Video surveillance is a great way to enhance the security of your business. It not only lets you keep a watchful eye on your premises, but also acts as a visual deterrent to potential intruders.

For small business owners, a burglary can have a substantial financial (as well as emotional) impact. SMEs must be vigilant not only in arming their premises, but also in the way in which they handle the security process.

The words General Data Protection Regulation (GDPR) are ingrained on the minds of businesses and consumers alike. After four years of EUled negotiation, May 2018 saw an international rollout to bring European data regulation into line with the new ways in which data is used, with tougher penalties on those that breach these regulations.

But how much is known about GDPR’s impact on more physical security practices, such as the way that CCTV footage is captured and handled?

Your obligations to employees GDPR-compliant products currently do not exist, which makes human awareness of legislation even more important. The UK is often cited as being one of the most surveilled nations globally, with up to 5.9 million CCTV cameras in operation in 2015.

Businesses from small convenience stores to large office buildings have surveillance systems in place, whether it be for security, monitoring or health and safety purposes. While the use of cameras on business premises naturally deters burglars, owners and senior personnel must remain vigilant as even employees have a right to privacy.

Recent legislation means that business owners are not only obliged to disclose that cameras are in use, they also now need a valid reason to install CCTV systems in the first place – this could be to protect assets, to gain a clearer understanding about employee wellbeing, or to capture footage of potential incidents. Businesses using closed-circuit surveillance must appropriately communicate to employees the legal basis for using it, and camera positioning must be both reasonable and proportionate.

Clearly displayed signs (usually with a contact number) on your business’ premises should be present to inform people they are being recorded. It’s less known that employees themselves are able to protest against use of CCTV in a certain area.

Your obligations to members of the public GDPR also creates an obligation from businesses to members of the public, who are able to request that images of themselves captured on a firm’s CCTV system are shared with them. Businesses must provide this footage to those who ask for it within 30 days. Should there be a significant number of requests, fulfilling these would be manual and a significant drain on resource, as other people’s identities must be blurred out (something that would usually have to be done on a frame by frame basis). However, there are firms that are developing software that automatically does this for a business, which is something that those with CCTV systems should consider.

Storing footage the right way Retention of video captured by CCTV cannot be indefinite. Thirty days is not uncommon, but if footage needs to be kept longer, GDPR legislation states that a risk assessment must be carried out to document the reasons why. For instance, a retailer would have no reason to keep CCTV footage for six months, as any crimes would have been reported and footage reviewed in that time. Should footage need to be reviewed by the emergency services, this is usually onsite, so would not be deemed as a data leak, especially if the footage is encrypted.

It is obligatory for businesses that use cloud recording services and storage to know the exact location where their footage is being processed and stored. Data is rarely stored where the cloud provider is based, thus the data can be moved

around between a supplier’s data centres – effectively meaning it could end up anywhere in the world.

Protecting your business To comply with GDPR laws, businesses should only collect and retain necessary data, as well as confirming what data processing is being conducted. Businesses must also ensure that they own the information, and that it isn’t shared with third parties. Having your CCTV systems installed by security experts will ensure nothing goes amiss.

Guidance from experts (such as the firm that installs your CCTV) is available, but I must emphasise that this is all it is – guidance. The onus to ensure that this data is protected is very much on the business owner, not the supplier of the CCTV system.

Google, handing out record fines for GDPR breaches, but small businesses should by no means think that they are off the hook; regulators have shown that they aim to take breaches seriously, so a crackdown at some point in the future is inevitable.

Ensuring your business complies The obligations that GDPR legislation creates for businesses can often seem both daunting and vast, but providing that business owners and senior team members know the law, there’s nothing for them to worry about. Training on GDPR compliance is something that all small businesses should strongly consider – there will be wider laws on data protection that businesses simply won’t know about. In the interim, in terms of CCTV and GDPR compliance, business leaders need to ask themselves the following questions: •

I s your CCTV system infringing on your employees’ privacy? Have you displayed a notice to let them know they are being filmed?

If filming employees, do you have a valid reason for having a CCTV system?

How long are you storing footage for and why? For the latter, have you carried out a risk assessment to ascertain and document these reasons?

Where is your data (footage) being stored? Are you confident it isn’t being shared with third parties?

I f there’s a breach, what’s your plan?

As a starting point, the above questions will do, but in the long term, training from a reputable supplier needs to be given to senior team members. In this digital era, there are many different factors to consider when installing a CCTV system, but it is undoubtedly something that small businesses cannot do without when it comes to physical security. Protecting your business from burglary is key, but so is knowing the obligations of your

business to members of the public and your staff – and is something that you as business leader need to do as soon as possible.

Tavcom responds to airport drone chaos with new detection courses

Tavcom Training, part of the Linx International Group has responded to requests from the security industry, for expert training in order to be better prepared for and mitigate against the threat of Unmanned Aerial Systems (better known as drones). Dates for the two-day Drone Detection classroom-based course will take place throughout 2019 and early 2020.

In late December, the UK was alerted to the impact of a drone attack, when suspected sightings resulted in 1,000 flights from Gatwick Airport being cancelled. Then, weeks later Heathrow also suffered a minor drone-related disruption. The financial and logistical impact on the airport, airlines and travellers (approx.

140,000 in the case of the Gatwick incident) was immense, with current reports putting the cost to the aviation industry at between £50 - £70 million.

“The responses to the airport drone attacks were played out in the spotlight, with much public debate regarding the seeming lack of a predefined plan of action to prevent or contain such an incident.” explains the Sales and Marketing Director at the Linx International Group, Sarah Hayward-Turton. “Last year we introduced our Drone Detection course and this year we will run

New record at Intersec 2019 in Dubai as visitor numbers increase 23 percent year-on-year

World’s leading trade fair for security, safety, and fire protection attracts 35,889 trade buyers and professionals from 126 countries A new record in visitor numbers has underlined what has been the most successful edition yet for the world’s leading trade fair for security, safety, and fire protection in Dubai.

The 21st edition of Intersec, which concluded its three-day run on 22nd January 2019 at the Dubai International Convention and Exhibition Centre, attracted 35,889 visitors from 126 countries, a 23 per cent year-on-year increase over the previous year (29,000 in 2018).

With 1,212 exhibitors from 54 countries, six show sections, 15 country pavilions, live outdoor demonstrations, a drone zone, and the new Future Security Summit, Intersec was at its very best, where new business partnerships shared the stage with innovative product launches.

Organised by Messe Frankfurt Middle East, Intersec 2019 took up a sprawling 60,000sqm at its Dubai venue, with Fire and Rescue forming the largest section, comprising 431 exhibitors.

Commercial Security was the next largest with 375 exhibitors, followed by Safety & Health (142 exhibitors), Information Security (120 exhibitors), Homeland Security & Policing (90 exhibitors), and Physical & Perimeter Security (54 exhibitors).

“A lot of exhibitors used Intersec 2019 to not only announce important strategic business partnerships, but to launch their latest products for the global marketplace. The visitor response has certainly been the most pleasing aspect of the show this year and with the Dubai Expo 2020 coming up, we expect the 22nd edition of Intersec in 2020 to be even more successful,” Rex added.

Intersec is supported by the Dubai Police, Dubai Police Academy, Dubai Civil Defence, the Security Industry Regulatory Agency (SIRA), and the Dubai Municipality.

A further 35 international government partners, trade associations, and non-profit institutions also participated this year.

Dubai Police was among the hundreds of exhibitors launching their latest solutions, and this year unveiled a hydrogen-powered drone which will be used to survey mountainous and marine areas.

Nearly two-thirds of the world’s top 50 security manufacturers were also on-board, including 17 of the top 20 incumbents comprising Hikvision, Dahua, ASSA ABLOY, Bosch Security Systems, Axis Communications, FLIR Systems, Hanwha Techwin, Tiandy Technologies, Avigilon, Infinova, Optex, VIVOTEK, CP Plus, Nedap, Raysharp, Milestone Systems, and Kedacom.

Dubai-based Bristol, a global leader in fire protection services and equipment, unveiled the latest innovative firefighting technologies, including a UAE-built fire truck, fire suppression systems and powerful water pump solutions.

The resounding visitor response to Intersec 2019 comes as demand for security, safety, and fire protection in the Middle East continues to climb.

According to analysts 6Wresearch, the regional market for physical and perimeter security, commercial and information security, fire protection, and drones, is currently estimated to be worth US$14.5 billion, with this estimated to grow to be worth US$31 billion in 2024.

Attracting the most attention on the show floor were AI-based security and surveillance systems with applications across safe city and smart home security systems.

High-definition IP-Network cameras and analytics software used across various industries ranging from banking and retail to hospitality and oil & gas were also among those drawing greatest interest.

Belgian police safeguard Lokeren’s citizens with Sony 4K surveillance cameras

Police in the Belgian city of Lokeren can now respond more effectively to criminal incidents – thanks to an upgraded video surveillance solution featuring 120 Sony security cameras including the rugged SNCVM772R 4K minidome camera.

Like all urban centers, Lokeren faces the challenges of crime, vandalism and antisocial behavior in its streets, public buildings and open areas. Until recently, the municipal police force relied on analog security cameras to assist with detecting and responding promptly to incidents. However, these cameras’ limited resolution and image quality often prevented efforts to prosecute individuals as they could not be successfully identified.

In response to requests from citizens to maximize their safety, Lokeren police chiefs and city politicians pledged to upgrade their video surveillance capabilities. In particular, the urgent need was identified to improve the accurate recognition of suspects caught on camera – an even greater challenge at night or on dull, poorly-lit days.

Security specialists DS-Consulting therefore recommended upgrading Lokeren’s video security to a combination of Full HD and 4K network surveillance cameras. A competitive comparison by DS-Consulting saw Sony’s outdoor minidome and fixed box-type cameras compare favorably with other brands.

The shopping experience through the ages: From shopping centre to leisure city The Plus City shopping centre is changing with the times and intends to be more than just a shopping centre for its visitors. The concept “From shopping centre to leisure city” has been well received, and so in the last few years Plus City

has evolved from straightforward shopping centre into a deluxe temple to shopping and leisure city.

The combination of unusual architecture and recreational variety has turned the centre into a major public attraction. Besides the expansion to include over 200 shops, Plus City offers an immense range of leisure activities: from Pirates Land for children, a Skybeach, evening events and even the IMAX cinema and 4DX with the largest screen in Austria. Upgrading the security equipment – from analogue to IP Plus City owes its state of permanent evolution to the passion for innovation and futuristic ideas for transformation of Plus City manager Ernst Kirchmayr. And his passion is not limited to just the area of visitor experience, it applies equally to the security equipment. It is important to him that the public is able to enjoy an untroubled, safe leisure experience. With the expansion of the shopping centre and the increasing numbers of visitors, it follows that the security element should also be raised to the latest standard. As a long-standing customer of Dallmeier and its Austrian sales partner G4S Security Systems GmbH, the facility has relied on video equipment from the Regensburg-based manufacturer since 2005 (in those days it was still analogue), and has expanded and upgraded its system progressively over the years, consisting in its latest manifestation of a networked IP video security system with over 200 cameras.

“The downward compatibility and flexibility of the Dallmeier solutions is ideal for us”, explains Michael Pechmann, “we can extend and modernise the system in any direction, at whatever time suits us.”

Designing the security equipment solution “Video technology is a permanent element of the work we do every day to guarantee the safety of the visitors.” explains Michael Pechmann, Plus City’s security and technology manager. It is very important to monitor high traffic centres such as the escalators in the shopping centre, the cinema entrance, the large courts and building entrances in order to avoid accidents. Cameras have also been installed not only to monitor the car parks, but also in the Plus City tram station, which was built by Plus City for the express purpose of making access easier and more environmentally friendly. And particular attention has even been paid to the safety of the smallest visitors, children play in the Pirate Land children’s playground under the “watchful eye” of several cameras.

Architectonic marvels pose challenges for lighting The largest glass dome in Austria is undoubtedly an architectonic masterpiece, but at the same time it places exceptional demands on the camera and sensor equipment, because the high light incidence

causes reflections in glass dividing surfaces and reflective floor tiles.

These light patterns are pretty to look at, but the uneven lighting conditions they create must be rendered consistent by the camera sensors.

With the special sensor and encoder technology and outstanding low-light properties of Dallmeier cameras, the operators still receive images with optimum contrast, clarity and highest resolution. In all, about 200 cameras are deployed; depending on their purpose, these include box cameras, dome cameras, and since this year Panomera® as well.

What you plan is what you get!

In order to determine which were the right camera models and locations, the planning experts in the 3D engineering team recreated the entire project plan with a 3D model. Camera viewing angle, location, range, with the 3D model everything can be planned down to the smallest detail so that there are no surprises when the project is implemented afterwards. On the contrary, 3D planning ensures the highest possible planning reliability: All of the components have been preconfigured as the total solution in Dallmeier’s purpose-built “Factory Acceptance Test” (FAT) Centre and finally subjected to comprehensive testing. In this way, it can be guaranteed that the entire system is 100% functional and there is nothing to hinder problem-free implementation and immediate commissioning on site.

SmartFinder and mobile app in daily business From the user’s point of view, the Dallmeier DMVC mobile app and Dallmeier SmartFinder are the most important features used by the Pechmann brothers in their day-to-

day business. “With the SmartFinder, a system which searches intelligently for motion in the image, we can look for incidents in the video recordings very rapidly”, explains Michael Pechmann.

And live access via Mobile Device while he is between locations is also essential for him. A problem can be detected and verified quickly and easily with a corresponding alert to his smartphone in case of urgency.

The smartphone can then be used to ensure an equally quick and efficient response. That is imperative to ensure the smooth running of the shopping centre.

Tug-of-war between data protection and data security No attempts are made to conceal the video surveillance effort. On the contrary, an open communication policy and transparency regarding the entire subject is extremely important for the operators, which in turn engenders a positive feeling among customers. Because on the precarious subject of data protection, open, candid behaviour is imperative.

Working together to tackle intruders

Ltd, looks at how combining manned guarding with physical entrance control solutions can help prevent intruders. “There are many building managers and owners that believe hiring a security guard team is sufficient to protect their premises and the people within. Likewise, some believe that installing a comprehensive security system is all that is required. However, it has been found that rather than choosing one or the other, the use of security

guards alongside an entrance control solution such as a Speed Gate, often works best to provide a high and extremely effective level of security.

Modern entrance control solutions such as Speed Gates, linked to a manned security centre and team of guards can work together to create the best level of defence for any facility. They also make the job of a security guarding team easier, for example, Speed Gates can be specified to sound an alarm so that in the event of an incident a guard is alerted as soon as an intruder

attempts to tailgate their way into the building, creating a faster response time. Furthermore, Speed Gates provide a safer environment for the guards and other employees, particularly if there is only one or a small team of security personnel on site.

Working in unison A considerable amount of effort has therefore gone into developing entrance control solutions that can help prevent unauthorised access and tailgating and help security

personnel to keep the building and its occupants safe. These latest devices work by only permitting one person to enter or leave the building at once using an intelligent physical barrier, or electronically by incorporating sensors that detect when an unauthorised person attempts to tailgate or piggyback their way into the building.

On a busy premises with multiple entrances where identification needs to be presented in order to gain entry, Speed Gates allow a high throughput of people whilst providing an effective physical and electronic deterrent against tailgaters. These devices become the first line of defence, should the security team be distracted or working elsewhere on the premises.

Anti-tailgating is incorporated into Speed Gates through the use of sensors that cause the glass wings to close on unauthorised users who attempt to follow closely behind the person in front of them.

When an attempt at tailgating takes place, security personnel are alerted through an inbuilt alarm system, which can be programmed

to manned intervention. To increase the level of security and assist the facilities team further the Speed Gates can also be supplied with a unique pressure sensitive cabinet top feature. The feature will sound an alarm and/or alert security via the access control system should a person use the cabinet to attempt to climb over the glass wings.

A ‘fail safe’ feature that can be activated during an emergency, avoiding the need for a separate emergency exit, is incorporated into these designs. In addition, an optional Control Panel device for remote controlling of the Speed Gate, which can be free standing or mounted to a desk, can allow security personnel or reception staff to control multiple lanes per panel.

Grade A choices 12 New Fetter Lane, London, the headquarters of international law firm Bird & Bird, is a great example of a modern office development that was in need of a physical entrance control solution to support the existing security team.

Due to the high number of employees and visitors entering the building on a daily basis, additional security was required that would be able to cope with the high level of footfall whilst creating a secure entrance control solution that could prevent unauthorised access. We installed six lanes of EasyGate DG Speed Gates, consisting of five single wing passage lanes and one dual wing passage lane for wide access in the reception area.

The Speed Gates were designed with a brushed stainless steel finish and black glass top lid to provide a modern look to complement the design of the reception. Due to a high number of clients visiting the building and passing through the Speed Gates, visitor card collectors were also integrated into six of the cabinets and each with a capacity of 150 cards.

The client also specified that the Speed Gates should be controlled from a central location to enable reception and security staff to operate them as required. We were able to provide controls for the Speed Gates at each of the âž”

three lecterns located at the front of the building. Remote control fobs were also integrated for the security team to be able to control the barriers from anywhere within the reception.

Summary The options available to increase the levels of building security are continuously developing, particularly when it comes to entrance control solutions to prevent tailgating. However, in many cases they are not being designed to remove the need for security guards, they are being

developed to act as a useful tool to help the team be more efficient in their role. A mixture of manned guarding and anti-tailgating devices is often more effective than one or the other, both in terms of security and safety, whilst providing an open inviting feel to the building.�

Every year, over 7,000 major outdoor events are held in the UK, with 27.7 billion people attending festivals.

However, it is no secret that there has been a significant rise in the number of attacks over recent years, and it is more important than ever before to put robust security measures in place to ensure the safety of all attendees, workers and acts.

Here, First Fence discuss what security measures you can take at your event, to help minimise any risks.

Metal Detectors & Bag Searches Following a rise in event security threats over the years, festivals have now upped their security to significantly reduce the terrorist threats that are ever-looming.

Festival workers have been given additional training to carry out

thorough and comprehensive bag searches, whilst still ensuring that festival goers aren’t held up too much. Organisers at Leeds Festival now only allow people to take bags into the arena that are smaller than an A4 sheet of paper.

It is recommended that all festival goers minimise their luggage so as not to slow queues down; or take multiple trips through the barriers, as opposed to carrying all bags through in one go.

With one of the largest festivals in the world, Coachella, taking place in April in California, workers for the event have received training to specifically deal with mass shootings at a large event; in addition to using the standard metal detectors.

Whilst it’s incredibly sad that we should even have to consider these eventualities, it’s important that everyone stays safe. By planning for

all possible scenarios, it means that everyone can enjoy the festival while still feeling safe.

Educate the Public Festival organisers have been encouraged to advise members of the public to educate themselves on what they should do, should they find themselves in the horrific situation of a terrorist attack.

The government has produced a handy leaflet, detailing what to do if people should find themselves in the midst of a weapons attack, and have also created a stay safe video.

This year, to help keep your security tight at your upcoming festival, be sure to educate attendees on how they can stay safe should such an incident occur. Hopefully it will never come to that, but it’s always better to be safe than sorry.

Crowd Control Security measures need to be put in place before your event even starts: make sure you get an idea of the number of people attending, and carry out a risk assessment.

Ensure that there are plenty of entrances and exits, and create a clear concourse for people to walk through. It is also important to consider any temporary structures that have the potential to collapse, and the eventuality that people may try climbing on structures and equipment when the event is taking place.

Having barriers in place can be beneficial for crowds and can certainly increase safety, especially when you consider the increase in the number of vehicles being driven into large crowds (something which the Edinburgh Fringe decided to run with last year). However, the other thing to consider when thinking about barriers and fences, is the possibility (however slight), that a crowd surge could result in people being crushed.

In order to keep festival goers secure, ensure all of your workers are absolutely clear on their roles and responsibilities. You can’t go wrong with hiring several stewards, as they can show people around, and monitor crowds for any suspicious behaviour.

Work with Local Authorities Doing risk assessments and having backup plans for all eventualities is a great way to up security at your festival, but you can help to make attendees even safer by working with local authorities, emergency services and the police.

It is a good idea to plan out the exact protocol that should be followed in the event of an emergency. Establish who are the people that should be contacted in what scenario and what steps your staff members should take in the event that one of these emergencies occurs.

Once you’ve developed an emergency plan, share it with them, and they can advise you on anything you may have missed, or let you know if there’s a better, more effective way of doing something.

When you are creating the allimportant plan for your event, it is important you don’t forget to include your considerations on how festival goers can escape any immediate danger, and how you’ll deal with any casualties.

Ultimately, festivals are a place to have fun, enjoy the many live acts and spend time with friends; and whilst chance of an attack is unlikely, it’s something that you need to consider, should the unthinkable happen. By planning ahead with these four tips, you can help to ensure your festival runs smoothly, whilst knowing that everyone is as safe as they can possibly be.

The security market is a forever changing place and the industry can never be certain which foot is best put forward. Traditionally, most homes and businesses relied solely on lock and keys, but with the advancement of technology more protection options have been introduced. We are all familiar with keypad entries, card readers and IP door readers as a widely used form of access control, but the real question remains as to where the future lies. For this reason, we have asked BSIA members for their expert views on the everdeveloping Access Control, CCTV and Integrated Security Systems.

TDSi – 12-month forecast There are three major points which the team at TDSi see developing over 2019. Using mobile phones as a security credential has its benefits – although tokens and fobs are still widely used. Interestingly mobile credential readers are expected to make up 10% of reader sales by 2020, making this a significant shift in technology.

For small to medium businesses of 50 doors or less, an access control option could be available as a service (ACaaS). This cloud solution option allows businesses to have the latest security without investment in a complex IT infrastructure.

Lastly, wireless locking products are coming into the fold. These are secure locks able to be fitted virtually anywhere with minimum disruption.

Positive progress for installers, as these can be integrated with other security systems.

TDSi released its new GARDIS platform range at the end of 2018 and continues to exhibit at large security events.

“The increase in the use of Artificial Intelligence and Deep Learning technology will mean that integrated systems will be able to learn their surroundings and automatically adapt settings to dynamically optimise the solution to suit their specific environment. The systems will know what level of activity in the system is normal, and reliably react to abnormal changes by alerting the system owner when something isn’t right.

“Intelligent systems will greatly reduce false alarms currently caused

by events such as changes in lighting, or alarm triggers caused by animals or vegetation. This will hugely improve the trust and confidence that the owners will have in their systems, knowing that they will only need to respond to detection of events that have been identified as important to them.

“These intelligent integrated systems will complement each other, sharing information from sensors around the various systems and using rule-based logic will make smart decisions on the best way to react to an event, e.g. by sending relevant information to first responders detailing important elements such as temperature, illumination levels and location of other individuals on site.

“Although we are starting to see manufacturers promoting AI and Deep Learning of security systems, in reality we are only just beginning to see the myriad of new opportunities this technology will offer to us.”

“In principle, each CCTV/IP solution from Dallmeier is designed such that it is able to function as an open platform for integrating third party systems. This way, the security systems by Dallmeier will also remain adaptable and upgradable for the long term, which consequently represents long-term investment security.”

For example, we use video content analysis in CCTV systems to converge detection with video verification.

For access control, we have noncompliant (a subject does not have to stop and look at a camera) facial recognition systems that could be used to grant authorised access.

The same technology could also be used for access control by exception, so that gates are left open until an unauthorised person approaches.

mining across multiple disciplines is an interesting area for future benefits – Integrated Data Analysis. This can fall under the heading of AI but to use the technology for trend analysis and deeper insight into patterns of behaviour to see potential risks that in the past, would not have been apparent.

“Trace and track technology is an area interest for future systems, especially when it comes to Smart/ Safe Cities. The ability to use powerful computer systems to identify a person and follow either in real-time or as an investigation of past events, is a very potent tool in counter terror measures.

“Command, Control, Communications and Intelligence is the key for integrating security systems; the speed of reaction is having to increase as criminals get access to advanced technology and terrorists become more radicalised and even more driven. The ability for systems to filter data away from the operators so that only relevant information is displayed along with clear, concise SOPs and open channels for sequential responses is an area for future advancement.”

With a variety of companies and different viewpoints on where the future is headed, we have turned

to looking at where individuals can learn about the newest trends on the market.

IFSEC is the global hub for all the energy and innovation of the security industry, with three days of focused and productive conversation at the industry’s cutting edge. This year’s event is in June in London.

Talking to the organisers they added: “The event [IFSEC] remains fixed on the future. It demonstrates to visitors where the biggest developments in converged security are happening and helps them set their security agenda for the year ahead, as reflected in the show’s educational content. At IFSEC International, the industry and the market are drawn together by a shared aim of meeting big security challenges and making the world a safer place.”

In all, we can agree technology is changing the future of Access Control/CCTV and Integrated Security Systems, as well as the way in which data is collected and analysed. What is left is to keep on eye on how these trends develop and how they are integrated into security.
