Report reveals Highway 407 ETR's economic boost to Ontario, including faster travel times, improved safety and better access to jobs.

Highway 407 ETR isn’t just helping commuters skip traffic — it’s helping drive Ontario’s economy.

Stretching across nine municipalities in the Greater Toronto Area, the highway plays a vital role in keeping people, goods, and services moving efficiently. And now, a new report by global consultancy firm Steer confirms just how far that impact reaches.

A road that works for Ontario

According to the report, Highway 407 ETR delivers $1.2 billion in annual socioeconomic benefits — including faster travel times, improved safety, and better access to jobs and services. These benefits translate into real value for commuters and communities, helping reduce stress, improve productivity, and make daily life more manageable.

But the impact doesn’t stop there. The highway also contributes $490 million annually to Canada’s Gross Domestic Product, driven by local spending on operations, maintenance, and infrastructure. That investment supports 1,800 jobs across Canada, including 550 employees based at 407 ETR’s head office and award-winning contact centre in Woodbridge, Ont.

“Transportation infrastructure is often justified by its promise to drive economic growth and improve quality of life, but too rarely do we measure whether those benefits are truly realized,” says Patrick Miller, Vice-President of Steer. “Our independent analysis identified nearly $2 in economic value across the Greater Toronto Area’s economy for every $1 spent on Highway 407 ETR, alongside $990 million of annual benefits to travellers. These values show a clear ongoing benefit to commuters, businesses, and communities in the region.”

Majority Canadian-owned, locally invested Highway 407 ETR is majority Canadian-owned by pension funds, CPP Investments and PSP Investments.

Its other international shareholder, Ferrovial is one of the world's leading infrastructure companies and has brought global expertise, innovation and excellence to 407 ETR since 1999. Here are a few of the highway’s key local impacts:

$250 million in economic output to the construction sector, including Ontario contractors and suppliers $140 million generated in worker earnings across Canada 100 per cent of highway costs covered by 407 ETR — including snow removal and policing — with no cost to taxpayers

From transponders designed and built in Mississauga to tolling equipment manufactured in Markham and Woodbridge, the highway is powered by Canadian-made innovation.

Making the highway accessible for more Ontarians

As part of its broader impact, 407 ETR is continuing to ensure more Ontarians can benefit from faster, safer travel. As of September 2025, more than 620,000 customers have taken advantage of driving offers, collectively receiving over $122 million in free travel or an average savings of over $40 on their monthly bill. The Route Relief Program, introduced in November 2024, has provided over $1 million in free travel to more than 2,800 drivers, offering up to six free trips per month for eligible low-income individuals.

Time saved equals value delivered In 2024 alone, drivers saved more than 43 million hours by choosing Highway 407 ETR. A round trip on the highway can save up to two hours, which adds up to as much as 480 hours annually for a five-day-a-week commuter. That’s the equivalent of 20 days’ worth of tim ethat can be redirected to family, friends, hobbies and health. It's no surprise 86 per cent of drivers say using the highway makes their trip less stressful, according to a 2024 study by Leger.

407 ETR’s presence in Ontario goes beyond transportation. Since 2020, the company has invested over $10 million in community programs, from youth initiatives to environmental partnerships that protect monarch butterfly habitats along the corridor and has plans to expand its community investment next year.
