Editorial Welcome to the May issue of Meldreth Matters.

If you’ve been wondering what the situation is regarding the Mettle Hill site, there is an update from the Parish Council on pages 4-5. If you would like to know more about this and other local matters, the Annual Parish Meeting on Thursday 16th May will present an opportunity for us all to meet up and to discuss the issues affecting our village. See page 6 for details.

The new Brexit date of 31st October means the UK is likely to take part in European elections on 23rd May. If so, elections will be held in Meldreth Village Hall and the usual bookings on that date will be cancelled or moved to other dates. Please check before attending groups or classes on that day.

The 9-acre heritage orchard site was first planted c. 1900. In the mid 1980s it was grubbed and used for arable crops. Meldreth Parish Council Update on Mettle Hill Several years ago there was a public consultation in the village, in the form of a survey, to understand the village’s opinion for uses of the site at Mettle Hill. The Parish Council had acquired this site from the County Council some years before to prevent it reverting to its former use as a site for travellers and gypsies.

To develop the ideas from the survey results, a working group was formed to explore the options and others that might be available. The working group was tasked with producing a report for the Parish Council who would then make any decision on if, when or how the site might be developed.

The working group developed a broad range of criteria against which individual uses should be assessed. These included not only the financial merit of any development, but also issues such as amenity and community benefits, the effects on the social mix of the village, local employment opportunities and community burden negatives such as traffic, visual impact, noise pollution and social problems. Finally the schemes were assessed for their practicality, sustainability and the need for oversight by the Parish Council. Ideally the proposals would allow the Parish Council to control the use and future of the site. We also considered feasibility in terms of the delivery of any scheme, acceptable risk parameters and issues relating to the credibility of any organisation with whom we might work in the scheme. These criteria gave us a solid and fair basis for assessing each scheme.

The clear favourites from the initial survey were  a development of Park Homes  a housing development of some kind  an industrial use such as small business units.

Discussions with the Local Planning Authority revealed that planning consent would be required for any of these. The site has an existing planning approval for travellers and gypsies only, but not for any of the proposals listed above. As the site lies outside the village boundary, any planning application would need to make a very good case for development.

We identified several national manufacturers/developers of Park Homes and had detailed commercial discussions with them. The talks identified the best strategy such as leasing the land to them for such a 4

development restricted to the over 50s or 55s. We also had discussions with affordable housing providers but these did not produce any useful progress, mainly because of the location of the site. With regard to industrial use, we were unable to develop any concrete competitive proposals. Many other uses, for example a woodland burial site, were also introduced to the working group and evaluated.

Whilst the working group was active the Parish Council was, as a priority, engaged in opposing the Marley Eternit scheme. We recognized that should the Eternit scheme have gone ahead it might have had an impact on the options for Mettle Hill.

Subject to planning consent, a development of Park Homes, for the over 55s, represented the best opportunity, based on the different factors outlined above. In financial terms such a scheme was forecast to produce a significant return, comparable with our council precept and solar grants over an initial ten-year period.

Our investigations also raised an issue from our Local Authority advisers on the cash reserves that such a scheme would deliver. Unless we already had a specified and predetermined use for these funds we would not be allowed to simply save the funds on the scale likely to be generated by the scheme. Although this limitation would not apply to an outright sale of the land, the survey clearly required that we should not sell the freehold.

At the Parish Council meeting on 4th April 2019 it was agreed that the working group had completed its mission and should be disbanded.

The asset remains valuable to the Council and it will be a matter for the Parish Council to decide, as part of its financial and funding strategy, if when or how the site should be developed for a particular use, either one of those already identified by the working group or an alternative use. The asset will therefore remain under active and regular review by the Parish Council with the support of its Finance Working Group.

This is a summary of the current position and a more detailed report will shortly be posted to the Parish Council’s website.

Live Racing from MADScot - 17th-19th May ‘MADS’ continue to live up to their acronym, with the promise of yet more hilarious antics at a series of three unique Race Nights as only they can deliver, from 17th to 19th May at ‘MADScot’ in Meldreth Village Hall.

Featuring live racing, yes that’s right, live, the audience will be placing their bets and cheering on their favourites, in a number of exciting races including the ‘Grand National’ and ‘Winner’s cup’.

Book your ticket and dress up for the races, with the chance to win a prize for the best hat; gentlemen, you are not excluded! Weigh up the runners and riders first hand from the comfort of your VIP enclosure, whilst enjoying nibbles and drinks from the racetrack bar.

The races will be held in Meldreth Village Hall and there are two evening race events on Friday 17th and Saturday 18th May at 7.00pm and afternoon racing on Sunday 19th at 2.00pm. The events will not only be enormous fun, but will help raise funds in support of the fantastic work that Melbourn Dynamos Football Club are doing for so many of our children and young people, in particular to help fund the provision of a 3G all weather pitch. Melbourn Dynamos is a thriving community based football club, which offers boys and girls the opportunity to play regular football regardless of their experience or ability, from the age of three.

Meldreth Litter Pick

Meldreth’s Litter Pick took place on Sunday 7th April, when approximately 25 people helped to pick up litter in the parts of the village not covered by our litter picker, Mick Taylor.

The resulting pile of rubbish can be seen in the above photograph. In addition, many more items were recovered that could not be bagged.

In a first for our litter picks, one of our teams managed to recover what was later confirmed by police, as stolen property from a nearby burglary.

I would like to thank everyone who took part and a special thank you to Tim from Whaddon, who stepped in with a farm tractor at the last minute, to replace Philippa Hart, who regrettably could not make it.

Confessions of a Litter Picker For my first Litter Pick, I joined a huddle of Litterati in Fenny Lane where the Borgonons dispensed directions, high vis coats, rubbish bags and pickers. Then we shuffled off to do battle with any litter lining the Whaddon Road.

Soon, both mundane and interesting things emerged from the grass, under nettles and hedges and from green watery ditches. In order of abundance: plastic water, soft drink and energy drink bottles, aluminium cans, cardboard and sweet wrappings, wine bottles. And then the odd things; plastic bags holding indeterminate goo, two footballs, a glass lampshade, a metal garden chair and the base of a steam generator iron.

I’m not sure what this lot tells us about our great post-industrial society except that we might just be wasteful. The noticeably higher litter frequency opposite Eternit Social Club is interesting. But so few wine bottles; perhaps us local middle class guzzlers are discrete with our bottles. No drones (yet, although these are on sale and cheap at Lidl) and no supermarket trollies, which for me indicates laziness because in a town in Suffolk, I have seen such trollies two miles from their home.

We dumped our sacks of treasure by the roadside, for collection by a very whizzy sort of agricultural golf buggy which took them to the Stocks and here, the bags from Whaddon Road and from other locations accumulated in a great pile. Other treasure protruded from the grey bags: a sink pedestal and toilet, oil tins, children’s plastic toys, something bent and yellow, perhaps part of a warning sign.

I left, feeling vaguely pleased with my contribution. Perhaps we could try really hard to avoid drinking out of plastic and aluminium, and learn how to kick footballs straighter, and not throw the iron in the ditch after a domestic dispute. And perhaps the next litter pick will find little treasure, maybe just the odd drone and supermarket trolley.

Meldreth Local History Group www.meldrethhistory.org.uk Coffee Morning and AGM Once again we had a good response to our coffee morning and AGM. Over 41 people came and enjoyed a presentation given by Tim Gane entitled “A Pub Crawl around Meldreth”. Many people were surprised that there were seven pubs or beer houses in Meldreth between 1840 and 1956. We are lucky to still have The British Queen.

We were pleased to have two previous landlords of The Railway Tavern and The British Queen present and some interesting stories about past Meldreth characters were shared by everyone.

By having these coffee mornings, presentations and our website we can keep Meldreth history alive, so thank you to all those who support us.

National Mills Weekend, 11th-12th May In conjunction with National Mills Weekend, Topcliffe Mill in North End will be open to visitors from 2.00pm to 5.00pm on Saturday 11th and Sunday 12th May. This disused watermill is on a probable Domesday site and although there is no waterwheel, most of the other machinery and equipment, including three pairs of millstones, remains in the mill.

There will be a small history display on the ground floor and an opportunity to try your hand at grinding corn using a quern or hand mill.

Entry cost is £4 per adult, with accompanied children free of charge.

No unaccompanied children will be admitted.

All of the takings will be donated to Meldreth Local History Group, which is currently raising money for an upgrade to its website.

Meldreth Preschool We have enjoyed another busy half term at Preschool.

The children have been making potions in the garden with powder paint and flowers and enjoying feeling like Harry Potter. We have also been growing our very own tomatoes and peppers, which the children have planted from seed and they have been enjoying watching them grow.

Our new garden has a large trough in it that we are keen to put to use in our horticultural adventures but we need a little help filling it. If anyone is able to donate gravel or stones to put in the bottom for drainage, or some topsoil that we can use to grow things in, we would be very grateful. If you are able to help, or know someone who might, please get in touch via chair@meldrethpreschool.com.

Next term we will be looking at life cycles. We have started to look at butterflies and have some crawling caterpillars which have already grown and will soon turn to chrysalids. It will be great to see when these hatch and beautiful butterflies will fly free and the children are very excited to get a chance to see what a real life ‘Very Hungry Caterpillar’ gets up to.

We are gearing up for the summer term, spending more and more time in the garden and enjoying learning about exercise which has also been prevalent this term, with work sheets and a healthy eating trolley on the go! We have spent some of the money we were awarded from the Tesco Bags of Help on our outdoor learning environment and are hoping to complete our garden makeover during the coming months.

We are also looking forward to some visits from people who help us in the community including the fire service and a dentist who will talk to the children about how to stay safe and healthy.

Now that we have settled into our new home, we are keen to really make the most of the space we have by upgrading some of our equipment. Now that we have an interactive whiteboard that we can use to enhance the children’s learning, we are in need of a laptop to use with it, so if anyone has one that they would be able to donate, or knows of somewhere we can get one relatively cheaply, please let us know.

Meldreth Primary School www.meldreth.cambs.sch.uk The Wiz! This term in Kite and Osprey, our Year 4 and 3 classes, we have been learning all about Extreme Earth. We did lots of activities about all types of wild weather and natural disasters, including: making layers of the earth in a number of different ways; making volcanoes and erupting them; writing stories about Pompeii; writing newspaper articles about volcanoes and earthquakes; writing poetry about natural disasters; and making marshmallow houses which we shook on a jelly landscape to recreate the effects of an earthquake.

To link with our topic, each class read a version of The Wizard of Oz: “The Wonderful Wizard of Oz” by L. Frank Baum or “Toto”

by Michael Morpurgo. To further their understanding of the text and to develop their speaking and listening skills, both classes have been taking part in creating a performance based on the stage play, “The Wiz”. We finally performed the play on 3rd and 4th April to family and friends.

The children all gave 100% to each performance, showing incredible talent and enthusiasm. Well done to everyone who took part.

The Energy Challenge For the past six weeks, Kestrel Class have been working on a science challenge called The Energy Challenge. It is run by Astra Zeneca, who have let children in Key Stage 2 across England compete to win special prizes for doing science investigations. During the first week, we were introduced to two science mentors from Astra Zeneca, called Paige and Sian. They brought us a special weighing balance that their company had made and then showed us how to use it to help work out how much energy there is in different foods.

Once we had got to grips with the weighing, we started to work on the challenge! We were split into four groups to plan a question of our choice, that was related to energy in foods. These are the questions that we chose:  How much food do I need to eat to get the energy to run for an hour?  Does gluten-free food have more or less energy than non glutenfree food?  Does canned food have more energy than fresh food?  Does a Stone Age breakfast have more energy than a present-day breakfast?

We had to write down on a big piece of paper, the calculations on how we worked out the answer. It was all about finding out the energy density per gram in each food – and we needed the balance to help with that. Next we had to present all the stages of our investigation on our paper. This would be judged by five judges. Four of them came from Astra Zeneca and the other was Miss Whitton, our science co-ordinator in school. After all of our hard work, we were all feeling very nervous. Once we had done our presentations, we all went for a run on the field while the judges made up their minds, and they chose … MY GROUP!! We had chosen the Stone Age breakfast question, because that’s what we were doing in history. I was delighted!! Now we have to present our poster in the next round against more winning groups from other schools.

The Junior Travel Ambassadors’ (JTAs) Trip to Foxton Signal Box We went to Foxton signal box in March 2019 because it helped us to understand how we control the barriers, how dangerous it is, and how train drivers know when they can go or not go.

We think it was a really valuable trip because we learned about how the safety barriers work at the level crossing. It was great fun to travel on the train in our bright orange JTA jackets.

The people at Great Northern trains gave us a free travel pass so we could travel on the trains to get there. When we got there, Jody put the barriers down just so we could cross the road at Foxton. It felt pretty cool!

The visit helped us understand how dangerous it can be at the level crossing if you’re in a car or if you’re a pedestrian. It was clever how we could lock the magnetic gates to keep people safe when they cross. It was really good to meet Jody, Ben and Chris inside the signal box. They showed us that you have to be really alert. Thank you very, very much for a great experience.

1st Melbourn Guides How do you get 23 Guides onto a crowded tube train? Go right to the end of the platform, then pile in as soon as the doors open! This year’s big day out for the Guides was a trip to London’s West End to see School of Rock, a musical starring school children learning to lose their inhibitions and play rock music.

Meanwhile in our weekly meetings, the girls have learnt lots of useful life skills to complete the new resource badge. For ‘Life Hacks’ they learnt to pump up a tyre, to find a puncture, hull a strawberry, sew on a button and make a gift bag from a sheet of A4 paper. The following week some incredibly creative ideas were used to build a 3-D board game using bottle tops, lego, paper straws and buttons, held together with nails, screws and lots of glue.

We also had a science themed evening when the Guides managed to extract DNA from strawberries and float a ping pong ball over a hairdryer. They also had great fun mixing various liquids and household chemicals with red cabbage juice to see what colours they could produce.

Self-defence is part of the new programme, so we were very pleased that Tae-Kwon-Do instructor Jonathan Marshall came to teach us some basic moves. The girls enjoyed trying some simple blocking and kicking moves, as well as how to escape from an attacking hold.

On Valentine’s Day the girls made a Danish Heart friendship card and devised little plays to show how to cope with text bullying. For Mothers Day the girls created chocolate sweets and put them in a decorated gift bag which they had learned to make earlier in the term.

We finished the Spring term with an Easter challenge hunt when the Guides used grid references to find clues around the churchyard, and then completed challenges in the hall to earn mini Easter eggs.

Holy Trinity Lent Lunches This year, Lent Lunches were held at Holy Trinity Church on Tuesdays from 12th March to 9th April. As is customary, during the final lunch, those present voted to decide the charity that would receive the proceeds raised from the five lunches.

The charity chosen this year is East Anglia’s Children’s Hospices (EACH). Some of you will know of the Children’s Hospice at Milton and this is part of the EACH charity. The purpose of the charity is to give care and support to children and young people with lifethreatening illnesses and those with complex health care needs, together with support for their families in Cambridgeshire, Norfolk, Suffolk and north Essex. There are also hospices at Quidenham near Norwich and at the Treehouse in Ipswich.

The Lent Lunches have been well supported this year and for £3.50 attendees have enjoyed homemade soup, bread, fruit and coffee. I would like to extend our thanks to the people who made the soup and donated the food for each lunch. A total of £266 has been raised and will be sent to EACH. In 2018, the £213.50 raised was donated to another local charity.

Fieldgate Nurseries has a collection box beside their tills if anyone feels they are able to make a donation to this very worthwhile local charity.

Christian Aid Week 12-18th May 2019 The church founded Christian Aid Week to fight for equality, dignity and freedom for all. By contributing to a church collection this year, you can support some of our most vulnerable sisters and brothers, like the communities in Sierra Leone that we're focussing on this Christian Aid Week. A lack of healthcare means Sierra Leone is the world’s most dangerous place to become a mum; tragically, ten women will die today as a result of giving birth there.

Help people like Jebbeh. As Jebbeh's baby grows, it’s not joy that fills her heart but fear. When her sister Fatmata went into labour, she set out on foot to hospital. The road was long and she struggled to keep walking under the baking sun. She never made it. Jebbeh told us: “My sister was crying out with hunger. She died on the side of the road. She never gave birth.”

As her due date looms closer, Jebbeh fears she could be next. “I pray, when that day comes, God will help me to deliver safely, so that I can have a bouncing baby and I’ll be healthy,”she says.

Together we can fight for a just, equal world for people like Jebbeh. Melbourn and Meldreth Churches Together (MMCT) are holding a joint Christian Aid Service at the Melbourn URC on Sunday 12th May at 4.00pm; please see the poster on page 46 for details.

Friends of Holy Trinity www.foht.org.uk Our talk in March was “A Circumnavigation of the World by Container Ship” by Peter Hesketh a merchant Seaman in earlier life who had this ambition in retirement.

Peter’s whole adventure took around four months and involved three ships.

There were no passengers on the first two legs and just two on the final leg. The ships differed in size ‘CMA CMG Thalassa’ the first carried 11,040 containers while the others two ships were much smaller carrying 5,600 and 6,750 containers each. By comparison ships docking at Felixstowe are now arriving carrying 22,000 containers. The crews were largely Filipino and spoke little English and the Officers were mainly Eastern European.

Peter was never bored and his way of passing the time was by reading, writing a blog, watching films, enjoying the views and spending as much time as possible on the bridge observing how the ship was navigated – something that was particularly interesting when entering and leaving port. He also enjoyed speaking to the people on board.

Obviously he was very conscious that they were working and he was not, but when the ship is in the middle of the ocean, it is very easy to get the officer on watch to speak about their home, their life at sea and many other topics besides.

Travelling by Merchant ship is not like being on a cruise. Each passenger is responsible for getting from one ship to another and Peter allowed two weeks for this each time as ship’s itineraries frequently change. It can be risky and Peter nearly missed his last ship. Also there are no organised means for the crew to go ashore unless there are seafarers centres, churches etc. As a result Peter gives his talks in aid of the Felixstowe & Haven Ports Seafarers Service & Tilbury Seafarers part of the Queen Victoria Seaman's Rest.

Of the many anecdotes: on one occasion the containers were stacked up higher than his cabin window which made it claustrophobic and Peter 28

managed to get transferred into the owner’s suite. Most of his dining was on a table for one except when there were passengers and on one leg alcohol was not allowed.

The last ship had a narrow beam of 32m suitable for the old Panama Canal locks while the new locks are 49m wide. To prevent the ships damaging sides of the locks there are two motorised units either side of the ship, bow and stern, with hawsers onto the ship to keep it centralised, these keep pace with the ship as it slowly moves under its own power through each lock. The only down side of a narrower width/beam it that the ship is more prone to roll in heavy weather as was seen in a short video.

Peter’s talk was very well received and gave an insight into life on a Merchant ship. The Friends and audience made donations to his charities plus a bottle of wine to make up for the “dry’” ship.

Melbourn & Meldreth Women’s Group Eighteen members met at All Saints Church Hall in Melbourn where our President, the Reverend Lizzie Shipp led us on a Reflection for Lent.

The talk was entitled “Women in the Gospels”. There were five Italian frescoes to look at.

The first was The Annunciation by Fra Angelico, showing the Angel Gabriel informing Mary that she would conceive and bear a son to be called Jesus. Lizzie then read from Luke chapter 1 verses 26-38.

The second was by Giotto and was entitled The Nativity, allegedly a turning point in painting showing the intense emotion on the faces of the Holy Family who were shown in a lean-to with Joseph, with his head in his hands as if he was weary. The reading was from Luke chapter 2 verses1-14.

The next was The Presentation in the Temple. Jesus was brought to Jerusalem to be presented to the Lord and also to make an offering, a pair of turtle doves or pigeons. Lizzie read from Luke chapter 2 verses 22-40.

The fourth Fresco was again by Fra Angelico, The Crucifixion.

Many saints are in this picture including John the Baptist and Mary Magdalene who he was comforting. Lizzie read from John 19 verses 25-30.

The final Picture was The Resurrection by Fra Angelico. Mary came to the tomb and found it empty but Jesus appeared to her and she thought it was the Gardener until he spoke. The reading was John 20 verse 1.

God will remind us of the joys of Holy Lent.

Lizzie was presented with a gift by Sue Toule and thanked for a most interesting talk and for giving up her valuable time. Mavis Howard informed us earlier that £186 had been given to SOAS from the sale of her cards and thanked us for our support. Our next meeting will be on Tuesday 28th May in the community hall when we will have our summer supper. Tickets are available from the Committee.

Meldreth Parish Council www.meldreth-pc.org.uk The main points of the meeting held on Thursday 4th April 2019 are set out below. The full formal minutes can be viewed in due course on the website at www.meldreth-pc.org.uk and on the Parish Council notice boards; these will be presented for approval at the next Parish Council meeting.

Decisions taken:  After noting the latest discussions and developments relating to local railway issues (East/West proposals, footpath from Melbourn to the station, Shepreth level crossing and Foxton level crossing) there was a discussion about access to Meldreth station.

It was agreed to investigate alternatives to the kissing gate which is located on the footpath from the High Street to the station.

This impedes wheelchair and pushchair users but it was noted that some form of safety gate or barrier would be required in its place.  An application for financial assistance from Meldreth Bowls Club, for the installation of safety access lights from the gate to the clubhouse, was approved in the sum of £1,131 from the Council’s solar account, it being noted that the Club will supply the lights. This will enable greater use to be made of the clubhouse facilities during the hours of darkness and is an important safety measure. This application carried the support of Meldreth Futures Group.  An application from the Village Hall Trustees for a contribution towards the supply and installation of specialised stage lighting, was approved in the sum of £2,000 from the Council’s solar account. It was noted that the total cost was £5,215 of which Melbourn Parish Council had agreed to contribute £1,650. It was agreed that it would be appropriate to ask the Village Hall Trust to contribute the balance of £1,565 from its reserves. This application carried the support of Meldreth Futures Group.  Noting that £250 has already been fundraised, the Futures Group has recommended funding support for a proposal to install a bench at the Recreation Ground in memory of the late Lysa Kemp. It was agreed that clarification was needed on the type of bench to be installed. Several wooden benches have been under 35

review but the Council has recently ordered a metal bench to replace the bench destroyed at the Stocks and feels that this material is obviously more robust and durable. Meldreth Futures Group is asked to liaise further with the applicant to assist in producing an agreed proposal to be presented as soon as possible.  Noting the reports of the Meldreth Traffic Group and having regard to the need to discourage breaches of the speed limit it was agreed to purchase a movable speed indicator device at a cost of £2,678. This decision is subject to approval, having been secured from the Highways Department for installation from time to time at the chosen locations. An example of this device can be seen in Whaddon.  Melbourn Area Youth Development. It was confirmed that the Council would not be happy to sign up for a three-year agreement and would prefer to consider this on an annual basis. The Council supports the concept of youth development but remains concerned about entering an open-ended arrangement offering little control over future costs. Further discussions will be held with the other parties involved in this project.  The Report of the Mettle Hill Working Group was considered and approved. The Working Group’s mandate to investigate and report on possible uses for the site had now been concluded. It was agreed that the Working Group be disbanded forthwith and that it is now a matter for the Council to determine if, when and how the site might be developed. In this regard it was noted that the Council’s Finance Group would provide the Council with advice on funding and financial strategy that would include review of all the Council’s assets including the Mettle Hill site. It was noted that there are legal and accounting issues that would prevent large financial reserves being created from the site unless the Council had previously agreed a specific use for such. It was agreed that a summary report would be prepared for publication in Meldreth Matters [see pages 4-5] and that the full report of the Working Group would be published on the Council’s website.  The three trees financed primarily by a donation of £1,000 from Anglian Water have been installed at the Recreation Ground.

After reclaiming VAT, the project cost £1,160 and it was agreed that the balance of £160 should be paid from the Council’s solar account. It was further agreed that Councillors would determine 36

District and County Councillors’ Reports Empty Homes SCDC is planning to increase the council tax on houses that have been left empty for a significant time. The Council offers a lot of help to landlords and owners of empty homes to help them get them back into use, but now has the option to significantly increase council tax where there are no convincing reasons for them to remain empty. Currently the owners of homes that are left empty and substantially unfurnished for more than two years must pay an extra 50% on top of the regular bill. Following the full Council meeting, the 50% premium will be replaced by the following arrangements:  Homes that are empty for two years or more will be charged double their regular Council Tax. This was due to come into effect from 1st April 2019.  Homes that are empty for five years or more will be charged a 200% premium on top of their regular Council Tax. This will come into effect from 1st April 2020.  Homes that are empty for ten years or more will be charged a 300% premium on top of their regular Council Tax. This will come into effect from 1 April 2021.

Currently in South Cambridgeshire, there are 100 properties that have been empty for between two years and five years. There are 41 homes that have been empty for between five and ten years. There are 39 properties that have been empty for more than ten years.

The Number of Council Houses Built by SCDC to Double This follows the Liberal Democrat administration’s decision to prioritise providing affordable homes; the aim will be to build 70 homes per year.

The administration will also insist that from 2020, new homes are built to higher environmental standards, meaning reduced carbon emissions and lower energy bills for householders.

Solar Panels at Waterbeach SCDC has installed a large array of solar photo voltaic panels on the roof of the waste management depot at Waterbeach. The money to do this has come from a fund resulting from the business rates from the large number of solar farms in the district. This initiative, which will generate income for the Council which it can invest in other green enterprises and follows on from a recent Council commitment to work towards the ambitious target of making South Cambridgeshire carbon38

neutral by 2050, as well as a purge on single-use plastics at the authority.

Local Plan The government inspector requires us to embark on a new joint Local Plan with Cambridge City and this is now getting underway. The first piece of work was to ask people to come forward and tell us about any land they are prepared to offer up for future development. The consultation period was to identify potential sites that can be technically assessed for housing and economic development, to meet the needs identified for the District, for inclusion in our next local plan.

Anyone can put forward sites, but it is usually landowners, developers, land promoters, businesses, local interest groups, parish councils, local property agents and neighbourhood forums.

Not all the sites that are submitted will be included in the plan: this will depend on the spatial strategy the council decides on, and the assessment of the sites based on several factors including whether they are suitable, available, achievable, and viable. The selected sites then go through the Local Plan process and become part of the adopted policy when the plan is found sound and adopted.

Mental Health Support Evening This event held at the Melbourn Hub on 13th March, attracted a strong gathering of local residents. The Mind CPSL presentation raised awareness of the NHS 111 Option 2 telephone line for people in a mental health crisis, which has proven effective in providing a far better support route than A&E. CCC’s Children’s Services’ Ofsted Assessment Cambridgeshire County Council’s Children’s Services has recently been assessed by Ofsted. Sadly, Ofsted have downgraded the Council’s children’s services from “good” in 2014 to “requires improvement”.

This is not a ‘vote of confidence’ in the quality of Children’s Services in Cambridgeshire, as described by the County’s own press release, but a clear sign that the quality of children’s services has moved in the wrong direction.

Removal of Computer Charge in Libraries A report proposing the withdrawal of charges for computer access in libraries will be discussed shortly by the County Council. The £1 charge for computer access, introduced in May last year, was part of a package of measures based on public feedback and trialled to ensure computers are available for those who most need them, and to generate 39

more income for the library service to ensure they remain financially sustainable for the future. In September, Members reviewed progress on these measures, including the charge for computer access. The recommendation to withdraw the computer charge comes in response to this review, as well as feedback collected in a customer survey and a detailed analysis of the anticipated income, all of which was entirely predictable.

Manor Farm, Girton We would not normally write about individuals. However, we have been asked about this matter quite a lot, especially given its recent appearance in Private Eye. The Deputy Leader of the County Council was granted the tenancy of a County Council owned farm, and currently enjoys a rent abatement on that tenancy. Councillors had recommended an investment of £183,000 in an extension to the property (which the tenant will repay over time), without initially knowing that the tenant was a senior councillor. The councillor concerned chaired the Council’s former Assets sub-committee that had had responsibility for the Farms estate, and was the lead member for the council’s ‘Outcome Focused Review’ of the County Farms Estate and member champion for the council’s Farms Estate.

Community RePaint A partnership with CCC, Cambridgeshire Community Reuse and Recycling Network (CCORRN) and Amey has collected and treated over 500,000 litres of paint in the last eight years. The scheme collects used paint from Household Recycling Centres where it is sorted, tested and re-manufactured so that it can be resold or donated into the community. The scheme has a range of re-manufactured emulsion paint and chalky furniture paint in a host of great colours for great prices. So, if you are thinking of redecorating, upcycling (also known as creative reuse) or know of a community or school project that needs paint, why not visit CCORRN, located in March, or follow them on Facebook. Your paint can be recycled at Thriplow recycling centre, but not at Royston.

News From Heidi Allen, MP www.heidiallen.co.uk Since my last newsletter, the twists and turns in the Brexit debate have continued apace. At the time of writing, the Prime Minister’s withdrawal agreement has been rejected by Parliament for a second time, Article 50 has been extended (briefly) and MPs have finally been allowed to express their own views on a range of possible outcomes, having originally been denied that opportunity. By the time you read this, the situation will have changed again! Although limited space prevents me from providing a more detailed explanation here, I have been providing rolling updates on my website so that constituents are up to date at all times, especially about the votes I am casting on their behalf. By way of headlines, I will never support ‘no deal’. I don’t believe the Prime Minister’s negotiated deal is good enough and I will continue to support my constituents having the final say on any deal, versus remaining in the EU. I know the votes I cast will not always meet with universal approval, but I give you my assurance that I will exercise my duties with the utmost seriousness and always act in the best interests of my constituents and country throughout these turbulent times.

Away from Brexit, there’s still the day job to do as I continue to focus on issues affecting South Cambridgeshire.

I know that many communities are concerned about hare coursing and its devastating impact. On Tuesday 5th March , I met with the Prime Minister’s Special Advisor on Environment, Lord Randall, to make the case for new and improved legislation to deal with this scourge. Along with the Police and Crime Commissioner and Superintendent James Sutherland, I outlined my concerns that hare coursing was not only increasing but that the measures for dealing with it had ceased to be effective. Lord Randall agreed to look for legislative and other opportunities to bring about change, including the possibility of sentencing guidelines for courts and increasing the penalties available to them. Cambridgeshire Police has a dedicated Rural Crime Action Team which does an excellent job but it is clear that both the police and the courts lack the powers to deal with hare coursing. The police are having to rely on legislation from the nineteenth century to bring prosecutions and without sentencing guidelines for the courts and increased penalties, all too often the legislation does not provide an effective deterrent. I was 42

pleased that Lord Randall was so prepared to listen to our concerns and work with us to bring an end to hare coursing and the increased levels of crime associated with it. I am determined to bring about the positive change that is needed and I will provide an update in future newsletters.

Earlier this month, I visited Long Road Sixth Form and Cambridge Academy of Science and Technology, to talk about my role as an MP. It’s fair to say that I was kept on my toes by my demanding audiences!

I answered questions about my decision to leave the Conservative Party, Brexit, how to heal divisions in society, education funding, Donald Trump and the possible outcome of the next general election, to name but a few.

From sixth form students to our youngest pupils: I was particularly moved by the story of five year old George, who has been leading the fight against litter in Duxford and gathering litter whilst donning a superhero cape. I was so inspired by his commitment to the local environment that I joined him and other residents of Duxford for some litter picking one Saturday morning. George is a great reminder of how local action on the ground can bring about positive change in our villages. Well done George!

A sure sign that spring has sprung is the annual Thriplow Daffodil Weekend. I visited on the Sunday, the sun was shining, the sausage sarnies were great and everyone was having a great time. If you’ve never visited, I’d recommend you make it a must next year. For my (cat owning) sins, I was called on to provide my ‘expertise’ to judge the Family Fun Dog Show! Well done to everybody involved in such a successful weekend!

Friends of Maycroft All our plantings have endured the winter and responded well to the recent fine weather. We have had an array of windflowers, a lovely name, but now we are back to a bit of a bite in the air with leaden skies again.

The fine weather encouraged the bumble bees and other pollinating insects, and as a former bee keeper, I hope that the bees will encourage an early spring bloom which would encourage the Queen bee to increase her egg laying and produce a bigger honey harvest in the autumn.

The residents at Maycroft have been enjoying the early warm spell.

They have had an addition to our regular entertainers, a young man called Tom who has a fine tenor voice. His repertoire was much appreciated by the residents, some who were in a choir and sang themselves; the singing brought back fond and happy memories.

Please may I ask everyone if they have any books for our book stall for the fete at Maycroft Care Home in June. Finally, Maycroft residents would be very grateful for any magazines that you no longer require.

Man Charged in Connection with Meldreth Armed Robberies Troy Aldous, 21, of Bucksherd Close, Great Cambourne, has been charged with two counts of possessing an imitation firearm, two counts of robbery, assault occasioning actual bodily harm, possession of an offensive weapon in a public place and possession of an imitation firearm with intent to cause fear of violence.

The offences took place at One Stop in Meldreth High Street on Thursday, 9th August 2018 and Monday 7th January 2019.

Aldous was due to appear at Peterborough Magistrates’ Court on 8th April.

Notes From a Small Garden With May upon us, there is all to play for in our gardens! The work we have put in so far will be paying dividends, which sounds rather smug I know!

Here are some interesting observations and advice all aided by Jim and Sherida, my Meldreth garden mentors.

First, my apricot blossom on a four year old tree was simply beautiful this year. It is the earliest fruit tree to flower, but as I said last month, do trees which have been pollinated before the frost comes, eventually produce fruit? Jim says “that depends on how cold the frost was”, so we wait and see till the end of the summer.

Secondly, from Sherida: lift and divide bulbs and move them where you want them now. Also sprinkle dry fertiliser over all your bulbs and note the difference next year.

Last year we grassed over a bed and took down a rotten pseudo acacia, and have been trying to get the architecture of that part of the garden looking right ever since. Luckily there are some rather nice slimmish Thujas in the next door garden which provide a stately backdrop. I thought I might get some rather expensive silver pen junipers to provide a bit of colour and shape to the middle ground, but Peter was glancing at the Royston Crow (which is now getting delivered again, hurray) whilst he was lighting a bonfire. His eyes were drawn to an advertisement for two Italian Cypresses for £19.99. What a bargain.

They arrived safely though not as thick and tall as I hoped! Still I have put them in pots so that we can move them around until we decide the best place to plant them.

Planting seeds goes on a pace, but where to prick them out? My garden room, the poly tunnel and window sills are pretty well full. Mr Rolfe in Royston obliged with French and moss curled parsley and blue cornflowers yesterday, which I hope the grandchildren will plant tomorrow and perhaps seed potatoes. My first earlies are in.

Meldreth WI It may have been a cold evening, but our speaker Catherine Armstrong’s early life was certainly not cold. She told us of her life as the daughter of an army officer and of her time living in the colonies.

Her mother, Margaret Reardon, eventually wrote a book about her experiences called “An Unexpected Journey” with the help of Catherine and her daughter.

Catherine told us about the role her mother played, supporting her husband as preparations were made in several countries on the eve of their independence and of the worries of the local population during the period of military occupation in Eritrea. She also told us how her parents adapted to this new way of life after their time in the services during WW2. Margaret followed her husband through the ranks of the colonial service in Africa, in Tanganyika (now Tanzania) and Bechuanaland where he eventually worked with the Botswanan government. It was indeed a very exciting childhood for Catherine, but not without danger as there were often uprisings in the vicinity and the local wildlife caused many dangers too.

Our new programme is almost completed, ready to be given out next month. There are also many outings and lunches arranged by our various committees at our office at Girton; something to suit all tastes so do come along and see what is happening on the second Thursday of the month at 7.30pm in the Village Hall.

Dog Fouling It has come to the attention of the Parish Council that there is an increasing amount of dog mess being left on the recreation ground.

Dog fouling has been found not only on the football pitch but also increasingly within the children’s play area; this is just not acceptable.

Nobody wants to see a dog ban on the recreation ground but if fouling continues then the Parish Council will have to look at alternative solutions to try to rectify the situation.

Volunteering Opportunities Do you have a passion to help local families overcome times of special difficulty?

Home-Start Royston & South Cambridgeshire needs more Trustees, and this passion, coupled with common sense, is what links everyone who works to achieve the remarkable successes of this local charity.

Our professional approach enables us to respond to referrals from many other agencies in the local community including health care, education, local authority and to requests from parents. The range of issues includes:  An isolated single parent with two young children, fleeing domestic abuse  A family with five children, mother unable to leave the house due to anxiety and panic attacks  A child with Autistic Spectrum Condition; mum feeling very isolated and judged unable to leave the house.

Our statistics show that the weekly support from our well-trained volunteers helps restore confidence and control, leading to improved health and family relationships.

As an early intervention service, we help families ‘get back on track’, thus often preventing or reducing the need for statutory services or for a child to go into care. We estimate it costs £1500 a year to provide a volunteer, whereas it costs around £3,000 a week, or £156,000 year, to fund a child in residential care.

Good governance is key to providing this essential service and we provide a comprehensive induction programme for new trustees. We particularly need people with Finance, IT, HR, Social Media and Fundraising expertise. However, whatever your background, if you are keen to help us continue to make a real difference to the lives of local families, we would love to hear from you.

We're looking for volunteers to join our team of community champions across Cambridgeshire and Peterborough.

As part of their voluntary activities, community champions support and participate in local initiatives and campaigns, helping to spread the word about keeping safe. They make a huge contribution to the Cambridgeshire Fire and Rescue Service (CFRS) and help work towards a safe community where there are no preventable deaths or injuries in fires or other emergencies.

Champions cover everything from fire safety in the home, to road and water safety, including:  Representing CFRS at events, such as school fetes, school presentations and festivals  Community fire station open days: helping out and sharing safety advice  Fire station car washes: helping out; sharing safety advice  Community fire safety campaigns: targeted activities to coincide with safety themes, such as electrical appliance safety and cooking safety  Taking part in large-scale joint training exercises where volunteers act as injured casualties/concerned bystanders, helping to make training scenarios as realistic as possible  Community consultation: taking part in focus groups during consultation with communities.

Community champions receive training to help develop their skills.

There is also the opportunity for volunteers to enhance their CVs, make new friends and improve their knowledge of the work undertaken by CFRS. No previous qualifications or specific skills are needed to become a community champion and CFRS is always seeking people from diverse backgrounds. Neighbourhood Watch Protect yourself against mandate fraud Mandate fraud is when a scammer contacts someone to request a change of direct debit, standing order or bank transfer mandate, by claiming to be an organisation a person makes regular payments to. It is a growing problem nationwide; however, between April and September 2018 3,848 mandate fraud crimes in Cambridgeshire were reported to Action Fraud, amounting to a financial loss of £750,000.

An example of this type of fraud may be that you receive a letter in the post which appears to come from the company supplying a monthly magazine to you. It provides details of a new bank account and asks you to change the payment details to reflect this. You change the payment details, but the following month your magazine does not arrive and when you contact the publisher you are told that because your payment was cancelled you no longer have a subscription for the magazine. The fraudsters have your money that should have paid for the magazine. The fraud could equally be carried out via emails, texts or telephone calls, or even social media posts and messages.

Advice on how to best protect yourself:  Don’t leave papers like bills lying around for others to look at and record details of standing orders and direct debits.  If you are concerned about the source of a telephone call, text message or email, call the company back using established contact details you have on file.  Check your bank statements carefully and report anything suspicious to your financial institution.  Be suspicious of any urgency or threat to make the payment changes.

The wardens make regular visits and telephone calls to provide social contact and friendship. They help people to keep safe and healthy in their homes and carry out errands around the villages for their clients, including shopping, collecting prescriptions and paying bills. Wardens assist clients to access other support they may need such as domestic help, home maintenance , meals or benefits etc.

What will it cost?

We do have to make a small weekly charge for the services. The fee is only ÂŁ6 per week (a little more for couples).

Stronger for Longer Strength and balance classes can help you keep doing the things you enjoy for longer.

The Stronger for Longer campaign is encouraging local older people to have a Stronger for Longer MOT to help keep them fit, active and independent. With the help of a qualified instructor, attendees will learn about their level of fitness to do everyday activities and find out what simple strength and balance exercises they can do at home or at recommended classes in the community. The MOTs will be running throughout May across the county.

Since the launch of the Stronger for Longer campaign in October, over 100 new people have joined strength and balance classes around the county and are now stronger and steadier. Over 2,300 people have also downloaded our Supersix leaflet, which is helping people to do strength and balance exercises at home at least twice a week.

Home-Start: Support for Learning Activities & Brain Development Home-Start Royston & South Cambridgeshire (HSRSC) has teamed up with the learning app start-up Oliiki, to provide families with over a thousand daily learning activities which promote children’s brain development. HSRSC supported families will be given the Oliiki First 1000 Days app free of charge on their mobile devices, giving the parents and carers access to Oliiki’s daily, age-appropriate activities. These activities are all based on research and focus on helping develop children’s brains from conception to two years old, when a child’s brain is the most receptive and builds the framework for later life outcomes.

The Oliiki First 1000 Days app will provide the Home-Start families with an extra layer of assistance in engaging with their children, in addition to the support they are given by the Home-Start volunteers. The app-guided daily activities are designed to be short, fun and interactive; they show parents and carers what activity to do each day, how to do it, why they should do it, and the research behind it, as well as the area of the brain and learning which is being targeted.

HSRSC supports parents as they learn to cope, improve confidence and build better lives for their children. It helps families with children age 9 and under cope with post-natal depression, illness, isolation, bereavement, disability and domestic abuse; it offers regular support and practical help to alleviate stress with a view to preventing family crisis and breakdown. The charity provides a home visiting service, two family support groups and helps families link with other local services and resources.

Braughing-based learning app Oliiki helps children to reach their full potential and be ready and prepared to learn. The Oliiki First 1000 Days app is for parents to use with their bump and baby in the first thousand days of life, from conception to two. It provides parents with daily age-appropriate activities for their baby and an explanation of the purpose of these activities. The Oliiki app is currently available for Android and Apple phones via the Google Play Store and Apple Store.

‘Thank you’ from Home-Start Royston & South Cambridgeshire to the local community We often write to tell you how we help local families overcome times of personal difficulty and you respond generously to our requests for financial and practical help to achieve this. Now, we would just like to say a huge ‘Thank You’ to everyone who supported our ‘Celebrating Voices Concert’ in March. Firstly, thank you to Linda Bance of ‘Play Music Play’, www.playmusicplay.co.uk/groupdetails.shtml. Linda’s inspiration and guidance took four local choirs through to a tuneful and immensely enjoyable evening. The choirs were: ‘Foxton Singers’ led by Philip Atkin, ‘Reed St Mary’s Church Choir’ led by Helen Holliday, ‘Ad Hoc’ led by James Hobro and ‘Womensing’ led by Linda. Indeed, Linda had initiated the idea of a pop-up women’s choir for new singers and nearly fifty ladies, aged between 13 and 80, took to the stage for their first – and very popular – performance.

Local author Sarah Harrison was a warm and entertaining host and the community singing encouraged everyone to ‘have a go’. We were sad not to be able to perform as planned in St John’s Church in Royston and we wish them well in the speedy restoration of the lovely building.

Meridian School quickly rescued us by offering the use of their superb facilities and giving us wonderful support. Many people, including a very appreciative audience, helped to make the evening a success and we would like to thank you all.

Linda Bance’s ‘Womensing’ choir, kindly donated almost £1,000 from their weekly contributions and this, together with the proceeds of the event raised over £3,300! And we shall hear more treats from them in future because the ladies have voted to become ‘Home-Start Royston and South Cambridgeshire’s Choir’!
