Construction of the High-Rate Primary Treatment project was completed earlier this year and the system is still being optimized by the process manufacturer, Veolia. The Plant Headworks (completed inearly2019)andHigh-RatePrimaryprojectsaretheshortandmid-termrecommendationsofthePlant Facility Plan. These two projects totaled approximately $28 million and will significantly improve the plant’s treatmentprocess.

Another major project in the ten-year CIP is the Solids Handling Capacity Improvements project. This project will replace the existing fluidizing bed incinerator which is over thirty years old and has undergonemultiplerebuilds. Theprojectwillincreasecapacityofthesolidshandlingprocessesatthe plant to accommodate future growth and solids generation. The Solids Handling Preliminary Engineering Report (currently in progress) will provide a phased plan and CIP recommendations for upgrading solids thickening,dewatering,and disposal.

 CollectionSystemMasterPlan—In2008,McGillAssociatescompletedaCollectionSystemMasterPlan (the “2008 Collection System Plan”). The 2008 Collection System Plan focuses on the District’s comprehensivegrowthissuesbyincorporatingalloftherecentplanningandzoningchangesfromthe District’smemberagencies.ThisPlanalsodescribeswhereandhowareas willbeservedandprovides for orderly growth of the sewer system to meet the needs of the region as a whole for the future. This plan was updatedin 2021 to includetheCaneCreek Waterand Sewer District.

Types of Projects

The projects in the CIP are classified into several types, based on the objective of the project. The projects are determined and scheduled based on the Master Plan, the pipe-rating score, and other factors impacting the overall well-beingoftheDistrict.
