Mayor ’s casting vote sends signal
■ YARRA RANGES Mayor, Cr Jason Callanan, has used his deciding vote to send a signal about the support of sustainable forestry in the region. Crs Jim Child and Andrew Witlox moved at last week’s meeting that the Council’s Draft Localised Planning Statement include the words “support sustainable forestry”. The amendment also had the support of Cr Maria McCarthy. Cr Noel Cliff was absent.
Better business in Belgrave ● Braving the icy cold winter weather in Belgrave last Wednesday was Sarkin Boyaci of Small Business Victoria, who joined with Donna Fairweather, Business Development Officer of the Yarra Ranges Council, who had a pop-up information desk in Main Rd, to assist local business operators with accessing information about helpful services.
● Cr Jason Callanan, Mayor
Against the proposal to delete the words “transition to sustainable forestry” were Crs Terry Avery, Mike Clarke, Len Cox and Fiona McAllister. The Localised Planning Statrement has been prepared and is proposed to be put out to public consultation. The Statement is an initiative of the Andrews Labor State Government “to identify and protect, through planning, distinct areas of the State which contain highly significant geographic and physical features”. Yarra Ranges is one of four areas in Victoria identified for such a Statement.
Powelltown celebrates State Govt. ‘helps’ as Nathan plays 150th
● Cr Jim Child: moved amendment
● Tiarne Moody and Debra Moody of Lilydale were at Yea on Saturday as Nathan Moody (right) played his 150th game for Powelltown. The Demons won by five points.
● Cr Len Cox: opposed the change
The draft Statement “has been prepared with the assistance of a Community Reference Group and the State Government”. The final Statement is scheduled to be approved by the State Minister for Planning. Other changes to the draft statement were unsuccessful at last week’s Council meeting The Statement examines how planning controls are unique in the Yarra Ranges area, and refers to the history of the UpperYarra Valley and Dandenong Ranges Regional Strategy Plan adopted by the State Government in 1982. The Statement seeks to underscore conservation of region’s environment features, protection of agricultural land, containment of urban development, and improving the amenity of residents, farming communities and visitors. “The Localised Planning Statement safeguards existing planning policy to preserve and enhance the area for future generations,” said an officer’s report to Councillors. ‘Yarra Ranges will exemplify how evolving needs of a growing community can be balanced without compromising the quality of its natural assets in perpetuity.”

■ An allegation of misconduct against Aquinas College Principal Anthony O’Byrne has been set aside by the Victorian Civil andAdministrative Tribunal. Judge Marilyn Harbison, Tribunal Vice-President, and Member Trish Harper, this month set aside a decision of the Informal Hearing Panel. The complaint had originally been heard by the Victorian Institute of Teaching. The Tribunal heard how M r O’Byrne handled a complaint after an inappropriate comment was said to have been made by another teacher to two students in a Year 11 business management class at Aquinas College. The female student reported the incident to the Year 11 coorinator, Wayne Forrest. The complaint was that the female student and her boyfriend had been singled out in a class, with the teacher

It is said by the VIT that in doing so he committed an act, or acts, of professional misconduct.” Mr O’Byrne appealed to the Tribunal against the earlier decision to find him guilty, and reprimand him. The Tribunal found that M r O’Byrne’s correspondence was “unnecessarily confusing and obscure” The VCAT determination said M r O’Byrne had a past excellent record of communication. “We do not accept that the lapse in communication between the principal and (the) parents, though regrettable, is properly to be characterised as an act of misconduct,” Judge Harbison and Ms Harper said.
Caravan park plan rejected ■ The Victorian Civil and Administrative Tribunal has supported Yarra Ranges Council refusal to allow a camping and caravan park development at Paynes Rd, Chirnside Park. VCAT last Thursday published a detrmination by Member Graeme David disallowing a permit sought by Yarra Valley Gold Pty Ltd. The company had wanted to establish the camping and caravan park on 7.6 hectares in a Green Wedge zone, fronting the south side of Paynes Rd, diagonnly opposite Yarra View Rd. The land contains various buildings including a restaurant near the front with a crushed rock surfaced car park for a car park for around 25 cars, a dwelling, and some outbuildings and a tennis court, the Tribual report said.
“Another building to the rear (southwest of the other buildings is permitted as winery. “The restuarnat and dwelling/outbuildings/winery areas have separate vehicle accesses. “The access for the restaurant is at the centre front of the site. “The access for the other developments is at the front north-west corner of the site, with the access road beside the western boundary.” The Tribunal heard that the prop-
erty is diagonally opposite Yarra View Rd which access the Heritage Golf Club Estate. The plans were to construct six singlestorey cabins each containing two bedrooms, central lounge and eat-in kitchen, bathroom, courtyard and single car parking space. Plans also included sic recreation vehicle/caravan parks in a continuous row. The Tribunal was told that the plan included an 8m x 12.6m amenities block with seven toilets, showers, laundry and a kitchen. “The proposed use is contrary to the objectives of the zone and policy, in that it is not associated with agricultural uses on the land,” said the Tribunal decision, published on Thursday (July 14).

● Paul Thomas ■ Local newspaper publisher Paul Thomas was a bit premature last week when he went to press saying his company was “last man standing” in producing local, independent newspapers here in the hills. ■ Paul Thomas published his editorial in last week’s issue of the papers that appear variously as the Ranges Trader Mail, Ferntree Gully Mail, Upper Yarra Mail, Mt Evelyn Mail and Mountain Views Mail. “We are now the only independent voice,” he told his readers last week. Not so fast, Paul. The New Free Press is also proudly independent and local. Plenty of room
■ However, there is room for more than one media voice locally. My links with The Free Press go back to 1978, when I was its Manager. Our company also publishes the Melbourne Observer (statewide since 1969), and The Local Paper. There is room for all of us.

● Dame Phyllis Frost ■ For decades, Croydon-based Dame Phyllis Frost devoted herself to community service in Melbourne’s outer-east. Her full title was Dame Phyllis Frost AC DBE JP, but she devoted herself to the less fortunate. Dame Phyllis was born on September 14, 1917, and died on October 30, 2004. She was a welfare worker and philanthropist, known for her commitment to causes, such as helping prisoners. She chaired the Victorian Women's Prisons Council for many years, established the Keep Australia Beautiful movement, worked for Freedom from Hunger and raised millions of dollars for charity. She described herself as a “professional beggar”. Phyllis Irene Turner was born in 1917 in Brighton. She attended Presbyterian Ladies' College, Melbourne and the University of Melbourne, training in physiotherapy and, later, criminology. Her criminology studies would help her to better understand the female offenders, to whom she had committed her assistance. At university she met Glenn Frost, whom she was to marry in 1941; the couple had three daughters. Phyllis Frost was appointed a Commander of the Order of the British Empire (CBE) in the 1963 Queen's Birthday Honours. This month saw the Andrews State Labor Government award $174,172 for the Vietnamese Support Program, run by the Australian Vietnamese Women’s Association, which supports Vietnamese prisoners and their families across a number of prisons, including at theDame Phyllis Frost Centre. Dame Phyllis would be justly proud.

Kinglake 14.15 (99) defeated by GembrookCockatoo 15.10 (100) In a tight fought game that would come down to the dying minutes, the Lakers had started too slowly, despite winning the opening ruck contests. Kinglake still allowed Gembrook-Cockactoo (the Brookers) to quickly break free in the opening term, with the Brookers then quickly taking early control of the game, handing Kinglake their first loss, by just a point, since Yarra Junction in round eight. This was a game that went "down to wire" with Kinglake leading by five points in the dying seconds, Gembrook were just too good on the day.. Kinglake Reserves did not go so well and many "unders" players stepped up to play seconds footy, for with either/and or replacements, due to injured senior players, it was up to retired players 'gearing up' and some of the the under 18's boys too, having a bye this weekend, to step up to reserve grade football. Whilst the Lakers still lost, it was still a great opportunity to put some of "the Under 18's boys" into the big league. After all, these young men, whilst losing the game, are well on their way to being the future ‘big guns’ of the Kinglake Football Club. In the netball, Kinglake's Under 17 side travelled to Mt Evelyn in a tightly fought game, only losing by three points. D-Grade netball secured a four-point win over the Brookers, with C-Grade losing by six goals and the B-Grade side having played Alexandra on Thursday night in a 'catch-up' game that Kinglake netballers would unfortuantely lose by 42 points. ★ SENIORS FOOTBALL Early in the first quarter, the Lakers had lost
