MCJ ACQUISITION Mercator Media Limited has agreed to purchase Maritime Contracts Journal (MCJ) from publishers Maritime Intelligence Ltd. The long established MCJ is a weekly, subscription business bulletin that provides information about contracts, tenders and business opportunities in the commercial maritime industry. Its audience is main contractors, sub-contactors and their consultants. MCJ identifies, on average, new tenders and sub-contract opportunities representing some £130 (€170) million each week. Mercator is a B2B media company that provides business information to the marine industries though magazines, exhibitions, conferences and
online. Mercator publishes the pan-European commercial marine magazine Maritime Journal and produces both Seawork, Europe’s largest commercial marine and workboat exhibition and M&CCE, a leading exhibition which showcases the latest equipment and techniques in marine civil engineering and construction. MAN EYES CARBON ZERO FUTURE WITH HYDROGEN MAN Energy Solutions is acquiring the majority of shares in the Augsburg, Germanybased electrolyzer manufacturer H-TEC Systems. The company is thereby increasing their share in H-TEC SYSTEMS to almost 99 percent. MAN Energy Solutions gained a 40% stake in the company in 2019. With the acquisition, MAN Energy Solutions is completing their range across the hydrogen value chain and is further aligning their business towards a range of solutions for decarbonization: “Starting with extraction and
transport, right through to the use of climate-neutral energy, we offer our customers solutions for using green hydrogen, and are therefore strongly positioned in one of the most important future markets,” says Dr. Uwe Lauber, Chief Executive Officer at MAN Energy Solutions. Together with the management team at H-TEC Systems, MAN Energy Solutions wants to drive forward the large-scale industrial scaling of electrolysis. “Today, H-TEC Systems offers electrolyzers in the megawatt range. The
objective now is to prepare the company for serial production because green hydrogen is going to become a mass market,” added the man from MAN. H-TEC Systems was founded in 1997 and has over 20 years of experience in hydrogen development and research. The specialists in locations such as Bavaria and Schleswig-Holstein produce stacks and megawatt electrolyzers based on the polymer-electrolyte membrane process (PEM) to cover the hydrogen demand for industry as well as for energy refiners.

Offshore wind consultant Andrew Duncan will lead North Star Renewables’ expansion in offshore wind and increase its foothold in other green offshore energy industries. Mr Duncan was instrumental in helping the business to secure its first offshore wind contract, the recently announced £270 million award with Dogger Bank Wind Farm to deliver threestate-of-the-art service offshore vessels (SOVs) for three 10-year charters.

Sonja Vernøy Hansen of energy storage specialist Corvus Energy, has been selected to be a member of the Norwegian Government’s strategy group for Maritime-21. Maritime-21 will provide a comprehensive review of Norway’s strategy for maritime research, development and innovation, and will also provide a special review of technology and research opportunities.

HYDROGEN PORT POWER Funding is being sought to develop a low carbon hydrogen port project in the UK. Uniper, Siemens Energy, Toyota Tsusho and Associated British Ports (ABP) have submitted a joint bid to the Clean Maritime Fund for matched funding to develop their vision for a low carbon hydrogen supply to ABP’s Port of Immingham. Henrik Pedersen, chief executive officer at ABP, said: “ABP is proud that the Humber ports are already playing a significant role in the decarbonisation of industry, within and beyond the Humber region. This exciting project offers the Port of Immingham the opportunity to create a model for ports across the UK- and the world - to replicate, making the most of the decarbonisation potential of hydrogen.” The project aims to develop a scalable decarbonisation solution within the Port of Immingham, which, if successful, would be replicable in other ports. The project could lead to an initial c.20MW supply of green hydrogen to the Port of Immingham by 2025. Green hydrogen could be produced at the port by electrolysis, using a renewable energy supply such as offshore wind. The hydrogen could then be used as a direct replacement

to diesel and heavy fuel oil, or for producing clean shipping fuels. The four companies have already completed a joint study which shows the decarbonisation value of low carbon fuels in ports. The funding bid has been submitted so that a full feasibility study can be carried out. A successful funding bid could allow this work to begin as early as September 2021. Uniper intends to lead the feasibility study. Uniper owns the nearby Killingholme power station, which if the bid is successful, could be one of the locations for an electrolyser, powered by renewable energy, to produce hydrogen for the port. Siemens Energy currently produces some of the worlds

most advanced PEM electrolysis units. It has identified the Humber as a key area to decarbonise in the UK. Toyota Tsusho UK will carry out an assessment of the conversion, replacement or retrofitting of port equipment, as well as hydrogen refuelling infrastructure and potential achievable GHG reductions. Reed Smith admiralty manager, Voirrey Blount, noted: “This is an exciting development in the review of the infrastructure required to decarbonise the maritime sector, without the infrastructure being in place the vessels calling in the ports cannot obtain the green fuels required.”

OBITUARY
DAG PIKE 1933-2021 We are sad to report the loss of ‘Maritime Journal’ contributor and maritime expert and prolific author Dag Pike, who ‘crossed the bar’ over the Bank Holiday weekend. We have been informed by his family that Dag passed away in hospital on Saturday 28th May 2021, after a sudden illness. Dag’s reputation was peerless in the marine and maritime worlds, with expertise across a vast range of disciplines, from navigation of small sailing boats to safety in high speed commercial marine operations. Author of over 25 papers and over 40 books, from pilot guides to instructional manuals, Dag always had a well thought out view on new marine equipment, methods and activities. In his later years, Dag provided several pages of content every month for Maritime Journal, but his experience was much more than on the page. For example, he was also a World Championship winning powerboat racing navigator, with several world records and record attempts to his name, including navigating Richard Branson’s Virgin Atlantic Challenger on its Blue Ribband

record-breaking fastest Atlantic crossing by powerboat in 1986. His experience was also in high demand as an expert witness for court cases involving accidents at sea. Just last week, Dag mentioned he was working on a prominent expert witness case involving a fatal RIB collision that took place last summer. Over the years, Dag’s expert witness clients included a wide spectrum of the main marine solicitors, insurance companies, the Treasury Solicitor
and HM Customs and Excise. The expertise involved covered a wide range of subjects including navigation, assessments of weather and sea conditions, collisions, boat handling and driving techniques and has involved a wide range of vessels from small RIBs to large fishing boats and offshore oil vessels. While he was prominent across a huge range of marine fields, Dag was perhaps best known for his instrumental work in the conception of the RIB (Rigid Inflatable Boat), for which he and a small team developed the concept and built an early prototype, while he was Inspector of Lifeboats for the RNLI in the early ‘60s. A perfect example of the maxim: ‘if you love your job it never feels like work’, Dag was still ‘working’ at age 88 in an area he adored, with copy still due for MJ and his latest book ‘Work and Patrol Boats’, due to be published by Mercator Media, nearing completion.

RECYCLING OFFSHORE STRUCTURES Decommissioning in Shetland has moved to the next level following the recent explosive collapsing of the Ninian North platform

The Dales Voe decommissioning facility in Shetland, operated by Veolia and Peterson, is one step closer to becoming a centre of innovation for recycling offshore structures from the North Sea, following the successful collapse of the Ninian North platform using explosives for the first time. The structure arrived at Dales Voe on 28 August 2020 via the Pioneering Spirit vessel operated by Allseas. Since arrival, the Veolia decommissioning team has decontaminated the structure, removing all hazardous materials to allow for future demolition in an environmentally friendly manner. The Ninian platform is a 14,200 tonne steel structure that was
delivered on eight legs each around 30m high. To significantly reduce the risk to the workforce working at height, and allow for remote demolition via specialist excavators, extensive planning with key stakeholders over several months enabled the explosive collapse of the platform legs to bring the structure much closer to the ground. On the 5th June 2021, the platform was successfully collapsed without incident. The partnership has been providing onshore decommissioning services for over 12 years and achieved ‘excellent’ environmental assessment ratings in the process.
New port turning basin ups ship access 8 The now completed Oldenburg turning basin has a lot to offer future ship handling

North German sea-going and inland shipping can now benefit from a new 165m diameter turning basin reports Tom Todd. The completion means that port facilities in Oldenburg, upstream from Bremerhaven on the Hunte tributary of the Weser, can now handle ocean-going ships up to 110m as well as 135m long inland vessels. Operations are also faster and safer than previously when two-way shipping on the tidal Hunte between Elsfleth, where it joins the giant Weser, and Oldenburg, was restricted to sea-going vessels of 86m and inland ships up to 100m. Many could sail no further than Oldenburg and had to reverse for the return journey - a manoeuvre which sometimes involved backing up 800m downriver. The resultant dangers to shipping were among the reasons which led to the decision to construct the turning basin. Work began in 2017 and was originally expected to cost about €12 million.
Ines Petri, a spokeswoman for the Waterways and Shiping Administration (WSV) has told Maritime Journal however the actual final cost came to about €13.5 million. Oldenburg paid a third and the WSV the rest. German officials told Maritime Journal the project involved the removal of some 120,000 m3 of earth and the installation of about 1,000 tons of sheet piling and 180 anchor pilings. Thieling in Stadland, which handled much of the construction, has said project demands included searches of about 54,000m2 of

water and about 13,300m2 of land areas for unexploded WW2 ordnance. The WSV said the project would make shipping on the Hunte route even more attractive and safer. Officials also underscored its significance for regional shipping on the Rhine and Ems, as well as the Weser. Although more than 60 km upriver from Germany’s second biggest universal port - Oldenburg is one of Lower Saxony’s busiest inland facilities. It has handled more than a million tons of cargo a year since 1970 and reported 1.06m last year. Oldenburg officials said the port was now expected to do even better in future with the new turning basin increasing and speeding up turnover. Agricultural products and building materials account for most of the handling with, on average, some 60 sea-going ships and 1,000 inland vessels calling each year.

Similar draining was undertaken at the same time on a third lock at Geisling on the Danube itself just south of the canal. Maintenance and repairs were also completed on the Canal locks at Bachhausen, Berching and Dietfurt and old lock gates were replaced. Officials said work is carried out every six years to assess lock deterioration and damage early as well as repair needs, and to forestall accidents on the RMD Canal. The next RMD lock projects have already been scheduled for next March and April. Thirty years old next year, the RMD Canal is the lynch pin on a 3,500 kms pan-European Rhine-Main-Danube shipping route linking the North Sea and the Black Sea as well as the economies of some 15 European countries. The WSA Donau MDK, part of the German Waterways and Shipping Administration, said the latest work, costing about €8.4 million, was “comprehensive and challenging”. The canal and the entire route could be re-opened to international shipping after just three weeks it said. Involved in the work were 270 engineers, technicians and personnel from the WSA and other agencies along with 170 specialists from associated firms, it added. WSA Donau MDK head Guido Zander said “complex and dovetailed European traffic flows depend heavily on reliable transport routes so it was a big achievement for us that all the ambitious construction projects - particularly the predetermined, time-critical 24 hour ones - could be completed as planned and on time”. Ships are moving again on the Rhine-Main-Danube (RMD) Link Canal after lock maintenance and renovation, reports Tom Todd
on the Danube. It opened to shipping in 1992 and rises through 243m to RMD Canal-Berching-210410-01 406m above sea-level making it the highest waterway in Europe. Its16 locks are among the biggest and most modern in Europe handling vessels up to 190m long and 11.45m wide. Among a range of technical innovations developed specifically for the Canal are water-saving side storage tanks at three levels.

Marine support services collaboration Two marine civils support companies in the North East of the UK have announced a collaboration on several upcoming projects in the local nuclear energy industry. Manor Renewable Energy (MRE) is currently working with North East Safety Boats in Hartlepool on several civils and marine projects supplying vessels, plant and personnel. Manor Marine (MM) is also working with North East Safety Boats, providing engineering support for the project including vessel maintenance, fabrication and mechanical engineering. North East Safety Boats, MRE and MM will provide marine support services and expertise while concrete repairs are carried out on the Forebay Beam at Hartlepool

Nuclear Power Station. This project includes the use of a mooring system specifically designed for the needs of Hartlepool Nuclear Power Station, involving mooring analysis and stability calculations.
Manor Renewable Energy and Manor Marine’s project scope includes the provision of a workboat for towing and support purposes, a welfare unit and a 2000 litre diesel bund. A separate welfare barge has been created using the NATO pontoon system, upon which the welfare unit and diesel bund will be installed. The welfare unit will accommodate personnel from North East Safety Boats over the course of the project, while the diesel bund will be used to refuel the plant, vessels and welfare unit. The project with North East Safety Boats is due to run until August 2021.

PLANNING THE WORLD’S FIRST ARTIFICIAL ENERGY ISLAND Danish civil engineering company Ramboll will provide high-level support to the VindØ consortium on master-planning the world’s first artificial energy island The VindØ artificial island, made of submersible concrete boxes, is planned to be built in the Danish part of the North Sea, around 100km from land by 2030. This is a monumental project that not only plays a leading role in fulfilling Denmark’s target for reducing greenhouse gas emissions by 70% by 2030, but also contributes to increasing renewable energy across Europe. Copenhagen-headquartered Ramboll is supporting this visionary plan through detailed studies of the possible activities on the island. While one of the primary drivers for the project is the transmission of green power to Danish and European shores, the project offers many other possibilities for innovative thinking and value creating infrastructure due to its size and magnitude. Innovative solutions will be essential to accommodate the outputs of windfarms, which could reach a combined capacity of up to 10GW, equivalent to the power consumption of 10 million European households. DATA CENTRE Ramboll is studying the possibilities of developing large Power-to-X (PtX) facilities where power from windfarms is converted to products such as hydrogen and ammonia to be used in shipping and industry. Ramboll is also studying the feasibility of a data centre on the energy island. Given the ever-increasing demand for data, placing a data centre on the energy island could help secure a greener data driven future. Combined with abundant and low-cost electricity with proximity to international data cables, this could potentially be attractive for both data centre developers and the owners of the energy island. Finally, with fluctuating outputs from the offshore windfarms, flexibility solutions in the form of energy storage on the energy island, ranging from short-term storage in batteries to storage solutions which may absorb and store power over longer periods, are also being evaluated by Ramboll.

BY-PRODUCTS For example, activities such as electrolysis and PtX will produce a significant amount of heat as a by-product - in some scenarios enough to supply several large Danish cities. Ramboll is studying different solutions to utilise this for the benefit of the energy island and society as a whole. Another key component is the liveability aspects of creating an island where potentially many people will stay for long or shorter periods. With an expected lifetime of over 50 years, recreational areas as well as safe and attractive environments and accommodation for the temporary inhabitants of the island will need to be developed and designed from the very beginning. The primary connection point to the energy island will be a port. The port will be essential for shipping and landing materials for construction works, and for shipping of products produced on the island, but also for the daily operations with crew transfer and transfer of supplies and materials needed for the operations. Ramboll is also studying other options for utilising the port. The port will obviously be very well positioned for the daily operations and maintenance of the offshore wind farm facilities. But the port could possibly also have a role as a service port for other users, such as fishing vessels, Danish Coast Guard vessels, environmental monitoring vessels etc., which would enhance the sustainability of the project even more, and improve ship operations which today are handled onshore. Throughout 2021, 20-30 Ramboll experts from across business units and geographies will be working on sustainable and innovative solutions for the energy island, providing the VindØ consortium with the best possible background for their bid in the upcoming tender phase to be initiated by the Danish Government.

REAL TIME PROCESSING MODULE New Zealand Multibeam Echosounder specialist ENL Group has released the latest product in their WASSP S-Series range with the updated S3 and S3r kit with new Real-time Processing Module The new S3 builds upon previous iterations of the S3 improving both hardware and software to give amazing performance for money within the mid-range survey market. The new WASSP S3 is claimed to be one of the world’s most cost-effective, professional survey and mapping multibeam echosounder solutions able to survey up to 10 times faster than a single-beam echosounder. It combines data from a multibeam transducer simultaneously generating a 120 degrees swath with up to 100 pings per second. This functionality now incorporates advanced signal processing from the new RPM (Real-time Processing Module) along with position, heading, motion and sound velocity to create an accurate bathymetric map meeting hydrographic survey standards such as IHO S-44 order 1b, 1a and Special Order, capable of mapping objects within 2cm depth accuracy. Testing has confirmed the Geometrics MagArrow magnetometer to be efficient at low altitude flights. SPH Engineering, developer of UgCS ground control software and solutions for industrial applications, as part of its strategy to expand its range of supported sensors, completed tests of the Geometrics MagArrow magnetometer together with a radar altimeter and True Terrain Following technology for surveys requiring extremely low altitude (1-2 meters between a sensor and surface). Alexey Dobrovolskiy, CTO of SPH Engineering, said: “As of today, MagArrow has been typically used for surveys conducted at high altitude, like minerals prospecting or abandoned wells detection. We can confirm with confidence to UgCS and Geometrics clients that True Terrain Following and MagArrow are fully
compatible allowing using the magnetometer in additional scenarios requiring low altitude to gather high resolution data.” Tests were conducted in Latvia to find underground infrastructure, and find magnetic anomalies under the bottom of the lake. Infrastructure detection tests were conducted at SPH Engineering’s own test
ranges over known targets - different metallic pipes, barrels, and smaller metallic items. During the tests over lake magnetic anomalies were detected at half a meter under lake bottom, water depth 1-3m. The existence of anomalies was confirmed using a low-frequency GPR system. In terms of R&D adjustments, UgCS Industrial Solutions determined the optimal position of a radar altimeter on a drone carrying a MagArrow, which is affixed to the UAV using suspension cables. The True Terrain Following system was fine-tuned for this application, and this simplified the workflow to refine the coordinates in the magnetic data with the help of more precise position tracks from UgCS SkyHub onboard computer.

Damen’s global reach is illustrated with the order for an ATD Tug 2412 tractor tug for South Port New Zealand, the type selected for its ability to undertake indirect towage with the owner’s aim of increasing safety margins handling large vessels. The stock vessel is being completed at Damen’s Song Cam facility in Vietnam with delivery scheduled for Q3 2021. Covid restrictions meant the client was unable to visit and supervise construction at the yard as per normal but were able to visit and inspect other Damen-built tugs in New Zealand. Looking beyond Europe orders of note will see an unspecified number of RAL-designed 70tbp, ElectRA 2800 battery-electric harbour tugs built for the LNG Canada project involving working with local First Nations and companies including a ‘unique partnership’ between the Haisla Nation and Seaspan. Finally and also worthy of note, PaxOcean Group affiliate PT Graha Trisaka Industri of Indonesia has awarded a design contract to RAL for a RAmparts 3200W ASD and a TRAktor 3200V tug to be operated by Taiwan Navigation Co Ltd under long-term charter to CPS Corporation and operating at Taiwan’s Taoyuan LNG Terminal.

Antwerp Port Authority is in the process of optimising its 32 strong support vessel fleet reducing their environmental impact, and talk initially was of one, possibly two new Tier III compliant tugs for the port. Three Damen RSD 2513 tugs, 50, 51 and 52 have now joined Antwerp’s fleet marking significant investment in shiphandling tug services plus further endorsement of Damen’s ‘next generation’ RSD 2513 tug. The first vessel, 50 was the second of class built as Bis Viridis and recently operating for Multraship as Multratug 9 with 51 and 52 being newbuildings from Damen’s Galati shipyard. The Multi Cat tug/workboat range is a different type of vessel from Damen’s catalogue and when Leask Marine required such a vessel quickly, Damen was natural choice and just six weeks after ordering, the Multi Cat 2712 C-Force was delivered to the Orkney-based fleet, joining the earlier delivered Multi Cat 2409 C-Salvor. Modifications for Leask Marine included four-point mooring system and space for desks and computers for clients’ use in the wheelhouse. It has been a busy period for Turkey’s Sanmar Shipyards with delivery of Selene to Finland-based Alfons Håkans marking a notable item of news. It is the first of two ‘unique high-performance’ icebreaking tugs and first example of Robert Allan’s TundRA 3200 class with a Caterpillar/ Kongsberg main engine and Z-drive combination delivering a bollard pull in excess of 65t. Selene is Sanmar’s first venture into custom-built heavy icebreaking tugs and its duties include escort, ship-assist, icebreaking, open sea towing, salvage assistance, oil spill recovery and small cargo transfer including 20ft containers. MJ recently reported delivery of Seaspan Raptor (ex Bogacay VIII), the first of two Sanmar-built RAmparts 2400SX tugs to Seaspan of Canada and at the time of writing the second example Seaspan Harrier (ex Bogacay XI) is in the Panama Canal region on its delivery voyage from Turkey to Canada. Targe Towing operates three Sanmar-built RAmparts 2400SX tugs and the Scottish-based operator has returned to the Turkish yard for a pair of line-handling pusher tugs. Gannet and Cormorant are examples of Robert Allan’s RAmbler 1200 design, the 7tbp pair carrying out various roles at Hound Point oil export terminal on the Firth of Forth. Final delivery to report from Sanmar sees the RAmparts 2400SX tug Albatros joining SAAM Towage’s fleet operating a new service from Port of Callao, Peru. The 24m, 70tbp technologically advanced tug is powered by 2,100kW main engines. Turning to orders and staying with Sanmar, Pakistan’s Port Qasim has ordered four RAstar 3200SX Kocacay class tugs along with two pilot boats. Three of the LNG-compatible, sponsoned hull form escort rated tugs will provide a bollard pull of 75t, the fourth a more powerful version of 85t and they will follow the first two in this notable new series from Sanmar Thor of Scapa and Odin of Scapa for Orkney Islands Council. Another order due for imminent delivery is a slightly smaller, 82tbp RAstar 2800, Sanmar Terminal class tug (built as

improve safety. The next phase of the investigation will be to establish what events led to the vessel’s capsize, the mechanics of how the vessel sank and why. As well as providing the [bereaved] families with an explanation, our report will aim to prevent such a tragic accident recurring.” The fishermen’s bodies were recovered in March, with one found as far away as Blackpool. The boat’s liferaft ended up off the coast of Scotland. The wreck had been located by the MAIB and David Mearns, a marine scientist, owner and director of Blue Water Recoveries and a world-renowned expert in locating missing ships and shipwrecks, funded by the bereaved families. He confirmed the Nicola Faith had been found largely intact. The vessel was later formally identified by the MAIB and North Wales Police divers. He added that Nicola Faith was fitted with IVMS tracking, a new system for monitoring fishing boats which gave the last-known position for the vessel.

The salvage operation was performed by the Falmouthbased team of KML under contract to the Marine Accident Investigation Branch (MAIB). The 11-metre Beaumaris-registered boat left the port of Conway on January 17 and was not located until April 13, just 1.9 nautical miles from the shore and 177 metres from its last reported position. KML recovered the wreck using four vessels from its inhouse specialist fleet, including the crane barge BD6072, multi-cat Sarah Grey, multi-purpose vessel Severn Sea, and tug Venture. Initially, KML used the 147gt Severn Sea to conduct a survey of the sunken vessel where she came to rest on the seabed 16 metres below high water level. Using the ship’s Light Work class Cougar ROV, the debris field, including fishing equipment, was scanned and carefully mapped for later recovery by divers. Such salvage operations require detailed planning and careful execution to ensure preservation of evidence and to minimise environmental impact. The gathered information will be crucial in helping the MAIB understand what led to the loss of the vessel. In preparation for the recovery, KML produced detailed lift and salvage plans, including anti-pollution contingency planning. On site, a number of anchors were accurately positioned on the seabed to secure the crane barge on location, and divers carried out further survey and inspection work. KML’s diving subcontractors, SeaWide Services, supplied a diving container and a team of five divers led by MD Brendan Rowe, who inspected the vessel and installed KML’s heavy lift rigging underneath the casualty’s 11-ton hull which was carefully raised to the surface by crane barge BD6072 (capable of lifting up to 150te). It was then placed on the deck of the 25m, 106gt Sarah Grey which carried it to the nearby dock at Bangor for detailed analysis by the MAIB. KML’s Managing Director, Diccon Rogers, said: “Our ability to provide all vessels, planning, assets and resources in-house meant we could respond quickly and efficiently to this tasking. We are proud to have assisted the MAIB on this precise and sensitive recovery scope, and to have delivered the Nicola Faith safely ashore for the continuation of accident investigation.” He added that “KML would like to express its sincere condolences to the families and friends of Alan Minard, Ross Ballantine, and skipper Carl McGrath, and to the entire local community, for the tragic loss of the vessel and her crew. “ Chief Inspector of Marine Accidents, Captain Andrew Moll said: “This operation needed to be meticulously planned and executed to ensure that valuable evidence was conserved. We are pleased to have achieved that and successfully recovered Nicola Faith. The purpose of our investigation is to

AUTOMATING TUG DISPATCH OPERATIONS 8 Software integrates vessel information from various sources including AIS

US and Canadian technology companies have joined together to launch a set of integrated features designed to ensure towage operators ‘never miss another job’ in their port. In ports with large numbers of ship arrivals, often with more than one competing towing service provider, coordinating the allocation of tugs is important both commercially and environmentally and with increasing sophistication of information technology Canadian software developer Helm Operations and US-based AIS services provider ShipTracks have introduced an integrated service aimed at streamlining and automating the creation of towage orders directly from the AIS system. Previously, monitoring AIS information including ShipTrack’s system and tug dispatching systems such as Helm Connect Jobs operated largely independently but according to Helm ‘by integrating the systems, dispatchers can now not only receive automated notifications of vessels entering port, but also see immediately if their company has a contract with the vessel, if the towage work has been scheduled, and even automatically import the vessel and related job into the dispatch schedule all from the AIS screen.’
The developers describe turning the ‘situational awareness’ of AIS into ‘revenue awareness’ through the planning and tracking of operations and automating every potential tow job, Helm adding ‘By notifying companies when a vessel enters their region, displaying who the job belongs to and what its status is, then letting them enter orders directly into Helm Connect from the ShipTracks screen, we can make it so they never miss a job again.’ The system moves away from staff watching

AIS screens, allowing automation of what was previously manual data entry tasks and integrating with dispatching systems providing information of towing tasks for review and approval by the dispatcher. Explaining the financial aspect, Paul Cyr from Helm Operations states: ‘Even better, we can improve the dispatcher’s cost awareness by letting them know if tugs are moving without assigned work or if vessels are going too fast while mobilising. This really makes it possible for dispatchers to reduce operational costs in ports.’ The partners describe this news as ‘just the starting point’ including ways to integrate Helm Connect and ShipTracks’ AIS technology and looking at expanding the integration of the various data sources even further with operational information including crew changes or planned maintenance. More announcements are expected throughout 2021.

SALVAGE ROUND-UP When six of the eight crew on board the cargo vessel April were reported as having been poisoned while their vessel was laden with 1,540t of ferrosilicon in the Azov Sea, International Salvage Union member, Russian Federation Maritime Rescue Service responded and its tug Mercury arrived on scene within an hour of notification. April’s chief engineer had sadly lost his life and urgent medical evacuation for the other victims was requested. Adverse weather precluded evacuation until the vessel reached a sheltered anchorage, the remaining two crew now also showing symptoms of poisoning and requiring evacuation. Toxic gases from the cargo, emitted when improperly stowed or wetted was suspected as the source and with the ship listing a salvage team wearing chemical protection suits and breathing apparatus boarded the vessel where safe gas concentrations were ‘significantly exceeded’. Water was pumped out of the vessel using power supplied by Mercury and a crack and small hole in two of April’s ballast tanks were patched by divers, the tug now connected by tow line to the vessel. April was taken to a safe anchorage, the incident illustrating how salvors must be prepared for anything. Terneuzen, the Netherlands-based Multraship Towage & Salvage has completed a wreck removal following capsize and sinking of the trawler Riemda UK160, 18 miles northwest of Dieppe late in 2020. The vessel’s crew were rescued and Multraship was contracted to remove the wreck which was in 44m of water. Early in 2021 Multrasalvor 4 attended the site along with a salvage and dive team where inspections and preparatory work was carried out in what was described as ‘changeable local weather conditions.’ In March after pausing for a weather window the heavylift vessel Cormorant and tugs Multratug 17 and 18 returned to the location and the trawler was successfully lifted and refloated following which it was towed to Flushing by Multratug 17, Multraship’s FRC Brandaris providing additional pumping capacity for the passage. Resolve Marine is based in the US but maintains response bases globally, a strategy proving of value in a number of recent incidents. When storms forced a general cargo vessel against a breakwater after dragging its anchor in Tripoli, Resolve was engaged under Lloyd’s Open Form including SCOPIC to assist. Portable salvage equipment from its European response depots was mobilised to Malta and dispatched on a chartered tug to Libya along with a salvage team. The casualty’s engine room and cargo holds were flooded and under ‘challenging conditions’ electrical power was restored including to the casualty’s cranes. After preparing for air pressurisation and potential lightering through cargo removal the vessel was refloated and towed to Tripoli by the tugs Sea Juliett and Asso 24 where cargo was discharged with further stabilisation work before passage to Turkey where the vessel was redelivered to its owners. Earlier this year Resolve, along with Svitzer Towage UK were tasked to assist when a drillship broke free without power from its moorings at Hunterston in Scotland.

Grounding was avoided when the drillship’s reduced crew dropped anchor, another drillship moored in tandem also in danger of breaking adrift in the adverse weather. Five tugs in total from Svitzer and Briggs Marine along with a UK-based salvage team worked for seven days to bring both vessels back safely to their moorings. Illustrating the importance of a global casualty response, on the same day but 7,000 miles away in Argentina another ship was in trouble, in this case being unable to avoid grounding for reasons unknown. MJ’s salvage round-ups often recount vessel groundings in the Parana River and on this occasion the casualty was a 74,000dwt bulk carrier laden with 47,000t of maize that ran aground in the river’s Puerto San Martin area. Resolve teamed up with its Argentinian partner Servicos Maritimos in a contract to refloat the vessel and a 60tbp tug along with a Resolve salvage master were mobilised to assist. Under the direction of the salvage master and with the salvage plan approved by the Argentine Naval Prefecture the vessel was safely refloated and after inspection by the authorities allowed to resume its voyage.

TUGS & TOWING The International Salvage Union (ISU) has responded to the possible closure of Lloyd’s Salvage Arbitration Branch and risking the future of the globally recognised Lloyd’s Open Form (LOF) salvage agreement. The response comes after ISU received an email from Lloyd’s Head of Agency notifying it of a review which is considering ‘whether the services of the Lloyd’s Salvage Arbitration Branch should be stopped.’ While it was unclear what the review means specifically for LOF, the response from ISU was robust stating: ‘...without the Lloyd’s Salvage Arbitration Branch, and the association with Lloyd’s, LOF will be gravely, if not fatally, damaged.’ LOF dates back over 100 years and described as the ‘contract of choice’ for emergency response, a simple agreement aimed at protecting salvor and ship owner when time is of the essence with participants under pressure. While LOF cases have reduced over the years ISU points out that the values of ships, cargo and bunkers along with the complexity of cases has increased significantly citing the recent Ever Given grounding as an example of the greater financial exposure beyond the immediate casualty. ISU feels that discontinuing Lloyd’s support and endorsement for LOF would have a

serious impact on safety at sea and a potentially significant impact on the environment as well as the possibility of ‘catastrophic losses to communities reliant on the sea for their livelihoods.’ There would also
be increased danger to seafarers and an inevitable increase in loss of property such as hull, cargo and in business affected ashore. In particular ISU fears that the great benefits of the associated SCOPIC regime will be lost with a return to the use of the Salvage Convention’s Article 14 ‘turning the clock back more than 20 years.’ It adds that while recognising that Lloyd’s must be mindful of costs and that history alone is not a good enough reason to persist with an activity, the absence of LOF will have a direct impact on insurers and their clients with financial exposure to losses increasing and shipowners and property underwriters being wide open to common law salvage claims. ISU sums up by saying: ‘We also believe there are potentially very serious reputational consequences for Lloyd’s which risks being perceived to be abandoning its interest in preventing marine casualty.’

8 Crowley Shipping and Shell Trading (US) have agreed an arrangement whereby the former’s escort tug Veteran will be supplied with low carbon biofuel. The 6,800hp, San Francisco-based tug joins Crowley’s articulated tug barge Vision/650 which has run on biofuel since 2019 operating on the US and Canadian west coast and part of Crowley’s commitment to sustainable operations. The biofuel supplies main engines and generators on both Veteran and ATB barge and has a lower carbon intensity than conventional fuel resulting in reductions in greenhouse gas and air emissions including carbon dioxide and sulphur oxide. 8 Svitzer Americas has moved its regional headquarters from Miami to Panama City in
what it describes as ‘part of the company’s ambition to move even closer to its customers and operations, and further strengthen its position in the region.’ The new location is also home to other Maersk Group companies and is seen as an important maritime hub with significant growth potential for general harbour and terminal towage. Svitzer also sees opportunities in recruiting local maritime staff stating: ‘Panama in general has a large and very skilled and experienced workforce because of its position as a central hub for the maritime industry in the region.’ 8 Construction has now commenced on what will be the world’s first battery electric shallow draught pushboats for operation on the Amazon river system. The Robert Allan RApide 2000-E designs are being built at Belov Engenharia Shipyard in Salvador, Brazil for Hidrovias do Brasil and have a DC grid diesel-battery electric propulsion system, two diesel generators, two 350kW L-drives and a large battery bank of 600kWh (initial installation) with the capability to scale up to 1,800kWh. The propulsion system is diesel-electric to improve efficiency when operating in lower power modes.

HOW SPACE DATA COULD DE-RISK OFFSHORE WIND DEVELOPMENT A European Regional Development Fund backed project has agreed to support a pioneering approach to using space data to support the development of renewable energy sites This new system could help reduce the risks and costs associated developments in fields such as floating offshore wind. Part funded by the European Regional Development Fund, Marine-i is designed to help the marine technology sector in Cornwall and the Isles of Scilly grow through harnessing the full potential of research and innovation. The project is the brainchild of 4EI, a company with a proven track record of commercialising space-based data and deploying services into multiple industries. Space data can provide a wide range of information that can be used to improve safety and reduce costs in and around offshore assets. Satellite Earth Observation can provide data on a range of indicators, including weather, sea state, environmental impacts, vessel activity and thermal signatures. Richard Flemmings, Chief Technical Officer of 4EI explains: “Our overall aim is the creation of a new marine data management and analysis service that will initially be targeted at the rapidly developing floating offshore wind opportunity in the Celtic Sea. Improving and expanding system functions and efficiency whilst identifying critical market opportunities will produce direct cost savings, carbon savings and risk reduction for developments in this sector, increasing market competitiveness and accelerating its penetration into the low carbon energy generation market.” 4EI engaged with the Marine-i project in order to gain support for the vital first stage of the project, which is to identify innovative Earth Observation data sources and align these with traditional and “bankable” consenting information.
This research stage will lead to a commercialisation plan for integrating space data and services into the Offshore Renewables sector. Neil Farrington of Marine-i partner, the Offshore Renewable Energy Catapult says: “The development of floating offshore wind in the Celtic Sea presents an exciting opportunity to commercialise the use of Earth Observation data in the offshore energy sector, with Cornwall taking a lead in demonstrating its application and value. Utilising space derived data could also displace more traditional methods of environmental data collection that are heavily dependent on vessels or aircraft and their associated high levels of emissions.”

The UK’s largest offshore decarbonisation development has been proposed to rapidly cut emissions. Green infrastructure developer Cerulean Winds wants to accelerate the decarbonisation of oil and gas assets through an integrated 200-turbine floating wind and hydrogen development that would have the capacity to abate 20m tonnes of CO2 through simultaneous North Sea projects West of Shetland and in the Central North Sea. Dan Jackson, founding director of Cerulean Winds, said: “We have a transformative development that will give the UK the opportunity to rapidly decarbonise oil and gas assets, safeguard many thousands of jobs and support a new green hydrogen supply chain.” The GB£10bn proposed project involves over 200 of the largest floating turbines at sites West of Shetland and in the Central
North Sea with 3GW per hour of capacity, feeding power to the offshore facilities and excess 1.5GW per hour power to onshore green hydrogen plants; the ability to electrify the majority of current UKCS assets as well as future production potential from 2024 to reduce emissions well ahead of abatement targets; and 100% availability of green power to offshore platforms at a price below current gas turbine generation through a self-sustained
scheme with no upfront cost to operators. It also involves the development of green hydrogen at scale and GB£1bn hydrogen export potential; and no subsidies or CFD requirements and hundreds of millions of pounds to government revenue via leases and taxation through to 2030. Cerulean has undertaken the necessary infrastructure planning for the scheme, targeting financial close in Q1 2022. Construction would start soon after with energisation commencing in 2024. The venture is now calling on UK and Scottish governments to make an “exceptional” case to deliver an “extraordinary” outcome for the economy and the environment. A formal request for seabed leases has been submitted to Marine Scotland.

Scottish Enterprise has appointed global energy consultancy Xodus Group to the role of Offshore Wind Cluster Builder to develop and grow the offshore wind supply chain across Scotland. The Offshore Wind Cluster Builder will support Scotland’s existing offshore wind clusters, DeepWind and Forth &Tay Offshore, in their remit to foster collaboration, drive competitiveness and improve productivity in Scottish Offshore Wind. The project will do this by delivering a range of services to SMEs including one-toone support, events, workshops and market intelligence, as well as facilitating collaboration between SMEs and academia. Xodus will also work to consolidate the offshore wind landscape for SMEs, connecting and simplifying elements of the sector to enable greater engagement by Scottish companies, helping them to capitalise on opportunities presented by offshore wind. Head of Low Carbon Transition for Scottish Enterprise, Andy McDonald, said: “The Offshore Wind Cluster Builder will be an important project to support the development and growth of the offshore wind supply chain across Scotland. SMEs will have access to services to collaborate, grow and secure
business within the offshore wind industry locally, nationally and internationally leveraging Scottish capabilities to strengthen the offshore wind supply chain for a sustainable industry and net zero future economy. “The new project will align with the work of DeepWind and Forth & Tay Offshore to ensure Scotland benefits from the many opportunities presented by offshore wind.”
David Webster of Forth & Tay Offshore said: “We are looking to build on the opportunity from the growing pipeline of Scottish, UK and global offshore wind projects and the need to grow local content in the sector. We are shaping the resource provided by Scottish Enterprise for the development of a competitive supply chain in Scotland. We aim to increase Scotland’s success in winning orders for projects inside and outside Scotland’s waters and to help support and scale up the Scottish supply chain.” The ‘Cluster Builder’ project also strengthens Xodus’ offering to the global offshore wind supply chain across the Atlantic, where the company is conducting a similar research project. The Boston team is assessing the local and regional supply chain around Massachusetts and has also recently won work to carry out a related assessment and gap analysis for Hampton Roads and the southern Virginia region.

A NEW FORM OF RENEWABLE ENERGY TECHNOLOGY? Perpetuus Tidal Energy Centre (PTEC) has signed an agreement with the developer of the world’s most powerful tidal turbine to bring the Isle of Wight a step closer to producing tidal energy. PTEC has gained offshore consents to place tidal turbines in the sea off the south coast of the Isle of Wight. First to sign up is Orbital Marine Power, developer of the Orbital O2, with an initial target deployment of up to 15MW by the end of 2025. Rob Stevens, chairman of PTEC, said: “This is an important moment for the Isle of Wight economy. Having one of the most advanced tidal turbines in the world producing clean, predictable energy on our site will be a huge step forward for Britain and the Island. It will establish the Isle of Wight
and the Solent at the centre of an exciting new marine energy sector, unlocking investment, jobs and a new future.” Oliver Wragg, commercial director of Orbital, said: “This agreement will enable a commercial tidal energy project that will pave the way for tidal steam energy to make a
meaningful and complementary contribution to the UK’s transition to net zero.” Each of Orbital’s 2MW O2 turbines can generate sufficient clean, predictable electricity to power around 2,000 UK homes and offset approximately 2,200t of CO2 production per year. The company recently launched the first O2 from the Port of Dundee, where it was manufactured with 80% UK supply chain content, before towing the unit to the Orkney Islands where it will be grid connected at the European Marine Energy Centre in the coming weeks and enter commercial operation for the next 15 years.

MARINE RENEWABLES EXTRA Jan De Nul Group has finished installing a total of 72 wind turbines of 8.4MW each on behalf of Vattenfall Denmark at Kriegers Flak offshore wind farm. All together, these turbines will produce enough green electricity for the annual needs of approximately 600,000 Danish households. Approximately 4.5 months after the start of this installation campaign in January, Jan De Nul, Siemens Gamesa and Vattenfall deliver the 604 MW Kriegers Flak offshore wind farm. Bert Reynvoet, Project Manager of Jan De Nul Group for the Kriegers Flak offshore wind farm said: “Our project team, crew members on board the Vole au vent and all our partners involved did a fantastic job. Despite the winter weather conditions and extra challenges due to COVID-19, the works have always been on schedule, thanks to their efforts. Great teamwork! We are very proud to have helped Denmark in this giant leap in their energy transition.” The Kriegers Flak offshore wind farm increases Denmark’s wind production by no less than 16 percent. In the Baltic Sea, the crane vessel Rambiz installed both foundations on the seabed with the utmost precision. The Kriegers Flak offshore wind farm is expected to be fully operational by the end of 2021.

NEW PILOT BOAT FOR SVITZER Svitzer Oued Martil is a new 15m Interceptor 48 Pilot for pilotage operations in Tangier, Morocco and is the third pilot boat Safehaven Marine has supplied to Svitzer in Tangier The build represents Safehaven’s 47th pilot vessel delivered worldwide. Powered by a pair of Volvo D13 500hp engines, ZF gearboxes and conventional shaft drive, she has an operational speed of 25kts. Accommodation comprises a crew / pilot capacity for seven, all on KAB suspension seating in her comfortably 27,000btu air-conditioned main cabin, with additional seating for five provided in the spacious forward cabin. Safehaven’s MOB recovery system is fitted on the transom allowing a casualty to be easily recovered in a MOB situation. Svitzer Oued Martil is selfrighting, able to recover after capsize by a large breaking sea and capable of ‘all weather’ operations. A full suite of Raymarine electronics are installed at her central helm position which provides excellent all round visibility and control of the craft when undertaking alongside ship pilot transfers. Fitted with Safehaven’s sacrificial shoulder fender system, protecting the main boarding area and cushioning the inevitable hard impact that can occur in poor conditions, the larger fender also facilitating a gap for the ships boarding ladder to lie when alongside without getting trapped. The design incorporates Safehaven’s own sliding, adjustable reach pilot boarding ladder platform. The platform raises the pilot approximately 1.2m above deck. It is accessed from the opposing side to boarding, with the pilot able to cross quickly and safely across the foredeck. The distance from the ship’s side for the boarding platform itself is adjustable in 3 stages, and can be set to suit the sea state and according likely roll of the vessel.
Completion of commissioning and sea trials took place in march 2021 after what was another challenging, but successful Covid build without any visits by the client due to travel restrictions. Even the handover took place remotely by video conference aboard, which is a fine testimony to the yard being trusted in its abilities to deliver high quality pilot vessels without extensive client supervision.

Huge dual-fuel ferry enters service The world’s first very large catamaran dual-fuel ro-pax ferry has entered service. The 123m Eleanor Roosevelt was built in Europe by a partnership including Spanish shipyard Astilleros Armon, designer Incat Crowther and vessel operator Baleària. It can run on LNG, and has capacity for 450 cars and 1200 passengers. Astilleros Armon constructed the aluminium ship at its Gijon shipyard in Spain using modern, modular construction techniques. The partners aimed to demonstrate a high level of technical capability, capacity and build quality. The ferry is powered by four Wartsila 16V31DF engines. Each of these engines produces 8800kW and drives a Wartsila LJX 1500 waterjet. Baleària has been innovative in introducing LNG powerplants to its

fleet, pioneering agreements with fuel and machinery suppliers. The use of LNG fuel combined with Incat Crowther’s latest-generation hull form offers relatively low fuel consumption for a vessel of this size. Motion has been reduced with the latest iteration of Incat Crowther’s proven hull form, coupled with an operation-specific centre bow design. HAMBURG PORT FLEET ADDS UNUSUAL WORKBOAT An unusual hybrid workboat for the Port of Hamburg is under build at Germany’s Hitzler Werft, reports Tom Todd The boat, for the Hamburg Port Authority (HPA) has already been named Chicago and is a 25m loa by 8.5m sea/riverbed levelling and scouring vessel drawing 2.6m. JPA spokeswoman Julia Kück told Maritime Journal it will be only the second boat of its kind for the HPA, which already operates the 17 x 4.58m levelling vessel Otto Stockhausen. It was built more than 60 years ago and has a 280kW MAN D 2876 LE 406 engine. Chicago will however be “significantly more efficient and also an extremely eco-friendly” boat which will “tackle most of Hamburg’s underwater levelling work”, she said. Julia Kück said Chicago was for delivery by Hitzler, upstream on the Elbe, at the end of January 2022. It will join the Flotte Hamburg, created in 2017 to group special boats and other floating equipment in service with port authorities

They include a range of specialist boats in service with the HPA, the Hamburg police and fire brigade and the Hamburg state authority responsible for road, bridge and water areas maintenance. With a stipulated service life of 25 years and with a crew of two, Chicago is designed for multi-purpose coastal, estuary
and inland waterway operation. Its main job will be to maintain water depths and seabed conditions, scouring and levelling. However it will also be used by HPA for maintenance work, water depth assessment and towage and materials transport on the Elbe North Sea estuary and river and in the port of Hamburg. The newbuild will have two Caterpillar 500kW C4.4 ACERT diesel propulsion engines providing 10 knots and a Caterpillar auxiliary diesel. It will also have two 60kWe Buchele electric motors which HPA said would provide two hours of pure electric drive at six knots. For its main job it is being equipped with a 9.7m wide silt plough weighing 3.7 tons. With a listed 15kN bollard pull and a swing frame it will also boast a 1.2m diameter moonpool and space on board for a single 10ft or 20ft container.

A new 29ft pilot boat is proving an economical investment for a UK port. Brightlingsea Harbour has signed contracts with Seaward for a Seaward Nelson 29 pilot boat. Owen Evans, deputy harbour master at Brightlingsea, said: “The Seaward 29 will fulfil the need for small commercial ports such as Brightlingsea to viably continue acts of pilotage without the need to spend the great deal of money required on a larger 50ft+ version that is industry standard for larger deep water ports.”
The Nelson hulled Seaward was chosen by the mixed leisure and commercial port on the East Coast of England to
meet the demands of pilot duties, as well as to work as a patrol boat and harbour launch. Brightlingsea wanted a vessel that can cope with sea conditions in the area and the semi-displacement Nelson hull form has been developed for its seakeeping and handling abilities. SHIP & BOATBUILDING Rostock is expecting the delivery of its first emission-free, electric-solar driven catamaran ferry in July, writes Tom Todd. Rostock City spokesman Ulrich Kunze told Maritime Journal as the 21m x 6.6m boat was being finished off that its builders, specialist ship and steel construction concern Ostseestaal in nearby Stralsund, had “so far fulfilled all our quality demands”. Delivery of the ferry was “on target” for the end of July and Rostock was very satisfied with construction progress to date on such a “high quality product”, he declared. Although it has praise for the new catamaran, Rostock has already said it is a replacement for a ferry in operation since 1998 and that further hybrid electric-solar boats are not currently being considered. Kunze made that clear again as the new boat neared completion this year saying “Rostock currently has no need or plans for further ships of this type”. It will nonetheless be a unique addition to Rostock’s commuter transport operations and one which Rostock Environment Senator Holger Matthäus has described as “a pioneering move” for the region. The ferry is being built on a design by Ostseestaal’s sister company Ampereship and

Fully electric and emissionfree, its two redundant RP-AS 45, 45kW, 360 degree rotating rudder propeller systems will get their power from high-voltage 252kWh Lithium batteries, charged overnight at modernised mooring points, and from 34 solar panels of total 12kWp mounted on the ferry roof. Officials said that on sunny days up to half of the required energy will be solar and that up to 36,000 litres of diesel and 95 tons of CO2 a year will be saved as noise is also reduced in urban Rostock. Top speed is given as14kms/h although only a service speed of 7.5kms/h will be required for the half kilometre journey the ferry will will regularly make between Gehlsdorf and Kabutzenhof in Rostock’s Stadthafen on the Warnow River, inland from Rostock port. It will carry 80 passengers and 15 bicycles.

FIRST HYDROGEN POWERED INLAND VESSEL European maritime majors have signed a historic contract to build what they claim is the first inland waterway vessel propelled by a hydrogen fuel cell Concordia Damen signed the contract with Lenten Scheepvaart on 18th March. The vessel, to be named MV Antonie, will be 135 metres long, weigh 3,700 tons and boast a revolutionary fuel cell propulsion. She will be used to transport salt between Delfzijl in the north of the Netherlands to Botlek in the Port of Rotterdam for Nouryon - a leading global chemical supplier. Concordia Damen CEO Chris Kornet said of the contract, “At Concordia Damen we have always been at the forefront of bringing increased sustainability to our industry. Greening the inland shipping sector is something which we feel passionate about and we will continue to work towards this goal. I believe there will not be one single way to reduce emissions in our sector, but a number of approaches. Hydrogen is likely to play an important role in the achievement of zero emissions in inland shipping. Lenten Scheepvaart are to be commended for taking this leading role.” Lenten Scheepvaart has received a subsidy for the construction of the vessel to the value of 4 million euros. The subsidy, from the Netherlands Governmental department of Infrastructure and Water Management, aims to stimulate the development of the use of hydrogen as a fuel on the path towards zero emissions inland shipping. The vessel and its operation will benefit from the subsidised hydrogen bunker station in Delfzijl.

BMT designs for new passenger and cargo vessels have been revealed for the first time. The vessels for Isles of Scilly Steamship Group (ISSG) include a 72m passenger ferry and a 45m dedicated cargo ship. Sylvain Julien, director of naval architecture at BMT, said: “BMT is committed to leading the way in designing vessels that reduce the environmental footprint, and we welcome the opportunity to work in partnership with ISSG and the island community to work towards enhanced operations and increased sustainability by leveraging our deep understanding of advanced ferry designs.” The passenger ferry will carry 600 passengers over three decks. It will be capable of a speed of 18 knots, reducing journey time by 20%. It features anti-roll fins to improve the stability of the crossing; increased cargo capacity with the ability to carry chilled and frozen goods; improved access for

passengers with reduced mobility; and a hybrid propulsion system to reduce emissions. The 45m dedicated cargo ship to replace the Gry Maritha will have an increased cargo capacity, including more space for chilled
and frozen goods; a crane which can lift eight tonnes; and a comfortable lounge for up to 12 passengers. The new inter-island launch will be capable of 12 knots, allowing for significantly faster journey times between St Mary’s and the off-islands. It will have a 50% increase in cargo capacity and a reduced fuel consumption of 55%. The next step will be entering discussions with shipyards on potential build programmes. International shipbroker Blair Reid, which specialises in the sale and procurement of new ferries, is currently in contact with 32 shipyards across the UK, Europe and the Far East to acquire Expressions of Interest and to identify potential build slots and build cost. ISSG is currently working with the Council of the Isles of Scilly and Government on financing options.

Transportation of off shore wind turbine blades is being made easier with a 75m long shallow water barge designed to meet the precise demands of both cargo and delivery route. Williams Shipping operates the purpose-built Blade Runner Two (BR2) blade transport barge to transport the 80m long blades manufactured by Vestas on the Isle of Wight. The Vestas factory near Newport is on the River Medina, so BR2 has a ‘Medina Bow’ engineered to suit this berth. A UK marine contractor has ordered a 15m workboat to help improve its operations in Kent. Briggs Marine will use the Meercat Boats multipurpose workboat in the Medway Estuary to support its port services contract at Peel Ports London Medway. John Buck, business manager for Meercat Boats, explained: “We customised our offering and, via a competitive process were selected to provide a 15-metre multipurpose workboat against strong, well respected competition.” He added: “In addition to the 15m workboat, Briggs have also placed an order for three 10m line handling boats due for delivery later this year.” Briggs Marine is a leading provider of marine and environmental services, specialising in port and marine operations, subsea and environmental support and vessel charter. In March 2020, the company teamed up with outsourcing company Serco to bid for the Royal Navy’s next generation of marine services. In January 2020, Meercat celebrated a decade of work with the MultiRole Vessel (MRV) build concept. Meercats have been producing multipurpose vessels specifically designed as a single vessel replacement of several workboats in a fleet. Recent new builds include Guernsey Harbours’ 15m steel Meercat MRV15, Scottish Salmon’s new

Singapore shipyard Strategic Marine has successfully delivered a pair of 27m CTVs to WEM Marine Ltd, a UK-based off shore support vessel provider. This is WEM’s first order with the Strategic Marine Group. “With 23 CTV’s now delivered to offshore wind vessel operators and more than 10 years in this market our team have been able to deliver two of our best ever vessels to service the growing renewable energy market.” said Mr. Chan Eng Yew, CEO of Strategic Marine. The CTVs were both built in Singapore and construction proceeded smoothly despite COVID restrictions and was completed according to schedule.

THRILL RIDES RIB FATALITY REPORT MAKES SAD READING The UK’s MAIB has released an interim report concerning a fatal collision between an ‘Experience Rides’ RIB and a steel navigation buoy, in the hope that the publicity could help prevent a similar tragedy this summer On 22 August 2020 at 1011, a commercially operated high speed passenger rigid inflatable boat ‘Seadogz’ collided with the North-West Netley buoy in Southampton Water, UK at a speed of 38.4kts. On board was the skipper and eleven passengers. During the collision two passengers were ejected overboard into the water where their lifejackets inflated. The remaining passengers and the skipper suffered varying degrees of injuries. Emily Lewis, a fifteen year old girl, received un-survivable injuries when she was catapulted into the handrail directly in front of her seat. The urgent safety considerations identified were: 4 During the trip the passengers became accustomed to passing close by large navigation buoys at speed which resulted in them being unconcerned at the crafts approach to the buoy and so did not attempt to alert the skipper. 4 High speed figure of eight turns completed during the trip, increased the risk of hooking or spinning out. 4 The skipper was operating single-handedly, at high speed and did not see the navigation buoy, which was directly ahead, for 10 seconds before impact. Safety recommendations: All UK Operators of small commercial high speed craft such as Rigid Inflatable Boats, sports boats and other vessels engaged in carrying passengers on trips and charters are recommended to: 4 Review the risk assessments for the operation of their vessels and take measures, as appropriate, to ensure that they comply with the safe working practices and standards contained in the Passenger Safety on Small Commercial High Speed Craft & Experience Rides voluntary Code of Practice. Where an operator cannot comply with the provisions outlined in the Code of Practice, steps should be taken to mitigate against risk, and details of those measures included in the relevant operating procedures.
Andrew Moll, Chief Inspector of Marine Accidents said: “There are many aspects to this tragic accident, and the MAIB’s investigation is ongoing. However, there are some immediate lessons that can be learned now that will help avoid a repetition this summer, which is why the MAIB is releasing an interim report. “In response to an MAIB investigation in 2010, the Passenger Safety on Small Commercial High Speed Craft & Experience Rides voluntary Code of Practice (CoP) was published. The Code was written by industry experts to recommend and promote common safe working practices for the industry. What is concerning, is that few of the safe working practices in the voluntary CoP were being followed on the day of the accident. “These rides can provide excitement, entertainment and fun, and for this reason they are popular. However, this dreadful accident saw nine people sustain very serious injuries and tragically cost the life of a young person. As the holiday season approaches, I want to remind operators that they also have a duty of care for their passengers, and safety should not be compromised in pursuit of a thrill.” A full report will be published when the investigation is complete. Shock monitoring systems aid safety at sea Four new vessel shock monitoring systems have been launched for safer operations at sea. Allsalt Maritime has unveiled four new Kinetix models, each designed to provide easily assimilated guidance for maritime professionals to operate safely within designated shock and vibration exposure limits, reducing the risk of damage to vessels or injury to occupants. “The Kinetix product line was developed to reduce the risk that an agency’s assets -either human or equipment -- suffer damage

or injury when operating at high speeds,” said Dr Tom Gunston, chief scientist for Kinetix. Kinetix allows maritime agencies to monitor short- and long-term accelerations, investigate high impact incidents, and predict vessel maintenance intervals. Workplace regulations for limiting whole-body vibration (WBV) exposures continue to gain international attention, most notably the EU directive 2002/44/EC which requires employers to assess and mitigate mechanical vibration, such as that found on high-speed craft.
Kinetix offers a solution for detecting overexposure in real time, as well as the ability to record acceleration data at a high sample rate for use in validating policy compliance or in legal proceedings or accident investigations. HGK Shipping will be using the “SANDRA II” shallow water navigation simulator owned by the city of Duisburg so that its inland waterway personnel can gain practical training in future. The new shallow water navigation simulator, which is in the process of being set up, has been funded by the German Federal Ministry for Transport and Digital Infrastructure. The Duisburg Development Centre for Ship Technology and Transport Systems (DST) is looking after it technically and continuing to develop it. Trainers and those participating in courses at the HGK Shipping Training Centre will gain regular access to the simulator as part of a cooperation agreement with DST and they can train how to steer various types of inland waterway vessels in different navigation situations in a safe environment. Thanks to having the latest technology, “SANDRA II” (Simulator for Advanced Navigation Duisburg - Research and Application) can simulate the motion behaviour of inland waterway vessels very realistically. All the relevant environmental influences such as shallow water and wall effects, the interaction between vessels as well as the wind and current can be included in the modelling procedure. The specifications
of different types of vessels and drive systems as well as load situations can also be included. “SANDRA II“ will become part of the training courses at the HGK Shipping Training Centre in Duisburg as a regular feature this year. The range of courses is geared to both crew members on the fleet managed by HGK and outside participants. The lecturers at the Training Centre will attend a special further training course to qualify them as certified trainers, so-called instructors, for the navigation simulator. As a result, young inland
waterways personnel can gain experience and more proficient persons can fine-tune their skills and learn how to respond properly in stress and danger situations. The training programme will also include how to navigate vessels in an energy-efficient manner. The cooperation arrangement with DST will also make it possible to train the navigation personnel at HGK Shipping to operate innovative new vessels in the company’s fleet before they are put into service. This will particularly involve forward-looking ship designs and sustainable drive concepts.

ACCIDENTS AT SEA: IS BLAME CULTURE PARTLY TO BLAME? According to Captain Lee Clarke of training provider Tapiit Live, blame culture can cause deeper systemic issues to be overlooked As an industry that operates with a high level of selfsufficiency, the maritime sector relies very heavily on the seafarers and their senior officers keeping safety to a high standard whilst at sea. However, regardless of this effort, the maritime industry is one of the most dangerous in the world with 19,418 incidents recorded by the European Maritime Safety Agency between 2014 and 2019, of which there were 496 lives lost and 6,210 persons injured. This level of danger, some may say, is due to the nature of the industry; the sea is a dangerous place and the machinery is heavy and brings considerable risk. However, one of the most significant issues is a divisive ‘blame’ culture. The systems designed and put in place are often never deemed ‘at fault’, instead it is the seafarers themselves who are usually held to account. Of course, human error will also be a factor, but systems are designed to mitigate those human error risks and if systems and processes aren’t updated, then those errors will continue. Training is often seen as the answer to these challenges, and rightly so, but with a culture in place that puts the onus on the seafarer and not the process, company or shoreside team, then the training will often land on deaf ears. The Tapiit Live Safety with a Difference course focuses on more than just the crucial, lifesaving, check boxes. It also delves into the cultural issues that need to be solved including: tackling the fear of open safety conversations; increasing a general level of knowledge of risk assessments; introducing a just culture and mentality and providing senior officers with the tools to tackle difficult discussions. The method of delivery is also crucial in the success of these courses. Ensuring they are delivered as a team course gives the lower ranking seafarers the peace of mind that they are supported by senior management when reporting safety issues.
For training to be effective at mitigating risk and keeping seafarers safe, there is still a job to be done by shoreside teams and companies in enabling their employees to feel confident in reporting issues to their senior officers. Physical process and training will also be critical but cultural change is the key to making the industry safer. A Danish company is the first company in the world to certify personnel in accordance with the new recognised ISO/ PAS 23678 standards for certification of personnel working with life-saving inspections equipment. CRALOG, a training academy and service provider authorized in inspections of all different make and type of launching appliances, lifeboats and their release gear, is also the first company in the world to be third-party certified by Bureau Veritas in accordance with the new ISO PAS 23678 standards. “The intent of the new ISO standards is to
provide a clear framework to establish competency for personnel employed by independent authorized service providers or
manufacturers when acting as service providers on an internationally accepted basis,” said Ian Fleming McCurdie, managing director at CRALOG. DAMNING REPORT LOOKS INTO PILOT BOARDING FATALITIES A hard-hitting research paper points to multiple failures “in regulation, regulatory enforcement, training and vessel design” that have lead to fatalities during pilot transfers Aberdeen pilot Ewan Rattray uncompromisingly stated that the industry does “not promote, encourage or learn from accidents and incidents” resulting in leaving pilots “to become the last line of defence in a system which [does] not work”. Rattray’s research covers his own survey and a broad range of other sources including a recent International Maritime Pilots Association survey which noted, “non-compliant transfer arrangements ranged from 6.77% to 58.06%”. It might be tempting to assume that European numbers would fare better, but shockingly, 20.49% of vessels trading in Europe had non-compliant transfer arrangements. Further, discounting those who didn’t have access to the statistics, 65 to 85% of the respondents encountered either up to or over 50% noncompliant pilot transfer arrangements (PTA). The failings include ambiguity in the rules, lack of training and difficulty in interpreting and incorporating recommendations into vessel designs: the majority of respondents “do not think vessels are designed which enable them to comply with the regulations”. Further, “although the tools are there, the culture is failing” as 77%-97% of respondents did not agree that non-compliant transfer arrangements are reported - feeling that this “did not achieve anything as they were not followed up, and nothing was done to correct them”. As disturbing is the ongoing misuse of a grandfather clause in SOLAS Regulation 23 which states vessels built prior to 2012 need not comply with the regulation. And, he underlined that despite pilot deaths, “countless” vessels, including one directly involved in a pilot fatality, are still operating with unsafe transfer arrangements. He also pointed out that even given fatalities, accident and investigation reports are not always publicly available starkly contradictory to maritime’s apparent safety culture.

INFRASTRUCTURE FOR NEW PORTUGUESE FERRIES 10 new electric passenger ferries will soon begin servicing routes across the Tagus River in the Portuguese capital of Lisbon
8 Portuguese ferry company Transtejo S.A. is electrifying three ferry routes across the Tagus River in Lisbon
ABB AS recently awarded norwegian company Zinus a contract for the delivery of 20 SWC100 charging connections for the new ferries. The ferries are to be built by the Astilleros Gondán shipyard for the Transtejo S.A ferry company, and ABB has been selected as the total integrator of electric power supply and the vessel and propulsion automation. “We are both proud and happy that ABB has chosen Zinus as supplier of the charging connections for this large-scale electrification of an important part of Lisbon’s infrastructure. With two fully automatic SWC100 charging connections on each vessel, the ferries are ensured fast and smooth connection to the charging stations on land and efficient charging of the batteries on board. This is important to ensure the regularity of the routes over this busy waterway,” says Ronny Olson, Sales Manager at Zinus. SWC100 is the unit on board that automatically receives the charging plug from land and connects charging power to the batteries while the vessel lies docked. When the ferry departs, the charging plug is released and hoisted back into the charging tower - ready for the next charging. The automatic connection and disconnection only take 20
seconds, ensuring the longest possible charging time. Zinus will deliver its charging connections to the yard from the fourth quarter of 2021 onwards into 2023. The ferry crossings will also need charging towers on land, and Zinus will also compete to win these orders. The 40 metre passenger ferries will have a capacity of up to 540 passengers each, servicing three important routes that connect Lisbon to Cacilhas, Seixal and Montijo on the south bank of the Tagus River. The three crossings transport a total of around 19 million passengers annually. The ferries will have a service speed of 16 knots, a maximum speed of 17 knots and will enter service in 2022-2024. The newbuilds are part of Lisbon’s efforts to accelerate the introduction of emission-free public transport solutions. Increased electrification of the transport sector, including transport on the country’s inland waterways, will play a key role in Portugal’s efforts to achieve carbon neutrality by 2050. ABB estimates that by replacing the ten diesel ferries currently operating on Tagus with all-electric ferries, an annual emission reduction of around 6,500 tonnes of CO2 can be expected.

Best known for manufacturing thrusters in the recreational and commercial marine industries, Sleipner has also achieved success with other product lines, such as its Vector fin stabilizers. The Norway-based

Sleipner was founded in 1908 and spent its first 60 years primarily as a motor manufacturer for fishing and leisure vessels. When it pivoted to being primarily a bow and stern thruster manufacturer in the 1980s, the Side-Power
brand was introduced as a direct reference to the function of a thruster, propelling the boat side-to-side. The name is perfectly suited for a thruster manufacturer, but as the company expanded its product offering with stabilizer fin systems, windlasses, hydraulic systems and steering systems, the name did not quite fit all the products it had to offer.

Yanmar Marine International (YMI) has been the exclusive global distributor for the Dtorque 111 turbo diesel outboard for 3.5 years, but Neander will now directly distribute the engines to maximise sales growth and develop market opportunities and special projects. BOLD ZERO EMISSIONS PLANS FOR VIGO BAY The Green Bay Project, which launched recently, is the first step towards a zero emissions future for the Bay of Vigo, Spain This private initiative, driven by Aister Shipyard, in collaboration with the Galician Shipbuilding Cluster Association (Aclunaga), the Galician Automotive Technology Centre (CTAG) and the Port Authority of Vigo, has launched this ambitious plan that seeks to electrify shipping in the Vigo estuary and create an industrial ecosystem that provides technologies and components to local shipyards. The objective is to eliminate CO2 emissions from commercial activity in the waters of the Vigo estuary, whether from port activities, passenger traffic or aquaculture vessels. Once this model has been developed, Aister wants to lead the environmental transition in other European coastal areas. For this project, synergies will be established between the shipbuilding industry of northwest Spain, and the Galician automotive industry, which is more advanced in the field of batteries and vehicle autonomy. In addition to the electrification of vessels and the supply of components, Green Bay will also focus on the installation of battery recharging points in port. ELECTRIC OR HYBRID? To get the ball rolling, Aister has focused on navigation in the Vigo area’s Inland waters, identifying the vessels where it is most feasible to apply this technology. Fish farming or short trip ferries would be candidates for full electrification, due to their planned and recurrent routes. Vessels such as tugboats, pilot boats and other workboats, could incorporate hybrid propulsion, as they require greater power and autonomy at specific times. The work of Green Bay goes beyond the coast, aiming to integrate with electric public transport in the city of Vigo, to achieve an origin-destination experience free of polluting emissions. At the project launch at the Rectoral de Cobres Hotel, an idyllic place in the heart of the Vigo estuary Francisco Pita, Aister’s technical director outlined the main barriers to entry in the use of electric propulsion technology and contingency measures to address them. A possible gap in battery range in the middle of the estuary, a rare phenomenon, could be alleviated with emergency batteries or a small auxiliary group that would allow the electric propulsion engines to be driven. Another barrier is the high investment in batteries. Among the possible options is battery leasing, so that the shipowner does not assume the risk. The operator would only pay per use, and the moment the battery’s performance drops, it could be replaced. Aister’s technical director pointed out that the aim is not to have batteries that last 10 years, because in 5 years this technology will have improved. FUTURE FUELS Hydrogen was the subject of a chapter of its own. Pita pointed out that a hydrogen ship would actually have electric propulsion. The ship would maintain batteries to store the energy produced by the fuel cell and a hydrogen tank would be added. The main benefit of this gas is that it weighs 10 times

less than diesel fuel, creating new construction possibilities. If this technology becomes established, the design of the ship will have to take into account that the battery room can easily be converted into a hydrogen storage room. Eduardo Rivero, laboratory manager at CTAG, explained that the automotive sector is making progress in price competitiveness, although it is working on challenges such as the materials used for batteries, which are “scarce” and where “the supply chain can break”.

CLASSIFICATION Victor Solano, New Construction Client Manager at Lloyd’s Register, explained that the vessels within the Green Bay project would comply with the Merchant Navy regulations classified as inland waters, in addition to having to apply IMO rules. Solano differentiated between two class levels: working vessels (pilots, fish farming boats, tugs) and passenger vessels, which have different regulations for both machinery and passengers. The Lloyd’s Register representative reviewed the services offered by the classification society, including error, safety and reliability simulations.

The recently launched Sandøy is the first fully electric ferry for the Norwegian operator Brevik Fergeselskap and is equipped with two Schottel RudderPropellers. It will operate within the waters of Eidangerfjorden, southeastern Norway, and will connect Brevik with Sandøya and Bjørkøya. Marco Hoogendoorn, Commercial Director at Holland Shipyards Group: “We have gained profound experience with hybrid and purely electrically powered vessels. Every vessel is unique and has its own requirements. We are pleased to work with trustworthy partners, like Schottel, that provide us with high quality equipment, which meets the standards we set as a yard.
The main propulsion of Sandøy consists of two SCHOTTEL RudderPropellers type SRP 150 L (375 kW each) driven by highefficiency PEM motors. The thrusters are designed for heavy duty operation and therefore equipped with frequencycontrolled planetary steering gear and spur wheel steering. The azimuth thrusters feature a propeller diameter of 1.2 metres and the Schottel VarioDuct high-efficiency nozzle SDV45. This allows the vessel to hold its position in extremely strong lateral winds and to sail freely in a high efficiency range. Designed by Holland Shipyards Group, the new vessel will be completely emissionfree and entirely powered by 1300 kWh batteries. The new ferry will be ready for service in 2021.

Volvo Penta is expanding its capabilities, experience and range by becoming the majority shareholder of a Norwegian marine battery and electric driveline solutions supplier. ZEM has 12 years of market experience and a strong track record in Norway, said to be the most mature marine e-mobility market in the world. “Marine electromobility has a unique set of requirements,” explained Peter Granqvist, chief technology officer, Volvo Penta. “There are very specific considerations of utmost importance around the installation environment, safety, the use case itself as well as the current lack of charging infrastructure,” he added. SMALL MARITIME TERMINAL BRINGS FAST DATA SPEEDS As a provider of safety and support at sea, ESVAGT needs a reliable system of communication between ship and shore to ensure fast response in case of emergencies such as oil spill recovery and firefighting Working under pressure and in sometimes harsh sea conditions, ESVAGT’s mission to secure people, assets and the environment can only succeed with access to real time data and ship-to-shore communication. ESVAGT recently tested on their ESVAGT Innovator vessel a 45cm antenna powered by Intelsat’s FlexMaritime to deliver a consistent and dependable broadband connectivity performance. With its ubiquitous service footprint, satellite communication is the best way to deliver broadband connectivity to ESVAGT’s vessels, regardless of their location. The ESVAGT fleet was already connected to a high bandwidth VNO (Virtual Network Operator) Hybrid Pool on a regional VSAT (Very Small Aperture Terminal) service. However, the vessels’ rescue mission relies on consistent, dependable connectivity and a service interruption is not an option in situations where every minute counts to save lives. ESVAGT was, as a result, looking for a service that would be used for backup/failover to the existing VSAT solution. Due to the critical nature of its activity, ESVAGT was looking for a robust solution that could deliver high speed connectivity even in harsh conditions and regardless of the location. The company operates in the Arctics amongst others and they needed the assurance of a 24/7 service in all conditions. The cost of the solution was another important element in their decision. Small enough to hand carry aboard the vessel and easy to install, the lightweight 45cm antenna was easily connected to the Intelsat FlexMaritime network, which delivers unparalleled, multi-layered global coverage - ensuring connectivity wherever the vessel goes. Results were immediate and consistent throughout the test: the fast speeds of up to 6 x 2 megabits per second (Mbps) enabled the vessel to meet its needs such as ship-to-shore
communications. The crew could also access their bank accounts despite rough sea conditions. The high-performance Intelsat FlexMaritime network is claimed to deliver connectivity at a lower price than any other service providers, while the hardware and installation’s costs corresponded to ESVAGT’s budget. The flexibility of the solution was another element for selecting Intelsat as ESVAGT can use FlexMaritime’s 45cm service as stand-alone VSAT or BackUp/FailOver depending on their real time needs. Digitalization for smaller vessels As digitalisation spreads across the shipping industry, having access to email services is gaining importance in order to receive navigation updates, port notifications and operational instructions. Thanks to a partnership development from IEC Telecom and GTMaritime, a new product, MarineStar E-Lite, provides voice and data connectivity in a package optimised for smaller vessels. Voice services are delivered over Thuraya’s Marine Star terminal, while

email provision comes via IEC Telecom’s OneMailLite application, powered by GTMaritime. This dedicated connectivity solution is equipped with a fleetwide shore-side dashboard, allowing full visibility over performance, threat management and enabling remote changes to system configurations and real-time management of consumption limits. In addition, all files being transferred are compressed up to 95%, saving on airtime costs.
By default, MarineStar offers two lines to separate corporate communication and crew welfare. By including an email app, this voice terminal can now serve as a comprehensive communication solution for small and mid-sized vessels as well as a resilient back-up solution for large VSAT-equipped vessels. CHANNEL LIGHTVESSEL TO BE REPLACED WITH A BUOY Trinity House will replace the Channel Lightvessel, which was put on station in 1979, with one of its largest Safe Water Mark buoys Following the grounding of the Amoco Cadiz in 1978, the International Maritime Organization (IMO) adopted the Off Casquets Traffic Separation Scheme (TSS) in 1979; Trinity House established the Channel Lightvessel to clearly define the new TSS to all mariners at a time when such schemes were a relatively new maritime feature. As part of the continuous review of its provision of aids to navigation—and further to the discontinuation of the East Channel buoy in 2018—Trinity House has carried out extensive analysis on the requirement for the Channel Lightvessel. It has been determined that as the lightvessel marks only the end of the TSS and not any physical hazards to navigation, it could be removed now that the marine traffic patterns in the area are well established. Recognising that the Channel Lightvessel has become a prominent physical mark for all sectors of the marine community, Trinity House has decided to replace the lightvessel with one of its largest Safe Water Mark buoys in order to enable position verification in the area. The replacement buoy for the Channel station is based upon a standard Type 1 modular format and will incorporate a bespoke electrical design that independently powers the buoy’s aid to navigation equipment and also the array of sensors and communication equipment required for the Met Office’s meteorological and hydrographic equipment. The AIS and RACON features will be retained to enhance conspicuity through a range of equipment fitted on board a passing vessel. The aid to navigation is a standard monitored buoy that will communicate over a roaming 4G network (with a fall back satellite-based communications unit) allowing Trinity House’s 24/7 Planning Centre in Harwich to ensure the 9NM lantern exhibits a light during periods of darkness, to monitor its position via a GPS receiver and to give regular updates on battery condition and state of charge. The lightvessel at the Channel position has also been a reliable platform for meteorological observations for many
years and this service will continue on the Channel buoy. The new meteorological observations set-up will have a full back-up system to maintain service year-round and will report the same parameters as the lightvessel. Visibility sensors will be deployed and monitored for changes, and the new set-up affords the opportunity to collect full spectral wave measurements. The visibility measurements will be published once verified as accurate by the Met Office. Being able to recreate the systems that once required a large lightvessel on a much smaller buoy is in many respects thanks to the technological advances made in recent years. For example, the 9NM navigational light will come from an LED source that requires only nine watts of power and lasts ten years. Battery technology to store the solar-generated power is also constantly improving; when these technologies are combined it results in less maintenance and fewer visits from Trinity House’s ships with a positive impact on the marine environment while still providing the essential visual navigation mark for all passing mariners. The operation to tow the lightvessel and deploy a replacement buoy is set to take place mid-August.

IGO move brings more influence One marine association is moving from an NGO to an IGO to have more clout at government level. The non-profit International Association of Marine Aids to Navigation and Lighthouse Authorities (IALA), the only technical organisation for marine Aids to Navigation (AtoN), is moving from its current status as a non-governmental organisation (NGO) to an intergovernmental organisation (IGO). In a new white paper, Sealite explained the advice IALA currently provides to national
authorities and the IMO is non-binding with no obligation for them to implement, but the switch to an IGO “is an opportunity for them to be heard at a Government level with formal recognition of their standards within AtoN”. It added: “IALA’s change in status to an IGO hopes to influence key areas of the world where: Maritime safety is of concern, Government authorities require guidance on best practice, and Good governance and harmonisation are needed.” Sealite anticipates this new status of IALA

Based on the TRAktor 3000-Z design from Canadian naval architects Robert Allan Ltd, the 30.45m LOA Bamse has a moulded beam of 12.8m and navigational draft of 6.35m. It was delivered at the end of May and will carry out escort duties from Brevik, in Norway. It is powered by two 2,200kW high speed engines driving CP propellers in an IMO Tier III emissions compliant installation.
