Editorial Welcome to the January issue of Meldreth Matters.

Thank you to everyone who visited the MM stall at the Christmas Market on 7th December. Your support is much appreciated. Thank you too, to those who have made donations to the magazine. We are still hoping to attract new advertisers and our advertising offer still applies. Please see page 5 of this issue for further details.

If you would like to have your say in shaping the future of Meldreth, then please see the article from the Parish Council on pages 7-9 about the development of a Neighbourhood Plan. There will be a meeting in the Elin Way Community Room at 7.00pm on Thursday 15th January if you would like to find out more.

A Draft Local Plan consultation is also underway and there will be a drop-in session at Melbourn Hub on Friday 9th January. For more information, please see the report from our local Councillors on pages 36-38.

Meldreth Poppy Project An afternoon tea was held in December, to which all those who had made poppies for the display at Meldreth War Memorial in November were invited. Those attending enjoyed teas and coffees served by Stuart and delicious cakes, made by Chris Robinson.

The project was funded by Meldreth Parish Council and Richard Goddin, Chairman, came along on the day and thanked everyone for their hard work.

In total, 31 people crocheted or knitted over 2,700 poppies for the project. Jenni, Jackie, Stuart and Hilary (pictured bottom left) then spent a total of 96 hours attaching the poppies to camouflage netting for the display.

The poppies will now be put into storage, ready for use again next November.

Christmas Market A heartfelt thank you to all the people who supported the Christmas Market on 7th December. Supporting Meldreth Food Bank, Home Start and Meldreth Matters, it was, given the less than kind weather, well supported and I am truly grateful for that. Thank you to the stallholders who provided a wide range of high-quality hand-crafted items, Home Start for providing refreshments throughout the day, everyone who donated bottles for MM’s “Belter of a Bottle Stall” and of course all who came and bought. There was, as ever, a great atmosphere. In total, from the stallholders’ fees and MM stall and bottle stall, we made £593.15 for Meldreth Matters, which was a great result.

Holy Trinity Christmas Tree Festival 2025 Despite the challenge of losing the use of the south aisle this year, we were determined that the event should take place albeit in a different way. We managed to create the usual wonderful festive atmosphere and the change did not affect in the least the enjoyment experienced by our visitors.

The feedback has been remarkable; one of many messages received was, “My three grandchildren had a wonderful time at the Christmas Tree festival.

The trees were beautiful, refreshments very tasty, lots of homemade cakes, biscuits, chutneys and wonderful handcrafted items. I have to say the sticky gingerbread cake which I purchased has gone down a treat. Thank you to all the wonderful volunteers for making the festival a success.”

We would like to thank the exhibitors who took everything in their stride and worked with us to make the display as magical as always. For those who volunteered for the various rotas we are indebted to you all for your time and endless support. Thanks to all who provided amazing festive items for the produce stall and to the crafters for providing wonderful original handcrafted gifts. Thanks to those who provided the café with a variety of homemade soups and delicious cakes and a special thanks to Bury Lane for their generosity in providing the very tasty ham for the rolls.

The children’s trail and children’s corner where they participated in Christmas crafts were greatly enjoyed as was meeting Noah, the donkey, and his friend.

Noah’s presence would not be possible without the tireless work of Roger Wallbridge who looks after him so well, despite the weather conditions.

The amount raised over the weekend was in excess of £5,500 which will be going towards necessary roof repairs. Some of you may not be aware that, two weeks before the event, major death watch beetle damage in the beams in the south aisle was discovered while upgrading the lighting system. This means that the south aisle will be closed for the foreseeable future. Thank you for your generous donations over the weekend.

We Need Your Help to Develop a Neighbourhood Plan Why Is This Important?

As the Parish Council we are keen to develop and maintain facilities which improve life for everyone in Meldreth (a look at everything we do is at https:// meldrethplan.org.uk/What-have the-Parish-Council-Ever-Done-for-Me). Taking a 20 year forward look, there are big items of expenditure which will be hard or even impossible to avoid - such as repairs to the church wall (a legal requirement) and extensions to the burial ground (because we are near to being full).

There are many items on the wish list - such as helping local clubs and societies or introducing new facilities, for example extending the pavilion. As a Parish Council we want to be in a position to deliver the resources for these initiatives.

We benefit from a regular income in the form of the precept (the proportion of the Council Tax Bill passed through to the Parish Council) but this is only enough to pay for our regular expenditure including staff salaries (for the clerk, financial officer and litter picker), grass cutting, upkeep and water/electricity for the pavilion and street lighting.

For anything else, another source of funding is required. Money is required for essential maintenance and particularly for any new developments. Increasingly as the local authorities struggle with their own budgets we also end up providing funds to supplement their budgets - for example contributions to the WonderPass or for road safety improvements.

Planning our priorities and how we will fund these, and many other proposals, is why we need a Neighbourhood Plan.

What Is a Neighbourhood Plan?

A Neighbourhood Plan is a formal document produced in collaboration with residents to provide the local voice to be heard which will then shape the decisions made by the higher councils (currently the District and County Councils) and National Government. It needs to be produced by the community, then adopted by the local authority to attain legal status. Putting a Neighbourhood Plan in place also directly increases the funds available to be spent locally by the Parish Council.

A neighbourhood plan can:  allocate sites for development for housing, employment, and community uses  protect what is special about an area by identifying green spaces or local heritage assets  help to define the type and design of new development  propose more development than the Local Plan.

A neighbourhood plan cannot:  propose less growth than in the Local Plan  prevent any development from ever taking place in an area  be prepared without community input and support  conflict with local, national or international policies.

Twenty years ago we produced and published the Meldreth Parish Plan - a forerunner of the Neighbourhood Plan without any of the legal or financial powers. Please take a look online at https://meldrethplan.org.uk/Meldreth-ParishPlan-2005.

The Plan for the Neighbourhood Plan January-July 2026: For the next six months we will establish a number of volunteer led groups collecting the background information and identifying possible future options across the topics and aspects of village life. This is why we need volunteers to lead and participate in these groups.

September 2026-July 2027: Once the data is available and credible options can be described we will put these out for consultation to the village as a whole by way of public meetings and questionnaires. The results from this consultation process will produce the draft Neighbourhood Plan.

Autumn 2027: Completion of the Neighbourhood Plan and submission for adoption to the local authority.

During this time period there will be major changes to local government with the Local Government Reorganisation for Cambridgeshire and Peterborough and to the planning regulations with the new Planning and Infrastructure Bill.

How Can You Help?

Between now and the summer we need individuals to participate in and lead the groups to identify options. Over the next six months this will require your time for a few meetings, some research and the development of a mini-report for each topic of a few pages ready for the next phase of consultation. Participation is open to, and welcome from, anyone with an interest in our village and its future.

As a council we always assess and balance funding for projects directed at education age residents, employment age residents and those post working age.

We hope to collect ideas, contributions and volunteers from all of these age groups.

The plan is not concerned solely with housing development but with all aspects of development and its impact on village life. We already have a long list of areas where we need ideas - for example support for business, burial facilities, green policies, allotments, sports - and it will be the first job of the volunteers to finalise this list. We then expect the group to split into small working parties, each focused on a specific topic or topics and tasked with building their mini reports.

For each area we need to identify areas for development or essential maintenance.

Taking Melwood as an example (and anticipating that we will develop this with the Melwood Conservation Group) we will explore:  should we (help) extend the Local Nature Reserve?  should we (help) fund more ecological measures, such as the gravel for fish spawning?  will the Flambards bridge need maintaining or replacing?

If the only volunteers are the Parish Council the plan cannot go ahead, there will be no local voice or funds to get what we might want.

Fenny Lane Burial Ground The Parish Council has decided to remove the bins from the Burial Ground on Fenny Lane as they are being filled with soil and debris which is clearly not from the Burial Ground. These actions are not only breaking the bins but they have become too heavy to be moved to the front to be emptied by the local services.

Over the years we have put up notices but these have not been observed; the situation has in fact worsened so the decision has now been taken to remove the bins for the foreseeable future.

All debris will now need to be removed by residents. Some of the natural vegetation can however be placed in the bag by the side of the shed as it is hoped to have a composting area in the future. Only flowers and composting material should be placed in this bag and if it is used inappropriately the bag will also be removed.

The Parish Council regrets that these steps have become necessary.

It’s the perfect excuse to gather your cleverest friends (or the ones who know obscure 80s pop songs) and enjoy a fun evening in the heart of the village. Keep an eye out for booking details soon: places go faster than the last roast potato at Christmas dinner!

A Fond Farewell We’re sad to say goodbye to Hartbeeps, the brilliant babies and toddlers group that has brought so much joy (and adorable giggles) to the hall. They’ve had to stop sessions due to staffing challenges and we wish them all the best. The silver lining? We now have a vacancy for a similar group! If you know anyone looking for a warm, welcoming space for classes or activities, send them our way. Let’s keep the hall buzzing with life!

Back to Business All our regular clubs and events are now back to their usual timetables - so whether you’re into fitness, crafts, or just catching up with friends, the hall is ready and waiting for you.

Fundraising on the Horizon We are hoping that we’ll be able to announce an exciting new fundraising scheme this year. Come Sing With Us This New Year! www.claresilver.co.uk The festive season is always a busy time for choirs and last year was no exception for Lift Off Choir. With community at the heart of everything we do, sharing music through local performances is one of our greatest joys. In December, we were delighted to take part in five wonderfully varied events, each one offering something different and giving us the chance to showcase our versatility as a choir.

From cosy community gatherings to bustling festive celebrations, every performance brought smiles, connection and plenty of Christmas cheer. We had fun, kept busy and truly enjoyed the fruits of our hard work over the term.

As the decorations come down and the new year begins, we turn our attention to the months ahead. On 14th January, we return to our regular choir rehearsals on Wednesdays, 1.30-2.45pm at Meldreth Village Hall - and we’d love to welcome some new faces. If you’ve ever been curious about singing with others, why not come along and try us out? Your first session is completely free and we promise a warm welcome, plenty of uplifting singing, and even refreshments during the break! Experience is not necessary, just bring your voice and a wiliness to be a team player.

Singing has so many benefits for both physical and mental well-being, from boosting lung capacity to lifting your mood - but for us, the biggest joy is being part of something special: a friendly community, shared music, and lots of fun.

Friends of Holy Trinity Those of you who attended the Christmas Tree Festival may have noticed the FOHT exhibit artistically prepared by Chrissie and Jane. The ornaments on the tree showed some of the projects funded by the Friends. Over the past seven years the Friends have given over £30,000 to help protect and improve the fabric of the church, the most recent being donations towards the drainage works and the new lighting.

Events for 2026 We have several ideas for 2026 which are gradually developing, so please look out for further announcements in future issues of Meldreth Matters.

February Our first scheduled event of the year is an illustrated talk by local artist Naomi Tomkys OBE, at 7.30pm on Thursday 26th February.

September The 21st Anniversary Classic Car Show will be on Sunday 13th September to coincide with the Duxford Air Show, in the hope of getting a flypast by some historic aircraft.

Holy Trinity Meets Burns Night Bagpipes, tartan, and the poetry of Robert Burns will fill Meldreth Village Hall on Saturday 24th January 2026, as the community gathers for a traditional Burns Night Supper in aid of vital roof repairs at Holy Trinity Church. The evening promises hearty fare and warm hospitality. At 7.00pm, guests will be treated to a classic Scottish menu featuring Cock-a-Leekie Soup, Haggis with Neeps and Tatties, and the indulgent dessert Cranachan. Vegetarian options will be available, ensuring everyone can join in the celebration. More than just a meal, 12

Burns Night is a spirited tribute to Scotland’s national bard, with laughter, storytelling, and perhaps even a toast or two to the immortal memory of Burns himself. With tickets priced at £20, the event offers a chance to support a cherished local landmark while enjoying a night of culture and camaraderie.

Holy Trinity, Meldreth – Roof Update As many of you will know, recent work to install a new lighting scheme at Holy Trinity has revealed serious concerns with the roof of the south aisle. The structure was found to be in a dangerous condition, and for safety reasons the aisle has been cordoned off. This unfortunately means the organ is out of use for the time being.

In light of these findings, the church must remain closed whenever it is not hosting a service or event. While this is a regrettable step, it is a necessary precaution to ensure everyone’s safety. We are currently awaiting confirmation of an engineer’s visit, and our architect is working to secure a date. Drone footage has been taken to help assess the situation, and this material is being shared with our insurers alongside photographs and reports. Their response may require us to strengthen restrictions further, though for now we are following best advice. Updates will be provided as soon as we have them.

Alongside the roof concerns, discussions have also taken place regarding the altar.

An application was submitted to remove it, but the Diocesan Advisory Committee has advised that restoration should be pursued instead. To explore the matter further, six conservation experts have been contacted for their professional views and we await their responses.

In the meantime, we ask that you continue to hold Holy Trinity in your prayers.

The scale of the roof repairs means fundraising will be vital, and we warmly welcome any ideas or suggestions to help meet this challenge. Together, we can ensure that Holy Trinity remains a safe and vibrant place of worship at the heart of our community.

Melbourn and Meldreth Women’s Group We are a small friendly group who meet on the fourth Tuesday of each month except December, at either ASCH Melbourn or the meeting room at Holy Trinity Meldreth.. Meetings commence at 7.45pm and last approximately one and a half hours. We either have a speaker or some in-house entertainment. A charge of £2 is made to cover expenses and we also have the opportunity to donate to the charity pot. The charity that we have supported in 2025 is Addenbrookes Charitable Trust.

We then chat with one another while enjoying some refreshments.

In November we were led in an “Advent Reflection” by our vicar, the Rev. Andrew Birks. Our next meeting is in Melbourn on 27th January. This is our usual Bring and Share Supper and is also our AGM. At this meeting we will vote for the charity which we will be supporting in 2026.

We offer twice weekly visits and daily phone calls (Monday to Friday) to support elderly or mobility impaired residents in their own homes by building a friendship and helping prevent social isolation. We can carry out errands such as local shopping, collecting prescriptions, paying bills or going to the Post Office so people can remain supported and independent at home. We can also help couples or those living with their family. We are also trained to support people living with dementia.

Who provides the services?

Mobile wardens, who have all been carefully selected for their friendliness and caring nature and are DBS checked.

Wise Local Crafters Wise Local Crafters had a very busy December! We were fortunate to be involved in several local charity projects. Many of our members contributed to 'Sleigh Belles' Christmas card project by writing 200 Christmas cards for local care homes and worthy individuals. We also supported Meldreth Primary School by making lots of items for their annual fundraising Christmas Fair; these included handmade wreaths, chocolate filled stockings, cards, jewellery, Christmas decorations and lots more.

We had a wonderful Christmas party at the Hoops in Bassingbourn where we enjoyed time together and festivities!

We return in the new year on 8th January 2026. We would love new members to join us for a social morning in a friendly and welcoming environment. Please feel free to pop in. A Meldreth Garden At this time of year, the joy of the garden lies in looking forward and planning for the year ahead. We flower gardeners have the kernel of the new season coming, with the appearance of winter aconites and snowdrops and the winter-flowering hardy shrubs, many of which are strongly scented like winter honeysuckle Lonicera fragrantissima. In my garden, structure is provided by evergreen yew, ivy, the coloured stems of cornus and the overwintering stems of flowered plants like teasels and cardoons. A landscape garden may have more structure to look out on in this season. I grow a number of cultivars of Helleborus, a stalwart of my winter garden; they cross pollinate and hybridise readily and I should more readily pluck out the poor looking self-seeders. The native stinking hellebore Helleborus foetidus is not very stinky and has green five petal-like sepals with a purple lip. Corsican hellebore Helleborus argutifolius, has holly like leaves and pale green flowers on long stems. Christmas rose Helleborus niger is the classic white hellebore. Finally a range of hellebore cultivars Helleborus × hybridus carrying flowers in a range of colours and flower pattern. I have removed the leaves and mulched my hellebores, so the flowers stand out to best advantage.

Catching Up on Autumn Tasks My time in the garden this autumn was minimal due to colds and flu and the season, with long periods of discouraging wet weather. By three in the afternoon, the sun is over the yard arm but I have now caught up on removing rotting plant debris, cutting back and mulching the Gaura Oenothera lindheimeri, roses, dahlias, and other hardy and less hardy shrubs to protect their roots from frost.

The New Year January, the turn of the year, is a time to look back and learn from past mistakes, though hopefully there are not many of those. I will not be growing Buffalo Sun beefsteak tomato outside; they were a disaster last year. They may be blightresistant, but the skin is so fine it cannot support the fruit, which cracks and rots before ripening. The standard vine and plum tomatoes Crimson Crush and Nagina were brilliant; the plum tomatoes, Nagina especially, were high yielding and full of flavour. In April I said, only grow vegetables that you like to eat. This year I grew chicory which grew well, but it's not table-worthy for me, too bitter, even if lauded by the country's favourite gardener.

I planted a number of Siberian Bugloss Brunnera macrophylla. The cultivars Jack Frost and Mr Morse are doing well, while Betty Bowring did not survive, a poor plug plant at the outset. The white marbled leaves of Siberian Bugloss brighten up a shaded area in the back garden.

In the allotment, there has been much to excite and some challenges due to the changing climate. The calabrese and early lettuce were good; the second planting went from seedling to bolting without an intermediate hearting up. The autumn salad leaves did well; mizuna, rocket, pak-choi, and more. Carrots are good now, after resowing. The spring Kohlrabi bolted; autumn sown Kohlrabi is doing well 25

and cabbage was good but small-hearted. Overall, broad beans gave small yields, especially the spring-sown ones. Repeated spring drought requires a change in the programme of allotment activities.

Looking Back at Previous Growing Tips In the June issue, I reported sowing biennial plants, white foxgloves, wallflowers, white sweet William etc. from saved seed. These are now planted out in their final positions to flower next year. In the same issue I described propagation techniques, particularly taking softwood cuttings. It is now time to take hardwood cuttings, effective with plants like roses, buddleja, cornus and soft fruit.

Take a 20cm (8 inch) length of ripe stem, remove the lower 2/3 of leaves and plant the bare stem. If successful, good roots develop within a year. What is there to lose?

In the July issue, I gave some tips on rejuvenating sweet peas after returning from a holiday. This did not work for me and they continued to die disgracefully.

Looking Ahead I have sown onion and shallot seeds and will soon sow leek, tomato and sweet pepper seeds, along with sowing hardy annuals and perennials. These are all germinated in a heated propagator.

Melwood www.melwood.org.uk Autumn has quietly drifted into winter and a mix of weather has followed the drought of the summer. Rain has been abundant and a short cold snap has reminded us of what may yet be to come. Work in the wood has been a little more difficult, as numbers attending work parties has been rather lower than in the past, whilst the volume of work has been greater due to the need to improve the meadow which is now being considered as part of the nature reserve.

The meadow has been given an autumn cut but the coarse grasses still dominate much of the ground, making it difficult to establish small meadow flowers.

Cowslips will be spending the winter in pots in some of the team’s gardens. A spring cut will be needed before these can be introduced with a decent chance of establishment. Ten bare-rooted Ragwort plants went out in November and these should have a better chance, having survived the drought and the lawn mower in my back garden for most of the year. The exact species can be established when they have had chance to mature but currently they are difficult to find under the fallen leaves of the surrounding trees. The meadow is raked to remove loose grass after it has been cut, in order to prevent the soil becoming enriched and favouring more vigorous species. The leaves do not help that objective but raking them up is long and hard work. Perhaps some autumn gales will do the job for us.

Gales earlier in the autumn have taken their toll on some of the weaker trees and a few that were partially uprooted were felled as a safety precaution. As more of the mature Ash trees succumb to Ash dieback disease, our preferred choice is to clear the upper branches but leave the trunks standing for the benefit of birds and bats that will make use of any holes and splits that may be present. Public safety will remain the number one priority in deciding which trunks are suitable.

As usual, the Melwood Conservation Group joined other local organisations in having a tree at the Holy Trinity Christmas Tree Festival on the last weekend of November. This year’s tree was a particularly fine display with wildlife as a dominant theme. Did anyone visiting the festival on the Saturday notice the live Peacock butterfly near the altar? It must have been hibernating in the cold shaded environment of the church and was disturbed by the warmth and light of that particular event. They are well-known for hibernating in garden sheds and garages and are best left alone if discovered, as they find it difficult to return to hibernation once stimulated into activity and will more often die from dehydration and lack of food. In this respect, they are very different from the Brimstone butterfly, which prefers to hibernate in evergreens and especially ivy, where it often gets warmed up by late winter sunshine when the ivy is over an old stone wall or exposed stump. They return to hibernation as soon as the weather turn cold again.

We have not yet managed to clean the nest boxes and record the number used.

Many are a bit high too high to be reached without the aid of ladders and even a 28

few steps up is not easy for a workforce that is a bit older than when the boxes first went up. Some also need replacing, after the attentions of squirrels and woodpeckers looking to predate the eggs and young. I have a fairly cheap and easy design that can be made from fencing weatherboard and instructions for making these will be included in the February issue of Meldreth Matters.

The group is in obvious need of more volunteers, especially from the younger and fitter members of the community but all help is welcome. The meetings are scheduled for one Saturday morning each month, although spring and summer dates are scheduled as urgent work only. In spring, disturbance of wildlife needs to be avoided and in summer most will be more focussed on holidays, especially if children are involved. We usually meet at about 9.30am and are enjoying a coffee and biscuits by about midday. If you would like to help please contact us by telephone, email or via the website. All details are below. Community Bulb Garden, New Station Path A big thank you to all who contributed bulbs or came along with their gardening gloves on 12th December to dig and plant a stretch of bluebells, crocuses, snowdrops and daffodils on the Meldreth Station link path, on the section between the Wonderpass and Station Road. It was a lovely occasion and followed on from the wildflower sowing undertaken last spring on the path section nearest to Meldreth Station.

As those who regularly walk the path will have noticed, the wildflowers have continued to thrive right up to the end of 2025. To give the best chance of a new showing next year, they now need to be cut back – hard to see them go but more to come!

Meldreth Neighbourhood Watch www.facebook.com/meldrethnhw Neighbourhood Watch was founded to help people protect themselves and their communities. Traditionally, its focus has been on physical crime but nowadays cybercrime (in other words, illegal activity involving computer networks or digital devices) is perhaps an even greater, and more widespread, threat.

Over the next few months, we will therefore be sharing some tips to help you avoid falling victim to cyber-criminals, starting with phishing. The following has been taken directly from Neighbourhood Watch’s ‘Cyberhood Watch toolkit’.

Phishing is the malicious use of email and SMS to send fraudulent messages to unsuspecting victims. Phishing attacks are designed to trick people into giving up personal information, such as passwords and credit card numbers, or downloading malware to their devices that could be used to eavesdrop or lock computers and files until a ransom is paid. Here are four top tips that will help you avoid falling victim.

1. Double check the links. Many phishing emails include links to malicious sites that look like the real deal and are hard to recognise as fake. Today’s cybercriminals are using new technologies to personalise emails with information that people share about themselves online. If you receive an email that looks suspicious, don’t click on any links or open attachments in the message. Instead, copy and paste the links directly into the address bar of your browser (e.g. Google Chrome, Mozilla Firefox).

2. Double check the content and context. Are there grammatical and punctuation errors? Is the writing style dissimilar to previous messages from the “same” sender (e.g. your bank)? Is there an over dramatic sense of urgency in the message? These characteristics may indicate that the message is malicious.

3. Check for the padlock. When you open a browser and visit a website, keep an eye out for the padlock icon on the left-hand side of the browser address bar. This icon indicates that any data you send over the web is protected. If a page does not have the padlock or it’s crossed out, refrain from entering any personal data and financial information on the site. [Note: on some browsers, instead of seeing a padlock, you may see an icon that you can hover your cursor over, allowing you to ‘View site information’, which achieves the same thing.

4. Install a strong antivirus. Always make sure your devices and your applications are up-to-date and install a strong antivirus with an antiphishing feature to prevent the bad guys from stealing your personal information.

Meldreth Parish Council www.meldreth-pc.gov.uk Meeting of the Parish Council held on Thursday 4th December 2025 The Parish Council meeting was held in the Community Room in Elin Way. The main points are set out below in the usual summary format. The full formal minutes can be viewed in due course on the website noted above and on the Parish Council noticeboard; these will be presented for approval at the next Council meeting.

Discussions and Decisions District and County Reports The Council thanks our District and County Councillors for their latest report; which can be seen on pages 36 to38 of Meldreth Matters. There is a great deal of uncertainty at present about the future structure of local government and other issues, including planning.

Village Traffic The Village Traffic Group has made good progress with its enquiries about the possibility of a zebra crossing between the Primary School and the Village Hall.

This is potentially a very expensive project and more work is now required to investigate the costs further, to determine whether the Council would wish to submit a Local Highways Initiative in the next round of applications.

Village Maintenance The Council has approved the refurbishment of the red telephone box in North End (which houses a defibrillator) and repairs to our signpost at the Stocks together with our notice board opposite the village shop.

Finance The Council is obtaining up to date figures from the Public Works Loan Board for the early repayment of our facility (used to purchase Mettle Hill). If these remain favourable to early repayment the Council will proceed with this. If this goes ahead, the annual fixed amount of about £7,500 (which would have otherwise been paid for about ten years) will be earmarked in the Council’s accounts as a Village Investment Fund.

Precept A formal decision on the precept (village Council Tax) for the financial year April 2026 to March 2027 will be taken at the January meeting. The current level is £72,000 and the policy is to ensure that this is sufficient in anticipated circumstances to meet regular day to day costs such as employment, office facilities, grass cutting, insurance and regular maintenance.

Parish Charities Councillor Roger James was nominated by the Council to join Councillor Jenni Bone as a trustee of the Parish Charities.

Recreation Ground The Council is on course to proceed with the additional facilities at the recreation ground (as reported in last month’s magazine) and essential repairs and maintenance to the equipment already installed.

The Council agreed in principle to accommodate a new village football team project (for over 35s) at the pitch/pavilion and will now have detailed discussions with the proposer. The Council welcomed the possibility of full-size village football taking place at the recreation ground.

Defibrillator Discussions are continuing about the siting of a defibrillator near the Fenny Lane crossroads. The possibility of using a recycled red telephone box to house the equipment is now being investigated in more detail, along with the necessary power supply.

Neighbourhood Plan This is covered in detail on pages 7-9 of this issue of Meldreth Matters. The Council discussed the importance of producing this plan to any future plans to improve Meldreth and endorsed publicity for the launch meeting on Thursday 15th January.

District and County Councillor Report Only two updates in this new year’s issue of our joint report – though one of these has the potential to shape our area for years ahead.

Draft Local Plan Consultation Local Plans are a statutory requirement for all Councils and form an important part of any future plans for the area. South Cambridgeshire District Council (SCDC) and Cambridge City Council, which share a Greater Cambridge Planning Department, are working together to create a single updated version for their respective Plans adopted in 2018.

The Local Plan will show where new homes and workplaces could be built over the next twenty years - and how essential community facilities and public services would be developed to support the expected growth. It is even more critical this time, given the Government’s recent announcement of its plans for a Cambridge Development Corporation and for substantial additional investment in our area to drive forward its ambitions. Government has indicated that it will build from an adopted Local Plan rather than come in on its own.

This draft has been worked up over a period of about five years. In the ‘First Proposals’ draft version of the Plan in 2021, Greater Cambridge Planning suggested new sites that might be suitable for more development to meet our needs up to 2041. Since then, based on consultation feedback, the assessments of the need for jobs and homes have been updated. Evidence confirmed the need for over 50,000 new homes between 2024 and 2045 to meet the forecast increase in jobs. Some 37,000 of these homes are already provided for within planning permissions and sites identified in the adopted local plans from 2018.

Most of the proposed development will be centred in places that are already known (e.g. Waterbeach Barracks, Bourn Airfield, Cambourne, NE Cambridge and Northstowe) but the wider consequences of living in an area to which companies and people wish to move are obvious and well covered in the Plan.

Modest development is proposed for three sites near railway stations (Melbourn, Duxford and Shelford) and a major new settlement of 6,000 homes is proposed for an area at the convergence of the A11/A1307, called Grange Hill, with the aim of providing homes for jobs growth in Hinxton and Babraham and near a prospective new busway link to Cambridge South Station.

Green Belt has been protected with the special exception of land associated with the Cambridge Biomedical Campus research and hospitals site.

It is important that the Plan is considered ‘sound’ by the Inspector, to avoid a planning policy vacuum as occurred several years ago when the Plan did not meet the Inspector’s approval, ushering in a five-year period of speculative development without accompanying infrastructure, including school and GP surgery capacity.

During that time about 5,000 homes were built in South Cambridgeshire. Indeed, the Local Plan is a protection against unplanned development.

Guided by principles of sustainable development, planned growth is concentrated around existing and planned new infrastructure – rather than dispersed growth for South Cambridgeshire’s 100+ villages.

Whether you are interested in the locations of development sites, level of growth, or in some other aspect of plan making, such proportion of homes for single people/elderly people/families/wheelchair adapted homes, please note that the plan contains a comprehensive set of policy area proposals, all of which require public feedback. These include climate change, biodiversity and green spaces, great places, wellbeing and social inclusion, homes, jobs and infrastructure.

There is much to read and it does require a bit of time, but it is all quite accessible and the summaries are useful. A large number of public briefings are planned and already underway, including at the Melbourn Hub on 9th January from 2.004.00pm.

The Draft Local Plan consultation opened on 1st December and closes on 30th January 2026. Timelines are constrained by various requirements. Because the consultation period covers the holidays the consultation window has been extended.

Meldreth Road Level Crossing, Shepreth Network Rail has started works to replace the single barriers at the level crossing with double barriers as part of the C3R Cambridge re-signalling project. This has caused understandable concerns about the impact of the change on local traffic, and about the manner in which the change was taken forward by Network Rail.

In 2018, Network Rail changed Shepreth Station level crossing to video-controlled double barriers, acting on video evidence of unsafe behaviour. After the change, the barriers sometimes stayed down far longer than expected due to timetable changes and irregular train movements. These extended closures have continued, creating challenges including traffic queues, nearby junction congestion, drivers rushing to beat the barriers and concerns about air quality and road safety.

In 2023, a public enquiry under the Transport and Works Act did not find in Network Rail’s favour to compulsorily acquire land to allow for the same type of level crossing with double barriers to be created at Meldreth Road, Shepreth, on account of similar concerns about the impact on local traffic.

Network Rail is now progressing the change by means of a different legal mechanism, the Level Crossings Act 1983. After seeing correspondence about the change, we expressed concerns about the process and have since worked with 37

District Councillors, fellow County Councillors and our MP to make the concerns of residents and Parish Councils heard.

Highways at Cambridgeshire County Council, as the local Highway Authority, has now formally reiterated these concerns to the Office of Rail and Road, which grants the Level Crossing Order. In particular, Highways has placed a number of requirements on Network Rail in connection with the level crossing change.

Network Rail has acknowledged that it has not done enough to keep the local community informed.

Going forward, Highways and Network Rail will work together to monitor the performance of the level crossing and consider additional measures if necessary.

Network Rail has also given reassurance that level crossing operators at Foxton control box will be able to keep barrier down times to those anticipated in updated modelling – which will be significantly longer.

At present, the barriers go down for approximately 45 seconds before the train arrives. After the change, they will be down for approximately three minutes before the train arrives. This is to give the crossing controller time to check that the crossing is completely clear using CCTV, (e.g., to make sure that that no car is trapped between the double barriers) before giving the train a signal to go ahead.

In cooperation with our Community Rail Partnership, Network Rail is organising a visit to Foxton and Cambridge control boxes for local councillors, which will bring welcome transparency about how the level crossing is operated both in terms of railway safety and impact on local road users.

There is a legitimate broader interest in railway modernisation and efficiency, but the law gives Network Rail the ability to change level crossings practically at will, with a presumption that the safety of the railway is primary, while the impact on local traffic is a subsidiary consideration. Backed up by Cambridgeshire County Council, we are doing what we can to hold Network Rail to account.

The crossing will close to all traffic on Christmas Eve and reopen at 7.00pm on Monday 12th January 2026, according to Network Rail's latest press release.

Thermal Imaging for a Cosier Home www.cambridgecarbonfootprint.org.uk Once again, Cambridge Carbon Footprint is delighted to offer residents and organisations across Cambridgeshire the opportunity to borrow and learn how to use a thermal imaging camera for free. Join a one-hour online training session to learn how to interpret thermal images, identify draughts, gaps in insulation and heating problems and to make your home cozier and more energy efficient.

In 2024, volunteers from communities across Cambridgeshire undertook surveys of 113 neighbouring homes and community buildings, adding to the 325 properties that were surveyed by individuals who had attended the training for their own homes.
