Editorial Welcome to the November issue of Meldreth Matters. In this month’s Editorial, I would like to highlight some of the help that is available in the village, should you need it. We are fortunate to live in a caring community and if you need help or someone to talk to, please remember that we have MCCS, the Food Bank, Warm Hub, Meldreth Charities and the Mobile Warden Scheme. This month I have also included information on a charity that offers help with tax returns, contacting HMRC, etc. Please turn to pages 41-45 to familiarise yourself with the help and support that is available. Finally, a quick mention of some of the events in the village this month: the official opening of the fabulous new garden at the Village Hall, the Remembrance Service followed by refreshments in the Village Hall and the Christmas Market. See pages 4-5 for details. Kathryn

Meldreth Matters Auction On behalf of the Meldreth Matters team, I thank every business and every person who donated goods and services, and everyone who bought items in support of our Jumblebee online auction. Thank you also to the people who, instead of purchasing goods, donated money totalling £150 instead. Despite the relatively small number of people who registered to bid, the auction raised £3276.67 (once our fees had been deducted) and we are extremely grateful because this fundraising effort has helped to provide us with a financial cushion which will go towards ensuring the future of Meldreth Matters. The auction took a great deal of organisation initially, a workload which Beverley Cottrell, Kathryn Betts and I shared between us, but much went on behind the scenes while the auction was live to monitor, to respond to day-to-day issues and emails and to carry out the administration so I add a special mention of our Editor, Kathryn Betts who worked extremely hard to ensure that everything ran smoothly. The team is indebted to her for the countless hours and effort she put in. There are a few items remaining which could be yours for reasonable offers at the Christmas Market in the Village Hall on 26th November, so come and take a chance! Our grateful thanks to ALL of you who helped in any way. Your kind support means that we can continue to produce the magazine, ensuring its delivery, free of charge, to every household and business in the village for the foreseeable future. Thank you. Lesley Farbridge, MM Chairman 3

Friends of Holy Trinity Church www.foht.org.uk Car Show The Car Show went well this year despite the poor weather forecast. All the planned exhibitors turned up with over 40 vehicles and at least 120 visitors came through the gate. These all kept the BBQ and the tearoom busy, and the Auto Jumble stall did good business too, while the jazz band played. In the end the event raised over £1,000 which was an excellent result. A Meldreth resident visited the show and produced a wonderful report on his blog. You can see this here: https://bystargooseandhanglands.blogspot.com/2023/09/cars-gravestonesand-all-that-jazz.html. While there I would recommend exploring his other blogs as they are beautifully produced and a good insight into our region. Tom Heap Talk – Mission Possible At the time of writing this talk, to be held in the meeting room, appears to be a sellout! I apologise if anyone was unable to reserve a seat and we will investigate facilities in the church itself for other popular events. Christmas Tree Festival We shall be entering a tree in the Christmas Tree Festival, but the FOHT have no more events planned now until the New Year. Burns Night Supper – Friday 26th January We are currently looking into holding a Burns Night Supper in the meeting room. If you would be interested in attending such an event please contact Julie Draper at juliedraper@dumbflea.co.uk. Future Events Next year we have developing plans for some more talks, a couple of music events and a theatre event or even two. More information about these will be available in due course, so please continue to watch this space! Meanwhile we would love to hear from you with any ideas you may have for events you would like the Friends to organise. Ian Mitchell Vice Chair FOHT ianmmeldreth@gmail.com

Melbourn and Meldreth Women’s Group We are a small friendly group who meet at either ASCH Melbourn, or in Holy Trinity Meeting Room Meldreth. Our meetings commence at 7.45pm and last about one and a half hours. At most meetings we have a speaker but sometimes there is in-house entertainment. This is followed by refreshments, which affords us the opportunity to chat together. A charge of £2 is made to cover expenses 10

and there is also the opportunity to donate to the charity pot. This year the charity which we are supporting is Camsight. In September we were to have had a speaker from Camsight but this was cancelled, so Sue Toule our treasurer arranged for a beetle drive which resulted in considerable laughter. At our October meeting we will have made decorations for the Christmas Tree Festival. Our next meeting is on 28th November at ASCH Melbourn and is entitled Advent Reflection. New members are very welcome. If you wish to know more about the Group or require a lift to a meeting, please telephone one of the committee. They are Diane Blundell (01763) 221415, Sue Toule (01763) 260955, Angela Leach (01763) 262793, Mary Bailey (01763)220171 and Mary Purdy (01763) 260864. Angela Leach

Harvest Donations Pictured are some of the goods which were delivered to local food banks as a result of our harvest donations. They were gratefully received by both Melbourn and Meldreth foodbanks. Our thanks go to the stalwart flower arrangers who worked so hard to decorate our churches and remind us of the many bountiful gifts which we receive from God. Sometimes it is too easy to take what we have for granted and harvest helps us to remember God’s hand in creation as well as the farmers and all who are involved in the supply chain of food to our shops. Boxes for donations to both food banks remain in our churches – at the back by the font in All Saints’ Church, Melbourn and at the back of Holy Trinity Church, Meldreth on the table. Both foodbanks are grateful for ongoing donations, particularly as the cold weather kicks in. I was fortunate enough to be invited to go into Meldreth Primary School as the children and staff celebrated their Harvest Thanksgiving and it was a joy to see the children and listen to their presentations. My thanks to Meldreth Primary School for allowing me to share in their Harvest Festival and to see the children growing in an awareness of the world around them and their connections with others. They too collected donations for the local foodbanks and as a community it is good to look to support those in our communities. Our thanks go to those volunteers who continue to help and support both foodbanks. Pat Smith, Licensed Lay Minister Holy Trinity Church, Meldreth & All Saints’ Church Melbourn 11

Lift Off Choir It has been a fun return to singing this autumn. We have welcomed new members and in an exciting development have gained more male members. Anyone who has attended choirs in the past will understand that gaining more male members is an ongoing quest. There is a reason for this. Male voices offer so much richness to a choir and singing is a wonderful activity to engage in on an ongoing basis. It offers wonderful health benefits, much enjoyment and a chance to meet new friends. Now that we have an established male section, I encourage more to join us. Lift Off Choir is friendly, welcoming and fun with no requirement to sing on your own. Our strength is in our united voices and the wonderful community we have built together. If you wish to give us a go, male or female, please get in contact. Lift Off Choir takes place every Wednesday during term time at Meldreth Village Hall from 1.30pm-2.45pm. The cost is £6 per session and your first session is free. Clare Silver 07548 247755 www.claresilver.co.uk

Church Kneelers Eleven years ago Julie Draper suggested that it would be wonderful to replace the worn kneelers in Holy Trinity Church. An interested group of stitchers met and with the help of Lizanne Van Essen, who drew the basic designs, work soon began. At present 51 beautiful kneelers have been completed and more are in the pipeline. A few more will be required. Our thanks to Julie for getting this project underway and especially to Lizanne for the many designs she has created during this time. Ann Handscombe

Shepreth Carpet Bowls Club The Shepreth Carpet Bowls Club meet from September to March on Friday afternoons from 2.00-4.00pm in Shepreth Village Hall. We have matches with local Clubs and would welcome new players. All equipment provided. David Stigwood (01763) 260443 13

Meldreth Local History Group www.meldrethhistory.org.uk Our October coffee morning was attended by over 40 people who enjoyed a presentation by MLHG Chairman Joan Gane on the Atlas/Eternit/Etex site following its recent closure. Some audience members had worked at the site and were able to contribute their own memories of working there. Several people brought memorabilia and photographs which were on display. There is an extensive history of the site on our website and this will be updated in due course with some of the material that came to light as a result of the coffee morning. Christmas Cards and Notelets We are producing some brand new Christmas cards and notelets this year which we will be selling at the Christmas Market in the Village Hall on 26th November. Christmas Tree Festival Look out for our tree at next month’s Christmas Tree festival as we look back in time to see what the village was like over one hundred years ago. Meldreth Croquet Club https://sites.google.com/view/meldrethcroquetclub/home Further to the article in last month’s Meldreth Matters, we are pleased to report that Meldreth have again won the East Anglian Federation Golf Croquet Handicap League. The final was played against a team from Colchester at Wrest Park on 1st October. The teams were tied 5-5 at lunchtime but a strong performance from Meldreth during the afternoon session resulted in a final score of 11-7. The team is pictured with the trophy after the match. Meldreth Marvells Abroad Now our damp and disappointing summer has ended and a glorious autumn unfolds. We were sitting in Café 19, Duxford, half way through our Tuesday morning ride, and reminiscing about our holiday cycling adventures. Some enjoyed the stunning castles of the Loire Valley including the Château de Chenonceau (right) and delights of French cuisine, whilst Croatia offered more nautical and East European experiences, with enticing remnants of past ancient rulers. Our own memories are of supporting family members taking part in an ‘Iron Man’ competition, in the Castell region of Nurenburg, where our family run hotel loaned us bikes. We were then able to explore the medieval walled city of Nordlingen. Incidentally, Castell has an extraordinary ancient castle and is where the famous pencils are manufactured. It goes to show, that if you can use bicycles provided by your accommodation or hire them, you can enhance the quality of your holiday experience with the healthiest of exercise. John Rogger 16

A Meldreth Garden Now is the time for autumn leaves to show their magnificent colours and, if the birds will leave them, the berries on cotoneaster, hips on roses and fruit on crab apples. It cannot be denied that as winter’s light moves in the flower garden, it is in decline though the garden has been magnificent this year. Biodegradable mulching of the flower beds will help soil fertility for next year; any bulky organic material will do such as garden compost, composted bark, leaf mould, used compost from tomato bags, etc. Ensure the mulch is not piled around plant stems. Once they have died down, half hardy perennials left in the ground like dahlias, deciduous agapanthus, ginger lilies, gladioli and pineapple lily eucomis, need to be protected from frost by application of a deep mulch. I make loads of garden compost and leaf mould for use in the garden and allotment. If some perennials have done poorly, the ground may be starved so it is a good idea to dig out the plants, improve the soil with bulky organic matter and replant for a better display next year. I have some poorly performing border phlox where I will rejuvenate the soil before the cold weather sets in. When planning a new border or a redesign or replanting of an existing area, here are a few ideas to consider. Firstly what is the preferred garden style; what do you want to walk out and see in your garden? Some standard styles are urban, wildlife, Mediterranean, contemporary, formal, English country and cottage garden. I would suggest a coastal garden would be bizarre in Meldreth and most of us do not have the size of garden to carry off ‘prairie style’. My garden is a hybrid of traditional English style and cottage. Style choice will inform the surrounding hard landscaping and accessories, furniture, planters, fencing and plant selection. The aspect of the area is critical to plant choice; a woodland plant in full sun will not thrive. For a good part of the year, plants will not be in flower so the interaction of leaf shape, texture and colours are important. To provide year-round shape and structure, shrubs or trees, particularly evergreen types, should be included. Choose plants that work hard providing flower, fruit and autumn leaf colour; Photinia x fraseri 'Red Robin', Japanese Mahonia Mahonia japonica, crab apple Malus 'John Downie' and the golden rain tree Koelreuteria paniculata ‘pride of India’ are some reliable choices among many. The addition of selected herbaceous perennials, including spring and autumn flowering bulbs, will give extended season interest. Think about position and height, providing layers of vegetation, generally tall, big leaved plants at the back. When planting, you will need a sufficient number of plants to fill the space but refer to how big plants will eventually grow and give them room. Annuals and biennials can be used to fill transient gaps. Space at the allotment has allowed the development of a cutting garden which will provide flowers for the house without raiding the garden borders. This is new to me and needs research to progress. So far Narcissus 'Sir Winston Churchill', 18

Narcissus 'Ice King’ and Tulipa 'Prinses Irene' have been planted to provide flowers in the spring. I will keep you posted of the progress of this new venture. I have raised pots off the ground onto bricks or pot feet to ensure good drainage and reduce the potential of frost damage to the plant and pot. The Flower Garden  Cut down annual climbers such as hops.  Remove debris from around the crown of alpine plants.  Clean algae and dirt from paved and decked areas to reduce slip hazard. As I grow older this is more important to me.  Plant lily bulbs in pots now for a fragrant display in summer.  Continue collecting leaves for leaf mould.  Cut off the suckers growing below the graft point of plants like roses, apples and plums. The Vegetable Patch  Plant garlic, shallots and Japanese onions.  Remove debris that may provide a home for slug, snails and other pests.  Stake Brussels sprouts and purple sprouting broccoli now that they are growing tall to avoid them flopping over.  Take hardwood cuttings of white, red and black currants; this can also be done for weigelia, buddleja, philadelphus, cornus and roses etc.  Check plant ties on fruit and other trees to ensure they are not too tight or degraded; check structures to ensure protection against winter weather; replace where damaged. In Praise Of … Pears Each month we focus on seasonal fruit and vegetables with some recipes to inspire you. This month it is the turn of pears. Pears can be thick- or thin-skinned with juicy, sweet flesh that can be buttery or slightly granular in texture, depending on the variety. The main British-grown varieties are Doyenne du Comice, Conference and Concorde. Comice has a meltingly soft texture, while Conference is slightly more granular. Concorde, a cross of the two pears, is buttery-textured. Air Fryer Apple, Pear and Raspberry Crumble Preparation time less than 30 mins, Cooking time 10 to 30 mins, Serves 4 Ingredients 3 Bramley apples, peeled, cored and roughly chopped 2 ripe pears, peeled, cored and sliced 4 bay leaves, lightly crushed 1 tbsp brown sugar 1 orange, grated zest and juice 150g fresh or frozen raspberries

For the topping 40g rolled oats 60g plain flour 60g ground almonds 60g butter, cubed Pinch of sea salt 6 amaretti biscuits, finely crushed 40g soft brown sugar

Method Preheat the air fryer to 180°C. Put the apples, pears, bay leaves, sugar, orange zest and juice into a heatproof dish that fits into your air fryer, about 18cm/7in in diameter. Mix together, then air-fry for 15 minutes, stirring a couple of times during cooking. Remove and discard the bay leaves and stir through the raspberries. To make the topping, put the oats, flour, ground almonds and butter into a bowl with a pinch of sea salt and rub together to incorporate the butter. Stir through the amaretti crumbs and sugar, then sprinkle this mixture over the fruit. Cook in the air fryer for 10 minutes. Serve with a dollop of crème fraîche, ice cream or custard. Pear Tarte Tatin Preparation time less than 30 mins, Cooking time 30 mins to 1 hour, Serves 6 Ingredients 50g unsalted butter 100g caster sugar 5–6 pears, firm , small and ripe, peeled, cored and halved lengthways 320g pack ready-rolled puff pastry, defrosted if frozen Icing sugar, to decorate, cream or ice cream, to serve 20

Method Preheat the oven to 200°C/180°C Fan/Gas 6. Melt the butter and sugar slowly over a medium–high heat in an ovenproof frying pan. Stir constantly until it reaches a pale straw colour, making sure the mixture does not burn. Add the pears cut-side up – it is best to place the pears in a circle around the pan, with a few in the middle. Cook the pears in the sugar mixture, stirring very occasionally, for about 10 minutes or until the sugar mixture turns amber. Place the puff pastry over the top of the pan, tucking the edges around the rim of the pan. Use a sharp knife to poke a few air holes into the pastry. Bake in the oven for about 25–30 minutes or until the pastry is flaky and golden brown. Remove from the oven and leave to cool slightly before running a knife around the edges of the pastry to loosen it from the pan. Take a large plate that completely covers the top of the pan and pop the plate on top of the pastry. Wearing oven gloves, hold the top of the plate and the bottom of the pan and firmly flip the tarte tatin onto the plate. Lift the pan away and the tarte should have come off cleanly onto the plate. If not, remove any stuck pears and place them back onto the tarte. Dust with some icing sugar and serve with cream or ice cream. Jane O’Hagan

Take Five To Stop Fraud This month the information isn't about a specific scam but about some simple principles to follow to avoid becoming a victim of any kind of scam. Take Five is a national campaign that offers straight-forward and impartial advice to help everyone protect themselves from financial fraud. This includes email deception and telephone-based scams as well as online fraud – particularly where criminals impersonate trusted organisations. Many people may already know the dos and don’ts of financial fraud and scams – that no-one should ever contact them out of the blue to ask for their full PIN or full password, or ever make them feel pressured into moving money to another account. The trouble is, in the heat of the moment, it’s easy to forget this. After all, trusting people on their word is something everyone tends to do instinctively. If someone says they’re from your bank or a trusted organisation, why wouldn’t you believe them? Criminals are experts at impersonating people, organisations and the police. They spend hours researching you for their scams, hoping you’ll let your guard down for just a moment. Take Five urges you to stop and think and consider whether the situation is genuine. Stop and think if what you’re being told really makes sense. Stop and think to protect yourself and your money. STOP: Taking a moment to stop and think before parting with your money or information could keep you safe. CHALLENGE: Could it be fake? It’s OK to reject, refuse or ignore any requests. Only criminals will try to rush or panic you. PROTECT: Contact your bank immediately using the number on your bank card if you think you’ve fallen for a scam and report it to Action Fraud online (www.actionfraud.police.uk) or on 0300 123 2040. The information for this article was taken from the Take Five - To Stop Fraud website. Search "Take Five To Stop Fraud" for more information including a scam-savvy quiz. Shepreth Spitfires www.sheprethspitfires.co.uk Our youngest Spitfires team played their first league match at Eternit and Noah scored the team's first ever goal! Both Noah and Louis were awarded Player of the Match. Jack the team’s coach and all the players had a fantastic game; lots of enjoyment was had by this enthusiastic young team! The under 10’s team had a free week football fixture this month so for a great training & team building event, they attended local company OTG. Lots of smiling faces and excellent performances were had by all! In their first game, Shepreth Spitfires under 11’s Squadron 66 had a tremendous 6-1 win against Isleham Whites. Charlie H and Charlie B were solid in defending goalkeeper Jayden, and Hari, Freddie and Charlie W were relentless up front. Team Captain Gus and Riley were outstanding with much of our play going through them. Walter on the left and Alfred on the right saw lots of the ball and again lots of forward play stemmed from them. James and Hardy were great substitutes and slotted well into the team. Players of the Match awards were given to Gus and Riley. Squadron 66 were also sponsored by Ifixit Royston who presented this team with rain jackets and football boot bags. Thanks to Meldreth company Sweetheart Designs Limited for personalising the kit. One of our Shepreth Spitfires under 12 team members was invited by local 'Radio Live' to participate on the commentary of the Cambridge United football match against Port Vale. He gave a great rendition of this professional match and thoroughly enjoyed the experience! All teams were adorning pristine new kits generously sponsored by Hot Numbers. We would also like to thank our other sponsors, Eco-Energy, Barker Brothers Butchers and The Chequers Fowlmere, for children’s winter coats. Training sessions have now commenced for this season for all teams. Please contact Shepreth Spitifres Football Club if your child may be interested in joining our friendly local football club. District and County Councillors’ Report Lots of Highways issues here, not just getting roads fixed but important safety concerns of those who depend on pavements to get around. Thank You Mr Reader We are very grateful to James Reader, who with his wife visits Meldreth twice every week to see his daughter at Orchard Manor, and who took the trouble to ask a formal question at the October County Council meeting about the state of Meldreth High Street’s pavements for all wheelchair users, both the camber that forces wheelchairs toward the road, and in many places, the badly uneven surface. As Meldreth residents will know all too well, only piecemeal pavement repairs have taken place over the years. Mr Reader also mentioned the problem of cars parked on pavements and the serious obstruction this causes for those in wheelchairs, mobility scooters, buggies etc. Please, could drivers avoid parking on pavements? He also asked whether a 20mph speed limit might be possible for Meldreth, as fast passing traffic is very worrying for vulnerable wheelchair users. As it happened, Meldreth Parish Council’s application had just been approved. Meldreth High Street Repair We hardly dare mention it lest something unforeseen should happen, but funding has been approved for a proper repair to Meldreth High Street. As you know the surface of the road is too high for adding another layer and allowing it to become flush with pavements. A ‘thermal repair’ method, designed for repairing outward from the seams of the trench that runs all the way along the High Street is to be used. 20 mph Schemes The County Council is looking to augment its funding pot for 20mph schemes, in which there is a huge interest. There were 88 applications this year; Meldreth scored 5th overall. The funding pot stretches to the top 20 schemes. [See page 39.] Road Markings The junctions at Whitecroft Road/Station Road and Fenny Lane/Kneesworth Road are still in the queue at the time of writing. Chasing! Meldreth Station From GTR: ‘We now have three staff members in our mobile assistance team, providing a full range of assistance (including ramp deployment) to the three village stations [Meldreth, Shepreth and Foxton], from first to last train. Recruitment is ongoing to provide four permanently rostered staff members.’ Please keep an eye out next time you use the train and let us know your impressions. 33

Bus User Group Thank you members. It was so helpful to have input from the Bus User Group on Meldreth’s needs, as we make the case for the continuation of the 17 service. [See page 45 for the current timetable.] Making Connections To the satisfaction of some and the sadness of others, the Greater Cambridge Partnership (GCP) has decided not to proceed to the next stage of the Making Connections scheme, due to a collapse in political support. As we’ve reported, the scheme is a combination of Cambridge city road charging to free up road space, to allow buses to run to schedule and a new revenue source for sustained improved bus services. It would also have created a building block toward bus franchising and triggered an immediate £50M investment (government funding) in bus services as step one, a boost to many existing services; this is now lost. The scheme had been significantly redesigned to meet residents’ concerns. There remains the overall challenge of providing workable transport infrastructure for mandated growth for our area. Officers will now focus on other areas of the ‘City Access’ programme, looking at issues such as resident parking, road hierarchy (and closures) and freight consolidation. This is in addition to the other infrastructure projects which include 150km of Greenways, busway schemes from Waterbeach to Cambridge and Cambourne to Cambridge, as well as the significant improvements to key congested roads in Cambridge, Milton Road and Newmarket Road. There is some question now as to the future funding for some of these projects especially the busways, due to the next GCP government gateway review on which the next tranche of government infrastructure funding depends. The implications for our area are firstly that improved bus services across South Cambridgeshire will not be delivered as the road charge was going to pay for this. Secondly, large scale developments such as at Bourn Airfield which need to demonstrate that future residents will have access to high quality public transport before any further planning consents are issued, are looking problematic. This in turn puts the targets of the Local Plan in doubt, with the implication that we could conceivably see an inability to demonstrate a 5-year housing land supply. This means policies designed to restrict growth fall away, especially in villages. Finally, it underscores that local government in this part of the county badly needs reform. We have a confusing and dysfunctional mix of Parish, District and County Councils plus the Combined Authority and the Greater Cambridgeshire Partnership. Free Electric Blankets South Cambridgeshire District Council will shortly be offering 532 residents the opportunity to claim a free electric blanket (also known as a heated throw) as a cost-effective alternative to central heating. 34

Residents selected to qualify will be those who are (as of 1st July 2023) claiming Council Tax Support and at least one of the following:  Attendance Allowance.  Personal Independence Payment (PIP) mobility element at the enhanced rate.  Disability Living Allowance (DLA) mobility component at the higher rate. Parish Profiles – Cambridgeshire Insight A reminder that the County Council hosts this website containing demographic detail about our communities from parish to parish, drawn from the census. This helps to inform local authority decisions particularly in relation to the wider determinants of health. It’s very user friendly and offers a close up look at our area village by village, and helps us to understand the ways in which some people’s lives are easier or harder than others. Please search ‘Cambridgeshire Insight.’ Zoom Cuppa – your questions or concerns We hold a Zoom Cuppa surgery on Monday afternoons, or can meet or talk with you at a time that’s convenient. Please contact us any time and we’ll do our best to answer your questions or concerns. Meldreth Parish Council www.meldreth-pc.org.uk Meeting of the Parish Council held on Thursday 5th October 2023 This meeting was held in the Community Room in Elin Way. The main points of the meeting are set out below in the usual summary format. The full formal minutes can be viewed in due course on the website noted above and on the Parish Council noticeboard; these will be presented for approval at the next Council meeting. Discussions and Decisions District and County reports: the Council thanks our District and County Councillors for their latest report; this can be seen in Meldreth Matters on pages 33-35 and questions and requests for further information on this wide range of subjects can of course be raised directly with our District and County representatives. Flambards Estate The Council voted to arrange a professional risk report on the area of damage to a hard standing area, in order to identify the nature and possible scale of risk to pedestrians and other users. This report would establish the need and nature of any protective measures - such as secure fencing – for immediate safeguarding and for any permanent repair possibly preventing access by vehicles or on foot to the area. There has been an approach by Gigaclear Limited to install underground internet connections through the parcels of land owned by the Council and leased to the Residents’ Association. As the freeholder of this land the Council is asked to sign the agreement with Gigaclear but will also pass details of the scheme to the Residents’ Association for comment and information. This process was approved by the Council. MCCS Update Partial funding from ACRE is available for the hub for the next twelve months. The FoodBank does not benefit from central funding and a JustGiving campaign has been launched to secure funding for the next six months [see page 44]. For both initiatives it may be necessary for the organisers to approach the Parish Council for a contribution. Both the Food Bank and the Hub are working well and are clearly appreciated by village residents. Community Rail Partnership It was noted that a meeting is planned for 17th October 2023. Community Projects Working Group Three projects were discussed 1. Marvell Green wild area: a request from the residents’ company for £1,730 was considered to help finance the planting of and equipment needed for the 38

management of the wild area in the centre of the Marvell Green development. This is private land owned by the Management Company formed by the residents who have stated that they are not prepared to give open public access to the site, although visits under special circumstances would be considered. The Council considers that this fails the test of open access to all in Meldreth a requirement for community funding. There was no support in favour of the request. 2. Tennis court maintenance: £1,037 has been requested to match the same amount being provided by the Tennis Club to carry out maintenance work to the two village tennis courts. The Council voted to assist but would like to renew discussions with the Club about wider public access and in particular with regard to greater use by young people in the village. 3. Village Hall garden - £1,480 has been requested to conclude the financing of the refurbished garden at the Village Hall. The total cost of this is in the order of £17,000 of which the Council will have contributed about 30% if this request is approved. The remainder has come from grants and National Lottery funding. The Council voted to approve this payment and would like to see a forward financial plan from the Village Hall trustees. Recreation Ground There continues to be anti-social activity at the recreation ground. Some of these incidents appear to be of a serious nature and the Council is in regular contact with the Police on this subject. Progress on maintaining equipment continues to be made. Village Infrastructure It was agreed to install two recycling bins under the SCDC recycle bins scheme. Village Traffic As reported in the local press, the Council’s application for funding for a 20mph traffic zone in the village has been granted priority by the Highways Department of Cambridgeshire County Council (CCC). CCC received 88 applications from local councils for this programme and Meldreth’s was ranked in fifth place. In response to this outcome, the Council voted to publish the application on the Parish Council website. This secures funding and moves the initiative into the detailed planning stage, which will be undertaken by CCC in liaison with the Parish Council. The future process also includes a formal consultation on the final design, which is determined by statute and will be managed by CCC Highways. This will be the opportunity for all residents to comment on the final proposal and will be advertised across Meldreth by site notices and in the local press. The Parish Council is discussing what else it will do to inform residents about the final design and the formal consultation. Another round of Local Highways initiative funding has opened and our Traffic Working Group is considering, in liaison with the Highways department, what 39

kind of project to take forward to the Parish Council. This application closes in early January 2024. Section 106 Contributions At the request of SCDC S106 officers the Council has reviewed the projects that would attract S106 funding if the development of the former GoCold sites proceeds (the disused premises by the station). Our requests would primarily focus on the following areas:  At the recreation ground to extend the recreational/sport and play facilities to be used in all weathers and for all ages. This could include a covered area within or abutting the pavilion for activities such as table tennis and an all-weather hard surface area.  To improve the facilities for active travel and exercise especially walking and running. This includes special focus on improving the railway bridge area in Station Road.  To continue to regard the Village Hall as an important community resource and to provide assistance to its further improvement and general maintenance. We would expect the total amount to be in the region of £80,000 but this is of course dependent on the development scheme being approved and taking place. Village Housing Needs Cambridgeshire Acre has offered a free of charge independent housing survey to update the report that they provided a few years ago. This will be helpful information to the Council in considering future planning options. The Council agreed to have further discussions with them and to arrange a new survey. Next Parish Council Meeting Thursday 2nd November 2023 at 7.30pm at the Elin Way Community Room. Meldreth Parish Council

Meldreth Parish Charities Meldreth Parish Charities (Charity Number: 233979) comprising Robert Halfhead (1658) Lettice Martin (1562) James Addlestone (1723) These ancient bequests were set up to provide an annual income which was originally disbursed at the discretion of the Trustees. Over time, this purpose was modified by the introduction of the Welfare State and Social Benefits and subsequently the Trustees have been able to use the annual income to provide assistance to residents who have a particular need that cannot be met by normal sources of income or support. A reminder that we are here to help. There is money available from these historic bequests to help Meldreth residents or village organisations with particular financial needs that cannot be met through normal sources of income or support. Examples:  Provision of books /equipment for students  Costs involved in hospital visits, medical prescriptions  Special payments to help with sudden financial need, or support in the case of illness or infirmity Applications are invited and can be made to any of the Trustees or the Clerk. Applications are, of course, treated as strictly confidential. Meldreth Food Bank The Food Bank has been open for a year now and we are busier than ever. Fiftyfour Meldreth people are on our books and amongst these are eight families with children. We have got to know them well and enjoy chatting each week - they are all lovely people living in difficult circumstances and all, without exception, are sincerely grateful for the food we can offer them. It takes courage to admit you need help and to step over the threshold of the Community Room but those who take the step say ‘It’s really good’, ‘absolutely wonderful’, ‘a life-saver’, ‘I felt embarrassed at first but I don’t now - and it’s lovely to have someone to talk to’, ‘I used to go to Royston but it was hard lugging everything back - especially when the trains are as they are.’ Everyone is feeling the pinch as prices go up - those working unpredictable hours for a very low wage, those with mortgages which have rocketed up, those who have no job and a house full of hungry children and those on a pension struggling to heat the house. And there are more people out there in need, we know - (come along!) The Food Bank has been funded by grants from the Parish Council and from MCCS but weekly donations of food from Tesco and from the people of Meldreth have supplemented these. A huge thank you to all of you who have slipped a few items into the donations boxes - from garden-grown beans to shower gel, from tea bags to tinned meatballs - and to those who have called in regularly with a bag of essentials or who have given us cash. Thank you also to Lindsey and to One Stop, who deal with the donated items in their boxes each week. Our supplies are now dwindling and for the first time we have no spare stock waiting to go on the shelves. With winter coming and heating costs still high, we are worried about providing for our families in the future. So if you can help us, please put donations in our boxes which are in One Stop, in Holy Trinity Church, outside 62 High Street or pop in any Tuesday morning between 9.00am and 12 noon at Elin Way Community Room. You’ll get a warm welcome and an insight into what we do. The Food Bank Team 07572 443522 (Jo)
