Editorial Welcome to the July issue of Meldreth Matters. On Sunday 11th July, approximately 100 tractors will be driven through the village as part of the Vintage Tractor Road Run. See page 14 and our back cover for more details. Last year, the event raised £3,500 for charity. This year a collection will once again be made as the cavalcade makes its way through the village, with all money raised being given to Addenbrooke’s Charitable Trust. The Annual Village Meeting, which gives residents a chance to raise issues of concern with the Parish Council, is due to take place on Thursday 15th July, having been postponed from May. However, at the time of going to press, it is unclear whether this will be able to take place as planned. Please check the Parish Council website and noticeboards in the village for further information closer to the time. Finally, due to the recent announcement delaying the removal of Covid restrictions until 19th July, please check before attending any events advertised in this issue. Kathryn

Notes from a Small Garden Jim Eggleton 1934- 2021 Many of you will have heard the sad news that Jim died peacefully at home on 2nd June. It was just as he and his wife, Jane wished. He had been ill recently and in hospital and since then he had become increasingly frail. He was my best gardening mate and co-wrote these garden notes with me each month until a couple of years ago, when he said in his quiet way that he’d like to give up writing the column, but would always be ready with a good East Anglian story or pun to add to my contribution. I looked up our first garden notes from September 2009 and here is the beginning quote:

“You may not know that Jim Eggleton has been in horticulture since he was 15 years old and he has been head or sole gardener for houses all over East Anglia. He has been giving me helpful hints especially on how to grow magnificent sweet peas, giving me plants in February to grow on. Up until this year they were always a bit spindly mainly due to successive onslaughts by snails and slugs. But this year it’s different and I have the best sweet peas I have ever had! Jim and his wife Jane came over to coffee last week to ‘view’ our garden, and as ever he looked at all my plants and gave me a good tip for each of them until I had to say ‘stop, I need to write this down’! And that was how we thought of a monthly column for Meldreth Matters featuring Jim’s topical tips, jobs to do, which seeds to sow and when to prune as well as all those other tasks that we need to get on with!” 5
To this day he has given me wonderfully fragrant sweet peas, and in exchange I have given him lathyrus odorata Azure blue, a tiny pale blue variety which scrambles over pots on a table but needs a bit of regular attention. Jim was born in Langham near Colchester. He cycled to work in the nursery there, following in his father’s footsteps. He was fond of telling us at the Veg Plus Club meetings (of which he was Honorary President) that the apple tree Discovery was raised from a single pip there. But perhaps he and Jane’s happiest working days were looking after a female doctor’s big manor house garden in Bentley, near Ipswich. Jane loves telling the tale of when the doctor decided that the chimney needed cleaning, tried a general poke around, and the soot came down all over the place! Jim’s last work was at a carnation nursery. He became a great expert on this group of plants, ordering new varieties up until this spring. He was a quiet member of our Veg Group, but always insisting that he give his point of view and advice, and it was always so sound. To draw on his experience Jim with Susan van de Ven and Tim Gane was a privilege, and his ready to plant up tubs at the station in 2018 gardening tales were always such fun. My favourite was “if you want to know whether the soil is warm enough to plant seeds, pull your trousers down and sit on it!” Jim never stopped experimenting, always trying to find the best peach and apricot trees, and his vegetable garden was superb, all the plants looking so healthy and enormous compared with mine. It was much commented on by people who passed it in Bell Close. He was well known in the village as a professional gardener and started with others, a group of volunteers in the village who planted up and tended the tubs and hanging baskets at the station. 6
So what would Jim’s tips for July gardening be to us in these Covid times? I think ‘Love your garden, and enjoy the early mornings, listening and watching nature grow’. And: Keep dead-heading the roses Keep up with weeding and watering Keep sowing salad leaves Watch out for slugs and snails Feed pots and tomatoes weekly
Jim will be so much missed. Our love goes to his whole family, particularly Jane his wife, Emma his daughter, and Elizabeth his granddaughter. Our Veg Plus Club will be drinking a toast to him at our next meeting. Julie Draper juliedraper@dumbflea.co.uk
Letter To the Editor Red Cross Garden Event We would like to thank those in our village community who recently visited our garden at Belmington Close, North End. This was opened in aid of the British Red Cross and it was a very successful event, raising well over £1,000 for Red Cross funds. A previous owner of the house, Mrs Daisy Dainty who lived here for over 50 years, was a prominent member of the Red Cross and we were delighted to be able to help to stage an event that we know she would have fully supported. We need to pay special tribute to the Red Cross volunteers who did such a magnificent job in organising and running the event and to thank our neighbours, GTI on the College Farm Business Park, for generously allowing us the use of their car park. Helped by ideal weather we are inspired to repeat this event next year. With thanks again to our visitors and to all concerned. Margaret and Richard Goddin 7
Spotted Flycatchers are back in Meldreth With the unseasonably cold May weather, we wondered if these summer migrants from Africa would return to Meldreth this year. How do such small birds manage the hazardous journey? To our dismay we discovered that a Song Thrush had built a nest immediately adjacent to the old Flycatcher nest prior to the latter’s arrival. However, their old nest had suffered the ravages of time and we thought that the Flycatchers might deem it unusable. So last January, with the kind approval of the house’s owners, we erected a nest box not far from the original nest to encourage them to stay. The box was made by Ken McLean to a design specifically A Spotted Flycatcher in the nesting box recommended for Flycatchers Photograph by Kathryn Betts by the British Trust for Ornithology. And so we waited … and true to form, on 16th May two Spotted Flycatchers were seen near the church - one clearly identified from its posture. At the same time another was seen - possibly a mate of the first. On 17th May a ringed bird was seen and three days later two birds were seen investigating the new box. Imagine our delight when the birds were seen building a nest in our box the following day! A week later the female was sitting on a branch, fluttering. The male arrived and fed her with insects. This male was seen hunting around the large lime tree in the churchyard and has a ring on its right leg. Hopefully it is the male that we ringed last year. There seem to be an additional one or two Spotted Flycatchers in the locality, not visiting the nest box at all, but just flitting around the tree tops without singing or displaying. 8
Towards the end of May the female was seen to be sitting on five eggs and was being visited roughly half hourly by the male with food. She was popping out about ten minutes before he arrived and then going back to the box to be fed. We hoped he would be a bit more diligent by the time the eggs hatched. By 9th June some of the eggs had hatched. Stop Press: On Wednesday 16th June we caught the female bird. She was ringed with a red ring on her right leg, then weighed and measured before releasing her. The chicks were then carefully taken from the nest - there were four chicks and one unhatched egg. The chicks were ringed with silver rings before being replaced in the nest. The photograph opposite was taken later that morning, with the female once again sitting on the nest, totally unperturbed. Tractor Road Run: Sunday 11th July Last year we ran a tractor road run in aid of the NHS. We took in thirteen South Cambridgeshire villages and over 100 tractors took part. Last year we received overwhelming support in all thirteen villages we travelled through and £3,500.00 was collected and donated to Addenbrooke’s Charity Trust. We will be passing through Meldreth at around midday on Sunday 11th July. We will be entering the village via North End once again and will then drive along the High Street before turning into Whitecroft Road. I currently have 90 entries and expect this to increase to around 100 by the time the run takes place. You are invited to make a donation for this very worthy cause to one of our collection team if you so wish. Melbourn & Meldreth Women’s Group Our May meeting was to have been our summer supper when we would have met with friends and shared a meal together. Given Covid-19 restrictions this was not appropriate so instead we held a ‘take away Ploughman’s Supper’ with cake made by the committee members. Twenty-five members and their guests took us up on this and the committee met and prepared the food ready for collection or delivery as appropriate. The ticket price included a donation of £1 for our charity of the year which is The Helen Rollason Cancer Trust. We also ran a raffle, with the proceeds going to the same charity. Later in the evening we had a short meet on Zoom for a natter and to get the results of the raffle, from which a good sum was raised. These monies, together with some donations which were made, will be passed on to the charity. Our thanks go to Sue for dealing with the finances and to Kimmi for hosting the zoom. Thanks also to Mary for running the raffle along with Angela and Diane who all worked hard to make it a good event with planning and preparation before and work on the day. We received many thanks from those who had a take away who said how nice it tasted and how well presented things were. In our meeting in June, we will hear Peter Draper talk about Holy Trinity Church, Meldreth. This month we look forward to hearing Patsy Glazebrook talk to us about The Sick Children’s Trust. This will be on Tuesday 27th July; as yet we are not sure if this will be on Zoom and will let members know later. Meridian Maycroft Arts Centre Lynn has received many offers of help and encouragement from members of the wider Meldreth community and two groups of people came along to discuss their ideas with Lynn and myself during the last full week of May. We met in the garden for informal talks about the next stage in the development of our Arts Centre. Both meetings were pleasant occasions and ideas of all kinds were suggested. Lynn offered to keep rough notes. My impression was that from the people that we met, it would be easy to form a tiny guidance committee to help Lynn. Having explained our connections and interests, I was asked by Lynn to talk about the future, as I saw it. I explained that my collection of paintings, sketches, ideas, and books was to form the basis of the new resource centre and would be transported from Knavery Den to Maycroft where it would be arranged in Room Two to form the heart of our centre, its essential heart, providing information to help others in any of the areas of art. It will be accessible to individuals or small groups, subject to the arrangements made by Lynn for supervision and safety, etc. I see no reason why the magnificent space should not be available for talks and small music gatherings at times when convenient to ensure proper supervision, etc. Peter Stone

Meldreth Village Association (MVA) The End of an Era Meldreth Village Association was formed in 1989 by Meldreth residents with the aim of organising events and fundraising for village groups/local charities. For the first 21 years it was successful but then it became difficult to find residents to continue running the group. The original committee was keen to hand over the concept and finances to a group of residents, however this never took off. By 2011 it was obvious that all our lives had become too busy and the MVA just faded away. In 2017 the committee decided to fold up the MVA and to distribute the residual funds of £2785, as the constitution required, to local groups which it had been in contact with over the years. We also included both Meldreth schools, the Village Hall and the Local History Group. It has been very gratifying to finally achieve this but sad to think that the MVA is no more. We finally got access to the funds last month after a well-known bank took three years to release the money! The MVA does, however, leave a legacy. In 1990, the MVA raised funds for our lovely Village Hall and was later to buy the original stage lights, sound system, Village Hall clock and other equipment. The old village marquees and the village Christmas trees were all purchased from the funds, with most recently the Village Hall projector and screen. Added to this list are all the events that were hosted by it including the quizzes, theatre performances and Millennium and Jubilee events. We would like to thank all the people who formed the MVA and supported it in the past and wish the beneficiaries of the funds well for all that they do in our village. Meldreth Primary School www.meldreth.cambs.sch.uk At the time of writing, over the May Bank Holiday weekend, more than half of the adult population in Britain has received two vaccine doses against Covid-19. People are starting to travel once more; pubs, shops and restaurants have tentatively reopened their doors and many of us are reuniting with family members not seen in well over a year. In time with an end to the long cold winter, it feels as if the world is reawakening at last. Indeed, many of the children in school were looking forward to seeing or staying with grandparents over half term; relatives that many had not seen since Christmas 2019, a huge proportion of their young lives. So what did we learn in school from living through the pandemic? It has certainly been a strange, challenging and at times isolating experience for us all. Had the virus hit us even five years ago, I think the experience would have been quite different to what we have just faced. Advances in technology enabled whole new learning experiences to open up: online lessons, Google Classroom and Zoom. These tools, which were almost unheard of eighteen months ago, became central to our lives over the last year. Exceptionally high daily attendance for online classes and truly amazing support from parents, ensured that most children stayed well on track in their core learning and continue to progress well, now that we are all back in school together. In school, between lockdowns (and still continuing now) children have adapted well to the idea of working and playing in bubbles. We have seen class 21
groups forging stronger relationships with one another as they are held together in smaller spaces. Play has been richer and more inclusive and children more aware of one another’s needs as we have been forced into co-existing more closely. The downside of this is that children have not been able to socialise with friends or siblings in other classes for a long time now. By virtue of bubble locations, our youngest children have never met and barely even seen the oldest children in school, who in unhindered times would be acting as playleaders and ‘reading buddies’ – thus forging social links between different age groups across the school. We certainly long for a return to those times! We have absolutely learned how adaptable, versatile and hugely supportive our entire community is during the pandemic. Changes to the timetable, restrictions on what can and can’t be brought into school, social distancing and mask wearing around the school premises have all been followed unquestioningly as we have worked together to protect one another. Parents, who have had to be masked and socially distanced at the school gate for over fifteen months, have remained unswerving in their support throughout the pandemic. Despite their absence from the school building, we feel their support through messages, telephone meetings and consultations and the daily handover at the gate before and after school. Children of course have been keen to follow our example, ever trusting in the changes we make on their behalf. They have thoroughly enjoyed aspects of this experience; lunchtimes all spent together with teachers and TAs in the classroom, their own exclusive ‘class’ toilet room; even the daily queues for handwashing have offered the comfort of routine regularity, despite the fact that we are using 22
paper hand towels at an alarming rate! Above all, we have been impressed with the children’s resilience through everything: if we say ‘this is how it will be’ they fall in and comply. Attendance levels are high; all this handwashing must be keeping other bugs at bay too! After a long period of travel restrictions, we have been excited in the last fortnight to learn that we have managed to secure a single night away at the Grafham Water Activity Centre for our year six children, who had been expecting to follow a second year of restrictions on these kinds of trips. Two days and a single night of fun and adventure for our oldest children will certainly offer some reward for their patience and constancy though a difficult time. It will also offer us all some more hope that the way we love to do things in primary learning is, like the summer itself, beginning to open up once more for us all. And if indeed there are further twists and turns or even ‘roadblocks’ ahead as we journey on through the pandemic, we will be ready, together, to meet and overcome whatever we face in the future. Shepreth Spitfires Football Club www.sheprethspitfires.co.uk The beautiful weather has been amazing these past few weeks and it has meant that the Spitfires players have been able to really enjoy their first activity away from footie to the full. As you can see from the photos the opportunity to get wet and muddy was fully embraced by our very excited and energetic Spitfire teams. All ages at the club have enjoyed a great day at the Obstacle Training Ground in Bassingbourn, which is one of our lovely sponsors and we can’t wait to get the children out and about on another amazing team building adventure soon. Of course the football club could not afford to provide the children with these opportunities if it were not for all of the fundraising done by the parents and children and also the grants that we receive from local associations. In particular, we would like to say thank you to Kate, Joan and Tim of the former Meldreth Village Association which kindly gave a donation to the children this month. Further to this, Shepreth Spitfires have also been lucky 24
enough to get a grant from Cambridgeshire County Council and this will go a long way towards providing goal posts for the children as they grow older. In Praise Of … … Peas and Broad Beans This month we showcase peas and broad beans. The British broad beans season runs from April to September, and they’re at their best between June and September. Peas are available from mid spring and are also great to use from frozen. Put peas and broad beans on display in simple dishes that showcase their nature. They have an affinity for tangy dairy, especially when laced with lemon. Goat cheese, crème fraiche and Greek yogurt all showcase the peas and beans’ sweet side. Spread a purée of blanched peas or broad beans on a toasted baguette and top with Greek yogurt enhanced with lemon zest and a chiffonade of mint. Or toss tender lettuce leaves with a lemony vinaigrette, then top with torn prosciutto and warmed goat cheese and, lastly, a handful of tender blanched peas or beans. With broad beans it is often better to skin them after cooking, removing the white skin, which allows you to mash or puree them. Here are four recipes to celebrate peas and broad beans in all their glory. Enjoy. Grilled/BBQ Peas and Broad Beans with Minted Yogurt Sauce Cooking time : 5 minutes. Serves 4 Ingredients Fresh peas in their pods 400g (as young as possible) and broad beans in their pods 400g 1 tbsp olive oil 300g natural yogurt ½ tbsp clear honey ½ tbsp tahini 1 tbsp lemon juice 1 tbsp extra-virgin olive oil 2 tbsp mint leaves finely chopped Salt and pepper 30
Method Combine all the ingredients for the yogurt sauce and keep it cool until you need it. If you make it a few hours ahead, add the mint just before serving. Pick through your peas and broad beans and discard any bad ones. Toss the peas and beans in their pods in a little oil and char them over a hot barbecue for 3-5 minutes, until bright green and charred in parts. The peas and beans will have steamed inside their pods. Dip them in the sauce and eat in their pods (if the peas are very young), or pop them out, and douse them in the sauce. Goes well with: any BBQ dish Peas, Broad Beans, Manchego and Toasted Breadcrumbs Salad Cooking time 5 minutes. Serves 4 Ingredients 400g fresh or frozen broad beans 400g fresh or frozen peas 75g sourdough or crusty bread 50ml olive oil ½ garlic clove, chopped Sea salt flakes 1 lemon, zested and juiced 2 sprigs mint, leaves removed and finely chopped, plus extra to serve 25ml extra-virgin olive oil 30g manchego peeled into shavings Method Bring a large pan of salted water to a rolling boil and prepare 2 large bowls filled with iced water. Blanch the broad beans for 2 minutes, remove with a sieve and transfer to a bowl of iced water to stop them cooking further. Repeat with the peas. Once the broad beans have cooled, drain and peel and discard the skins. Once the peas have cooled, drain the water and set aside. Pulse the sourdough into small chunks in a food processor. Heat the olive oil in a frying pan over a medium heat and fry the bread until light golden brown. Add the garlic and fry for 2 minutes or until just beginning to brown. Remove from the heat and transfer the crumbs onto kitchen paper to drain off the excess oil. Season with sea salt flakes. 31
Mix the lemon zest and juice, mint, broad beans, peas and extra-virgin olive oil. Season with sea salt to taste. Spoon onto plates, then scatter the manchego all over each plate, sprinkle over the breadcrumbs and finish with pepper and extra mint, if you like. Goes well with: BBQ meats or fish Green Linguine Cook time: 15 min serves 2 Ingredients 125g fresh or frozen peas 125g 50g fresh or frozen broad beans 50g 1 tbsp olive oil 1 leek finely sliced 1 tsp dried chilli flakes 75g ricotta 20g parmesan grated, plus a little extra to serve ½ lemon zested and juiced 150g linguine Mint a small bunch, shredded Method Put the peas and broad beans into a pan and pour over a kettle of boiling water. If fresh cook for 5-10 minutes until soft; if frozen 2-3 minutes. Drain and pod the broad beans. Take about ¾ of the peas and blend in a food processor or with a hand blender with 1 tbsp of water until smooth. Heat the olive oil in a frying pan and fry the leek with some seasoning for 8-10 minutes until soft. Stir in the chilli flakes, broad beans and remaining peas and fry for 2 minutes. Cool slightly and put into a bowl with the pea purée, ricotta, parmesan, lemon zest and juice and some seasoning and mix well. Cook the linguine following pack instructions, reserving some cooking water. Tip the pasta back into the pan and add the pea and leek mix and a splash of the cooking water. Mix well and serve with the mint and more parmesan, if you like. Goes well with: chargrilled chicken breast 32
Scallops with Pea and Mint Purée and Black Pudding or Pancetta The pea purée is quite soft, so it doubles up as a sauce. You can make the pea purée and then the scallops, which are flavoured with only a little cumin and salt and pepper. Takes just minutes to cook, serves 2. Ingredients 150g Fresh or frozen peas 25g butter 50ml chicken stock fresh or ½ stock cube Mint a small bunch, roughly chopped 6 scallops ½ tsp ground cumin Salt and pepper Sunflower oil 2 black pudding slices or 4 rashers of pancetta Method Put the peas, butter and stock in a pan and season well. Simmer for about 3-4 minutes (you want the peas to stay bright green) then put in a food processor or blender with the mint and whizz to a purée. Put back in the pan and keep warm. Season the scallops with a little cumin and salt and pepper. Heat a non -stick frying pan to very hot with a little oil and butter. Sear the scallops for about 1 minute each side (you want a nice caramelised colour on them). Serve 3 scallops per person on a bed of the pea purée with char grilled black pudding slice or pancetta. Goes well with: sautéed potatoes as a main course. Jane O’Hagan

Mobile Phone Contract Scam The National Fraud Intelligence Bureau is aware of an ongoing scam where victims are being cold called by scammers impersonating employees of legitimate mobile network operators and suppliers. Victims are offered early handset upgrades, or new contracts, at significant discounts. Once victims have been convinced that the deals are genuine and agree to proceed, scammers ask for their online mobile account credentials, including log-ins, address and bank account details. The scammers then place orders with genuine companies on behalf of victims, but select a different handset to the one requested and have it shipped to the victim's address. When the handset has been received, scammers assure victims that this has been an error and instruct them to return the handset to a different address. This address is not affiliated to the mobile company and is usually residential. Once the handset has been ‘returned’, the scammers cease contact and victims find themselves stuck with no mobile phone and liable for the entirety of a new contract taken out in their name. Never give out any personal or financial details in response to any unsolicited communication (telephone call, email, text, letter or personal visit). If you are unsure about a telephone call, hang up. Never telephone the number or use the email address given in an unsolicited communication. Instead, use the official details from the organisation's website. If you receive a device that you did not order or expect, contact the genuine sender immediately. South West Cambridge Action Group (SWCAG) www.swcag.org.uk Here’s a round-up of activity in relation to the speculative developer Thakeham’s proposal for a town of 25,000 homes between Meldreth, Whaddon, Bassingbourn, Wimpole, Orwell, Barrington, Shepreth, Foxton and Melbourn. SWCAG invited Thakeham
to a public meeting to answer questions from the public, but Thakeham has so far declined. The SWCAG meeting on
26th May for Parish Council representatives with Stephen Kelly, Head of Greater Cambridge Shared Planning, focused on the OxCam Arc and juxtapositions of local authority and central government planning powers. Mr Kelly reported that Thakeham has to date not lodged a
submission to the South Cambridgeshire Call for Sites, the statutory planning process in the creation of a new Local Plan. The window of opportunity to do so is diminishing. A response has been received on an appeal to a Ministry of Housing
Communities and Local Government’s Freedom of Information Act refusal – the appeal was denied on the basis that it was not in the public interest. This has been posted on the SWCAG website under the News and Events page: www.swcag.org.uk Thakeham have confirmed that it has commissioned surveillance
work on its proposed site and anecdotal evidence suggests that the flurry of helicopters overhead in early June were part of this – we await Thakeham’s confirmation that the helicopters were indeed commissioned by them.

A local landowner has shared a copy of a letter received from
Thakeham in January 2019 in which the developer suggests that compulsory purchase may be deployed if the landowner chooses not to participate in the Thakeham project. Meldreth Parish Council www.meldreth-pc.org.uk The meeting was held on Thursday 3rd June 2021 in the Village Hall. The main points of this meeting are set out below in the usual summary format. The full formal minutes can be viewed in due course on the PC website and on the Parish Council notice board; these will be presented for approval at the next Parish Council meeting. Discussions and Decisions Proposal for major town development in South Cambridgeshire There is no further specific news but Parish Councillors remain fully engaged with this subject and are maintaining a careful watch on developments. To date the proposals have not been put forward by the developers to the Local Planning Authority under the Call for Sites scheme. [Editor’s Note: see pages 38-39.] Community Projects Working Group This group, formerly known as Meldreth Futures, will be relaunched after the July Parish Council meeting and will support the Council in identifying suitable projects for community funding and will also help the Council to carry out the necessary research and investigations. The group is expected to comprise local councillors and other residents working together for the benefit of the community. Recreation Ground The play equipment is generally in good order. We remain on schedule to have the new play tower installed in June. A site for the adult gym equipment has been agreed near to but outside the children’s play area in a position where it will not interfere with other activities. This equipment will be financed by Section 106 funds generated by the most recent development in the High Street. Arrangements are being made with the District Council to remove some redundant concrete posts from the ditch on the basis that these represent a safety hazard. A decision about dog-waste signs has now been taken and these will be procured and erected in the near future. Traffic Working Group The traffic survey agreed with Highways Department will take place when traffic conditions are more normal as the recovery from Covid gathers momentum. Preparations for a Local Highways Initiative application will be conducted with Highways department, focusing on 41
the need to reduce speeding in Whitecroft Road. There will also be an investigation to introduce a lower speed limit in those parts of the village, such as the High Street, where there is clearly a need to do so on safety grounds. Our County Council representative will be asked to review the Whitecroft Road/Station Road junction with Highways department to secure their opinion on what steps can be taken to improve the safety of this busy and hazardous T-junction. Village Infrastructure The Council will purchase two further litter bins and will take a decision on their placement in the village. The Council would like to provide more public seating and will look into installing new benches in several locations in our village streets where they will be of benefit to residents walking through and around the village. Annual Village Meeting The Annual Village Meeting has been rescheduled for Thursday 15th July. The venue is to be decided and arrangements are subject to change. If it is held, the meeting will be subject to whatever Covid measures remain in place. For further information please check the village noticeboards closer to the meeting date. Churchyard In compliance with its obligations under the closed churchyards arrangements, the Parish Council has cleared a small quantity of rubble from various graves. It is also considering the question of the main gates into the churchyard and whether the sharp spikes on top of these gates represent an unacceptable safety hazard. Primary School Swimming Pool Project The Council noted that good progress in fund raising continues to be achieved and will keep itself informed, recognising that the refurbishment of the school pool is an important community benefit. Anti-Social Behaviour at Recreation Ground The Council discussed a recent incident when nearby residents were troubled by rowdy anti-social behaviour on our recreation ground which led to Police attending. The Council would respectfully remind everyone that the recreation ground should be a place of enjoyment for residents of all ages and asks that this be better respected in future. More About Litter! We are not intending to make ‘Litter’ a monthly item in Meldreth Matters but there are a couple of things to follow from our message in last month’s magazine which asked residents to give us further help in reducing the amount of litter that needs to be collected in the village. We have been asked about providing extra bins in the village. We are therefore going to start with two further bins strategically placed; this will be agreed at our next Council meeting. No report on village litter would be complete without thanking and paying tribute to our excellent and hard-working litter picker, Mr. Mick Taylor. Mick is a key member of the village team and we value the essential contribution he makes; as the size of the village inevitably increases his vital work will be helped by the community taking due responsibility. We will all benefit from this so let’s all pull together. Meldreth Parish Council 43
District and County Councillors’ Report Covid-Safe Public Meetings Having spoken with all the Clerks in our shared villages, we understand the challenges of holding in-person public meetings according to Covidsafe arrangements and the need to minimise the number of people physically present. We look forward to being able to attend again as soon as possible. Please send us any comments or questions on our written report. The County and District Council municipal years got off to a ‘flying start’ on 18th and 20th May respectively with annual general meetings being held at Duxford Imperial War Museum in the Conservation Hangar. Because the Government decided not to extend the recent flexibility to allow councils to meet online, a local venue capable of accommodating such a large meeting safely had to be found. Despite the amazing backdrop, the extent to which officers went to ensure the space was Covid-safe and the public cost of hiring a ‘safe space,’ might bring people down to earth with a bump. District Council SCDC Committee membership for Jose and Sally Ann: Jose serves on the Licensing and Audit Committees and chairs the Grants Advisory Committee. Sally Ann serves on the Scrutiny and Overview Committee and Employment and Staffing Committee and sits on the Community Safety Partnership group. Jose and Sally Ann would like to highlight the following: Volunteering and Covid Government guidance sets out how volunteering can be done safely during the pandemic and has been updated this week to reflect recent changes. This includes guidance for volunteers and for organisations/ groups which involve volunteers in their work. Business Grants Grants As of Friday, SCDC has paid out £12,050,994 since November 2020 grants opened (Local Restrictions Support Grants and Additional Restrictions Grants/hardship). £4,576,979 had been paid out of our £4,594,889 Additional Restrictions (discretionary - hardship), 99.6% 44
of the fund has been paid to 1,653 businesses. On Restart grants, we have paid out £4,270,018 out of our £5,814,090 allocation to 453 businesses (73%). Pushing/proactive calling around those who haven’t yet applied continues. It’s eye watering to think that we’ve now paid out well over £40m in business grants over the past 15 months but without it, the local economic consequences just don’t bear thinking about! Growth Fund The South Cambridgeshire Growth fund is opening for applications on 1st July 2021. It is for micro and small businesses operating in/from South Cambridgeshire. Priority applicants will include those who have not previously received government backed (Covid related) funding. A one-off grant of between £1,000 to a maximum of £50,000 will be awarded to eligible applicants. Applicants must: Be South Cambridgeshire based start-ups since/during the pandemic who are looking to scale and grow quickly in our region or Be established South Cambridgeshire based companies who can demonstrate evidence of ambitious expansion/growth plans in our district specifically Eligible businesses are sole traders, partnerships and SMEs located in South Cambridgeshire If your business is in trouble and you have not been able to access a grant please contact the council or Sally Ann or Jose. ‘Winter Support Grant’: Family Fund Residents can now access schemes which can be used for those in need of urgent food or fuel. The vouchers are worth up to £49 (per scheme) for a family, or £29 (per scheme) for an individual. The first scheme allows a voucher for food or fuel and the second scheme is for a fuel voucher only. The schemes are funded by the Department for Environment, Food and Rural Affairs (DEFRA) and the national Winter Support Grant. The vouchers can help residents who find themselves in a desperate situation to address their immediate need. We then work with the resident and other agencies to provide longer term advice and support. If you come across a resident in need of urgent food or fuel, please consider referring them into this scheme by emailing 45

County Council The Liberal Democrat, Labour and Independent groups have formed a new Joint Administration for the Council. Their Joint Agreement, which sets out priorities and the operation of the council going forward, can be read by googling ‘Cambridgeshire Joint Agreement.’ The Council is now in the process of establishing its new committees (service committees have been reduced by two) and formal meetings will have begun in late June following the lifting of Covid restrictions – though at the time of writing clarity on this is awaited. Susan is serving as Chair of the Cambridgeshire and Peterborough Health and Wellbeing Board, and Vice Chair of the County Council’s Adults and Health Committee. There has been a great deal of learning about collaboration across the health and care system during Covid and this presents a good opportunity for the County Council, which is the statutory authority for social care and public health. Susan will also serve on School Transport Appeals panels. Covid Latest From the Acting Director of Public Health: We’ve continued to offer rapid tests from our mobile unit in a number of locations across Cambridgeshire. You can see where the van will be each week at www.cambridgeshire.gov.uk/rapidtesting. We really need people to get involved in the testing, as this is one of our best defences against the virus. We are now following up as many cases as possible to identify where they think they may have caught the infection so that we can put in place preventative measures to help stop its spread and keep our rates as low as possible. The virus is still circulating in our communities and we need to take precautions to make sure it is not allowed to spread in the way it has done previously. Even if you have had both vaccinations, you can still spread the virus and catch it. Currently, people aged 25 and over, or those who turn 25 before 1st July, are now being called to book their vaccinations which they can do so at www.nhs.uk. The data we are receiving tells us that more younger people, particularly those aged 11 to 24, are contracting the virus, so it is really important people in this age group take regular rapid tests to break the chains of transmission. 46

Meldreth Footway Resurfacing Issues Our Local Highways Officer has placed an order for the resurfacing of the High Street footway, as anticipated. Susan has asked that Highways coordinate timings with County Broadband’s infrastructure work for sensible timings. The recently resurfaced Fenny Lane footway seems to have a tilting camber in places. This has been reported to Highways. Path Connecting Meldreth Station to Melbourn Together with the Community Rail Partnership and County Council officers, an informal catch-up meeting was held in mid-May to outline next steps, now that GTR’s feasibility study for the ramp has been completed. Drains Thanks to those who have reported drains they believe had problems emptying during heavy rainfall in May – the standard indicator of problems being pooling for more than two hours.
