Each spring, more than 1,200 volunteers help remove trash throughout Leavenworth city streets in one day.

This year’s event takes place Saturday, May 6 with a kick-off 8:30 a.m. at Henry Leavenworth Elementary School.

Volunteers who sign up by April 14 will receive a free T-shirt and one-day pass to Wollman Aquatic Center.

The City will assign volunteer groups to a grid on the City map and provide gloves and trash bags for volunteers. Forms are available on the City’s website, www.lvks.org.

For those who don’t wish to volunteer, there are many other services provided by the City to help residents properly dispose of items like scrap metal, furniture, recyclables and household hazardous waste.

Residents may dispose of items such as tires, furniture, metals, mattresses, appliances from 8 a.m. to 4 p.m. Items considered household hazardous waste such as household cleaners, varnish, paint, paint thinners, pesticides, pool chemicals and automotive products may be dropped off 8 a.m. to noon. The Brush Site, 1803 S. 2nd St. will be available 8 a.m. to 3:50 p.m. on Saturday, May 6 for residents to drop off organic materials. Project awarded to replace Second Street Bridge The City awarded an approximately $1.5 million contract to replace a section of Second Street that includes a bridge over the Three Mile Creek trail in 2017.

The bridge will be completely torn out and replaced.

This will require closure of Second Street south of the Stove Factory Lofts and a portion of the Three Mile Creek trail that goes underneath the bridge will also be closed. Several utilities will also be relocated.

The bridge showed significant signs of deterioration as early as 2000. After looking at a possible repair project, engineers determined that a total replacement would be necessary. In 2014 after a design plan, Commissioners decided that replacing the arch structure under the bridge was far too costly. A cheaper design was requested.

In 2016 and 2017, the project was redesigned and let out for bid. Seven companies attended a pre-bid meeting but only one submitted a bid, LG Barcus and Sons, for $1,499,477.60. Commissioners approved the bid on Feb. 14.

City meets with drainage basin owners to share best maintenance practices A detention basin is a land feature used to manage water quantity. Basins are an excavated area that can be adjacent to parking lots, neighborhoods and tributary streams to protect against flooding. In some cases, basins also prevent downstream erosion by storing water for a limited period of time.

If the basin is on private property, it is the property owner’s or home owners association`s responsibility to provide regular maintenance.

Some maintenance recommendations provided to the City by the Kansas Department of Health and Environment and the Environmental Protection Agency are listed below.

1) Trash and debris clogged drain pipes create abnormal flooding of the basin and can cause damage to surrounding property. Remove trash and debris from the outflow pipes, avoid dumping yard clippings, and clean drain screens.

2) Erosion can be caused by rodent holes, the wrong type of vegetation, or a lack of vegetation. Remove rodents, repair erosion and plant grass or other appropriate plantings.

3) Tree roots can destroy drain tubes and make maintenance difficult. Remove existing trees and keep them from coming back by mowing or annual cutting.

4) Large stones known as “rip rap” keep trenches from forming and helps catch pollutants. Replace missing rocks, remove sediment around rocks and repair erosion.

5) Some basins have concrete flow lines to keep trenches from forming. Repair erosion where trenches have formed around the concrete flow line, make sure water is flowing on the flow line and repair concrete if it is deteriorating.

These are just some of the basic maintenance guidelines. If

KDHE and the EPA also require the City to conduct regular evaluation of the community’s detention basins. On a regular basis, the City staff will inspect the basins and file reports with the federal, and state officials. Proper maintenance of these detention basins helps to reduce or eliminate pollutants into the groundwater, prevent soil erosion and can prevent property damage. City records can show whether a detention basin is located on your property. Business Information City provides incentives to aid Leavenworth businesses Although the City of Leavenworth does not build businesses, it can create an economic climate favorable to business development occurring in the community. For years, the City of Leavenworth has provided economic development benefits to aid Leavenworth businesses.

The City Commission further formalized its policy toward helping businesses in February 2017 with its “Economic Development Incentives Policy” which can be found on the City’s website.

In addition to tax abatements and incentives, the City provides the following: Small Business Matching Grants New and existing commercial, retail, or industrial businesses may be reimbursed 50% of the costs for development or improvement of their business. Owners may be eligible for a dollar-for-dollar matching grant up to $5,000 for single unit locations and up to $15,000 for multitenant locations.

No-Interest Loans The Grow Leavenworth County Development Corporation offers business loans at 0% interest up to 8 years to entrepreneurs. Grow Leavenworth County Development Corporation is a NetWork Kansas E-Community member and is making loans to entrepreneurs for new business expansion within the City Limits of Leavenworth, and Leavenworth County.

GROUP FITNESS AT THE RIVERFRONT COMMUNITY CENTER

Applicants pay a $200 yearly fee entitling their employees to purchase fitness facility passes at a 25 – 40% discount. Organization identification required. Alarm System permits set to expire June 30 each year Use of an Alarm System in the City of Leavenworth requires a permit. Alarm User Permits are $15 annually and expire June 30 each year.

As a reminder, if the alarm user permit is not renewed on time, permit fee will be $35. If you have a false alarm and the alarm permit has not been renewed, you will be assessed a $150.00 response fee.

Police offer tips for preventing theft in cars

Havens Park Restroom razed Feb. 28

A planned demolition already on schedule for 2017, the Leavenworth Parks and Recreation removed the old restroom at Havens Park that had not been in use for several years. The City Commission discussed future plans for Havens Park, including a previous master plan developed for the facility. There are no immediate plans for restroom replacement. A group of bicyclists have been maintaining a series of mountain bike trails and another group has approached the City about developing a disc golf course at the park.

• Lock your vehicle. Most thefts take place simply because the car is unlocked and easy to get into. Yes, some criminals will break the window, but that is the exception and not the norm. Criminals do not want to make a lot of noise and want to operate undetected for as long as possible so they can hit multiple cars.

• Don’t leave valuables in plain sight, if at all in the car. Thieves break windows when there is something of value in plain sight.

• Try to leave your vehicle in a well light area at night or at least leave your porch lights on. Thieves do not want to be detected and they will operate in areas where they aren’t easily noticed.

• If you see car doors/trunks not shut all the way or dome lights left on, please be observant for criminal activity and call the police. Often, thieves do not close the doors all the way to prevent excess noise. This will often leave a dome light on.

• Call the police and make a report if you notice your car has been broken into. Often times, solving one car burglary leads to solving multiple cases done by the same thief. You never know if your case will provide that evidence or witness. Last year, we solved multiple car burglaries from the blood evidence left behind in one car.

City partners with National League of Cities’ warranty program Service Line Warranties of America provides optional insurance for Leavenworth homeowners. Residents may have received a notice in the mail for a new service available called a Service Line Warranty program for water and sewer lines.

Homeowners may choose to participate if they wish. The program is optional.

The cost for water and sewer line repairs can exceed thousands of dollars, for which homeowners are responsible when the water or sewer line is privately-owned.

The discounted cost for residents who choose to purchase the water line warranty protection is $5.75 per month and the sewer line warranty protection is $7.75 per month. An

in-home plumbing warranty is also available for $6.99 per month. The options cover line repairs up to $4,000, plus an additional allowance of $500 for public sidewalk cutting, if needed.

The purpose of the grant program is to help the Convention and Visitors Bureau with the aim of supporting organizations who bring in tourists to Leavenworth.

The CVB Tourism Grant Program was established to enhance the economic impact of tourism in our community program. The grant is designed to assist a Leavenworth organization with their event or marketing program. There are two grant cycles throughout the year,

due February 1 and August 1. Awards may not exceed $5,000. Organizations may only receive one grant award per cycle, but are welcome to re-apply for each cycle.

Fitness Trail System at Ray Miller Park The Leavenworth Parks and Recreation Department partnered with the Dwight D. Eisenhower Veteran’s Affairs Medical Center for fitness stations along the Ray Miller Park trail. Ten individual fitness stations were sponsored by local businesses and organizations. These stations suggest various exercises and stretches to help park patrons work toward total body fitness.

Leavenworth Landing Park, 123 S. Esplanade St., has a beautiful paved walkway next to the Missouri River inspired by our history with the railroad, including sunken cement art sculptures designed to look like a train and covered wagon.

Leavenworth Landing Park This scenic park on the Missouri River at the corner of Esplanade and Cherokee streets (photo at left) is available to rent for special occasions. Permit fees are $15 per hour or $20 for non-City residents and a $100 refundable damage deposit.

Choose the Paddlewheel Plaza or the Railroad Roundhouse. (Note: This park has active train tracks.) The Bridge Tender’s Building rents for $20, with a $20 refundable key deposit. Legacy Tree Program Commemorate a special person or event with a living legacy. For a $200 fee, a tree will be planted and a plaque erected at the planting site. For an additional $100, you may request a 5” x 5” aluminum

Memorial Bench Program Another way to honor a special person or group is through the purchase of a memorial bench with an attached plaque in Leavenworth Landing Park or at the Waggin’ Tails Dog Park. Aquacise Classes

Lap Swim Rules No one under age 14 admitted into the pool during Lap Swim, unless authorized by the Aquatic Supervisor. All Lap Swimmers must be able to swim one length of the pool unassisted, using front crawl. Circle swim is required when there are more than two swimmers per lane.

Please choose a lane with swimmers equal to your ability. (Always stay to the right). No more than five swimmers per lane. Exceptions to these rules must be approved by the Aquatic Supervisor.

Flotation Devices In order to keep all patrons safe while enjoying the pool, only noodle floats may be used. No other toys or floats allowed unless during class times. An approved Personal Flotation Device (PFD) may be used by an individual with special physical or mental need. This must have prior approval from the Aquatic Supervisor.

Intro to Synchronized Swimming Join instructor Suzie Mohrmann as you learn the synchronized swimming skills and moves. The class is choreographed into a routine that will combine rhythmic swimming and gymnastics all done to music while in the water. Students must be able to swim 25 yards of each stroke: breast stroke, back stroke, side stroke and sculling. Synchronized skills and strokes will be adapted to music for a final performance for friends and family at the end of the session. This class will meet at RFCC pool, deep end.

Water Safety Instructor Course This 4-day course will train candidates on how to teach water safety, which will include basic water rescues and personal water safety, instruction on teaching the Learn to Swim program, Preschool Aquatics and Parent and Child Aquatics.

Prerequisites: Must be age 16 on or before the last day of course. Demonstrate the ability to correctly perform the following swimming strokes: Front crawl – 25 yds; back crawl – 25 yds; breaststroke – 25 yds; elementary backstroke – 25 yds; sidestroke – 25 yds; butterfly – 15 yds.

Aquatic Center Regulations • Children age 9 and under must be accompanied and directly supervised by an adult age 18 or older.

American Red Cross Learn-to-Swim Class The Leavenworth Parks and Recreation Department provides American Red Cross swim programs for children, teens and adults.
