Editorial Welcome to the July issue of Meldreth Matters. It was lovely to see so many villagers and their families out and about at some of the June events in the village. I particularly enjoyed the Open Gardens and the village fete; both of which were very successful. July looks set to be a much quieter month in Meldreth but we have plenty of local events that should be of interest. On page 9 you’ll find a few suggestions for school holiday activities. We also have an excellent variety of events on pages 16-17, including a birds of prey evening in Orwell (see also page 21) and the Cambridge Open Studios event. This annual event is well worth supporting and I’ve included a summary of some of our nearest Open Studios on pages 48-49. Finally, why not make the most of the summer weather by trying one of the regular health walks on Therfield Heath. See the poster on page 27 for further information. Kathryn

Summer Station Gardens from the Meldreth, Shepreth and Foxton Community Rail Partnership While our Rail User Group works to support rail services from our villages, another group, the Community Rail Partnership, looks after the station platform gardens. Keeping the stations looking nice for train travellers isn’t the only benefit of station gardening. The British Transport Police, who regularly attend Rail User Group meetings, tell us that having a well-kept station reduces vandalism and anti-social behaviour. If you have been to the stations, you will notice that our tubs are looking very smart after their seasonal replanting. The tubs were purchased last year to coincide with the lengthening of the platforms at Foxton and Shepreth. Plants on station platforms must be hardy to survive in a harsh environment, the sudden gusts of wind from passing fast trains and the ever-changing weather conditions. We have a lead gardener at each station who organises the planting and volunteers. In Meldreth and Foxton, the planting is coordinated by the lead gardener. Foxton have chosen “hot colours� this year with geraniums in shades of red, pink and orange. Meldreth have gone for variety with geraniums, verbena and begonias. At Shepreth, each tub is 4

sponsored by a family or business, with the tub reflecting the personality of its sponsors. If you’re on the Cambridge platform at Shepreth, look out for the special “fragrant” tub – containing rosemary, thyme, trailing lavender and nicotiana which releases its smell in the evenings. The plants are watered through the summer by volunteers, including students undertaking their Duke of Edinburgh awards or volunteering with Guides or Scouts. We still have opportunities for volunteer waterers, so please get in touch if you are interested! Now operating in Meldreth Can we help you? Your relative? Your neighbour? What are our Services? The wardens make regular visits and telephone calls to provide social contact and friendship. They help people to keep safe and healthy in their homes and carry out errands around the villages for their clients, including shopping, collecting prescriptions and paying bills. Wardens assist clients to access other support they may need such as domestic help, home maintenance , meals or benefits etc. What will it cost? We do have to make a small weekly charge for the services. The fee is only £6 per week (a little more for couples). How can I join? Trains Meldreth, Shepreth and Foxton Rail User Group membership has skyrocketed since the chaotic introduction of the new timetable on 20th May – at which point our local services were meant to improve, with half-hourly services all day long. The morning peak service to Cambridge with four carriages had become severely overcrowded and the new eight-car trains have indeed alleviated that. However, a very serious pattern of delays and cancellations has taken a big toll on everyone who relies on trains to get to work, school and other essential destinations. Significant blocks of time with no trains at all are being reported on a regular basis, and a pattern of ‘stop-skipping’ whereby our stations are missed out all together to save time, is becoming the norm. People are rightly concerned that Meldreth, Shepreth and Foxton stops are being sacrificed for bigger stations. Our Rail User Group was founded specifically to protect rail services at these small stations and that’s the job now. All comments on the Rail User Group’s active Facebook page are being collated and sent to Govia Thameslink Railway (GTR). We have called an emergency Rail User Group meeting at short notice for 27th June and a report on the meeting will be posted on our website: www.meldrethsheprethfoxtonrail.org.uk. Meanwhile, please don’t hesitate to get in touch at any time. The unfortunate consensus is that it is going to take some time before problems are resolved and we’ll be continuing to collate feedback for GTR from rail users. Thank you. Baby and Toddler Group Meldreth Baby and Toddler Group continues to meet weekly in the Village Hall. It is an ideal group for children aged 0-4 years and their parents and carers. It is a fun and nurturing environment where parents can have a chat and make friends and children can enjoy socialising and trying different crafts and activities. We are open on Wednesdays during term time from 9.15am until 11.15am. The cost is ÂŁ2 per family and includes a snack for the children and a hot drink and biscuits for the grown ups. We hope to see many of you there with your little ones. Wednesday 18th July will be the last meeting until September, so please join us for an end of year party with games and treats for all. Preschool The children have been very busy this term learning about People Who Help Us: doctors, builders and teachers. We had a visit from Helen who told them all about plaster casts and even applied some to a few willing patients. We have been building and learning with the wooden blocks in the construction area. The children have also been planting sunflowers and tomato plants in the garden in the hope they’ll grow big and tall. Hopefully we will see them growing in all the sun we have had. The children then enjoyed making cakes, crowns and bunting for the Royal Wedding which was a magical experience. Next term we will be doing PE in some of our sessions and turning the home corner into a classroom with uniform and trays for the children to play with, thereby getting some of the children ready for the transition to school. We have a busy half term coming up with our Sports Day on Wednesday 27th June being just one of the highlights. We are also holding a summer fundraiser in the form of ‘The Big Bounce’ - there will be lots of bouncy castles at the British Queen on the afternoon of Friday 3rd August 2018. Keep the date free and look out for more details nearer the time! The preschool is currently finalising sessions for September, so if you are looking for a place for your child, then please let us know as soon as possible so that we can accommodate you. Meldreth Primary School www.meldreth.cambs.sch.uk This month I have shared some of the children’s highlights of this year’s annual trip to the Grafham Water Adventure Centre, where you will see we had quite an exceptional (and a little bit crazy) time! Andrew Jones Deputy Headteacher Grafham was an amazing experience. I was worried before I went about not being able to sleep, but I did! I did things I thought I would’ve never been able to do. I even did a 10 mile cycle ride! I can’t believe I made my own bed! The food was divine; I found the meatballs absolutely delicious – and I had banoffee pie that night. On the second morning, I saw poached egg on the menu – it was the first time I had it and I loved it! I liked spending time in my dorm with my friends and they comforted me when I was missing my family. Every night, Mrs Williams would come into our room to spray lavender around – if you are wondering why, it’s because it helps you sleep. Emma During the time I was at Grafham, I experienced an amazing range of things. This exciting residential was packed with fun and skill. It was a great thing for helping everyone overcome their fear of heights, being on the water, and most of all, being away from family. For most people, the most challenging thing, harder than the climbing wall, harder than the ten mile bike ride, was making your own bed! The most memorable things at Grafham are quite memorable. Things like kayaking, climbing and the food of course, are very memorable, but this year the most memorable thing has got to be when Toby pulled the red string for the alarm in the disabled toilet, thinking it was a light switch! When we were at Grafham, we played a game where you are blindfolded and you have to smell your shoe then throw it away and find it again. In the game, Eddie dived on me and I was flattened, because he thought I was the shoe monster and it made me laugh. I was really proud about getting to the top of the climbing wall and not crying, because it took the leaders a long time to come and let me down and that’s when I thought I was going to cry. I overcame my fear of going on the water again, because when I was little on holiday, I fell off the rubber ring and was under water for a long time! Lily Rose At the talent show, me and Yunus did a German act, where Yunus both sang, ‘It’s Raining Tacos’ in German and told the story of the Three Little Pigs in German. People laughed because the some of the words in German translated to rude words in English! Ed Dear Grafham, you have made my life so much more adventurous. I have learned to cycle an extremely long distance and also to kayak and canoe. I was pleased with my dorm, even though I think we had the smallest room. The food was nice, but I feel the people who eat meat got better meals. My favourite thing was the talent show, and I felt we were the best act. An achievement I feel proud of is when I got a bullseye in archery. The biggest laugh was when me, Toby and Charlie were in a canoe and we got carried away by the tide. In the end, we had to get rescued by a speed boat! Otto My favourite activity was Jacob’s Ladder, a widely spaced out ladder of circular wooden rungs. We did it in groups of three and in my group, Trixie sped off straight to the top, while Mr Jones stayed back and helped me. However, Mr Jones stopped at the fifth rung but I went on to the top rung with Trixie. Eva 13

Meldreth Primary School Football Team As a footnote to last month’s piece on our fantastic national finalists in the England Small School’s Football finals, the school team did indeed travel up to the Ricoh stadium in Coventry to pit their skills against England’s finest (some future stars of the Premiership among their number to be sure!). As I pointed out in last month’s MM, our captain George, and powerhouse defender, Elias were unable to take part, having prior sporting engagements to attend, so we drafted in some of our younger players, Toby, James and Levi. The difference in average age of our side showed and we had to work incredibly hard on another scorching hot day to secure a single draw and two tight defeats. Nonetheless, my pride in the team was immense – and we certainly had our moment of glory, when the trotted down the stadium tunnel, to a mighty roar, to receive their medals, chanting ‘Mr Jones’s Purple Army!!’ for all they were worth. By the way, the other team that qualified with Meldreth from the previous round (and who had failed to beat us then), went on to reach the final, only to be defeated in a nail-biting penalty shoot out! Meldreth Marvels Cycling Group Below are some of the members of the Cycling Group. The group rides depart from the lay-by opposite Holy Trinity Church at 9.15am on the second and last Tuesdays of every month. Melbourn & Meldreth Women’s Group Our May meeting was our annual summer supper and was well attended, with 36 members and their guests. We had a ploughman’s supper and then tucked into a variety of puddings, all provided by the committee members. It was a lovely relaxed evening and thanks go to our committee members who did such good work, along with those members and guests who helped with the setting up and clearing away. Meldreth WI We had a busy time last night, rebuilding Ely Cathedral. Thankfully it didn’t take as long as building the original. Our speaker Jan Munt was originally a teacher. She saw an advertisement for an Educational Officer at Ely Cathedral and was very surprised when she was offered the post. It was her ambition to make the Cathedral interesting to old and young and also inter-denominational. She asked for a three million pound grant to build an educational centre but was offered £2,500 instead! With this money she acquired a 3D version of the cathedral which is made of elm blocks; each one named and numbered. We were each given two blocks and gradually built the Cathedral. As we built, the history of the Cathedral was told. It was fascinating to watch, listen and do. Our July meeting will be a meal at the Green Man in Shepreth. Maycroft Care Home Greetings to all our friends far and near. Our gardens, like those of our fellow villagers, are a haven for wildlife. As the sun rises, we are still hearing the early bird song; birds are nesting and the feeding of young blackbirds is prominent although owls and woodpeckers are seen and certainly heard! 22

Other wildlife that we see includes squirrels, small deer, mice which must be somewhere, possibly voles even; the expert naturalists among you will no doubt have quite a list. And oh! The butterflies and moths! Our butterfly bush has been alive with peacocks and the little brown jobs! So many of them seem to be brown! What a wonderful year of celebration this has been with the Queen’s birthday and the very recent wedding of Meghan and Harry. We continued with our own celebrations and had a beautiful wedding cake made in our kitchen by the chefs, followed by home made party food and champagne to drink a toast in style to Her Majesty, with three hearty cheers and the singing of the National Anthem. Here there was happy talk of the eventful day and remembrance of past royal weddings and anniversaries. A recent concert by the Ukulele Band was much enjoyed. Hopefully we will have good weather for our fete in June. We thank all those families, friends and local businesses who contributed gifts for the different stalls and activities. In August 2017, some folk left Maycroft on foot or in wheelchairs supported by sponsors, to help achieve this magnificent sum. We are hoping to raise the same amount, or dare I say even more, on Sunday 19th August 2018. Please put this date in your diary or calendar and join us in some way. Notes from a Small Garden As we go to press we are still reliving the Open Gardens Day, a week ago. We had a beautiful day and many visitors from as far away as north London and Ramsay. One owner counted 250 people but there were probably more. All were so complimentary about how the six very different gardens had touched them and were very pleased to be able to buy plants at the Richards’ garden. As always, we enjoyed the preparation (with help) as well as talking with people as they walked round. For once I didn’t feel that we had to have the garden perfect and weed free as I have in the past - it must be age! We were so busy that we were unable to visit one of the new gardens but have arranged to go round each other’s gardens in ten days time, something I think we should arrange for all the garden owners in the future. In the event a good sum was raised by the Friends of Holy Trinity. One week later the Veg Plus Club was hard at work planning our show for the fete. There were many ingenious suggestions which we hope you enjoyed. We decided to have a year off flower and vegetable and adult cookery competitions, and give them a rest for a bit, particularly since entry numbers have been falling off over the years. It looks as if it will be a good year for roses, campanulas, perennial geraniums, sweet peas, peonies, and aquilegias. So what do we have to look forward to in July and August? For me it is phloxes and dahlias, penstemons and sedums. I still have two specimens of a pink phlox taken from my mother’s garden more than 40 years ago. They look healthier than ever, probably due to a lot of spring rain, unusual in East Anglia. Many perennial plants have also benefitted from the increased rainfall. However I think the rain has also leached some of the essential minerals out of the soil. In some places in the garden, despite the addition of compost and manure, one of two of the plants look odd, with not very good leaf development and with the centres looking rather yellow and chlorotic. So I shall try some Sequestrine which mainly contains iron, and see what happens. Jobs for July y Dead heading roses, campanulas (a sticky job) to encourage further flowering 24

Meldreth Parish Council www.meldreth-pc.org.uk Extract from the unapproved minutes of the Parish Council Meeting held Thursday 7th July at 7.30pm in the Green Room of Meldreth Village Hall. Present: Councillors R Goddin, Chairman, R A Searles, Vice Chairman, C J Fallon, N Garner, P Gilmore, C A Land, N Pellatt, A Young. In attendance: J Damant, Clerk, Councillor S van de Ven (CCC), Councillor P Hart (SCDC) Apologies for absence: Councillors R James and J Hales Public Participation There was one member of the public in attendance. Concern was raised regarding an overgrown public footpath, from the station towards Melbourn. District Councillor Report See pages 40-41. Councillor Hart, Councillor Goddin and Mr P Kratz are to meet and discuss how best to prepare for the appeal hearing on the Eternit 150 houses plan. Councillor Hart also reported that even with the 5-year land supply, the margins are still very tight. County Councillor Report See pages 43-45. Councillor van de Ven also reported that there will be further financial burdens imposed onto Parish Councils in the future and encouraged all councillors to attend the County Council meetings where such issues are discussed. Councillor Goddin enquired as to what kind of burdens the Parish Council can expect; Councillor van de Ven stated that grass cutting could be one of them. The CCC presently cut the verges three times a year. Meldreth have already adopted the verges but not those on main roads or at junctions. The Local Highways Officer position is now vacant and all reports should be done via the CCC website.

Working Group Updates/Reports Meldreth Futures Working Group A meeting is to take place within the next few weeks. The group is currently trying to organise a steering group in order to look at the Community Led Plan, but they need more volunteers. Planning Marley/Eternit Appeal Update The meeting with the Inspectorate will take place on 26th June 2018. Councillor Goddin is still concerned that there has been very little guidance regarding who can attend and what can be said. It was agreed by all that Councillor Goddin contact Mr John Koch of the Planning Department to enquire what the Parish Council may do. Major Projects Security for Pavilion CCTV equipment has been installed. Some neighbouring residents have also expressed concern that the cameras may be intruding into their gardens. No camera will be directed at any private property. Church Wall Councillor Goddin reported in the absence of Councillor James. A meeting has taken place where the walls and trees were discussed. Councillor Goddin enquired with the church representatives as to what the procedure would be if what the church would like is not within the financial capabilities of the Parish Council and what the fall-back procedure would be. Ongoing Projects Playground The monthly report was submitted by Councillor Fallon. The Clerk will arrange site meetings with contractors to look at all matting, under both sets of swings and the slide. The ROSPA report has now also been received. The Clerk to arrange for the trim trail repairs for the grass area on the zip wire to be looked at so see if extra matting would be of benefit. Footway Light Survey Update on the cost of replacing all thirteen lights on North End and Chiswick End. To date the Clerk has not received a reply from Balfour Beatty. 32

Defibrillators The defibrillator situated within the red telephone box along North End has been installed; waiting for it to go live from the ambulance service. Paint has been received and the box will be refurbished. Training on the use of defibrillators along with CPR will be held on 30th June at the Community Rooms, booking is essential so residents need to contact the Clerk. Recreation Ditch Two quotes have been received to clear and rebuild the bank along the ditch at the recreation ground. It was proposed to accept the quote from SP Landscapes. Other Items Tree Planting There has been a request from the Tree Warden to look at implementing a tree planting scheme within the village and if funding for this can come from the Community Benefit Fund. This was discussed and it was agreed that the Clerk should send the information to the Meldreth Futures Group. Proposal for a Change to the Junction Layout of Whitecroft and Station Roads Councillor Gilmore reported then even if the GoCold development does not happen this junction should be investigated further as there could be another development at a later date. Councillor Searles reported that this junction is not listed as an ‘accident black spot’ and it may be difficult to get any backing from the local authority; however, the junction at Fenny Lane is classified as a ‘black spot’ and maybe this junction should be investigated as a higher priority. The junction at Fenny Lane is part of a S106 requirement for the possible Marley/ Eternit development but if this does not happen then the Parish Council will need to find a solution to this junction. It was agreed that both junctions be looked at further by the Traffic Working Group. Churchyard There have been no reports of the Spotted Flycatchers nesting in the dead tree. It was agreed to accept Acacia’s quote at a cost of £600. This is the cost of taking the tree down; it was suggested that if the Church wished to have the roots removed they should look into this themselves. It was also noted that if the company was unable to 33

remove the tree before the Church fete on 16th June, that a larger area be cordoned off to protect the public. Clerk to contact the contractors. GDPR and Appointment of a Data Protection Officer Following last month’s meeting where it was agreed to appoint a DPO, it now transpires that Parish Councils do not have to do this. However, the decision was made to keep to the original decision and appoint LCPAS to help the Clerk. Annual Village Meeting Councillor Goddin reported that he thought there had been a very good response to the meeting, with many attendees. There was a fault in that the microphone system was not used; this will be rectified next year. Councillor Goddin would also like a more formal system next year with Councillors speaking at allotted times about their particular projects. There being no further business the Chairman closed the meeting at 10.02pm. The next Meeting will be held on 5th July 2018 at 7.30 pm in the Green Room of the Village Hall. Overhanging Vegetation Could residents please ensure that, wherever possible, they keep hedges and foliage trimmed so that they are not overhanging footways. The owner or occupier of a property has a legal responsibility (Highway Act 1980 s154) to ensure that the “public highway” (which includes footways and footpaths) adjacent to a property is not obstructed by vegetation from their property. At this time of year, hedges can quickly become unmanageable. Even during the nesting season, it’s OK to use secateurs or shears to keep a hedge under control, and if you do disturb an adult from their nest, they should return when you leave the area. However, the RSPB recommends that harder pruning of hedges and trees is avoided between March and August. It is an offence under Section 1 of the Wildlife and Countryside Act of 1981 to intentionally take, damage or destroy the nest of any wild bird while it is in use or being built and you are not permitted to block access to any active nest. Neighbourhood Watch TSB Frauds I'm sure you will have heard of the recent problems with TSB’s computer system update, which resulted in 1.9 million users being locked out of their accounts. Perhaps inevitably, Action Fraud have seen a leap in the number of reports of frauds related to TSB. One of the frauds has involved the well-known method of using a fake email, text message or telephone call to request personal information from the victim. In several cases, people have lost large sums of money, with one victim losing £3,890 after initially receiving a text message claiming to be from TSB. Fraudsters used specialist software which changed the sender ID on the message so that it looked like it was from TSB. This added the fake text to an existing TSB message thread on the victim’s telephone. Another fraud that has been reported is Port Out Fraud. Mobile telephone networks offer the facility to transfer (or port) a telephone number to a new SIM on a different network, using a PAC (Porting Authorisation Code) number. Fraudsters are abusing this facility to transfer the victim's telephone number to the fraudster's SIM card, so that the fraudster can intercept the victim's text messages and access services linked to the telephone number. One victim initially dismissed text messages received from their network provider containing a PAC number. Two days later £6,000 was removed from the victim’s TSB current account. District Councillor’s Report Public participation The new administration at SCDC is actively encouraging more public participation at council meetings, including in an active capacity. Key policy and programme decisions will be made by the whole Cabinet, of which Philippa is the Portfolio Holder for Customer Service and Business Improvement, and the first Cabinet meeting was scheduled to take place at SCDC in Cambourne on Thursday 28th June. Questions to Cabinet can be submitted in advance and the meetings are open to any member of the public to attend. The next meeting of Full Council is Thursday 19th July at 2.00pm and the same opportunity to attend applies. In the same vein, and if a journey to Cambourne does not appeal, meetings of your Parish Council are public events and it would be great to encourage as many Meldreth residents as possible to attend. The next full meeting takes place on Thursday 5th July at 7.30pm in the Green Room of the Village Hall. Marley Appeal This appeal will take place on 26th June by public hearing at SCDC in Cambourne. We anticipate that the appeal will deal with the major issues of concern to the PC namely: size and proportion, position and connectivity, isolation, distances leading to use of vehicles, inadequate pubic transport, effects on village roads and infrastructure, effects on connections to and from the A1198, and continuing concerns about asbestos. Ward Projects Your District and County Councillors have identified several projects in the Melbourn Ward upon which they will be focussing in the next few months. The ones which are relevant to Meldreth are accessibility issues for students at Orchard Manor and an anticipation of the impact of demographic growth on Meldreth Station. We hope Meldreth residents will support these projects; please get in touch with either Jose, Susie or me if you wish to get involved. Mettle Hill Philippa has contacted the Head of Planning at SCDC again to ask for a steer on the possibility of how Rural Enterprise status might work for the Mettle Hill site. The Parish Council is still open to possible uses for the site. 40

Local Plan Residents were informed at the village Annual General Meeting that South Cambridgeshire is now able to demonstrate a five-year housing supply. The margins are very tight and some assumptions, including the outcomes of certain key appeals, have been fed into this calculation. The new administration will be putting its mark in the next few weeks on the Housing Strategy which will guide the next Local Plan; the administration has already identified the advanced average age of our village populations as one of the factors needing imaginative solutions. Melbourn Dynamos Philippa and Jose attended Melbourn Dynamos’ presentation day at MVC on 10th June and were very honoured to be given the important job of handing out the awards. This flourishing club, run by volunteer coaches, does great work bringing together children, boys and girls, from the surrounding villages to play football. We were really impressed by how delighted all the players were in congratulating those of their teammates who received awards this time round. County Councillor’s Report This is a longer version of the report I gave to Meldreth Parish Council at its June meeting. Due to enormous changes happening now in local government, I feel obliged to report to you on high level decisions which I believe do and will impact Meldreth residents. I would love to be providing a more positive report! Please don’t hesitate to get in touch with any questions. County Council Move to Alconbury The Annual Meeting of the County Council in May saw a formal decision to move the County Council to Alconbury, in spite of what was flagged up by a number of councillors of all colours, as serious transport shortcomings. The other option of Northstowe at least has public transport links. A new council HQ is to be constructed, at a time when coffers are depleted and many existing municipal buildings have extra capacity. Further, it is expected that the Mayor will commission a local government review, so planning a new building could be seen as premature. Meldreth Station Parking Issues – local window on the bigger picture Accessing our local station at a time when population is growing, roads to Cambridge and Royston are becoming more congested at peak times, and train service frequency is increasing, brings significant new challenges of access. It would be good to see a strategic plan for car parking that takes away the burden of parking on residential streets; smooth and adequately wide footways for those who are able to access the station on foot, wheelchair or mobility scooter; and safe cycle access and bus links from nearby villages like Whaddon and Bassingbourn. All of these things require forward thinking and significant funding, which the Parish and County Councils would find difficult to provide. The most relevant funding sources are the Greater Cambridge Partnership and the Cambridgeshire and Peterborough Local Enterprise Partnership and I have been working with both organisations over the past few years. The LEP is particularly interesting because its funding remit extends to Royston, in particular the mini-economic zone of Melbourn and Royston business, where many Meldreth residents work. The new mayoral layer of local government changes the dynamics. The LEP has now been subsumed into the new Mayor’s Combined Authority structure. The Mayor has the power to veto GCP decisions, and accordingly recently announced a ‘pause’ on all GCP transport 43

projects. This means that plans to expand Trumpington Park and Ride, which is now often full after 9.00 or 10.00am and to construct Cambridge South Station at the Addenbrooke’s site, have been put on hold, while the Mayor reconsiders priorities for Cambridgeshire and Peterborough. Currently these include the CAM metro and an extension of the M11 to Wisbech. At the recent Meldreth, Shepreth and Foxton Community Rail Partnership, to which all parishes were invited to send a representative, a County Council Transport officer helped to fill out the picture. Health Services – Available Money and the To-Do List The County Council Health Committee, of which I’m a member, is being asked to review the Cambs/Peterborough NHS 'Sustainability Transformation Plan' that seeks to get all health and social care providers coordinating together, to look after people as well as possible, and avoid wasting money. Our local health service faces what can only be described as eye-watering savings targets, as costs far outstrip available resources. On a £1 billion budget, the Cambs/Peterborough Clinical Commissioning Group has negotiated a £35 million agreed deficit for the coming year, on top of a £35 million savings plan. Please let me know if you would like to be directed to the relevant reports. Does this matter for us? GP surgery capacity, improving the way mental health support works, relieving congestion and capacity limitations at A&E, and helping elderly people who may be waiting in hospital even though they are fit to return home – including to a care home – are affected. The issue of ‘Delayed Transfers of Care’ reached crisis levels in Cambridgeshire this year and a Care Quality Commission inspection is therefore likely in the autumn. As councillors we heard again this month from health and social care providers that the problem of finding an affordable place to live, and accessing workable public transport to get to jobs, continue to be among the most concerning risks in the big picture, together with a need for more money, and a population which is getting older and thus more costly to care for. At a local level, it is therefore important, in my view, to keep in mind housing for ‘key workers’. Local Highways Officer Vacancy Every parish is assigned a Local Highways Officer (LHO). Our officer resigned and took a job in the private sector several months ago and a replacement has yet to be found. Our Local Highways manager has 44

now announced that he too will be leaving Cambridgeshire County Council in August, also moving to the private sector – he being the person who did the Flood Avoidance tour with us this spring, covering in the absence of the vacant LHO. I hope that the flood avoidance works outlined during the tour will be completed as planned. Pothole Reporting and Compensation Thank you very much to everyone who has taken the trouble to report potholes and other highways faults on the County Highways online system. If nothing else, this provides a service to anyone who damages their vehicle or bicycle in a pothole, because if a fault has been logged then compensation claims are much more likely to be processed. At the same time, it is obvious that faults are taking a long time to be addressed, and as explained above the Highways Department is not fully staffed. This month, my casework has included a request to review a personal compensation claim, which the County Council has investigated and rejected on the basis that it had adhered to its inspection schedule and the fault had not been reported. Grass Cutting Grass along the highway outside of parishes is now cut only twice per year, to save money. I have been working with AstraZeneca, who supported the construction of the A10 cycle path in order to encourage their employees to cycle to work, on ways of providing extra support to essential maintenance. They provided a grant to ensure three extra cuts of vegetation along the path, plus hedge cutting, sweeping and weed treatment. However, County Highways needs more staff capacity to ensure that the contract for this job is managed and the job done – at the moment this is not happening. Melbourn Children’s Centre The long-standing manager of Melbourn Children’s Centre has now resigned; we continue to await clarity on the new style of providing services to local families. Healthwatch: It Starts With You Our local Healthwatch in Cambridgeshire and Peterborough are launching their ‘It Starts With You’ campaign to encourage more people to share their experiences of using local health and care service.
