PRINCIPLES

OF RINAT AKHMETOV HUMANITARIAN CENTER WORK Rinat Akhmetov Humanitarian Center was established AUGUST 6, 2014 in order to provide maximum assistance to all civilians of Donetsk and Luhansk regions affected by military actions. The Center has pooled resources of the Foundation, all SCM Group’s businesses and Shakhtar Football Club.

For 3 years the main focus of the Humanitarian Center work has been: evacuating and temporary settling civilians of Donbas affected by military actions, issuing and delivering adult and children food packages, targeted and psychological support both for children and adults, improving health conditions during summer vacations for children and providing other aid.

If we line all the trucks with humanitarian aid sent to Donbas in the last three years of the Humanitarian Center work, it would reach from Donetsk to Sloviansk.

EFFICIENCY The humanitarian crisis in Donbas is so large-scale that we cannot address all the problems. That is why Rinat Akhmetov Humanitarian Center works in clearly defined areas, where it provides assistance on a systematic basis, being aware of the actual situation and helping those who need it the most. The interests of citizens are at the core of our focus. Our main objective is to assist civilians who have suffered during the conflict.

TRANSPARENCY In our work we are guided only by clear and understandable principles and procedures in accordance with the best international standards. Our decisions are in line with the mission of the Rinat Akhmetov Foundation, the goals and objectives of the Center. The Center works with humanitarian partners who share our principles and values. Commercial or government organizations, as well as certain politicians, have no impact on the Center’s decisions. No one can influence our decision-making if it goes against our principles.

Implementation MAY, 23 – DECEMBER OF 2014 In 2014 in Donbas the military actions started. At that time, Ukraine had no experience in massive emergency management and had to develop mechanisms for mass assistance to its citizens. The Rinat Akhmetov Foundation was the first organization in the country that was engaged in the evacuation from flash point areas and the resettlement of residents. Later, the Humanitarian Center continued working on evacuations.

The first buses of the Rinat Akhmetov Foundation with women and children headed from Sloviansk to Sviatohirsk on May, 23 of 2014, immediately after the outbreak of hostilities in the city.

The Humanitarian Center team has evacuated from the areas of military actions throughout this project

39,462 Donbas civilians, 14,784 of which are children. As a result, 6,939 people received assistance in resettlement. The displaced people were accommodated at 29 summer recreation Centers, 19 of which belonged to the enterprises of the SCM Group. In addition, the displaced people received

certificates for the financial aid from the Humanitarian Center.

HUMANITARIAN AID. FOOD PACKAGES* Goal To prevent a humanitarian catastrophe in Donbas, organize delivery and issuance of food for socially disadvantaged groups of Donbas civilians on both sides of the demarcation line (retired people, disabled people, large families, single parents, pregnant women, orphaned children).

Implementation AUGUST OF 2014 – TILL PRESENT The first humanitarian convoy was sent to Donbas on August, 22 of 2014. It consisted of 60 trucks with food, baby food and hygiene products. Of these, volunteers prepared and delivered

10,000 hygiene and 5,000 children packages.

During three years of work, the Rinat Akhmetov Center has sent to Donbas 304 convoys, consisting of

6,561 twenty-ton trucks.

The geography of the Humanitarian Center work has covered 753 settlements. These are towns and villages in the controlled and uncontrolled territories of Donbas, as well as in the «grey zone».

There were 28 fixed distribution centers in the uncontrolled territory of Donbas. But on February 28, 2017 the

work of the Humanitarian Center on the uncontrolled territory was blocked, and later banned. 500,000 people - elderly people, disabled people, large families, single parents was deprived of humanitarian aid.

Nevertheless, the Rinat Akhmetov Center continues to provide assistance at 25 fixed distribution centers in the «grey zone» and in the controlled territory of Donbas.

“MOBILE DELIVERY TEAMS” PROJECT

“MOBILE DELIVERY TEAMS” PROJECT* Goal To provide assistance to the residents of the settlements where there is no opportunity to open a fixed distribution center.

Implementation MAY OF 2015 – TILL PRESENT TIME For many people from the «grey zone» the food packages are the only way to avoid hunger. That is why the packages are delivered by the mobile delivery teams to the settlements of Donetsk and Luhansk regions. This effectively provides assistance where there is no possibility to open fixed distribution centers. Two mobile teams operate in the «grey zone» and in the government-controlled territory of Donbas. Earlier, another volunteer team worked in uncontrolled territory as well, but after the Humanitarian Center activities were blocked deliveries and services became impossible.

In 2017, despite the blocking of the Center’s work in the uncontrolled territory of Donbas, Rinat Akhmetov Humanitarian Center continues to provide humanitarian assistance to the residents of the «grey zone» and internally displaced persons in the Donetsk and Luhansk regions on the government-controlled territory.

The Center’s volunteer mobile delivery teams have made 473 trips and issued 351,383 food packages.

Viktor Rohozianov, a volunteer of the Humanitarian Center has been preparing food packages at the logistics Center in Mariupol from the very first days. He is a deaf-mute since birth, but this did not stop him from hearing someone else’s pain. He has been volunteering to help others for three years at the Center. During his work at Rinat Akhmetov Humanitarian Center he made more than a hundred trips to the front line. Viktor is from Makiivka. Like many displaced people, he dreams that the war soon ends, and he, together with his wife and son, can return to his native home.

TARGETED DELIVERY OF HUMANITARIAN AID Goal To deliver humanitarian aid to the homes of lonely elderly and disabled people, who for health reasons cannot come to the fixed distribution center and receive a food package themselves.

Implementation OCTOBER, 14 OF 2014 – FEBRUARY, 28 OF 2017 Volunteers assist civilians of socially disadvantaged groups: lonely disabled persons of group I and II who cannot move without help; lonely seriously ill people; lonely retired people over 60 years old who cannot move independently; people who have undergone surgical interventions or documented complex chronic diseases.

Targeted delivery of humanitarian aid was carried out in 8 settlements: Donetsk, Makiivka, Khanzhonkove, Khartsyzk, Yenakiieve, Snizhne, Shakhtarsk and Torez. During the implementation of the project volunteers delivered 46,378 food packages.

Targeted delivery of humanitarian aid operated in the uncontrolled territory of Donbas. However, after the activities of Rinat Akhmetov Humanitarian Center were blocked, such deliveries became impossible.

“AID FOR CHILDREN” PROGRAM

“AID FOR CHILDREN” PROGRAM* Goal To provide assistance with food to families with children under 35 months, and also to support with the food packages the nursing mothers with infants under one year old.

Implementation OCTOBER OF 2014 – TILL PRESENT TIME Children under 35 months are given food packages that correspond to the needs of the first years of the child’s life. For children from 0 to 11 months, 2 types of food packages are offered: a package for supporting a nursing mother or a set of infant formulas (in case of bottle feeding). Children aged 12 to 35 months gradually switch to adult nutrition and receive appropriate food packages.

During the «Aid for Children» program implementation, 864,301 food packages for children have been issued.

Before the war in the front-line village of Novoselivka, Donetsk region, local residents had a stable and quiet life: they had jobs, full access to medicine, education and food. Now most families have left the dangerous area. The Koriuk family is a family that decided to stay. Because of the war, Liubov has lost her job and her daughter, Anna, brings up her child on her own. Like hundreds of other residents of Novoselivka, they receive food packages from Rinat Akhmetov Humanitarian Center. In this difficult time, survival packages issued by mobile delivery volunteer teams are the only thing that helps to cope with the difficult situation.

«Not everyone has the opportunity to buy the necessary products now. The only thing that saves is survival food packages delivery. Our family is grateful to Rinat Leonidovych for the food aid»,

says Anna Koriuk, a resident of the front-line Novoselivka.

“TARGETED ASSISTANCE” PROGRAM

“TARGETED ASSISTANCE” PROGRAM* Goal To help the Donbas civilians who found themselves in difficult life circumstances «here» and «now». To be useful to those who need emergency care - complicated treatment and surgery, to provide them with vital medications, to deliver food packages to their addresses, to allocate funds for the funeral of their deceased relatives.

The Humanitarian Center Targeted Assistance Program has provided to more than 50,000 people:

Within the framework of the “Medications for children” project 3,018 medication sets were issued,

231 of which are insulin sets, 680 are test strips, 1,411 are anticonvulsants sets, and 966 are anti-asthmatics. This assistance was received by 1,222 children.

1,604 people received assistance for emergency treatment and surgeries within the framework of the «Individual Applications». Of these, 670 were adults and 934 were children.

16 children received assistance in carrying out heart surgery as part of the «Healthy Heart» project.

71 wounded children took part in the project and received assistance within the framework of the «Rehabilitation of injured children». Of these: 65 children underwent a rehabilitation treatment course in Ukrainian sanatoria, 6 children received technical rehabilitation equipment and medicines.

Implementation AUGUST OF 2014 – TILL PRESENT TIME The “Targeted Assistance” was one of the first of the Rinat Akhmetov Foundation programs, which successfully worked in peacetime. With the outbreak of hostilities in Donbas, this program operates within the framework of the Humanitarian Center.

The program provides individual medical care for children and adults of beneficiary categories. It includes the payment for emergency surgeries, complex treatment, rehabilitation courses and provision of medicines.

Roma Naboka from the village of Kamyshevakha, Luhansk region became the first participant of the project «Healthy Heart». The doctors diagnosed the boy with a valvular heart disease. The child needed an emergency operation. The family of the 2-year-old boy turned to the hotline of Rinat Akhmetov Humanitarian Center with a request to save the child. The Center reacted promptly: on February, 1, the child was successfully operated on in the Cardiology and Cardiac Surgery Center. Now the child is living a full and happy life.

Implementation NOVEMBER OF 2014 – TILL PRESENT TIME

Goal To help children and their parents cope with the consequences of the stress caused by the armed conflict in Donbas, to provide training to psychologists with the «War-time Trauma». This course is designed to provide qualified psychological support to the civilians of Donetsk and Luhansk region, as well as to internally displaced persons.

Rinat Akhmetov Humanitarian Center prepared 250 crisis psychologists to provide qualified psychological support to the Donbas civilians. From December 2014 to May 2015, they successfully completed the training course «War-time Trauma». The training was conducted by the best international experts.

In 2015, in Donetsk, Makiivka, Kyiv and the Dnipropetrovsk region, Psychological Support Centers opened, in which psychologists of the Humanitarian Center conducted classes with children and family counseling.

The Psychological service of the Humanitarian Center worked on both sides of the demarcation line.

Psychologists provided their assistance at kindergartens, schools, social institutions, hospitals, bomb shelters, health camps and summer city Centers.

In 2016 the Ministry of Education and Science of Ukraine approved Rinat Akhmetov Humanitarian Center’s «Children and War» program. The program is approved for use in educational institutions of Ukraine.

Now psychologists work independently with children all over Ukraine. The Center continues to support the qualification of trained specialists - trainings and seminars are held for them.

“PEACEFUL SUMMER FOR DONBAS CHILDREN” PROJECT* Goal Organization of summer holidays for Donbas children, affected by the armed conflict.

Implementation SUMMER OF 2015, 2016 AND 2017 The «Peaceful summer for Donbas children» project is aimed at enabling children from the immediate battle area to rest, feel safe and go through psychological rehabilitation. Rinat Akhmetov Humanitarian Center attracts the best professionals who help children cope with stress and overcome fears.

Over the entire project more than 3,500* children have benefited from the «Peaceful summer for Donbas children» project.

Because of the war in Donbas, 11-year-old Bohdan from the town of Brianka, Luhansk region, has experienced more than one tragedy. The boy repeatedly was under shelling, heard explosions and hid from them in the basement for days. The child had many fears: he was afraid of the darkness and loud sounds, and became avoidant. The «Peaceful summer for Donbas children» project, organized by Rinat Akhmetov Humanitarian Center, helped Bohdan to cope with stress. In 2017, the boy went to a summer camp. The experienced psychologists of the Center, trained during the «War-time trauma» course, worked with Bohdan. After working with specialists, Bohdan restored his psycho-emotional condition, he was able to make new friends, and a smile appeared on his face again.

disabled persons of group I and II;

single parents with children under 18 years old (including widows/widowers);

large families (the number of children - 3 and more, the age of all children - under 18);

retired people of 65 years;

families that raise disabled children, families that raise adopted children or orphans,

children whose parents are deprived of parental rights;

invalids of the II World War; Chernobyl‘s accident liquidators who have received the disability

group and are equated to war invalids; invalids of war in Afghanistan;

low-income people who are registered at the district Labour and Social Protection Departments (LSPD);

pregnant women at all gestation stages, who are properly registered at prenatal care Centers;

orphans under 23 years of age;

families of internally displaced people with 1 or 2 children under 18 years of age, if they have

the status of a family at risk (except for settlements where the LSPD does not work);

children aged 0 to 35 months (survival packages for children).

THE UNCONTROLLED TERRITORIES Rinat Akhmetov Humanitarian Center work on the uncontrolled territory of Ukraine was blocked on February, 28 of 2017, and then banned. The Center is ready to resume the delivery of humanitarian aid on uncontrolled territory as soon as it becomes possible.

Volunteers receive and unload trucks with help, check and stick products, and also assemble survival packages that are delivered to distribution centers and given out to people in need.
