Local News Man charged over 1998 St Kilda rape
■ Detectives from the Sexual Crimes Squad have arrested and charged a man as part of an investigation into a historic rape. Detectives travelled to Queensland as part of an ongoing investigation and arrested a 57-year-old man last Thursday (Oct. 17). The man was extradited to Victoria on Saturday (Oct. 19) and subsequently charged. Charges include: ■ Abduction by force for the purpose of sexual penetration ■ Aggravated Rape X 2 ■ Rape X 2 ■ Kidnapping ■ False Imprisonment He has been remanded to appear at Melbourne Magistrates’ Court on January 17. Police will allege that on January 23, 1988, a 19-year-old woman was walking along Carlisle St, St Kilda, when she was grabbed by an unknown man. The victim was then allegedly driven to Elwood beach where she was sexually assaulted. The incident was reported to police at the time however an offender was not identified. In May 2021 further information came to light and investigators reopened the investigation. Detective Acting Senior Sergeant Brett Robinson said: “Today, after an agonising wait, we are happy to be able to inform our victim/survivor the news she has been waiting for. “To be a 19-year-old woman, happily walking home after a fun night out, who suddenly had her world changed instantly in this way, is unimaginable.” “Detectives did not give up on this investigation, in the hope we could bring justice for this horrific crime.” “Shocking crimes like this, leave a permanent imprint on the victim/survivor and also the community, today we hope we have delivered some closure and relief,” Det. Acting Sgt Robinson said.

Teens arrested at Sandringham ■ Moorabbin Crime Investigation Unit detectives have charged three teenagers following a crash in Sandringham on Saturday morning (Oct. 19).. It is alleged the trio were travelling in a stolen black Audi sedan along Beach Rd when the driver crashed into a fire hydrant about 8am. The crash caused a large amount of water to spill into a nearby pub and underground carpark. There were no injuries and no one was inside the pub at the time of the incident. The Audi continued before the three occupants allegedly dumped it on Campbell St and fled on foot. They were arrested a short time later without incident. A 14-year-old Hampton girl has been charged
with theft of motor vehicle, unlicensed driving, drug and theft offences. A 15-year-old Dandenong girl has been charged with theft of motor vehicle, unlicensed driving, careless driving, fail to stop at the scene of an accident and fail to report an accident where property was damaged. A 16-year-old Black Rock girl has been charged with theft of motor vehicle. All three have been bailed to appear at a children’s court at a later date.
FRIDAY DEADLINE TO VOTE BY POST
● All Council votes are to be by post.
■ All voters in the local Council elections are expected to lodge their votes by post by 6pm this Friday (Oct. 25). There will not be any in-person voting. Polling booths do not exist for these local government elections. In this Southern Cross Weekly Edition area for The Local Paper, elections are being conducted for each of Bayside, Boroondara, Glen Eira, Kingston, Melboure, Port Phillip, Stonnington and Yarra. A large number of voters appear to be confused about the procedures for this year’s local government areas, being conducted by the Victorian Electoral Commission. The Councils and the VEC have not published any advisory advertisements in The Local Paper. Local government candidate Daniel De Lorenzis said: “I continue to be asked ..where do I go to vote. Residents don't know about postal voting also ethnic community are more confused. Very poor education. If this is a forerunner for State Election we're in big trouble.”

● Melissa Horne, State Minister ■ Details have been released, and construction tenders opened for Hampton Pier and Fishermans Jetty, with Port Phillip Bay users one step closer to enjoying two new piers. The new Hampton Pier will be extended into deeper waters and feature a gangway ramp, floating pontoon, and timber decking to preserve the aesthetic appeal of the previous pier. The revitalised pier will safely support the many activities people love and enjoy at Sandringham Harbour while providing additional space for safer vessel movements in and out of the harbour. Fishermans Jetty is a popular spot for people to fish and a welcoming destination for vessels to berth in the protected Mornington Harbour. The new jetty will feature locally sourced timber decking, ladders for safe water access and berthing spaces for vessels – ensuring boat operators can continue to safely use the jetty for years to come. Melissa Horne, Minister for Ports and Freight, said: “Hampton Pier and Fishermans Jetty are two of the most recognisable spots along Victoria’s bustling coastlines, and rebuilding these sites will ensure the communities continue to be vibrant precincts.” Eastern Victoria MLC Tom McIntosh said "These are investments in the activities which people on the Peninsula love – fishing and getting out on the bay – and this will also support local business."
