ASHLAND -- Following a two-hour closed session special meeting on Thursday, the Hanover County School Board voted 5-1 to remove Beth Smith from her position as principal

at Patrick Henry High School (PHHS). Sue Dibble abstained and Ola Hawkins was not present at the meeting due to a death in her family. Officials were tight-lipped regarding the decision following the closed session, but took the

eon Eugene App recently received the William T. Hornaday Award for a lifetime commitment to conservation service. His contributions have been made in paid and volunteer service to the environment and to educating tomorrow’s conservation leaders. His paid service was as a state employee of the Commonwealth of Virginia, for over 38 years, while his volunteer work was through several professional societies, as well as his 68 years of dedicated leadership in the Boy Scouts of America. App started his formal education at the Mont Alto campus of the Pennsylvania State University in 1959. He was an active member of Alpha Phi Omega service fraternity throughout his college years, and earned a Bachelor of Science degree in Forestry in 1963. The Penn State Forestry School later named him a Mont Alto Century Fellow (2004) in honor of his lengthy career and the accomplishments listed below. Before serving his commitment to the U.S. Army, he worked as a crew leader on the U.S. Forest Service’s Ash Dieback Survey in 1963. As green and white ash trees in New York began showing shortened stems, smaller leaves, earlier foliage loss (in the late summer instead of the fall), and the appearance of cankers, the

U.S. Forest Service began measuring trees and recording the spread of the symptoms in neighboring states. App’s work in 1963 was primarily in land surveying and data collection on ash trees. This work helped lead to the conclusion that the problem existed well beyond New York, and

From there, he embarked on his 38-year career with the Commonwealth of Virginia, leading various natural resource fields, beginning as a county forester in the Division (later Department) of Forestry in 1966 and retiring as deputy director of the Department of Conservation and Recreation in 2004.

Sheriff ’s Office needs help in identifying suspects in robbery Staff Report news@mechlocal.com The Hanover County Sheriff ’s Office is requesting the public’s assistance in identifying robbery suspects. Around 3:20 p.m. on Friday, May 25, Sgt. James R. Cooper said a bus driver was robbed of about $1,000 in cash at a business located in the 10100

block of Lewistown Road. Cooper said the victim was approached by one suspect who led him behind the business for a card game. As the victim displayed his cash, two suspects restrained the victim, while other suspects took the cash and ran. Descriptions of the suspects are: Suspect 1: White male, 40-50 years

old, 5’11”, 200 pounds, no teeth, wearing a yellow t-shirt, tan shorts and clean-shaven. Suspect 2: White male, 50 to 60 years old, tall, thin build, wearing a white pullover shirt with a collar and a dark red baseball cap with a white mesh back. Suspect 3: White male, early 30s, 6’0”, 180 to 190 pounds, muscular

build, with dark hair and a dark goatee, wearing a black t-shirt with a design on the front and blue jeans. Suspect 4: White male, thin build, approximately 6’0”, with dirty blonde hair and a reddish brown beard, wearing a white t-shirt and blue jeans. Photos of the suspects are not available.

App’s trailblazing leadership became the model, nationwide, as other states followed Virginia’s example. At the local level, he led outreach programs in schools on the value of forest lands to communities. This included the Tree Farm project, forest fire prevention, and character visits from Smokey the Bear and Woodsy Owl from 1966 to 1978. He developed and trained others on forestry best management practices, and traveled throughout Virginia giving related programs to Society of American Foresters’ industry and landowner meetings. The industry practices he promoted were voluntary measures adopted to main-

tain water quality during and after timber harvest; to establish wildlife travel corridors; to establish and maintain tree buffers to protect cemeteries, historic structures and sites. These provided the maintenance of greenbelts along banks of water bodies, and other practices such as postharvest closure of skid roads to prevent soil erosion and stream degradation. These best practices allowed Virginia’s forest industry to operate within the Clean Water Act and other Federal laws. He wrote and developed methodologies on the protection and establishment of trees and tree canopies in urban areas and during construction, from 1972 to 1976. He created a program and gave frequent presentations on

urban forestry to emphasize the need to retain, protect and maintain both individual trees and specific forest areas. He consulted and assisted in the development of the Fairfax County Tree Ordinance and assisted the Savannah, Georgia, Tree Commission to establish its tree ordinance. He organized and led a tree inventory survey for the Town of Ashland, Virginia, from 1975 to 1976. He served as technical advisor to the Virginia Soil and Water Conservation Commission’s First and Second Erosion and Sedimentation Control Handbook Committee. The advancement of these methodologies contributed to the development and passage of the Virginia Erosion and Sedimentation

In 1978, App was promoted out of the Division of Forestry to the Department of Conservation and Economic Development (later the Department of Conservation and Recreation), and began work as program manager. Along with Forestry (prior to its emergence as an independent department), his new billet positioned him to take an active role in leadership and coordination of the department’s other divisions: Soil and Water Conservation, Mine Land Reclamation, State Parks, Landmarks Commission (before it emerged as the Department of Historic Resources), and the Natural Heritage Program. He coordinated and led Virginia to be the first fully approved state program for mine land reclamation under the Federal Surface Mining and Reclamation Act of 1979. This work, carried out from Aug. 3, 1979, to Dec. 31, 1984, allowed the Commonwealth of Virginia to maintain the economic viability of the Virginia coal industry under the laws of Virginia and in conformance with Federal law. The program approval on Dec. 31,

1983, eliminated the threat of Federal takeover of Virginia’s regulatory authority over its coal industry. Through his leadership, Virginia was the first state in the nation to bring all coal mining operations completely under state and federal permanent program permits. App led Virginia to be the first fully approved program in the country that was compliant with the Abandoned Mined Land Reclamation Program. His work allowed Virginia to receive the full amount of federal funds available to the state for rehabilitation of former abandoned coal mining sites, re-establish water supplies, and eliminate the threat of earth slide to populated areas in Virginia’s coal fields. Virginia’s Abandoned Mine Lands Program became the model state program utilized by other states to develop their submissions. Appointed by Gov. John Dalton in 1979 and 1980, App led the effort to attract the Boy Scout National Jamboree to Virginia. Through his coordination with state and federal agencies, he successfully identified Fort A.P. Hill, in Caroline County, as the home site of

eight straight National Scout Jamborees from 1981 to 2010. He coordinated and led Virginia’s programs for six years during the national Take Pride in America campaign, during the Ronald Reagan and George H.W. Bush Administrations. App served on the U.S. Secretary of the Interior’s National Take Pride in America Advisory Committee for those six years. As a result of his work and leadership, Virginia’s related volunteer programs won more national awards than any other state during that period. He coordinated the Department of Conservation and Recreation’s (DCR) actions, which resulted in the establishment of the Virginia Natural Heritage Program in 1989, in cooperation and partnership with The Nature Conservancy. His work led the transition to a fully state-funded program as the DCR Division of Natural Heritage. He interviewed and hired the original staff. In 1994, the Nature Conservancy recognized this program as the “Best in the Western Hemisphere.” The Virginia Natural Heritage Program reviews over 1,600 construction projects per year for natural heritage resources and provides advice on how to avoid sensitive habitats. Land conservation acquisition resulted in over 35,000 acres of land placed under permanent protection by the time of his 2004 retirement, as part of the Natural Areas Preserve System. This work has led to the present permanent protection of 63 sites and 56,285 acres, and two additional awards as the “Best in the Western Hemisphere.” His expertise and influence was well-known by members of the Virginia General Assembly for all conservationrelated legislation between see APP, pg. 8

Vanity and realizing aging requires more products By Melody Kinser Managing Editor On July 25, I reached what I consider to be a milestone in the aging process: I celebrated my 62nd birthday. To some, that may not seem so significant, but, to me, it opened the door to start planning for retirement. No, I won’t be departing any time soon, but the Social Security Administration and I have finally agreed on a date. It is gratifying to know that I’ve been employed for 43 years and certainly feel that I’ve paid my dues for that monthly check in a few years. Anyway, 62 also provided a reality check in terms if what is involved in preparing to be seen “out in the world.” A process that used to take about 10 minutes has expanded to 20 or 30.

I’ve reached the point where I may need a check-off list before heading out the door to work. About a year ago, concealer became a mandatory addition to my cosmetic case, which now won’t even close due to the increase in products. My affinity for makeup goes back to my childhood when Mom would give me the small lipstick samples from her Avon lady. Even though I spent a lot of time with the neighborhood boys playing whiffle ball, 10 can alley, volleyball and basketball, I always had a fascination with makeup. Now its use has taken on a necessary role. As I sit here typing, I’m somewhat impeded by way too long acrylic nails (this falls under the “What Was I Thinking?” category). By the

time you read this, they will be either considerably shorter or gone. Another aspect of aging has been the locked-in hair appointment. (What gray?) Without question, I am my mother’s daughter. Few are convinced upon meeting her that she is almost 88 years old. We’ve always attributed it to good genes from her paternal grandmother. Although I used the word vanity in the headline, I prefer to think I’m concerned about preservation. I will confess, though, that there are times during the weekend when I may be seen running errands wearing glasses (instead of contacts) with no makeup on in my attempt to hide aging. I’ve also been known to pick up carry-out dinner while wearing my favorite

Ugg house slippers. Sometimes I remember being in a twovehicle accident in my hometown. What an image: I had on a jogging suit and my hair was in curlers. I knew the city cop who responded to the scene. No citations were issued related to the mishap, but I should have been ticketed for looking scary out in public. One more thought in this I-just-returnedfrom-vacation column: I observed my 10-year anniversary with Richmond Suburban News on July 14. Thank you for being so welcoming. Mechanicsville is home and everyone has been so gracious in this memorable decade. It is definitely a pleasure being part of Hanover County.

Krispy Kreme promotion drew crowds of doughnut devotees By Jim Ridolphi Contributing Columnist Friday, July 27, hours before the sun made its first appearance in a week, cars began lining up on Broad Street near Willow Lawn. Now, the smell of hot doughnuts at Staples Mill and Broad Streets is not an unusual occurrence. It’s something that’s permeated the air and issued a tantalizing invitation

to anyone within smelling distance of that corner for decades. For the life of me, I could not understand why an increasingly long line formed on Broad Street waiting to enter Krispy Kreme Doughnuts. There’s always a brisk business at the location every morning, but this seemed unusual and out of the norm even by Krispy Kreme standards.

Now, I was still trying to figure out what I was doing up at this early hour. I had an excuse and was headed out to perform everyone’s favorite errand, servicing your automobile. I was grabbing an egg biscuit for the long trip to the dealership for what is never a pleasant couple of hours sitting in a lobby that reminds me that my car is not new.

And now the line of cars was as far as the eye could see looking like a caravan of chariots lined up for battle. As evening approached, I was again in that area and noticed the line of cars still extended a fair distance down the street and the lobby was packed. was celebrating its 81st birthday and celebrating by giving customers a deal on their specialty, glazed doughnuts. Customers who purchased one dozen at regular price received the second dozen for a dollar. Honestly, the recent Build a Bear stampede didn’t interest me, but the crowd of folks that jammed the lobby at Krispy Kreme did get my attention. I’m sure that I am not the only Richmonder who has a long relationship with the outlet on Broad Street. When I had my first morning paper route as a preteen, my final stop was always Krispy Kreme. The doughnuts were always hot, served by little ladies with starched white aprons. I suppose a year hasn’t passed without me making at least one visit to that location, so I finally decided see KRISPY, pg. 7

The whole episode left me with a yearning for something sweet and sticky. I think I’ll go and have a full-priced doughnut.

Gerald Baliles’ Efficiency on Government Commission, the Commission on the Future of Virginia’s Environment, the Uranium Mining Technical Advisory Committee, and many others. He also served as staff on many departmental boards. As a member of the Uranium Technical Advisory Committee, he reviewed the various studies which provided the potential impacts of probable run-off from uranium mining. This also included information on the likelihood of permanent contamination of the Kerr Reservoir, which supplies drinking water to multiple localitiles in Virginia and is otherwise used for recreation in both Virginia and North Carolina. The result was passage of the so-called “Uranium Mining Moratorium” (Code of Virginia 45.1-273) in 1985, which remains in effect. He is recognized professionally as one of the most knowledgeable Virginians on land conservation in general, particularly regarding land use tax assessment, open space easements, conservation easements, and related purchase of development rights programs. His work resulted in over 100 Virginia localities’ participation in the open class option in the land use tax program. He coordinated the state’s response, representing the Department of Conservation and Recreation on the State Land Evaluation Assessment Committee and his service resulted in the establishment of much-needed benchmarks in recommended tax values that remained stable, reliable and equitable for localities across the Commonwealth. He is an associate member of the Virginia Association of Assessing Officers. He led the Department of Conservation and Recreation in the development and legislative proposal that led to both the Virginia 1992 and 2002 General Obligation Bonds and Virginia Public Building

Authority Bond Acts for State Parks and Natural Areas. Over $225 million was made available for acquisition and development through these four public bonds. As a result, Virginia was able to acquire eight new state parks and identify and set aside 19 protected natural areas, while also funding 279 facility improvement projects within Virginia’s State Park System. Though ranked last, nationally, in terms of park funding, the Virginia State Parks System was named “Best Managed State Park System” in the nation in 2001. App contributed 30 of the original entries in the Virginia Forestry Association’s 1970 Social Register of Trees, and his work formed the foundation of its lists of historic trees and champion trees in Virginia. App also led the American Forestry Association’s (since 1992, “American Forests”) first efforts in Virginia to identify and record its “notable and historic trees” and to identify Virginia’s 20 largest trees by species as contributions to its original 1976 publication, Famous and Historic Trees, co-authored by Charles Edgar Randall and Henry Clepper. These references are continuously updated and remain popular, today. During the 1970s, he worked with the Maymont Foundation to survey and record every species of tree on the 100-acre Maymont estate (and City Park) in Richmond, Virginia. For the next decade, he led exotic tree tours of the property as a forestry expert and park volunteer. The organization, a public private partnership, remains one of the top 10 public spaces in America according to the American Planning Association. App is a Gold Helmet member of the Society of American Foresters (for 50 years as a registered member) and Society of Urban Foresters, and is a life member of the American Forestry

Association/American Forests. He also is a member of and/or philanthropic donor to a number of conservation organizations, including: The Chesapeake Bay Foundation, The Nature Conservancy, The Alliance for the Chesapeake Bay, World Wildlife Fund, National Audubon Society, International Society of Arborculture, National Arbor Day Foundation, Virginia Forestry Association, Virginia Urban Forestry Council, National Park Foundation, National Parks Conservation Association, and the Virginia Chapter of the American Society of Landscape Architects. In retirement, App remains active as a volunteer member of the Henricopolis Soil and Water Conservation Board. In 2016, he was awarded the E.C. Compton Associate Director Award by the Virginia Association of Soil and Water Conservation Districts for his many years of leadership and expertise. As an active member of the Boy Scouting movement since 1949, App advanced through every level as a youth member and has led Scouts and Scouters in every level and on the district committee as an adult leader ever since his 18th birthday in 1959. App remains an active merit badge counselor, having counseled Scouts earning Environmental Science, Forestry, Pulp and Paper, Soil & Water and Landscape Architecture merit badges, for four decades. As an active adult leader, App led forestry and basic botany education programs for WEBELOS and Scout camporees, Klondike Derbies, Scout camp, and Adult Leader Training sessions for the Heart of Virginia Council over several decades. He was an active and contributing member of the Heart of Virginia Council’s committee to survey and study the site of the council’s scout reserva-

tions, most especially through the 1980s. During that time, the site plan of the Boy Scout reservation, Camp T. Brady Saunders, was significantly redesigned, including the installation of a lake and multiple capital improvements. Meanwhile, the adjacent Cub Adventure Camp, Camp Douglas Fleet, was laid out and later implemented. App’s particular contribution included surveying the property for significant species of trees and the health of larges stands of trees near the new lake. He submitted reports in 1983 and 1986 as part of the master site plan that remains in use today. His lasting legacy is that the two sites continue to feature excellent natural areas set aside to maximize the learning environment for Scouts. He served as an Explorer Post advisor from 1967 to 1969, Cubmaster, 1976 to 1982, scouting coordinator from 1976 to 2000, District Committee member from 1980 forward, and served as the district advancement chairman from 1981 to 2003. He was the district chairman in 1989, and served as an ex officio member of the executive governing board of the Robert E. Lee (now Heart of Virginia) Council. Since 2004, he remains active as the Eagle Advancement Chairman for Battlefield District. In those roles, he has approved Eagle Scout projects, advised Scouts, and organized district boards of review for over 1,100 Eagle Scouts. This body of work – related to assisting boys earn the rank of Eagle Scout – is what he considers his greatest contribution to the Scouting movement. As a Scout, App earned the Arrow of Light (1952), Eagle Scout (1956), Explorer Silver Award (1957), and Pro Deo et Patria (1959), and was a Brotherhood member of the Order of the Arrow. see APP, pg. 20

He is survived by his wife of 67 years, Jeannine Gill Yowell; as well as his daughter, Nancy Yowell Dickens (Gary) of Huntersville, North Carolina; and his son, William David Yowell of Hazlehurst, Mississippi; four grandchildren and five great-grandchildren. A graveside Masonic service will be held at 11 a.m. today (Wednesday, August 8, 2018) at Maplewood Cemetery in Gordonsville. Other parents and stakeholders had expressed concern that the system was not keeping parents and students informed of the decision. They drove about 2,600 miles, hiked 120 miles, viewed 26 different animal species native to Out West and had seven different campsites over the 16 days. of two longtime Hanover County elected officials, the late George M. Weems and Lois B. Chenault. At the time of his death in 1985, Weems had served nearly 50 years as the county’s Treasurer. He was elected in 1935 and was re-elected 12 times. Chenault served seven terms as Commissioner of the Revenue, and is the only woman to serve as a constitutional officer in Hanover County. She began her career in Hanover County government in 1967 and was appointed Commissioner of the Revenue in 1974. She won election six times before retiring in 1999.

Last year, all of the county’s Courts and Court-related offices moved into a new building located to the north of the Vaughan-Bradley Sheriff ’s Office building. That freed both the old Circuit Court and old General District Court buildings to be repurposed for other county offices. Bids for the renovation of the former General District Court building will be issued this fall with the plan to award the contract next spring. Rockville finishes sixth in 12U World Series By Rob Witham For the Mechanicsville Local It was the longest and toughest walk of the season Friday in Jensen Beach, Florida, when the Rockville 12U Softball AllStars headed to their dugout after being eliminated by the Wilmington All-Stars of North Carolina. But the finality of the moment was overshadowed, for Rockville fans, by an overwhelming sense of accomplishment. Christi Loving, mother of team member Breanna Loving, perhaps said it best when she characterized the week at the Babe Ruth World Series as being filled with “bumps and bruises...sunburn, tears, wins and losses.” A journey long dreamed of by the team, coaches and Rockville community had finally come to pass, giving a quintessential American hamlet great pride and purpose. “I think all of our girls really loved the experience,” said Rockville head coach Keith Winder on Sunday, just hours after returning home from Florida. “To get to play against teams from all over the country – they never thought they would play teams from California, Louisiana, or Indiana. They loved it.” The on-field journey began with a jolt, as in the opening round, Rockville took a 5-1

Any frustration held by the girls was taken out via their offense, scoring six runs in the first inning, then seven more in the third to take a run-rule victory, 13-0. The win was just enough

for Rockville to grab the eighth and final seed into the championship bracket. It also meant a date with the top seed in the tournament to that point, the East Side AllStars of South Bend, Indiana. Though they knew they were in a double elimination bracket, Rockville played as if there was no room for error. Weather drowns Post 175’s state title dreams By Dave Lawrence Sports Editor MECHANICSVILLE – Even though Mechanicsville Post 175 began a game Friday, the team’s American Legion Virginia state championship campaign effectively ended Wednesday. The weather, which forced the cancellation of the loser’s bracket in the District 11 tournament – which Mechanicsville won – the previous week, repeated its interference with the state tournament which was held in Winchester last week. Unfortunately for Post 175, it ran into a scrappy Kilmarnock Post 86 team Wednesday. Kilmarnock scored five runs in the bottom of the sixth inning to break a 6-6 tie and claim an 11-6 victory to send Mechanicsville into the loser’s bracket. Heavy and persistent rain made conditions at the state tournament’s primary field – James Wood High School in Winchester – challenging. Being cooped up in hotels awaiting a chance to play also took a toll on participants. “It was a messy week down there,” said Post 175 manager Brandon Powers. “We knew going into the tournament that weather was a problem and we don’t want to be in the loser’s bracket. We ended up finding our way there.” Tournament officials tried to keep the tournament going by using a backup site and a compressed timeline. Friday night, Post 175 was playing host to Lynchburg Post 16 at a Jim Barnett Park while the winner’s bracket game was being played at James Wood High School. In the second inning, the managers of the Mechanicsville and Lynchburg teams were informed that another band

of rain had rendered the field at James Wood unplayable; the loser’s bracket was being canceled so that the winner’s bracket teams could use the secondary field at the park. The teams were given a choice: stop now or finish the game they had started. Powers and the Post 16 manager opted to finish, Powers using the time to make sure all his players had one last chance to play Legion baseball. “I didn’t tell my players that, but the coaching staff knew,” Powers said. “We were trying to get as many people in – it was going to be their last Legion experience. Unfortunately, with Post 175 trailing 7-2 in the bottom of the fifth inning, the team got just one pitch: which was fouled by Mechanicsville slugger Zack Beach. The rain started again and Post 175’s season finished unfinished as the team’s final game didn’t last long enough to

be registered as complete. “We knew we were going home at that point,” Powers said. “Then the skies opened up.” Powers said the field conditions made it tough on a defense which had made played mostly error-free ball throughout the regular season and district tournament. “The field conditions were rough,” he said. “The first day we get there, the field was underwater. We were shocked we were able to play. I think we made four errors, when we hadn’t made more than two errors in a game. … But everyone had to play on them.” Other teams struggled with errors, too. While Post 175 won its state opener Tuesday with a 15-9 win over Leesburg Post 34 – despite five errors – it had just three errors to four for Kilmarnock in its loss Wednesday. Strike zones did not help

any team. “We had some tight strike zones with the umpires,” Powers said. “They were good strike zones, but they were tight. We walked more than we had all year. That’s coming into play with the wet ball and everything.” All the factors combined to create an atypical performance by Post 175. “We usually played solid defense and threw strikes all year, and it was uncharacteristic of us to kick the ball around a little bit,” Powers said. “We were playing in the rain and it was a tough situation.” Despite the disappointing outcome, it was a good year for the team. “I’m proud of the guys and how they played – and our style of play,” Powers said. “It’s fun baseball. It’s fun summer ball. It’s positivity around Post 175. Everyone knew about us at that tournament. Everyone

knew. They heard that we were a machine. The offense was a machine that could hit. We played good defense, had good pitching. It was nice to know

That Florida really took its toll.” With a softball complex surrounded by water with few trees and a hot Florida sun baking the fields, you end up with not just a softball tournament, but an endurance test. you, and despite not getting the result they wanted overall at the World Series, the girls left with not just an experience never to be forgotten, but likely, for most of them, some big-time motivation.
