘Following a review by Equinor of its strategy to develop profitable growth in renewables they decided to stop their early phase offshore wind activities in Ireland, in part due to local regulatory uncertainty.’

UNIQUE ARCHIMEDES IS FINALLY IN SERVICE A diving support ship billed as “technically extremely complex” and unique to Europe has gone into service in Germany, reports Tom Todd The German Waterways and Shipping Agency WSV invested €24.57 million in the 69.88m x 11.76m wide newbuild Archimedes, which is equipped with a 6m x 4m diving bell. The bell has an open bottom which rests on the seabed and can recover obstacles as deep as 10m on the panEurope Rhine shipping network. Personnel enter the pressurized sea-bed chamber via a 15m pressurised airlock from the ship itself. WSV head Prof.Hans-Heinrich Witte said Archimedes was “technically an extremely complex ship, occupying a very special place in the WSV fleet”. He added that with the new eco-friendly specialist “we are able to provide greater safety”. The newbuild’s hull was built by Europoort Construction after which it was completed by Damen Shipyards in Gorinchem. It should originally have entered service at the end of last year, Maritime Journal was told earlier. Covid delayed that and the newbuild has only now entered service out of the Rhine Ruhr port Duisburg. As well as recovery and obstacle removal, Archimedes will nor only locate but also mark and secure sea-bed obstacles such as lost anchors, containers and vehicles, inspect locks and other waterway structures, carry out sea-bed and plant life sampling and supervise and renew buoy anchoring. The diesel electric newbuild Archimedes has three 412kW Caterpillar C18 main engines conforming to EU norms and emission standards as well as two Schottel SRP 150 rudder propellers and a Schottel SPJ82 360 degree pump jet to provide maximum manoeuverabuility in often restricted waters. There are also two Caterpillar C4.4 99kW generators on board and the WSV earlier mentioned Marelli B4J 355 and
LSAM 47.2 L9C electric motors. It has also reported that the ship’s diving bell and other diving equipment are from Haux in Karlsbad while lowering and lifting plant was supplied by Technomar in Bremen. Archimedes can reportedly maintain a speed of up to 17.4 knots, meaning that, unlike its predecessor , it can reportedly operate without towing assistance on the Rhine. The existing 52m x 11.8m diving bell ship Carl Straat is more than 50 years old. It was continuing to serve until it was replaced by Archimedes.

Sustainable offshore patrol vessel delivered An OCEA OPV 150, specifically designed for sustainable and responsible navigation, has just been launched by the OCEA shipyard. Ordered in December 2019, following a call for tenders, the state-of-the-art offshore patrol vessel, Gyptis is now conducting seatrials. Delivery to the French Maritime Affairs is scheduled for the beginning of 2022. The vessel will be based in Marseille. The Mediterranean patrol vessel, 46 metres long and 8.5 metres wide, is a ship dedicated to State action at sea. This new unit has two semi-rigid boats implemented by davit and can accommodate a drone aircraft to intervene at sea and carry out control, surveillance, identification and interception missions. In particular, the ship will be able to carry out the following missions:

INNOVATIVE LOAD TESTING SOLUTION FOR HARBOUR WALL Dover’s development plan for the Wellington Dock marina in the UK included the design of a mobile boat hoist with a maximum future lift capacity of 75 tonnes The hoist will operate from an area that is retained by a Grade II listed harbour wall, and the task was to confirm that the structure would remain stable during the operation of the proposed hoist. A detailed structural analysis was undertaken by Atkins to assess if, as expected, the wall would support the new loads. A ground investigation was also carried out by others to provide Atkins with the necessary ground and laboratory data. This initial investigation and assessment identified highly variable ground conditions which made an analysis of the whole length of quay difficult. Standard load testing requires defined loads to be applied and a measurement of the settlement to be undertaken. However, the Northampton Quay Wall site had a number of constraints that prevented conventional testing from being deployed. Firstly, access was restricted, and SOCOTEC Monitoring was not permitted to impose any load within two metres of the harbour wall. Secondly, SOCOTEC Monitoring could not apply a pressure greater than 20kPa within six metres of that exclusion zone. The limited and variable depth of the harbour water, as well as existing marine traffic, further restricted access and test options. Normally in such situations, static loads are directly placed or hydraulically loaded via a 20tonne excavator or similar. However, on this occasion, those conventional options were not possible.
SOCOTEC’s Materials Testing team undertook each plate load test in accordance with a UKASaccredited test method. However, to ensure that their technician was not beneath the lift area, all measurements of the applied loads and ground settlement were remotely captured using WiFi-enabled equipment CHALLENGE The main challenge was that several plate load tests (the 750mm diameter plate test) had to be undertaken as close to the harbour wall as possible (i.e. within two metres). However, conventional kentledge solutions very quickly exceeded the safety criteria. Furthermore, and due to the listed status of the wall, extremely accurate and near real-time ground settlement and wall deflection monitoring was also required prior to, during and after the testing. After much discussion and collaboration between SOCOTEC Monitoring, Atkins, Port of Dover and specialist contractors, Thanet Crane Hire and Unique Group, an ingenious solution was found. The end solution incorporated
marine and civil engineering disciplines and leveraged the strengths of SOCOTEC’s combined group capabilities. Specialist open-top floor test bags that are frequently used in the marine sector were provided by Unique Group to allow uniformly distributed load (UDL) tests to be undertaken. The test bags were filled with 36,000 litres of seawater (36 tonnes) and placed in the six-metre exclusion zone to check that those loads were acceptable. A one hundred tonne crane was then brought to site and carefully loaded and positioned so as not to contravene any of the restrictions. Thanet Crane Hire had designed a bespoke configuration that ensured that three of the four crane’s outriggers would not exceed 20kPa. This enabled the remaining outrigger to safely apply incremental loads for the 750mm diameter point load test, up to a maximum pressure of 565kPa.

A LAYERED APPROACH TO MONITORING SOCOTEC’s Materials Testing team undertook each plate load test in accordance with a UKAS-accredited test method. However, to ensure that their technician was not beneath the lift area, all measurements of the applied loads and ground settlement were remotely captured using WiFi-enabled equipment. SOCOTEC Monitoring’s survey team also observed survey targets and prisms on the harbour wall while the load tests were undertaken, and wireless biaxial tilt sensors were used to accurately measure rotational movement. Finally, monitoring of the applied loads and movement was provided by Thanet Crane’s on-board computers. Movement trigger limits were defined by Atkins so that in the event of any excessive movement, the testing could be immediately and safely halted. In addition to the monitoring during the load testing, SOCOTEC’s survey targets and tilt sensors enabled baseline data to be gathered prior to the loads being applied and continued to monitor movement of the existing dock wall after the testing had been completed. The wireless sensors will also assist during the construction phase and with the ongoing monitoring of the listed structure.

Development plans for Rotterdam Global Energy Storage (GES), which launched in May this year, has announced its first major investment at Europoort in the Port of Rotterdam. It is buying an interest in part of the assets of the Stargate Terminal from Gunvor Group and will develop more than 20 hectares at the heart of the port. The deal has been formally approved by the Port of Rotterdam Authority. The site includes a significant waterfront with deep water access, brownfield development opportunities and potential greenfield development sites. GES’ ambitious plans include the development of a new multi-purpose seagoing jetty, as well as developing additional infrastructure.

BORDER CONTROL POST PROGRESSES Work is continuing at pace at Portsmouth, UK to prepare for the most significant changes to customs and health check import requirements in a generation Construction for Portsmouth International Port’s Border Control Post is now moving into the next significant phase. Kier, a leading provider of construction and infrastructure services, was appointed to construct the new BCP. Known as the Border Operating Model, from 1 January 2022 facilities are expected to be in place to manage physical checks on imports. Following £17.1m from the government’s Ports Infrastructure Fund this signals one of the largest investment projects in the port’s history and will generate over 100 new posts required for port health, operations, customs and Border Force operations. New purpose built facilities, which meet DEFRA specification for checking plant and products of animal origin, will include refrigerated units for chilled and frozen products, inspection rooms and cross docking abilities, where cargo can be unloaded and checked easily. DEFRA will support funding for veterinary and port health staff, as they will be required to work shifts inspecting food and plant products. Portsmouth’s new facility provides importers with a convenient solution when looking for a port to clear their goods, when they become subject to new checks. Mike Sellers, Portsmouth International Port director said: “The whole team is working incredibly hard to transform port operations from next year.

This is due to the number of positions required, the fact that we need people with a specific area of expertise in port health and that because we are awaiting further operational information from the government.’’ Kier started enabling works on site on the 1 March 2021 and have been working closely with local supply chain partners on the project, to make sure it is operational by the new rule changes coming into force on 1 January 2022. The site stretches across nearly two acres and the steel structure for the facility will start being constructed shortly and the shape of the BCP will start to become visible. Mark Norris, regional director of Kier Regional Building Southern, states: “We are proud to have been appointed by Portsmouth City Council to deliver important new infrastructure at Portsmouth International Port, which is set to support the local economy for years to come. The new facilities will be built to environmental standards, all with solar PV installed. Recruitment for the additional port health and Border Force positions is currently underway.

CABLE REBURIAL REQUIRED ‘OUT OF THE BOX’ THINKING A state-of-the-art trenching vehicle has been modified to enable a tricky intertidal live export cable re-burial Jan De Nul was requested by Eneco to rebury a section of an existing export cable for the Luchterduinen offshore wind farm in The Netherlands as coastal erosion was bringing the cable closer to the surface. Since the section of decreased burial depth was located in the nearshore zone, it was not accessible with typical offshore trenching vehicles nor could it be easily accessed from the beach. Jan De Nul offered Eneco the solution by mobilizing its intertidal trencher, Sunfish, which successfully lowered the nearshore part of the cable working up to 1 kilometre offshore and a water depth of 8.5 metres. Ernest Diepstraten, Project Manager at Eneco: “Eneco greatly appreciated working together with Jan De Nul constructively in delivering this project in time and in budget. We are pleased that, thanks to the work of Jan De Nul Group, the cable to our Eneco Luchterduinen wind farm is buried deep enough again so that the wind farm can continue to supply power to our customers.”

the UK in 2016. Jan De Nul engineers converted the machine later into an excavator with a chain cutter, a configuration which was used for the burial of the Rentel export cable in Belgium in 2017. Today, the Sunfish successfully completed the Eneco Luchterduinen export cable reburial in jetting configuration by using water under high pressure. To accurately locate the cable, the Sunfish was further equipped with 2 sets of innovative cable tracker sensors of SMD’s innovative tracking system ‘Artemis’ using the live tone of the cable. As a result, Eneco did not have to switch off the wind farm during the entire campaign.

Falcon aids Turkish operations Saab Seaeye’s Falcon portable underwater vehicle will aid marine operations in Turkey. Turkish marine operations company, ARAS Marine will use the Falcon to support the wide range of projects it undertakes in both international and Turkish territorial waters. These projects range from marine construction and offshore supply services, to seismic research support, emergency response and salvage and wreck removal. “Equipped for the wide array of tasks ahead, ARAS’s 1000m depth-rated Falcon comes complete with a fibre optic upgrade, manipulator, soft rope cutter, cameras, Tritech
sonar and Applied Acoustics’ USBL system,” said Saab Seaeye. Modular functionality ARAS can add further systems any time as the Falcon can handle an array of cameras, sensors, tooling and complex systems typically found on much larger robotic vehicles. The ease of adding systems comes from the Falcon’s iCON intelligent distributed control architecture. Module-focused iCON provides each device with its own microprocessor for individual control - a

concept that also makes it future-flexible for evolving technologies. IMCA ACCREDITED DIVING SYSTEM INSPECTOR SCHEME The International Marine Contractors Association (IMCA) is currently developing its IMCA Accredited Diving System Inspector (ADSI) scheme It will introduce an industry-recognised professional accreditation for this important group of skilled workers. ADSIs will be accredited to conduct IMCA Diving Equipment Systems Inspection Guidance Note (DESIGN) audits. DEVELOPMENT As one of the final stages in development of the scheme IMCA is now asking for known, respected and experienced DESIGN auditors to be put forward for early ADSI certification so they can act as field training supervisors when the scheme is launched during 2022. New IMCA information notes (Nos. 1565 and 1566) published at www.imca-int.com/information-notes/ provide an overview of how the new scheme will work, and details on the nomination of candidates. The ADSI scheme will be open to personnel either already acting as a diving system inspector or gaining experience in order to become one. It is intended to apply to personnel conducting DESIGN audits and preparing DESIGN audit inspection reports, and thus performing a critically important role in the offshore energy diving industry. As Bryan McGlinchy, IMCA’s Diving Manager explained: “In order to facilitate the launch of the IMCA ADSI certification scheme in 2022, and for a limited time, the association is introducing a route to certification as an IMCA ADSI for existing experienced DESIGN auditors. This will be known as the Experienced Practitioner Accredited Diving System Inspector (EP ADSI) scheme. IMCA is currently seeking nominations for known, respected and experienced DESIGN audit practitioners to be entered as candidates into the EP ADSI scheme. Nominations of, and from, these experienced individuals will close on 30 September 2021. (Applications from nominated candidates for routine entry into the scheme in readiness for when it is officially launched next year will close on 31 December 2021.) “When the IMCA ADSI certification scheme opens next year, Trainee Diving System Inspectors (TDSI) enrolled on the scheme will be required to complete field training and experience requirements at trainee level by conducting DESIGN audits under the supervision of existing experienced and competent DESIGN auditors. “It is therefore necessary for industry to identify a core group of experienced DESIGN audit practitioners working in every IMCA region and put them through the EP ADSI scheme leading to accreditation as an IMCA ADSI, before the IMCA ADSI scheme proper is launched next year.” He added: “Put simply, to begin running the ADSI scheme IMCA must first-of-all have a sufficient number of certified IMCA ADSIs already in place. These diving system inspectors will have followed the EP ADSI scheme route to certification as an IMCA ADSI, and it is they who will be considered by IMCA to have the competence to act as supervisors of the TDSIs during their periods of field training.” The scheme will have two categories of accreditation: 5 An inspector of surface orientated diving systems against the requirements of IMCA D 018 ’Code of practice for the

OFFSHORE FLEET CONSTRUCTION UNDERWAY Construction is underway to build a hybrid vessel fleet designed to support the UK’s growing offshore wind market Cutting ceremonies have taken place for North Star Renewables’ first service operation vessel (SOV) and what will be the world’s first hybrid powered daughter craft for the offshore wind market. Both vessels are bound for Dogger Bank Wind Farm, off the east coast of Yorkshire, England. North Star CEO, Matthew Gordon, said: “This is just the start of our journey in renewables. Not only do we have the capital in place we also have the experience and capabilities within our organisation to deliver and operate numerous offshore wind vessel fleets simultaneously. It’s our overarching objective we have planned to secure at least 15 renewable fleet contracts within the next five years; and our business is ready to do so.”

A third 6,000t SOV will also be delivered to the development’s partners SSE Renewables (40%), Equinor (40%) and Eni (20%). The trio of vessels are chartered for 10year terms with additional one-year options. An aluminium-cutting ceremony also took place at Alicat’s shipyard in Great Yarmouth (UK) for the hybrid powered daughter craft. Designed by Southampton-based naval architects Chartwell Marine in collaboration with North Star, the craft will be used to safely transfer technicians from the SOVs to work on the wind turbines benefitting from Chartwell’s unique AFS bow fender and other stability technology. The craft will also be on emergency rescue support standby.

Plans for another two German survey, wreck location and research ships are expected to be completed soon with tender invitations tipped for next year. Karin Kammann-Klippstein, President of Germany’s Federal Maritime and Hydrographic Agency (BSH) said her agency was keen to press ahead with modernisation of its fleet of currently five specialized ships. She was talking to maritime industry guests at a reception aboard the BSH survey, wreck and research flagship Atair in Hamburg. Confirming the remarks, a spokeswoman said the BSH President had revealed it was now hoped to complete preliminary planning for the replacement of two further BSH survey, wreck and research ships Deneb and Wega by the end of the year. Kammann-Klippstein had also said the BSH was determined to follow that up with tender invitations for the two newbuilds during 2022, the spokeswoman told Maritime Journal. Deneb and Wega, in service since 1990 and 1994, are both 52.05m x 11.40m. Their replacement has long been discussed and Berlin funding earmarked. However no technical details or propulsion and fuelling system preferences have been announced. LNG must rank high since Atair, the largest

ship in the current BSH fleet is billed as the world’s first LNG DF fuelled governmental research vessel. The 75m x 16.8m Atair entered service just last year. Built by Fassmer, it is propelled by Wärtsilä 20DF and 6L20 engines.
In 2023 however Atair wilI be joined by the first of three 95m x19.5m multi-purpose newbuilds for Germany’s governmental Waterways and Shipping Administration (WSV). Those ships will be fuelled exclusively by LNG. They are being built at Abeking & Rasmussen in Lemwerder – the yard that pioneered German SWATH technology. The first A&R newbuild is being followed by a second in 2024. They will replace emergency response ships in the North Sea and Baltic - the 56.1m Scharhörn and the 80.4m Mellum, built in 1974 and 1984. Both are being delivered complete with LNG plant and will, like Atair, boast bow helicopter pads. The third identical A&R newbuild, an option converted only last year, will be delivered in 2025, the WSV said. It will replace the currently 23 year old 78.9x18m multi-purpose pollution control ship Neuwerk and have specialised equipment which WSV said would greatly improve ship recovery capability.

SHIP & BOATBUILDING The UK’s Wight Shipyard Co have been formally presented with a Queen’s Award for Enterprise for International Trade. The award was presented by Mrs Susie Sheldon JP, Her Majesty’s Lord-Lieutenant of the Isle of Wight in a ceremony at the thriving shipyard in East Cowes. The award was in particular recognition of their outstanding short-term growth in the export market. Receiving the award, Peter Morton, Chief Executive of The Wight Shipyard Co. commented: “We are delighted to accept this prestigious Queen’s Award for Enterprise in the International Trade category on behalf of everyone at the yard who are very much part of the re-birth of the British shipbuilding industry. ALL-ELECTRIC CATAMARAN IS FIRST FOR ROSTOCK The introduction of its first emission-free, all-electric commuter ferry has greatly improved the public transport situation in the German Baltic port city of Rostock
A Rostock city spokesman told Maritime Journal earlier this year that the rudder propellers, solar panels and batteries in Warnowstromer had all been developed by Amereship. Officials added that on sunny days, up to half the required energy could be solar and that up to 36,000 litres of Diesel and 95 tons of CO2 a year would be saved The new ferry is part of the city’s public transport concern Rostocker Strassenbahn (RSAG) which has dovetailed the boat’s movements into its existing local bus and tram timetables. The cat’s regular river operations however across its half kilometer Warnow route between Kabutzenhof and Gehlsdorf – are in the hands of local shipping concern Reederei Antaris. The new 19.9m long and 6.6m wide catamaran Warnowstromer carries 80 passengers and 15 bicycles. It has just gone into regular service across the Warnow River and officials said it will boost transport potential in the city of Rostock by some 500 passengers a day. The newbuild cost €1.7 million while investment in modernising mooring/charging points has upped that to €2.2 million. It is now in city service just upstream from the seaport of Rostock, east Germany’s biggest Baltic shipping hub handled nearly 21 million tons of cargo in 2020.

Service speed required for normal timetable operation is listed as 7-8 kms/h but maximum 14 kms/h is reported available if needed. Solar roof for Turkish shipyard Turkey’s Tersan Shipyard has installed a solar roof system with a 3.8MW power capacity generating more than 4.900.000kWh of energy per year. This provides for 30% of the company’s total energy usage. The installation took nearly a month, starting in September with completion in October. With the new solar energy system Tersan says it has taken bold climate action and aligned its energy procurement strategies with the sustainability goals set forth by initiatives.

The company specialises in building technologically advanced offshore, fishing and other types of vessels for international customers, mostly from Northern Europe. Tersan is a diversified shipbuilder which has gained considerable experience in building LNG and battery powered vessels. The company claims to have led Turkish exports in the new shipbuilding sector for six consecutive years.

SHIP & BOATBUILDING Inland shipping authorities in Germany are reportedly very satisfied with an unusual new €2.1 million workboat. The 36.52m loa, 6.69m wide Hilter only entered service earlier this year out of Meppen on the 270 kms Dortmund-Ems Canal. The canal links North Sea shipping and the seaport of Emden with the important inland industrial Rhine-Ruhr region and the port city of Dortmund. The newbuild is working the stretch between Geesen and the small town of Papenburg – best known as the home of frontrunning German shipbuilder Meyer Werft. But depite the short service to date, Hilter has already come in for praise from operators and crews working for the WSA Ems-Nordsee - the responsible regional office of the nationwide German Waterways and Shipping Administration WSV. Maritime Journal was told they were all very satisfied with the new workboat and its features. The newbuild had particularly impressed with its manoeuvrability and capacity potential as well as its on-board nautical equipment, MJ was told. Hilter is one of only a handful of similar workboats in the WSV specialised fleet. It is designed to transport dredged and other materials and has a special folding bottom

Hilter itself was built at the Hermann Barthel Shipyard on the Elbe which worked closely with the WSV’s Mechanical Engineering Department in Coblenz. The yard is much in demand for its specialised small ships and boats – among them punchy sea rescue and police patrol boats.

HOPES FADE FOR PELLA SIETAS SHIPYARD SURVIVAL Receivers were still seeking new investors for insolvent Hamburg Shipyard Pella Sietas late October but there appears little chance that Germany’s oldest shipyard will survive in its current form Pella Sietas announced insolvency in July citing Covid and liquidity bottlenecks but with hopes new investors could be found. However about 200 employees were let go in September and at last word just a skeleton work force remained. Receiver Achim Ahrendt said there had been talks with more than 150 potential investors since mid August and that some offers for the Elbe facility – Germany’s oldest shipyard dating back to 1635 – had been made. However Russia’s Pella Shipyard in St Petersburg, which owns Pella Sietas, was not willing to invest more money in the yard, Ahrendt said. He added that “none of the investors could, or was prepared to to take over existing (ship) contracts under the conditions already agreed to”. The search would however continue Ahrendt said.

The ships referred to include the €100 million, 119.8 x 27.5m ice-breaker ordered by owners Pella Shipyard for delivery in 2023 and described as the biggest of its kind ever ordered in Germany. They also include the 133m x 23m trailing suction hopper dredge Osteriff for Germany’s governmental Waterways and Shipping Agency (WSV). Originally priced at €95 million and for delivery in 2018 that impressive newbuild was at last word berthed at the giant Blohm +Voss ( B+V) shipyard in Hamburg after being moved from Pella Sietas in a complex operation delayed for a year
by silt-buildup. Reports have said €80 million has already been spent on its construction. The WSV told Maritime Journal in August that further construction was being co-ordinated by those involved. But no further WSV comment has been received since B+V yard owners Lürssen announced in early October that B+V would no longer build or repair commercial ships. Reports elsewhere said an order with Pella Sietas for a 74.3m double-end island ferry for German operator Reederei Norden-Frisia had already been cancelled. And an order for an LNG fuelled ferryship for southern Germany also appeared stymied. Originally due for delivery in 2020, that still unfinished ship was reported still berthed on the Lake of Constance.

The first green offshore patrol boat for the Italian Guardia di Finanza has been launched. P.04 Osum is a diesel-electric hybrid vessel that has been designed and built by Vittoria Shipyard in Adria, Rovigo for police functions at sea. Constructed in collaboration with Damen Shipyards Group, the vessel features diesel-electric propulsion at patrol speeds up to 9 knots, enabling it to have low emissions and reduced environmental impact. The two main diesel propulsion engines are flanked by reversible electric motors of 270kw each that can act as propulsion engines on patrol or provide electricity for operations.
The vessel is over 60m long, 9.5m wide, has a draft of 3.5m and can reach a maximum speed of more than 26 knots. It has an axe bow or Axe Bow able to guarantee excellent seakeeping even in difficult weather and sea conditions, without having to limit the speed.
Delivery of the vessel is scheduled for 2022. At the end of construction, the unit will obtain the highest class provided by the Italian Naval Register and the Efficient Ship Eedi (Energy Efficiency Design Index) notations, additional class notation dedicated to the energy efficiency of ships, Green Plus and Green Passport Plus linked to environmental impact, all issued by RINA. Vittoria Shipyard specialises in the design and construction of military, paramilitary, work, commercial and transport boats up to 100m in length.

SHIP & BOATBUILDING Research vessels Singapore shipyard Vallianz Holdings Limited has secured a contract with the Fisheries Research Institute of Taiwan for the design and construction of three research vessels. Taiwan’s Fisheries Research Institute owns and operates a fleet of research vessels to carry out the study of marine fisheries in Taiwan waters. The FRI contract entails the design and construction of two 27-metre research vessels and one of 60-metres. The Group will build these vessels at its shipyard in Batam, Indonesia, which is operated by its wholly-owned subsidiary PT. United Sindo Perkasa. The 27 metre vessels are scheduled to be delivered to FRI during the fourthquarter of 2023.

BIO RESIN INFUSION MILESTONE A recent yacht hull build represented one of the largest structures to be infused with bio-resins to date. Sicomin’s InfuGreen 810 was used to vacuum infuse the 26-metre, 52 tonne superyacht’s hull, deck and superstructure producing a lighter, faster, more durable structure and reducing overall fuel consumption significantly. With a long history of building in composites, Couach has developed highly efficient vacuum infusion processes to build hull, deck, superstructure, and other components for their vessels. Whilst Couach traditionally used polyester resin systems, Sicomin - a key supplier of composite materials to the shipyard for more than 15 years has worked with the Couach R&D team for the past four years on a test program to explore the benefits of epoxy resin systems, culminating in the successful implementation of Infugreen 810 and other GreenPoxy® bio-based epoxies in the latest Couach model. With 38% of its carbon content from plant based sources, InfuGreen 810, is formulated to provide a more sustainable vacuum infusion resin with uncompromising performance. With the testing program complete, and the additional reassurance
of the resin’s DNV GL type approval in hand, Couach prepared to infuse the 2600 Fly hull. Sicomin also supplied release agents compatible with its epoxies and vacuum consumables that had been well proven in Couach production before this first major epoxy resin application. Then, the highly engineered E-glass laminate including sandwich core sections and a range of stitched multiaxial, woven, and unidirectional fabrics were assembled in the hull mould. For the final pre-production stage, Couach installed its in-house developed monitoring system to ensure the integrity of the vacuum and monitor the process conditions during the infusion itself.

The Maersk Training UK centre has been updated to reflect the changing needs of the industry as it looks to the future and the energy transition. The investment has allowed for the training facilities to be upgraded and strengthens the centre’s offshore safety offering to the north east of England workforce. The installation of a new technical workshop means the centre can deliver courses on basic safety and technical training, as well as bespoke advanced technical training. In addition, as the first training centre in the UK to be accredited by the Global Wind Organisation, the Newcastle site is uniquely placed to offer training to those involved in the Dogger Bank Wind Farm, the world’s largest offshore wind farm. INCORRECT STABILITY CALCULATIONS COST $62.5m The Marine Accident Report details the NTSB’s investigation of the Sept. 8, 2019, capsizing of the roll-on/roll-off vehicle carrier Golden Ray as it transited outbound through St. Simons Sound near Brunswick, Georgia. All 23 crewmembers and one pilot on board were rescued, including four engineering crew who were trapped in the vessel for nearly 40 hours. Two crewmembers sustained serious injuries. The Golden Ray sustained significant damage due to fire, flooding and saltwater corrosion and was declared a total loss estimated at $62.5 million. An estimated $142 million worth of cargo, including more than 4,100 vehicles, was also lost. Less than 40 minutes after leaving port, the 656-foot-long Golden Ray began to heel rapidly to port during a 68 degree turn to starboard. Despite attempts by the pilot and crew to counter the heel, the rate of turn to starboard increased, and the vessel reached a heel of 60 degrees to port in under a minute before it grounded outside of the channel. The NTSB determined the probable cause of the near capsizing of the Golden Ray was the chief officer’s error entering ballast quantities into the stability calculation program, which led to his incorrect determination of the vessel’s stability and resulted in the Golden Ray having an insufficient righting arm to counteract the forces developed during a turn while transiting outbound from the Port of Brunswick through St. Simons Sound. Contributing to the accident was G-Marine Service Co. Ltd.’s (the vessel’s operator) lack of effective procedures in their safety management system for verifying stability calculations. The NTSB concluded the Golden Ray did not meet international stability standards at departure and possessed less stability than the chief officer calculated. According to the NTSB, after the vessel capsized, open watertight doors allowed flooding into the vessel, which blocked the primary egress from the engine room, where four crewmembers were trapped. Two watertight doors had been left open for almost two hours before the accident. No one on the bridge ensured that the doors were closed before departing the port.

Inaccurate stability calculations caused the capsizing of vehicle carrier Golden Ray, the US National Transportation Safety Board has said
“The circumstances of this accident show that even when transiting in protected waters, watertight integrity is critical to the safety of the vessel and its crew,” the report said. “It is essential that the operator ensure that crews verify that all watertight doors are closed in accordance with safety management system procedures.” As a result of its investigation, the NTSB issued two safety recommendations to G-Marine Service Co. Ltd.: 5 Revise its safety management system to establish procedures for verifying stability calculations and implement audit procedures to ensure their vessels meet stability requirements before leaving the port; and 5 Revise its safety management system audit process to verify crew adherence to the Arrival/Departure Checklist regarding the closure of watertight doors. CATALYTIC HYDROGEN BOOST FOR SURFACE DREDGER COP26 hosts, Glasgow City Council, have made significant steps towards their ambitious goal of reducing their environmental impact and improving air quality for all by upgrading their Water Witch Surface Dredger ‘St Mungo’ with the latest hydrogen catalytic technology Normally moored outside the COP26 venue, the 14-tonne vessel has worked on the River Clyde for the past 19 years removing debris and pollution from the City’s River. The vessel has been retro fitted with a unique electrolyser system for producing catalytic hydrogen which offers immediate reductions in fossil fuel consumption and harmful air pollution. This system reduces diesel particulates, NOx, and CO2 emissions by improving the quality of the combustion process, and by extending the efficiency of the engine, reducing the amount of fuel being consumed. Emissions are reduced by up to 85%. The ‘EcoPro’ is a RINA Type Approved, patented standalone catalytic hydrogen system designed to immediately reduce the vessel’s engine pollution without any invasive modifications being required. Supplying a controlled quantity of pure hydrogen-on-demand to give a more complete fuel burn during combustion, it is neatly installed next to the vessel’s main Perkins Sabre 6-cylinder 185hp 160 kwh diesel engine. Hydrogen is produced from its own electronic system whilst the engine is running and automatically ceases when the engine is switched off. The system has worked exceptionally well since installation earlier this month and Glasgow City Council has had the perfect opportunity to showcase their cleaner, greener, pollution control vessel to Climate Change Delegates at the Summit. Developed by Ecomotus, the EcoPro technology is a vital transition between fossil fuels and a hydrogen/electric economy. Jason Munro, Director says: “We are all aware that the marine industry needs to change away from fossil fuels and towards sustainable power to progressively reduce the greenhouse gases, harmful emissions and particulates produced. This standalone system is designed to work in harmony with existing combustion engines and reduces the operator’s carbon footprint”. Ecomotus, based in South
Devon, were awarded an Innovate UK grant for R&D testing and trials, enabling them to secure both Type A Approval and Maritime and Coastguard (MCA) accreditation.

POLLUTION CONTROL A delayed Government programme which will mean increased funding for ecofriendly propulsion and low emission systems on inland ships has finally gone into effect in Germany, reports Tom Todd. It has taken the EU more than a year to approve the German Ministry of Transport (BMVI) programme and reports said it came only after the intervention of German Transport Minister Andreas Scheuer. Martin Staats, who heads the Association of German Inland Shipping (BDB), said: “Today is a very good day for inland navigation!” He revealed that funding of about €131 million had been approved and declared : “we now have the opportunity to finally modernise the German fleet on a sustainable basis”. Some €30 million in subsidies will reportedly be available this year alone. They are for approved measures to increase the profitability and competitiveness of inland ships. The BDB added that measures to reduce air pollutant emissions will be “specifically promoted” as the Government seeks to promote the strengthening of inland shipping as a safe, sustainable and effective partner in multi-modal transport chains. The programme provides for

increases in existing subsidies to encourage shipowner investment in high-value sectors like future-oriented, low-emission or zero-emission propulsion systems. It also covers investment in on-board equipment using digital technology and in auxiliary systems, as well as in conversion. One highlighted aspect of the conversion incentives is the need to up ship operational capability in low water conditions – a regular threat on Germany’s pan European ship transit routes.
A BMVI memo said that as of July 1st new engine types which are low in emissions compared to conventional diesels, as well as gas engine technology and
related gas storage and supply facilities, will draw 40% subsidy on eligible costs. Measures to reduce pollution and noise will also receive 40% subsidies while 30% of cost will be refunded for measures to improve energy efficiency, the BMVI said. The Government said grants to small EU firms were now 20% more than previously and those to larger firms 10%, while some regional development projects would draw 5% more subsidy than before. Scheuer said: “this is good news for inland navigation”. He added the subsidies would make inland navigation “more attractive, effective and competitive” declaring: “my appeal to companies is ‘seize this opportunity’”.
Tackling ship noise Ship vibration and noise will be tackled under a new collaboration agreement. BV Solutions M&O and TSI have signed a collaboration agreement to promote worldwide engineering services and solutions specialised in vibration and noise that can be applied during the design and operational phases of a ship to its delivery. The companies said they are working together on “the design of ships with low environmental impact with the aim of reducing and mitigating the underwater radiated noise generated by the shipping activity as well as the airborne noise radiated to the ports”. The partnership between BV Solutions M&O and TSI was formalised in July 2020, however, their first collaboration was 12 years ago, in the framework of
the European R&D projects SILENV and BESST, where both institutions were involved on the characterisation of acoustic signatures of cruise ships and commercial vessels. The organisations are able of characterising the acoustic behaviour of ships in transit through the quantification and analysis of underwater radiated noise generated during operation. A Non-intrusive Cavitation Detection System (NiCDS) has been developed for autonomous detection of propeller cavitation based on the measurement of vibrations transmitted to the hull. The installation of the NiCDS improves a ship’s acoustic signature due to the control of cavitation inception and the identification of undesirable operating conditions.
