Sheri: relationships key to preventing violent acts By Melody Kinser Managing Editor

ANOVER – Relationships make the difference in how the Hanover County Sheriff ’s Office operates in dealing with the people being served. That has been the pledge since Col. V. Stuart Cook (now retired) was sheriff and Col. David R. Hines continues to emphasize that theme. Hines doesn’t take it lightly either. When he started his day on Friday, July 8, he, like most Americans, was shaken by the news out of Dallas, Texas, that 11 police officers had been shot during a peaceful protest. Five of them died, as Hines said, “protecting the rights of these protesters in a senseless act of violence and in itself a COL. DAVID R. HINES Hanover County sheriff

tragedy.� He, his administration, deputies and staff joined with the country in mourning the loss of those five Dallas law enforcement officers. Hines, however, took time that day to write a letter to those who risk their lives for the people of Hanover County every time they leave their homes to start a work shift. Sunday evening, in the wake of that day’s shooting of three police officers in Baton Rouge, the sheriff issued this statement: “As a community, we must be prepared for what has occurred across this nation in Dallas and now in Baton Rouge. But, in doing so, law enforcement agencies also must continue to present themselves in a professional and compassionate manner. “We must, however, be extremely conscious that there are those that wish to harm us and others that don’t mind speaking about their hatred of police and our country in general. “There are also those that understand that by driving a wedge of distrust between our communities and law enforcement, they can remove the one line of defense that protects all of us from violent anarchy. Axselle returns to familiar seat as Hanover school board chair By Jim Ridolphi for The Mechanicsville Local ASHLAND — To those trying to read the predictive tea leaves, Sue Dibble, vice chair and South Anna District representative on the Hanover County School Board, seemed like a sure bet to replace outgoing chair Bob Hundley, Chickahominy District, as leader of the appointed panel.

Hundley will continue to serve on the board, but is currently serving as president of the Virginia School Boards Association. With the obvious demands on his time, the three-time chair decided not to seek re-election. With the support of her fellow board members, Dibble’s selection seemed imminent, but life has a way of changing

things. Citing concerns for her husband and his prevailing medical condition, Dibble took herself out of the running at last week’s school board meeting, and moved to appoint fellow board member and former chair John Axselle, Beaverdam District. Dibble did accept her

Local woman receives hearing aids from Beltone Foundation Staff Report news@mechlocal.com M E C HA N I C S V I L L E — Joan Faye Heavener, 64, of Mechanicsville, is recently received hearing aids through The Beltone Hearing Care Foundation. She was fitted with them at the 7082 Mechanicsville Tpk. location. The Foundation, a 501(c)(3) charitable organization, donates hearing aids to those who are in need, and are unable to access them. Both individuals and organizations are eligible to receive assistance from the Foundation through direct nominations to Beltone or at one of its over 1,500 locations across North America. “This Foundation gives us a new path to achieve this mission by helping deserving individuals and organizations in their communities enrich their quality of life,” Michael Andreozzi, CEO of Beltone New England, said. Heavener is a senior living on Social Security Disability. She receives less than $1,000 a month for living expenses, which does not leave her much money for other expenses. Heavener lives alone, and does not go out of her apartment except to go to her doctor, grocery shopping, taking her dog for a walk and to go to church. When she does go to these places, she always has someone with her to let her know what’s being said. She said she does not like to go to social functions at her apartment complex or other places because she cannot hear what’s going on. She said

she wants to be able to participate in activities involving helping underprivileged children and the homeless through her church, but she doesn’t feel comfortable as she cannot hear what people are saying to her due to her hearing loss. She said she believed that if she had hearing aids, she would be a much more active and productive individual who feels more confident in herself as she is depressed all of the time. She said she would love to watch television and listen to the radio without having to turn the volume way up. Thom Humphries, the local Beltone Hearing Care practitioner in Mechanicsville, decided to see what he could to help Heavener. He applied

to The Beltone Hearing Foundation to see if he could get Heavener approved for new hearing aids free of charge. Thanks to the Beltone Hearing Care Foundation and Beltone Carolina/Virginia, Heavener was approved almost instantly and was fit with her new hearing aids on Friday, June 24. “We are completely ecstatic to be able to help Joan Faye Heavener, obviously a person who needed our assistance in a huge way” Michael Andreozzi, CEO of Beltone Carolina/Virginia,” said. “Heavener is a truly deserving and very caring person and we are delighted we are able to change her life for the better. That’s what the Beltone Hearing Care Foundation is all about,” he added.

If we do, we will have failed ourselves and those we have sworn to protect.” On Tuesday, July 12, Hines discussed what makes Hanover County unique in the Greater Richmond area. “Relational” is how he describes the connections his department has with residents, businesses and churches through Neighborhood Watch, Business Watch and Worship Watch. “We have a great community,” Hines said, as he noted the kindness shown to his office that sad Friday. Starting in the morning and continuing throughout the day, he said, “We were visited probably no less than 15 times. People just wanted to come by. Some of them brought donuts; some of them brought well wishes to express how grateful they

were for the services we’ve been providing.” “I think what makes that special is that it happens daily at our office — long before the tragedy in Dallas. We have a community that I think truly loves their law enforcement and we have a law enforcement that is truly part of that community. We don’t see it as a ‘them and us’; it’s not the Sheriff ’s Office and the community — it’s all of us together.” Hines who was second in command to Cook said, “We’ve been building that since Stuart Cook was the sheriff and we’re continuing to build on that. We’re enhancing every aspect of our relationship daily, and that’s why I found it easy to write the letters to the troops to remind them what happens across the nation doesn’t stay just within those borders.” He did say, “There may be some repercussions that we may feel, but it is the community that has kept them safe and us safe because we’re part

appointment for her second term as vice chair. “We have such a strong leadership team in place here, and there’s no doubt in mind that we will be just fine,” Dibble said. “We’ll continue in the same positive direction we’re headed striving for perfection with John at the helm.” Axselle, 62, an account executive with Mega Office Furniture, returns to a familiar post for his third stint as chair, serving multiple years on each of those previous appointments. “Ms. Dibble was ready to become chair and the board was ready to make her chair, but looking out for the best interest of her family, as she should be… and realized she could not commit to the time and effort it takes and I respect her decision,” Axselle said as he took the gavel. “It was a tough decision for her.” Dibble said she felt comfortable appointing a member with more than 20 years of experience on the board, and her fellow members endorsed her motion by a

It’s on the children, just where it should be,” Axselle said. “Hopefully, we’ll have the time to take a visionary approach and look at things long-term. We can take the time to step back from the day-to-day and see exactly where we want to go.” He also cited a need to adjust curriculums so every student in Hanover County is served at the maximum capacity. “We want our curriculum to address all kids.” Axselle also said the pressing technol-

We want them to know how it will work in their daily lives,” he said.

Difficult answers to serious issues

We answer the call to help In June, my home state of West Virginia was struck by devastating floods, destroying towns and communities in what has been called a 1,000-year flood. The counties hit included Greenbrier and Nicholas, not common locales for those of us who know where to expect flooding in the Mountain State. For years, my home county could expect one or two big floods every year. And then the late U.S. Sen. Robert C. Byrd appropriated funds to build a dam — and that alleviated a perpetual problem. When the rains came with such force and volume last month, there was no preparing and, sadly, lives were lost. But, as is the cornerstone of our existence as Americans, we band together to help those in need. The outpouring of support has been overwhelming and heart-warming. Country star Brad Paisley and TV and film star Jennifer Garner, both West Virginia natives, are raising funds to help the state recover. When Paisley launched a gofundme page, he kicked it off by donating $100,000, with a $1 million goal. He also went to West Virginia to view the damage. Garner will be heading to her native Charleston soon for a fundraiser. The two celebrities have video posts on social media, including Facebook. Paisley sings our more well-known “state song,” “Country Roads,” in an introduction to his plea for help for those in need. I have been so pleased and proud of the response from this area to West Virginia. The two Virginias united in a time of despair and we are blessed beyond measure. Thank you to all who have given time, donations, supplies, etc., to help the victims.

By Jim Ridolphi Contributing Columnist Sometimes I feel like it’s a game of 20 questions around here. It’s a feeling any parent of four experiences as children are naturally curious, and they often seek their parents out as the first line of authority on almost any subject. I come up with answers to most of the queries, but last week presented a unique challenge for any parent who faces an unexpected question from a young child. “What’s wrong with America?” one of my children asked as the news blasted reports of police officers being

attacked in Dallas accompanied by news of police shootings in Minnesota and Louisiana. I began by explaining the importance of peaceful protest in our nation, and the role of leaders who refused to be silent in the face of adversity in the greatness of our nation. But explaining racism to a generation of children who have no realistic experience of discrimination is a difficult chore. Thankfully, they have grown up, at least to this point, in a world where judging people by color or culture is unacceptable. I often brag that I’ve never heard one of them describe a friend by color,

even in the most innocent of terms. I contrasted their experience with mine, and realized my entire life has been spent in the shadow of a struggle for equality in America — and it hasn’t always been pretty. That was painfully evident last week as Americans took to the streets to protest police treatment of African American males. Emotions were running high bolstered by new technology that captured two of the incidents, and the public got a real-time view at the encounters. I told my children that I learned long ago not to react prematurely see ISSUES, pg. 8

Wittman: Bring no fly list to a vote and vote for it More than 40 members of the Hanover Democratic Committee signed a letter to U.S. Rep. Rob Wittman, R-1, and asked him to vote for preventing those on the no fly list from buying guns. And we are asking for a ban on the sale of AR-15 style weapons altogether. Additional signatures are being collected on line at hvadems.com. Yes, we believe in the Second Amendment and that law-abiding citizens should be allowed to buy and carry guns. But the AR-15 and weapons like it are meant for use in war, not for casual purchase by citizens. And while we believe in the Second Amendment, we also believe in life, liberty and the pursuit of happiness. We believe that Americans have the right to go to church without the fear of being gunned down; we believe we have the right to send our children to school without the fear they will be killed in their kindergarten classrooms; that we have the right to go to work, the movies or a nightclub without fear of being gunned down; and that our police have the right to do their jobs without fear of being gunned down by an AR-15 style weapon in the hands of a sniper. By not at the very least voting No Fly, No Buy, we believe Congressman Wittman and his fellow U.S. House of Representatives members are proving to be soft on terrorism, both foreign and homegrown. They are foregoing basic common sense to kowtow to the NRA (National

Without the facts, none of us can judge what actually happened in any of these cases, but the stark reality of the video is difficult to explain. In both cases, men died in situations that certainly didn’t seem life-threatening on the surface. In Dallas, the situation seems very different in my estimation. A cold-blooded

Case closed! Ahh . . . not so fast because these far-sighted liberals have more than parking on their minds.

Although the Dallas shooter was motivated by racism, the act was more about hate and bigotry than equality and justice. Cowardly confrontations like the assault in Dallas leave no room for discussion of culture, or class or inequality. There is no justification. That left my children still puzzled regarding the shooting of men in St. Paul and Baton Rouge by police. As I attempted to explain

the fear that many minority Americans feel when interacting with police, I was drawn to words from a man whom I usually don’t share any common ground: Newt Gingrich. The former Speaker of the House was expressing his thoughts on the week’s events and, more specifically, expressing an opinion on race relations in America. He explained that white Americans cannot understand how it feels to be black in America. Our communities don’t experience the challenges of discrimination, the frustration of inferior schools and the

horror of a violent and a hatefilled legacy. As I tried to come up with reasonable responses to impossible questions, I realized how race in America had played a major role in my life and how the journey of equality began in my childhood but continues in my maturity. “Was racism worse when you were a kid, Daddy?” That’s a tough one. I do think individuals have made significant progress in their acceptance of diversity, but I have to question how far we’ve come as a society. And, maybe it takes more

than a lifetime to change centuries of misguided beliefs and prejudices, and the progress is sometimes so slow it seems painful. I told my children that murdering police or throwing rocks and bottles at the very men and women charged with protecting us quickly transforms participants from peaceful protesters to criminals. In the end, like most of us, I didn’t have adequate answers to tough questions our nation has been dealing with for decades, even centuries. We agreed that every

American needs to readdress the issue of race in America and commit to a new unity that finally erases a systemic problem that holds us back as a nation. But, they, like most of us, enter this week with a new realization of the task that lies ahead, scratching our heads and wondering how far we still have to go. They, like me, believe that change and transition are the lifeblood of a vibrant society. Problem is, it doesn’t always come easy.

Why does Ashland need a futuristic parking deck? It’s certainly not because the present system is being over-taxed. The reason for this futuristic parking deck is to meet the demands of the high-Speed

Now the state wants to take that away. You don’t think it’s a payback for not wanting to follow the state’s plans/ideas for the theater do you? Naw . . . they’re bigger than that . . . aren’t they? They could have run I-95 to the west of Ashland, or through town (like in Richmond), or just said “No.” Rail traffic (freight and pas-

senger) continues to grow just like the traffic from trucks and cars. Without a bypass, we will have more frequent and longer trains slowing down to pass through Ashland. That means you and I will have more frequent and much longer wait times to cross the tracks. What would Ashland be like today if 50 years the people east of town had united against selling their land for I-95 and just said “No”? All that I-95 traffic would just be coming down U.S. 1 and how long would we be waiting to cross U.S. 1? We can plan for change or just be crushed by it. Jim Eppes Mechanicsville

She was affectionately known as “Betsy” or “Beth.” Betsy was a faithful Christian all her life, serving in many

ministries and enjoyed singing with the choir. She was a devoted and caring teacher in Hanover County for more than 30 years. After retiring, she enjoyed traveling, caring for her animals, plants, and reading scripture and poetry. Betsy was dedicated to her large family, including her brother, James M. Wilson, CROWE who preceded her in death; along with numerous aunts, uncles and cousins. In addition to her husband of 22 years, she is survived by her stepchildren, David Fried of Eugene, Oregon, and Andrea Rowden and husband, Edward, of Frisco, Texas; stepgrandchildren, Solstice, Emily and Sarah; nephew, Barry Wilson of Scottsville; niece, Carol Hall of Orange Park, Florida; as well as numerous extended family and friends. ANOVER – The Hanover Autumnfest & 5K will be held Saturday, Sept. 10, at the Historic Hanover Tavern. David Deal, executive director of the Hanover Tavern Foundation, said the event is ideal to kick off the fall season. A Kids Fun Run HalfMiler and 5K Race will be included in the day-long festivities. Live music, local craft beer, Virginia wine, food trucks, and family activities are included on the day’s schedule. EDWARD MARTIN III Edward M. Martin III, 69, of Mechanicsville, went to be with the Lord on July 13, 2016, after a courageous battle with cancer. He was preceded in death by his parents, Edward and Norma Martin. He is survived by his wife of 20 years, Betsy; daughMARTIN ters, Shannon Nuckols, Shara Seals (Jay) and Brittany Turner (Ben); son, Ryan Horn; and grandchildren, Mason and Hannah. Ed will be missed by many devoted family and friends. He served as a medic in the Army National Guard for four years. Ed was an EMS volunteer with West End Rescue Squad in his earlier years, spent the last 43 years serving the Hanover community as a volunteer with Hanover Fire and EMS, and was recognized as a life member of East Hanover Volunteer Rescue Squad. He was the founder and president of Hanover Hounds K9 Search and Rescue and was

responsible for establishing K9 Veterans Day in the state of Virginia, which is celebrated annually on March 13. He enjoyed playing music as a multi-instrumentalist in his current band, King Edward and the BD’s, which he started in 1966 at John Marshall High School. Ed loved to travel and take cruises with his family and friends. He was full of life, love and laughter. Funeral services were held at noon Monday at the Mechanicsville Baptist Church on Atlee Road in Mechanicsville. Interment followed in Washington Memorial Park. A 2004 Honda motorcycle was traveling west on Route 601 when it entered a curve lost control and slid into an oncoming 2012 Honda, throwing the operator from the motorcycle. After impact, the two vehicles caught fire.

ASHLAND — There’s no better way to spend a summer evening than sitting along the tracks in Ashland and enjoying a special event they call an Ashland Street Party.

Due to an earlier rainout, this year’s series, the tenth, kicked off Saturday evening with an appearance by a local favorite, Ron Moody. Proceeds are aimed at assisting local cancer victims, and, with the entertainment, the party adds up to a packed house in the Center of the Universe.

Wine for Cures, a local nonprofit that helps patients deal with the hardships of cancer and raises funds for research, sponsored the event in partnership with Ashland Street Parties and other local businesses. “This is what we envisioned when we first began this event. We wanted

During the early morning hours of Friday, July 15, deputies responded to an apartment complex in Mechanicsville for a suspicious situation. Once on scene, deputies located Wilson and Cole and found them to be in possession of stolen property. As a result of these arrests, multiple larceny from vehicle cases have been cleared that occurred in the downtown Mechanicsville area of Hanover County. “I am exceptionally proud of our deputies. response and thorough investigation, multiple cases have been cleared and we have been able to retrieve and return property to several victims,” said Col. David R. Hines, sheriff. Teaming up with Virginia wines seemed like a natural partnership for Miles and his organization. “We do this through the cultural, entertainment and health values of wine,” he said.

“As you can see, it really illuminates our events.” Miles is quick to point out an important motto for cancer patients in his group, a philosophy he heartily embraces. “We’d rather wine about it than whine about it.” Cancer is a very serious thing,” Miles said. “If you can’t approach it with a little levity, it can be debilitating.” When faced with his mortality and a diagnosis that limited his life to one year, Miles utilized a positive attitude and that sense of levity to survive. “I’m saying I’m going to make the best out of that year and maybe I’ll get 10 more out of it,” the five-time cancer survivor and current patient said.

Planners talk comp plan due to lack of a quorum By Logan Barry for The Mechanicsville Local ASHLAND — Three public hearings had to be rescheduled unexpectedly at the Ashland Planning Commission’s July 13 meeting due to not having a quorum. Commissioner Bob Brown was absent, leaving the group one member short of a quorum for the group to make any votes. The public hearing was scheduled

to look at a conditional use permit and a rezoning for Bulifant Homes. Another conditional use permit was scheduled for the public hearing regarding Penske Truck Leasing, LLC. Town Attorney Andrea Erard assured those attending the meeting for the purpose of the public hearing that it would be rescheduled for next month. “It will be readvertised and placed

on next month’s agenda,” Erard said. Senior Planner Garret Prior gave a presentation on the town’s Comprehensive Plan update to the Planning Commission following the first round of community meetings that took place in June. Five community meetings regarding the update to the comprehensive plan were held last month to allow citizens to share their input with town planners.

“We gathered that information to see what people came out to these meetings, what people said, took that information to learn about what are our traditional groups or people who we didn’t hear from in this process; and then start preparing those documents and specific amendments for September,” Prior said. I applaud the efforts of our state and local public health officials who are working diligently to stop the spread of Zika, and we will continue aggressive actions to prevent the spread of this virus in Virginia.” As of July 7, 2016, the Virginia Department of Health

has reported to the Centers for Disease Control and Prevention (CDC) 33 cases of Zika virus in Virginia residents associated with travel outside the U.S. There have been no locally transmitted cases. DCLS began testing humans for Zika virus in April. The addition of mosquito testing allows the lab to provide state health officials with even more information to quickly respond when local transmis-

sion is detected. The week before, DCLS shipped collection kits to 10 local mosquito control jurisdictions in central and southeastern Virginia in order to trap the mosquitoes and return them to the lab for testing. DCLS will perform molecular tests on up to 1,200 pools, each consisting of approximately 50 mosquitoes, to determine if the virus is present in a particular area of the state. Results

typically take one day. “This testing provides important information to Virginia public health officials as they take the necessary measures to prevent illness in our citizens and the unborn,” said Dr. Denise Toney, DCLS director. “Our scientists can test up to 300 pools of mosquitoes per week, but if a public health threat is identified we can deploy an automated system that can process more

than double that number per week to more quickly identify impacted areas.” “Prevention is key when dealing with public health risks like Zika virus disease because we have no specific treatment and no vaccine at this time,” said Dr. Marissa Levine, State Health Commissioner. “Many people are hard at work because responding to Zika requires a true community response. Everybody has a role

to play in reducing the risk of Zika virus disease. The testing of mosquitoes in targeted areas will allow us to stay ahead of any local transmission of the virus that might occur and help us reduce Zika’s impact on Virginians.” Zika virus spreads primarily through the bite of an infected Aedes aegypti or Aedes albopictus mosquito, both of which see ZIKA, pg. 25

The date is Tuesday, Aug. 2. “National Night Out is an annual event designed to strengthen our communities by encouraging neighborhoods to engage in stronger relationships with each other and with their local law enforcement partners,” Sgt. James R. Cooper of the Hanover County Sheriff ’s Office said. “The goal is to heighten crime-prevention awareness, build support and participation in local anti-crime programs,

Post 175 advances in district tournament By Dave Lawrence Sports Editor MECHANICSVILLE – Topseeded Mechanicsville Post 175 got a day off at the beginning of the American Legion District 11 tournament. When it began play in the second round of the tournament as host to Lakeside Post 125F, the Mechanicsville time was well rested – maybe a little too well rested at the start. Post 175, which had not faced live pitching in more than a week, got off to a slow start offensively, going scoreless in its first three innings. But starting pitcher Hayden Moore kept the visitors scoreless until Mechanicsville’s bats had time to waken. When they did, Post 175 erupted for 20 hits and claimed a 11-1 victory. Mechanicsville advanced to the winners’ bracket final against second-seeded South Richmond Post 137 at Shepherd Stadium in Colonial Heights Tuesday. Post 175 manager Bobby White said getting a good outing from Moore was key. “No matter what game you’re playing, it starts on the mound,” White said. “You’re only as good as your starting pitcher. They set the tempo of the game, and Hayden going out there and pounding the strike zone over and over again was huge. He got us off on the right foot.” Thanks to a double forfeit on

Rockville, Goochland prepare for GRAL Champs By Caroline Naumann For The Mechanicsville Local MECHANICSVILLE – It was senior night last Wednesday night for the Battlefield Green Ferocious Frogs as they hosted the Goochland YMCA Manta Rays in their penultimate swim meet in the Greater Richmond Aquatic League regular season. The meet began with Battlefield Green honoring two seniors: Kayla Currie, who swam nine years in the Greater Richmond Aquatic League, and the team’s own assistant coach, Garrett Gauntt, another longtime GRAL veteran. But the main event was the swimming in which the Goochland YMCA edged the Ferocious Frogs 752-661. Both teams are now looking ahead to CHAMPS, which will be held at the end of this month. “Right now I have eight qualifiers who have made it individually, but we plan to take 18 kids overall,” said Battlefield Green head coach Katrina Gauntt. “[This] was our last home meet, so [it] was the meet where we really focused in on those CHAMPS cuts.” During the meet against the Manta Rays, the Battlefield Green team hoped to use its home-pool advantage to increase the number of its CHAMPS qualifiers. “For the last meet were going to work on that speed

Atlee Intermediate goes 2-2 at states By Dave Lawrence Sports Editor BOWLING GREEN – Atlee Little League’s Intermediate baseball team, in its first year of existence, advanced to the Virginia State tournament, claiming a pair of wins before being eliminated with a 2-2 record. “All-in-all, I was fairly happy,” said Atlee Intermediate manager Don Smith. He wasn’t the only one feeling good about the team’s performance. “[The kids] were ecstatic,” Smith said. “They were happy. None of those players had ever been to a tournament at that level.” While emphasizing “The Team,” Smith said Gideon Seip stood out for the team in the state tournament. In other Little League action, Atlee’s 10-11 baseball team has

clinched a berth in the state final today at 10 a.m. at Doug Bailey Field in Honaker. Ashland’s junior baseball team was still active in its state tournament in Pound as of the time this edition went to press Monday. After winning its first two games, Ashland fell to Phoebus/Wythe 1-0 in a third-round game Saturday, thus must win out to claim the state title in the tournament’s double-elimination format. Atlee’s 9-10 softball team went undefeated through pool play before falling to Grottoes 1-0 in the state final in Bridgewater. Mechanicsville’s senior softball team went 1-2 in their state tournament in Luray. As of press time, no results had been reported for Atlee’s Majors softball team.
