$170,000 windfall ■ Maribyrnong City Council’s 2020/21 Community Grant Program is providing funding of $170,000 to local organisations supporting a diverse range of community based initiatives. A total of 37 applications have been funded. The Council says it has been more responsive to community organisations hit by COVID-19.

4-storey permit

■ Monash Council's decision regarding a four-storey aparatment building at at 1 Railway Parade North and 16 O’Sullivan Road, Glen Waverley, has been varied by the Victorian Civil and Administrative Tribunal.

Three nearby residents, Lois Maynard, Marie Bateman, and Choong Chow, sought for the Tribunal to vary the project because of its ‘visual bulk’.

Parks to re-open

Need for checks

■ Tania Maxwell, Northern Victoria MLC, has called for greater checks on people from the Melbourne metro area entering regional zones. “Many people in Northern Victoria have been frustrated by repeated evidence and reports over recent months of travellers heading from Melbourne to our region without being subjected to any checks for their reasons for travel, either at road checkpoints or as passengers on buses and trains.”

Violence probe

■ Tania Maxwell , Northern Victoria MLC, is urging the State Government to focus on adolescent violence as part of its response to the Royal Commission into Family Violence.

She told social media friends last week: “Letting everyone know that I have secured a full time position at a wholesale nursery in Kinglake. These positions are few and far between so I had to make the difficult decision not to stand for Council this coming election. I want to say thank you for voting me in in a landslide four years ago, I am know putting the call out for other people to stand in the Cheviot ward, it may seem daunting at first but it is very rewarding and if you are a community minded person then you have the ability to shape the town, shire’s future.”

The man who Cr Bowles defeated in a “landslide” four years ago, is going to try his hand at winning back the Cheviot Ward seat on Murrindindi Shire Council. Cr Kennedy was Deputy Mayor, and was surprised when Cr Bowles polled 984 votes to his own 478 votes. ● John Kennedy

Alex. Races cancelled ■ Alexandra Racing Club’s unlucky streak has continued with the cancellation of the first meeting for the 2020-21 picnic season.

“All picnic meetings from Saturday, October 24 up to and including Saturday, November have been cancelled 7 which will affect meetings at Alexandra, Healesville, Mansfield and Balnarring,” said a Racing Victoria statement.

The 2020-21 picnic racing season had been due to start on October 24.

Racing Victoria said it had consulted with Country Racing Victoria to make the decision.

“With confirmation that theAFL Grand Final public holiday will be on Friday, October 23, the Benalla Cup, which has been conducted on this public holiday in recent years, will move to this date.

“As a result, the Echuca meeting originally scheduled for October 23 moves to Monday, October 26.

“All non-TAB meetings on Melbourne Cup Day (Tuesday, November 3), that being Cranbourne, Bairnsdale, Wangaratta and Mildura, have been cancelled leaving Flemington and the TAB meeting at Echuca as the two Victorian race meetings to be conducted on Cup Day,” said the Racing Victoria statement issued on Friday (Sep. 18).

Stage 3 rules in place ■ Murrindindi and Mitchell Shires are now in ‘Step 3’ on the roadmap to recovery. There are no restrictions on the reasons to leave home.

“Stay safe as restrictions ease by washing your hands regularly, wearing a face covering when you leave home, coughing and sneezing into your elbow, and keeping at least 1.5 metres from others,” said a Government statement.

“Keep your friends and family safe by meeting outdoors. There is a lower risk of spreading coronavirus (COVID-19) between people if you are outdoors. Groups of up to 10 people will be able to meet outdoors.

“Restrictions are easing to allow for cafes, restaurants, beauty and personal care, and some outdoor entertainment venues to open. Restaurants will open in a predominantly outdoor capacity, with a group limit of 10 people, and density limits.

“You must not travel to metropolitan Melbourne except for permitted work purposes, care and compassionate reasons or shopping for food and supplies, if necessary.

“Face coverings must be worn by all Victorians when they leave home, unless they have a lawful exception.

“Stay at home if you feel unwell.”

■ Drivers’ licences of patrons are being checked at Kinglake Pub to ensure that customes are not from Stage 4 restricted areas.

“Anyone from a Stage 4 lockdown area is not able to be on the premises ... they will just have to wait,” said a Pub announcement on social media.

Lunch and dinner is being served from Wednesday to Sunday, with phone bookings essential. The Pub will be closed Monday and Tuesdays until further notice. The hotel is open for seated drinking and eating.

Marysville ramming

Chesworth will act as CEO ■ Michael Chesworth will be the Acting Chief Executive Officer at Murrindindi Shire Council for up to 12 months, Councillors have determined.

This follows the announcement that Craig Lloyd will move from Murrindindi to Whittlesea City Council on Monday, October 12.

Mr Chesworth has extensive senior executive experience in local government, and has been with the Council for over 20 years.

He is currently Director of Corporate and Shared Services, which oversees Council's business services and governance functions.

Council's CEO, Craig Lloyd said he is extremely pleased with the appointment.

“Michael is the right choice as Council's Acting CEO. His appointment comes at a crucial time, as a new Council will shortly be elected.

Local Briefs Checks at Kinglake

■ A man and a woman were arrested after a Police car was rammed in Marysville on Wednesday night (Sept. 16).

Officers were in Hill Ave about 11pm when they attempted to intercept a BMW sedan.

It is alleged the driver of the BMW deliberately drove the sedan into the Police vehicle.

The BMW left the road and became bogged in a garden bed.

Police were able to arrest the driver, a 37year-old man, and the passenger, a 22-yearold woman.

The pair are currently assisting Police with their enquires.

Welcome Melanie ■ Melanie Ravary was welcomed to the Murrindindi Shire Council team by Cr Jackie Ashe at last week’s Council meeting.

Ms Ravary joins Tammie Long in the Business Partnerships area of Council.

“It is more important than ever to have this area of Council strengthen, great to have Melanie on-board,” Cr Ashe said.

$250,000 grant ■ Murrindindi Council has been advised that it will receive a grant of $250,000 to support outdoor dining infrastructure, permit waivers and promotion, as well as small and sole trader grants.

Chief Executive Officer Craig Lloyd said he was advised by Department of Health and Human Services that these grants will be available for application from last Thursday (Sept. 17).

Rural push: MP

■ Eildon MLA Cindy McLeish says that rural areas of the Nillumbik and Yarra Ranges do not want to be classified as metropolitan communities.

In State Parliament last Thursday (Sep. 17), Ms McLeish addressed a question to Victorian Premier Daniel Andrews: “Parts of Yarra Ranges and Nillumbik councils are very much rural—people live on farms and large blocks and in small towns and hamlets.

“Many are involved in agriculture and horticulture and fight pests such as deer and foxes—the same as those living in regional Victoria.

“Mail delivery is a challenge and non-existent in places. Many communities are over 60 or even 80 kilometres from the CBD. “Residents in these areas consider that they live in the country, and overwhelmingly they want the Premier to treat them the same as rural and regional Victorians when it comes to COVID restrictions.

“Will you support those living in the nonurban areas of the Yarra Ranges and Nillumbik councils—areas like Powelltown, Warburton, Don Valley, Healesville, Smiths Gully, St Andrews and Panton Hill unfairly swept into the metropolitan classification for COVID-19 restrictions—and reclassify them as regional, not metropolitan, for this purpose?”

Rob Mitchell, Member for McEwen, said that with nearly one million Australians unemployed and unemployment expected to increase, it makes no sense for the Coalition Government to withdraw support without a comprehensive jobs plan to replace it.

Mr Mtichell said an estimated 5000 businesses in McEwen will be impacted by the cuts planned for September 28. He warned the cuts will make the recession worse.

"Scott Morrison should reconsider his cuts to JobKeeper which are coming at the worst possible time for many workers, businesses and communities who are relying on it," Mr Mitchell said.

"From next Monday, cuts and changes to the JobKeeper scheme will see local businesses and workers lose access completely, while others will have their payments slashed by between $300 and $750 per fortnight," he said.

"The premature withdrawal of JobKeeper support follows the Morrison Government's decision to exclude millions of workers from the program, including over a million casual workers.

"In recent days, concerns around compliance with JobKeeper's rules by some businesses have surfaced, with 8000 tip-offs reported to the Australian Tax Office - many concerning deliberate underpayments of the wage subsidies.

"JobKeeper's potential to do so much good and help protect Australians in the depths of this recession is being cruelled by Scott Morrison's botched implantation, poor compliance enforcement, and premature cuts.

"The recession will be deeper and the unemployment queues will be longer because Scott Morrison is pulling support from the economy too soon and because he doesn't have a plan for jobs.

"Our community needs and deserves a comprehensive jobs plan to set us up for the recovery and the future,” M r Mitchell said.

Rae will not stand ■ Murrindindi Shire Deputy Mayor Cr Margaret Rae has announced that she will not be standing for election next month.

“I have had the privilege of representing Murrindindi Shire for the past eight years and I want to thank you all, and particularly my community in Redgate Ward, for the constant support I have received over this time.

“I have been given the opportunity to learn so much and to experience so many things from opening bridges, halls, swimming pools, tennis and netball courts, meeting GovernorsGeneral, welcoming over 60 new citizens to our shire through citizenship ceremonies and working closely with community on a wide range of issues - amongst many other things.

“Thank you too, to my colleagues from both Councils - for the sharing of ideas, commitment and the teamwork that makes it all happen.

“When I was originally encouraged to stand for Council, I asked people ‘what is it you want me to do?’ The answer was ‘to provide good governance, to make sure that decisions are made properly and are accountable, and that the community is kept well and truthfully informed’. That was something I could and did commit to - and I have kept my word to you and represented you to the best of my ability,” Cr Rae said.

● Mark Varmalis, Yarra Ranges Shire said. “When we heard about the stimulus program from the State Government, our Recreation and Active Living Team contacted many clubs directly, checking in on them and encouraging them to apply for funding.

“It’s heartening that 151 community groups and clubs

were able to access support from the State Government – every bit of support helps during times like these.

“The $68 million Community Sports Infrastructure Stimulus Program provides community sporting clubs and organisation with funding to help fast-track infrastructure projects that can begin in the immediate future.

“This funding helps to provide jobs for Victorians and improve community sporting infrastructure,” Mr Varmalis said. This support from the State Government follows Council’s success in securing $2.5 million from the Growing Suburbs Fund, which will help fund the Upwey Skatepark Redesign, a new pavilion at Kimberley Recreation Reserve and a new waste-to-energy project at Coldstream Waste Transfer Station.

Family violence concern ■ Tania Maxwell, Northern Victoria MLC, has called for a systemic approach to address adolescent violence, as recent data shows up to 10 per cent of Police callouts related to family violence involve young people.

Ms Maxwell said two recommendations outlined in the Royal Commission into Family Violence relating to adolescent violence are still outstanding and has asked the Minister for the Prevention of Family Violence for an update on the response.

Data from the Children’s Court shows that around 10 per cent of all family violence Police callouts in Victoria involve respondents aged 19 or under and, disturbingly, around 30 per cent of these respondents are females.

Ms Maxwell said that as disconcerting as these numbers are, they underplay the full extent of the problem as research consistently reinforces the notion that many occurrences of adolescent violence are never reported.

Ms Maxwell said that there also remains a general lack of knowledge about adolescent violence as a specific phenomenon, which leads to further gaps and inconsistencies in policy, practice and legislation, as well as in policing and jurisdictional responses.

$200,000 for Ranges ■ Sporting clubs throughout Yarra Ranges have shared in more than $200,000 in funding to help them through the pandemic, thanks to a State Government grants program.

The Community Sports Infrastructure Stimulus Program has provided 151 community groups and sporting clubs with $1500 in grants, totalling $226,000.

In addition, four local sporting associations each received $3000.

Applications for VicHealth’s Reimagining Health grants opened on September 16, with funding amounts of $3000, $10,000 or $50,000 available for local organisations whose ideas can support their communities to create meaningful social connections, get active and access healthy, affordable food.

Ms Lovell encouraged local organisations like sporting clubs, community gardens, arts organisations, community groups and youth services to apply for funding and help people living in Northern Victoria.

“We know there are hardworking organisations throughout the Northern Victoria region that could use this funding to make a significant impact on the health of people living in our community in the next 12 months and beyond,” Ms Lovell said.

VicHealth CEO Dr Sandro Demaio said that in the midst of the global coronavirus pandemic, it was vital that the organisation worked quickly to protect the health and wellbeing of Victorians. “ Many communities were already fighting an uphill battle before the pandemic hit and are now facing greater challenges when it comes to putting healthy food on the table, keeping active and staying connected to others in their community,” Dr Demaio said.

Vale Roma Bell ■ Roma Bell (nee Lawson), formerly of Rubicon and Alexandra,passed away at Yarrawonga on Friday (Sept. 18).

She was wife of Harold (dec), and mother of Craig (dec) and Sonya.

Roma had been fighting an incurable illness since early this year. Roma worked for years as a telephonist at the Alexandra manual telephone exchange until automation, said family friend Peter Rice.

No Festival in 2020

■ Mansfield Shire Council has officially announced that this year’s Mansfield High Country Festival has been cancelled due to the Coronavirus pandemic.

However, the Targa High Country and the Lake Eildon Festival, which are held later in November, are planning to proceed with adjustments.

Mansfield Mayor Marg Attley said it wasn’t an easy decision to cancel this year’s Mansfield High Country Festival.

“We held off making the decision as long as possible, but in the interests of health and safety, Council made the call to cancel the festival this year and put energy into the 2021 event,” Cr Attley said.

Environment News Zero tolerance

■ In the largest recruitment of specialists in the Environment Protection Authority’s history, more than 70 officers will join the new Waste Crime Prevention Inspectorate to reduce waste crime.

The major recruitment drive will hire forensic accountants to tackle illegal phoenix activity, surveillance officers, intelligence analysts and more environmental protection officers to reinforce EPA’s zero tolerance approach to waste crime.

The new officers will target activities like illegal waste dumping, the unsafe storage and transport of waste and landfill levy fraud.

The Waste Crime Prevention Inspectorate will work with WorkSafe Victoria, Victoria Police, emergency services agencies, local government and other regulators to improve and streamline intelligence sharing, and crack down waste crime in Victoria.

An additional $71.4 million is being invested to better detect, prevent, investigate and prosecute waste crime through Recycling Victoria – the Government’s 10-year plan to transform the state’s waste and recycling sector.

“We are tackling waste crime head on.

These new experts will detect, combat and help prevent waste crime, and hold waste criminals to account,” said Lily D’Ambrosio, Minister for Energy, Environment and Climate Change

Roo control at Lilydale ■ The plight confronting a small family mob of kangaroos in the old Lilydale quarry was raised last week in State Parliament by Andrew Meddick of the Animal Justice Party.

The animals are referred to as the Kinley kangaroos, Mr Meddick said.

■ Yea High School graphics/textile teacher Kerryn McCullough and boyfriend Brad Parker brought a five-year-old boy back to life after the car in which he was travelling crashed into the Goulburn River from the Ghin Ghin bridge.

Kerryn and Brad were paddling in a canoe when the accident occurred. Brad dived for 90 seconds to free Graeme Gergory, 5, from the Ford sedan that lay upside down in the river. Graeme had stopped breathing. His heart had stopped beating; his eyes were open as if dead.

Kerryn looked after other car occupants, Toni Ward, 29, passenger Gary Ward, 32, and other young passenger, Scott Ward, 5.

Whittlesea City Council says it will continue to advocate strongly for more local family violence and mental health support services for its community.

The Crossroads to Community Wellbeing Project Working Group provided evidence to the Coroners Court of Victoria last year for an investigation into the spike in deaths by suicides in 2018 among South Asian women living in the municipality.

The group sought recommendations from the Coroner to prevent similar deaths.

The Crossroads group wrote to the Department of Health and Human Services Secretary requesting an urgent meeting to discuss solutions that will preserve the lives of South Asian women and endorse funding applications for programs and services to address this issue.

North let down: MP ■ Parliamentarian Craig Ondarchie says that if anyone should be in lockdown it should be Victorian Premier Daniel Andrews.

“Daniel Andrews and hisLabor Government have let down families and small businesses in Melbourne’s north,” Mr Ondarchie said.

“The Premier likes to claim that every decision he has made is based on expert health advice, but the Chief Health Officer told Melbourne radio station 3AW the 8pm curfew was not based on his advice.

“The Police chief said it was not his idea either—nor was he consulted. This was Dan’s captain’s call, and as a result Melbourne’s north is suffering under these draconian conditions.

“I have been contacted by so many small businesses that just fear that under these rules they will never be able to open again. Dan Andrews fails to understand these businesses are hurting, employees are hurting. He fails to understand that jobs are in jeopardy.

“He fails to understand that people want to go to work and resume their lives and he is the one stopping them. He fails to understand the impact on their mental health. My constituents are telling me if anyone should be locked down it should be you,” Mr Ondarchie said.

Suicides in W’sea ■ Coroner Audrey Jamieson said last week that there was an "elevated frequency of suicides" among South Asian women in 2018 in the City of Whittlesea, compared with one similar death for the entire 2009-2015 period.

Her recommendations include a review of current support services for the health and wellbeing of South Asian women in the City of Whittlesea, including engaging with "service providers and other stakeholders, to identify opportunities to improve South Asian women's access to and engagement with such services".

■ Wendy Lovell, Northern Victoria MLC, told State Parliament last week that she had been contacted by a pastor of a local church in her electorate to point out an apparent anomaly in theAndrews Labor government’s COVID-19 restrictions.

“Under the second step restrictions that came into force for regional Victoria last Sunday, places of religion and worship remain closed for both religious ceremonies and private worship,” Ms Lovell said.

“In order to provide religious services to followers, many places of worship have broadcast ceremonies via social media platforms such as Facebook and YouTube.

“The current COVID-19 restrictions limit the number of persons involved in such broadcasts to only five people.

“Yet these restrictions do not align with broadcasting events at both physical recreation and entertainment facilities, which allow an unlimited number of persons to be present for the purpose of a broadcast.

“The five-person restriction prevents religious services to be streamed live and causes substantial postproduction work before the broadcast.

“In the case of the pastor that contacted my office, his church is forced to pre-record music and preaching in two separate recording sessions before editing and uploading for viewing on Sunday morning.

“It would be good to see some uniformity in these restrictions that will see religious services be allowed to have as many people as is required in order to broadcast a ceremony, subject to the four-square-metre social distance requirements, as is currently the case with entertainment or recreation broadcasts,” Ms Lovell said.

Lilydale shooting ■ A man wasinjured during a Police shooting in Lilydale last week.

Police were called to Hutchinson St following reports of a man armed with an edged weapon about 8.30am on Tuesday (Sept. 15).

Officers attempted to speak with the man who refused to drop his weapon.

Police discharged their firearms, shooting the man about 9.10am.

He was being treated for life threatening injuries.

Detectives from theArmed Crime Squad will investigate the incident which will be oversighted by Professional Standards Command, as per standard protocol when a Police firearm is discharged.

Yea Golf is back ■ Saturday saw the official return of competition after the lockdown in regional Victoria. It is hoped that things keep improving so that the Clubrooms might be able to be open, and there is a start to socialising with other members.

With a limit of 10 people the Club is unable to have presentations or dinners at this stage.

The course looks wonderful and reflects the work of many volunteers around the Club.

CEO offers his farewells ■ Departing Murrindindi Shire Chief Executive Officer Craig Lloyd offered his farewells to Councillors at last week’s municipal meeting (Sep. 16).

“It has been an amazing 2½- years working with the community, Councillors and staff of the Murrindindi Shire,” Mr Lloyd said.

“We have have been through tough times such as the 10th Anniversary of the 2009 bushfires, and the current pandemic, but the strength, resilience and community spirit of our community has remained strong throughout.

“I have been supported by the most talented, engaged and committed staff any organisation could wish for, and I thank each and every one of them for their continuing work.

“It has been a pleasure to work for and with Councillors who have been committed to working for their community, without conflict, but with rigorous debate and engagement.

“I would especially like to thank the three Mayors that I have had delight in working with, Cr Bisset, Cr McAulay and Cr Dunscombe, as well as the Deputy Mayor Cr Rae. “I am incredibly proud of what has been achieved including major projects, external funding obtained and particularly the improvement in Council’s responsiveness to customer requests.

McLeish quizzes Minister ■ Eildon MLA Cindy McLeish questioned State Education Minister James Merlino about children returning to school in Term 4, when State Parliament sat on Friday (Sep. 18).

“Parents want to their kids back at school for the first day of term 4, which experts say can be done with a COVID-safe plan,” Ms McLeish said.

“Why is the minister insisting on keeping so many of our kids away from school until at least the end of October or possibly even later?

“It is clear that parents of students between years 3 and 10 have had their time frame for a return to school pushed out to the never-never.

It is very clear.

“While Victorian kids have been denied face-to-face schooling, Department of Health and Human Services data shows Victoria has recorded a 33 per cent rise in kids presenting to hospital with self-harm injuries when compared to a year earlier.

“Has any modelling been done on the mental health effects on our kids due to the government’s decision to keep kids away from school, and if so, will you release it?” Ms McLeish asked. Mr Merlino said there has been positive and negative data about remote learning.

Regional Round-Up Kalkallo tender

■ Citizen Michael Krause last week suggested that Nillumbik Council’s estimated bill for Plenty and Kangaroo Ground Land Fill rehabilitation will increase by $20.5 million.

“Can Council provide an assurance that it is not due to any previously unidentified environmental or health hazards, otherwise can the council advise what specific items have caused the $20.5M estimated cost blowout?”

Mr Krause asked.

Council’s reply was: “The cost of rehabilitating the former Plenty and Kangaroo Ground sites in accordance with the EPA’s Post Closure Pollution Abatement Notice is based on current market prices as a result of a competitive tender process undertaken in 2019 and the inclusion of the 30-year after care costs.”

Kidnap charges ■ Whittlesea Crime Investigation Unit detectives have arrested three people over the alleged kidnapping of a woman in July.

Police allege three people forced open the front door of a Whittlesea property about 10.30pm on July 29.

The offenders allegedly overpowered a woman, tied and blindfolded her before forcing the victim into the boot of a car.

The victim managed to untie herself and escape from the vehicle.

Police have arrested three people in relation to the incident.

An 18-year-old Lilydale man, a 24-yearold man from Warburton and a 36-year-old Doreen woman have been charged with aggravated home invasion and kidnapping.

The two males have been remanded in custody while the female has been bailed.

The trio will appear before the Melbourne Magistrates’ Court on December 8.

Nillumbik’s debt

■ Local citizen John Fecondo last week asked Nillumbik Council to explain its debt position: “The Council Plan 2017-21 published in 2017 states in the introduction by the Mayor that “Our four-year program targets the repayment of all of this debt ($13.8 million at the time) saving the shire more than $800,000 interest payments which we can reallocate to important community programs”.

“I note in the 2019-20 financial report that total borrowing costs for the last financial year were $709,000 and that the 2020-21 Budget indicates that current borrowings are almost $14 million , similar to the initial debt level and the predicted closing balance of borrowings will still be approximately $4 million in 2029-30! Can you please explain why this key objective of this Council that we have heard about many times has not been achieved during its term as promised?”

A Nillumbik Council officer responded: “The net debt position of Council at June 30, 2020, is $6.9 million. This comprises of $10.8 million of loan balances offset by $3.9 million held in the debt reserve.”

Sparkling trip from central Victoria ■ At winemaking college one of my lecturers taught me that sparkling shiraz, along with Rutherglen muscat and aged Hunter Valley semillon, constituted a unique Australian wine style.

It signified the beginning of a love affair with red fizz, one that culminated, I guess, when I took a glass of sparkling shiraz into a cemetary at central Victoria's Great Western to salute the graves of the founders of the style.

Seppelts, at its Great Western winery, may well have invented sparkling shiraz - or 'sparkling burgundy' to use its original title - but these days another central Victorian winemaker, Andrew Koerner, of Blue Pyrenees Estate, has definitely joined the fray and seems to have produced the goods.

And please don't look askance at the NV tag on the wines. I know that we look for what is the vintage of our table wines but the extensive use of aged reserve wine is normal in the production of fizz in Champagne and most houses value their NV offering as highly as their rare vintage wines.

And so they should, both there and here.

While this has to be a solo pursuit at the moment, Melbourne Youth Orchestras wants keen young musicians to look ahead, and focus on the wonderful opportunities that will be available in 2021.

The famous MYO Summer School combines music making, creativity exploration and personal development.

Young musicians get the chance to work with Victoria's best conductors to expand their musical social activities in a fun atmosphere.

As anyone who has attended a MYO Summer School in the past knows, it's not just about developing your musical technique and expanding your knowledge of the repertoire for your instrument - it's about opening your mind to a whole different sphere of music-making and creating some exciting new musical experiences. And, of course, having lots of social interaction with likeminded peers.

And for those who are interested in a continuing musical association throughout the year, there is the MYO ensemble program for musicians from 8 to 25, which runs on Saturdays through the school term.

There is a range of orchestras and symphonic bands to cater for all levels. Talented educators help young students enhance their musical skills by playing exciting music and having great performance experiences.

Melbourne Youth Orchestras CEO, Dorian Jones, is passionate about the great experiences that MYO can provide for young musicians.

"Our students value our Ensemble Program as a place to express themselves and belong. For many, their ensemble becomes their main peer network, an extension of their family," he explained.

"Our rehearsal classrooms are where many of our students feel safe, accepted and successful. In these uncertain times, we believe it is more important than ever to provide a place to play, connect and thrive."

America remembers 9/11

Patriot Day 2020

■ Patriot Day is an annual observance on September 11 to remember those who were injured or died during the terrorist attacks in the United States on September 11, 2001. Many Americans refer to Patriot Day as 9/11 or September 11.

On the direction of the President, the flag of the United States of America should be displayed on the homes of Americans, the White House and all United States government buildings in the whole world.

The flag should be flown at half-staff as a mark of respect to those who died on September 11, 2001. Many people observe a moment of silence at 8:46 AM (Eastern Daylight Time).

This marks the time that the first plane flew into the World Trade Center. Some communities, particularly in the areas directly affected by the attacks, hold special church services or prayer meetings.

People who personally experienced the events in 2001 or lost loved ones in them, may lay flowers or visit memorials.

Half shopfronts closed

● The Beverly Hills Fire Department remembers the lost first responders and to support the 9/11 remembrance was Ramada Plaza Hotel and Suites Managing Director, Alan Johnson.

The King Under Attack ■ Elvis Presley's Graceland mansion was defaced with graffiti reading ‘Black Lives Matter’, ‘Defund MPD’ referring to the Memphis Police Department and ‘Eat the Rich’, leaving the historic home with around $150,000 in damage.

The mansion, which appears on the National Register of Historic Places, is now a museum dedicated to the life of Elvis Presley, who built the home and owned until he died in 1977.

Elvis's daughter, Lisa Marie Presley, is now the owner and caretaker of the mansion, which recently underwent an extensive renovation.

Memphis, Tennessee, where Graceland is located, like many major cities, has seen its share of unrest in the wake of George Floyd's death while in the custody of the Minneapolis Police Department and also like many major cities, Memphis has experienced a dramatic rise in crime this summer.

According to USA Today, Memphis is one of the primary targets of Operation Legend, which seeks to bolster urban police departments with specialty agents of the federal government agents of the FBI, the DEA, and the ATF. Memphis received a deployment of 40 federal agents back in July, in Operation Legend's second wave.

The unrest turned destructive this week when rioters targeted Graceland and the adjoining Levitt Stadium, where Elvis Presley gave his first paid concert.

"The walls outside of Graceland in Memphis, Tenn., were tagged with graffiti by vandals, with phrases like 'BLM' and 'No Justice No Peace,'" Fox News reported.

"Fox 13 reporter Shelia O'Connor tweeted out photographs of the damaged walls, which included messages about the death of Breonna Taylor who was killed in Louisville while police were serving a no-knock warrant on her home."

Peaceful protests OK ■ Americans across racial lines remain overwhelmingly opposed to violent protest to "improve the situation of black Americans with 73 per cent of respondents indicating it tends to "hurt" that cause, according to a new Gallup poll just released. The poll found a higher percentage of white Americans opposed violent protest (79 per cent) than black Americans (59 per cfent). Both groups overwhelming agree that nonviolent protest helps blacks, with 78 per cent of whites supporting it and 72 per cent of blacks. Gallup based data on June 8-July 24 survey of US adults. The polling company noted that "Since Gallup last polled on this subject in 1988, there have been meaningful increases in the percentages of Americans saying that nonviolent protest, violent protest and economic boycotts, in particular, can help. Opinions on the effectiveness of legal action are little changed."

Robin’s final days

■ Robin Williams' self-inflicted death on Aug. 11, 2014, at the age of 63 shocked the world, not only because few knew that the acclaimed actor had been suffering in any way, but because despite his history of substance-abuse problems, his effusive, uninhibited, hyperactive spirit was so joyous and infectious that it simply didn't gibe with suicide.

With no concrete explanation for why he'd taken his own life, the media filled in the gaps with wild speculation about depression, drugs, and financial woes. None of those guesses, however, did anything to alleviate the sheer mystery of it all. It was simply incomprehensible to fans, friends and family.

And, as Robin's Wish makes clear, it also didn't make sense to Williams himself.

Tylor Norwood's new documentary is an intimate look at the final days of the Hollywood star, whose success as both a comedian and a dramatic actor made him one of his era's most beloved headliners. Considering that focus, it's far from a comprehensive non-fiction biopic; those looking for copious movie clips, or a chronological timeline of his professional and personal ups and downs, will have to look elsewhere. Yet while that narrow perspective does much to hamper its impact, it nonetheless achieves its limited primary goal: bringing to light the fact that, rather than a man who killed himself simply out of unhappiness or addiction, Williams was a victim of a little-known condition that left him mentally and physically compromised, unsure of himself, and terrifyingly adrift.

■ More than half of all storefronts in San Francisco are no longer in business, according to the survey by the San Francisco Chamber of Commerce. "The survey showed only 46 per cent of storefront businesses in San Francisco that were open at the beginning of the pandemic are still operating," said Jay Cheng, spokesman of the San Francisco Chamber of Commerce. That means 1200 stores are still open, while about 1300 have closed, Cheng said. "There's a lot of reasons for that. If you're a fitness studio, you can't open because of the pandemic. If you're a retail space, you could open, but you might have decided that there isn't enough foot traffic or enough customer base to make that worthwhile to reopen. So it's become a very difficult situation," Cheng said. Early flu shots ■ Late October is typically when we all get to feel brave for getting flu shots, but retailers are getting a jump start on marketing the shots this season.

Pandemic divorce rates ■ The Coronavirus pandemic has dealt a serious blow to marriages in the US amid a 34 per cent increase in sales for divorce agreements and revelations that it took just three weeks under quarantine for relationships to crumble, according to a survey.

The outbreak of the coronavirus in January and implementation of lockdown orders in March forced couples to manage a plethora of new challenges.

The combination of quarantine life, wavering finances, mounting unemployment rates, illnesses, deaths of loved ones, mental illness and child care has led Americans lawyers to predict a record number of divorce filings.

■ There were two major dancing teams in Hollywood films - Fred Astaire and Ginger Rogers, and then Marge and Gower Champion.

Marge and Gower appeared in MGM musical films during the 1950s.

Marge was born, Marjorie Celeste Belcher, in Los Angeles, California, in 1919. She began dancing and teaching at an early age.

In 1935 Marge was hired by the Walt Disney Studios to be a live action model for Snow White in the animated feature film Snow White and the Seven Dwarfs.

In later years Marge also became a model for The Blue Fairy in Pinocchio and the Dancing Hippo in Fantasia.

In 1937 Marge married Art Babbitt from the Disney Studios but the marriage only lasted for three years.

Gower Champion was born in 1919 and worked as a dancer on Broadway prior to World War II in which he served as a member of the US Coast Guard.

After the war he resumed his career and met Marge, who became his dancing partner.

They married in 1947 and became popular through their marvelous performances in the MGM remake of Showboat in 1951.

Their song, Life upon the Wicked Stage, was a standout in the film. This led to other roles as a singing dance team in films such as Mr Music, Jupiter's Darling and Three for the Show.

Whatever Happened To ...

Marge Champion

By Kevin Trask of FM of 3AW 3AW and 96.5 Inner FM They played the lead roles in Give a Girl a Break and co-starred with Debbie Reynolds.

MGM had plans to use Marge and Gower in remakes of the old Fred Astaire and Ginger Rogers RKO films.

This only happened once when Roberta was remade under the title of Lovely to Look At. They starred in their own television series The Marge and Gower Champion Show in 1957.

They had two children together but sadly, their son Blake was killed in a car crash at the age of 25.

Gower became a very successful Broadway director and won eight Tony Awards in his career.

Marge had good character roles in films such

as The Swimmer with Burt Lancaster, and The Party with Peter Sellers. Marge continued to work on Broadway after her marriage to Gower ended in 1973. Four years later she married the director Boris Segal. In 2001 Marge starred in a revival of Stephen Sondheim's Follies and sang four songs in the production at the Belasco Theatre on Broadway.

Sadly, Gower Champion passed away on the opening night of a stage production on Broadway in 1980. Gower had choreographed 42nd Street and after numerous curtain calls the producer David Merrick announced to the cast and audience the sad news that Gower had died that afternoon.

Marge Champion was a member of the nominating committee for the Tony Awards on Broadway from 1991-98 judging all the shows. These days Marge Champion is 98 and lives in New York.

Will we ever see this type of singing and dancing team in films in the future? Who knows - my guess is probably not.

After touring Australia, Ian quit the band and went to live and work in California. He took a day job as a computer programmer, combined with session work playing guitar. Next step was as a motivational speaker prior to his untimely death this month, aged 62.

■ Ten has announced Tristan McManus is to be the new co-host of Studio 10 alongside Sarah Harris.

Who is Tristan McManus? His main claim to fame is as a judge on Dancing With The Stars. Trained as a professional dancer he is said to have an engaging personality and should interact well with the rest of the regulars on the morning show. Time will tell.

Directed by Niki Caro, whose previous credits include the superb "Whale Rider" 2002 and more recently "The Zookeeper's Wife" (2017), the breathtaking cast kicks off an emotionally sensitive yet fiercely captivating performance by Yifei Liu as Mulan, along with a host well established and revered Chinese super-stars that includes Jason Scott Lee (Dragon: The Bruce Lee Story/1993) as the villain, Donnie Yen (Rogue One: A Star Wars Story/2016) as the Commander, Jet Li (Hero/2002) as the Emperor and the legendary Gong Li (Memoirs of a Geisha/2005) as the evil witch.

Filmed with breathtaking results in China and New Zealand, the costume and set design of the period are nothing less than spellbinding, a beautifully woven tapestry of deeply rich colour palates that are a feast for the eye, all-in-all culminating in a simplistic yet exciting mythological tale driven by a big heart, a well crafted effort that balances history, humour, romance, drama and action effectively, and with now two versions to chose from, a classic story that will no doubt enthrall young and old for generations to come.

Stars: **½ Review: A ragtag quartet of teenage miscreants are given one last chance to turn their lives around by completing the Duke of Edinburgh Award trek across the Scottish highlands, but once they are dropped in the middle of nowhere, they soon realize they aren't as alone as they think, as they are being stalked by wealthy aristocrats who intend to hunt and kill them for sport.

Wildly wacky low budget hip-hop inspired absurdist comedy-horror is a mixed bag of craziness evocative of the classic thriller "The Most Dangerous Game" (1932) on acid, a slapstick "Trainspotting" meets "Deliverance" meets "The League of Gentlemen" wannabe, but therein lies its charm, an off-the-wall, naively driven and passionate stoner journey that has more to offer than not.

The ragtag misfits include Viraj Juneja as DJ Beatroot, along with Lewis Gribben, Samuel Bottomley and Rian Gordon, who all deliver performances with delightful results, along with Kate Dickie as Police Sgt Morag and veteran Scottish actor James Cosmo (Braveheart/ Trainspotting) as the farmer, and a welcome addition to the cast by veteran comic and actor Eddie Izzard as the eccentric and mysterious huntsman "The Duke" and Georgie Glen as "The Duchess."

Filmed with breathtaking beauty in the beautiful highlands of Scotland, which is not difficult to achieve, the material may be paper thin, scattered and repetitive, but there are moments of side-splitting gags and even poignancy, and-all-in-all, this is a smart(ish), dumb, endearing, stupid, psychedelic, repulsive and clichéd adventure that, for better or worse, is a twisted romp across the Scottish highlands, so go at your own risk.

Rourke’s Reviews Mulan ■ (PG). 115 minutes. Now streaming on Disney+.

After the execrable CGI remake of The Lion King in 2019, I had little expectations for Disney's live-action redux of their 1998 animated film Mulan, so it was nice to be pleasantly surprised by the resultant film which, while flawed, proves to be quite entertaining.

The plot is basically the same Mulan (Yifei Liu), the eldest daughter of war veteran Zhou (Tzi Ma), secretly disguises herself as a man to take the place of her father, who along with thousands of other men, have been called up by the Emperor (Jet Li) to help fight against invading Rouran warriors, led by Bori Khan (Jason Scott Lee).

Khan is aided by a witch, Xianniang (Gong Li), who also has her own agenda.

Mulan 2020 is a strikingly crafted endeavour, with superb cinematography, costume and production design, and the $250 million production is confidently handled

by Niki Caro (Whale Rider), who gives the story a colourful, fablelike glow.

The script (credited to four writers) is on the clunky side, turning Mulan's inner strength into something more akin to Jedi powers, while of course historical accuracy is left far behind.

What hurts this latest iteration the most is a missing sense of humour, replaced by an earnestness that sometimes needlessly weighs the film down.

The animated film (one of my favourite Disney titles) managed to combine drama and comedy to superb effect.

Liu is likeable as Mulan (and was actually up for the same part in the 2009 Chinese film, which eventually went toZhao Wei); Gong Li makes the most of her limited screen time; Lee is okay as the villain, while Yen is sadly wasted in a thankless supporting role.

Kim Ji-young, Born 1982 ■ (M). 119 minutes. Now available on R3 DVD. Based on the best-selling book

by Cho Nam-joo, this highly anticipated big screen adaptation proves to be a mixed blessing, bringing important subject matter to light, while also not quite delivering the genuinely emotional gut-punch its source material did.

Jung Yu-mi plays the title character, a 30-something housewife and mother who has given up a successful career to devote all her time to husband Dea-hyeon (Gong Yoo) and daughter Ah-young, who is

now two years old. Exhausted and under-appreciated, Kim's frustration turns into something more worrying when she briefly takes on the persona of her mother at Deahyeon's family's house during a Lunar New Year visit.

Consulting a psychiatrist, Deahyeon wants to understand his wife's increasing mood swings, but Kim's behaviour comes from a societal patriarchal structure that has crushed many a woman's dream and self-worth. The book is an excellent, matter-of-fact account of generational, systemic gender inequality, told in a deceptively simple style that actually creates multiple layers, showing a problem that is still firmly entrenched in society (it's fascinating to note that Korean actresses and singers who liked and supported the book were continuously attacked online).

Cho's vivid, affecting details, chronicling decades of genderbased injustice, is understandably condensed for its movie incarnation, but for me, too much was excised (some flashbacks appear without context), and the book's critical tone is softened by shifting some of the focus onto Dea-hyeon and his attempts to 'fix' Kim's problem, and along with the entire third act being completely altered, ultimately mutes the film's impact and the book's point (the final pages were a particular kick in the teeth).

Actor Kim Do-young (All About My Wife) makes her directorial (and screenwriting) debut, and while admirably staying away from melodrama, struggles to fluidly thread the long-term pieces together (there are a couple of nice stylistic touches though), jettisoning not only crucial moments in Kim's life, but also those of her mother and sister.

Kim Do-young does make sure however that she gets strong performances from her cast.

Jung, so good in films such as My Dear Desperado, Psychokinesis, The Table, and of course the blockbuster Train To Busan, is outstanding here, making us care for Kim and her state-of-mind.

While it may not be up there with Jeon Do-yeon's phenomenal turn in the moving Birthday, this is still a memorable performance.

Yoo (The Age Of Shadows) offers solid support, while praise must also go to Kim Mi-kyung and Park Sung-yeon, as Kim Ji-young's mother and Team Leader respectively. There are strong moments in Kim Ji-young, Born 1982, as well as a terrific central performance, and while the subject contained within needs to be fully revealed and examined, an important, insightful and heartfelt book has become an interesting film that doesn't reach the same provocative, powerful heights.

Herbie’s Maryborough double ■ Maryborough commenced the week on Monday September 7 and Lexton reinsman James Herbertson without doubt produced the "drive of the day" when successful aboard the Craig Demmler (Parwan) trained Courage Under Fire-Allfouru filly Burnfouru in the Goodnight The Fox Shiraz 3Y0 Fillies over 1609 metres restricted to the fairer sex.

Settling three back in the running line from gate three as Keilah (gate four) led. Moving to be one/one in the final circuit when La La Bron ahead of her dropped out sharply, Burnfouru in a winning move switched down to trail the leader approaching the home turn using the sprint lane and bloused Keilah by a half head, with the favourite Dasha The Great which raced exposed, weakening slightly over the concluding stages to finish third 2.3 metres away. The mile rate 1-56.7.

■ Herbie chalked up a double after partnering the AJ & Beau Tindale trained consistent 5Y0 Elsu-Indie Jazz gelding Mended to land the 2190 metre TAB Long May We Play Pace.

Beginning fast from gate five Mended was unable to head off Good Guy Mack (gate three) leaving him exposed. Gaining cover mid-race when Fowsands vacated the one/two spot to park outside the pacemaker, Mended enjoyed a little breather. Off and running three wide in the final circuit, Mended in a punishing finish scored by a head from Good Guy Mack returning a mile rate of 2-00.3.Aviero (one/two) was third 2 mtres away.

■ Naneenna part-owner/trainer Col Godden has been having a terrific run of late with his small team and 4Y0 Jet Laag-Heavenly Pocket entire Black Jack Orion (gate six) was a strong victor of the 2190 metre Maryborough School House Village Maiden Pace in a mile rate of 200.4. Driven by Josh Duggan, Jet Black Orion commenced a forward move three wide from five back in the running line at the bell, being accommodated in the last lap by The Knight Star three back which eased three wide to go in sight of the leader Be A Good Scout. Again moving three wide into the final bend, Black Jet Orion defied a late challenge from Imawingate (one/one) to score by 1.6 metres. Awesome Reactor was third from mid-field 4.6 metres back after shifting down to the sprint lane on turning. Josh and partner Monique (Burnett) are looking forward to the birth of their first child in December.

■ Charlton's Greg Norman snared the Jester Event Services Pace over 1690 metres with Fiftyshadesofhay which produced an eye catching second at Maryborough a week earlier.

With Kerryn Manning in the sulky, Fiftyshadesofhay, a 4Y0 Badlands HanoverSupreme Classie mare starting from the extreme draw settled at the tail of the field before being set alight racing for the bell to lead for the final circuit.

Going powerfully approaching the home turn, Fiftyshadesofhay defied all challengers to register a 7.4 mere margin in 1-56.4 over Inaugurate (one three - one/one home turn), with Smile Lyle coming from last to finish third 1.1 metres away.

■ Bendigo duo Maddy Ray and Haydon Gray's 4Y0 Majestic Son-Galleons Bliss gelding Rigondeaux first up since May was a brilliant winner of the Haras Des Trotteurs Trotters Mobile over 2190 metres.

Driven by Tatura'sAbbey Turnbull taking a concession, Rigondeaux spent most of the race at the rear after starting from the extreme draw as David Murphy's Fox Force Five led.

Giving away a big start approaching the home turn, Rigondeaux must have been five and six wide on the final bend before motoring home at 100 miles an hour to score by a half head in a thrilling finish from Beefour Bacardi (one/one three wide last lap) in a rate of 2-02.3. Rank outsider Lord Lohki (one/three) was an eye catching third a head away.

■ The Big Yin (Chris Alford) led throughout from the pole to run out a 4.1 metre victor in a mile rate of 1-58 over Midnight Calm which trailed, with a death-seating Radiant Rose holding down third 10.9 metres away.

First for 15 months ■ Stress Factor raced by long time stable clients John Wilkinson, Gary Dowling and Rob Owen, along with Elizabeth Crews and Bruce and Denise Morrison coming from 20 metres was given a perfect passage by Chris Alford following the hot favourite Full Noise (20m) for the entire race.

Settling four back along the markers trailing Full Noise, then one/one after Full Noise moved to race exposed for the final circuit, Stress Factor was poised to pounce on straightening and that he did, scoring by a metre in a rate of 203.9. Iron mare Fear Not was third 5.3 metres away in third place after gaining inside runs after trailing the two favourites. It was Stress Factor's first victory since May 2019.

■ Very honest filly Mustang Kelly was given a sweet trip from the pole trailing the odds-on favourite Kyvalley Heist, before using the sprint lane to blouse him by 1.9 metres in 2-03.7. Here Comes Kyvalley (three back the markers) was third a half head back third after extricating into the clear in the straight.

Latest on Caulfield Guineas ■ Flemington trainer Danny O'Brien is looking to add another big trophy to his mantel piece with his good three-year old, Flying Award, in the Caulfield Guineas to be run on October 10.

The three year-old is by his Cox Plate winner, Shamus Award, out of the New Zealand bred mare, Flying Dansino.

The colt has impressed good judges with his tenacity in his runs, having now raced fives times for a win and two seconds, all in top company.

After his success in last year's Melbourne Cup with Vow and Declare, and Russian Camelot in the South Australian Derby, he is on the top of the world.

In the McNeil Stakes at Caulfield he came off the pace to flash home for a good second behind, Immortal Love, with the Blue Diamond Stakes winner, Tagaloa, in third spot.

At present he is around the $ 7 mark, and represents good value at that price.

On the next line is the smart Sydney youngster, Mamaragan, who ran third in the Golden Slipper.

Top Sydney jockey, Nash Rawiller, is a big rap for the three-year old, and claims he is one of the best going around.

His third in the Slipper was a big run behind Farnan, trained byGai Waterhouse and Andrew Bott.

At his most recent run, he finished third behind the flying youngster, Anders, in the San Domenico, after the winner ran them ragged over the 1100 metres, in a tick outside the race record, run some 13 years ago.

It was no disgrace in finishing third to one of the fastest horses in Australia.

Although there were only six runners in the San Domenico, his run was good.

Another promising type, Peltzer, from the Gerald Ryan camp, was a good second, although beaten easily, while Doubtland from the Hawkes stables unbeaten in two starts was never in it, but is still a smart young galloper.

Yet another type from the powerful Ciaron Maher-David Eustace camp, highly ndelighted with the way Anders is going is happy with another of their charges in, Holyfield who hit form with a vengeance in the Ming Dynasty at Rosehill leading all the way over 1400 metres.

If he can produce a run like that again, he will take some catching, but it's hard to run a strong 1600 metres at Caulfield, when leading in a class field.
