Here James Kelly, Chief Executive of the British Security Industry Association (BSIA) discusses the current market and future trends worth keeping an eye on.

What is biometric security?

Advances in technology

All biometric systems essentially work by unobtrusively matching patterns of live individuals’ data in real time against enrolled records.

Data is initially read with an ‘enrolment’ reader and the data is then ‘encoded’ into a template which is usually stored in an access control database or on a smartcard for later use. The encoding process ensures that the data cannot be reproduced from the template, only compared against a recent read sample for a pass or fail result.

Biometrics have been recorded and used within society since the late 19th century, with fingerprint identification being utilised by police agencies around the world to identify both suspected criminals as well as the victims of crime. Since then, approaches have extended to vein, iris, face, hand geometry and more recently the heart.

In an era where personal information leaks from major organisations like the recent Equifax debacle appear to be increasingly common, security has had to evolve far beyond traditional physical lock and key measures. Scientists and engineers have come together to develop innovative ways of using unique identifiers within the human body to create access control systems that are unhackable to even the most tech-savvy criminals.

Just this year (2017), researchers at the University of Buffalo, New York announced that they have developed a security method that uses the measurements of an individual’s heart to identify and authenticate a user. The futuristic sounding method makes use of lowlevel Doppler radar to determine the heart’s dimensions. With the initial scan taking roughly eight seconds,

the system can then continuously monitor the heart of the user to make sure another user hasn’t stepped in to work on the machine.

Beyond making it much easier to log in and log out, the method makes it incredibly difficult (if not impossible) for criminals or imposters to infiltrate a system as every user’s heart dimensions are unique.

Fingerprint technology has also developed in recent years in order to thwart criminals from counteracting their security by taking impressions of fingerprints. With fake finger tips capable of mimicking human skin available to criminals, advances in optical sensor implementation has made it possible for fingerprint readers to look beyond the surface of the print to the subcutaneous layers, such as the capillaries under the skin, which would not be as easily replicated.

of biometrics that has raised the bar for accuracy. In comparison to fingerprint-based systems, when they were first introduced, iris systems were producing hundreds, or potentially thousands, fewer false acceptances. These systems take an image of a person’s iris and apply pattern recognition algorithms, as such, the next time the iris is presented to the recognition reader, a comparison can be made with the stored pattern.

Iris systems tend to be seen most regularly in airports; but with the introduction of biometric passports they are becoming less common.

However, due to their abilities, they do still have a place in specialist high security applications.

Like Iris systems, facial recognition technology has been widely available in recent years.

Tech giant Apple have made use of the technology in the creation of its new ‘Face ID’ feature available on the new iPhone X which is due to be released in November 2017.

According to Apple, the new system is 20 times more secure than Touch ID, the fingerprint based system previously used.

With Face ID, Apple has implemented a secondary system that exclusively looks out for attempts to fool the technology.

Both the authentication and spoofing defence are based on machine learning, but while the former is trained to identify individuals from their faces, the latter is used to look for telltale signs of cheating. According to Apple, “An additional neural

network that’s trained to spot and resist spoofing defends against attempts to unlock your phone with photos or masks,” the company says. If a completely perfect mask is made, which fools the identification neural network, the defensive system will still notice – as a human would. Apple’s Face ID is not without restrictions however, the company has reported that it is not suitable for users under the age of 13 or those with identical twins .

Advantages of biometrics Biometric technology can be extremely advantageous in terms of playing a fundamental role in an extensive security strategy.

In regards to access control, the technology is attractive to users for a number of reasons, primarily because information cannot be passed along to another person in the same way an access card or PIN can be. This can also be useful in terms of human resource management, reducing identification fraud amongst employees during the clocking in process. The technology can also help to eliminate security threats that may arise when cards or PINs are lost or borrowed, not to mention the cost savings made by removing the management of lost, stolen or forgotten access cards.

This is not to say that biometric technology does not have its disadvantages, with readers sometimes taking slightly longer to identify users than card-based systems, particularly as users normally have to stop and properly

identify themselves to the biometric readers for verification. Not everyone can use biometric systems as well; they rarely suit an external or exposed location and in extreme cases, finger print readers can fail to identify users with damaged, dirty or worn fingerprints. Systems should also be designed carefully, considering how many users need to enter or exit an area at any time.

Additionally, it is important to note that the correct management of biometric systems is critical in ensuring that any data protection concerns are alleviated.

Sourcing a supplier As technology continues to advance, it is crucial that the importance of quality is not forgotten within the fast-paced environment.

Integration of Video Content Analysis (VCA) in 5000 series Dallmeier cameras enables intelligent incident search In the age of Artificial Intelligence, IP cameras are evolving from purely imaging appliances into smart modules in the context of a video surveillance system.

Dallmeier is following these developments by integrating VCA technology, also known as Video Content Analysis, in the 5000 series of Dallmeier cameras, thereby enabling intelligent incident search in the recorded video streams.

In an age when artificial intelligence in technological products is becoming increasingly dominant, video surveillance cameras are also being equipped with an artificial intelligence level: Video Content Analysis.

Video Content Analysis is the automated analysis of observation situations using video data to detect and classify objects and incidents that are relevant for intervention, and also offers the user an intelligent filter function for large volumes of recorded material.

All 5000 series Dallmeier cameras are equipped with VCA technology as standard, to allow intelligent incident searching in the recorded video stream.

Filtering of the observation situation by the camera with the aid of the preset classifications enables realtime video analysis, with which incorrectly detected incidents can be minimised in advance and are not even transmitted for storage, while at the same time incidents that are relevant can be stored on the server together with the associated metadata. This functionality has the advantage in the next step that the user no longer has

to spend long periods laboriously viewing huge volumes of archived material, but instead can find the incidents of interest more selectively and efficiently with the aid of the stored metadata. Valuable time is saved, and pertinent suspicious instances can be verified quickly and simply.

Unlike motion detection (simple detection of movement), with which this analysis is carried out on the appliance only after the fact, consuming much time on the part of the user, VCA performs the analysis beforehand and in real time, and classifies the objects it detects. The results of the analysis are transmitted continuously to the recording system together with the corresponding metadata as an incident report.

With VCA technology, five different analysis classifications can be assigned depending on the field of application: Intrusion Detection, Line-Crossing Detection, Object Classification, Face Detection and Tamper Detection.

Besides the basic data, such as date, time and location of the incidents, further filters can be used so that a broad spectrum of information such as object class or duration of the incident can also be stored, and this in turn can contribute to a precisely targeted, efficient search and evaluation, e.g., distinguishing between and filtering object classes (such as vehicles or people). www.dallmeier.com n

Axis Security strengthens relationship with Broadgate Estates

Axis Security, one of the UK’s leading suppliers of security services, has won a further contract with Broadgate Estates to provide security services to a trophy building in its portfolio in the City of London, Ropemaker Place.

Axis Security has worked with Broadgate Estates for a number of years, providing security services to Paternoster Square, the Corn Exchange and 30 North Colonnade.

Ropemaker Place is a commercial, twenty-storey building with two trading floors at the lower level. It is occupied by a variety of international finance and investment companies.

Included in this new contract is manned guarding services, management of the post room, control room and loading bay services.

Services are delivered by 30 personnel across 1,310 hours per week, which includes a tenant contract also located at Ropemaker Place and managed by Broadgate Estates. The 26 existing employees were transferred to Axis Security employment via TUPE, and a further four support personnel have been recruited to ensure seamless delivery of the large-scale security operation.

Security, as well as its learning and development (L&D) strategy, were fundamental to winning the contract. The L&D strategy includes: World Host Training, ensuring the highest levels of customer service; first aid training; banksman training for the traffic marshal; Project Argus and Project Griffin counter-terrorism training; and IOSH health and safety training. Axis Security is also implementing a one-day, classroom-based training programme to target additional opportunities for best in class service.

EVS chooses Custom Consoles Module-R Lite Desk for its new IP Expertise Center The new desk incorporates an EVS DYVI live production switcher and will be used to demonstrate EVS products in a fully operational IP production environment.

“Custom Consoles’ Module-R Lite was the logical choice for this application as it gave us the freedom to configure a design which exactly matched our technical requirements and the available space.

The desk itself is 4.7 metres wide and designed for use by up to three operators. Paxton supports BBC DIY SOS: The Million Pound Build for Children in Need

Paxton, the UK market leader of electronic IP access control and door entry solutions, recently supported the BBC’s DIY SOS team in their latest project to create a new, purpose-built support centre, with short term accommodation for young people living in and leaving the care system.

Nick Knowles and the DIY SOS team headed to Swansea to support The Roots Foundation Wales, a charity part-funded by BBC Children in Need which offers wide-ranging support to children and young people. Despite storms and a tight 11-day build schedule, the team, with the help of hundreds of volunteers built the new 320 square metre facilities from the ground up.

As part of the project, Paxton donated a range of their products including Net2, their flagship networked access control solution, Net2 Entry an IP based door entry solution, Net2 PaxLock, a wireless access control system in a door handle, and a range of their readers and keypads to control access in and around the new building. In total eight doors were secured in the installation by Secured Alarm Systems Ltd, a Swansea based company specialising in electronic security, who worked on site to assist with the project.

Richard Green, Sales Engineer at Secured Alarm Systems, involved in the installation says: “We saw the project advertised locally and after looking into the work that The Roots Foundation offers to people within care, we were more than happy to offer our services to support this challenging project.

We spoke with the site designers, who wanted to offer a simple and straightforward system to allow visitors, staff and residents access to the main gate.”

Richard continues: “We recommended installing Paxton because we felt it could offer them greater convenience by installing Net2 Entry, on the main gate, with the added flexibility of integrating with the rest of the Net2 system across the whole building.

This has meant that The Roots Foundation can now provide residents with keyfobs, allowing them the independence to access the areas they have the correct permissions to. Paxton have supported us during the install and have been very accommodating.

We are still actively assisting The Roots Foundation and helping them wherever we can.”

Urmet returns to the Olympic Village Urmet has secured the second phase of its landmark door entry project at the former Olympic Village in Stratford, East London. The latest work is in addition to the installation of the company’s innovative IP-based door entry solution at buildings used to accommodate athletes during the London 2012 Olympic Games.

Main contractors, Mace, have used Urmet’s IPervoice suite on two residential tower blocks of 26 and 30 storeys respectively, set within communal squares and courtyards near the River Lea and surrounded by amenities. Now known as N08 – East Village, the area is already home to 6,000 people and the new towers will add a further 481 flats to the area.

Tough, easy to use and versatile Urmet’s Elekta steel IP PoE entry panels have been fitted to nine entrance points at the towers.

Elekta Steel is a vandal-resistant version of Elekta that reduces the potential for vandalism with its one-piece steel body and flush moving buttons. The LCD colour display ensures easy use for callers and can also show messages and even a digital route map to a chosen location anywhere on the site.

Residents at East Village screen their visitors and communicate with them using Urmet’s Aiko hands-free video internal monitors. These monitors are 4.3-inch TFT units, with a soft-touch control panel offering video messaging and an open-door indicator. They can be recess-installed, wallmounted or used from a desktop stand.

East Village also benefits from Urmet’s switchboard software, which enables concierges to manage calls, receive and create alarms, and send messages. As the £180 million site progresses, joint developers Delancey and Qatari Diar will be able to move and expand the switchboard software from one building to another. This flexibility delivers considerable cost-savings whenever new estate management offices are added.

‘Rising factory’ approach Mark Hagger, Urmet’s Sales & Marketing Director, said: “Mace have built this phase of East Village using pre-cast concrete components and the ‘rising factory’ approach whereby a temporary waterproof environment shelters each floor during fit-out and is then lifted three metres for the next floor.”

He continued: “Urmet supplied the IPervoice systems, including decoders and switching, on a preconfigured ‘plug-and-play’ basis. This was ideally suited to the modular technique being used

by Mace.”

The architect for this phase of East Village is Lifschutz Davidson Sandilands and construction will be completed in 2018. The development includes cafés, a pub, gymnasium and meeting places for tenants. Forty per cent of the homes in East Village are available at affordable rents. Eventually, the whole Olympic Parkland will become five new neighbourhoods housing 8,000 people.

High standards UL 2900-2-3 Helps Mitigate IoT Cybersecurity Risk

Louis Chavez; Principal Designated Engineer with UL’s Life Safety and Security business, Louis is recognized by UL as a Distinguished Member of Technical Staff and is a member of UL’s William Henry Merrill Society Smart electric meters, commercial security cameras, process sensors and ATMs make up a fraction of the devices connected to the internet of things (IoT).

According to Gartner, Inc., a business research and advisory organization, 8.4 billion connected “things” will be in use in 2017 with an expected 20.4 billion by 2020.

The exponential growth of IoT devices, such as smart TVs, digital cable boxes, smart meters and security cameras, offers business to business (B2B) and business to consumer (B2C) users numerous opportunities such as responsive services, enhanced experiences and convenience, to name a few.

For electronic physical security systems, the IoT allows organizations to remotely monitor, identify and respond to safety and security issues. Digital keys can

be quickly changed, for example, to limit or allow access, adding an extra layer of security to the system.

But with interconnected technology comes cyberthreats in the form of phishing, worms, bots, ransomware and malware techniques used by attackers who manipulate vulnerabilities within network administration software and operating systems.

What’s at stake?

Symantec, in its 2017 Internet Security Threat Report, offers these sobering statistics from its analysis of 2016 data: • 1 in 2,596 emails contained phishing attempts • 357 million new malware variants introduced • 98.6 million bots • 229 thousand web attacks blocked, on average, per day

IoT devices were attacked on average once every two minutes To put the numbers into context, an October 2016 attack made headlines when hacked cameras led to a massive distributed denial of service (DDOS) attack against websites like Amazon, Twitter, Spotify, Yelp, Netflix and Reddit.

An army of botnets, known as Mirai, wreaked havoc by either knocking the targeted websites offline or severely decreasing a site’s operational bandwidth.

News articles reported that the traffic was drawn from multiple types of IoT devices, including unsecured routers, DVRs and cameras. Connected devices like these are used as a backdoor to hack into legitimate networks, acting as a ready platform for individuals, groups and even states, to launch large-scale, botnet/DDOS incidents. g

The Federal Communications Commission (FCC) warned IoT manufacturers in early 2017 to address cybersecurity risks soon or face more government oversight and mandatory regulations.

At the center of the issue are DDOS attacks by botnets such as Mirai and a growing scrutiny of unsecured channels that can be easily intercepted by hackers.

Many manufacturers produce devices that are simple to “break” as shown by New York State’s investigation into the QuickLock Padlock and QuickLock Doorlock sold by SafeTech in Utah.

The FCC proposed in its Cybersecurity Risk Reduction White Paper (January 18, 2017) the implementation of intelligent cyber design practices, such as authentication safeguards and adherence to best practices, prior to a product’s release. The FCC prefers to utilize collaborative private/public partnerships, but adds that “the Commission has the tools available to make adjustments to restore the balance if necessary.”

To help improve the security of critically connected electronic physical security systems, UL 2900-2-3, the newest addition to the UL 2900 series of cybersecurity standards, developed with industry input, provides a foundational set of cybersecurity performance and evaluation requirements that manufacturers of network connectable products can use to establish a baseline of cyberprotection against known vulnerabilities, weaknesses and malware.

UL’s Cybersecurity Assurance Program (UL CAP) can now test and evaluate a product’s software for the presence of malware, vulnerabilities and weaknesses, and certify the product’s software architecture and design to the specifications enumerated in the Outline of Investigation.

Electronic physical security infrastructures include emergency communications systems, fire alarm systems, alarm receiving systems, automated teller machine systems, access control systems, surveillance cameras, DVRs, NVRs and the like.

For UL 2900-2-3, a three-tiered security approach was developed with an increasing level of security for each tier. Tests include fuzz testing, known vulnerability detection, code and binary analysis, risk control analysis, structured penetration testing and security risk controls assessment.

Video surveillance accounts for a 75 percent of total market share, followed by access control at 15 percent, and intrusion detection at 10 percent.

Saudi Arabia and the UAE together comprise more than half of the entire regional market according to F&S, while among the end-user sectors, hospitality will see the highest growth at a CAGR of 25 percent, followed by commercial buildings at

a CAGR of 22 percent.

The latest in sophisticated technologies and innovation in a regional and global market that is undergoing dynamic changes will be a key focal point at Intersec 2018, the world’s leading trade fair for security, safety, and fire protection.

Taking place from 21-23 January 2018 at the Dubai International Convention and Exhibition Centre, Intersec will mark its 20th anniversary edition, featuring more than 1,300 exhibitors from 58 countries.

The KRAKEN wakes

The average person, on hearing the words “maritime security“ will automatically think of the blue waters of the Indian ocean, of the still too frequently romanticised pirate, swarming over the side, cutlass in teeth, looking for doubloons.

Nowadays, this vision has been blurred for the more discerning, not least by the detention of six British personnel guarding ships transiting the Gulf, who were arrested on arms charges in India. Their release is welcome, though the problem of armament remains.

For those looking, however, at the almost invisible aspects of Dockside security, peering into the dirty muddy brown and often smelly waters from the harbour wall, there has often been, along with the smell, a feeling of being the “ Cinderella “ side of maritime security. Unlike our colleagues in Aviation, who have been feted as professionals, top level

personnel for whom the SIA Blue badge is not a qualification, merely an invitation to be considered for training and advancement, Dock security personnel have often been considered as awfully basic.

We have all heard or even seen first hand, occasions when absenteeism has been increased as the local shopping centre held interviews for security personnel, as staff slopped off or took a “ sicky “ to apply for the higher paid jobs in the Retail sector.

That a dock or harbour, regarded, rather glibly, as “ Critical National Infrastructure “ by Government, can be guarded on the national minimum wage is, itself, surely, a cause for concern. It could be wondered, really, how much initiative and conscientious duty can be performed against such a low standard. Ironically, many of those tasked with this duty perform it well, but for what reward, other than self satisfaction, is unknown.

How did we get to this pass?

Initially, the whole purpose of having Docks with walls and gates, rather than just unloading on a quayside open to all, was precisely to control the rampant theft of goods inwards to the Country. In the early 1790s, when there was piracy in the river Thames within sight of the Tower of London, part of Parliament’s answer to the million Pound plus annual theft bill was the guarding of the Docks. This formed part of the marine police establishment, and , whilst everybody has seen or heard of the Thames police, since 1839 part of London’s Metropolitan Police, the subsequent Dock Forces are, rapidly, passing into history. Cost, of course, demolished them and , latest word on the street, as they say, will do so for some of the few remaining soon.

Cost cutting is fair enough providing replacements are efficient.

However, as, sadly, with so much cost cutting, it doesn’t quite work out like that. Hence the need to slip off to get a higher paid job. Some of the blame, of course, has to be put onto Port Operators, who have resisted any specialist training for dock security personnel. Some onto some security Companies who have eschewed such training as costly, unnecessary (in that the Operator does not require it) and some, of course, needs to be borne by Government’s failure to insist. Whilst on a standards working party, the writer was able to contrast the official views of Government on Dock security with those of the CAA, backed by the powerful MONTREAL convention and International Air security standards . There was and is no comparison.

Whilst it is easy to accept that Aircraft pose an immediate, serious, target, they can be hijacked, blown up, or even, taken over and crashed into buildings, things that really make heavy and heavy calibre security very necessary, it has to be argued that the potential for life disrupting

threats exist in the Maritime World.

This has not, always, seemed to occur to anybody. The equivalent to the ICAO and the MONTREAL convention is ISPS and the UN’s International Maritime Organisation (IMO). For the IMO ,there has not been the emphasis on security that their Aviation colleagues in ICAO have. The safety of lives at sea, the worries about buoyage, pilotage and navigation marks, matters, frankly, very germane to the daily lives of seafarers, obviously have taken precedence until comparatively recently. Also, obviously, life saving (SOLAS) and inter Governmental co operation in that field. The IMO is based in London, and in all the above fields, the UK punches exceptionally above it’s weight. Of course, with the insurance market, the salvage Association, Lloyds Register, the Hydrographic Office,the International Lifeboat organisation headquartered at the RNLI in Poole, and our history of Coastguard and Trinity House navigation and pilotage, the IMO fires on many cylinders at top speed.

It is now time, therefore, to start to punch at least to our weight in the Port security world. Our tradition of walled Docks is no less relevant than Trinity House’s tradition of navigation marks. Our history of Dock patrolling is no less longstanding than our lifeboats or our navigation Charts. We should be World leading.

The writer was amused, on the Indian subcontinent, to note that a port Authority still relied on security systems first imported in the mid 19th century from Sunderland and the river Wear, whilst, of course, in Sunderland itself, long gone. In fairness, so has most of the Port of Sunderland, but not replicated in newer ports.

European standards have been strengthened, and the European security body CoESS, recently did much good work on that. However, as with everything European, the exact status of all that is very much up in the air. In theory, with continuous professional development, which should be the norm in all security functions, especially Management, a “Marinisation” programs to ensure that staff understand how Ports work, which might be thought to be pretty much a Health and Safety requirement anyway, (although the UK has removed Ports from the HSE list of most dangerous places to work, itself an inexplicable decision) most observers should find the European ideas hardly revolutionary and really sensibly based. However, as with any idea involving training and expense, there are bound to be detractors. It would be good if individual Companies were to embrace the ideas, to try to gain competitive edge over others when tendering or renewing contracts.

Are there reasons to be cheerful?

Well yes, as with Ian Dury, of memory to those of us old enough, three.

Firstly, we are blessed with Project KRAKEN and, to a lesser extent, Project YALI. KRAKEN was basically set up to cover the Coastline, it has varied from area to area, depending, to an extent, on each Police Force’s commitment to it.
