SECOND MONITOR AT MOONEE VALLEY ■ The second municipal monitor has been appointed to the Moonee Valley Council to improve its performance and ensure it serves the best interests of the community. Melissa Horne, Minister of Local Government, has announced Prue Digby will act as the second municipal monitor following the end of her term in the same role overseeing the City of Greater Geelong from January 2023 to January 2024. Ms Digby joins Phillip Carruthers, the first municipal monitor – the pair will work for a period of six months until July 29 to support good governance at Moonee Valley Council before providing a report to the Minister at the end of their term. The monitors’ terms of reference direct them to advise and provide any relevant assistance and support to the council in relation to the improvement of the council’s governance processes and practices. “The community of Moonee Valley should rightfully expect high standards from their council – that is why the work of Ms Digby and Mr Carruthers is so important to improving its performance,” said Ms Horne. “Ms Digby brings considerable experience in state and local government, and I look forward to receiving the final monitor report at the end of the six-month term.”

■ Five youths have been arrested as police ramp up their investigation into an illegal motorbike riding event. Following extensive enquiries investigators from Victoria Police’s North-West Metro Achilles Taskforce executed a series of warrants across Melbourne’s north and southeast. Those arrested include: ■ A 19-year-old Reservoir man; ■ A 20-year-old Craigieburn man; ■ A 17-year-old Dallas boy; ■ A 15-year-old Manor Lakes boy; and ■ A 16-year-old Springvale boy. The Reservoir man was charged with 15 offences including criminal damage after allegedly damaging a police vehicle, reckless conduct endangering life, reckless conduct endangering serious injury, dangerous driving, im-
proper use of a motor vehicle, driving without numberplates, unlicensed driving and possessing a drug of dependence. He was bailed to appear before Melbourne Magistrates’ Court on April 19. The Craigieburn man, and Dallas and Springvale boys were released and are expected to be charged on summons with reckless conduct endangering life, driving unlicensed and driving an unregistered vehicle. A 19-year-old Broadmeadows man, who was not present when police were executing a warrant at his house, was interviewed by appointment.
