■ WHITTLESEA Council’s concerns about new laws relating to the ‘circular economy’ has been raised in State Parliament by Craig Ondarchie MLC. “Local Government has had limited … involvement in the creation of this Bill,” Whittlesea Shire CEO Craig Lloyd was quoted to say. “There has been very little consultation, as I have outlined already. This is despite the significant implications of this proposed new act on - council- … service delivery. “The proposed governance structure decreases the role and scope of Local Government … and will reduce independence. “The current Metropolitan Waste and Resource Recovery Group: … which include significant local government representation in favour for local governments role being delegated to one representative on an ‘advisory committee’, has left the local government sector with significant concerns that the implementation of the new Act is likely to be based on ideals rather operational reality for service delivery. “The mandating of a one size fits all structure does not allow Councils to tailor services to reflect the waste needs and affordability of their communities … a legitimate concern. “There is an assumption the materials recycling and reprocessing markets will develop through private sector investment outside of a thorough sector development strategy. “Recycling Victoria is set up to become a regulator rather than the enabling structure of the current Waste Resource and Recovery groups. “The focus of the act seems weighted towards Council collection, rather than more significant waste streams that arise from construction, demolition, commercial and industrial

Level access tram stops needed ■ Northcote MLA Kat Theophanous has told State Parliament of the need for level access tram stops in Northcote, Thornbury Preston and Reservoir. “Regularly raised with me is the accessibility of our public transport network, particularly on the route 86 tram along High St,” Ms Theophanous told the Legislative Assembly. “This route already runs with many low-floor trams, which is fantastic, but there remains a significant gap when it comes to accessible stops. “From stop 33 through to stop 54 there are no level-access stops. This traverses part of Northcote, the entirety of Thornbury, the entirety of Preston and some of Reservoir. “Locals know how many venues, services and shops are located along this route. Whether you are someone with a disability, an older resident, a young family with a pram or even just someone carrying your weekly shop, accessible infrastructure makes a difference in getting you to where you need to go safely. ● Level access stops are required. “It removes barriers to social isolation,” Ms Photo: Audit Victoria Theophanopus said.
