Leavenworth City Local elections slated for November 7 Commission Leavenworth voters will choose candidates for City Commission, USD 453 Leavenworth School Board and Leavenworth Waterworks board Nov. 7.

The general election will follow a City Commission primary election that took place Aug. 1 because of the number of candidates who filed for City Commission. The candidates who receive the most votes advanced to the general election Nov. 7.

According to the Leavenworth County Election Office, October 17 is the last day to register to vote.

There are three ways to vote: - Apply for an advance ballot by mail from the Leavenworth County Election Office, 913-684-0421 - Advance voting is available at the Leavenworth County Election Office, 300 Walnut Street Suite 106 at the Leavenworth County Courthouse, from Oct. 18 to noon Nov. 6.

Leavenworth police join county wide law enforcement run to support Special Olympics

Members of the Leavenworth Police Department joined with area law enforcement throughout Leavenworth County

June 9 for a 6-mile run from the Lansing Police Department to the Leavenworth Justice Center to support the Special Olympics.

The Lorch Run is held throughout police and sheriff’s offices in the U.S. every year. It is one of the largest fundraisers for the Special Olympics and also helps raise awareness about the program.

City Commission evaluates operating budget recommendations for 2018 Staff recommend no mill increase; Additional revenue planned for public safety, stabilizing bond rating

The proposed 2018 City Operating budget invests $234,000 in new funding for public safety to directly address drug crimes, cyber-related crimes and traffic enforcement.

“This is a case where our data, the City Commission’s adopted priorities and public feedback all pointed to these three areas for improvement,” said City Manager Paul Kramer.

The new funding will enhance investigation capabilities in the areas indicated, as well as addressing recruitment and retention of officers, which has been a challenge nationwide.

The budget also includes additional

funding for blight removal to help clear abandoned properties in neighborhoods, and a cloud-based information technology system that will support the use and storage of data created by the use of police body cameras.

The investment in these areas, without increasing taxes, was possible because of increases in all major revenue sectors.

Leavenworth has shown increase in sales tax dollars and a 1.75 percent increase in property valuations.

These positive revenue signs, as well as controlled spending have allowed the City to restore its reserves to prerecession levels. The reserve position is crucial for the City’s bond rating. its ability to undertake large projects that require issuing debt, and capacity

to absorb potential future declines in revenue.

The City uses an annual budget that begins in January. It is required to submit the budget to the state of Kansas in August, followed by publication in a newspaper and a public hearing of the budget.

The proposed budget was presented to the Leavenworth City Commission on July 11, the City Commission held two budget work sessions to discuss the budget in detail with department directors July 12-13.

The budget won’t be adopted until after a public hearing on Aug. 8.

The $9.7 million project is funded by City and County portions of a Countywide Sales tax that are dedicated to economic development efforts. Once completed, the project will be fully operated by the City and LCDC. Fire Prevention Week focuses on getting out safely during a fire

Grow Leavenworth County receives more loaning authority Based on its previous successes, NetWork Kansas granted Grow Leavenworth County the ability to grant higher loan maximums to local businesses in 2017. The previous maximum was $45,000.

The new maximum is $75,000. Grow Leavenworth County is an E-Community initiative that provides no-interest loans to businesses through the sale of tax credits.

Information provided by the National Fire Protection Association In a fire, seconds count. Seconds can mean the difference between residents of our community escaping safely from a fire or having their lives end in tragedy.

That’s why this year’s Fire Prevention Week theme: “Every Second Counts: Plan 2 Ways Out!” is so important. It reinforces why everyone needs to have an escape plan. Here are this year’s key messages: n Draw a map of your home with all members of your household, marking two exits from each room and a path to the outside from each exit. n Practice your home fire drill twice a year.

Conduct one at night and one during the day with everyone in your home, and practice using different ways out. n Teach children how to escape on their own in case you can’t help them. n Make sure the number of your home is clearly marked and easy for the fire department to find. n Close doors behind you as you leave – this may slow the spread of smoke, heat, and fire. n Once you get outside, stay outside. Never go back inside a burning building.

Resident Information Trash bag delivery Sept. 30

Fall cleanup means bagging leaves. The City has trash bags delivered directly to residents twice a year, in spring and fall. A roll of trash bags contains 50 heavy-duty bags. Additional bags may be purchased at the City Clerk’s Office in, Leavenworth City Hall, 100 N. 5th St., for $6 per roll.

Three options available for residents to dispose of leaves The City of Leavenworth will offer curbside leaf pick-up service to residents from Metropolitan Avenue to Spruce Street. This program is weatherdependent and begins Nov. 1. Residents from Eisenhower Street to Spruce Street who are not on the collection route can bag leaves for regular refuse collection or take leaves to the Brush Site at 1803 S. Second St. for free disposal.

Tips to placing leaves for pick-up: n Residents should place the leaves as close to the street as possible, without covering the sidewalk. The piles must be free of materials such as branches.

Please do not rake leaves into the street.

Please do not block mailboxes. n To provide the leaf collection equipment better access to the streets,

residents are encouraged to rake leaves away from vehicles. n Leaves placed in plastic bags or boxes will only be collected on trash day.

Residents choosing to bag leaves need to have the bags on the curb no more than 24 hours before their scheduled refuse pick-up day. The bags of leaves will then be picked up with their trash by the Refuse workers as part of their normal weekly service. n Can I take leaves somewhere other than the curbside program?

Disposal of leaves and grass is available to residents free of charge at the Brush site, 1803 S. 2nd St. The site is open

Tuesday through Saturday, 8:30 a.m. to 3:45 p.m. until the last day of November.

Clippings at the brush site are used for making compost. The compost is available to residents free of charge at the brush site.

Federally-funded program assists Leavenworth homeowners with repairs The City of Leavenworth has funds available to assist qualified low- to moderate-income homeowners through the Community Development Block Grant, administered by the U.S. Department of Housing and Urban Development (HUD). The Home Repair Program helps homeowners with basic repairs. The applicant must be the homeowner and occupant and fall below a specific income set forth by HUD Qualified repairs include: heating system, roofing, insulation, storm door, door, electrical issues, sanitary sewer (private), plumbing issues, handicap accessibility, exterior structural repair, windows (repair only) For applications or information call 913-680-2627.

The Home Repair Program assists low and moderate income Leavenworth homeowners with home repairs such as a ramp (ABOVE) for accessibility or a new furnace (RIGHT) or water heater. Contact the City of Leavenworth Community Development office for more information, 913-680-2627.

Contractors install 119-foot girders on Second Street Bridge Twelve bridge girders, each 119-feet in length, were safely delivered and installed July 5-6 for the Second Street Bridge project. The size and length of the girders required significant safety precautions and planning. Contractors began bringing in the girders over a 12hour period, guiding with a rear steerable dolly, to safely navigate Leavenworth

streets. Once in place, girders were lowered to span the length of Three Mile Creek. The driving bridge over the creek will replace one completed in 1915 by the Leavenworth Bridge Company. The previous bridge was showing significant signs of deterioration. Upon receiving cost estimates for a new bridge in 2014 that were too high, the Leavenworth

City promotes longtime Leavenworth employee Curtis Marks, an employee of the City of Leavenworth for 29 years, was promoted to Operations Superintendent at the Municipal Service Center.

Marks, a 1980 Leavenworth High School graduate, served as an enlisted airman in the U.S. Air Force following high school. He began working for the City as a maintenance manager/ receptionist at the Riverfront Community Center when it first opened in 1988. Marks recently worked as the Solid Waste Foreman from 2003 until his promotion in June 2017.

What’s one of the things you’re proud of about working for the City?

I worked on the Riverfront Community Center when it was first being renovated and greeted some of the first customers. I installed drywall, Plexiglas, trim, painted gymnasium walls and stairs. I also helped set up some of the workout equipment. I was also a part of the move to the current Municipal Service Center building

at 790 Thornton Street in the early 90s from the original Service Center shop behind Price Chopper.

The Streets, Refuse and Parks Departments all moved together.

What are some of the reasons you’ve worked for nearly 30 years with the City of Leavenworth?

I’m proud of my City. I want my legacy to show that I was an asset to the City and contributed in a positive manner. My staff and I share a common goal to meet the needs of the community and we have a sincere drive to make sure things get done.

What prompted you to take on a new role as Operations Superintendent?

My tenure as a City employee has provided great insight into the needs of Leavenworth. My goal is to provide the leadership and direction for the Service Center staff, to help meet and even exceed some expectations.

What are some reasons people might enjoy working in the Solid Waste Division?

To be a part of a team that is focused on the betterment of the City from a sanitation standpoint.

Fitness Trail System at Ray Miller Park The Leavenworth Parks & Recreation Department partnered with the Dwight D. Eisenhower Veteran’s Affairs Medical Center to build fitness stations along the Ray Miller Park trail. These stations demonstrate exercises to help park patrons work toward total body fitness.

Leavenworth Landing Park This scenic park on the Missouri River is available to rent for special occasions.

Permit fees are $15 per hour ($20 for non-City residents) with a $100 refundable damage deposit. Fees are due when a permit is requested. Choose the Paddlewheel Plaza or the Railroad Roundhouse. (Note: This park has active train tracks.) The Bridge Tender’s Building rents for $20, with a $20 refundable key deposit. Folding chairs are available for rent also.

Picnic Shelter Rent a shelter for the day at Leavenworth city parks. Picnic tables seat 6-8 people.

Extra tables are $5 each. All shelters but Stubby have at least one grill. Ray Miller Park shelter has no access to restroom facilities.

Alcoholic Beverage Permit

By City ordinance, alcoholic beverages are prohibited in City parks, except as authorized by Parks and Recreation to Leavenworth area residents with a park reservation permit. There is a $10 alcoholic beverage or beer permit fee.

Adopt-A-Park Program If your group is looking for a way to make a difference in our community, why not consider adopting a Leavenworth city park or other landscaped public area? Participants can choose from a variety of tasks to include establishing a presence in the parks and reporting vandalism and maintenance problems, picking up litter, painting, weeding, or gardening. Donations also may be made for park improvements. City staff will provide guidance and some materials for projects. Choose a park and decide what activities you will be able to do and how often. Once this is established, a sign will be erected in the park with your group’s name and logo.

Dog Manners and Obedience Dog trainer, Kim Downing, will teach you and your four- legged friend the basic commands. Geared for dogs ages 4 months or older. Must be current on vaccinations. The Women’s Waiting Room Adjacent to the Riverview Room, this cozy room is a smaller version of the Men’s Waiting Room. The Women’s Waiting Room has versatile side doors that can be opened to access the Riverview Room.

The Riverview Room Aptly named for its beautiful views of the majestic Missouri River, this elegant banquet room can seat 80-200 guests for a typical wedding reception. In addition, an adjoining outdoor patio overlooks the river.

Room Fees & Deposits A 4-hour minimum rental and security deposit are required to reserve a room, along with a $25 service charge. Fees include set-up and take-down of tables and chairs and trash removal. Decorating time is $10 per hour. Other items are available for rent.

The Men’s Waiting Room Impressive 30-foot wood-paneled ceilings soar above the original woodwork and fireplace. The Men’s Waiting Room can accommodate a wedding ceremony for up to 160 people or a smaller reception for up to 80 people. This lovely room also boasts a river view.

Lifeguard certification open to ages 15 and older The City of Leavenworth needs certified lifeguards year-round at its facilities. Students will be certified in lifeguarding, CPR, AED, and First Aid. Prerequisite: Must swim 500 yards non-stop using front crawl and breast stroke and retrieve a 10 lb. brick from 9 feet of water. $180 residents/$200 non-residents.
