These days, saving money for a down payment on a home is no easy feat — especially if it’s your first home and you have no equity from a previously owned property. Daunting as it may seem, there is a new incentive from the federal government to help first-time homebuyers purchase a home.
You may or may not already know about the Home Buyers’ Plan (HBP), where you can withdraw up to $35,000 from your registered retirement savings plan (RRSP) and use it toward the cost of building or buying a qualifying home for yourself or for a relative with a disability.
If you are doing this with a partner, that can add up to $70,000. However, you will have to pay back into your RRSP the amount you withdraw within 15 years.
Recently, the feds introduced another tax-free way to save for a home that you don’t have to pay back, and the program began April 1. If you contribute to it but end up not buying a home, then you can roll it over into your RRSP. To find out more, turn to page 22. This seaside city near the BC/Washington border has blossomed since its early days as a weekend getaway and retirement mecca! Postcard views frame the historic pier and iconic white boulder. Surrounded by Surrey on three sides, White Rock’s boundaries are Bergstrom Rd. (136 St.) west, North Bluff Rd. (16 St.) north, Stayte Rd. (160 St.) east, and Marine Dr. south.
Sunsets and seaside views. Two scoops of gelato. Fish and chip dinners serenaded by a symphony of seagulls. Simply put, White Rock is living the beach life with a dash of prestige. Many locals grew up vacationing here, and stayed to raise their own families. A closeknit, small town
vibe. People shop local, stop to chat on the oceanfront promenade and love annual events like the Sea Festival.
Truth be told, White Rock was once nicknamed “the town of newlyweds and nearly dead.” While its mild sunny climate continues to attract active retirees, its upmarket real estate has attracted affluent young people. The tax-free first-home savings account (FHSA) was first proposed in the federal government budget in 2022. Now the feds have confirmed that as of April 1, 2023, financial institutions may start offering the new FHSA. This means that Canadians have a new registered plan to help them save for their first home.
The FHSA is a new registered plan to help first-time homebuyers save up to $40,000 tax-free over the life of the plan. Similar to a registered retirement savings plan (RRSP), contributions to an FHSA would be tax deductible. Like a tax-free savings account (TFSA), any income or gains inside the FHSA along with the withdrawals would be tax-free.
• You must be a Canadian resident.
• 18 years or older and;
• First-time homebuyer, which
means you or your spouse or common-law partner did not own a qualified home that you lived in as your principal residence at any time in the year the account is opened or the four calendar years that followed.
The account can stay open for 15 years or until the end of the year when you turn 71, or at the end of the year following the year in which you make a qualifying withdrawal from an FHSA for the first home purchase, whichever comes first.

You can contribute up to $40,000 over your lifetime and up to $8,000 in any one year, including 2023, (even though you are not able to start contributing until April 1, 2023).
The annual contribution limit applies to contributions made within the calendar year. You can carry forward up to $8,000 of your unused annual contribution amount to use in a later year (as long as you don’t surpass your lifetime contribution limit). As an example, if you open an FHSA in 2023 and contribute $4,000, you can contribute up to $12,000 in 2024. Carry-forward amounts do not start accumulating until after you open an FHSA.
If you wish, you can have more than one FHSA account, but the total
amount you can contribute across all of your FHSA accounts cannot exceed your annual and lifetime FHSA contribution limits.
Also, you would be able to claim an income tax deduction for contributions made in a particular taxation year.
Any savings not used to purchase a qualifying home can be transferred to an RRSP or RRIF (Registered Retirement Income Fund) on a nontaxable basis. In addition, the funds that are transferred to an RRSP or RRIF will be taxed upon withdrawal. If you decide to withdraw the FHSA funds instead of transferring them, they will be subject to taxes.
To withdraw the funds tax-free, you must make a qualified home purchase by meeting the following conditions:
• You must be a first-time homebuyer when you make the withdrawal and a Canadian resident.
• You must have a written agreement to buy or build a qualified home before Oct. 1 of the year following the year of withdrawal.
• You must intend to occupy the home as your principal residence within one year after buying or building it.
With the current Home Buyers’ Plan, Canadians can withdraw up to $35,000 from their RRSP, subject to eligibility and conditions, and then pay back the funds to their RRSP over 15 years. If you don’t pay it back, you must pay taxes on those funds. Unlike the Home Buyers’ Plan, with the FHSA, the funds do not need to be paid back.
As a first-time homebuyer, an individual could withdraw up to $40,000 from a FHSA and another $35,000 from their RRSP as tax-free funds to put towards the purchase of their home.
It is recommended that a prospective first-time homebuyer review the details of each plan to determine how to make the most of them to increase their savings.

Although leasehold strata is a time-honoured tradition in many areas of the world, in BC, it remains something of a rarity. It’s seldom discussed, frequently misunderstood, and often perceived as a second-best alternative to freehold or fee simple.
Today, the popularity of strata leasehold is on the rise, especially with the increasing number of First Nation properties currently under development.
There’s also one potential bonus that’s easy to overlook. Sometimes leasehold creates an opportunity to live in places you wouldn’t be able to live otherwise. For example,
at UBC, there’s virtually no freehold land and at SFU, there’s none. If you want to be part of the campus lifestyle, leasehold is a way to be able to do it.
In this issue, NextHome chats with Richard Bell, principal at Bell Alliance, about some of the myths and realities of the leasehold market.
New Home + Condo Guide: Is leasehold recognized as a valid form of homeownership under the regulations of BC’s Condominium Act?
Richard Bell: Yes, part three of the Condominium Act specifically addresses strata leasehold properties.
New Home + Condo Guide: So, a leasehold development is effectively the same as a freehold in terms of getting a mortgage or leaving the property to a beneficiary of your will?
RB: Exactly. You’ll also be subject to paying property tax the same as other types of homeownership. One difference worth noting, though, is that if your lease is with First Nations, there is a different land title registration process.
NH+CG: Are there different types of leasehold properties?
RB: Leases are either prepaid, meaning the cost is built into the
purchase price with no further payments until that lease expires, or they’re non-prepaid, meaning the owner will have a monthly lease payment in addition to strata fees and any mortgage they’re carrying. Most, but not all leases today are prepaid for a certain amount of time—usually 99 years.
NH+CG: What happens at the end of the lease term?
RB: The property title reverts to the owner. Depending on the lease,
there may be a right of renewal. However, where there is no right of renewal, there may be the ability to negotiate an extension such as what is currently taking place with the city of Vancouver on the False Creek leaseholds.
NH+CG: There is a fair amount of anecdotal information suggesting leasehold properties appreciate at roughly the same rate as freehold, especially well-located, well-designed condos from a quality builder. Is that true throughout the entire lease period?
RB: If you’re thinking about a leasehold purchase, you need to consider how close your “expiry date” is, because as you approach the end of the lease, the value of your asset will go down. If you’ve just bought a new home with a 99-year
lease, there’s obviously not going to be much impact on the value, so yes, it will appreciate. But in an area like South False Creek, where some leases are expiring in the next few years, there’s a significant impact on marketability and price.
NH+CG: Any final thoughts?
RB: In Vancouver, some of the most valuable properties are leasehold owned by the city or the school board. And now the trend of building quality homes in partnership with First Nations is going to increase the prominence of this homeownership into focus—which is a good thing.
