As previously noted, the latest Performance Pay Tracking Period began on November 1st. We are striving to meet the Patient Satisfaction goal of a ≥ 68% rating (experience as “Excellent”). In order to create a comfortable margin of performance, while continuing to improve the patient experience, we would like to share some feedback from recent patient focus groups. The two areas that patients value the most are: 1. Communication from the treating crew: “Explain treatment options and procedures” “Provide reassurance and compassionate communication with the patient” 2. Setting clear expectations: “Set transport length expectation” “Set a triage level expectation before arriving at the hospital”

Central Piedmont Community College/Center for PreHospital Medicine 2015-2016 Paramedic Program. Applications for the 2015-2016 paramedic program will be accepted from April 1st through 30th. The following is how our process will proceed over the next few months. • Application period 04/01/15-04/30/15 • FISDAP testing 05/11/15-05/22/15 • Review FISDAP testing and make selections for the 2015-2016 paramedic program 06/08/1506/12/15 • Notify students of seat awards 06/15/15 • Students will complete background checks and drug testing 06/16/15-06/30/15 • Students will apply to CPCC as a curriculum student. Instructions to follow. You will need to have completed an additional anatomy and physiology course prior to the beginning of the paramedic program (08/17/15).

There is an online course being taught through CPCC. The dates are 05/20/15-07/16/15. To register for this course, call 704-330-4223 and register for HEA 7265. You cannot register for this course until summer semester registration opens. Registration for summer semester opens on 04/24/15 at 8am. CPCC/CPM faculty and staff hopes to see you in our program. This is a very progressive paramedic program. Students receive exceptional instruction and a world class clinical and field internship experience. Graduates of this program have had a 100% pass initial pass rate on the North Carolina Office of EMS paramedic exam and The National Registry Paramedic exam. As we have turned the corner into the second half of Fiscal Year 2015, we wanted to provide you with and Agency budget update to make you aware of factors influencing the ability for Medic to meet forecasted budget targets. The Agency has a financial target of revenue exceeding expenses by >1%. There is a risk that we could miss this target. There have been a few contributing factors to the problem: MEDICAID COST REPORT • The Cost Report utilizes a formula to calculate how much supplemental Medicaid Reimbursement a care provider is due each fiscal year • While we can predict the expected amount, the time when the actual supplement is to be paid out to Medic is currently a variable. 1. Specifically, there is a 10% withholding of that amount until a final desk audit is completed. Currently, those Medicaid audits are running extensively behind on their audit schedule – so the timing relative to when Medic can expect to see the return of this withholding is still unknown. DEBT SET-OFF REDUCTION • The State of North Carolina allows government agencies such as Medic to recoup outstanding debts owed by garnishing the person’s NC tax return. The majority of this funding arrives at Medic between February 1 and April 30 each year, driven by the tax filing window. Based on historic data, we generally have a good idea as to how much debt set off revenue we are going to recoup in a given fiscal year by early March. • This past year North Carolina decreased the income tax rate paid by state residents. We were aware that this could reduce the amount of revenue Medic would recoup this fiscal year and adjusted this line item in our budget accordingly, however we could not be clear as to how much until we experienced it. • With the early returns in, we are now forecasting that we will only recoup about half of what was budgeted for from debt setoff for this fiscal year. Unfortunately these two developments put us in a similar situation to last fiscal year; the good news is we recognized it much earlier, giving us a better shot at managing it these last four months. Agency leadership has a plan to minimize spending through the end of June to close the gap. We are also pleased to share that all other revenue sources are performing as forecasted, so the hole shouldn’t get any deeper. Please rest assured that NOTHING related to patient care, equipment, safety or the schedule will be impacted by these factors. If you have additional questions, please feel free to reach out to your Supervisor or Manager. We will be providing timely updates and sharing related information as we receive it. One last very important point. What occurred this year is a reflection of legislative changes that are impacting some of the key funding sources that Medic currently relies upon. As new realities emerge with regard to reimbursement in our space, we are very actively communicating with County officials with the intent of finding a funding model with fewer variables outside of our control. We will keep you apprised of any developments along these lines as we work through the FY ’16 budget process and beyond.
