DAR R E L L N E SBIT T / M IN N E DO SA T R IBU N E Massive sections of steel pipe were carefully off-loaded along Highway 10 on the morning of Friday, Sept. 18, under an overcast sky. The operator of the hi-hoe, working in association with the truck drivers and staff, kept safety at the forefront while unloading the six sections hauled out of Winnipeg. A driver of one of the trucks said he didn’t know what the pipe was required for, but no doubt the project will get underway shortly.

Minnedosa’s proposed campground redevelopment has drawn increased public attention over its cost, financing, safety rationale, and timing, as council prepared for a Tuesday, Sept. 22 hearing on the borrowing required for the approximately $900,730 project. The redevelopment would be funded through approximately $400,730 from the Minnedosa Parks

and Recreation Board and a proposed $500,000 loan. As the Tribune’s deadline approached, Chief Administrative Officer Danniele Carriere said council was scheduled to consider first reading of the borrowing bylaw on Sept. 22. If first reading is approved, the proposal will be forwarded to the Municipal Board for approval. If Municipal Board approval is received, the borrowing bylaw would return to council for second and

third readings. Carriere also clarified the financial relationship between the Town and the Parks and Recreation Board. The Parks and Recreation Board, which Carriere described as a controlled entity of the Town of Minnedosa whose finances are separate from the municipality, would obtain the $500,000 loan and be responsible for making the annual payments. Carriere said the borrowing would be repaid through revenues

generated by the Board’s operations. The Town would guarantee the loan. If the Parks and Recreation Board were unable to make an annual payment, Carriere said the Town would provide financial assistance in the form of a repayable grant, allowing the Board to meet its loan obligation. Carriere said the approximately $400,730 being contributed by the Parks and Recreation Board represents campground revenue accumulated over

a number of years. Carriere also clarified that the Parks and Recreation Board is comprised of Minnedosa’s elected officials, while operating financially as a separate controlled entity of the Town. The proposed borrowing would be repaid over 10 years at an interest rate not exceeding 4.95 percent, with annual payments not exceeding approximately $64,595.
