Welcome to the April issue of Meldreth Matters. This month, we have a variety of articles to move, entertain and inform you. Events taking place in the village this month range from a coffee morning to a quiz, from a Lawn Bowls Open Day to the Friends of Holy Trinity’s Spring Gardens, so I hope you will feel inspired to make the most of the warmer weather and participate in village activities. Ed Mallen (1996-2015) Suzanne, Steve, Lottie and Will would like to express our sincere thanks for all the kind words, support, love and lasagne given to us after the death of our wonderful Edward. Anyone who knew Ed will know how remarkable he was and to have had his life extinguished by such a cruel and insidious illness has left a gaping void in all our lives which can never be filled. Lottie posted the following on Facebook shortly after Ed’s death and we wanted to share it with the village: It’s an extraordinary thing to have known someone with talents such as Ed’s. It’s an even more extraordinary thing to have known someone with these talents who was also such a wonderful human being. Edward was the most amazing person on the planet, he was loyal and caring and so, so kind. He never did anything for himself or put himself first; everything he did, he did for others. He was so loving and he cared for his fantastic friends and family to such a depth that he would do anything to make them happy. Sometimes he spent so much time looking after everyone else that he forgot to take care of himself. 2
He was ridiculously intelligent and academic, he was so gifted at piano and sports and was about to go on to study at Cambridge University. It is a terrible shame that Ed will not be able to carry on with his gifts, but this is not to say that they were wasted. We all enjoyed and treasured every moment spent with him and we all have precious memories that will never ever be forgotten. It is heart-breaking that Ed’s life had to end. I’m sorry to everyone who knew him because the loss is huge. I hope we can believe that he is in a better place now and that he knew how loved and cherished he was by everybody. My family and I would like to thank everyone for showing us so much love and kindness. The level of support we have received has been overwhelming and we are so very grateful. Please keep strong everyone, I know that Ed would have wanted us all to be happy and keep going. My beautiful brother, not a day shall pass where I don’t think of you, you were my favourite person in the world and I couldn’t have asked for a better older brother and best friend. Sapphire Class 2008: a personal memory of Edward Mallen (1996-2015) This was a truly exceptional group of children, awash with big personalities possessing unusual gifts and talents and a fantastic sense of themselves as a team. Edward shone brightly among them. Confident, yet modest and with great communication skills, he was able to speak as their representative and often did, as leader of the School Council and in assemblies and presentations throughout his final year at Meldreth. You stopped and listened when Edward talked – he spoke wisely and confidently and in lessons, others knew they could learn at least as much from him – and probably a good deal more than they could from me. He was the natural choice to present our ‘Ten Top Tips to Save the Planet’ film, which is as engaging and humorous now as it was seven years ago, and showcases the Edward as Richard the Lionheart singularity of that 5
special group who would only all be together like this for a few months more. Thoughtful and creative in his written work, art and music, Edward managed to excel in all that he did. He worked hard and took a pride in whatever he did, but he never flogged himself to achieve – he was naturally very able in many ways. He also took part in whatever was going on in school. He loved Gardening Club – our weekly foray into some things horticultural where we planted things and they grew in spite of our hapless efforts. The Club photograph for 2008 illustrates perfectly the spirit of the group – we never took things too seriously… and that’s what made it great! Later in the year, Edward was perfectly cast as King Richard in our end of year play, Hoodwinked - with no dispute at all that one so kind, thoughtful and caring towards others should take the iconic role of ‘the Lionheart’!

The end of primary school inevitably marks a parting of the ways; a time of celebration, reflection and inevitably some sadness. 2008 was among the most memorable of farewells. The kinsmanship and 6
fondness for one another that the group felt was never stronger than on our end of year summer trip to Hathersage Youth Hostel in Derbyshire. At the end of each activity filled day, we walked out as a noisy group into the hills and ran and rolled and played and sang – with an old tree stump for a stage, laughing and shouting while the day turned to night – everyone with a joke, a song or a spooky story to share. This was the best of times for sure and I remember Edward, like all of us, shouting, laughing and running in our home-made paradise. The Leavers’ Assembly in school is always an emotional affair and the class of 2008 provided a particularly memorable farewell. Children shared memories and anecdotes and performed for their hanky– gripping parents – hankies that were certainly put to good use when Edward played Yann Tiersen’s beautiful piano piece, that he had determinedly told me months earlier that he was going to learn and play at the Leavers’ ‘do’. It is a piece of music we knew well, as it had accompanied an animation, ‘The Piano’ that we had used as a writing stimulus earlier in the year. The powerfully charged piece and the fact that, true to his word, Edward had mastered it, offered a deeply affecting experience for all present. In addition, I’d prepared the class to sing ‘Caravan of Love’ originally by the Isley Brothers, but covered accapella style by the Housemartins in the 1980s. This song had been an assembly standard at the first school I taught in, in Tower Hamlets and I’d long desired to have the right group of children – who truly exemplified its sentiments – perform it. In Edward’s year group, I’d found those children and they delivered it with heartrending aplomb. I only taught Edward for a short while, but the light that a child like Edward shines upon us all radiates for a long, long time. Many if not most of the children in Sapphire Class had grown up with Edward; they’d been with him since pre-school and even before. We can only guess at the depth of the feeling of loss that they are enduring. All of us are better people for knowing Edward and working with him – and we did so in a time of innocence, comparative simplicity and happiness – childhood. It was an honour to know him, to teach him and watch him grow with his exceptional Sapphire Class friends during the magical days of innocence, optimism and possibility between 2007 and 2008. With the sunshine having finally made an appearance, the children are using the garden a lot more and enjoying lots of walks around the village and along the river. They're getting very good at recognising lots of different flowers. We hope the children are currently enjoying their Easter break. When they return after the holidays the older children will begin visits to the big school across the road in preparation for starting there in September. Our Pre-School is currently struggling financially due to government cuts in our funding. We are doing all we can to ensure our Pre-School can stay open by applying for grants and planning lots of fundraising. Our race night was a great success, raising over ÂŁ500 and we have a jumble sale planned for the 18th April (see below). Please can you all support these events wherever possible to help us keep this wonderful setting going. We are also looking for a new Treasurer and Chair as the current office-holders need to step down. If you are interested, please contact us for more details. Melbourn Village College www.mvc.org.uk Year 4 Science Festival More than 100 youngsters from six of Melbourn Village College’s feeder primary schools enjoyed a fantastic hands-on science day at the senior school in March. Co-inciding with National Science Week and the Cambridge Science Festival, the Year 4 pupils were welcomed by a group of talented Year 8 and Year 10 Melbourn students for one of three sessions during the day and took part in eight experiments. These were: 1. Fire extinguishers: students made models of carbon dioxide fire extinguishers using baking powder and hydrochloric acid. They then used the gas to put out a candle. 2. Spinning TARDIS: students made model TARDISes and used the power of water to help them to spin. 3. Indicators: students used universal indicators to investigate whether a number of household liquids were acids or alkalis. 4. Static electricity: students used balloons to create static electricity. They then used this to make foil hover, pick up semolina and move a coke can. 5. Hearing tests: students looked at how sound waves travelled to our ears using a model ear and then a signal generator to create a range of sound frequencies. 6. Flame tests: students burnt some chemicals and observed what colours the flames turned. 7. Spinners: students coloured a pair of pictures of, for example, a bird and a cage. When they were stuck together and spun they looked like they were one picture. 8. Extracting iron: students used the chemicals in matches to get iron from iron oxide. They then tested the iron with matches. Melbourn science teacher Cat Rich said, “It was a fantastic day for all concerned. The Year 4 students tried lots of experiments that they wouldn’t normally be able to do at school and the Melbourn Village College students worked exceptionally well, teaching the Year 4s.” Alison Friday Communciations Officer Melbourn Village College 11
Meldreth Manor and Orchard Manor Summer Fete Saturday 6th June 2015 This year we are going all out and the students and staff here at Meldreth Manor have been very busy over the last month coming up with different ideas to make this year’s summer fete go with a bang. We have a range of entertainment confirmed including a Korean martial arts display from Melbourn Tang So Doo Club, a performance from Aspire Trampoline Display Team and there will be live music supplied by the MVC big Band. Just confirmed are Harlow Steel Band who have recently visited for a day. Due to their popularity, we have asked them to come back for everyone to enjoy. The gates open at midday with the grand opening at 1.00pm. Make sure you arrive with plenty of time to see who will be opening the fete. The BBQ will be kicking off at midday so why not come along to have lunch? We have all the regular stalls planned including tombolas, raffles, cakes, plants and many different games. We will have three bouncy castles and the competitive amongst you can try the inflatable sumo suits out. New this year, will be the children’s craft tent where they will be able to make different craft items to take home at the end of the day. Notes From a Small Garden Now that April has arrived there are many tender shoots in all parts of the garden that need protection on frosty nights. Many can be protected with fleece. Julie has for once managed to protect her tree peonies and phormiums this way but hasn't tried the Old Boys’ way that Jim describes! Their way was to use water over the affected plants with a fine rose on a can and have the water as cold as possible. Never use warm or tepid water and this must be done before the sun gets on the plants. April is one of the busiest months of the year. Chitted potatoes should be in by Easter depending on the weather and whether they are early, main or late crop varieties. Whilst penning this column, Julie and Peter are just at the end of a very happy birding trip on the Solway Firth. Going up Teesdale we saw black and red grouse and lapwings displaying for all they were worth despite the cold and the strong winds. Julie picked up some small violas for half price to put in her hanging baskets before they are planted up with tumbling tomatoes, despite the rest of the group telling her it was time to be off! She always forgets how nostalgic the smell of heather, gorse, and wet peat is. It's the smell of acidic soil and the taste of the water from the streams dashing madly down the hills which she misses so much in chalky East Anglia. Julie and Peter will be working hard with their helper in the garden to get ready for the Spring Gardens event on Sunday 19th April. Please visit them and all the other gardens which are a little further from the teas in the Church than those in the High Street. It's such a good opportunity to look at lots of the gardens in the village - all so different and of course with very different soils. Luckily we have quite good loam in Chiswick End compared with the clay common in some North End gardens. With the spring flowers in full bloom it is time to sow all kinds of Primula seeds for next year. We have sent for some laced primula seeds. These are primroses with a white or gold colour edge to the flowers. All primula seed is best sown on finely sifted moist compost. Keep in deep shade. The Old Boys would cover the seed trays with a handful of grass stems. This would give shade but also let the light in, which is needed for germination. As soon as they germinate, cover with 16
a light covering of finely sieved soil, keep shaded and in a temperature lower than 60F. Jim's cucumbers, melons and tomatoes (Red Alert) are growing strongly and are ready to be potted on. Some of the Veg Plus Club have only just started their seed collections, including tomatoes, off! Things to do Try sowing freesia seeds in five inch pots; these will flower in the autumn. Remember to get in seeds for winter salads; corn salad and American land cress are both really useful and are easy to grow. They are both fully hardy and corn salad is a particularly good self seeder. Good April gardening and remember to spend time sitting down in a comfy garden chair and admire all the work you have done! Most of us can't do that for long though. One only has to look around and spy the odd weed or remember a job that simply must be done today. Julie did once know someone who cut her lawn with nail scissors, but by nature she is not obsessional; unlike Jim, “slap dash” better describes her! Good Companions The new programme, which starts with our first meeting in April, is almost complete. We have two trips scheduled and lots of activities. The April meeting will include our AGM, an Easter service and an Easter Egg competition – make or decorate an egg and win a prize. Subscriptions of £6.00 per person are also due to be paid at this meeting. The February meeting went well, discussions about the new programme started the meeting off and a representative from Oakhouse Foods came complete with two microwave ovens and gave an interesting talk. Then members were able to sample several meals and desserts including a tasty risotto and cheesecake, which were enjoyed by all. Meldreth WI It was to have been a case of 'under new management' at the our March meeting. However, the 'new management' was unable to attend due to a severe cold so Mrs Maureen Moody will not take over from Mrs Jane Bates until the next meeting. Jane has been a wonderful President throughout the last four years, dedicated to the job and we were able to show our appreciation with a gift from all members. A special thanks also to Alan her husband for putting out the chairs and tables at our meetings. Where would we be without the husbands who help? Thirteen members enjoyed a visit to Scotsdales Garden Centre for a look around the plants and afternoon tea. On 11th April it is the Cambridge Federation AGM to be held at Comberton Village College and as it is our centenary year it is to be held over a full day. In the morning David Whiteley from BBC East TV will be giving us some behind the scenes gems and after lunch Pru Leith, writer of many cookery books and now a judge on a BBC TV cookery programme will tell of some of her experiences. It is our group meeting at Barrington village hall on 16th April when the speakers subject will be "Weird and Wonderful Wedding Experiences". The darts team have been practicing diligently, 'arrows' sharpened, feet on the oche ready for the beginning of the season. The sewing group and keep fit have also started. With hopefully better weather coming along the ladies will enjoy their Monday walks Next month our speaker is Mr Sean Brady. Sean is a very interesting speaker as we know from past experiences so it will be a good evening. Why not come and join us? Kathleen Thompson

Melbourn and Meldreth Women’s Group Our February meeting was in All Saints Community Hall where 21 members met to hear Anna Taylor give a talk based on “Hats and the role of women in the 20th century”. Anna began by telling us that she went to Leeds Art School after the death of her husband. This was a totally new experience for her and the four years of extremely hard work there mean that she is now a milliner able to produce hats to couture standard. Anna still makes hats but for a few clients only. We were then taken on a whistle stop tour of the 20th century and looked at the influence of fashions and events, decade by decade. Modern inventions such as the motor car, perms and press studs all had their effect on fashions and hats: who wanted to pay for a perm and then cover it up? Major events, including the two world wars, also affected hat design. The change in the roles of women and their increasing participation in sport and music also had an influence. For most of us, hat wearing is now mainly for a wedding or a day at the races although certain types of hat, Burberry hats or beanies for instance, may be a sign of belonging to a certain group of people. I can’t cover everything in this article but it was a lovely evening. Anna generously donated her fee to our charity for the year; Home-Start Royston and South Cambridgeshire. Our April meeting will be on 28th in Melbourn Community Hall when Preet Kaur will speak to us about Forced Marriages and Honour Crimes. We start at 7.45pm and all are welcome. After Thomas Plant's valuation day last year he took articles to sell that had been held over from The Jewellery Stall of the Bazaar for the last few years along with odd ear rings, cufflinks and rings that were no longer wanted, principally because I felt unable to put a realistic value on them. I am pleased to let you know that the sum of £411.84 was raised from this and I would like to thank you all. Also an encouragement that if you have any odd gold earrings, cufflinks, bracelet links etc. that are of no use to you please do pass them on to me and I shall hold them until we can put them together and hopefully raise some more funds. Why protect heritage” Peter Draper’s talk was attended by a large number of people and with ten years on the committee for the Cathedrals Fabric Commission for England and now a commissioner for English Heritage, the talk was delivered with enthusiasm and considerable knowledge. Heritage has been described as “some parts of the historic environment which are important to society as a whole or to a group within it and merit some level of protection or consideration. They are the elements of the historic environment that we value for more than their money’s worth”. A building does not need to be very old to be listed; an example of this is the 1960s Preston Bus Station which was Grade II listed in 2013. Holy Trinity Church which is one of just over 9,000 Grade I listed buildings in the UK and the only Grade 1 listed structure in Meldreth. Sunday 19th April, Open Gardens, 1.30-5.30pm This year we will have a diverse selection of gardens, from small to very large, in the High Street and Chiswick End, including that of our retired professional gardener and vegetable expert. As in previous years, the Garden Design Centre based at Scotsdales will support our event with a free Garden Design Consultation which will be raffled. Teas will be served at the church all afternoon. Entrance £4 and 50p for children. Holy Trinity Church Projects Church Heating Work has been delayed a little recently due to the bell restoration project. However, a grant of £8,000 towards the project was presented to the Reverend Andrew O’Brien by the Rugby Benevolent Fund at the end of January Bell Restoration The final application for a Landfill Grant from AmeyCespa was submitted at the end of February and we have just been awarded a £20,000 grant towards the total cost of £83,000 for the bell restoration, making the project fully funded. Work to dismantle the bells will start on 7th April and the restoration work at Whitechapel Bell Foundry will take three to four months, including full assembly and testing at their works. John Price

General Election 2015 The General Election will take place on 7th May. This month we have profiles on the remaining candidates for the South Cambridgeshire constituency: Labour’s Dan Greef and UKIP’s Marion Mason. I’m Dan Greef, Labour’s Parliamentary candidate for South Cambridgeshire. I want to explain a bit about myself and why I have put myself forward to represent South Cambridgeshire as a MP. I’m not a career politician, I’m a History teacher at Impington Village College and live in Trumpington with my wife who is a doctor at Addenbrooke’s. Over the last five years I have been increasingly disheartened with this government. Education and Health has been under attack on ideological lines and our communities have suffered. I have spoken to local people across the constituency who are worried about the rising cost of living, changes to NHS and social care services. The brunt of the coalition cuts have been borne by hard-working people who have seen their quality of life slashed by this Liberal-Tory government. I have also heard from former Liberal voters who are disillusioned by the role their party has had in supporting Tory policies. South Cambridgeshire has also been affected by new developments. We see development racing through many areas putting great pressure on an already strained infrastructure. Cambridge must grow, however I want to see developers giving back to communities and protecting the green spaces that are so precious to us all. General Election 2015 Hello, my name is Marion Mason. I am the UK Independence Party (UKIP) Parliamentary Candidate for South Cambridgeshire in the forthcoming General Election on 7th May. I am a parent of three grown up children, also now a proud grandmother. I have been a nurse for over 40 years, working in both the NHS and the private sector. Latterly, for the past 20 years, I was Manager of a nursing home for the elderly. Having semi-retired from this line of work two years ago, I have since been involved in the family business. This gives me flexibility and time to put into this position. Over the years I have always been actively involved in my community. I have been a school governor in the past and was on the management committee of Age Concern and of a local community centre for several years. Meldreth Parish Council www.meldreth-pc.org.uk Extract from the unapproved minutes of the Parish Council Meeting held Thursday 5th March 2015 at 7.30pm in the Green Room of Meldreth Village Hall. Present: Mr S Hawkins - Chairman, Mr R A Searles, Mrs C J Fallon, Mr C A Land, Mr D Lee, Mr N Pellatt and Mr D Stewart In attendance: Mrs J Damant (Clerk), Councillor P Hart (SCDC) and Councillor S van de Ven (CCC) Apologies: Mr A Keena and Mr J Fenner. Public Participation: there was one member of the public in attendance. There were no public items discussed. Report from County Councillor The full report is published in full on pages 38-39. Street Lighting The Clerk will find out from Cambridgeshire County Council which lights in Meldreth they are proposing to turned off between midnight and 6.00am. Cycle Scheme Funding The Clerk confirmed that she had written to Councillor Manning at SCDC supporting the proposal of a cycle path between Royston and Melbourn. College Farm Bends Drains The Clerk confirmed that the riparian landowner responsible for the ditch had been contacted and Mr Searles has agreed to meet with him if needed. Fenny Lane Cross Roads The landowner of the trees obstructing sight lines has agreed to get the ivy removed from the trees, after the birds have finished nesting. 33
Solar Farms (see item on page 37) The clerk has written to SunEdison regarding the community benefit contribution for Bury Lane Solar Farm explaining the process to propose projects for funding. Documentation regarding Community Benefit for the new substation for the Melbourn solar farms has been signed and sent back to Lightsource. Mettle Hill Councillor Hart reported that a further meeting of the working group to propose uses for the land had taken place and minutes had been posted on the Parish Council website. Quotations for ground clearance and a 'Ground Clearance Investigation Report' are being obtained. The idea of self-build houses is being looked into and SCDC is looking at possible sites for building. Councillor Hart reported that land for possible self-build can be registered free of charge although it is not clear that Mettle Hill would be approved for residential development under the current Local Plan. Playground All equipment appears to be in good working order and the removal of the hedging around the play equipment and the trees along the footpath has been completed. The chippings will be used on parish footpaths. The roundabout needs repairing and the Parish Council will look at costings for replacing the platforms or totally replacing the roundabout. Village Maintenance CCC Highways Department say that their letter of 5th January 2006 appears to be incorrect and that the CCC Highways Department is not responsible for the Flambards lay-by. Further investigation is needed to find out who is responsible. The ditch at the recreation ground has been skimmed. The spelling mistake on 'Holy Trinity' on the sign opposite the station entrance will be corrected. Two signs for the Village Hall car park will be ordered warning people to take extra care during icy or wet weather. Another sign will say ‘no overnight parking'.

Station Road Fence The railway bridge fence damaged in a motor vehicle accident will be repaired by Network Rail but they will not be replacing the whole fence. Almshouses at the Stocks Mrs Lesley Farbridge has resigned as a Trustee for the Almshouses and Mr Robert Long has taken her place. Dr Sandra Webb has been reappointed as a Trustee. These changes are with the Parish Council’s agreement. Parking Issues outside the One Stop Shop Mr Searles reported that he and Mr Hawkins attended a meeting with CCC Highways Department representative, Councillor van de Ven, a local resident and local and head office management of One Stop. One Stop are concerned that they are unable to get their delivery lorries on site in order to deliver goods. They deliver two to three times per week. It was suggested that deliveries take place between 7.00am and 9.00am and that the drivers liaise with the shop so that cones may be placed outside the shop to allow the lorries to park there. One Stop will contact their suppliers who deliver milk, bread and frozen items to see if they will agree to the same plan. This will be monitored for six months and then reviewed. Parish Councillors' Reports Mr Stewart reported that the Youth Club in Melbourn (MAYD) have held a meeting where funding was discussed for the financial year from April 2015. There will be a three year contract with GroundWorks. Mr Stewart attended the recent Police Neighbourhood Panel Meeting with Mr G Borgonon. One of the main subjects discussed was antisocial behaviour and it is hoped that the Youth Club will help reduce this. Mr Searles reported that Haslingfield has a 40mph speed limit before the present 30mph limit with 20mph within the village centre and that Hauxton has done the same. He suggested an approach to Shepreth Parish Council to see if they would be willing to join Meldreth in setting a 40mph speed limit along North End/Meldreth Road between the two villages. The Clerk reported that in the past Shepreth had approached Meldreth on this and that she will contact Shepreth Parish Council.

Community Benefit for Meldreth from Solar Farms Those of you who read the papers or the minutes of the Parish Council or our Councillors’ reports will have seen that the operators of local solar farms want some of their profits to benefit the local community. Meldreth Parish Council has been offered a one-off cash payment of £50,000 by SunEdison, the operator of the Bury Lane Solar Farm. Lightsource, who are building two solar farms in nearby Melbourn, are also building a new sub-station in Meldreth to handle the power generated. They will be giving us around £12,000 (index linked) per year for the next 20 years. There are no strings attached to this money and the offers were made after they had gained planning permission. It is, however, intended that the monies will benefit the whole community so we want you all to help us decide how best to spend it. New Bus Service: Trumpington to Cambridge Rail Station Stagecoach have introduced a new direct service linking Trumpington Park & Ride and Cambridge rail station (not via Addenbrooke’s). This will run up to every 15 minutes from 6.04 – 9.04am and 4.49 – 8.31pm (Monday to Friday) between Trumpington P & R and Cambridge rail station and up to every 15 minutes from 6.10 – 9.10am and 4.56 – 8.40pm (Monday to Friday) between Cambridge rail station and Trumpington P & R. This service will operate in addition to the existing service between Trumpington P & R and Cambridge rail station via Addenbrooke’s. Stagecoach 37
County Councillor’s Report Cycle Path Funding: the pendulum swings in the right direction In recent months I’ve been reporting on efforts for and anticipations of cycle path funding for the A10, from various government funding sources. The big one to watch has been the Greater Cambridge City Deal, which is designed to provide sustainable transport infrastructure to help alleviate congestion, especially in travel-to-employment corridors. As it was expected that the Cambridge-Royston corridor would likely be the recipient of a once-in-a-generation slice of funding to create a network of cycle paths, I thought I’d better let people know what might be around the corner. As it happened none of the rural cycling schemes made it onto the list for current City Deal funding. However, the case for the A10 is strong and County officers included it in a bid for another Department for Transport grant that would cover part of the job. I’m pleased to say that the route from Cambridge to Foxton has now been awarded funding and work should take place in the coming financial year, which of course is just around the corner. In fact you may have noticed that the hedging along the Foxton-Harston stretch of the A10 has already been cut back, to get that job done ahead of nesting season just in case diggers are ready for action. Officers will soon be getting to work on designing the cycle route through Harston, in conjunction with Harston residents and councillors. Meanwhile, effort is continuing to try and get the Frog End-Royston stretch funded. This route would not stick to the A10, but thread through Melbourn village and out onto the A10 from the southernmost Melbourn/A10 access point, with a path on the east side of the A10 all the way to the A505 roundabout. A pedestrian/cycle bridge over the A505 has already been designed and land issues sorted, so is what the business calls ‘shovel ready’ – but it needs funding. The City Deal Assembly has recommended that this scheme goes into a reserve list for City Deal funding, but the Executive Board – comprised of three leaders of South Cambridgeshire, Cambridge and County Councils – will decide whether to adopt that proposal. I’m not sure at the time of writing this article when work on the Foxton -Harston stretch will start, but as it might be very soon I wanted to let you know. No doubt there will be some frustrations while work is carried out but I hope you will agree that it will be worth it in the long 38
run. Finally for your diaries, the annual A10 Awareness Ride will be held on the morning of Sunday 17th May. Details will be included in next month’s issue of Meldreth Matters. Street Lights and Switch Offs In one of the more ironic tales from County Council budget cuts, you may have heard earlier this year that following the installation of new street lights, the County Council will need to switch them off at certain times and in certain places in order to save a small amount of money. This is an example of how tight budgets now are, with long-winded exercises to make very small savings. The idea is that this will take place on roads classed as ‘residential,’ probably between the hours of midnight and 6.00am. Ironically, the County Council can’t afford to implement the ‘Central Management System’ necessary to switch-off lights in smaller villages. Meldreth will be subject to switch-offs, but Shepreth, Whaddon and other smaller neighbouring villages will not. There will be difficult anomalies and one which I anticipate is Station Road, which is classified as ‘residential’. The Parish Council will be given the option of paying to keep lights illuminated. The cost will be very small, though as yet I don’t have details. A concern voiced by residents is that early morning rail commuters should have an illuminated safe walking route to the station where possible. Station Road is also a key link road to Melbourn and the A10 bypass. I will provide more information as soon as I have it. County Councillor’s Surgery Due to the public holiday, I will be holding my drop-in advice surgery at the Melbourn Hub a week later than usual. It will be on Monday 13th April from 2.30 to 3.30pm. The Melbourn Hub is in Melbourn High Street, opposite the High Street public car park. District Councillor’s Report Fillcup Field, Meldreth Rd - Planning application S/2944/14/L Susan and I have been very busy this month receiving and responding to correspondence concerning this planning application for a site between Meldreth and Shepreth. As you may recall, it came before Meldreth Planning Committee last month, when further detail was requested on traffic routing and vehicle sizes. I am told by the SCDC planning officer allocated to this application that as at last week over 100 letters and emails have been received, six in support and 96 objecting. Traffic is a key concern - dangerous site entrance, no footpath, absence of delivery routing and volume of traffic. Environmental concerns cover objections to smell and noise and air pollution. There are concerns about the visual impact of the proposal and its proximity to the L Moor with possible adverse implications for the water table and ecology, although the applicant has now withdrawn from the application the intention to sink a bore hole. Statutory consultees: the Environment Agency, having received a further flood risk assessment from the applicant, is now satisfied as to the flood risk. Cambridgeshire Wildlife Trust and Natural England do not believe the scheme will impact adversely on the L Moor. The Highways Authority, on the other hand, has lodged a holding objection and have asked for further traffic and travel information. The applicant has been asked by SCDC to address material concerns and the determination period for the application will therefore have to be extended. For the time being, residents' letters can continue to be sent to SCDC; please address material planning considerations. Rogue traders Please be advised that malpractices by contractors engaged to carry out services at your property should be reported to the Trading Standards Authority and that any verbal or physical threat by any person should be reported to the police. If any resident experiences either, please let me know and I will see what I can do to help. SCDC Budget and increase in Council Tax A 31% reduction to the grant SCDC receives to deliver services in 2015/16 means savings in the region of £670,000 are needed to balance the books and further reductions to funding are to follow. 40
The full Council backed a proposed budget that would deliver savings equivalent to £11.23 for every band D household next year and agreed that, among other measures, Council tax will therefore need to rise by an average of £2.45 a year to protect services. The proposed charge for an average band D home will increase from £122.86 to £125.31 which equates to an increase of 1.99%. S106 Agreements This is an update on the position regarding S106 agreements for developments of less than eleven home permissions. S106 agreements will no longer be applied for schemes of this size which means that a community can no longer seek contributions for open space or community facilities in these circumstances. However, SCDC will aim to continue to secure a percentage of affordable housing on schemes. New Message Board for Family History Research I am pleased to announce that there is a new dedicated Message Board for Meldreth family history enquiries on the Local History Group’s website, www.meldrethhistory.org.uk. The Message Board can be accessed by visiting the site and clicking on Message Boards and Links in the left hand menu. Since we launched our website four years ago, we have been contacted by family historians all over the world who have traced their ancestors to our village. We have helped many people, carrying out research for them and searching the resources at our disposal for references to their families. The resources on our site which are useful for family historians include over 20 family histories transcriptions of trade directories from 1847 to 1937 memories of Meldreth (twentieth century memories of the village) obituaries of Meldreth people funerals (newspaper reports dating from 1900 to 1965) transcriptions of miscellaneous newspaper articles a downloadable transcription of the Meldreth Award Book, 1820 a downloadable transcription of the Meldreth Schedule of the 1910 Land Values Duties return. From the Archives The following article was published in The Royston Crow in 1954. The old Bell Close, Meldreth, which for 100 years has been pasture for horses is now a scene of great activity, having been acquired by the RDC as the site for Council houses, bungalows and the sewage farm for the Council house estate in Whitecroft Road. Belonging to St. John’s College, the Bell Close was let out to the Stockbridge family, noted horse dealers in their day, since the decline of this part of country life, private riding horses have enjoyed the seclusion of the meadow, now, alas, no more. The huge elm trees bordering the meadow have been felled and when these have been cleared, work on the sewage will be commenced. Another change in the aspect of the village can be seen at The Court, for many years the home of the Mortlock family. Bridges over the moat surrounding the house are now in the process of being built and it is understood the Elin almshouses are to be built in a portion of the meadow. 45

Peer Support for People with Type 2 Diabetes Diabetes UK has joined forces with Cambridgeshire and Peterborough Clinical Commissioning Group to set up Type 2 Together, a network of peer support groups for adults with Type 2 Diabetes. The new groups will connect people who have diabetes in their local areas. The relaxed and informal group sessions will be led by volunteers who themselves are living with diabetes and are trained to share their advice and experiences. Type 2 Together will also provide information relating to the condition. The service is completely free and those that attend group sessions will be given leaflets to take away with them to help people live well with their Type 2 diabetes. Available to anyone living with Type 2 diabetes in this area, the aim is to establish up to 25 peer support and education groups, so you’re bound to find one near you. The groups will give you the chance to meet others with Type 2 diabetes, to support each other and make friends, and share experiences and information. Bowel Cancer Awareness Month April is Bowel Cancer Awareness Month. Bowel cancer is the fourth most common cancer in the UK behind breast, lung and prostate cancer and more than 40,000 men and women are diagnosed with bowel cancer every year in the UK. Although the risk of bowel cancer increases with age, some teenagers are diagnosed each year, so you are never too young. Bowel Cancer Symptoms Problems of the large bowel, which is made up of the colon and rectum, are very common but most symptoms do not turn out to be bowel cancer. However, if you have any of the following symptoms that persist for more than a few weeks, talk to your doctor: bleeding from your bottom and/or blood in your stools a change in bowel habit lasting three weeks or more unexplained weight loss extreme tiredness for no obvious reason a pain or lump in your tummy Why do I need to know the symptoms? Bowel cancer is very treatable, but like most cancers, the earlier it is diagnosed the more effective treatment is likely to be, so if you have any of the symptoms listed above don’t be embarrassed and don’t ignore them. Go and see your doctor. Reduce Your Risk The causes of bowel cancer are not fully understood but following the guidelines below can reduce the risk of the disease. cut down on red and processed meat keep to a healthy weight and exercise regularly eat at least five portions of fruit and vegetables every day include wholegrain fibre in your diet every day don’t smoke consume no more than 14 units of alcohol a week for women, 21 for men take part in bowel screening when invited. Free Fire Safety Seminars for Businesses Do you own or manage a business? Do you know what fire safety laws apply and how to conform to legislation? Cambridgeshire Fire and Rescue Service is running free seminars for you to swot up on your knowledge. We hold at least two seminars, lasting about two-and-a-half hours, every month and whether your business runs out of a small industrial unit, is a side-street coffee shop or is a licensed premises, our free workshops will help you better understand important fire safety legislation – and may even save you money in the long-run. Seminars start at 10.00am and run on the second Tuesday of each month in Cambridge and the third Tuesday of the month in Peterborough, but we can also organise them on an ad-hoc basis. If there are a number of businesses in one location or trade that would like to attend a seminar, the fire service is keen to accommodate them.
