What a fabulous time to be in Arizona! As we enjoy one of the nicest winters in history, our friends up north continue to get slammed with a repetition of chilling winter storms and sub-zero weather. Growing up in South Dakota, I remember the 30-below temperatures with snowdrifts that reached up to 15 feet. I’m glad to say that I will never see or use a snow shovel again! Because of our gorgeous weather—and a multitude of other wonderful reasons—we are seeing an influx of “northerners” and Canadians moving to Arizona like no other time in history. Bargain home prices, great financing and favorable exchange rates are creating a shortage of homes in certain areas. It’s amazing that the press doesn’t pick up on that very often. So where are prices going? If you’re retired and have just a few good years left to live, who cares? A 10 percent market fluctuation up or down is easily glossed over if you consider you might never have the opportunity again if you miss the purchase all together. You can try to “market time” stocks and bonds as an investment. However, you can’t “market time” the pleasure of never having to shovel snow again and enjoying great weather when entertaining family and friends in your new Arizona home. “Wish I woulda. Wish I coulda. You should have told me.” Those are the oldest words in real estate. If you’re considering a purchase in the greater Phoenix or Tucson area, our full-time, seasoned professionals at RE/MAX Excalibur are waiting for the opportunity to help you. In this market, it has never been more dangerous to choose a Realtor who isn’t in the game on a full-time basis. The security of a purchase begins with the quality of your advisor. Choose the BEST! Sincerely,

Howard Lein Owner, RE/MAX Excalibur

Short Sale vs.REO Which one offers the best deal?

I

f you’re in the market for a home, purchasing a short sale or a foreclosed home (also known as REO or real estate owned) often allows you to buy property at a very attractive price. But which one offers you the greatest advantage? As simple as the question seems, there isn’t a simple answer. Here’s a look at both options. If the home you’re interested in is in foreclosure, you can be waiting months for the foreclosure process to complete and then, for the home to be put back on the market. Then, once the property is listed, you may need to compete with other buyers. The benefit to waiting for a foreclosure is that, once a deal is reached, you can close on the property quickly. The sale follows the normal sales process of buying any other home. With the current high inventory of foreclosed properties, you may be able to make a great deal on the home. If you don’t want to wait for foreclosure and prefer to lock down the house before your possible competition gets their chance, then a short sale offer may be the way to go. During the short sale evaluation, it’s wise to closely evaluate the property and to work with the broker who is doing the BPO in order to get the lowest possible market value. At this point, the lender will begin the review process, looking at market values and seeing if your offer is close to market value. They will also evaluate the homeowner’s financial situation and the status of the loan. This process can easily take two to three months and may end in approval or denial. If the bank rejects your offer, it means that it is lower than the appraised market value of the short sold home. Once this happens, file a higher offer as soon as possible. If you do not want to lose the property into the hands of someone else, start offering a fair market deal. Keep in mind that a short sale is a very technical process that inexperienced people find hard to understand. If you want to strike the best deals in the market, it would be best to seek help from a professional agent. Choose an agent who is knowledgeable enough in this field. Remember to take your time in selecting a reputable agent, who could largely affect your success in purchasing great deals and making reasonable offers. You should also have time to sit down with your agent and allow him or her to explain all the things you would need to know about short sold homes. So, why would you consider the short sale over the foreclosure? Often, you can negotiate a lower price on the property for a short sale. You also reduce the opportunity for your investment competitors to jump on the property. If you know the property would be

highly desirable to other buyers looking in your area, then working with the homeowner on a short sale deal may be your best option. The acceptance rate to buy a home that has been foreclosed is higher than the acceptance rate on a short sale deal. But the advantage of making the offer today, avoiding possible competition and getting the home you really want makes applying for a short sale very appealing.

The only real answer to your question, choose the one that works for this property. If you want to get it locked down, make the short sale offer. If you can be patient, and if the property slipping through your fingers is ok, then wait for the foreclosure. Either way, investing in a discounted property gives you a great opportunity to own a home or investment property that can give you great value and profits in the coming years.

Money watch Use Your Homebuyer’s Tax Credit to Help Pay Your Down Payment

How to Qualify for the Homebuyer Tax Credit I

n 2009, Congress implemented tax cuts, expanded benefits and initiated domestic spending programs that were intended to stimulate the economy. One such program was an $8,000 tax credit for first-time homebuyers, which was to expire on Nov. 30, 2009. With many economists and elected officials in agreement on the premise that stimulating the housing industry is a key component of the economic recovery, Congress responded with legislation that extended and expanded the homebuyer tax credit program. The new deadline for the homebuyer tax credit now requires a purchase by April 30, 2010, provided that it closes by June 30, 2010. In addition to the $8,000 tax credit for first-time homebuyers, the program expansion offers existing homeowners a credit of $6,500 ($3,259 for those married and filing separately). To be eligible, qualifying homeowners must be “long-time residents of the same principal residence” or someone who has owned a home and occupied it as the principal residence for any consecutive five-year period during the last eight years. This includes current homeowners, so long as the home was both owned and occupied by the taxpayer for at least five consecutive years. Homeowners may be eligible if they meet the income guidelines established in the law. Those eligible and qualified for the $6,500 tax credit may choose to keep their existing home and purchase a new primary residence or replacement home. Many homeowners are unable to sell their existing properties due to the value, but want to change their housing situation. Those that have the financial resources and are able to qualify will have an incentive to buy a new property now. If you fall in this category, you should consult with your tax accountant to verify options available to you under the tax code. A major factor in buying a home is the down payment and the total cash required to close on a property. FHA financing provides mortgages with a 3.5 percent down payment, which can be gifted, from a qualifying relative for instance. The USDA, through their rural development program, offers 100 percent financing in communities with populations less than 20,000. Monetizing the tax credit to have funds available at closing is another option. State housing authorities and approved lenders offer “short-term bridge loans” against the tax credit. It’s wise to consult with your Realtor and lender for financing options in your state. In short, the new Homebuyer Tax Credit program has the following requirements: 1. Income limits – $125,000 single; $225,000 married. There is a $20,000 phase out provision. 2. Maximum cost – Purchased home cannot exceed $800,000. 3. Purchase by a dependent – Ineligible as of the date of enactment. 4. Anti-fraud rule – Purchaser must attach document of purchase to their tax return.

It seems there’s plenty of good news about the Homebuyer’s Tax Credit. Not only has it been extended to include properties closed on or by June 30, 2010, it now includes a credit for move up and repeat homebuyers. The most interesting part, however, is that there are now a number of ways that you can use the Homebuyer’s Tax Credit to help you with your down payment and/or closing costs. So instead of waiting until after you’ve purchased your home to benefit from the tax credit, you can actually use it to help purchase your home. If you qualify for an FHA loan as a first time homebuyer, you can buy your home with as little as 3.5 percent down. This is the lowest down payment available in today’s real estate market. The first, and most important, thing you need to do is determine—with certainty—that you qualify for this credit. If you do, then be sure to have your withholding from your paycheck adjusted to withhold less tax, up to the amount of your homebuyer’s credit. This will give you a larger take-home pay every week, giving you the opportunity to save up the extra take-home pay for your down payment or closing costs. You need to be careful with this process, however. In the event that you do not purchase a home or do not qualify for the Homebuyer’s Tax Credit, you will owe extra money to the IRS at tax time. Also, don’t forget to adjust your withholding back to their original amounts after you get your tax credit. In the event that you do not qualify for an FHA loan, you will be using some other sort of financing. You can still change your withholding to get a bigger take-home pay based on your Homebuyer’s Tax Credit, but the required down payment figure will rise. You can still, however, help to fund the larger down payment with your reduced withholding or use that money for other fees and costs involved in buying your home, such as closing costs. Keep in mind that there are other ways to help fund your down payment, like second mortgages, or additional programs and grants available through the state to help first-time homebuyers with down payment monies. Check with the Arizona Department of Housing/ Arizona Housing Finance Authority to find out more about help with your down payment.

What to Look for at an Open House

Sampling of East Valley Communities Sales from Jan. 1 to Dec. 31, 2009 Comparisons of single-family homes only in these communities.

Area

With the astounding number of homes on the market, looking for the perfect one can be exhausting. Home values have fallen and it continues to be a buyer’s market.Your time is important and it can take hours each weekend attending open houses before you find the home for you. By being prepared, however, you can utilize your time more efficiently and gather the necessary data. When attending an open house, expect to meet a real estate agent who is showing the home, unless it’s a home that is for sale by owner. In this case, be prepared to deal directly with the owner of the home. However, the majority of the time, you will be dealing with the agent representing the seller. Before heading out for a day of visiting open houses, you’ll want to have a good idea of where you will be going. If you plan on viewing several homes, take a few minutes to plot your trip using online mapping sites, such as Google Maps, and printing directions from one place to the next. Once you have your itinerary planned, it’s time to make a list of important things to look at when viewing an open house. Before stepping out of the car, look at the surrounding homes. Are they well kept? If the home you are viewing is the only nice looking home on the block, it may affect the value later down the road. You will also want to make a note if the home is next to an industrial area or close to a busy street. This, too, may have a negative affect on the home’s value. When viewing the home, don’t be afraid to interact with the agent showing it. Find out such details as how long the home has been on the market, age, square feet, etc. Use your nose; smell for any off odors that may indicate a problem such as pet stains or mildew. Look for water stains on both the floor boards and the ceiling. This can indicate flooding or a leak from the roof, both of which may be costly to repair if not addressed beforehand. Examine the walls and foundation for cracks and anything out of the ordinary. For example, if one wall is painted in a room, but the rest aren’t, it may be a sign that something is being covered up. If you’re interested in the home, it’s important to take the time to go through it. Of course, many things will be found when the home inspection is done, but it doesn’t hurt to know what you are getting yourself into.

Finding the Perfect Luxury Home

Money watch

From majestic wooded estates in the country, to modern villas by the ocean, to soaring penthouses in the heart of the city, luxury homes vary high and wide. While luxury homes are priced approximately from $1 million and above, most luxury homebuyers are not limited by their buying power. They are bound instead, by what they want in the home. If you are searching for a luxury home, here are some useful tips: ■ know what you want –You probably wouldn’t care too much about the price as long as it’s reasonable and it’s for a home that fulfills all your wants and needs. List the features and amenities that you want your home to have and arrange them based on which are absolutely essential and which can be compromised. Are you looking for a high-class suite near your workplace, or a country estate to relax in? How many and what kinds of rooms do you need? How about architecture and design? Do you have hobbies or crafts that need its own space? ■ Search high and low – While much can be found using the Internet, don’t rely on it. Many luxury homes are exclusively listed with a realty company, while many others aren’t even listed on the Internet. The best way to search for a suitable home would be to get the expert help of a real estate agent who specializes in luxury properties.Your choice of agent must be based on experience, knowledge and reputation. A good agent will have a large network of contacts who share access to most properties in the high-end market. ■ Personal visit – Looking at pictures and images on Web sites, brochures or even private albums aren’t enough. For privacy reasons, most luxury homeowners are wary of posting more pictures of their home than necessary. If a house seems particularly appealing to you, arrange to visit the home. A personal tour can provide important information that’s necessary in evaluating the home. Look out for distinctive features and rooms. Check if renovations and remodeling done on the home are excellent. ■ Compare – After visiting many homes, you probably will be able to narrow down your choice to a few properties. Take the time to discuss these homes with your agent, and list pros and cons of each, as well as the feasibility of their prices. Don’t hesitate to go for second viewings or even starting again from scratch. Follow your heart’s desire and you will get your perfect home.

Pre-Approved vs. Pre-Qualified The words look and sound the same, but being pre-qualified and pre-approved for a home loan are two different things. Here’s a look at how they differ:

Pre-Qualified Pre-qualification involves providing the lender with basic personal and financial information, including how long you’ve lived at your current residence, total income, total debts, current assets and your credit standing. The lender will use this information to estimate what you’ll be able to borrow and the price range for your new home. While this information is important in terms of budgeting for your home, it may not impress the seller if you’re hoping to use it as bargaining tool. Sellers are aware that the mortgage lender is not committed to providing you a home loan as a result of running these numbers for you. And, because the lender did not verify your accounts and debts or your credit report, the pre-qualification letter will be filled with disclaimers subject to such things as a formal mortgage application, employment verification, verification of assets, overview of debts, credit rating and score, and additional underwriting guidelines.

Pre-Approved A mortgage pre-approval takes the prequalification process a few steps further and requires a formal application process. Be prepared to provide pay stubs, tax returns and W-2’s, proof of other income and assets, bank records, source of your down payment, employment information and current debt, among other things. Upon approval you will receive a formal pre-approval letter, a written commitment from your lender that your sellers will be able to see.Your mortgage loan will be fully approved when the appraisal is complete, the title search is done, your information is re-verified and a credit-check is re-run. A pre-approval will impress a seller and will give you even more confidence regarding your home buying budget. And, as a bonus, getting financing out of the way will let you focus on picking the right home in the right neighborhood.

The Valley i

estled in the heart of the desert Southwest, the Valley is a dynamic area filled with all the qualities people are looking for in a place to call home. From family-friendly bedroom communities to metropolitan urban areas, the Valley has it all. Phoenix makes up the Valley’s central core, with four distinct regions—northeast Valley, southeast Valley, northwest Valley and southwest Valley—making up the surrounding areas. The west Valley is made up of brandnew communities and developments, appealing to young couples and families. Home to the University of Phoenix Stadium and Jobing.com Arena, the area is quickly establishing itself as the Valley’s premiere destination for sports and entertainment. The eastValley is made up of theValley’s more established communities. Over the years, cities like Tempe, Gilbert and Chandler have evolved from small farming communities to sprawling developments offering the best in desert living. Meanwhile, Scottsdale—with its world-class golf, luxury resorts and spas, and incomparable shopping and dining options—continues to be synonymous with luxury living. When it comes to getting around the fifth largest city in the country, commuters have access to an easyto-navigate freeway system that connects the Valley’s

regions. Interstate 10 and U.S 60 connect the city eastwest, while Interstate 17 and SR 51 connect northsouth. Loops 101 and 202 form a convenient loop around the metropolitan area. As much as Valley residents rely on their vehicles, the city’s public transportation is rapidly expanding. To keep up

with growth, voters approved a tax in 2004 that will raise approximately $9 billion from 2005 to 2025.Add to that state and federal transportation funds, $17.6 billion in funding will go towards expanding theValley’s transportation system. The newest addition to the Valley’s transportation system is the METRO light rail system, which launched in late 2008. With a 20-mile route extending from Mesa to uptown Phoenix, METRO is made up of 28 stations, eight park-and-rides and five transit centers for bus connections. An estimated 26,000 boardings are expected per day. METRO light rail connects passengers with some of the most significant venues in theValley, from the Phoenix Art Museum and Chase Field in central Phoenix toTempe Beach Park and Sun Devil Stadium in Tempe. METRO also makes stops at Phoenix Sky Harbor International Airport. This time of year sees incredible weather and a host of outdoor activities. With average temperatures in the mid- to high-70s, residents enjoy all that the Valley is known for, including great golf, wonderful hiking and outdoor events including culinary festivals, art walks and desert adventures.

niquely suited to the most distinguished clientele, RE/MAX Collection offers some of the most prestigious properties available in the Valley. From pristine desert manors to luxurious golf course estates, these exceptional homes are reserved for the most discerning homebuyer. Launched over 10 years ago, RE/MAX Collection has since emerged as the leader in high-end properties, catering specifically to the upper tier buyer. Today, RE/MAX Collection is recognized for showcasing homes designated as “luxury,” or homes priced at three times the average sale price of local communities. RE/MAX agents make up more than half of all Certified Luxury Home Marketing Specialists (CLHMS) industrywide. They receive specialized training in meeting the needs of distinguished clientele and are experts in handling elite properties. Credentialing and continuing education combined with experience separates the RE/MAX real estate associate representing luxury buyers and sellers from the mainstream Realtor in the marketplace. In the RE/MAX Collection program, customized qualities include more discreet signage, unique marketing materials, special skill-sets for marketing and negotiation, sponsorship of special credentialing, and media opportunities in luxury magazines, Web

sites and news publications aimed at development of the luxury market. The program has truly created a brand for RE/MAX, one of the most valuable aspects of marketing any product. No one is more familiar with the power of a brand than RE/MAX International, considered by many to be one of the most recognizable

brands in America, if not throughout the world. With a strong international network and ongoing referral system from agent to agent, RE/MAX associates in the luxury market are able to easily market their listings to luxury associates worldwide. RE/MAX has earned the right to say with pride, that “nobody in the world sells more real estate than RE/MAX.”

t’s a fact: Today’s real estate market has caused both buyers and sellers to rethink their plans and be more cautious when it comes to their homes. For sellers, the question is whether it would be better to wait until the market improves and prices stabilize, while for buyers, it’s meant taking a second and sometimes a third look before committing to a contract. Fortunately, there are still viable options for both sides. The first, and most important, consideration should always be location for both buyers and sellers. Real estate experts advise that if you plan on living in the home for at least five years and it’s in a good location, it will almost always appreciate in value. A quick flip as an investment might be more of a risk at this time, unless the property is a hot development in a fantastic location or neighborhood. Financing is another important consideration, particularly for those wanting to buy. Mortgage rates have been at attractive levels for some time and may continue to remain at those levels into next year. Keep in mind that down payments and insurance are still required and if the property is appraised for less than the asking price, you will most likely be required to make up the difference yourself. Another major factor for both buyers and sellers to consider is the number of homes currently on the market.

anD

B anK -o WnED p RopERtiES

From new and pre-construction, conversions and resells, the selection is more than plentiful right now. For buyers, this can be a very good thing. With so many homes to choose from, there is virtually something for everyone in every price range, size and style. And with so much competition, you can often negotiate a better price with the seller.

Nobody can predict exactly what the market can do, but take into consideration all the different factors and make an educated decision for yourself. Every situation will be different, and depending on your personal reasons for buying or selling as well as financial situation, it’s still possible to make the market work for you.

hen it comes to the Valley’s housing market, a new catchphrase can be heard among real estate professionals: there’s no place to go but up. With the Valley’s continued growth over the years, land is becoming scarce and new home developments are harder to come by. However, the market has answered back by offering buyers a wide variety of options in condo, townhome, loft and high-rise living. There is a very diverse market for condominiums in the metro Phoenix area. In the southeast Valley, historic downtown Chandler is becoming a hot condo market while upscale condo towers along Tempe Town Lake are making this once small college town a definitive locale for luxury high-rise living. Scottsdale continues to be a much sought after area, particularly with such options as the Scottsdale Waterfront in Old Town and Kierland Commons in north Scottsdale. And Phoenix is experiencing resurgence with a wide variety of options downtown along the Central Avenue corridor, as well as developments in the upscale Biltmore area. Condos, high rises and lofts create a varied inventory of style and prices, starting at $100,000 and topping out at more than $1 million. Suburban condominium communities create an affordable

niche in the market, with prices less than the median housing price in most locations, while urban lofts and condos are selling well with prices from the $300,000s and up. Throughout the Valley, many new townhome, loft and patio communities are under construction or in the planning stages. Financing is still readily available for owner occupants and many lower-priced condo communities are FHA approved, which allows

for minimal down payments up to approximately $400,000 sales price. Many developers are also offering significant sales price concessions or other incentives to attract buyers. Consider the pros and cons of owning a condo before making your decision. View several homes and condos when so you can compare the benefits and costs of each. Also, find a dependable Realtor that will help you compare both homes and condos.

n Maricopa County, there are literally thousands of lots on the market offering some of the best deals the Valley’s real estate market has seen in decades. However, as any good bargain hunter knows, there is no time to wait when it comes to getting the most value for your money. In today’s land market, financing plays a major role in finding the right buyers. If a buyer isn’t prepared to pay cash and isn’t ready to get a construction loan, purchasing land can be difficult. Land loans are available, but lenders may require up to 40 percent down. Another option for the land buyer is to look to the seller for financing, which could potentially be an attractive win for both parties. Under a “seller carry,” the buyer can take advantage of great land values and the seller can reap an attractive annual return on his investment until the loan is satisfied in full and the deed is transferred to the buyer. For those buyers thinking about getting a construction loan, lenders have a number of programs available depending on the buyer’s financial portfolio.

As the housing market begins to turn around, land values will follow suit. Realtors specializing in land are reporting increased inquiries from potential buyers and more activity is being generated in land sales. Overall, the market for available land in the Valley is hot, and prospective buyers and investors are taking notice. The fact of the matter is that there is real value in buying land right now. How many times have you heard someone say they wished they had bought land when it was so cheap? For many, this opportunity has once again presented itself. Investors are beginning to scoop up less expensive lots and once those bargains are gone and the inventory reduces, prices on remaining lots will again be on the rise. Less than 17 percent of land in Arizona is privately owned. The rest is state land, national forest or reservation, or belongs to the Bureau of Land Management. With the availability of land decreasing, this is the perfect time to start thinking where your next land investment might be.

The truth is that we may never see land values like this again. Once the land supply is depleted, it’s gone. If a land investment is in your future, real estate experts say there is no time like the present.

What must you consider in buying land? ■ Certain areas have their own zoning requirements and ordinances, so go over your home plans with local authorities before buying the land. You also need to consider a zoning area that is amenable to appreciation and development in the future. ■ Secure a natural hazard disclosure to know what to expect when you buy the land. The disclosure will give you background information on the land, including if it’s a protected habitat or away from other hazards like fire. ■ Check if the necessary utilities you need are available, like water, electricity, cable and telephone services. ■ Be sure that you check inevitable sounds or smells that you are likely to encounter when you decide to buy the land. Farms, livestock and wildlife are abundant in country areas.

When looking at real estate trends, land is perhaps one of the most valuable and sound investments you can make. While urbanization is a great option for those who have careers in the city, land provides a long-term, more profitable option. If you’re considering purchasing land, here are some things to consider. What are the benefits of buying land? Many people buy land because they want to build a custom home or use the land for such purposes as breeding horses or building and running a small business. Most buyers invest in land because they want cleaner air and wide-open spaces, which are the perfect settings to construct environmentally friendly homes using natural resources. What are the setbacks of buying land? There are many concerns that potential landowners should address before buying land to build their home. In addition to legal aspects of the land, there are also concerns regarding safety, security and natural hazards that may impair your living. If you’re buying land to construct a home, there are a few precautions to be aware of before starting construction. The first and most important aspect is the availability of manpower and materials. Some owners buy land in far off places, which makes it difficult to organize the required skilled labor, equipment and materials required for construction. The costs to transport these items can be quite costly. Also, although modern conveniences are available, they aren’t always reliable in the middle of nowhere. A generator can help immensely when utilities fail, but you may have to pay high prices to have someone come out for repairs.

Tucson SoutHERn aRiZona maRKEt

ucson real estate is flourishing and it’s easy to see why. The charm of Tucson lies in its ability to mix the old with the new. While it’s becoming an increasingly progressive city and one of the fastest-growing urban areas in the United States, both its government and residents are still able to successfully preserve its old Western history and at the same time protect its natural environment. Tucson is known for having ideal weather—it has a sunny, dry climate that makes it very attractive not only for tourists, but for people looking to settle. In fact, Tucson’s population is now pushing 1 million and it continues to grow. The boom in Tucson real estate started in 2004, when total sales volume of homes in the vicinity increased by a little more than 55 percent. In the same year, the number of residential units alone rose from around 960 in November to a whopping 1,200 only one month later. Tucson real estate deals also close quicker than the national average. In fact, historical data has shown that nearly 60 percent of homes in the Tucson area get sold

within 30 days after it is listed. This is attributable to the fact that most Tucson homes are considered to be very good deals for buyers; the city is very livable and the Tucson economy has become conducive to young families, recent graduates and retirees. So is it time to buy a home in the Tucson and surrounding areas of Oro Valley, Marana and Vail? Without a crystal ball, it is very difficult to predict whether Tucson is actually at the bottom of the market. There are many factors that affect different aspects of the market including national economic news. Undoubtedly the first time home buyer tax credit of $8,000 given by the current administration has helped with sales in the $100,000 and $200,000 prices range, together with a good amount of foreclosures and short sales in this price range in some areas of Tucson. There has also been a decrease in pricing in the Tucson luxury home market, as builders and homeowners reduced their home pricing. This has resulted in some activity in the market. Also, the new Ritz-Carlton Resort in Marana is due to open this winter, which will help bring the luxury homebuyer to the Tucson and Marana real estate market.

Some areas of Tucson have actually seen a slight increase in price as they bottomed early with many investors defaulting from the boom of 2005. Now, multiple offers have been made on the foreclosure properties, particularly in such developments as Continental Ranch and Rita Ranch, popular areas for employees of nearby Raytheon and Davis Monthan Air Force Base.
