Competing Proposal for the Town of Strasburg’s Wastewater Treatment Plant Upgrade and Expansion Volume 1

Executive Summary PERC Water Corporation (“PERC Water”) is pleased to submit this competing proposal to the Town of Strasburg per the Public Notices dated February 28, 2013 and April 11, 2013. This competing proposal is being submitted to the Town of Strasburg as the Responsible Public Entity (RPE) in accordance with the Public-Private Education Facilities and Infrastructure Act of 2002 (the “PPEA”), specifically the PPEA Model Guidelines (the “Guidelines”) as Revised in September 2007 as adopted by the Town. Our competing proposal is being submitted per the Guidelines that contemplates a two-step process with step one being a qualifications-based Conceptual Stage resulting in the Town shortlisting certain firms, followed by a step two Detailed Stage. Further, our competing proposal contains elements of both the Conceptual Stage and the Detailed Stage as provided in both Volume 1 and Volume 2. PERC Water is submitting this competing proposal in partnership with PC Construction Company, Pacific Advanced Civil Engineering, Inc. and Greenway Engineering, Inc. As you will read further in this proposal, our very qualified and experienced project team is proposing an upgrade and expansion of the Town of Strasburg’s Wastewater Treatment Facility to increase capacity to 2.0 million gallons per day (MGD) and to provide Higher Efficiency Nitrogen and Phosphorus Removal. Based on the combined expertise of our team, we have developed a creative and innovative design solution to the Town of Strasburg’s wastewater needs that enables our team to propose a solution that is cost competitive while providing the certainty of performance and schedule. Our proposal includes unique performance guarantees as further described in Volume 2 of this Proposal.

About Our Design/Build Project Based on the information presented in the PPEA request by the Town of Strasburg and the final design plans and reports prepared by Malcolm Pirnie, it is our project team’s understanding that the Town is seeking to expand their existing facility from 1.0 MGD to 2.0 MGD and add Enhanced Nutrient Removal (ENR) capabilities to meet the new, more stringent permit requirements for total nitrogen and phosphorus. To comply with the new requirements, the Town embarked on the design of a Membrane Bio-Reactor (MBR) plant which utilized the existing oxidation ditches and secondary clarifiers as the biological process volume and constructed new surge attenuation and MBR process tankage. Our project team has significant experience with both conventional and membrane facilities required to meet ultra-low nutrient requirements. Based on our experience and considering that the existing collection system flow has a large amount of Infiltration & Inflow (I&I) contribution, we do not believe that an MBR process provides the Town the “best value” in meeting the treatment objectives. Membrane facilities are typically both higher capital cost and higher overall operational cost. This statement is even more true for facilities with high I&I contributions. For this reason, our project team has selected to pursue a more conventional, yet advanced design approach using a modified 5-stage BardenPho process. The BardenPho process has been used successfully for over 30 to 40 years to provide excellent nitrogen and phosphorus removal performance. In addition to the standard BardenPho process and given the lower average loading (low BOD) to the plant, we will likely also employ an additional recycle system which is similar to the UCT (University of Capetown) process to reduce operational costs associated with the use of a chemical carbon source. The proposed facility will be comprised of multiple treatment trains providing stand-by redundant capacity in accordance with State and Federal requirements. The following table summarizes the proposed major process unit capacities. Please refer to Volume 2 for further detailed information.

Why the PERC Water Team is the “Right Design/Build Team” The PERC Water Team includes the nation’s leading wastewater design/build firms with extensive experience with wastewater solutions and design/build experience. • The PERC Water team has developed a unique, compact design solution for the Town of Strasburg’s wastewater facility that includes utilization of the existing assets, while expanding the capacity and treatment needs in a cost effective and compact layout. The compact layout utilizes “common wall construction” resulting in a cost effective construction solution. This is a typical design that PERC Water has utilized for the past 15 years and has resulted in greater certainty for all project members. Because of our unique ability and history in designing and building structures utilizing “common wall methods” PERC Water continues to provide valuable solutions to our clients saving them valuable resources of time, money, and land. • To enhance our performance guarantees, PERC Water is willing to defer a portion of its Design/Build contract value as a financial guarantee of performance. Depending on the level of interest by the Town for such an “incentive based performance guarantee”, we refer you to Volume 2 “Completion Guarantees and Warranties”. • Ranked number 2 in the US by ENR for wastewater treatment plant construction, PC Construction will bring to the Town of Strasburg the most experience of any firm in the construction of treatment plants AND the integrated delivery process. Owners appreciate PC’s collaborative teamwork, intricate knowledge of plant processes and their core values of uncompromising integrity to deliver exceptional value and exemplary safety performance. Delivering the absolute best value and a pleasant design and construction experience are a few of the many reasons that over 70% of their business is from repeat clients.

• PERC Water has successfully completed over 60 designs and 22 operating wastewater facilities all using the design/build delivery method. The firm has won multiple awards, here in the US and internationally for successful projects execution and innovative delivery methods. PERC Water led the development, design, construction and operation of the first 100% privately funded water recycling facility in the US that was completed on-budget and seven months early (refer to http://www.percwater.com/Portfolio/1/ city-of-santa-paula-santa-paula-water-recycling-facility for a short video about the award winning Santa Paula Water Recycling Facility. • PACE has completed the design of dozens of new or upgraded wastewater treatment facilities over the last 10 years alone and has expertise in several wastewater process technologies and will apply this knowledge and skill to recommending the best solution to meet the facility’s water quality objectives. Management Approach

Management Approach

Management Approach PC Construction will self-perform civil, concrete and mechanical disciplines and to the extent applicable will retain local subcontractors that also specialize in the construction of water and wastewater treatment facilities, and water recycling facilities. PC Construction’s preferred method of selecting subcontractors and suppliers is to use local established contractors, consultants and businesses whenever possible. Our team follows a straightforward process to maximize local-firm involvement: • Identify interested sub trades. PC Construction will utilize the resources of local organizations like the Chamber of Commerce, Blue Book Directory, Associated Builders & Contractors (ABC), Association of General Contractors (AGC), etc. • Solicit bidding for the project. Identified firms will be contacted through our BidMail and fax programs. Interested firms are then able to download plans and specifications from PC Construction’s website or BidMail. Firms that don’t have online service will be sent CD’s containing the information. Our estimators will then follow up with each firm by phone to help firms complete the bidding process. • Match local firms to the right work. To ensure maximum participation, the capabilities of each firm will be evaluated relative to the scope of the project that is being bid. Larger local firms that are capable of performing the entire scope will be contracted that way. Smaller

28

The Situation Qualifications

firms that want to work, but cannot take on the entire scope independently, will be contracted to appropriate sub components of the project, or teamed with larger firms. In this manner, PC Construction will maximize local subcontractor and supplier participation for this project and give back the greatest business value to the Strasburg community. The General Construction key members are: • • • •

PERC Water (Design/Build Entity) PC Construction, General Contactor PACE, Engineer of Record Greenway Engineering, Site Civil, Surveying

Monthly Construction Activity Reports: To ensure maximum participation, the capabilities of each firm will be evaluated relative to the scope of the project that is being bid. Larger local firms that are capable of performing the entire scope will be contracted that way. Smaller firms that want to work, but cannot take on the entire scope independently, will be contracted to appropriate sub components of the project, or teamed with larger firms. • Meeting Minutes and Progress Photographs • CPM Schedules and Project Actions Lists • RFI Logs • Submittal Logs

Equipment Procurement Approach: Equipment selection is prioritized based on the following categories determined by the Design/Build Entity: • • • • • •

Equipment Operations Efficiency Equipment Performance and Reliability Equipment Quality and Life Cycle Equipment Warranty Equipment Capital and Life Cycle Cost Equipment Delivery Schedule

Selected equipment is incorporated into the construction documents. Vendor quotations are solicited through Requests for Proposals (RFP) which includes performance based technical specifications, warranties, delivery schedules, and submittal process. The Project Manager incorporates delivery and leadtime into the project master critical path schedule. Following acceptance of an RFP, PERC Water issues an authorized purchase order to the vendor following approval by the Project Engineer, Project Manager, Procurement Engineer and Operations and Maintenance Manager. The vendor shall prepare and issue submittals to the PERC Water Team and the Project Engineer for review and approval. Any modifications are communicated to the vendor and adjustments to submittals are implemented, and re-submitted for approval. PERC Water shall then provide an approval to the vendor to commence fabrication.

Management Approach

A sample copy of a Monthly Activity Report can be provided upon request.

Once fabrication is complete, delivery to the jobsite and installation of the equipment is performed. All equipment is procured under “FOB Jobsite”, therefore all insurance of equipment is provided by the vendor until the actual delivery to the jobsite upon which it would then be covered under a separate insurance policy. The vendor provides field inspection of installation in accordance with PERC’s quality control requirements and will also provide equipment startup, commissioning and operator training. All equipment will be procured based on the project schedule. Appropriate time is allotted for the long lead items and vendors are bound to specific delivery dates included in the detail of associated purchase orders. Vendors are required to perform self-inspection during the fabrication process and field inspection after installation.

Commissioning and Startup System Integration – Immediately following completion of the general construction activities, PERC Water’s System Integration & Controls Team will begin control system verification and checkout. During this phase of the project, field wire terminations are made, control loop checks are verified, communication networks are completed and the facility SCADA System is confirmed. Commissioning – Following System Integration phase the facility progresses to the Commissioning phase. During this phase of the project, PERC Water’s Technical Services Division will work with OEM / vendor

Qualifications The Situation

29

Management Approach to complete field startup of all process and facility equipment, verify installation and operability of systems, verify control points and set calibration. The Commissioning effort is complete following a successful 24hour Clean Water Test and the Engineer of Record declaring the facility Substantially Complete, at which time the facility is ready to accept wastewater and commence Startup. Facility Start-Up – PERC Water’s Asset Management Division will assume the lead of the project following successful completion of the 24-hour Clean Water Test. Once all mechanical and control systems are verified, the facility is ready to commence treating wastewater. Commencement of wastewater operations shall begin with seeding. Seeding is the introduction of an established biomass to the facility in order to accelerate the start-up process. Introduction of wastewater occurs immediately following seeding and is gradually increased in quantity over the first several days. This allows the seeded biomass to acclimate and grow. During this initial operating period, partially treated effluent is stored within the facility until full treatment can be achieved and permit compliant effluent can be discharged. PERC Water’s Asset Management Team shall perform daily process control sampling and analysis to verify progress. After reliable and continuous compliant effluent has been produced, the facility is ready for effluent discharge and the start-up phase is complete.

Project Description Based on the information presented in the PPEA request by the Town of Strasburg and the final design plans and reports prepared by Malcolm Pirnie, it is our project team’s understanding that the Town is seeking to expand their existing facility from 1.0 MGD to 2.0 MGD and add Enhanced Nutrient Removal (ENR) capabilities to meet the new, more stringent permit requirements for total nitrogen and phosphorus.

The final VPDES permit issued by the Virginia Department of Environmental Quality on February 4th, 2013 identifies effluent water quality for the 2.0 MGD facility. To the extent that changes to the VPDES permit are required, PERC Water is willing and able to take on the responsibility at the Town’s request. A second VPDES “Watershed General Permit for Nutrient Discharges to the Chesapeake Bay” is also in place. This permit will remain the responsibility of the Town.

Adverse Impacts The September 2010 Environmental Report prepared by Malcolm Pirnie and EEE Consulting confirms that the project presents no long-term adverse impacts on environmental resources. The design will consider all mitigation efforts recommended under Section 4.0 of the report. The project scope includes adequate measures to mitigate potential short-term effects such as noise, air emissions, increased traffic and erosion and sedimentation during construction. These effects are manageable with appropriate mitigation efforts and compliance with applicable regulations and permits. As with all wastewater treatment activities, odor is a primary concern. PERC Water takes this concern very seriously and will take all reasonable measures to ensure that the odor generated by the expanded facility will not exceed impact surrounding residences. Our design will not create new structures within between the exiting wastewater treatment tanks and the homes and ball fields to the north.

Positive Impacts The Town of Strasburg, its residents and businesses will be the primary beneficiary of the project. In providing a wastewater treatment facility design with increased capacity and enhanced nutrient removal the Town will build its ability to serve existing users and support planned development. The threat of interrupted services, environmental contamination or permit exceedance will be vastly reduced. The Town will reduce its obligation to purchase Nitrogen and Phosphorus credits and potentially create the ability to sell credits in future years. Additional beneficiaries include those living and working within the Chesapeake Bay watershed. Increased nitrogen and phosphorus removal capability will help improve the water quality beginning with the Shenandoah River that flows past the facility and provides recreational opportunities within the Town.
