ECB Family, Wow! I can’t believe the magazine is already a year old. Great job and I really, really appreciate it!

I want to start off by saying thank you for your hard work and dedication. I know everyone is tired and I apologize for the amount of mandatory overtime. That topic is at the center of most of our conversations lately and we will continue to do everything we can to hire and fill vacancies. I will reiterate that this is an all hands on deck situation. If you are on the fence about training, talk to Sean about upcoming opportunities. If you are not a trainer, you still play an important role in making new hires feel welcomed and supported.

I want to say thank you to everyone that has contributed to the magazine.

If you are reading this, thank you. It is challenging to keep everyone informed and in sync in a 24/7/365 operation but luckily we have this magazine to fill that void. I look forward to it every month and always learn something about an employee, viewpoint or pain point that may have not been on my radar. Thank you for participating, thank you for reading and thank you for being a part of this operation.

Everyone was new at some point and knows how important it is to feel accepted, supported and welcomed.

This is a challenging job, but having each other’s back makes it manageable. This doesn’t just apply to new hires. We are all in this together and it will take all of us working towards a common goal to make this Bureau the best it can be.

ODE TO SAM

While working at 201 Poplar during the morning hours, Sam "Hollywood" Henderson was working North Precinct.

After dispatching on a call, officers inquired about the information that was relayed. Unbeknownst to him, he had an open mic.

Laid back in the chair with his feet propped on the console, he began to use some "choice" words. These words caused the officers and lieutenants to call the Service Desk nonstop.

Afterwards, the officers had no problem responding to calls.

Mr. Sam, as I often called him, had a deep, slow and smooth voice. Kind of late night DJ like. Lol! He would call out the Car Numbers in that baritone voice and they were forced to listen. I remember he would always have a few colorful words to say when the officers failed to get in service or disregard his transmissions. The thing is, he was never really loud and rude to where everyone in the room would hear him. He was cool and colorful, just loud enough to give the people in close proximity a laugh. Mr. Sam was also kind. I needed a ride across the bridge one day and he was generous enough to drive me home. I am sure the conversation on that ride consisted of me laughing the full ride.

He told me he knew a few "ladies" in West Memphis. Yes, he considered himself a ladies man.

DISPATCHER OF THE MONTH PASSIONATE PEER COUNSELOR

PRD Stacy Goods just celebrated 25 years of service with Memphis Police Communications. She is married to a retired MPD officer. They have three children and four grandchildren. As she nears retirement herself, she is looking forward to the next chapter and plans to spend more time with her family, travel and participate in more charity work.

What is the most challenging part of the job?

Communication can sometimes be challenging. We get people from everywhere calling in; different ages , dialects, cultures , social economic status; and we have to get them all the assistance they need

My favorite part of the job is being involved in the peer counseling program. Mental health is still often seen as a taboo subject. We need whole body health. No one thinks twice about going to the doctor when they have a broken arm or an allergy attack. But often ignoring those tragedies and stresses that life brings to us all: Often ignoring or not seeking assistance, suffering in silence. You will often hear me say, "If you need something -say something”.

How was training for you?

Our training was tough. We had map books to ward and wards to learn.

At that time we also only had a few police precincts. It was hard having to learn the entire city. My trainers were Anita Meriweather, Beverly Wolf-Davis, Lorna Griggs, Christie Howell, Susan Clark, Roosevelt Coleman, Hope Davidson, Terri Leborne, and Larry Wickham -many of whom have retired!

What is your most memorable call?

Well I have taken so many calls in 25 years, but I would have to say it would be the children prowler calls. They so bravely call with intruders just feet from them; who give all the information for police to be able to get to them with a good outcome. They are little heroes.

One of my most recent memorable calls was when I took a call from my niece, early morning working Alpha shift. She requested an ambulance for her dad who was unresponsive. He passed away that day. I recognized the address, and then her voice became clear to me at that point. You never know who you will be touched by at the other end of the phone.

What is your all time favorite ECB memory?

This year I was able to get on the radio and give the " Final Signal C" for my husband, Colonel Darron Goods, who retired with 35 years of service to MPD. The emotions involved- I almost didn't make it through. Then a farewell parade was held outside of Communications building so I could see it. I appreciate Lorna Griggs, Mike Spencer and all who made that possible.

What advice would you give to a newer employee that seeks to be successful in this role?

My advice to anyone is to learn all you can about the job while training. It is definitely a lot to learn but it is worth it. It is always changing and challenging, so keep up with recent policy. Make sure you take care of yourself: mind , body and soul. The job can be very stressful and a lot is asked of each person daily. We often hear “all y'all do is answer the phone”. If you are a dispatcher you know this is definitely not true. The public does not know what all goes into taking a call, and my experience is they don’t want to know either. The other thing is to stay professional and treat all callers with the same respect that you would want if your family member or someone that you care about is calling. It takes nothing more to be kind and respectful than to be rude. Remember we are the professional call takers and dispatchers, they are not professional callers.

What are some of the changes you have seen in the Bureau?

The callers have definitely changed. The crimes are more violent, more often. Working through a pandemic was also a challenge that I had never encountered before. The 9-1-1 dispatch centers all have the same issues, with retention and high turnover rates. We already don't have an entire class complete the training process for one reason or another. Now many are deciding to leave, not even making it five years in the Bureau, which makes many centers understaffed. Then the employees that are left are often exhausted due to mandatory overtime. That can result in poor diet choices and underlining illnesses coming to the surface. The continuous updates and training classes that are offered are a big help in keeping up with the new technology and strategies to better serve the public.

The last training I attended was very informative. Since we are a large city, most of the examples were things we had already experienced, but there were a few that we had not. You never know who or what situation will be on the other end of the phone.

Dispatcher Goods is married to retired MPD Colonel Darren Goods. Colonel Goods received numerous accolades during his 35 years of service and was an integral leader of the the mission "Operation Rebound"- which led to an arrest in the Lorenzen Wright murder.

If you want to become a better leader, you must not only know yourself and define your values. You must live them out. As you think about the way you will define your leadership, take into consideration what kinds of habits and systems you will consistently practice.

What will you do to organize yourself?

What spiritual practices will you maintain to keep yourself on track?

How will you treat people?

What will be your work ethic?

What kind of example will you set?

Everything is up for grabs. It's up to you to define it. And the earlier you are on the leadership journey, the greater the potential for gain if you start developing good habits now.

The bottom line is that an invitation to lead people is an invitation to make a difference. Good leadership changes individuals lives. It forms teams. It builds organizations. It impacts communities. It has the potential to impact the world.

AMPED UP FOR THE ECB STRUT

ATHENS-CLARKE COUNTY POLICE DEPARTMENT ATHENS, GEORGIA June 17, 2021 Interim Director James M. Ryall Memphis Police Department 170 N. Main Street Memphis, TN 38103 Dear Director Ryall, The purpose of this letter is to commend one of your employees, Katherine “Katie” Lipsey. Ms. Lipsey is assigned to the Communications Bureau.

Over the course of the last seven days, the Athens-Clarke County Police Department learned that a clerical error caused a stolen firearm in the custody of the police department to be sold to a firearms dealer in Memphis, TN. Memphis PD was summoned to investigate the firearm during a background check on a seller. Ultimately, the firearm was sold to an individual by the dealer.

After I learned of the issue, Ms. Lipsey reached out to me to lend her assistance in the recovery of the firearm. Ms. Lipsey checked MPD calls for service and helped coordinate additional officers to investigate and retrieve the stolen weapon for my agency. During this time spanning several days and multiple phone calls, Ms. Lipsey was extremely helpful. The firearm was retrieved by MPD over the past weekend and placed into property / evidence. When I had difficulties contacting staff within the property / evidence room.

I contacted Ms. Lipsey again. It would have been easy for her to simply hand off my request as it was something that is not within her area of responsibility. Instead, Ms. Lipsey took it upon herself to follow up for me, obtain the necessary paperwork that I would need to complete, and provided the contact information for the team to review the paperwork.

Each time Ms. Lipsey sent me an email, she followed up to ensure that I received any attached paperwork. Because of Ms. Lipsey, I was able to quickly start the process of having the stolen gun returned to our evidence facility and initiate remedies for the affected gun dealer.

Please accept this letter as a commendation and recognition to the level of service Ms. Lipsey provides to customers. In addition, please let her know that her hard work and efforts have not gone unnoticed.

PRD Kenneth Owens This career is something different for me regarding work environment. Previously I worked for FedEx out in the elements (weather) for 4 years. I also worked for Shelby County Correction Center (Penal Farm) for 4 years. I enjoyed working there but I was always in a hostile environment. Here at Communications we’re in a building with heat and air and I am grateful for that. I don’t go to work with that thought in my mind “what if I don’t make it home today.” I enjoy what I do as far as helping citizens on the call taker side and feeling accomplished when officers go home safely without incident on the dispatch side.

I would like to see all the hazards dated more than ten years updated. Does the person still live there? Is this still a threat? Update all newly annexed areas to their correct jurisdictions. Make all wrecker companies a common location with addresses and phone numbers.

I don't like the missing person event from other precincts popping up on my screen and I am in the middle of typing.

I don't like not being able to reopen an event that was accidentally closed.

M.E. vs INVESTIGATOR Although they have ME call numbers, the people we call out are actually death investigators and not medical examiners. Their official title is Medico-Legal Death Investigator.

Medical examiners are medical doctors that have gone to medical school. They specialize in forensics and perform autopsies.

Death investigators are responsible for making the scene when officers request an M.E. The information gathered through investigations help them to determine whether a case falls under the medical examiner’s jurisdiction. This includes information from law enforcement agencies, family, and friends. Cases on which jurisdiction is always accepted are: violent deaths, suicides, over doses, motor vehicle fatalities, sudden and unexplained infant and some natural deaths. Some of the cases where jurisdiction is not accetped are natural deaths that occur under hospice, and natural deaths when decedent is under the care of a primary physician and there are no suspicions surrounding the death

A DAY IN THE LIFE OF M.E.24 When jurisdiction is accepted by our office we prepare a case file, with its own unique case number.

A report in done, and if it was a scene, photos are printed, and uploaded to the computer program that we use to complete the case. There is often times follow up work that is requested by the pathologists, which can include requests for medical records, and additional information from law enforcement agencies, and family members.

In addition to scene work, there are several other duties that are carried out on my shift, which includes: positive identification requests, on which we send fingerprints, cremation approvals which we do for all Shelby County deaths, whether they are an ME case or not, releasing decedents to funeral homes selected by the family, and follow up calls to answer questions that the family may have.

It helps to have a strong desire to serve and compassion for people. Research the requirements associated with whatever office you may be interested in. Requirements for our office are: a Bachelor's Degree (Master's Degree preferred) and two years of acceptable and proven experience in death investigation; law enforcement; and/or Licensed Paramedic/EMT; or a combination of related education and work experience to equal ten years of related experience. Supervisor Towles and retired Supervisor Gaylor helped me understand how drafting works. I asked them multiple times to explain it to me because I wanted to know if I would be up for the draft. They were both very patient with me (I know I asked far too many times). These are some of the notes that was given as to how it works:

UNDERSTANDING THE DRAFT PRD Tarrashea Simpson, Alpha Shift DraftMaster Supervisors check the books to see who has already signed up for overtime, have swaps, time off, or other situations that will deem them undraftable for a certain shift.

Employees that are "draftable" are then selected by seniority from the bottom up, and from the lowest round.

If you volunteer to stay over or come in early, you CAN get drafted for the other shift, unless it will cause you to work more than 12 hours.

While on vacation, you will get vacation credits for any day you would have been drafted.

You receive sick credits after your 6th day of being out sick.

Drafting begins with the next shift (on Alpha, drafting for Bravo, then Charlie)... unless, in order to have better coverage they do 'reverse drafting' (on Alpha, drafting for Charlie, then Bravo) You can always let the supervisors know that you will volunteer if you are not draftable. That way you won't have to miss a draft credit and fall behind.
