■ DAREBIN Progress Association says that it has lost its respect for Darebin City Council. Association Secretary Marion Harper has penned a letter to all Darebin Councillors, saying that the Council has failed its democratic responsibilities.

“The waste removal changes are a case in point. Decisions taken that will affect a large number of ratepayers with no previous information, no consultation, no education program, no opportunity for us to discuss with our council representatives prior to voting,” said Ms Harper on behalf of the Association. “This is not democracy, it is ruling by bureaucratic decree. “Any proposal that impacts on people’s ability to pay, that affects those least able to afford it, must always be preceded by explanation, discussion and debate. Must never be rushed through without this opportunity. “Where has this happened? Has it happened? No explanation as to why such a proposal, no break down as to how it will impact and who? No written material to ratepayers explaining why. This is government by decree not by democracy. “Our Association calls on every councillor who supports democracy and justice to vote to defer this proposal until the community has an explanation, and opportunity to understand its impact on them. “Failure to genuinely represent your electorate in this way will undermine any respect that remains for Darebin Council and councillors.” A plan that Darebin ratepayers will have to pay a separate garbage tax was rushed through last week as part of a deal between re-elected
